Based on the structural analysis of the toolkit of the foreign monitoring studies, the methodological principles of measuring environmental public opinion are analyzed. Modern developments of socio-psychological models for predicting environmental concern and patterns of environmental behavior, the influence of the social context on environmental activism, the influence of methods of measuring environmental concern on conclusions regarding the relationship between material and post-material values are considered in detail. It is noted that traditional indicators of environmental concern are replaced by tools of sociological measurement of environmental awareness, primarily of anthropocentrism and its relationship with ecocentrism. The need to transition from the (post-Soviet) ecological paradigm to the modern European one, the synchronization of advancement to full membership in the EU with the transit of Ukrainian society from the patronage to the liberal model of democracy determine the features of the social context of measuring environmental public opinion in Ukraine. The specified features of the social context require a radical revision of the methodological principles of measuring environmental public opinion with relevant sociological indicators. First, we are talking about the development of indicators of environmental democracy, such as the level of access to environmental information, participation in the adoption of environmentally important decisions, and access to justice on environmental issues. It is argued that the main task of monitoring environmental public opinion is to identify the dynamics of social changes as a derivative of anthropogenic impact on the environment, to adjust environmental policy considering the existing ecological orientations of the population.

The aim of the article is to present the opinion of Europeans in relation to open and hidden campism and to discuss sanctions against Russian clients. The research problem was formulated as a question: Is there European unity and solidarity in the face of the threats posed by Russia's military policy? The author adopted the working hypothesis to verify that only European unity and solidarity towards Russia's military policy through indirect, substitute and special actions can have an impact on maintaining strong support for Ukraine and solidarity of all countries and shaping the social threat in order to apply Europe's geopolitical position, because it is in the interest of Europeans. Theoretical and empirical methods are used in the article. Diagnosing the multifaceted Russian violence in Ukraine is an important part of everyday life for Europeans immersed in polycrisis. What is of particular concern is the issue of preserving the unity of the Euro-Atlantic world, perceived as critical to the successful conclusion of the war in Ukraine. This is confirmed by analyses prepared by the European Council on Foreign Relations (ECFR), referring to systematic opinion polls by The YouGov-Cambridge Centre for Public Opinion Research, Reuters Institute for the Study of Journalism, as well as review materials by the Geo-political Intelligence Services and publications by the Centre for Public Opinion Research (CBOS) in Poland.

Abstract Many studies have explored the importance of public opinion in British foreign policy decision-making, especially when it comes to the UK's relations with the United States and the European Union. Despite its importance, there is a dearth of research on public opinion about British foreign policy towards other major players in the international system, such as emerging powers like China. We have addressed this knowledge gap by conducting a public opinion survey in the UK after the Brexit referendum. Our research findings indicate that the British public at large finds China's rise disconcerting, but is also pragmatic in its understanding of how the ensuing bilateral relations should be managed. More importantly, our results show that views on China are clearly split between the two opposing Brexit identities. Those who subscribe strongly to the Leave identity, measured by their aversion to the EU and antipathy towards immigration, are also more likely to hold negative perceptions of Chinese global leadership and be more suspicious of China as a military threat. In contrast, those who espouse a Remain identity—that is, believe that Britain would be better served within the EU and with more immigrants—are more likely to prefer closer engagement with China and to have a more positive outlook overall on China's place within the global community.

The purpose of the study is to show the influence of public discourse on the formation of public opinion based on the analysis of the media content of Serbia, Croatia and Montenegro about the special military operation of Russia in Ukraine. The article examines the information policy of the state media of the countries of the former Yugoslavia and attempts to analyze the author's commentary activity of the media audience in order to identify the public position on relevant issues of the subject field of the study. The author's analysis of the relevant commentary activity of the media audience of the states - objects of research is presented. The specificity of the formation of an opinion about the Russian foreign policy in the traditional and new media of Serbia, Croatia and Montenegro is shown. The result is the methods and techniques used by the media to form public opinion, the specifics of the information policy, which is interconnected with the foreign policy of the state. The differences in the perception of events in Ukraine by Croatian and Serbian citizens, as well as the confrontation of public positions in Montenegro, are shown. Data are presented on the correlation of internal and external (geopolitical) factors in the formation of public opinion in the Montenegrin society. Particular attention is paid to the possibilities of expanding the Russian presence in the media segments of the countries of the former Yugoslavia. The materials of the article can become the basis for developing a strategy for Russia's information presence in the European segments of the media space.

The research focuses on the relationship between Ukraine and European Union during the first year of Victor Yanukovych presidency. It highlights the attempts of the new Ukrainian government to establish the dialogue with the leaders of EU, including Josй Manuel, President of the European Commission Barroso, Herman Van Rompuy, President of the European Council, Jerzy Buzek, President of the European Parliament, and Catherine Ashton, High Representative of the Union for Foreign Affairs and Security Policy, First Vice President of the European Commission. This was the motive put behind the first international visit of Victor Yanukovych to Brussels, March 1st, 2010. The author proves the idea of keen interest of Ukrainian top authorities to aspire visa-free travel regime with EU, that was supposed to later score more electoral points during the upcoming elections. Still, the terms of Ukraine-EU Association Agreement seemed for the representatives of the Party of Regions too difficult to implement, and, therefore, in their opinion, had limited perspectives. However, in public domain, both President Victor Yanukovych and his political teammates kept consistently demonstrating their commitment to European integration ideas. The Cabinet of Mykola Azarov, basing on the list of eighteen EU reforms, devised their own plan of integration into European legal, economic and information framework. According to this plan, from October 15th, 2010 the administration was to complete the provisions for signing association and the visa liberalization agreements. Ukraine was represented in EU by experienced diplomat Kostiantyn Ieliseyev. The research points out the existing controversies between Ukrainian and European parties in the question of establishing an extensive and far-reaching free trade area. It draws special attention to the progress made in the area of Ukraine-Europe cooperation in the sphere of power industry, endorsement of the law “Fundamentals for Natural Gas Market Development” and Ukraine becoming a member of Energy Community.

