AbstractObjectiveIn 2007 the Australian Division of World Action on Salt and Health (AWASH) launched a campaign to encourage the Australian government to take action to reduce population salt intake. The objective of the present research was to assess the impact of the Drop the Salt! campaign on government policy.DesignA review of government activities related to salt reduction was conducted and an advocacy strategy implemented to increase government action on salt. Advocacy actions were documented and the resulting outcomes identified. An analysis of stakeholder views on the effectiveness of the advocacy strategy was also undertaken.SettingsAdvocacy activities were coordinated through AWASH at the George Institute for Global Health in Sydney.SubjectsAll relevant State and Federal government statements and actions were reviewed and thirteen stakeholders with known interests or responsibilities regarding dietary salt, including food industry, government and health organisations, were interviewed.ResultsStakeholder analysis affirmed that AWASH influenced the government's agenda on salt reduction and four key outputs were attributed to the campaign: (i) the Food Regulation Standing Committee discussions on salt, (ii) the Food and Health Dialogue salt targets, (iii) National Health and Medical Research Council partnership funding and (iv) the New South Wales Premier's Forum on Fast Foods.ConclusionsWhile it is not possible to definitively attribute changes in government policy to one organisation, stakeholder research indicated that the AWASH campaign increased the priority of salt reduction on the government's agenda. However, a coordinated government strategy on salt reduction is still required to ensure that the potential health benefits are fully realised.

This article aims to explain the 2018-2019 state defense action plan in Presidential Instruction No. 7 of 2018 which mandates all ministries, non-ministerial government agencies, and local governments to take action to defend the country through three stages, namely the stages of socialization, internalization, and movement action. The dilution of the state defense action plan at the central government level has been very active, however, at the level of the reverent regional government it has not yet been felt, especially with the existence of regional autonomy where the central government is not necessarily able to "control" the regional government, so that all this needs attention parties, to see the perspective of the regional government in implementing the state defense action plan.

Resumo:

This paper discusses about "Government Actions Against the Obligation to Prepare Government Regulations from Law No.18 of 2017" in the form of a Legal Memorandum. Where the Government in making and issuing Government Regulations from Law No. 18 of 2017 has exceeded the time limit that has been regulated in in law. The legal questions that arise are (1) is the government's attitude that exceeds the time in issuing the Government Regulations an act of the government in carrying out government administration functions? (2) Is the government's attitude exceeding the time in issuing the Government Regulations a violation of State Administration law? This study uses normative legal analysis. The purpose of this writing is the invention of recommendation given by the author for consideration to readers and the people of Indonesia, especially is those who feel be anggrieved by the government’s actions in the state arrangement. The results of the analysis of this Legal Memorandum conclude that the government's action is an administrative function of the government and is an unlawful act. As for the recommended recommendations, citizens who feel aggrieved by the government's actions can take repressive actions against government actions from Law No.18 of 2017, these citizens can sue the President to the State Administrative Court as an authorized court according to law after committing administrative effort.

Resumo:

Most First Amendment theories focus on the values served by freedom of expression, resulting in First Amendment analysis based on the content of messages, modes of communication or identities of speakers. This article suggests that a more appropriate approach consists of focusing on the actions of government that restrict free expression. This approach is based on the premise that the courts' function is to determine when a particular government action violates the First Amendment, not whether the expression at issue is entitled to constitutional protection. The government action approach requires judicial consideration of three key factors: (1) the role government is playing at the time it engages in regulation of expression; (2) the justification for the government action; and (3) the nature of the restriction.

During these years, Venezuela had the longest hyperinflation in history. Government debt rises as a result of both higher social benefits and falling oil prices. As a result of the government's massive liabilities, the government decides to create additional money, which causes hyperinflation. Thus, this paper discusses the three main Venezuelan government actions and their effect. The research shows that both price control and creating new currency did not result in a decrease in hyperinflation. The fixed exchange rate can decrease a small amount of inflation. However, it costs the government a large amount of money to sustain. In short, Venezuela can benefit from using other countries’ currencies and changing to its own currency when its economic condition is stable. Furthermore, current economic conditions are beneficial to Venezuela’s oil industry. Since US restrictions are no longer in place, Venezuela is free to pay back its debt and swiftly modify its own economic structure in order to bring its inflation rate to the target range. This study will help the government and related industries better understand how to create effective public policy.

