The present study examines pathways to independence from social welfare among 738 teenage mothers, participants of the 1970 British Cohort Study, who were followed up at age 30 years. Using a longitudinal design, a pathway model is tested, examining linkages between family social background, cognitive ability, school motivation, and individual investments in education, as well as work- and family-related roles. The most important factors associated with financial independence by age 30 are continued attachment to the labor market as well as a stable relationship with a partner (not necessarily the father of the child). Pathways to financial independence, in turn, are predicted through own cognitive resources, school motivation, and family cohesion. Implications of findings for policy making are discussed.

ABSTRACTThe influence of demographic factors on public policy is well recognised, but the impact of policies other than population policy on demographic behaviour is generally ignored. The paper discusses the effects of various aspects of social policy on marriage, fertility, divorce and household formation behaviour. While the focus is on Great Britain, examples from other countries and cross-national comparisons are employed in the analysis. It measures the effects of particular policies in order to show that the impact of social policies on family formation and dissolution is not just a theoretical possibility. They have significant influences on important aspects of the way in which we live, and in most cases these demographic effects were not recognised by policy makers.

Reviewing the policy pursued by a prominent Russian statesman, head of the foreign policy department during the reign of Empress Elizaveta Petrovna, Chancellor Alexey Bestuzhev-Ryumin, the author assesses his relations with the British ambassadors in the period between 1746 and 1756 somewhat differently compared to other historians. Great Britain, which was actively participating at that time in the War of the Austrian Succession (1740–1748), and then, preparing for the Seven Years’ War (1756–1763), negotiated the lease of the Russian auxiliary military corps in exchange for the payment of cash subsidies. Alexey Bestuzhev-Ryumin played an active role in the negotiation process. However, whose interests was he protecting and was his service in a high public office entirely selfless? From the analysis of diplomatic correspondence between British ambassadors and the Secretary of State, the author concludes that Alexey Bestuzhev-Ryumin supported the British more often than not, as he was in the secret service of the British government. This is confirmed by the actions of the Chancellor, aimed at accelerating negotiations on subsidies in the interests of Great Britain, seeking to reduce their size, supporting the privileges of English merchants to the detriment of Russian interests, as well as supplying ambassadors with secret information about the armed forces of the country. The biography of the Chancellor, containing a number of dubious facts, such as documents forged by his father to prove the English ancestry of his family, an unusual acquaintance with the future King George I of Great Britain and service under him, receiving a permanent pension and expensive gifts from the British, suggests that Alexey Bestuzhev-Ryumin was recruited by the British while in the service of King George I, and therefore frequently acted in the interests of Great Britain.

Goal. Analysis of the peculiarities of family policy in European countries, such as France, Sweden, Germany, Great Britain. Method. The study is based on general scientific methods, namely, analysis and synthesis, descriptive, analytical. And also socio-geographical - comparative-geographical. Results. Family policy in European countries focuses on the life position of young people, promotes gender equality, creates opportunities to combine work, education and family activities through a well-developed infrastructure. The establishment of the modern family model in which both parents work and the expansion of public education and services for children and families reduce relatively high child poverty, create new jobs in services, and reduce social inequality. Although European countries pursue a common family-gender strategy, they also have their own traditional model of family protection. The Scandinavian model is characterized by comprehensive support for working parents with young children (under the age of three) through a combination of material mechanisms, holidays and wide access to childcare facilities. An important aspect is the policy of gender equality and women's integration in the labor market. The main source of funding for family policy - taxes. Anglo-Saxon - is characterized by deliberately less financial support from families by the state, giving priority to low-income families. The main idea is the non-interference of the state in family and marriage processes and ensuring the well-being of families through the general development of the welfare of society. "Napoleonic" - use intangible forms of support: tax benefits, targeted loans. France has the highest level of state support for families with children and support for working women. The principle of subsidiary security is professed. Taxes and financial contributions are used. The German fiscal system does not encourage couples to work equally, as the tax burden on domestic work is much higher for two full-time employees. Parental leave allows mothers to leave the labor market for up to three years for one child. Scientific novelty. Analysis and comparison of family policy features in European countries. Practical significance. Implementation of family policy measures in domestic practice based on the experience of European countries, choosing the most successful option. The best option is to improve the demographic situation in the country.

