At the end of the 2nd World War, the information and intelligence services used by the United States have gone through several redesigns. One result was the creation of the United States Information Agency in August 1953. This agency, according to guidelines established by the US Congress and President Dwight Eisenhower, had the mission to promote a better understanding between the United States and other nations of the world. In practice, the actions of this agency were directly linked to the characteristics and requirements imposed by the Cold War. The USIA was ruled by the opposition of the United States against the Soviet Union and Communism. In this war, art, literature, the media, and science, among many other cultural expressions were pooled and mobilized on behalf of a political, ideological and even philosophical project. From a historical perspective, one can recognize that this "project", diffuse and fragmented in the design of its founders, contained a homogeneous civilization matrix, visible in the various agency's practices over the years. While factors such as the improvement of military weapons, expansion and armies employment constituted as a fact throughout the world, culture, in the hands of cultural officers of the US Information Agency, was used in almost equal terms. While the barbarity of violence which was one inescapable horizon of possibility, a conception of civilization was settled alternatively, a path for the future
Ao final da 2ª Guerra Mundial, os serviços de inteligência e informação empregados pelos Estados Unidos passaram por várias reformulações. Um dos resultados foi a criação da United States Information Agency, em agosto de 1953. Esta agência, segundo definia diretrizes estabelecidas pelo Congresso americano e pelo Presidente Dwight Eisenhower, tinha a missão de promover um melhor entendimento entre os Estados Unidos e outras nações do mundo. Through a study of Boston and federal social policy, this dissertation analyzes the rise of public-private partnerships between government and nonprofit organizations in the United States over the second half of the twentieth century. A mixture of community mobilization and an elite knowledge economy positioned Boston at the forefront of a growing nonprofit sector that repeatedly captured the attention of funders in government and philanthropy. A policy shift in the 1960s for the first time authorized federal agencies to issue grants to private, nonprofit organizations as a strategy of poverty reduction and urban governance. Outsourcing social welfare provision in this way positioned nonprofit organizations as responsible for the economic, physical, political, and social development of neighborhoods. Such public-private partnerships infused neighborhood-based nonprofits with resources and authority that increased community control over the distribution of public goods and services. This decentralized, privatized system of governance grew the size, reach, and activities of the American state, but did so in indirect and ultimately insufficient ways. The project pairs policy analysis with narratives of local implementation, attending as much to how programs operated and received funding, as to what they actually did. An approach combining urban, policy, and business histories is applied to the extant records of many Boston nonprofits—grant applications, government program manuals, nonprofit reports, legislation, financial data, and contract agreements—to follow the local careers of several federal programs, including the Juvenile Delinquency and Youth Crime Commission, War on Poverty, Model Cities, Law Enforcement Assistance Administration, Community Development Block Grants and Empowerment Zones. This emphasis on implementation in Boston neighborhoods reveals how liberalism and neoliberalism functioned as governing practices that transformed the shape of the American welfare state and the institutional landscape of cities. Delivering social welfare through private, local, and, increasingly, market-based mechanisms produced affordable housing, provided social services, and encouraged participation. At the same time, the rise of public-private partnerships did little to prevent the continued concentration of poverty and inequality that characterized American cities at the end of the twentieth century.

The purpose of this research is to analyze the relationship between the executive and legislative branches of American federal government, during periods within which these two branches are led by different political parties, to discover whether the legislative branch attempts to independently legislate and enact foreign policy by using "the power of the purse" to either appropriate in support of or refuse to appropriate in opposition to military engagement abroad. The methodology for this research includes the analysis and comparison of certain variables, including public opinion, budgetary constraints, and the relative majority of the party that holds power in one or both chambers, and the ways these variables may impact the behavior of the legislative branch in this regard. It also includes the analysis of appropriations requests made by the legislative branch for funding military engagement in rejection of requests from the executive branch for all military engagements that occurred during periods of divided government from 1946 through 2009.