Resumo:

Individuals can act to mitigate climate change and its consequences by changing their own behavior, working with others to address community issues, or advocating for government action. However, little is known about what people are doing or the factors shaping their engagement. We surveyed 741 respondents in the United States to understand their current beliefs, motivations, and behaviors related to climate action. Our respondents report frequently taking everyday actions, such as talking to others about climate change and buying climate friendly products with less frequent, but still higher than expected, advocacy-oriented actions like signing petitions or contacting representatives. We find wide agreement on the importance of government action and the need for government to hear people’s concerns, with more variability in the importance assigned to community and individual actions. Lack of access to resources, social support, or fun approaches to addressing climate change represent obstacles to further action.

AbstractResearchers often lament that government decision‐makers do not generate or use research evidence. People in government often lament that researchers are not responsive to government's needs. Yet there is increasing enthusiasm in government, research, and philanthropy sectors for developing, investing in, and sustaining government‐research partnerships that focus on government's use of evidence. There is, however, scant guidance about how to do so. To help fill the gap, this essay addresses (1) Why government‐research partnerships matter; (2) Barriers to developing government‐research partnerships; (3) Strategies for addressing the barriers; (4) The role of philanthropy in government‐research partnerships. The momentum to develop, invest in, and sustain cross‐sector partnerships that advance government's use of evidence is exciting. It is especially encouraging that there are feasible and actionable strategies for doing so.

This study aims to analyze factors influencing citizens’ intentions to take protective action against particulate matter (PM) and their actual actions in response to PM. There were few research on the role of government factors and the issue of intention–action inconsistency in the context of PM mitigation action. Therefore, this study set not only variables in the risk perception paradigm but also ones in government factors as independent variables, while intention and action in response to PM were set as dependent variables. This study’s analysis was based on survey data collected from Korean people. For representativeness of the samples, this study adopted the quota sampling method, considering region, gender, and age. Five hundred respondents finished the survey. To verify the hypotheses, this study used regression and binomial logistic analysis. Analysis showed that (1) negative emotions, trust, knowledge, government competency, policy satisfaction, and policy awareness had significant effects on intention and action in response to PM, and (2) perceived benefits only affected intention, whereas government accountability only affected action. Logistic analysis showed that there were groups in which intentions and actions did not match. Negative emotions and government competence induce intention–action consistency, whereas the perceived benefits and trust in government tend to encourage inconsistency. Knowledge is a variable that induces both consistency and inconsistency in the intention–action relationship. The determinant structures of independent variables affecting the likelihood of belonging to the four groups differed.

The South African Government regards affirmative action as an important method to rectify the discriminatory career practices followed against Blacks, Coloureds, Indians and women under the previous political dispensation. Legislation and policy that provide for affirmative action in institutions have been formulated and are considered in this paper. After normative and empirical research, it is concluded that it is possible to develop strategic affirmative action programmes in local government institutions and that affirmative action can be managed in terms of a strategic process in local government. It is further concluded that managers in local governments playa key role in the successful implementation of strategic affirmative action programmes

Governments are in the process of transformation from old to new public management, and now E-Government, where online services are delivered to customers using information and communication technologies. Governments that evaluate customer satisfaction using Likert scales often face the challenge of translating findings into strategic actions. This paper introduces a novel ROI vs. ROR matrix analysis, a strategic action tool, to assess customer satisfaction in using E-Filing service in Malaysia. This paper will explore the concept of Customer Relationship Management (CRM) in E-Government, especially the business benefits realisations, tangible in the form of return on investment (ROI, e.g., cost savings) and intangible in the form of return on relationship (ROR, e.g., provide prompt services and helpful responses to customer requests). The development of the ROI vs. ROR matrix is discussed and followed by a demonstration of the usefulness of this matrix to classify customer experiences into four satisfaction quadrants. The research findings are then translated into strategic actions. This research allows the government service provider to identify strategic focus areas that need attention and allocation of resources. Since the main objective of CRM in E-Government is to improve customer satisfaction, the introduction of this ROI vs ROR matrix is timely to help government service provider to learn about their needs and motivations in using E-Government services.

