With the continuous advancement of digital globalization, enterprises need to seek development opportunities in the context of diversification and resource shortage. Frugal innovation provides a new way for enterprises to realize social value and create a win-win situation. Based on 113 enterprises’ survey data, fuzzy set qualitative comparative analysis (fsQCA) and necessary condition analysis (NCA) are used to explore the multiple concurrency factors and causality mechanisms of digital transformation, organizational resilience, learning from failure and design thinking for frugal innovation. It is found that: (1) Digital transformation, organizational resilience, internal learning from failure, external learning from failure and design thinking cannot effectively stimulate frugal innovation alone, and linkage matching of multiple antecedents is needed to promote frugal innovation. (2) There are three paths to producing high frugal innovation, namely, external learning from failure and design thinking driving under digital transformation learning from failure driving under design thinking guidance, organizational resilience driving under digital transformation. (3) There are two paths to produce non-high frugal innovation, which are asymmetrical with high frugal innovation path. Our results are helpful for the study of digital transformation and frugal innovation at the enterprise level. In addition, our research results also provide practical solutions and a theoretical basis for enterprises to carry out frugal innovation activities under the new economic normal.

New information and communication technologies (ICTs) are contributing to the advancement and popularization of distance learning, and its use by educational institutions is accelerating. Some characteristics of distance learning are remarkable, such as its quantity, scalability, ability to serve many students at the same time, scope, lower costs, and so on. Some of these characteristics refer to a type of innovation called frugal, which is the ability to "do better with fewer resources for more people", that is, create significantly more value and minimize the use of resources. The objective of this research was to analyze the characteristics of distance learning through the theoretical lens of frugal innovation using the conceptual model of frugal innovation. The characteristics listed in the Rossetto model were researched qualitatively and quantitatively to obtain a solid conclusion, as this model uses a scale to identify and measure frugal innovation. The Rossetto model was developed and tested using the results of five collections of data from three different countries (Brazil, the United States of America, and India), with the entire development and refinement processes being subjected to an exploratory factor analysis (EFA) and a confirmatory factor analysis (CFA). The final validation of the scale was based on data from 1130 companies. The mixed (qualitative and quantitative) methodological procedures were used to analyze the data obtained from the field research. The qualitative analysis consisted of verifying the characteristics of frugal innovation through Rossetto's conceptual model, and exploratory factor analysis was chosen for the quantitative analysis. Ten of the characteristics of the model sought, analyzed in three dimensions, identified, and strongly indicated that ODL can be considered as a frugal innovation, convincing and confirming that ODL has as main characteristics of the FI such as cost reduction, focus on essential functionalities and improved performance in relation to face-to-face teaching and thus, highlighting that the main value created is to do better with fewer resources than traditional teaching for a greater number of students served.

The increasing demand for democratizing machine learning algorithms calls for hyperparameter optimization (HPO) solutions at low cost. Many machine learning algorithms have hyperparameters which can cause a large variation in the training cost. But this effect is largely ignored in existing HPO methods, which are incapable to properly control cost during the optimization process. To address this problem, we develop a new cost-frugal HPO solution. The core of our solution is a simple but new randomized direct-search method, for which we provide theoretical guarantees on the convergence rate and the total cost incurred to achieve convergence. We provide strong empirical results in comparison with state-of-the-art HPO methods on large AutoML benchmarks.

Background: In the era of the Fourth Industrial Revolution (IR 4.0), digital taxation emerged as a tool for accelerating the economic growth of a nation. While Industry 4.0 focuses on enabling real-time decision-making with sophisticated technology to enhance productivity, digital taxation can serve as an important tool for improving business sustainability. Institutions of higher learning (IHL), which aim to design an IR 4.0 educational ecosystem, can embrace digital taxation, as they face various challenges with different resources. The literature indicates that frugal innovation through digital taxation in institutions of higher learning, can solve emerging resource challenges. Method: We present a systematic review of studies on digital taxation to promote frugal innovation published in the past three decades (1991 to 2021). We obtained a total of 21 papers from a ‘digital taxation’ keyword search, 10 of which were related to digital taxation. However, the 10 papers were not related to frugal innovation. Result: We present two major findings. Firstly, research on digital taxation for frugal innovation is scant. Secondly, challenges exist in digital taxation implementation, which requires further attention. Conclusion: We conclude this review with a recommendation for the conceptual framework, to highlight potential research warranting the attention of the research community.