The article studies perception of the uprising of December 14, 1825 in the Western European public opinion as reflected in the press. The source base of the study consists of archival (including previously unpublished) documents found by the authors while working in the State Archive of Turin, and also of the considerable fond 11 “Foreign newspapers,” stored in the Archive of Foreign Policy of the Russian Empire. The authors investigate and summarize assessments of the Decembrists’ uprising that appeared in the European press in late 1825 – early 1826 and identify the origin of the newspaper information. Working with archival documents, the authors have used a number of methods that are typical for both historical research (retrospective, analytical, comparative methods) and source studies (heuristic, textual, and hermeneutic methods). These methods allow the authors not only to analyze the documents and determine their epistemological value, but also to comprehend their content in historical context. The article concludes that the European public opinion not just showed interest in the events in St. Petersburg, but also tried to analyze them, to identify their sources and their consequences for Russia and Europe. There were two trends in the coverage of the Decembrist uprising. Firstly, publicists repeated the information received through official channels. Secondly, journalists were inclined to believe that the revolutionary tendencies that emerged in the Russian army after the Napoleonic wars were characteristic of all European countries. The accumulated scientific material allows the authors to come to certain conclusions that are valuable for studying not just the uprising on the Senate square on December 14, 1825, but also mechanisms of formation of the image of Russia on the international arena.

The purpose of the article – to disclose the meaning of the difference between the official, publicly declared position and the real (national) interests of Western European countries regarding their attitude to January 1863 Polish Uprising. Research methods: are analysis and synthesis, comparative, deduction, generalization. Main results: are despite the official statements by Western European governments to support the Poles' demands during the uprising of 1863 (in satisfaction of the Russian empire of their national rights), no real efforts were made. This state of affairs is clarified, with a meticulous analysis of true intentions of foreign policy of European countries. In the context of the implementation of policy in the nineteenth century, European governments could no longer ignore public opinion. After all, in the nineteenth century there was the epoch of affirmation in Europe of the ideals of the French Revolution and the formation of the institutions of civil society (free press, trade unions, public organizations, political parties, etc.). Involving information from narrative sources on events of 1863 clearly reveals the peculiarities of foreign policy and convinces that, in making final decisions, governments of the countries were guided by their own national interests (and not by the mind of public). Therefore, the Polish uprising became an opportunity to compete for the redistribution of influences among the leading countries of Europe and the interests of the Poles turned out to be only an instrument for achieving completely different goals. Concise conclusions: are the support of Western European governments in the Polish uprising were driven by public demands, but the real goal of each of the countries involved diplomatically to address this problem was to strengthen their own political stance in international affairs on the continent. Practical significance: this article will contribute to a better understanding of complex issues when assessing the position of Western European countries in the international politics of the mid-nineteenth century. Originality: compares information from publicly-published and diplomatically-concealed sources. Scientific novelty: the knowledge about the significant difference between the diplomatic statements and the real intentions of the foreign policy efforts of the Western European countries in the international relations of the middle of the nineteenth century were supplemented. Article type: analytic.

This study delves into the multifaceted nature of China's engagement in Albania, with a focus on understanding the nuanced public perceptions surrounding this involvement. Situated within the broader context of China's Belt and Road Initiative (BRI), it examines the impact of China's expanding influence in the Western Balkans, particularly through the lens of Albania's strategic geopolitical positioning and rich historical context. Furthermore, by exploring the grassroots-level reception, the research aims to uncover the economic, political, and socio-cultural dimensions of China's presence in Albania and assess the broader implications of such foreign engagements in smaller, strategically located nations. Employing a mixed-methods approach, the study synthesizes findings from seven comprehensive surveys from three distinct sources: the Western Balkan Security Barometer, the China-Eastern European Countries (CEEC) group surveys, and the Balkan Barometer. This time-sequenced comparative perspective reveals a complex landscape of public opinion that is characterized by a shift from initially positive perceptions towards a more cautious and critical engagement with China's role in Albania. Overall, the study highlights a growing skepticism and a strategic recalibration of Albania's international alignments, evidenced by a nuanced preference for European Union integration over a deeper alliance with China. In conclusions, the findings suggest that while there is recognition of the economic opportunities presented by China's engagement, there is also an acute awareness of the potential pitfalls and complexities of such international partnerships. In this context, the paper argues for the importance of fostering an informed public discourse to navigate the challenges posed by global diplomacy and foreign influence. As Albania stands at a crossroads in its foreign policy, the evolving public perceptions underscore the need for a balanced approach that harmonizes established Western partnerships with emerging opportunities in the East. This study contributes to a richer understanding of Sino-Albanian relations and offers insights into the critical role of awareness and information in shaping the trajectory of international relations in the context of the Belt and Road Initiative. Focusing on the history of Russian imagology, the article aims at identifying the origins of the imagological interests in research and public thought in Russia in the first and second thirds of the 20th century as well as research approaches of that time that may be required by modern imagology. This analytical insight arises from the endeavor of contemporary scholars to update and develop the imagology paradigm. The Patriotic War of 1812 and the entry of Russian troops into Paris in 1814 gave a powerful impulse to the imagological interests in Russian society. These events highlighted the irrational nature of European stereotypes and provided an opportunity for the Russian intellectual elite to observe how the European image of Russia evolves depending on the historical situation, which, in its turn, induced the Russians to collect and conceptualise the information about the image of Russia in European texts of different epochs. The Rossica Department in the Imperial Public Library was opened for the scholars to do bibliographic research of foreign publications about Russia. Commenting foreign essays about Russia was an important part of Russian academic and journalistic activity. Such publications regularly appeared in Syn Otechestva, Otechestvennye zapiski, Severnyy Arkhiv, Sovremennik, Biblioteka dlya chteniya, Russkiy vestnik, and Zhurnal Ministerstva narodnogo prosveshcheniya. The first imagological research proper was V.A. Klyuchevsky’s Skazaniya inostrantsev o Moskovskom gosudarstve [Legends of Foreigners about the Moscow State, 1866]. Without a critical analysis of foreign sources, the historian uses excerpts from different foreign texts to reconstruct an integral image of the Moscow state in the European consciousness. Although the first Russian imagological researches appeared in history, they laid the basis for the development of literary criticism. The book collection “Rossica” allowed Russian and foreign scholars (M.P. Alekseev, B.L. Modzalevsky, E.V. Tarle, M. Kadot) to study the Western literary opinion about Russia. Yu.M. Lotman relied on the imagological observations made by V.A. Klyuchevsky and his followers. Methodology of Soviet imagological research in literary criticism (M.P. Alekseev, B.G. Reizov, A.K. Vinogradov) was guided by the principles of history. These facts give grounds to speak about the formation of the Russian tradition of imagological researches, which has two characteristics: 1) following the principle of historicity and 2) focus on the functioning of the image of Russia in European literature of different epochs. In this context, it seems relevant for the Russian imagological works to focus on the phenomenon of “reverse reception” in Russian literature of the 19th century, that is on the Russian writers’ endeavor to comprehend the European image of Russia (to create a “meta-image”) and to oppose this image with their own holistic idea of Russia and its national features.