Administrative law is responsible for explaining an administrative rule and expressing the correct manner of an administrative lawsuit to provide administrative justice in public administration in the best way. One of the important topics of administrative law is government civil responsibility. The government, such as the ordinary people, is responsible for its actions and administration. And This responsibility requires that harmful action issued from the government, which causes damage caused by the legitimate action of the administration. The importance of research is that it paves one of the ways to know by that the relationship between administrative rights and civil rights and awareness of administrative rights in Afghanistan's legal system. This research is a descriptive and library of quotes and tries to simplify the authoritative sources of administrative rights in Afghanistan. The research findings show that the government must compensate for the actions and acts of their administration, which result from the person's losses. But which losses are compensable and which losses are not compensable? The administrative procedures law explicitly states that another law regulates the Government's civil responsibility. Because there is no specific law in this case, we must search for its rules in other country documents.

Regional autonomy as the government's choice in the administration of regional government to assist efficient and effective regional governments in managing governance. The desantralization pattern distributes authority to the regions within territorial limits. The fundamental organization enables the governing policies of a system. A policy itself in the whole system of government. The pattern of power and financial relations between the central government and regional governments is largely determined by the national political configuration at a given time. This article was written using the method of conceptual thinking with critical legal studies as the type of research. The result of this article is that the formation of new regions must be aimed at improving public services, accelerating the realization of community welfare, and also channeling political education at the local level. There is also a need for an evaluation of regional expansion with indicators of the objectives of the expansion. The urgency of evaluation is so that the desire and rapid division of regions does not make local governments paradoxical with goals. it is necessary to implement it as a corrective action so that the positive implications of corrective action can be felt more properly, it must have a legal basis by the provider of regional autonomy, namely the central government.

AbstractWhile Chinese local governments remain extremely wary of workers’ collective actions, they do not always suppress them; sometimes, they tolerate such actions and even seek to placate workers. What accounts for these different government responses to workers’ collective actions? Based on a sample of over 1,491 collective action cases that took place in Guangdong between 2011 and 2016, we find that the types of demands raised by workers during collective actions affect how local governments respond. Local governments are likely to forcefully intervene in collective actions in which workers make defensive claims concerning issues of payment. In contrast, local governments are likely to use non-forceful approaches in response to actions in which workers make defensive claims regarding social security.

Examination of cases of unlawful acts by the government (onrechtmatige overheidsdaad) prior to the enactment of Law Number 30 of 2014 in conjunction with Supreme Court Regulation Number 2 of 2019 was carried out by the General Court. After the enactment of the Supreme Court Regulation Number 2 of 2019, the examination of the onrechtmatige overheidsdaad case was transferred to the TUN Court as a Government Action dispute. As a relatively new procedural law in the State Administrative Court, it is necessary to conduct legal research. This normative legal research found that the Government Action dispute is a public dispute whose examination must use the procedural law of the State Administrative Court, no longer using Article 1365 of the Civil Code. The object of the dispute is Government Action, either in the form of acts of action or non-action, carried out by government agencies and/or officials that cause harm to community members. This study resulted in suggestions for socialization and legal enforcement of the examination of disputes over Government Actions in order to realize legal and justice systems.

There is an urgent need to reverse biodiversity loss as has been identified in a wide range of reports. This short commentary article considers the need for businesses to act on biodiversity and nature loss. In partic- ular, the focus of the article is a statement issued in November 2022 by a number of businesses imploring governments to take action to address biodiversity loss. The businesses are petitioning for government action on the basis that they can only pledge to radically change their business models if there is political certainty in respect of government actions on biodiversity. : The Outcome Indicator Matrix (OIM) (MIR in Spanish) is a tool that has been adapted by the Universidad de El Salvador (UES) to monitor commitments in national action plans (NAPs). It has been used to assess all commitments presented to the Open Government Partnership (OGP) by the Government of El Salvador that are in its NAP. The OIM-MIR is a result of integrating the logical framework method, used by many governments and public institutions and the focus of the Regulatory Impact Analysis (RIA) (OECD, 2018), which international organizations such as the OECD use to organize actions and procedures to produce a specific outcome.