Purpose There is an increasing concern on the quality of jobs and productivity witnessed in the flexible employment arrangements. The purpose of this paper is to examine the relationship between various flexible employment arrangements and the workplace performance. Design/methodology/approach Home-based working, teleworking, flexible timing and compressed hours are the main employment types examined using the Workplace Employee Relations Survey (WERS) over the years 2004 and 2011 in Great Britain. The workplace performance is measured by two outcomes – the financial performance and labour productivity. First, the determinants of these flexible employment types are explored. Second, the ordinary least squares (OLS) method is followed. Third, an instrumental variable (IV) approach is applied to account for plausible endogeneity and to estimate the causal effects of flexible employment types on firm performance. Findings The findings show a significant and positive relationship between the flexible employment arrangements and the workplace performance. Education, age, wage, quality of relations between managers-employees, years of experience, the area of the market the workplace is operated and the competition are significant factors and are positively associated with the propensity of the implementation of flexible employment arrangements. Social implications The insights derived from the study can have various profound policy implications for employees, employers and the society overall, including family-work balance, coping with family demands, improving the firm performance, reducing traffic congestion and stress among others. Originality/value It is the first study that explores the relationship between flexible employment types and workplace performance using an IV approach. This allows us to estimate the causal effects of flexible employment types and the possible associated social implications.

This paper is dedicated to recognizing police work and intervention in the cases of domestic violence. Keeping in mind the relationship between the offender and the victim in the cases of domestic violence, seriousness of the consequences, as well as the fact that, during the intervention, police is the first state agency which ?disturbs? the sphere of family privacy, it is very important to study the way police is reacting, establish the degree of its efficiency and explore the factors that determine the efficiency of police intervention. The paper points out the policy of police response to domestic violence in some foreign systems (Great Britain, USA, Australia). Particular attention is paid to consideration of activities police is dealing with while collecting the data on the violence, victim and the offender, the way police is reacting in order to prevent new violence, as well as the responsibility and aims police has during the intervention.

Christine Hallett is Professor of Social Policy and Chair of the Department of Applied Social Science, University of Stirling, Scotland. She has written extensively in the area of child protection policy, child inquiries and inter-professional communication. In 1992, in conjunction with Elizabeth Birchall, she completed a major review of the literature on the issue of co-ordination in child protection work. It has formed the basis for a research study funded by the Department of Health Into inter-agency and professional co-ordination in the practice and policies of child protection.This interview was conducted whilst I was on a study tour of Great Britain supported by a Creswick Foundation Fellowship in Family Relations and Child Development and the Department of Social Work, Monash University. In the interview, Christine discusses her views about the efficacy of co-ordination, its drawbacks and the policy implications for emphasising the importance of inter-agency co-ordination in protecting children.