Abstract The necessity of planned urban development might seem self-evident, but in reality is far from being so – particularly in former socialist countries turned into EU Member States such as Hungary or Romania. In Hungary, for instance, prior to EU accession, there was no generally accepted public opinion supporting the necessity of a planned urban development controlled by the public sector. However, the substantial resources – that in Hungary, e.g., involve impressive amounts – placed at the disposal of urban development within the framework of European Union development policy are not sufficient by themselves to answer the question as to why planned urban development is truly necessary. Based on the most recent research results on the topic and some relevant earlier Hungarian and foreign studies lesser-known in Central Europe, the present paper seeks to answer this question. It analyses the international literature as well as certain Western European, Hungarian, and Romanian cases in order to define the general objectives of urban planning and uses them as a starting-point to demonstrate the necessity of planned urban development.

This paper examines the esoteric and essentially negativist character of international reaction to the Spanish Civil War. While the mass of the foreign public, (specifically in the United States, Britain, and Ireland), remained apathetic, several interest groups became deeply involved in the conflict. Analysis of the reasons why each group became interested, the methods they used to win supporters, and the effectiveness of those methods in shaping the historical legacy of the war constitutes the bulk of the paper. Particular emphasis is placed on the role of the Roman Catholic Church and the Communist Party in Britain and the United States. The inquiry concludes with an analysis of the historical trends which have erased the Spanish Civil War from the popular consciousness even while it remains vital to specific political constituencies

The purpose of this research project is to analyse the opportunities and challenges that the foreign and security policy research institutes face in transnational cooperation across wider Europe. By specifically examining the capacities of non- and quasi-governmental actors to operate and cooperate at transnational level, the research informs the choices presented by the ongoing restructuring of the foreign and security policy sphere. The increasing deterritorialisation of foreign and security policy issues calls for transnational or multinational approaches to resolve them. As nation states fall short of the appropriate capacities, it is of interest to investigate how non- and quasi-governmental actors can contribute to transnational interaction. Therefore, their tools and capacities to operate and cooperate in the transnational sphere need to be established in the first place. In this context a broader geographical focus is chosen in order to study a more differentiated situation, instead of the already relatively integrated case of the European Union. The thesis first studies cooperation among research institutes in broader terms under consideration of their socio-political environment. It outlines differences in their organic development dependent on the geographic affiliation of the institutes, and identifies their tools as well as several defining characteristics. This is followed by an analysis of the fieldwork, discussing processes, opportunities and challenges in transnational cooperation as perceived by staff in research institutes. Subsequently, the thesis takes a more detailed look at applied cooperation among research institutes. Here it traces patterns and formats of interaction, and then delves into a case study on project- based cooperation that provides functional insights regarding research institutes cooperation across borders. In studying cooperation among research institutes from various perspectives, the research enables to investigate the integration among the different narratives. The study integrates a range of issues and concepts in an original manner, therefore it contributes to several significant debates. On the face of it, the thesis adds to the identification of a role for non- and quasi-governmental actors in an increasingly deterritorialised foreign and security policy sphere, using the example of research institutes. To address this aspect, the study considers both the broader implications of socio-political and economic interrelations for cooperation, as well as the detailed functional level of interaction. Moreover, based on the choice of geographical focus, the research project contributes to the literature on EU-Russia relations. Herein it adds to the extant literature by offering a perspective which acknowledges the implications of high politics but emphasises the role of non- and quasi-governmental actors. Beyond that, the thesis contributes to the theoretical debate on foreign and security policy in choosing a non-traditional approach to examine a non-traditional issue. Post-structuralism serves to facilitate a critical review of the construction of cooperation among Russian and EU-based public policy research institutes.

Indian hobbyism, or Indianism, is an expression of a typically European fascination with Native American peoples which involves crafting "museum-quality replicas" of clothing and artifacts as well as reenactment of slices of Native American nineteenth-century life by non-Native practitioners in an effort to produce knowledge and meaningful experience through experimentation. Drawing on fieldwork data collected in 2003 and 2004 among play communities of Indian hobbyists in Germany, the Netherlands, Belgium, France, and the Czech Republic, I formulate an understanding of the social, performative, and mimetic dynamics of this phenomenon by conceiving of Indianist practices as forms of play that constantly shift between different play frames. In terms of knowledge production, I argue that the Indian hobby provides a space in which different (epistemological) traditions meet, as Indian hobbyists draw on, and enact, a hybrid reservoir of indigenous and European knowledge systems and art forms. Especially interesting is the relationship between Indianism and the dynamics of museal display in the West, both historically and contemporaneously. In general, I found that two different approaches to the right way of representing may be distinguished in Indianist methodological practice: a "Renaissance" and a "Translational" mode.
Because of its striking mimetic aspects, Indianism raises questions of identity play and cultural appropriation. An important element of the hobbyist quest for knowledge and experience consists in investing the self in an "other" in ways that elicit criticism from outsiders, including anthropologists. Indian hobbyism is a controversial example of "playing at" cultures that (by all conventional standards) belong elsewhere and to someone else, providing interesting insights for debates on identity politics and the construction of "race"---also among Indianists themselves. Rather than longing to embody someone else's identity, however, Indianists, almost in spite of themselves, enact a social world that is filled with action and life in their European present. Indianist practice and desire for authenticity revolve around craftsmanship and reenactment, resulting in skillful replicas, in the here and now.

