This thesis seeks to be a contribution to a broader debate on how public opinion builds up its perceptions on foreign policy and foreign affairs. Its two main objectives are to examine: (a) which are the determinants that explain public opinion knowledge on foreign affairs; and (b) whether public opinion is sensitive to framing effects on this issue. The analysis was done by mixing quantitative methods and survey experiments, while its novelty is that brings unprecedent evidence from Latin America. The main findings of the thesis are two-fold. On the one hand, Latin American public opinion knowledge on foreign affairs is low. In this regard, both traditional individual variables and contextual ones, namely the size of the city, are useful to predict a person\'s knowledge. On the other, public opinion perceptions regarding foreign policy, either presented on a general or specific way, are sensitive to framing effects.
Esta tese procura ser uma contribuição para um debate mais amplo sobre como a opinião pública constrói suas percepções sobre política externa e assuntos internacionais. Os dois principais objetivos são examinar: (a) quais são os determinantes que explicam o conhecimento da opinião pública a respeito de assuntos internacionais; e (b) se a opinião pública é sensível a efeitos de enquadramento sobre esta questão. A análise foi feita misturando métodos quantitativos e pesquisas de opinião pública experimentais, enquanto sua novidade é que traz evidências sem precedentes da América Latina. As principais conclusões da tese são duplas. Por um lado, o conhecimento da opinião pública latino-americana sobre assuntos externos é baixo. A este respeito, tanto as variáveis individuais tradicionais como as contextuais - o tamanho da cidade - são úteis para prever o conhecimento de uma pessoa. Por outro lado, as percepções da opinião pública em relação à política externa, apresentadas de forma geral ou específica, são sensíveis aos efeitos de enquadramento.

At the end of the nineteenth century, English-Canadians and Americans faced each other across the border with old animosities. Many Canadians adhered to familiar ideas of Loyalism, imperialism and anti-Americanism to differentiate the Dominion from the republic. In the United States, on the other hand, lingering notions of anglophobia and "Manifest Destiny" caused Americans to look upon the British colony to the north as a dangerous and unnatural entity. America's rise to world power status and the Anglo-American rapprochement, however, forced Americans and Canadians to adapt to the new international reality. Emphasizing their shared language, civilization, and forms of government, many English-speaking North Americans drew upon Anglo-Saxonism to find common ground. Indeed, Americans and Canadians often referred to each other as members of the same "family" sharing the same "blood," thus differentiating themselves from other races. As many of the events of the rapprochement had a North American context, Americans and English-Canadians often drew upon the common lexicon of Anglo-Saxon rhetoric to undermine the old rivalries and underscore their shared interests. Though the predominance of Anglo-Saxonism at the turn of the century proved short-lived, it left a legacy of Canadian-American goodwill, as both nations accepted their shared destiny on the continent and Canada as a key link in the North Atlantic Triangle.

Over the past five years, American public opinion on homosexuality has rapidly shifted in a more positive direction. Its subjugation exemplifies how an intimate and singular topic can be used to ignite and potentially misguide the American people, resulting in violent demonstration and even death. Although public opinion has shifted towards a greater acceptance of homosexuality, viewpoints are still very polarized. In addition to the available literature, elements from the complete data set of the General Social Survey (1972–2014) were analyzed to better understand this polarization that persists. Subject-specific variables concerning homosexuality were extrapolated and simple Ordinary Least Squares regression models were tested using STATA version SE 12.1. The evidence gathered supports this thesis’ assertion that Snyder’s theory of hope, when applied to the topic of homosexuality, provides a uniquely useful and alternative lens through which to explain the polarization of current public opinion about homosexuality in America.