This thesis aimed to understand the factors which shape the police and CPS response to domestic violence in the light of recent policy changes which recommended arrest in such cases. The decisions made by victims, police and prosecutors were charted in over one thousand three hundred reported cases of domestic violence in the Thames Valley during a seven month period in 1993. A random sample of 387 of these incidents were examined in detail. The study sought to understand the needs, desires and expectations of victims and how their choices impacted on the decisions made by police and prosecutors. Having evaluated feminist theories, the thesis argues that police and prosecutors do not randomly exercise their discretion nor can their response be explained by reference to cultural or individual prejudices. Rather, their decisions are best understood in terms of a set of informal 'working rules' developed by police and prosecutors for dealing with these complex and difficult cases. It is shown that whilst evidence of an offence was highly correlated with decisions regarding arrest and prosecution, evidence did not determine police action nor did its absence preclude such action. Rather, evidence facilitated police action where the working rules pointed towards an arrest. One of the strongest working rules related to the willingness of the victim to support a prosecution or not. The majority of victims did not want their partners or ex-partners to be prosecuted even when they had requested that the police arrest the perpetrators. Police and prosecutors believe the criminal justice system to be an extremely clumsy tool in dealing with domestic disputes. They therefore did not pursue independent evidence when victims withdrew their statements and they consequently discontinued these cases or did not initiate prosecution in the first place. Previous research has started from the premise that withdrawal of complaints by victims and the discontinuance of cases represents some kind of failure on the part of the agencies involved and that this would be remedied if the police arrested and prosecuted wherever possible. Implicit in this approach is the assumption that the criminal justice system as it presently operates is capable of responding effectively to the needs of victims of domestic violence. This thesis throws some doubt on the validity of these assumptions.

Lone-parent families were in the news in 1993 as never before. The Child Support Agency, and the question of lone-parent families' entitlement to state support were the feature of many news reports. This study examines this media coverage and, using concepts from agenda-setting and issue definition literature, examines the roles that political actors have played in the construction of these media reports. A content analysis of a complete sample of 77ie Times and 7he Sunday Times comprises the primary analytical method, with a policy process framework organising the analysis. It has been found that government ministers played the greatest part in setting the media agendas for these and other issues. It seems that other actors can be successful in shaping coverage, however, if they make use of certain tactics, particularly if they provide 'ready-packaged' stories to journalists that combine a human interest element (involving 'real' people) with a political slant. By mobilising on a mass level absent fathers were able to provide such stories and were thus able to take control of press coverage of the Child Support Agency. The lone parents' groups Gingerbread and the National Council for One Parent Families, on the other hand, found mobilisation and particularisation more difficult due to the social and economic situation of their client group - nine out of ten lone parents are women, and around eight out of ten claim income support benefits - and for this reason were less successful in shaping either coverage of the Child Support Agency, or of lone-parent families and their right to state support.

Ahmednagar District, in Bombay Presidency, was affected - along with much of South India - by a major drought in 1876-78, leading to famine relief by the Government of Bombay and considerable emigration and mortality. Recent literature, however, has suggested that famine is a complex, human and long-drawn-out process, rather than a sudden, natural phenomenon. This thesis seeks to identify that process among poor peasants in Ahmednagar between 1870 and 1884. It does so by examining their factors of production - land, capital and, to a lesser extent, labour - as well as markets in credit and the cheap foodgrains they produced, in order to locate both their chronic food insecurity and forces increasing their vulnerability over time. In this context, emphasis is given to the relationship of the British colonial state to the peasantry. The agrarian policies and agendas of the Government of Bombay are explored with regard to peasant vulnerability. It is argued that it failed to invest in production and infrastructure, while forcing peasants into competitive markets in which they were ill-equipped to compete. Despite a laissez-faire philosophy, it intervened to first promote, then penalise, usurious moneylenders, reducing the availability of credit. It also taxed peasants directly through the inflexible ryotwari land revenue system. In the crisis, peasants were not treated as famine victims and discouraged from accepting relief. The state can therefore be said to have contributed to the process of famine. It is argued that the propriety of colonial famine policies - and especially of other policies in the agricultural sector that undermined peasant food security - was widely discussed at different levels within the British state, from assistant collectors in Ahmednagar to secretaries of state in London. Attention is given to the way these debates were conducted and the process of policy-making analysed, concluding that the colonial hierarchy made it difficult for officers to be responsive to local problems.