Political and institutional leaders in the Pacific Northwest have struggled over how best to manage Columbia River Basin development and the implications of that development since the early 1900s. Their efforts present a seeming paradox: whereas prominent political and institutional leaders believed some form of regional governance system was necessary, those same leaders refused to establish systems with the decision-making authority necessary to resolve the issues that led them to create the systems in the first place. This study examines the historical record at the institutional level to determine why. This study found twenty-six governance systems proposed since 1933 of which eleven were enacted. Prior to then, a private market oriented system dominated, assisted by supportive federal agencies with jurisdictional authority over individual resource domains. Since 1934, the Basin has experienced an unbroken succession of one governance system or another, at times with multiple systems operating in parallel. This study categorized each system under one of four governance models, distinguished by the locus of decision-making. Transitions from one system to another came about through evolutionary processes or the emergence of circumstances that allowed for dramatic shifts between models. Evolutionary change within models resulted in collapse due to internal structural weaknesses or shifts to improved systems through mutual agreement. Dramatic change between models occurred when a "critical situation" appeared that called existing governance systems into question and allowed new systems to rise in their place. Four such critical situations occurred between 1929 and 1999. These were the onset of the Depression, the end of World War II, the hydro-thermal crisis of the mid 1970s, and the first ESA listings of salmon in 1991. This study concluded that the conflicting interests of powerful institutions only partially explain the Basin's governance paradox. Differing worldviews and senses of institutional culture, identity, and values aggravated the conflict over competing interests by shaping the perspectives each party held over the goals and motivations of the others. This study recommends further research to determine how institutional values translate into individual level decision-making. It offers a theoretical framework under which such research might proceed.

This thesis analyzes a crucial period in the relations between the Federal Republic of Germany and the United States of America, through the use of US government internal documents. Willy Brandt brought forth a new vision of Ostpolitik that was starkly different from policies that the US had dealt with before, subsequently leaving the Nixon Administration largely unsure of how to react. The change in FRG economic positioning vis-à-vis the United States, and catalyst political events in the 1960’s, created the impetus for Brandt’s vision of OStpolitik, which culminated in the interim West German control of the Western Alliance’s Eastern Politics.

During the last decade, a number of U.S. government officials have been using modern technology, such as personal email accounts and computers, to evade certain transparency legislation. Similar tendencies of strategic evasiveness can also be identified in Sweden. By comparing U.S. and Swedish history, legislation, and specific modern examples, I reach the conclusion that with regards to governmental accountability, modern technology presents both positive and negative aspects. While modern technology gives government officials a way of preventing sensitive or embarrassing information to be released, or otherwise further a hidden political agenda, it also provides private organizations and individuals with various ways of keeping government accountable. In order to minimize the negative effects, issues such as incentive structures, technological boundaries, court review, and the general scope of government need to be considered.

In part 1 of this study I examine several models of competitive markets in which a group of uninformed traders uses the equilibrium price of a traded asset as an indirect source of information known to a group of informed traders. Four different models are compared in two homogeneous information cases plus one asymmetric information case, revealing a) an allocative efficiency benefit resulting from the opportunity to trade current consumption for future consumption, b) a 'dealer' benefit accruing to traders who are able to observe and act on demand fluctuations not apparent to other traders, c) a 'hedging' benefit accruing to all traders, and d) a loss of hedging benefits due to information dissemination before hedge trading can take place. The effect of an increase in precision of information given to informed traders is calculated for the above factors and for net welfare. In part 2, a two-factor model using the instantaneous rate of interest and the return on a consol bond to describe the term structure of interest rates - the Brennan-Schwartz model - is used to derive theoretical prices for American call and put options on U.S. government bonds and treasury bills. These model prices are then compared with market prices. The theoretical model used to value the debt options also provides hedge ratios which may be used to construct zero-investment portfolios which, in theory, are perfectly riskless. Several trading strategies based on these 'riskless' portfolios are examined.