Les études académiques récentes sur l'influence de l'opinion publique sur les interventions militaires dans les démocraties occidentales concluent pour la plupart que l’opposition du public n’a pas empêché le président de faire usage de la force. Ces études se concentrent souvent sur le choix d'intervenir dans un conflit donné et omettent d'analyser les ajustements apportés à l'intervention elle-même du fait de l'opinion publique. Cette étude tente au contraire de montrer qu'on ne peut comprendre l’influence de l'opinion publique si l'on se limite à la décision d'intervenir et n’étudie pas les décisions connexes liées à la conduite et à la réussite d'une intervention: le choix des moyens humains et financiers, les objectifs, la stratégie de communication. La littérature scientifique actuelle omet également de dévoiler la manière dont l'exécutif tente de gérer la contrainte de l'opinion publique et comprendre ainsi quelle est sa véritable marge de manœuvre vis-à-vis de celle-ci. En effet, l’opinion publique et la présidence s’influencent mutuellement : le président est souvent contraint de trouver un compromis entre les objectifs politiques et militaires désirés et ce que le public est prêt à accepter. En incluant l'impact de l'opinion publique sur la mise en œuvre des opérations militaires, cette recherche conclut que le public américain a eu une influence majeure sur le degré d'engagement, les objectifs et la durée des interventions militaires de l'après Guerre froide. Notre étude s’appuie principalement sur des entretiens avec des responsables politiques impliqués dans le processus décisionnel ayant conduit à l’usage de la force après la Guerre froide. Ce processus décisionnel sera analysé à travers cinq études de cas
Recent qualitative studies of the relationship between public opinion and U.S. foreign policy put decisions into the following two categories: the President tends to lead or to follow public opinion; public opinion influences decision-making, constrains the decision, or has no impact. These studies typically research the initial decision to intervene, but fail to examine the subsequent decisions to sustain and win a war: financial and human means, conduct, objectives, duration, and communication. I argue that these elements of a winning strategy are impacted by concerns with public support at home. The impact of public opinion on the decision whether to use force is better understood when analyzing the compromise between the perception of anticipated public opinion and the necessities of a military campaign. Public opinion impacts the strategy, the timing, and length of an intervention, and inversely, those elements impact the anticipated public opinion and ultimately the decision to use force or choose a different course of action. The president can expect to influence public opinion and raise the acceptability of an intervention through various means. As a consequence, there is a back-and-forth process between anticipated public support for a given intervention and the consideration of the use of force. Contrary to the current literature, which tends to conclude that the president enjoys a substantial margin for maneuver, an analysis of post Cold War cases of interventions, limited interventions, and military escalations shows that anticipated public opinion limited the president's margin for maneuver and influenced not only the decision to intervene but also the military strategy and in the end, the result of the intervention. These findings contradict the realist paradigm for which only the structure of the international system matters and domestic politics are irrelevant in the study of international relations

The mass media's role in informing the American public is critical to public support for government policies. The media are said to set the national agenda. This view is based on the assumption of selective coverage they give to news items. Media coverage also influences the salience the public attaches to issues. However, media agenda effect has been challenged by Lang and Lang (1983). These scholars, in their media agenda-building theory, argued that the success of media effect on national agenda is dependent on group support. In order to test this theory, time-related data on South Africa crises, media coverage"of South Africa, American public reactions, congressional, and presidential apartheid-related activities, between 1976 and 1988, were analyzed. Congressional anti-apartheid policies were the dependent and others, the independent variables. The theory made analysis of the data amenable to the additive adopted to test for the significance of the interactive variables, indicated that these variables were negatively related to congressional anti-apartheid policies. The additive model was subsequently analyzed. The time series multiple regression analysis was used in analyzing the relationships. Given autocorrelation and multicollinearity problems associated with time series analysis, the Arima (p, d, q) model was used to model the relationships. This model was used to indicate support, or nonsupport, for the time series regression analysis. The result of the additive model indicated that South African political crises were negatively related to congressional anti-apartheid actions. It also showed that the relationship between the American public reactions and congressional anti-apartheid policies was greater in comparison to all other independent variables. The presidential actions taken against South Africa were negatively related to Congress' anti-apartheid actions. Television had the greatest relationship with congressional anti-apartheid actions compared to newspapers and magazines.

