Purpose The purpose of this paper is to investigate the influence of broad cultural dimensions, as well as those of religion and legal origin, on countries’ economic freedom, i.e., trade freedom, investment freedom, business freedom, labor freedom, monetary freedom, as well as a composite measure of economic freedom. Design/methodology/approach Linear regression of publicly available data regarding economic freedom (Miller et al., 2018) on cultural dimensions (Hofstede, 2009), legal origin and religion (LaPorta et al., 1999) for 52 countries was performed to determine the impact of these factors on economic freedom. Findings Results indicated femininity was the cultural dimension associated with the most measures of economic freedom. Short-term-oriented cultures were predictive of greater business freedom, while more restrained cultures were associated with greater business and monetary freedoms. Higher individualism was predictive of greater monetary freedom. Catholicism positively predicted investment freedom and negatively predicted business freedom. French civil law negatively predicted labor freedom, while socialist legal origins positively predicted trade freedom, but negatively predicted business freedom. Originality/value This is the first study to examine the impacts of culture, law and religion on economic freedom. One practical implication of this research is that countries would be wise to emphasize more feminine aspects in their cultures, as these are associated with greater economic freedom. Even minor adjustments that move in the direction of cooperation and fair processes might help increase economic freedoms and the many benefits that stem from such freedoms.

This article is devoted to the analysis of the legal regulation of interrelated economic freedoms within the framework of the Eurasian Economic Union: freedom to provide services, freedom of establishment and freedom of movement of labor. The author examines the content of these freedoms in accordance with the provisions of the Treaty on the Eurasian Economic Union, identifying the inherent features of these freedoms, as well as the criteria for their differentiation. The author refers to the experience of the European Union in the field under study not only to compare the provisions of the constituent acts, but also to determine possible trends in the development of legal regulation of these freedoms within the Eurasian economic space. Summing up, the author makes some generalizations. In particular, it is noted that the EAEU already has a single market for services. The sectors (subsectors) of services that are provided in the single market mode (more than 40 service sectors) are established. It is also emphasized that the freedom of establishment and freedom of activity are necessary for the realization of the freedom to provide services, and the main criterion for distinguishing the freedom to provide services from the freedom of the institution is the factor of the length of stay in the country in which the service is provided. As a result of the research, the author concludes that the achievement of the economic goals of the Union, including the freedom of movement of services and persons, is possible only if the supremacy of human and civil rights and freedoms is ensured at the supranational level.

In the theory of law, freedom of speech, which has a long history of formation, continuing even now - with the crystallization of this freedom by international institutions, remains the most important and necessary element of the functioning of civil society and the building of the rule of law. In the legal plane, being initially enshrined at the international level - universal and regional - this freedom faces serious obstacles to its realization and protection at the national level, where it collides with other rights and freedoms, including freedom of religion, as well as with the interests of society and the state which are often difficult to establish. One of the fundamental issues related to the realization of freedom of speech is the question of the absoluteness and limitations of this freedom. Restrictions on freedom of speech, established normatively and developed by practice at the universal and European regional international legal level, are associated with considerations of morality, social interests and values, necessity and security. These approaches developed at different levels of regulation are mutually consistent and complement each other, building a paradigm that is much needed by general international law in a uniform understanding of human rights and freedoms. Despite the established restrictions, in practice, contradictions and misunderstandings continue to arise related to the implementation of freedom of speech at the national level. This work attempts to correlate freedom of speech with restrictions on this freedom by states bound by security interests, morality and ethics. The article proposes an effective way to solve the problem of limiting freedom of speech and delimiting it from other freedoms: increasing the responsibility of states for violating human rights and freedoms by changing its form, and strengthening the jurisdiction of already existing international bodies for the protection of human rights, especially conventions.

Liberalism thus views the concept of freedom as a fundamental element of its intellectual foundation and without access to and defense of freedom, there is no meaning for the existence and survival of liberals. Due to the wide range of views of liberalism and the differences of opinion of liberal thinkers and different trends, attitudes and views on different freedoms, for example some of the thinkers believe in the interference of the state power in personal freedoms with the goal of creating social justice and economic justice and so on..., such as the thinkers of the Social liberal trend in the thought of liberalism, But some other thinkers believe in the protection of individual freedoms from interfering of the power of the state, and reject any form of interference in freedom, such as thinkers of the Libertarians trend in the thought of liberalism, including (Friedrich A. von Hayek). These two views of liberalism are expressed in terms of freedom, as: positive freedom (when the state intervenes in freedoms), and negative freedom (that freedom is protected from the interference of state power). (Hayek) rejects positive freedom and believes that any interference in the freedom, economy, and property of individuals, commodities, and markets, leads to the deterioration of the security and stability of individuals on one hand, and the creation of an oppressive, tyrannical and dictatorial power or regime on the other hand. This condition becomes the cause and means of the departure of individuals and the coexistence of the living system to slavery.