In 1998, the Department of Defense in the United States released the first of a series of seminal policies on Information Operations (IO). Entitled Joint Publication 3-13, this instruction laid out for the first time, in an unclassified format, how the American military forces could utilise this particular element of power. As a relative newly defined activity, this publication proposed to revolutionise the manner in which warfare, diplomacy, business and a number of other areas are conducted. However, this radical transformation in the United States government with regard to IQ has not occurred over the last decade and a significant gap exists in the capability of the federal bureaucracy to support operations in this arena. While strategic policy and doctrine have been developed and promulgated, in most cases only by the Department of Defense, the actual conduct of IO activities and campaigns across the United States, are normally performed at a much more tactical level. This delta between theory and reality exists because the interagency organisations are often unwilling or unable to make the transformational changes that are needed to best utilise information as an element of power. In this research, the author has developed definitions and models that articulate not only why this delta exists, but also specific strategies for utilising IO in a manner by the United States federal organisations that best optimises the inherent capabilities of this element of power. Specific recommendations are noted below, and will be laid out in greater detail throughout the paper : Develop an Academic Theoretical Construct for IO; Understand that Different Approaches and Processes are Needed to Support IO; Establish an International IO Standards Effort & Meeting the IO Training Needs.

In 1921, 1924 and 1929-1934, markets for the future delivery of wheat went through periods of extreme volatility and/or significant depression, and in all three cases there were significant and long-lasting changes to both the institutional and regulatory framework of these Chicago-dominated grain markets. There was no real change after these key reforms until 1974, while indeed much of the original regulatory and market innovation remains. The result of the severe depression of 1921 was the Futures Trading Act of 1921. In 1924-25, the so-called ‘Cutten corner’ market turmoil was followed by three key institutional innovations brought about in 1926 by US federal government coercion of the grain futures trading industry in collusion with industry leaders. The Great Depression gave birth to the 1936 Commodity Exchange Act. This Act was based on research done by the government and/or with government-mandated evidence that essentially saw the small grain gambler as needing protection from the grain futures industry, and was pushed through by a coalition of farmers’ organisations and the agency responsible for the 1922 Act’s administration. The government demanded information that was begrudgingly provided, and the studies of this data formed the basis of a political and intellectual justification of the usefulness of futures markets to the marketing of farm products that influenced the Act of 1936 and – more importantly - continues to today. My key thesis is that government worked closely with the futures industry to the extent that the agency was captured by special interests for much of the interwar period, and I claim that government intervention was responsible for the essential changes that assured the dominance of futures markets, with the Chicago Board of Trade as their hub. The lasting institutions created in the 1920s and 1930s continue to immensely influence the financial markets of today, including being incorporated into the Dodd-Frank Act of 2010. My study differs from the accepted account that sees federal regulation as an irrational ‘populist’ attempt at controlling or even banning the markets, with the new institutions developed during the interwar period as the result of effective industry self-regulation in spite of state interference. The findings are based on a theory-driven reading of archives of the Chicago Board of Trade, its regulator the Grain Futures Administration, and the other key government agencies engaging with the grain trade, the USDA, the Federal Farm Board and the Federal Trade Commission. The approach here differs from the accepted accounts in that it is based mostly on my archival work, including the newly reorganised (in 2014) Chicago Board of Trade archive, rather than on public sources such as Congressional hearings and newspaper stories.

This dissertation describes the emergence and expansion of U.S. government motion picture work over the first four decades of the twentieth century. It situates the early history of federal filmmaking within the long progressive drive to reshape representative government into a more active proponent of the welfare of its citizenry and argues that despite reigning critiques to the contrary, institutional sponsorship actually gave social meaning and efficacy to this mode of social documentary. Indeed, I argue that U.S. government film production can be understood as a kind of social activism that was simultaneously propelled and limited by the contours of the federal bureaucracy. Envisioning government film work as “bureaucratic activism”—with all the power as well as the inefficiencies, entrenched rigidities, red tape, politics and establishment loyalties implied by the term “bureaucratic”—is useful here. It helps capture the contradictory nature of a pragmatic enterprise that actively and optimistically sought social change from within the confines of the status quo.