Imagine a world where someone’s personal information is constantly compromised, where federal government entities AKA Big Brother always knows what anyone is Googling, who an individual is texting, and their emoticons on Twitter. Government entities have been doing this for years; they never cared if they were breaking the law or their moral compass of human dignity. Every day the Federal government blatantly siphons data with programs from the original ECHELON to the new series like PRISM and Xkeyscore so they can keep their tabs on issues that are none of their business; namely, the personal lives of millions. Our allies are taking note; some are learning our bad habits, from Government Communications Headquarters’ (GCHQ) mass shadowing sharing plan to America’s Russian inspiration, SORM. Some countries are following the United States’ poster child pose of a Brave New World like order of global events. Others like Germany are showing their resolve in their disdain for the rise of tyranny. Soon, these new found surveillance troubles will test the resolve of the American Constitution and its nation’s strong love and tradition of liberty. Courts are currently at work to resolve how current concepts of liberty and privacy apply to the current conditions facing the privacy of society. It remains to be determined how liberty will be affected as well; liberty for the United States of America, for the European Union, the Russian Federation and for the people of the World in regards to the extent of privacy in today’s blurred privacy expectations.

Scholars widely acknowledge that democratic political leaders seek public support for their policy endeavors, particularly when conducting costly policies as in the case of military interventions. A deeper understanding of the factors that affect public support for military interventions is crucial to explaining more definitively the determinants of foreign policy decisions regarding military interventions. However, most studies in this area of research examine the public as an undifferentiated mass that reacts uniformly to changes in the course of an intervention. In addition, scholars often overlook the varying dynamics of public support across different phases of a military intervention. Given these shortcomings in the literature, the objective of this dissertation is to examine the formation of public support as a function of political information levels and intervention stages. This dissertation is important in both methodological and theoretical terms. Methodologically, the major contribution of my dissertation is the adoption of a multimethod approach that is almost non-existent in this line of research. By bringing together a formal framework, experimentation, and statistical analyses of public opinion survey data, I develop a more refined theory and attain more robust empirical results. Theoretically, the study challenges the dominant mode of research on military interventions in which public opinion is treated as a homogenous mass. Specifically, I explore how major factors related to public support for military interventions (such as casualty rates) play different roles and weigh differently in their impact on the opinions of politically informed versus less informed individuals across stages of an intervention. The results of the experiments and survey data analyses demonstrate that politically informed individuals express less support for a military intervention at the starting (rally) phase of that intervention compared to the less informed. That said, as the intervention proceeds and casualties are incurred, support of politically uninformed individuals decreases at higher rates than does support of politically informed ones. In other words, politically informed individuals demonstrate more stable levels of support across intervention stages. In addition, both experimental and survey data analyses show that policy-specific information is generally a more influential factor on public support for military interventions compared to general political information.

AbstractGiven the increasing migration inflows in Ecuador in recent years, both the ruling government and the opposition, as well as a part of the public opinion, have expressed concerns about the very presence of certain foreign residents, occasionally portraying them as the ‘antagonist’ by natives. Considering this context of rising anxiety for Ecuadorians over immigrants of certain nationalities, particularly Colombians, Cubans and Venezuelans, we focus in this chapter on emotions and the political psychology of the voter. This is to explore to what extent Ecuadorian voters’ emotional underpinning and anti-immigrant attitudes are associated with their populist and elitist attitudes. Using individual-level data and structural equation modelling to unpack the nexus between different negative emotions, attitudes and prospective electoral behaviour, our results report that populist attitudes significantly lead to higher immigrant attitudes and are also positively correlated to electorally supporting a populist radical left-wing candidate. Furthermore, having negative emotions – predominantly anger and distrust – towards some foreign residents increases the probability of depicting anti-immigrant attitudes and voting for populist choices.

AbstractThis chapter contributes to the understudied research areas of Nordic foreign aid media history and Nordic co-operations concerning the mobilization of public opinion on foreign aid. The study asks: What exchanges of ideas regarding information strategies took place between the Nordic aid agencies during the launch of the Second Development Decade (1970s)? Utilizing governmental archive documents the study demonstrates that Nordic co-operations shifted from embracing “Nordicness” in field projects to using Nordic connections as a backstage think-tank for mutual, but domestic, goals of public persuasion, focusing on film as an information device. It is revealed that cooperative efforts were hampered by the agencies’ lack of experience in audio-visual co-production, by different discursive understandings of “development” and by the difficulty to transnationally co-operate around nationally grounded information regimes.

AbstractIn relation to migration controls, the perceptions of the public opinion, but also the accounts of a good part of the specialized literature in this field, have often portraited the Netherlands and Spain as opposite examples. The Northern European country has been imagined as a paradigmatic case of strong control enforcement, while the Southern as one of weak control measures. Because of this type of analysis, a more general idea of a North/South divide, which sums up in a dichotomic picture the different approaches to migration in the continent, has become the hegemonic interpretative framework. However, whereas dichotomic pictures may be of help when the goal is to produce clear-cut and simple representations (or political and moral judgements), they are invariably misguiding when the goal is to understand reality. Migration policies and their enforcement are neither clear-cut, nor simple. Countries display in this field a very dynamic and fragmented conduct that may generate at times convergences or divergences with the others. This chapter will focus on internal control policies in the Netherlands and Spain. The analysis will show an ambiguous reality, complex enough to escape a dichotomist description in terms of opposites.

AbstractPhysical daily contexts are replete with traces of the past. A statue in a park, the name of a street, or an old advertisement can all remind people of specific historical moments or periods. Often, they recall glorious episodes, but traces of less glorious pasts also persist. Among them, the most self-censored ones refer to past immoral actions that tarnish the overly idealized moral standard attributed to the group. As a case in point, material traces of the colonial past became the focus of controversies within formerly colonizing countries during the last decade. European anti-racist movements questioned the colonial heritage of European societies in an unprecedented manner and active social minorities also brought to the fore some traces still in the background of physical environments. Part of public opinion reacted by denouncing the “cancel culture” or the danger of “erasing” history. This chapter outlines a social psychological approach about contemporary perceptions and interpretations of still self-censored material traces of Italian colonialism. Results of a qualitative survey on Italian participants’ representations and attitudes toward a candy with a colonial wrapping will illustrate how Italian participants of different generations question this ephemeral trace and take on the challenge of a cumbersome past.