The offense against religious feelings expressed in the text of Art. 196 of PC is strongly embedded in the constitutional liberties and freedoms and human rights of both the Council of Europe and the European Union. Freedom of conscience and religion, which originated in the wording of Art. 196 of PC remains in antinomy to other constitutional values protected by both international acts such as freedom of expression, freedom of artistic expression, the freedom to teach and freedom to enjoy cultural heritage. This requires balancing the content of these freedoms. At present stage there is yet no way to resolve the alleged doctrine of countertype of art.

The freedom of creativity, which is established in different forms in various legal regulations, is considered one of the main freedoms related to the development of the material and spiritual existence of a person due to its characteristics. In the modern era, digitalization processes and the transition to the information society have conditioned this freedom to take a new form, to include not only artistic works, but a wider content. The article analyzes the nature of freedom of creativity, its main elements, mechanisms of legal protection, as well as the interaction of this freedom with other rights and freedoms. In addition, recommendations on methods of protection against illegal interference aimed at freedom of creativity have been presented. At this time, the important aspects of the interaction of freedom of creativity and information culture were also studied. This dissertation is a reading of Schelling's influential Philosophical Investigations into the Essence of Human Freedom (1809), focusing on the meaning of "grounding" and the principle of sufficient reason (called the "principle of ground" in German philosophy). One of the contributions of my dissertation is to show how Schelling's treatise frames the traditional debate about "freedom vs. determinism" in terms of system. The connection with system provides a context for the claim of determinism and shows what is at stake in denying it. I argue that the principle of ground underlies the difficulties in integrating freedom within a system. Schelling is able to resolve these difficulties by distinguishing a deterministic from a non-deterministic sense of ground. Schelling uses the non-deterministic sense of ground (ground as condition of the possibility) to connect the parts of the system without jeopardizing freedom. At the same time, Schelling reserves the deterministic sense of ground for the ultimate act of freedom, by which individual human beings determine themselves. Beyond this core argument, the dissertation contributes to Schelling scholarship by interpreting the Freedom Essay in continuity with the texts leading up to and following its publication, most of which have not yet been translated. I show how these texts help to clarify some of the most difficult passages in the Freedom Essay. In particular, I draw on Schelling's correspondence to correct a widespread misreading of the fundamental distinction between that-which-exists and the ground of existence

The research aims to investigate the relationship between economic freedom, political freedom and economic growth. The Arab Spring placed renewed interest on the topic of freedom, yet current economic conditions seemingly contradicted the established theory. The largest free economies were being outperformed by those with less political and economic freedom.Three objectives were specified to answer the research question. The first objective aimed to determine the association between economic freedom, political freedom and economic growth, for which Spearman’s correlation was used. The second objective aimed to investigate causal relationships between the variables, for which Granger’s causality was employed. The third objective aimed to examine complex relationships between the variables, for which vector autoregression was used.Economic growth was weakly correlated with the independent variables. Civil liberties, political rights and economic freedom, however, had strong correlations with each other. Economic freedom and economic growth had bi-directional Granger-causality. Political rights Granger-caused economic freedom whilst civil liberties Granger-caused political rights and economic freedom. Using vector autoregression, the model consisting of economic growth, economic freedom and civil liberties had the greatest explanatory power towards economic growth. Existing theory therefore remains valid: political freedom enhances economic freedom, which, in turn, enhances economic growth.The relationship between economic freedom, political freedom and economic growth

Operation Enduring Freedom (OEF) and Operation Iraqi Freedom (OIF) created multiple challenges for the mental health of soldiers who served there. The local facility in this study determined there was a gap in providing OEF/OIF veterans assistance with mental health issues. The practice-focused question explored whether a training module for nurses would assist in the identification of signs and symptoms of mental health issues in OEF/OIF veterans, such as posttraumatic stress disorder, anxiety, depression, addictions, and suicidal/homicidal ideations, to help ensure timely referral for services. The project used Kolcaba's comfort theory as the basis for the training module. A pretest, training module, and posttest were created and administered to the expert panel. Results showed the training module contained information to assist nurses in identifying the signs and symptoms of mental health issues as well as educated the nurses on various interventions that were available for the veterans. It was determined by the expert panel that the training module should be implemented to assist in decreasing the gap in care for OEF/OIF veterans. This training module might support positive social change by empowering nurses to assist veterans with coping skills overcome mental health issues and lead positive and productive lives.