Frugal Living or commonly known as a frugal lifestyle is a lifestyle that places a person's consciousness at the highest level when using the money they have while still paying attention to the value of an item. Many people interpret a frugal lifestyle as a frugal lifestyle, which is not wrong, although when it comes to the word frugal, individuals usually put aside the qualities obtained by adopting a frugal lifestyle. Childfree is a term that is often referred to as a concept when married couples decide to choose a life path of not having or raising children. Frugal Living and Childfree are lifestyles that are widely adopted by society, especially young married couples, for the reason that the decision not to have or raise children is because they do not have enough income so that if they have or raise children it will only increase their obligations which will lead to difficulties in managing them. Family finance. These couples of childbearing age (PUS) believe that frugal living is one of their actions by not having or raising children so that their finances can be managed well. Financial literacy is the ability to understand and use a variety of financial skills effectively, including personal financial management, budgeting, and investing. When you are financially literate, you have a basic relationship with money, and it is a lifelong learning journey. The earlier you start, the better off you will be, because education is the key to success when it comes to money. This research seeks to find a relationship between the literacy level of every young couple in Indonesia and the decision to adopt a frugal and childfree lifestyle, especially in West Java Province.

Algorithms typically come with tunable parameters that have a considerable impact on the computational resources they consume. Too often, practitioners must hand-tune the parameters, a tedious and error-prone task. A recent line of research provides algorithms that return nearly-optimal parameters from within a finite set. These algorithms can be used when the parameter space is infinite by providing as input a random sample of parameters. This data-independent discretization, however, might miss pockets of nearly-optimal parameters: prior research has presented scenarios where the only viable parameters lie within an arbitrarily small region. We provide an algorithm that learns a finite set of promising parameters from within an infinite set. Our algorithm can help compile a configuration portfolio, or it can be used to select the input to a configuration algorithm for finite parameter spaces. Our approach applies to any configuration problem that satisfies a simple yet ubiquitous structure: the algorithm's performance is a piecewise constant function of its parameters. Prior research has exhibited this structure in domains from integer programming to clustering.

Innovation has been broadly recognized as a fundamental source of competitive advantage for organizations. This study sought to highlight, through the perspective of the organizational learning theory, that companies need to be able to recombine and create their resources through the bricolage behavior in order to develop the frugal innovation in emerging markets. Thus, in this research we tried to answer the following question: Is bricolage an antecedent of frugal innovation for companies in emerging markets? Therefore, in this work the main objective was to identify whether bricolage can influence the development of frugal innovation. In addition, it was also analyzed whether bricolage is stimulated in crisis contexts, evidenced in emerging markets due to resource scarcity and financial crises, as in the case of Brazil. In this sense, the following hypotheses were established: H1: The bricolage process is positively related to frugal innovation; H2: Organizational innovativeness positively moderates the relationship between bricolage and frugal innovation; H3: A crisis context encourages the use of bricolage in companies to develop resources. These hypotheses were statistically tested using the structural equation modeling technique, using a database collected by the survey method encompassing 215 companies in Brazil. The results allowed to support the hypothesis H1 and H3 confirming, respectively, the positive influence of bricolage in the development of frugal innovation, and the influence of the crisis context on the bricolage behavior. The hypothesis H2 was not confirmed, denoting that organizational innovativeness does not necessarily moderate the relationship between bricolage and frugal innovation. This study has contributed to the literature of bricolage and frugal innovation, as well as established a connection between both, evidencing the bricolage as antecedent to develop frugal innovation, especially in contexts of crisis in emerging markets such as experienced in Brazil