Federal films are examined in this history as spaces of complex negotiation— as points of contact between the structure(s) of the American democratic state and the imaginings of progressive bureaucrats about both their relationship to that state and its relationship to its citizens. Relying largely on original research in little-mined federal collections, I argue that the interpretations of social problems and solutions attempted in and by these film texts represent more than attempts to bolster institutional authority and reinforce the status quo (though, of course, they were such attempts). These aims were mediated by a will—evident both within the film texts and in the extemporaneous correspondence of their administrators and producers—to explain or justify such authority claims by literally and figuratively visualizing them as not arbitrary but rather in the interest of nurturing or protecting the common good. Federal films, seen in this way, don’t automatically obviate social change but instead represent attempts to relate social change to the ideal of democratic government. Viewed in the context of the specific change initiatives they were produced to aid, federal films were reflections of and on democratic governance itself.

Many Deaf people today consider themselves a linguistic minority with a culture distinct from the mainstream hearing society. This is in large part because they communicate through an independent language——American Sign Language (ASL). However, two hundreds years ago, sign language was a “common language” for communication between hearing and deaf people within the institutional framework of “manualism.” Manualism is a pedagogical system of sign language introduced mainly from France in order to buttress the campaign for deaf education in the early-19th-century America. In 1817, a hearing man Thomas Hopkins Gallaudet (1787-1851) and a deaf Frenchman Laurent Clerc (1785-1869) co-founded the first residential school for the deaf in Hartford, Connecticut. These early manualists shaped sign language within the evangelical framework of “moral government.” They believed that the divine origin of signs would lead the spiritual redemption of people who could not hear. Inside manual institutions, the religiously defined practice of signing, which claimed to transform the “heathen deaf” into being the “signing Christian,” enabled the process of assimilation into a shared “signing community.” The rapid expansion of manual institutions hence fostered a strong and separate deaf culture that continues to influence today’s deaf communities in the United States. However, social reformers in the mid-nineteenth century who advocated “oralism” perceived manualism as a threat to social integration. “Oralists” pursued a different model of deaf education in the 1860s, campaigning against sign language and hoping to replace it entirely with the skills in lip-reading and speech. The exploration of this tension leads to important questions: Were people who could not hear “(dis)abled” in the religious context of the early United States? In what ways did the manual institutions train students to become “able-bodied” citizens? How did this religiously framed pedagogy come to terms with the “hearing line” in the mid 19th century? In answering these questions, this dissertation analyzes the early history of manual education in relation to the formation and diffusion of religious governmentality, a topic that continues to influence deaf culture to this day.

World War II was a time of great changes. Many aspects of American society underwent profound shifts but one predominant part of American culture did not change -- theaccepted roles of women. The government documentary films of World War II reveal attitudes, ideas, and assumptions which not only reinforced traditional roles but also reflected theresistance to gender-role alterations. Women during the war were not only shaped by such cultural messages but many subscribed to them wholeheartedly. The films emphasize twospecific images of women -- Susie Homemaker and Rosie the Riveter -- and also reflect society's image of women as homemakers first and war workers second. This double vision,reflected throughout the documentary films became the catalyst which maintained women in traditional roles and, in turn, rejected attempts to alter those roles in any significant way.This study uses the vehicle of World War II documentaryfilms, utilizing the World War II Historical Film Collection, Bracken Library, Ball State University (the largest collection outside the National Archives), the Office of War Information papers, and extensive secondary research, to investigate the images of women during the war years.