AbstractThe Russian war of aggression against Ukraine shattered the post-Cold War security architecture and destroyed the sense of security of the entire continent. Poland responded immediately with political and military support for Ukraine as well as with efforts to provide a safe shelter for millions of Ukrainian civilians fleeing the country. Our analysis focuses on how the established features of Polish foreign policy guided the responses and what frames were employed in reaction to the war by governing and opposition actors in Poland. We demonstrate that Polish reaction resulted from Warsaw’s established role as an advocate for Ukraine’s integration with Western structures, especially the EU. In addition to that, the key long-standing elements of Polish foreign policy, such as strong Atlanticism, proved stable and served as a stabilizing factor in responding to the heightened threat to the continental security. We highlight strategic choices to strengthen allied response within NATO and the EU and mobilize international public opinion to help Ukraine. Furthermore, we demonstrate how the internal, highly politicized debate on European integration was silenced and domestic political conflict mitigated.

AbstractThis chapter focuses on the experiences and perspectives of Muslim teachers, who serve informally as “cultural brokers” in Finnish and Swedish schools. It begins by reviewing research on minority teachers and their roles as cultural mediators, as well as on Muslims in European public education. After that, the contexts, methodology and results of a case study are presented. The data includes semi-structured interviews with 14 “cultural broker” teachers. The results present the tasks of cultural brokering, as well as teachers’ perceptions of what makes a good cultural broker and how this role should be developed. The chapter includes a critical discussion on what is expected of minority teachers; they are not a homogenous group and their willingness to take on the tasks of cultural brokering depend on the nature of their jobs. The simplistic view of cultural broker teachers as role models for minority students is scrutinized, likewise the ways of outsourcing “all things multicultural” in the school to them.

Abstract In the last decade, the Bologna Process has underlined many times the need for Student-Centred Learning (SCL), Innovation in Learning and Teaching, providing support to learners and removing obstacles that students face in order to fulfil their potential. As SCL is still at the core of the Bologna Process, the instruments which are meant to record the students’ perspective are very important. However, we consider that there is a deficit regarding the needed research that would lead to efficient ways of delivering positive outcomes for the entire academic community. In that sense, this paper will focus on how national student surveys have been developed in several countries, as there are some reasons to consider this instrument as one of the most efficient, especially in consolidating and developing learning and teaching. The paper will take into consideration three examples from the European Higher Education Area: the National Student Survey (United Kingdom), Studiebarometeret (Norway) and the National Sociological Research about Students’ Satisfaction (Romania) and will approach aspects such as the structures and stakeholders which are involved in developing and coordinating the process, the subjects tackled by these questionnaires, why and how they were selected. Our study provides an insight regarding the usefulness of a national student survey for the future development of European Higher Education Area. It also shows the potential relevance of these questionnaires for the Bologna Process. The paper will also present how these instruments have evolved across time and how they were received by the public opinion. We will draw a set of conclusions starting from examined good practices and the literature review. As a result of this paper, we consider that a national students’ survey represents one of the most useful tools for HE stakeholders in order to assess the quality of learning and teaching.

Abstract Since 2011, millions of Syrian people have had to leave their country and seek shelter in neighbouring countries and in Europe. Forced migration or displacement creates multiple vulnerabilities while trying to settle in a new environment. Socioeconomic, cultural and psychological vulnerabilities hinder them from participating actively in society. Higher education is one of the main ways that refugees and displaced people cling to hope for a better life. Their access to and participation in higher education has been a challenging route for many reasons both for themselves and also for the higher education systems and universities in their host countries. Turkey has a unique place in regard to Syrian refugees. It hosts the largest refugee population in the world with 3.6 million Syrians and 500,000 asylum seekers from other countries, such as Iraq, Iran, Afghanistan and Pakistan. Turkey has a young population with the 5–17 age group comprising 21% of the population, but the Syrian population is much younger as its rate is 30%. Turkey is also the country with the largest student population in the European Higher Education Area. The incomparable magnitude of the situation, among others, plays a crucial role in developing new integration policies. In spite of the ongoing difficulties and challenges, the past nine years proved a success story in protection, social cohesion and integration of these newcomers. Turkey has been suffering from some challenges, such as a supply and demand imbalance in higher education. Demographic factors, shortcomings of the higher education system and the unemployment rate among university graduates have been some long-term challenges for Turkish higher education. Moreover, a common misconception in public opinion, that Syrian refugees are admitted to Turkish universities without fulfilling the requirements, adds new challenges for future policies. Both the sheer number of migrants and also the emergency of the situation during this migration flow necessitated some action to be taken in the area of higher education. In a country like Turkey, where there is high competition between students to pass the nationwide university selection exam each year, encouraging Syrian students to access higher education seems to be an area for discussion. This paper is based on the fieldwork of research conducted in the context of the Hopes-MADAD project entitled “Elite Dialogue II- Dialogue with Syrian Refugees in Turkey through Syrian Academics and Students” in 2019. The main research subject is which types of vulnerabilities Syrian university students face, and how they can integrate into society in Turkey. New approaches and definitions are needed to touch the actual needs of the refugees to be actively involved into society. Nevertheless, research on the higher education practices of vulnerable groups in general, and of Syrian students in particular, is largely missing.

This research is dedicated to the problem of essence and classification of international private law principles applicable to international private contracts. It studies existing doctrinal opinions towards systematization criteria of international private law principles including that in relation to other branches of law. The authors come to the conclusion on the essence and characteristics of those international private law principles that are applied to contractual relations complicated by a foreign element and that are reflected in the international practice. By subdividing the international private law principles by extent of relation to primary regulation methods (collision law and material law) and taking into account a close tie of this law branch with other branches, in particular, international public and civil law, given the goals of this research, the authors come to the conclusions that regulation of trans-border contractual relations correspond to the following principles: justice, good faith and rationality of participants of legal relations; autonomy of parties’ will; the closest tie. The substantiation of the above gives quotes of international documents widely spread as lex mercatoria – UNIDROIT principles, principles of the European contractual law, and Hauge principles of law selection as applicable to international commercial contracts.

The present situation of education in Slovakia is affected by various negative factors, like decrease of students for demographical reasons, discrepancy between kind and number of secondary schools and disregard to reactions of labor market. But, the main reason is an underfinancing across the education. Allocation of public finance by means of normative funding is inadequate. Normative funding forced secondary schools to accept students with low study score to gain more public finance. In the result it is wrong that school must find another foreign or external financial resource like grants and projects of the European Union. The aim of this paper is to assess the economy of selected secondary schools. Ten Business academies, with pupils aged 15-19 years old, established in Banská Bystrica and Žilina self-governing regions were examined. We used panel data gathered in school year 2013/2014 – 2017/2018 from valuable and verifiable sources like Annual reports of education and financial statements of schools. In paper we use qualitative method of semi-structured interviews with professionals in field to find out which indicators are suitable for economy measuring. Based on qualitative method we determined quantitative and financial indicators, like rate of public and external finance. We´re editing data by part of multi-criteria analyze, in the concrete standardized method. We get the economy result of selected secondary schools by integral indicator of applied mathematical method. In the conclusion of paper, we create economy ranking of schools and we suggest the economical solutions for schools with under average results. Our finding is designed by hands of Business academies for comparison with competition, founders of secondary school and resort of education.