Automatic image analysis has improved the exploitation of image sensors, with data coming from different sensors such as phone cameras, surveillance cameras, satellite imagers or even drones. Deep learning achieves excellent results in image analysis applications where large amounts of annotated data are available, but learning a new image classifier from scratch is a difficult task. Most image classification methods are supervised, requiring annotations, which is a significant investment. Different frugal learning solutions (with few annotated examples) exist, including transfer learning, active learning, semi-supervised learning or meta-learning. The goal of this thesis is to study these frugal learning solutions for visual recognition tasks, namely image classification and change detection in satellite images. The classifier is trained iteratively by starting with only a few annotated samples, and asking the user to annotate as little data as possible to obtain satisfactory performance. Deep active learning was initially studied with other methods and suited our operational problem the most, so we chose this solution. In this thesis, we have developed an interactive approach, where we ask the most informative questions about the relevance of the data to an oracle (annotator). Based on its answers, a decision function is iteratively updated. We model the probability that the samples are relevant, by minimizing an objective function capturing the representativeness, diversity and ambiguity of the data. Data with high probability are then selected for annotation. We have improved this approach, using reinforcement learning to dynamically and accurately weight the importance of representativeness, diversity and ambiguity of the data in each active learning cycle. Finally, our last approach consists of a display model that selects the most representative and diverse virtual examples, which adversely challenge the learned model, in order to obtain a highly discriminative model in subsequent iterations of active learning. The good results obtained against the different baselines and the state of the art in the tasks of satellite image change detection and image classification have demonstrated the relevance of the proposed frugal learning models, and have led to various publications (Sahbi et al. 2021; Deschamps and Sahbi 2022b; Deschamps and Sahbi 2022a; Sahbi and Deschamps2022)

Information Extraction (IE) is a research field with the objective of automatically identifying and extracting structured information within a given domain from unstructured or minimally structured text data. The implementation of such extractions often requires significant human efforts, either in the form of rule development or the creation of annotated data for systems based on machine learning. One of the current challenges in information extraction is to develop methods that minimize the costs and development time of these systems whenever possible. This thesis focuses on few-shot event extraction through a meta-learning approach that aims to train IE models from only few data. We have redefined the task of event extraction from this perspective, aiming to develop systems capable of quickly adapting to new contexts with a small volume of training data. First, we propose methods to enhance event trigger detection by developing more robust representations for this task. Then, we tackle the specific challenge raised by the "NULL" class (absence of events) within this framework. Finally, we evaluate the effectiveness of our proposals within the broader context of event extraction by extending their application to the extraction of event arguments

This work has analyzed the contribution of the development of activities of a research project applied in the teaching-learning process, hoping that the students of the Technical Course in Agroindustry of the Federal Institute of Education, Science and Technology ? Campus Iguatu, in the class of fruits and vegetables processing as active agents, comprehend and solidify their knowledge. In that sense, students of the Technical Course in Agroindustry produced teaching materials that could be used for the capacity of the producers of Vila Cajazeiras, with formulation techniques that could assemble value to the fruit of umbucaj? (Spondias sp). To evaluate the pedagogical process, two groups of 16 students have been created. The first group consisted of students from the Technical Course in Agroindustry with the curriculum in the integrated course (test group) and the second, students from the Technical Course in Agroindustry with the curriculum in the modulated course (control group). These students had already taken the class of fruits and vegetables processing the semester before. The evaluation method used was to evaluate the attitude of the individual, building a questionnaire about the umbu-caj? fruit with affirmatives referent to the necessary concepts and knowledge to comprehend these steps. This instrument has been applied in three different steps. For the control group, the instrument has been applied only once. In the extension activity, 16 people from the community have participated. The students were evaluated by the producers that participated in the extension activity. The processed product, nectar of umbu-caj?, has been evaluated referencing the physical-chemical, sensorial and microbiological parameters. In the physical-chemical determinations, the current legislation has been used to compare the results. In the sensorial evaluations, accepting tests have been used. As for the teaching-learning process, it has been observed that the test scores for each subject have been gradually rising as the learning would materialize, reaching the final test with more homogeneous answers. The medium scores were 4,8; 5,2 and 6,9 for T1, T2 and T3, respectively. As the students were being inserted in the context of the contemplated units of the class, it has been noted that the developed activities contributed to elevate their knowledge. In the control group the learning level was lower than in the test group. The results of the second group (control group) indicate that the students of the first group (test group) obtained higher comprehension of the proposed activities in this project, making this student search for interdisciplinary, produce his own learning, establish non-traditional pedagogical relations and learn new methods to assimilate new information and processing technologies of the umbu-caj? fruit, to better support its proposed work. Therefore, this work was important to link the student to the researching world, making him an active agent of all the process, assigning him with responsibility and making it possible for him to create different ways of constructing his own knowledge.