It is the contention of this thesis that the activities of, and the influences on, the senior administrators based in the Castle and the Custom House in Dublin during the Great Irish Famine are an essential element to understanding the formulation and execution of Irish Famine relief policy. The principal aim of the study is to articulate the role played by these administrators in the formulation of relief policy. Emphasis is also given to the debates in the Cabinet over Irish relief policy and the influence of the administrators on those debates. The subject of the first chapter is the Science Commission. It examines in turn Peel's motivations for establishing the Science Commission, the chronology of events leading up to its establishment and the activities of the Commissioners both in England and Ireland. The second chapter concerns the Scarcity Commission established by Peel and Graham. It explores the motivations behind the selection of individual Commissioners and the relationships between the Commissioners. It also considers and contrasts the tasks that were officially assigned to the Commissioners and the limited use to which their conclusions were put by the Government. Chapters three and four deal with the Board of Works and in particular its influence on the formulation and administration of relief policy of Richard Griffith, Thomas Larcom, and Harry Jones. The activities of the Commissioners after the reconfiguration of the Board of Works by Act of Parliament in 1846 are examined and the fourth chapter seeks to establish in detail the political context surrounding-the decision to abandon relief by public employment as revealed in the Cabinet discussions at the time. The final chapter examines the actions of Edward Twisleton in Ireland during the Famine and his influence, or lack of it, on the formulation of relief policy. A detailed account is offered of the political context of the Poor Law Extension Act. Twisleton's relationships with both the Treasury and Clarendon, and the motives underlying his resignation in March 1849, are investigated.

The twentieth century has aptly been referred to the century of the refugee.1 In the twentieth century, refugees became an important international problem which seriously affected relations between states and refugee issues continue to play an important part in international relations in the twenty-first century. The refugee crisis created by the Nazis in the 1930s was without precedent and the British government was unsure how to respond. British refugee policy was still in a formative stage and was therefore susceptible to outside influences. This dissertation aims to explain the key factors that drove British refugee policy in the period March 1938 to July 1940, and to evaluate their relative significance over time. I divided the period of study into three phases (March-September 1938, October 1938 to August 1939, September 1939 to July 1940), in order to explore how a range of factors varied in importance in a political and international environment that was rapidly changing. In considering how to respond to the refugee crisis, the British government was hugely influenced by concerns over its relations with other countries, especially Germany. There is little doubt that, during the entire period of this study, the primary influence on the formation and implementation of British refugee policy was the international situation. However, foreign policy did not by itself dictate the precise form taken by British refugee policy. The response of the British government was modulated by economic concerns, domestic political factors, humanitarianism, and by the habits, traditions and assumptions of British political culture. Some factors, like anti-Semitism became less important during the period of this study, while others like humanitarianism increased in importance.

This thesis considers the career of Lord Palmerston during the important, but hitherto rather neglected, period of his political career immediately preceding his accession to the premiership in 1855, in a broader context than has previously been attempted. By combining a high political, that is governmental, approach to the question with what might be termed a low one - essentially all non-governmental factors - the reasons for Palmerston's supposed political invincibility, or at least longevity, can be more clearly understood. Such a focus simultaneously reveals a great deal about the nature and working of the Victorian constitution and the political influence of parts of the population traditionally regarded as falling beyond its pale. Through an examination of political manoeuvring in government, making extensive use of private papers, this thesis demonstrates the extent and ways in which Palmerston was able to exercise an influence over and manipulate his Cabinet colleagues, thereby securing their approbation for his foreign policy at a time when there were great pressures from the Crown and Parliament to remove him. The analysis is followed though to the history of the Aberdeen Coalition (1852-55) to explain why Palmerston came to be allied with many of his former adversaries in the first place and secondly how he managed, from his official post at the Home Office, to continue to wield great influence over the conduct of foreign policy - a question of special importance given that it was this government which was faced with the problem of managing the Crimean War. It is clear, however, that personal and party political relationships are incomplete means by which to explain Palmerston's career and elucidate the general theme of the politics of foreign policy. Palmerston's political strength rested to a large extent on the rather nebulous perception that he was 'popular', carrying with him the support of the country and embodying the mood of the nation. Public opinion, generally conceived, had a profound and complicated impact on politics during this period, particularly on Palmerston, yet this is an aspect of Palmerston's political life rarely examined by historians. It is in this thesis' attempts to underpin an account of political life at the centre with an analysis of political forces and influences beyond that a great deal of the work's originality is to be found. Examination of the role of the press, various forms of extra-parliamentary opposition (and support) across all social classes, and parliamentary opposition, including not only on what grounds were attacks made but why and with what effect, add a unique contribution to our understanding of Palmerstonianism and demonstrate the success and considerable good fortune Palmerston enjoyed in manipulating political life to his own ends.