During the American Civil War the Federals and Confederates believed that Britain was likely to intervene. This belief is pervasive in current historiography, which argues that Britain was constantly on the threshold of interfering in the American conflict. Taking a longer view of the Anglo-American diplomatic relationship, as well as the relevance of contextual British economic, social, political and foreign policy interests and limitations, this thesis argues that Britain was never going to abandon neutrality. Drawing on the personal papers and official correspondence of diplomats and politicians, it becomes clear that occasionally aggressive transatlantic rhetoric was a negotiating strategy for two nations concerned with maintaining peace at all costs.

When cultural values differ, it is difficult for people not to judge one another's behavior on the basis of their own individual and/or cultural values. Given the profound differences in Russian and American culture, the question of what happens when these two cultures interact comes to mind. The purpose of this study was to describe the relationship of culture specific orientation, coupled with a two week sojourn in Russia on the sojourners' perceptions of cultural values. The sojourners were high school athletes participating in the first part of a Russian - American Track and Field Exchange. In order to ascertain the students' value orientations, each student completed six Value Orientation Worksheets. Before the pre-departure orientation the students' completed two worksheets composed of fifteen questions, one according to their own cultural values, and one for their perception of Russian cultural values. The students completed two additional worksheets after the pre-departure orientation sessions, and two worksheets ten months after the sojourn. Analysis of the post-orientation worksheets suggests that the orientation sessions had a greater impact on the students' reported perceptions of their own cultural values than in changing their reported perceptions of Russian values. Unlike the post-orientation responses, an analysis of post-sojourn responses indicated that the sojourn experience appears to have had a comparable affect on the students' reported perceptions of their own cultural values and their reported perceptions of Russian cultural values. Post-sojourn worksheets revealed that agreement among the students after the shared orientation sessions was not a reliable predictor of agreement after the sojourn. In many cases, the individuality of the sojourn experience appears to have overcome the shared informational orientation training. Continued research in this field is needed to determine whether or not the tendencies uncovered in this study can be generalized to include a wider population, specifically - American high school student/athletes traveling abroad for a short term sojourn.

La présente étude vise à appréhender en trois temps la public diplomacy des Etats-Unis, objet civilisationnel protéiforme. Notre premier chapitre a pour objectif la constitution d’un appareil théorique permettant de comprendre le fonctionnement de la projection d’une image extraterritoriale des Etats-Unis. La multiplicité d’acteurs, d’auteurs et de prescripteurs façonnant la public diplomacy américaine nécessite d’en dresser une taxonomie. Par ailleurs, les nombreux prismes disciplinaires par lesquels la public diplomacy est décrite font amplement varier son signifié. Pour donner du sens à cet ensemble hétérogène, nous choisissons d’étudier la public diplomacy des Etats-Unis sous l’angle de la propagande. Notre second chapitre est une étude pratique. Celle-ci révèle que la littérature consacrée à la public diplomacy est de nature quasi hagiographique. Présentée comme vertueuse par ses acteurs, la réalité est tout autre. Quatre cas d’étude – la « campagne de vérité » sous Truman, la « guerre du Vietnam » sous Johnson, l’Office of Public Diplomacy for Latin America and the Caribbean sous Reagan, ainsi que la « guerre contre la terreur » sous Bush fils – montrent que sa praxis est en contradiction avec sa rhétorique. Lors de l’ultime chapitre, on s’interrogera sur les différences entre effets annoncés et effets constatés. Le phénomène le plus notable est la constitution d’un maillage international de personnes influentes au sein d’instituts servant de relais au message américain. Cet effet fait-il des chercheurs en Etudes américaines des propagandistes à leur insu ?
This three-part dissertation considers U.S. public diplomacy as a protean American Studies object. Part one is the creation of a theoretical apparatus to assist readers in their comprehension of how America projects its image abroad. The (too) many actors, authors and policy-makers involved in the shaping of American public diplomacy require the creation of a taxonomy. What is more, depending on academic focus, the meaning of public diplomacy varies. To make sense of this heterogeneous set, we choose to use propaganda as the master signifier tying together the different facets of public diplomacy. Part two is a practical study. Quasi hagiographic literature massages the reader into believing public diplomacy is of a virtuous nature. Yet four case studies (Truman’s Campaign of truth, Johnson’s Vietnam War, Reagan’s Office of Public Diplomacy for Latin America and the Caribbean and Bush 43’s so-called “War on Terror”) reveal the width of the gap that separates rhetoric from practice. Part three ponders the difference between supposed and real effects of American public diplomacy. Its most tangible achievement being the creation of a network of influential people and institutions to relay the American message abroad, one may wonder whether American Studies specialists unknowingly become propagandists themselves

