At the end of the 2nd World War, the information and intelligence services used by the United States have gone through several redesigns. One result was the creation of the United States Information Agency in August 1953. This agency, according to guidelines established by the US Congress and President Dwight Eisenhower, had the mission to promote a better understanding between the United States and other nations of the world. In practice, the actions of this agency were directly linked to the characteristics and requirements imposed by the Cold War. The USIA was ruled by the opposition of the United States against the Soviet Union and Communism. In this war, art, literature, the media, and science, among many other cultural expressions were pooled and mobilized on behalf of a political, ideological and even philosophical project. From a historical perspective, one can recognize that this "project", diffuse and fragmented in the design of its founders, contained a homogeneous civilization matrix, visible in the various agency's practices over the years. While factors such as the improvement of military weapons, expansion and armies employment constituted as a fact throughout the world, culture, in the hands of cultural officers of the US Information Agency, was used in almost equal terms. While the barbarity of violence which was one inescapable horizon of possibility, a conception of civilization was settled alternatively, a path for the future
Ao final da 2ª Guerra Mundial, os serviços de inteligência e informação empregados pelos Estados Unidos passaram por várias reformulações. Um dos resultados foi a criação da United States Information Agency, em agosto de 1953. Esta agência, segundo definia diretrizes estabelecidas pelo Congresso americano e pelo Presidente Dwight Eisenhower, tinha a missão de promover um melhor entendimento entre os Estados Unidos e outras nações do mundo. Na prática, as ações desta agência estavam diretamente ligadas às características e exigências impostas pela Guerra Fria. A USIA era regida pela oposição dos Estados Unidos contra a União Soviética e ao Comunismo. Enquanto fatores como o aperfeiçoamento de armamentos militares, ampliação e emprego de exércitos se constituía como um fato pelo mundo, a cultura, nas mãos dos oficiais culturais da USIA, era empregada em termos quase equivalentes. Enquanto a barbárie da violência se constituía como um horizonte de possibilidade inescapável, uma concepção de civilização era sedimentada como alternativa, um caminho para o futuro

Texto completo da fonteThis dissertation describes the emergence and expansion of U.S. government motion picture work over the first four decades of the twentieth century. It situates the early history of federal filmmaking within the long progressive drive to reshape representative government into a more active proponent of the welfare of its citizenry and argues that despite reigning critiques to the contrary, institutional sponsorship actually gave social meaning and efficacy to this mode of social documentary. Indeed, I argue that U.S. government film production can be understood as a kind of social activism that was simultaneously propelled and limited by the contours of the federal bureaucracy. Envisioning government film work as “bureaucratic activism”—with all the power as well as the inefficiencies, entrenched rigidities, red tape, politics and establishment loyalties implied by the term “bureaucratic”—is useful here. It helps capture the contradictory nature of a pragmatic enterprise that actively and optimistically sought social change from within the confines of the status quo.
Federal films are examined in this history as spaces of complex negotiation— as points of contact between the structure(s) of the American democratic state and the imaginings of progressive bureaucrats about both their relationship to that state and its relationship to its citizens. Relying largely on original research in little-mined federal collections, I argue that the interpretations of social problems and solutions attempted in and by these film texts represent more than attempts to bolster institutional authority and reinforce the status quo (though, of course, they were such attempts). These aims were mediated by a will—evident both within the film texts and in the extemporaneous correspondence of their administrators and producers—to explain or justify such authority claims by literally and figuratively visualizing them as not arbitrary but rather in the interest of nurturing or protecting the common good. Federal films, seen in this way, don’t automatically obviate social change but instead represent attempts to relate social change to the ideal of democratic government. Viewed in the context of the specific change initiatives they were produced to aid, federal films were reflections of and on democratic governance itself.

Texto completo da fontePisé de terre or rammed earth is a building technique that has existed for over ten thousand years. Although this technique was first documented for Western Civilization by the Roman Pliny the Elder circa 79 AD, evidence of its use prior to his time is found in China, Europe, and elsewhere. Rammed earth achieved notoriety in the United States during three distinct periods in its history: the Jeffersonian era, the Great Depression, and the Back-to-Nature Movement of the 1970s. In the United States earth buildings are uncommon and usually deemed marginal or fringe. This is true even though at times the U.S. government has been a proponent of alternative building techniques, especially rammed earth. Intended for those interested in material culture, this thesis provides a brief history of rammed earth, articulates its importance to the building record of the United States, and describes methods for its preservation, repair, and maintenance.