The ongoing disregard for the American vice presidency, and for those who would and do hold the office, in conjunction with the scarcity of academic research devoted specifically to the development of the institution, warrants the following study. Indeed, this study is relatively novel to the existent body of political science research which ventures to evaluate the vice presidency. Generally, research and publications on the vice presidency have tended to focus on variables such as ticket-balancing and home-state advantage; critiques of individual vice presidents; and more recently, specific policy spheres where modern vice presidents have been involved. In contrast, this project is devoted exclusively to isolating the institutional markers that have increased the broad utility of the position of vice president of the United States and, in the process, have augmented the development of the vice-presidential institution. These institutional markers include augmentation by precedent, statute, and constitutional amendment; increases in the resources made available to the institution; the addition of institutional identifiers; and the gradual accumulation of policy portfolios and responsibilities assigned to vice presidents. Underscoring each of the preceding institutional markers has been the vital role specific presidents have played in facilitating the development of the vice-presidential institution; indeed, the form and the substance of the vice presidency today is almost entirely the product of presidential initiative. In total, this study represents an interpretive synthesis of the historical record of the American vice presidency and how that record reflects the development of the institution. In the end, salient institutional markers have led to the development of a modern, utilitarian institution, one that is now fully integrated into the executive government. Of equal import, the standing of the vice presidency today, legitimizes the individual serving in the office, and furthers the influence of the vice president in the executive government. And, in telling the story of the development of the vice presidency, it is readily apparent that a combination of anecdotal and empirical evidence support the thesis of a changed institution, closely integrated with, and dependent upon, the presidency.

This thesis demonstrates that Calvin Coolidge applied a philosophy of limited government to his executive decisions concerning two domestic issues, Prohibition and agricultural policy. In both matters, various groups attempted to pressure Coolidge into permanently increasing the scope of the federal government's activities. Coolidge refused to comply with their demands and maintained his belief in the benefits of a federal government that limited itself to minimal activism by mediating the disputes of conflicting interest groups. Through both Prohibition and the agricultural problem, Coolidge exhibited his effectiveness in handling divisive political issues while maintaining his philosophy of limited government. Overall, this thesis contributes to the scholarly revisionism of Coolidge.

This dissertation is the formulation of an argument for the incorporation of a liberated federalism perspective as the foundational theoretical construct for the teaching and study of American government and civics at the secondary level. The argument asserts that the history of the nation, in terms of its basic view of government, has developed from a traditional federalist view to a natural rights view. Instruction of government and politics has paralleled that development. The argument further asserts that the current dependence on the natural rights perspective has contributed and helped legitimize, however unintentionally, the excessive levels of individualism, self-absorption, and uncivil behavior that is being experienced in our society today. The argumentation follows the dialectic form presented by Hegel of thesis, antithesis, and synthesis. That is, the thesis argues that the traditional federalist perspective would serve as a viable construct for the teaching of government and civics. In this portion of the argument, the republican model of political reality is presented. The antithesis promotes the natural rights perspective and relies on the political systems model for its theoretical approach. Finally, the synthesis argues that a liberated federalism perspective should be the foundational construct. Here, the argument presents its own model as a theoretical construct that is designed to assist teachers and curriculum materials writers in the development of American government and civics lessons and materials.

This thesis argues that much of the political historiography is mistaken in portraying the post-1960s United States as a nation moving inexorably to the right. It also argues that historians should not understand the Democratic Party as being in terminal decline between 1972 and 1984, marginalised by a coalescing conservative Republican majority. Indeed, taking as its focus the U.S. Congress, this thesis asks why the remarkable resilience of the congressional Democratic Party has been overlooked by historians. It further asks why that resilience did so little to help the party in subsequent years. The Democratic revival in the elections of 1974 and 1976, so often dismissed as a post-Watergate aberration, was in fact an authentic political opportunity that the party failed to exploit. Exploring various Democratic factions within Congress that competed to shape their party's public philosophy, this thesis seeks to show how grander liberal ambitions were often subordinated to the logic of legislative politics and policymaking. The underlying theme is the unsuitability of Congress as an arena for the discussion and refinement of post-Great Society liberalism. Again and again, the legislature displayed a remarkable facility for undermining iconoclasm and stalling policy experimentation. Institutional reforms in the early 1970s, supposed to reinvigorate the Congress and the congressional Democratic Party, actually succeeded only in intensifying the fragmentation of both. Congressional politics became more entrepreneurial and less party-oriented, leaving legislators with few incentives to look beyond their own political fortunes to the party's future prospects. Enduring Democratic strength in Congress meant that Capitol Hill remained at the centre of the party's efforts to reclaim its preeminent position in American politics. The fact that the Democrats never experienced a protracted period of minority status, as the Republicans did during much of the mid-twentieth century, left them ill-equipped and without a powerful incentive to think in broader terms about their party's mission.