The purpose of this research is to analyze the relationship between the executive and legislative branches of American federal government, during periods within which these two branches are led by different political parties, to discover whether the legislative branch attempts to independently legislate and enact foreign policy by using "the power of the purse" to either appropriate in support of or refuse to appropriate in opposition to military engagement abroad. The methodology for this research includes the analysis and comparison of certain variables, including public opinion, budgetary constraints, and the relative majority of the party that holds power in one or both chambers, and the ways these variables may impact the behavior of the legislative branch in this regard. It also includes the analysis of appropriations requests made by the legislative branch for funding military engagement in rejection of requests from the executive branch for all military engagements that occurred during periods of divided government from 1946 through 2009.

A Operação Pan-Americana (OPA) é uma medida de política externa tradicionalmente considerada de menor importância. Ampliando o debate acerca desta medida, este trabalho procurou analisar as variáveis internas e externas do processo de tomada de decisões presidencial, considerando a sua repercussão na opinião pública da época. Neste sentido, foram consideradas duas variáveis de análise, correspondentes cada uma a um âmbito de ação da política externa: o âmbito internacional e o âmbito doméstico. No âmbito internacional, a dissertação procura apresentar o quadro geral do sistema bipolar da Guerra Fria, no mundo e na América Latina, e a sua influência sobre o processo de estruturação da OPA; já no âmbito interno, busca analisar os agentes sociais e políticos que efetivamente foram levados em conta neste processo. Por fim, a pesquisa procurou analisar a posição da opinião pública acerca do tema, entendendo-a como uma das inúmeras variáveis que compõem as políticas interna e externa dos Estados.
The Pan-American Operation (PAO) is a foreign policy measure, which is traditionally considered less important. When broadening the debate over this measure, this paper intended to analyze variables - inside and outside - in the presidential decision-making process, considering its repercussion in the public opinion at that time. Thus, two variables of analysis were considered, each one corresponding to a field of action in the foreign policy: the international and the domestic fields. In the international field, the thesis intended to present a general picture of the bipolar system during the Cold War, in the world and in Latin America, and its influence under the process of structuring the PAO. In the domestic field, it intended to analyze the social agents and politicians that were effectively taken into account in this process. In the end, the research intended to analyze the public opinion position over the subject, as it is understood as one of the many variables that compose the domestic and the foreign policy of the States.

This dissertation analyzes the development of the Islamic Society of North America (ISNA), a Muslim-American religious association, from the Iranian Revolution to the inauguration of our nation's first African-American president. This case study of ISNA, the largest Muslim-American organization in North America, examines the organization's institution-building and governance as a way to illustrate Muslim-American civic and religious participation. Using nonprofit research and theory related to issues of diversity, legitimacy, power, and nonprofit governance and management, I challenge misconceptions about ISNA and dispel a number of myths about Muslim Americans and their institutions. In addition, I investigate the experiences of Muslim-Americans as they attempted to translate faith into practice within the framework of the American religious and civic experience. I arrive at three main conclusions. First, because of their incredible diversity, Muslim-Americans are largely cultural pluralists. They draw from each other and our national culture to develop their religious identity and values. Second, a nonprofit association that embraces the values of a liberal democracy by establishing itself as an open organization will include members that may damage the organization's reputation. I argue that ISNA's values should be assessed in light of its programs and actions rather than the views of a small portion of its membership. Reviewing the organization's actions and programs helps us discover a religious association that is centered on American civic and religious values. Third, ISNA's leaders were unable to balance their desire for an open, consensus-based organization with a strong nonprofit management power structure. Effective nonprofit associations need their boards, volunteers and staff to have well-defined roles and authority. ISNA's leaders failed to adopt such a management and governance structure because of their suspicion of an empowered chief executive officer.