This thesis is an attempt to understand the role of nuclear weapons in Britain's defence and foreign policies. It works from the assumption that decisions in relation to nuclear weapons, can only be understood in the context of a broader overview of the British state's policies since the 1940's. In turn Britain's nuclear policies have made a decisive impact on defence policy as a whole and have had an important effect on international developments. It is hoped that this thesis will contribute to a better-understanding of the causes and effects of the nuclear weapons policies adopted by the UK since the 19401s. The thesis will focus on the politics and political economy of nuclear weapons and British defence policy. This central concern has required that a number of other important aspects of the subject have been given only peripheral consideration. The thesis does not attempt to provide a detailed technological history of Britain's nuclear force. Nor is it intended to provide particular new insights on the nuclear decisionmaking process. Rather it seeks to explore the underlying factors which have shaped both the technology and the perceptions of decision-makers. There is no shortage of historical accounts of Britain's nuclear force. The unique contribution which it is hoped that this thesis makes, however, does not lie so much in its subject matter as in the way that this subject matter is approached. In this paper, the author analyzes the organization of fl ood risk insurance, the risk which signifi cantly deteriorates due to climate change in Germany, the United Kingdom and Serbia. Th e author used selected studies and works, national legislation, insurance conditions and materials of specialized organizations. Climate change signifi cantly aff ects the frequency and severity of the harmful consequences of fl ood risks, which, due to their catastrophic consequences and territorial exposure, require more effi cient prevention measures and the design of their insurance. Floods are increasingly occurring as a result of heavy rainfall and high winds that simultaneously enhance their harmful potential. Th erefore, insurers cannot ignore the impact of climate change on the conditions for taking risks, determining the insurance premium, excesses and all other aspects related to these risks. From the point of view of risk assessment and selection techniques, the principle of fl ood insurability will certainly be applied in the future. Th erefore, refraining insurers from insuring those risks where the recurrence of fl oods is more frequent than a certain number of years (fi ve or ten years), based on the historical development of claims or classifi cation of zones into the danger class with increased frequency, will certainly pose a problem for policyholders. In Germany, fl ood risk cover is provided similarly to a number of Serbian insurers, ie. as an additional risk to basic property risks. However, the German insurance practice provides an opportunity to insure a number of other natural risks as a supplementary risk in the form of a natural risk package. It should be pointed out that there are also insurers in Serbia, whose policy terms regarding the cover scope more or less coincide with the insurance of named risks in Great Britain. Th ese are insurance conditions that represent an extension of the so-called traditional insurance of named fi re risks, which certainly represents a good step in the direction of modernizing the household insurance conditions in Serbia.