This thesis examines conflicts concerning public access to government records. By examining the beginning, evolution and current state of public records access in America, and specifically in Arizona, this thesis explores the question, "How much access to personal information contained in government records is too much?" It is my thesis that American democracy cannot survive without open government records. Open government records, including voter records, educational records, motor vehicle records, property tax records and real estate records, allow citizens to keep informed concerning government matters and to oversee the conduct of government employees and elected officials. American democracy is based upon this oversight by citizens. Without public access to government records, the principles of democracy would be undermined and freedoms eroded. This thesis concludes that the citizen's right to know, though not a constitutional right, is a right that Americans must protect to ensure a strong democracy.

Numerous models of IS success and technology acceptance their extensions have been proposed and applied in empirical. This study continues this tradition and extends the body of knowledge on the topic of IS success by developing a more comprehensive model for measuring IS success and technology acceptance within a government organization. The proposed model builds upon three established IS success and technology acceptance frameworks namely the DeLone and McLean (2003), Venkatesh et al.'s (2003) unified theory of acceptance and use of technology (UTAUT), and Wixom and Todd (2005). The findings from this study provide not only a comprehensive IS success assessment model but also insights into whether and how IS success models are influenced by application variables as applied within a government organization. Exploratory factor analysis and confirmatory factor analysis were performed for instrument refinement and validity test of the existing and proposed models. Using data from employees of a local government municipal, the comprehensive model explained 32 percent variance. Four of the hypothesis were fully supported five were not supported, and four were partially supported. In addition, the results suggest that behavioral intention may not be the best predictor of technology acceptance in a mandatory environment.

Between 1947 and 1954, the Texas State Legislature enacted a series of eight highly restrictive anti-communist laws. Designed to protect political, military, and economic structures in the state from communist infiltration, the laws banned communists from participating the political process, required registration of all communists who entered the state and eventually outlawed the Communist Party. Drawn from perceptions about Cold War events, such as the Truman Doctrine and the Korean War, and an expanding economy inside of Texas, members of the state legislature perceived that communism represented a threat to their state. However, when presented with the opportunity to put the laws into action during the 1953 Port Arthur Labor Strike, the state government failed to bring any charges against those who they labeled as communists. Instead of actually curtailing the limited communist presence inside of the state, members of the state government instead used the laws to leverage political control throughout the state by attacking labor, liberals in education and government, and racial minorities with accusations of communism.

Abstract During the fourteen years between 1898 and 1912, the influences imparted upon the School System of Cuba were substantial. In the period immediately following the conflict with Spain, known in the U.S. as the Spanish American War, a concerted effort was underway to annex the island of Cuba. This study was undertaken to discover what courses were introduced into the K-12 curricula following the U.S. intervention, who introduced those changes, and what, if any influence those changes brought to the culture of the island. This investigation and analysis was necessary to reinvigorate the discussion regarding the history of the Cuban education system in view of the attempted cultural change brought about by the U.S. intervention. While many actions were underway by various factions both within the U.S. government and without to ensure that the annexation would be successful, one concerted effort was undertaken through the reconstruction of Cuba's schools. Changes that were made include: coursework, textbooks, structure of schools, selection process for teachers and professors at the University of Havana, holiday schedule, and the school-day and school-year. While the language of instruction remained Spanish, the method of delivery and training of Cuban school teachers was adapted through an extended summer Normal School program in association with Harvard University and a fulltime program at the New Paltz Normal School in New York. From the results collected regarding the coursework, individuals involved, and the changes imparted upon the culture of Cuba, it appears that a concerted effort was underway to impose a U.S.-styled school system on Cuba with the intended result of annexation of the island of Cuba by acclamation of the Cuban people.