Imagine a world where someone’s personal information is constantly compromised, where federal government entities AKA Big Brother always knows what anyone is Googling, who an individual is texting, and their emoticons on Twitter. Government entities have been doing this for years; they never cared if they were breaking the law or their moral compass of human dignity. Every day the Federal government blatantly siphons data with programs from the original ECHELON to the new series like PRISM and Xkeyscore so they can keep their tabs on issues that are none of their business; namely, the personal lives of millions. Our allies are taking note; some are learning our bad habits, from Government Communications Headquarters’ (GCHQ) mass shadowing sharing plan to America’s Russian inspiration, SORM. Some countries are following the United States’ poster child pose of a Brave New World like order of global events. Others like Germany are showing their resolve in their disdain for the rise of tyranny. Soon, these new found surveillance troubles will test the resolve of the American Constitution and its nation’s strong love and tradition of liberty. Courts are currently at work to resolve how current concepts of liberty and privacy apply to the current conditions facing the privacy of society. It remains to be determined how liberty will be affected as well; liberty for the United States of America, for the European Union, the Russian Federation and for the people of the World in regards to the extent of privacy in today’s blurred privacy expectations.

This work examines the origins of the Cold War from the perspective of domestic American politics. Specifically, the role of the so-called "Catholic vote" in the New Deal coalition built by President Franklin D. Roosevelt in the 1930s. Catholics comprised roughly one-quarter of the population and were concentrated in the major urban and industrial areas of the country. These were the same areas that dominated the electoral college and thus were of primary importance to anyone seeking national office or proposing national policy. FDR frequently modified his position on national issues if it appeared this "Catholic vote" might be jeopardized. Throughout the 1930s, as charges of Communist influence on FDR and the New Deal increased in intensity, the official position of the Catholic Church was hardening into a strict anti-Communism. The potential, then, existed for widespread defections of Catholic voters from the New Deal coalition over the issue of Communism. Using a variety of primary sources but especially the presidential papers located at the Roosevelt Library at Hyde Park, New York, and the archives of the Archdiocese of Boston in Brighton, Massachusetts, this work will demonstrate the impact of Catholic opinion on national policy, especially foreign policy, as it was reflected in the attempt to keep the Catholic vote in the Democratic Party. The response of first FDR and then Presidents Truman and Eisenhower to Soviet domination of largely Catholic Eastern Europe following the war suggests that religion, especially Catholicism, is the overlooked paradigm of the Cold War.