Presidents of the United States and other American policymakers have throughout history cited democracy promotion as one of the chief goals of American foreign policy, and the current administration of George W. Bush has been no exception. However, and notwithstanding the habitual endorsement of this objective by US administrations, the subject of democracy promotion has received relatively little academic attention. This study aims to correct this gap in the literature by considering two questions relating to United States democracy promotion. First, have the efforts of the US to spread democracy to other countries met with success? Second, is promoting democracy truly a priority of American policymakers, or is it rather window dressing cynically aimed at winning public and congressional support for foreign policy? I begin by defining the terms democracy and democracy promotion. I then use three recent case studies to answer the two questions outlined above, the first of which focuses on President Reagan’s policy towards Nicaragua. In the second case study I consider President Clinton’s policy towards Haiti, while the third deals with President George W. Bush’s policy towards Colombia. The evidence I present points to the conclusion that the United States has not been successful in its efforts to promote democracy in other countries, and that spreading democracy abroad is at best a secondary goal of American foreign policy. The evidence presented in the thesis also demonstrates the utility of foreign policy analysis-based approaches to the study of international relations.

Mutual-exclusion locks are currently the most popular mechanism for interprocess synchronisation, largely due to their apparent simplicity and ease of implementation. In the parallel-computing environments that are increasingly commonplace in high-performance applications, this simplicity is deceptive: mutual exclusion does not scale well with large numbers of locks and many concurrent threads of execution. Highly-concurrent access to shared data demands a sophisticated 'fine-grained' locking strategy to avoid serialising non-conflicting operations. Such strategies are hard to design correctly and with good performance because they can harbour problems such as deadlock, priority inversion and convoying. Lock manipulations may also degrade the performance of cache-coherent multiprocessor systems by causing coherency conflicts and increased interconnect traffic, even when the lock protects read-only data. In looking for solutions to these problems, interest has developed in lock-free data structures. By eschewing mutual exclusion it is hoped that more efficient and robust systems can be built. Unfortunately the current reality is that most lock-free algorithms are complex, slow and impractical. In this dissertation I address these concerns by introducing and evaluating practical abstractions and data structures which facilitate the development of large-scale lock-free systems. Firstly, I present an implementation of two useful abstractions which make it easier to develop arbitrary lock-free data structures. Although these abstractions have been described in previous work, my designs are the first that can be practically implemented on current multiprocessor systems. Secondly, I present a suite of novel lock-free search structures. This is interesting not only because of the fundamental importance of searching in computer science and its wide use in real systems, but also because it demonstrates the implementation issues that arise when using the practical abstractions I have developed. Finally, I evaluate each of my designs and compare them with existing lock-based and lock-free alternatives. To ensure the strongest possible competition, several of the lock-based alternatives are significant improvements on the best-known solutions in the literature. These results demonstrate that it is possible to build useful data structures with all the perceived benefits of lock-freedom and with performance better than sophisticated lock-based designs. Furthermore, and contrary to popular belief, this work shows that existing hardware primitives are sufficient to build practical lock-free implementations of complex data structures.

Resumo:
The subject of this paper is the discussion about human rights and freedoms of the citizens, established by the Constitution and the international documents, with a special emphasis on the freedom of religion and other religious freedoms and rights. In that sense, the assumptions for realization of the freedom of conscience are analyzed as a basis for strengthening the independent, free, and critical thought of the individual, the free development of the thought and the beliefs in terms of accepting views, beliefs, and knowledge related to religion. A special emphasis in this paper is given to certain forms of (miss) use of religion, as fanaticism, the religious integralism, extremism and the political extremism. Resumo:
The article talks about the philosophical foundations that characterize the mechanism of internal inducement to action. As an academic, constitutional, and socio-ideological concept, the boundaries of freedom are outlined, which are displayed in the field of modern media space. The term «freedom» is considered as several philosophical concepts that formed the basis of the modern interpretation of this concept. The totality of its meanings is generalized into one that is adapted for the modern system. Parallels are drawn between the interaction of the concept of user freedom with the plane of domestic mass media because despite, the fact that consciousness is knowledge, the incoming information directly affects the individual and collective consciousness. Using the example of the most popular digital platforms, the components of the impact on users and the legal aspect of their implementation are analyzed. When considering the issues of freedom of choice and freedom of action on the Internet, special attention is paid to methods of collecting and processing information, in particular, the limitations and possibilities of digital programs-algorithms of the popular search engine Google. The types of personal information collected by Google about the user are classified and the possible mechanisms of influence on personal choice and access to information on the Internet are characterized. The article analyzes the constitutional guarantees of freedom and the impact of digital technologies on them. Particular attention is paid to ethics, in particular journalistic, which nominally regulates the limits of the humane, permissible, a / moral (unacceptable/acceptable) in the implementation of professional information activities in the media. Thus, the issue of freedom of choice and freedom of action in the plane of domestic mass media is subject to an objective examination of its components, they are analyzed for a proper constitutionally suitable phenomenon, which must be investigated from the point of view of compliance with human rights and freedoms and professional standards within the media.
