The contractual policy takes part in modernization programm of french administration, launched in 1989 ; it follows the objective of extending the management autonomy of universities. Introducing the notion of establishment project, it invites universities to present strategic planning of developpement concretly translated by aims and programs of action. In these conditions, one may ask areself if adaptability of management tools can suit universities. The reason is that they are specific on a level structure and decision process at the same time. Therefore, the main question of our reasarch is to study the possibility of strategic management specific to universities. Begenning by an organizational approach based on mintzberg theory, we conclude that each university's strategy has to take into account the structural fragmentation, the academic autonomy and the complexity of decision process. Its mission is to introduce a minimum coherence in different sectorial strategies of actors

Texto completo da fonteThe necessary struggle against poverty comes from an elementary remark observation: the combined wealth of the 15 richest people in the planet exceeds the total annual value of the production of the properties / services of all the countries of Sub-Saharan Africa. 20 % of the world population consumes more than 80 % of the resources available on the surface of the earth. This observation reminds the magnitude of the efforts which remain to carry out to answer the challenge of the millennium through the OMD. The responsibility of States is obviously engaged but the solutions are more to look for at the level of cities and territories. In the closest to the inhabitants, the local authorities can and have to play a role of catalyst of the development. It is up to the citizens of territories confronted with the problems of underdevelopment to imagine and to propose these local solutions. The decentralized cooperation contributes to the search and the invention of such territorial policies, because it is a frame of privileged dialogue between local governments. Defined as a partnership between local authorities of different nationalities, it allows a sharing of experiences - microfinances, decentralization, good governance etc.- Clearly, all the hopes can invite itself in the symbiosis "Decentralized Cooperation and Objectives of the Millennium for the Development by taking into account their stakes and perspectives in the Sub-Saharan French-Speaking Space"

Texto completo da fonteIn a context where a large majority of the population is excluded from banking systems, Sub Saharan countries particularly in West Africa have established microfinance institutions. In Niger and most of West Africa, microfinance emerged at the end of the 1980's as a means of social and financial welfare. Studies and evaluations were conducted after more than two decades, sparkim debates between researchers, microfinance professionals, creditors, and internatione organizations. My study figures into this context, demonstrating how this financial service benefit borrowers in a local economy that remains mostly informal. This study employs an ethnographic approach using descriptive statistics, with participants being selected at random. This study analyzes the socio-professional situation of borrowers, the operative legal framework, a well as the nature of their economic and productive activities. It assesses the benefits of microfinance to recipients and their friends and family, societal perceptions of microfinance, as we as the differing roles of microfinance institutions. It takes into account the resulting dynamics innovations, and adaptive measures. As an example, inventory credit and Islamic microfinanci were introduced depending on the needs of the population. This study emphasizes interactive settings, in which the borrower is at the center of the discussion and analysis

Texto completo da fonteThis research focuses on the evolution of the local government in Romania and France since thebeginning of the 1990s. The study of different initial conditions in both countries has been followedby the analysis of the major developmental stages of the legal framework concerning localauthorities : the relatively recent accession to (for Romania) or reinforcement of (in France) theconstitutional status of the communities and the evolution of the law corpus operating the transferof competencies and resources for local communities. This analysis revealed a conception ofreforms that has many similarities, but also some different implementation. An evaluation of thelevel of decentralization achieved in the two countries has been undertaken in the light of thecriteria of the European Charter of Local Self-Government. It identified the progress made by eachcountry, but also the opportunities for improvement. In the end, it was found that beyond an initialcontext and particularities of the administrative map, beyond the different application of reforms,Romania and France show today a very similar degree of decentralization, broadly consistent withthe requirements of the Charter

Texto completo da fonteThis thesis focusses on the problematic of the efficiency of intermediate finance on the economic growth and development processes. It concerned, on one hand, the resolution of inefficiency problems resulting from the presence of asymmetric information and uncertainty involved credit markets when reputational mechanisms implemented through banks-borrowers long-term relationships are used and, on the other hand, the conditions in which these mechanisms could emerged and expanded, in particular in a developing country such as Cameroon.The thesis thus has, at the same time, conceptual, empirical and normative purpose First of all, we tried to enrich the theoretical debate about relevance and interest of the reputational mechanism relating banking intermediation process. We show that, while in the models of agency where judicial penalties and pressures mechanisms are often ineffective and expensive, only the auto-enforceable character of the reputational mechanism is enough to guarantee its efficacious functioning. Furthermore, for us, the reputational mechanism seems better to reconcile the two usual opposite conceptions of agents behaviors that are homoeconomicus and homosociologicus. Therefore, this mechanism might constitute an interesting analysis framework for modeling banking behavior, in particular in the context of African economies where uncertainties remain aggravated and where much more economic rationalities based on the values prevail.Secondly, our statistical survey issues clearly shows that in Cameroon, with regard to decentralized financial institutions (DFIs) like Microfinance unities, formal financial institutions (FFI) seem to attach less importance to reputational practices in their capital allowance behaviour, especially to small and medium-sized enterprises (SMEs). This is likely to provide a better explanation of the differential micro-economic performance, situated here to the advantage of DFI.Finally, the same above mentioned survey strongly reveal the existence of many both internal and external factors preventing both categories of banks in a better consideration of reputational mechanisms. We then proposed axes or lines of reflection, formulated and justified a set of corporate, institutional and regulatory associated recommendations. This with the aim to build a more reliable and more solid Cameroonian banking system by inciting banks to better integrate reputational practices in their judgment of granting credits to borrowers