決定美國外交政策的因素是多樣的,有國內因素與國外因素。概括而言,影響其外交決策的國內政治力量有總統、國務院及國務卿,國防部、國會,利益集團同媒體等等,而上述各個權力體都會受到公眾輿論的限制。可以說,公眾輿論是美國這個民主政體的外交行為不可忽視的影響力量。早至上世紀中葉,以沃爾特李普曼為代表的一批國際關係專家曾掀起研究公眾輿論的熱潮,李普曼、阿爾蒙德等持現實主義理論的學者認為公眾輿論不具有穩定性和理性,其情緒化,變幻莫測還容易收到外界影響,不應影響一國的外交決策。爭鋒相對的,自由主義理論的支持者則堅持公眾有權利參與外交決策,也有能力從國家利益出發理性地參與外交問題。
自由主義和現實主義理論關於公眾輿論的認識是從不同角度出發去理解公眾輿論在外交決策領域的作用,因此二者難分上下,也不分對錯,一再糾纏與兩種理論的爭鋒不利於我們瞭解美國公眾輿論和外交決策的真實關係。本研究即是從此出發點考慮,跳出理論之爭,而將研究的重點集中於分析公眾輿論是如何在具體的情境中與政府互動的。筆者將通過對1940年代這一政策調整頻繁時期《紐約時報》對華新聞報導的分析,來考察在宋美齡訪美、重慶談判、承認中華人民共和國等歷史事件中美國民眾、媒體態度的變化以及政府在其中的角色如何。本研究的創新之處則在於從小處,即《紐約時報》的新聞報導著手看公眾輿論與美國外交決策這一宏觀互動關係的具體形式,希望有助於美國政治文化的研究。
Over the past six decades since the founding of the People's Republic of China, our understanding of the Sino-U.S. relations has undergone considerable revisions. From the beginning of the Cold War to President Nixon’s visit to China, U.S. and China had been from enemies to friends, rivals to partners, later with the rise of China as one important power of world politics as well as economy, the balance between relations of U.S. and China flows with the distinguished definition of national interests. Therefore, the images of China in American eyes were never belonged to any stable type, public opinion in the U.S. has developed many different perspectives on China.
Public Opinion plays an interesting role in shaping U.S. foreign policy, and the academic community and political observers have repeatedly debated on elaborations of its influence. To examine whether public opinion has participated in the policy making process of U.S. diplomacy is one good way to investigate if the development and expansion of government institutions would undermine the operation of liberal democracy and infringe on personal liberties.
In order to answer the question in how Public Opinion influences the Government in foreign policy making and how the government, the media and Public interacted, I will conduct empirical studies and News analysis to interpret the New York Times News reports concerning U.S. Foreign Policy towards China in the 1940s. By investigating the interactive relations among the U.S. government, the media represented by New York Times and Public Opinion, I intend to conclude that Public Opinion do play an important role in the foreign policy making process, and the way the Government and Public perceive national interest defines the patterns of their interactions.

This project sets out to show how quantitative research methods can be used to address important questions in critical/cultural theory. Traditionally, researchers in the field of cultural studies have rejected statistical modes of inquiry that are deemed incapable of dealing with the intricacies of language and ideology. This view, however, is based upon a misreading of the postmodern directive toward skepticism of "scientific" research and the mistaken view that quantitative methodologies imply allegiance to hegemonic ideological positions. Using data collected by the Chicago Council on Foreign Relations, I show how surveys can be used to resist many pervasive beliefs about US foreign policy and the role of the media in the cultivation of pubic opinion. This data can be manipulated to show, among other things, that despite the end of the Soviet Empire, elite and public circles alike continue to generally agree that the US should maintain an active role in world politics; that media professionals are not anti-establishment, often echoing opinions originating in government circles, and that greater levels of attention to the news media are consistent with greater support for the foreign policy initiatives of the day. Moreover, this information can be used to contextualize qualitative research projects using focus groups. Centering on the reception of coverage of the 1994 "intervasion" in Haiti, I show how the limitations placed on the audience's power to think critically about what they see can be explained by the broader attitudinal dynamics displayed in the Chicago data.

Scholars widely acknowledge that democratic political leaders seek public support for their policy endeavors, particularly when conducting costly policies as in the case of military interventions. A deeper understanding of the factors that affect public support for military interventions is crucial to explaining more definitively the determinants of foreign policy decisions regarding military interventions. However, most studies in this area of research examine the public as an undifferentiated mass that reacts uniformly to changes in the course of an intervention. In addition, scholars often overlook the varying dynamics of public support across different phases of a military intervention. Given these shortcomings in the literature, the objective of this dissertation is to examine the formation of public support as a function of political information levels and intervention stages. This dissertation is important in both methodological and theoretical terms. Methodologically, the major contribution of my dissertation is the adoption of a multimethod approach that is almost non-existent in this line of research. By bringing together a formal framework, experimentation, and statistical analyses of public opinion survey data, I develop a more refined theory and attain more robust empirical results. Theoretically, the study challenges the dominant mode of research on military interventions in which public opinion is treated as a homogenous mass. Specifically, I explore how major factors related to public support for military interventions (such as casualty rates) play different roles and weigh differently in their impact on the opinions of politically informed versus less informed individuals across stages of an intervention. The results of the experiments and survey data analyses demonstrate that politically informed individuals express less support for a military intervention at the starting (rally) phase of that intervention compared to the less informed. That said, as the intervention proceeds and casualties are incurred, support of politically uninformed individuals decreases at higher rates than does support of politically informed ones. In other words, politically informed individuals demonstrate more stable levels of support across intervention stages. In addition, both experimental and survey data analyses show that policy-specific information is generally a more influential factor on public support for military interventions compared to general political information.