The relevance of the problem under study is due to the issues that arise in the process of attempts to build a welfare state; the current situation in the Russian Federation at the present stage of the development of statehood and social phenomena, as well as the difficulties that arise in the regulatory regulation of these groups of public relations. In this regard, this article is aimed at a comprehensive analysis of the issues of the formation of the social state that arise when trying to resolve them by the national legislator. The leading approach to the study of this problem is a comparative legal analysis of the European and domestic experience of building a social security system and the impact of the practice of the European Court of Human Rights on it. The article summarizes the problematic issues related to the search for the optimal domestic model of social security, as well as the doctrinal approach to the topic under consideration.

Abstract Nuclear power itself has the characteristics of safety, cleanliness and high efficiency, but due to the professional particularity of nuclear energy and the people’s lack of knowledge about nuclear energy, it leads to the “social amplification of risks” in nuclear-related projects. Some basic data in the discipline of nuclear safety and radiation protection are analyzed, and the effects of the nuclear power chain on health, environment and climate were compared with those of the coal power chain and then the advantages of the nuclear energy industry are given. The article also compares and analyzes the nuclear energy risks and other risks, and analyzes the reasons for the public misunderstanding and fear of nuclear and radiation accidents (events). Now there are many problems existing in the nuclear science popularization work, such as the trend that the risk of nuclear-related projects is easy to be amplified by the society hinders the process of the nuclear energy industry to some extent. Also there are many deficiencies of support and popularization, and many problems in the development of high-quality popular science teaching materials and models and the cultivation and sharing of high-quality resources. Based on the above analysis, it is proposed that nuclear power science popularization should make precise efforts, distinguish groups, take measures according to people, classified implementation and precise communication. Specific suggestions and measures have the following aspects: Multilevel nuclear science education should be carried out and it includes nuclear science for nuclear experts and non-nuclear experts (including educators), nuclear science for government staff and public opinion media, and nuclear science for the public; At the same time, it is necessary to improve the form of nuclear science education, and we will actively and extensively carry out popular science activities that are practical, close to the people, distinctive and effective and establish a long-term nuclear science education mechanism; Drawing on foreign experience to accelerate the formulation of China’s atomic energy law, and clarify the status of public participation in the law. So as to improve the legal and regulatory system, improve the public participation system, and strengthen the capacity building of the information disclosure platform.

During the COVID -19 pandemic, among other institutions, mass media has played an essential role in disseminating information about the evolution of the pandemic, but also in shaping peoples� opinion about the COVID - 19 vaccine. The purpose of our paper was to identify the way online media channels portrayed the positive and negative effects of the COVID � 19 vaccines in order to raise awareness regarding the importance of analyzing the subject from several perspectives. We considered such an analysis to be both necessary and relevant, because often, exposure to mass � media can determine people to develop certain beliefs and to act in specific ways. We were interested in identifying which types of vaccines were presented in a more positive manner, and in identifying similarities and differences between the approaches of Romanian and foreign online media channels. Content analysis was used as a method, while having as a research instrument a content analysis grid. The sample of the research includes 5 official websites of Romanian media channels and 5 official websites of foreign media channels. The analysis period was: August 2020 - October 2020. The results of our research revealed that online media presented the COVID -19 vaccines both from a positive and negative perspective, the vaccines discussed most being the Russian vaccines, AstraZeneca and the Chinese vaccines. The context in which the vaccines was described most were represented by: effectiveness of vaccines and side effects. Considering the theoretical and practical implications, from a theoretical point of view, the paper contributes to the literature on the effects and influence of mass � media. From a practical point of view, the paper can be used as a frame of reference for further studying the influence of the messages sent through online media about the COVID � 19 vaccines on the public.

The Common Agricultural Policy (CAP) of the European Union has generated a great deal of attention and controversy among research community, practitioners and the wider population. The aim of this study is to overview and to discuss the thoughts and comments on the CAP which have been addressed by both its proponents and its opponents in the scientific publications, political commentaries, official reports, pubic opinion surveys and social-media-based public forums. While on the one hand, recent public opinion poll (Eurobarometer 2016) indicated broad support among EU citizens for the CAP; on the other hand, other sources give some strong arguments in favour of reducing or even scrapping the CAP. The CAP supporters (including European Commission itself) highlight, among others, the benefits of this policy (environmental; cultural; social vitality; food variety, quality and security; maintaining of rural employment, etc.) for all European citizens and not only for farmers, while CAP opponents stress its unfairness both to non-farmers (e.g. huge financial costs of its policy for taxpayers) and small farmers (large farmers benefit most), heavy administrative burden for farmers as well as the CAP’s destructing impact both on the EU states’ agriculture systems and developing countries’ agricultural markets. The CAP is basically the same for all EU member states but the EU countries differ considerably in terms of their rural development. According to some views, the CAP does not fit the Central and Eastern European countries. It represents a failure of the EU to adjust adequately from an exclusively Western European institution into a proper pan-European organization.