THE COUNCIL OF AUSTRALIAN GOVERNMENTS (the peak intergovernmental forum in Australia, comprising the Prime Minister, State Premiers, Territory Chief Ministers and the President of the Australian Local Government Association) focused on mental health care at its meeting in February. They agreed that more money is needed, and asked their public servants to prepare an action plan urgently.1 The action plan is expected to contain a stronger focus on mental health promotion and early intervention, and perhaps a more flexible approach to the housing and care needs of people who can?t ?manage on their own?. A stronger role for the non-government sector is anticipated, as well as increased access to psychologists and other health professionals in primary care, and efforts to improve access for people with mental illness to employment, community activities, rehabilitation and respite care.

Canonical Action Research (CAR) is the most widely used form of action research; however it relies on premises that can be problematic in the e-Government context. This article details some of those underlying assumptions, and shows the difficulties that result when applied to a relatively typical e-Government case study: the implementation of an advanced email system in Danish public administration. The empirical experience calls many of the standard premises into question, and these are categorised. The authors summarize the resulting experience as nine challenges for action researchers working in the e-Government field, and investigate some possible responses.

Purpose: The aim of this study is to examine the Malaysian government's actions towards the aviation industry to deal with the Covid-19 pandemic and the transition phase from pandemic to endemic. Transition phase refers to a temporary period before the country could fully enter the endemic phase which is subject to an announcement by the World Health Organisation (WHO). Theoretical framework:The study on air transport affected by pandemic and industry action toward the endemic phase. This study refers to the conceptual framework for emergency department design in a pandemic by Aujirapongpan (2023): Relationship between state, hospital and ED in pandemic preparedness planning and response. Design/methodology/approach: The approach used is qualitative research that are observation and literature review. Findings: The results demonstrate the Malaysian government's actions during the transition period from pandemic to endemic. Restrictions on travel between areas cause the public to be unable to move at will, causing passengers to be unable to buy plane tickets. The government's actions have indeed had an impact on the airline company's income. Among the significant effects are the workers who were laid off in the era of the pandemic. At the same time, the government is also trying to help airlines financially to survive while waiting for the endemic period. The Malaysian government does not have a specific framework for the airline industry to face the pandemic, however, the Malaysian government gives a quick reaction to control the situation. Research, Practical & Social implications: The study gives comparative responses on the aviation industry by the government when faced with a pandemic, as well as planning for the transition to the endemic phase. Originality/value: The result indicates the government participation and action changes of the air transport operation on the Covid-19 pandemic to endemic transition phase.

Stories have played a central role in human social and political life for thousands of years. Despite their ubiquity in culture and custom, however, they feature only peripherally in formal government policymaking. Government policy has tended to rely on tools with more predictable responses—incentives, transfers, and prohibitions. We argue that stories can and should feature more centrally in government policymaking. We lay out how stories can make policy more effective, specifying how they complement established policy tools. We provide a working definition of stories’ key characteristics, contrasting them with other forms of communication. We trace the evolution of stories from their ancient origins to their role in mediating the impact of modern technologies on society. We then provide an account of the mechanisms underlying stories’ impacts on their audiences. We conclude by describing three functions of stories—learning, persuasion, and collective action.

It is commonly believed that, from a liberal point of view, there is something problematic in government action rooted in religious considerations. We begin by showing exactly what kind of religious considerations might thought to be ruled out as a basis for such action. We then discuss at length the approach expressed by the Supreme Court of Israel, according to which legislation and other government actions based on religious considerations are problematic because they violate the right to freedom from religion of non-religious citizens. We reject the court’s interpretation of this right and conclude that the court has failed to explain why government action based on religious considerations is illegitimate.

The aim of the paper was to show how opportunities provided by Action Research models could solve problems related to procurement management in three selected lower local government authorities in Tanzania. It builds on Marja Liisa Swantz’s participant research. Three phases of Action Research were adapted from Lewin’s spiral framework. Purposive technique was used to select members of Action Research groups for the lower local government authority. It was revealed that problems were mainly in planning, managing records, bid evaluation, knowledge on legal framework and contract management for works. Attitudes on transparency and accountability among actors were also not in line with principles of public procurement. Action plans developed were implemented and evaluated. Three components, i.e. research, actions and training were combined to improve procurement planning, records and contract management. There were remarkable improvements in planning, record keeping and contract management. Positive attitudes towards equality, transparency and accountability were also reported for villages which participated in Action Research. A need for integrating Action Research with lower local government authorities’ procurement activities is recommended. However, there are challenges such as building culture of self assessment, frequent transfer of personnel to other government departments and the temporary nature of village project committees.