Heather Metcalfe Doctoral Abstract, Ph.D. program, 2009 Department of History, University of Toronto “It’s All About War: Canadian Opinion and the Canadian Approach to International Relations, 1935-1939.” Canadians in the 1930s did not appear eager to focus on foreign affairs. The social and economic difficulties caused by the dislocation of the Great Depression meant that international developments often seemed remote and irrelevant. However, despite this focus on domestic issues, many Canadians were concerned with the trend of international events. As a result, the debate regarding the appropriate Canadian response remained an ongoing, if underlying, factor. In addition, the political issues raised by Canadian foreign policy, particularly through the Canadian involvement in the British Commonwealth and the League of Nations, meant the issue could not simply be ignored. During the later part of the decade, as the possibility of international conflict became ever more likely, increasing numbers of Canadians turned their attention to Canada’s international role. They also turned their attention to what this debate meant in terms of the Canadian sense of identity. These individuals were concerned as well with the response of Canadian public opinion to involvement overseas. This question, of the nature and susceptibility of Canadian public opinion to attempts to direct it, remains an intriguing one. The nature of this response remained open to question, and was the subject of significant debate among Canadian intellectuals, politicians and public figures. In response, a number of individuals and groups, including members of the Canadian press, attempted to influence Canadian public opinion. Many also pressured the Canadian government, led by William Lyon Mackenzie King’s administration, to play a more active role in shaping public opinion. Canadian intellectuals, for instance, influenced by contemporary writings on public opinion, seemed convinced of their natural role as ‘shapers’ of public opinion, particularly in a time of domestic and international crisis. These assumptions, and the ways in which Canadian public opinion both responded to, and rejected these attempts at direction, provide an interesting window into the question of public opinion, particularly in regards to international events. The debate regarding the Canadian response to the crises of the late 1930s can thus aid in gaining a greater appreciation of how public opinion shifts in response to outside challenges and the attempts to influence its course.

Since the publication of David Wyman's seminal monograph on the American immigration policy during the Second World War— Paper Walls: America and the refugee crisis—the historiography has been framed by a fundamental assumption: that, at its heart, decisions on refugee immigration policy were motivated by anti-Semitism. By examining many of the same primary sources used by Wyman and the historians who have followed him, my thesis argues that the claim that anti-Semitism was the primary, or even major, motivation is not supported by the evidence, and that the shaping of policy was much the product of general xenophobia and nativism.

During the early Cold War, 1949 through 1963, the federal government, through such agencies as the Federal Civil Defense Administration (FCDA) (1950-1957), the Office of Civil and Defense Mobilization (OCDM) (1958-1960), and the Office of Civil Defense (OCD) (1961-1963), regarded children and young adults as essential to American civil defense. Youth-oriented, voluntary organizations, including the Boy Scouts of America (BSA) and the Girl Scouts of the United States of America (GSUSA), assisted the federal civil defense programs by promoting civil defense messages and agendas. In this thesis, I will explore how the GSUSA and BSA translated federal civil defense policies for their Scouts. What were the civil defense messages transmitted to Scouts during the early Cold War? How were those messages disseminated? Why? What was the social impact of BSA and GSUSA involvement with civil defense on America’s evolving national ideals?