Early child development is related to early education, health, nutrition, and psychosocial development; therefore, the holistic concept of early approach combines elements from the area of stimulation of the child, health, nutrition, speech therapy, psychological counselling, physical development support, etc. The need for the development of integrated early education services and their extension to the area of 0-3 years are priorities of the European strategies assumed through a complex of educational policy measures, having as a priority the development of quality early education services for the benefit of all prerequisites for lowering the schooling rate (Strategy for early childhood education, Strategy for parental education, Strategy for reducing early school leaving in Romania, Study on the evaluation of public policies in the field of early childhood education - Saber Early Childhood). In this context of the development of early childhood education, numerous inequalities are identified in the implementation of European and national strategies and programs in the development of early childhood education services, supported by economic, political, social factors, etc. In order to make them compatible at European level, we consider it necessary to support training and development programs for staff providing educational services in early childhood education institutions. The purpose of this study is to acknowledge the opinion of the bodies with attributions in the pre-kindergarten and preschool education in Romania, as well as of the civil society and public opinion, as a prerequisite for identifying school policy measures and developing programs for training the teaching staff so as to be able to provide educational services in early childhood education (representatives responsible for early childhood education in school inspectorates and Houses of the Teaching Staff, teaching staff in preschool educational institutions, representatives of the Ministry of Labour and Social Protection, representatives of the Social Assistance Directorate, managers of nursery schools, representatives of NGOs and other categories of organizations with experience in the field, parents and interested representatives of the civil society and public opinion). The present study is a qualitative research based on the focus-group method, but also a quantitative research by using the questionnaire-based survey, being carried out on a representative sample of 100 persons (2 focus-group of 25 persons, respectively 50 persons involved in the survey-based questionnaire). The conclusions of this study highlight the need to restructure the system of early childhood education in Romania through interventions at the legislative level and ensure a unitary system of policy and intervention in early childhood education. Also, we believe it is imperative to reorganize the training system of the human resource, by developing complementary competences of the teaching staff, adapted to the training needs of the early childhood population, ensuring a valuable inclusive and integrated intervention.

Contemporary sociocultural dynamics shows constant renewal of challenges and practices caused by them. As in the case of technological progress, constant development and renewal in social sphere is an attributive, integral feature of modern society. The purpose of our article is to analyze modern factors affecting sustainable development of the territory, to characterize parameters of sustainable development in the assessments of the population of the Astrakhan region, as well as to identify the most risky points that impede achievement of a stable state of the region. On-line survey was chosen as a method for sociological research, the questionnaire for which was developed on the basis of materials from surveys of such European projects as European Social Survey and European Values Survey. The conducted research has shown that most of the parameters of sustainable development of the region are positively reflected in public opinion and attitudes of its inhabitants.

In the contemporary society there are many discussions about bullying and public shaming, especially about the need to eliminate this harmful phenomenon, but it can be seen that there is bullying and public shaming that affect countries and populations, without synchronizing the approach for the elimination of these phenomena. Romania and Bulgaria are the most exposed countries to what could be defined as bullying and public shaming at the country and population level, especially by presenting them as negative examples, following the annual statistics compiled by Eurostat. One of the reasons why Romania and Bulgaria are again in the last places in the EU is the consumption of daily portions of fruits and vegetables. Eurostat statistics place the two countries in last place in the EU in the consumption of fruit and vegetables, in the interpretation given by the media that took the Eurostat data, but it is, in fact, the consumption behavior that shows the population's refusal to comply to standardization. The two countries are large producers of fruits and vegetables, with a large number of owners of gardens and orchards, and culinary behaviors are based on the consumption of fruits and vegetables, especially from their own production. We have carried out an analysis of documents, at European level, correlated with the campaigns launched in the media, starting with 2014, to demonstrate the links between the need to impose new rules at EU level and the persuasion techniques used to determine the population to comply. We also conducted quantitative research to highlight the perception of public opinion on these topics. Thus, we demonstrated that the fact that Romanians and Bulgarians are on the last two places in these annual statistics shows, in fact, the total failure of standardization, at the level of society, as well as the impossibility to change mentalities in the two traditionalist countries. The role of bullying and public shaming is, in fact, to make the population comply, but even so no other results have been obtained.

The automotive industry has been one of the major contributors to the growth of the Central and Eastern European economies. The paper aims to evaluate the potential of automotive cluster formation in the Nitra region based on spatial agglomeration of automotive industries and innovation activities performed by firms located in the Nitra region. We analyse relative and spatial concentration of automotive, including its suppliers. Analysis of the innovative activities was based on questionnaires/interviews with representatives of automotive companies. Results show that firms that are potentially part of the automotive industry are highly concentrated mainly in the northern part of the Nitra region, and its position has strengthened. LISA indicators show that the northern part of the Nitra region is part of a hot spot of high concentration of automotive. In the case of innovative activities, those were implemented mainly in cooperation with foreign organizations, not with Slovak organisations. In the case of foreign firms, these activities are carried out primarily in research and development centres of parent companies abroad and not in Slovakia. We conclude that the emerging cluster is still immature. It is in the initial stage of forming cooperation with public institutions and establishing cooperation between companies.

Despite the geographical distance, the war in Ukraine has brought to the fore links between the Russian establishment and Radical Right forces in Spain. Both scholars and pundits have taken an interest in the question, which spread to party competition, quickly turning into a (discursive) race away from Putin as the consequences of war become more evident. Despite the war’s unquestioned relevance and previous links between Russia and the Radical Right in Spain (albeit less established than in other European countries), a systematic analysis of the effects of the invasion is missing. This report addresses this gap by focusing on the impact of the Ukraine invasion on party discourse and public opinion in Spain. It analyses records of proceedings from the Spanish Parliament, Twitter messages posted by the VOX party and its leader, and survey data gathered since February 2022 by the Spanish Center for Sociological Research (CIS). The main findings at the party level highlight the relatively weak associations between the Kremlin and The Radical Right in Spain (compared to other European countries), as well as efforts to separate from Putin after the invasion started. A more complex pattern of preferences is identified at the individual level.