AbstractThis chapter—“Making Do with the Resources at Hand to Improve One’s Life and Others’ Lives”—highlights the bright side of entrepreneurial action in response to chronic adversity. In this chapter, we discuss how most prior research has emphasized the importance of slack resources to explain creativity, innovation, and entrepreneurship. However, scholars have tended to under-emphasize the role of necessity in generating innovations and to over-emphasize the firm level of analysis when investigating value creation and capture. To add more balance to this discussion, in this chapter, we detail a study on problem solvers in an extremely resource-poor environment in rural India and the creative process they engage in to overcome their chronic adversity. This creative problem-solving process, known locally as jugaad, relies on individuals’ assertive defiance to engage in trial-and-error experiential learning so they can recombine at-hand resources for new purposes to devise frugal quick-fix solutions. By exploring this creative problem-solving process in a resource-poor environment, we provide new insights into the entrepreneurial responses of those confronting chronic adversity. Moreover, we describe why these entrepreneurial responses are unlikely to be sources of competitive advantage for firms but instead serve as sources of inclusive growth in the form of enhanced well-being for the respective entrepreneurs and their communities.

Librarians need professional development opportunities even during difficult economic times with limited library budgets. Fortunately, creative and frugal librarians are finding external funding for professional development, and benefiting from free or low-cost professional development tools and opportunities. Many of these frugal solutions are online. Social media, bookmarking services, e-learning platforms like WebJunction and Lyrasis, listservs, and webinars are all explored as such online solutions. Conference scholarships, interdepartmental cooperation, and community partnerships are also ways to provide free or externally funded professional development.

To maintain continuity of education, school management was confronted with a conflicting situation of mobilizing the student learning process and simultaneously maintaining COVID-19 protocols without having the cushion of using online medium in the village. The mission was accomplished through an extraordinary education delivery system which was non-technical, cost-effective, prudent, and still efficient that would revitalize education by using the existing village resources. This case documents how Utkramit Madhya Vidyalaya achieved this unexpected goal which illustrates how frugal techniques can be effective in any management process if the vision for work remains the centripetal force in the organization.

The Scholarship of Teaching and Learning (SoTL) enables ways to improve teaching in various disciplinary contexts, in higher education; this framework begins with measures of what learners actually learn in a formal course and identifies ways to improve the teaching. The SoTL framework was used to inform part of a recent grant application for a multi-institution, multi-year research project in the soil sciences. Using SoTL for projected grant-funded work involved the following, an in-depth exploration of the literature a light exploration of the local context (soil science and agronomy) variations on traditional SoTL (and innovative thinking from educational research) pragmatics and practical planning, frugal budget planning to inform a general sense of direction, with the details to be filled in later (if funded). This work suggests the importance of studying a framework in depth but applying it lightly to enable riffing in new directions.

The pandemic of COVID-19 has caused a serious effect on health, economic, social, political, demographic, and all other various aspects of the economy. It has given a huge impact on the education system in a worldwide manner that leads to the closure of universities, colleges, and schools. This study aims to assess the impact of the worldwide COVID-19 pandemic on the education sector in special reference to India. The loss of learning was majorly pronounced among students from a disadvantaged prospectus. The authors conducted a qualitative document analysis of all the published articles that explained the impact of COVID-19 pandemic on the education system from 2019-2021. The study provides an insight on the barriers in education due to the COVID-19 pandemic. The result shows the evolution of technology-enabled education in the learning sector. Finally, the challenges articulated by the learners during online learning include external as well as internal factors and causes.

Fast-and-frugal trees for classification/decision are at the intersection of three families of models: lexicographic, linear and tree-based. We briefly examine the classification performance of simple models when making inferences out of sample, in 11 medical data sets in terms of Receiver Operating Characteristics diagrams and predictive accuracy. The heuristic approaches, Naïve Bayes and fast- and-frugal trees, outperform models that are normatively optimal when fitting data. The success of fast-and-frugal trees lies in their ecological rationality: their construction exploits the structure of information in the data sets. The tool ARBOR, a digital learning tool, which is a plug-in to the freely available data-science education software CODAP can be used for constructing and interpreting fast- and-frugal classification and decision trees. This paper is an abridged version of work by Woike, Hoffrage & Martignon on the integration of classification and decision models into a common framework (Woike, Hoffrage & Martignon, 2017).