An effort has been made to describe services without attributing values to particular site characteristics. This report provides a brief snapshot in time of a complex and rapidly evolving world. While not definitive in scope, it is hoped that this report will provide a baseline for anyone who may wish to revisit some of these sites in the future to determine how services may have been expanded, reduced, or refined.

Attempts to solve the continued problem of low youth voter turnout in the U.S. have included get out the vote drives, voter registration campaigns, and public service announcements targeting 18- to 25-year-old voters. Pay Attention and Vote added to this effort to motivate young voters in its 2006 campaign. This thesis analyzes the rhetorical strategies employed by the Pay Attention and Vote campaign advertisements, measures their effectiveness, and adds to the limited body of knowledge describing the attitudes and behaviors of young nonvoters. This thesis applies a mixed method approach, utilizing both rhetorical criticism and quantitative method. The results of both analyses are integrated into a discussion which critiques current strategies of addressing the youth voter turnout problem and offers suggestions for future research on the topic.

Pisé de terre or rammed earth is a building technique that has existed for over ten thousand years. Although this technique was first documented for Western Civilization by the Roman Pliny the Elder circa 79 AD, evidence of its use prior to his time is found in China, Europe, and elsewhere. Rammed earth achieved notoriety in the United States during three distinct periods in its history: the Jeffersonian era, the Great Depression, and the Back-to-Nature Movement of the 1970s. In the United States earth buildings are uncommon and usually deemed marginal or fringe. This is true even though at times the U.S. government has been a proponent of alternative building techniques, especially rammed earth. Intended for those interested in material culture, this thesis provides a brief history of rammed earth, articulates its importance to the building record of the United States, and describes methods for its preservation, repair, and maintenance.

Much discussed and little understood, Richard Nixon's southern strategy demands scrutiny. A brief survey of the literature suggests that study on this controversial topic has reached an impasse. Southern historians keen to emphasise the importance of class in the region's partisan development over the last fifty years insist that any southern strategy predicated on racialised appeals to disaffected white conservatives was doomed to failure. Conversely, conventional accounts of the Nixon era remain wedded to the view that the southern strategy represented a successful devil's bargain whereby an avaricious Californian exchanged the promise of racial justice for black southerners in return for white Dixie's electoral votes. Most sobering of all are political scientists concerned with executive power, who evidence the limited discretion enjoyed by presidents to implement any agenda inimical to the corporate will of the federal bureaucracy. Since Nixon's executive departments were brimming with Democratic holdovers from the Kennedy and Johnson years, the question of whether or not the President demanded concessions to southern racists apparently becomes more or less irrelevant: the 'fourth branch' of the federal government inevitably ensured that a southern strategy was simply impossible to execute. In reality, much of this stalemate is the product of academic territorial warfare on the battleground of a subject wide open to multiple interpretations. A southern historian keen to showcase the importance of his local research is likely to show little interest in evidence that a President based in Washington D.C. could initiate social change in Tuscaloosa, Alabama. Similarly, political scientists fighting an unrewarding battle to emphasise the autonomy of federal departments are naturally disinclined to highlight examples of presidential willpower altering bureaucratic culture. Nevertheless, an intriguing paradox remains in evidence. Despite leaning more towards the political philosophy of antediluvian white southerners than the demands of black Americans, Richard Nixon presided over a period of such fundamental social reconstruction below the Mason-Dixie line that he could legitimately claim to have desegregated more southern schools than any other President in history. Whilst a raft of excellent monologues demonstrating the impact of local movements down South on national politics have been published over the last decade, few have even attempted to explain this peculiar phenomenon. As Matthew Lassiter observed in a Journal of American History roundtable on American conservatism in December 2011, 'the recent pendulum swing has overstated the case for a rightward shift in American politics by focusing too narrowly on partisan narratives and specific election cycles rather than on the more complex dynamics of political culture, political economy, and public policy.' The purpose of this thesis is to explain how a President notorious for pursuing the votes of white segregationists rested at the head of a federal government that ruthlessly dismantled Jim Crow. By incorporating the range of methodologies elucidated above, it will identify exactly how much influence President Nixon and his executive officers exerted over civil rights policy. Was Nixon's reactionary agenda thwarted by over-mighty bureaucrats? Or did the President act more responsibly than the majority of commentators have admitted?