The article explores the key vocabulary of 2020 in the network space of Ukraine. Texts of journalistic, official-business style, analytical publications of well-known journalists on current topics are analyzed. Extralinguistic factors of new word formation, their adaptation to the sphere of special and socio-political vocabulary of the Ukrainian language are determined. Examples show modern impressions in the media, their stylistic use and impact on public opinion in a pandemic. New meanings of foreign expressions, media terminology, peculiarities of translation of neologisms from English into Ukrainian have been clarified. According to the materials of the online media, a «dictionary of the coronavirus era» is provided. The journalistic text functions in the media on the basis of logical judgments, credible arguments, impressive language. Its purpose is to show the socio-political problem, to sharpen its significance for society and to propose solutions through convincing considerations. Most researchers emphasize the influential role of journalistic style, which through the media shapes public opinion on issues of politics, economics, education, health care, war, the future of the country. To cover such a wide range of topics, socio-political vocabulary is used first of all – neutral and emotionally-evaluative, rhetorical questions and imperatives, special terminology, foreign words. There is an ongoing discussion in online publications about the use of the new foreign token «lockdown» instead of the word «quarantine», which has long been learned in the Ukrainian language. Research on this topic has shown that at the initial stage of the pandemic, the word «lockdown» prevailed in the colloquial language of politicians, media personalities and part of society did not quite understand its meaning. Lockdown, in its current interpretation, is a restrictive measure to protect people from a dangerous virus that has spread to many countries; isolation of the population («stay in place») in case of risk of spreading Covid-19. In English, US citizens are told what a lockdown is: «A lockdown is a restriction policy for people or communities to stay where they are, usually due to specific risks to themselves or to others if they can move and interact freely. The term «stay-at-home» or «shelter-in-place» is often used for lockdowns that affect an area, rather than specific locations». Content analysis of online texts leads to the conclusion that in 2020 a special vocabulary was actively functioning, with the appropriate definitions, which the media described as a «dictionary of coronavirus vocabulary». Media broadcasting is the deepest and pulsating source of creative texts with new meanings, phrases, expressiveness. The influential power of the word finds its unconditional embodiment in the media. Journalists, bloggers, experts, politicians, analyzing current events, produce concepts of a new reality. The world is changing and the language of the media is responding to these changes. It manifests itself most vividly and emotionally in the network sphere, in various genres and styles.

Banco de la República provides a comprehensive overview of Colombia’s finan¬cial infrastructure in its Payment Systems Report, which is an important product of the work it does to oversee that infrastructure. The figures published in this edition of the report are for the year 2020, a pandemic period in which the con¬tainment measures designed and adopted to alleviate the strain on the health system led to a sharp reduction in economic activity and consumption in Colom¬bia, as was the case in most countries. At the start of the pandemic, the Board of Directors of Banco de la República adopted decisions that were necessary to supply the market with ample liquid¬ity in pesos and US dollars to guarantee market stability, protect the payment system and preserve the supply of credit. The pronounced growth in mone¬tary aggregates reflected an increased preference for liquidity, which Banco de la República addressed at the right time. These decisions were implemented through operations that were cleared and settled via the financial infrastructure. The second section of this report, following the introduction, offers an analysis of how the various financial infrastructures in Colombia have evolved and per¬formed. One of the highlights is the large-value payment system (CUD), which registered more momentum in 2020 than during the previous year, mainly be¬cause of an increase in average daily remunerated deposits made with Banco de la República by the General Directorate of Public Credit and the National Treasury (DGCPTN), as well as more activity in the sell/buy-back market with sovereign debt. Consequently, with more activity in the CUD, the Central Securi¬ties Depository (DCV) experienced an added impetus sparked by an increase in the money market for bonds and securities placed on the primary market by the national government. The value of operations cleared and settled through the Colombian Central Counterparty (CRCC) continues to grow, propelled largely by peso/dollar non-deliverable forward (NDF) contracts. With respect to the CRCC, it is important to note this clearing house has been in charge of managing risks and clearing and settling operations in the peso/dollar spot market since the end of last year, following its merger with the Foreign Exchange Clearing House of Colombia (CCDC). Since the final quarter of 2020, the CRCC has also been re¬sponsible for clearing and settlement in the equities market, which was former¬ly done by the Colombian Stock Exchange (BVC). The third section of this report provides an all-inclusive view of payments in the market for goods and services; namely, transactions carried out by members of the public and non-financial institutions. During the pandemic, inter- and intra-bank electronic funds transfers, which originate mostly with companies, increased in both the number and value of transactions with respect to 2019. However, debit and credit card payments, which are made largely by private citizens, declined compared to 2019. The incidence of payment by check contin¬ue to drop, exhibiting quite a pronounced downward trend during the past last year. To supplement to the information on electronic funds transfers, section three includes a segment (Box 4) characterizing the population with savings and checking accounts, based on data from a survey by Banco de la República con-cerning the perception of the use of payment instruments in 2019. There also is segment (Box 2) on the growth in transactions with a mobile wallet provided by a company specialized in electronic deposits and payments (Sedpe). It shows the number of users and the value of their transactions have increased since the wallet was introduced in late 2017, particularly during the pandemic. In addition, there is a diagnosis of the effects of the pandemic on the payment patterns of the population, based on data related to the use of cash in circu¬lation, payments with electronic instruments, and consumption and consumer confidence. The conclusion is that the collapse in the consumer confidence in¬dex and the drop in private consumption led to changes in the public’s pay¬ment patterns. Credit and debit card purchases were down, while payments for goods and services through electronic funds transfers increased. These findings, coupled with the considerable increase in cash in circulation, might indicate a possible precautionary cash hoarding by individuals and more use of cash as a payment instrument. There is also a segment (in Focus 3) on the major changes introduced in regulations on the retail-value payment system in Colombia, as provided for in Decree 1692 of December 2020. The fourth section of this report refers to the important innovations and tech¬nological changes that have occurred in the retail-value payment system. Four themes are highlighted in this respect. The first is a key point in building the financial infrastructure for instant payments. It involves of the design and im¬plementation of overlay schemes, a technological development that allows the various participants in the payment chain to communicate openly. The result is a high degree of interoperability among the different payment service providers. The second topic explores developments in the international debate on central bank digital currency (CBDC). The purpose is to understand how it could impact the retail-value payment system and the use of cash if it were to be issued. The third topic is related to new forms of payment initiation, such as QR codes, bio¬metrics or near field communication (NFC) technology. These seemingly small changes can have a major impact on the user’s experience with the retail-value payment system. The fourth theme is the growth in payments via mobile tele¬phone and the internet. The report ends in section five with a review of two papers on applied research done at Banco de la República in 2020. The first analyzes the extent of the CRCC’s capital, acknowledging the relevant role this infrastructure has acquired in pro¬viding clearing and settlement services for various financial markets in Colom¬bia. The capital requirements defined for central counterparties in some jurisdic¬tions are explored, and the risks to be hedged are identified from the standpoint of the service these type of institutions offer to the market and those associated with their corporate activity. The CRCC’s capital levels are analyzed in light of what has been observed in the European Union’s regulations, and the conclusion is that the CRCC has a scheme of security rings very similar to those applied internationally and the extent of its capital exceeds what is stipulated in Colombian regulations, being sufficient to hedge other risks. The second study presents an algorithm used to identify and quantify the liquidity sources that CUD’s participants use under normal conditions to meet their daily obligations in the local financial market.