The role risk taking has played in American history has helped shape current legislation concerning gambling. This thesis attempts to explain the discrepancies in legislation regarding distinct forms of gambling. While casinos are heavily regulated by state and federal laws, most statutes dealing with lotteries strive to regulate the activities of other parties instead of those of the lottery institutions. Incidentally, lotteries are the only form of gambling completely managed by the government. It can be inferred that the United States government is more concerned with people exploiting gambling than with the actual practice of wagering. In an effort to more fully understand the gambling debate, whether it should be allowed or banned, I examined different types of sources. Historical sources demonstrate how ingrained in American culture risk taking, the core of gambling, has been since the formation of this nation. Sources dealing with the economic implications of gambling were also studied. Additionally, sources dealings with the political and legal aspects of gambling were essential for this thesis. Legislature has tried to reconcile distinct problems associated with gambling, including corruption. For this reason sports gambling scandals and Mafia connections to gambling have also been examined. The American government has created much needed legislature to address different concerns relating to gambling. It is apparent that statutes will continue to be passed to help regulate the gambling industry. A possible consideration is the legalization of sports wagering to better regulate that sector of the industry.

This research incorporates a decision-making theory which defines the linkage between the public, the media, the president and the Congress. Specifically, I argue that the public holds widely shared domestic and international goals and responds to a number of external cues provided by the president and the media in its evaluation of presidential policies. Although most studies examine overall presidential popularity, there are important differences in the public's evaluations of the president's handling of foreign and domestic policies. Additionally, I am concerned with how the Congress responds to these specific policy evaluations, the president's public activities, and the electoral policy goals of its members when determining whether or not to support the president. Finally, I link together the theoretical assumptions, to examine the influence of varying levels of support among the Congress and the public, and the president's own personal power goals on the type, quantity, and the quality of activities the president will choose. Ultimately, the primary focus of this dissertation is on the sources and consequences of presidential support and the influence of such support on presidential decision-making.

This thesis offers a new policy history of the National Endowment for the Arts, the federal agency responsible for providing grants to artists and arts organisations in the United States. It focuses in particular on the development of conservative perspectives on federal arts funding from the 1950s to the 1980s, and hence, illuminates the broader evolution of conservative political power, especially its limits. The most familiar narrative holds that the Endowment found itself caught up in the Culture Wars of the late 1980s when Christian right groups objected to certain federal grants, particularly to Andres Serrano's Piss Christ and Robert Mapplethorpe's Self-Portrait with Whip. This thesis, however, uncovers the older origins of conservative opposition to state support for the arts, analyses conservative conceptions of art, and illuminates the limited federal role the right sought to secure in the arts in the post-war period. Numerous studies have analysed the meanings and origins of the Culture Wars, but until now, scholars had not examined conservative approaches to federal arts politics in a historical sense. Historians have generally been too interested in explaining change to the detriment of examining continuity, but this approach under-emphasises the long-term tensions that underlie seemingly sudden political eruptions. This work also offers a deep account of the conservative movement and the arts world, an area that has so far been almost completely ignored by scholars, even though a focus on marginalised players is essential to understanding the limits of conservatism. In a general sense then, this thesis evaluates the range and diversity of the conservative movement and illuminates the overall odyssey of the right in modern America. In so doing, it provides a new insight into the ways we periodise political history and also invites a broader view of how we understand politics itself.