В статье рассматриваются особенности развития Либеральной партии Великобритании в XIX в. В своем развитии она преодолела несколько этапов, каждый из которых обнаруживал тесную связь с общеисторическими изменениями в Великобритании. В работе утверждается, что способность правящей элиты страны вовремя перейти к политике либеральных преобразований позволила ей преодолеть серьезный социально-политический кризис и спасти Великобританию от революции. Особое внимание уделено исследованию влияния парламентской реформы 1832 г. на формирование структуры партии. Заслугой либералов было то, что они сумели адаптировать плавным, эволюционно-реформистским путем, не затрагивая самих основ общественного порядка, государственно-правовые институты Великобритании к новым историческим условиям, возникшим в результате промышленного переворота. Используя гибкие компромиссные методы управления и проведения социальной политики в отношениях как с землевладельческой аристократией, так и со средними и низшими слоями британского общества, либералы смогли поддерживать достаточно высокую стабильность общества, сглаживать социальные конфликты, столь частые в других странах Западной Европы XIX в. Автор подчеркивает, что к концу XIX в. британским либералам удалось создать массовую политическую партию современного типа. The article examines the features of the development of the Liberal Party of Great Britain in the XIXth century. In its development, the Liberal Party was going through several stages, each of which revealed a close connection with general historical changes in Great Britain. The paper argues that the ability of the country's ruling elite to switch to a policy of liberal transformations in time allowed it to overcome a serious socio-political crisis and save Great Britain from revolution. Particular attention is paid to the study of the influence of the parliamentary reform of 1832 on the formation of the party structure. The merit of the liberals was that they were able to adapt in a smooth, evolutionary-reformist way, without affecting the very foundations of public order, the state-legal institutions of Great Britain to the new historical conditions that arose as a result of the industrial revolution. Using flexible compromise methods of management and social policy in relations both with the landowning aristocracy and with the middle and lower strata of the British society, the liberals managed to maintain a fairly high stability of society, smooth out social conflicts that are so frequent in other countries of Western Europe of the XIXth century. The author emphasizes that by the end of the XIXth century, the British liberals managed to create a mass political party of the modern type.

The word eugenics was coined in 1883 by the English scientist Francis Galton, who took the word from a Greek root meaning “good in birth” or “noble in heredity”. Eugenics aimed to assist states in implementing negative or positive policies which would improve the quality of the national breed. The intensive applications of eugenic policies coincide between two World Wars. İn the decades between 1905 and 1945, eugenics politics implemented in more than thirty countries. The method of this study is based on a literature survey on the sources of the eugenic subject. The sources of the data are documents such as books, articles, journals, theses, projects, research reports about the politics and legal regulations of the countries on the family, population, sport, health and body. This study comparatively examines eugenic policy-making in Turkey and in Western countries: Britain, United States, France, Germany (1905-1945). This study aims to discuss the relation of eugenic politics in countries with nation building process, ethnic nationalism, and racism. This is a basic claim that the eugenic practices in Turkey contain more positive measures and that there is no racial-ethnic content of eugenics in Turkey.

The article studies the most crucial period in the history of the Kingdom of Saudi Arabia (KSA) – the emergence of the third Saudi state. This event was one of the immediate results of World War I since the winners – Great Britain and France – redrawn the Middle East map after the Ottoman Empire's dissolution. Its founder, Abdel-Aziz ibn Saud, played a vital role in creating the Saudi state. His personal leadership and diplomatic qualities influenced the success of restoring the Saudi state in the Arabian Peninsula. Nevertheless, the great powers were the main actors in this event and used it to create a political balance in the Middle East and gain their goals and interests in the region. Despite their prominent role in this process, they failed to obtain any significant benefits since the emergence of the Saudi state, and the policy of King Abdel-Aziz opened the door for the infiltration of American oil companies into the Middle East. Competing with British companies, they succeeded and eventually strengthened the political and economic influence of the USA in the Arab world.

Статья посвящена анализу становления английского военно-морского флота в «долгом XVII веке». В конце правления династии Тюдоров английский флот был слабым. К началу углубляв-шихся англо-голландских противоречий администрация Карла I развернула широкомасштабное строительство современного флота. Обратной стороной этого процесса стало недовольство сосло-вий налоговой политикой короны. Обновленный флот проявил себя в Первой англо-голландской войне. В эпоху Реставрации флот стал основой английского могущества. К началу XVIII в. Вели-кобритания становится великой морской державой. The article is devoted to the analysis of the formation of the English navy in the “long XVIIth century”. At the end of the Tudor dynasty, the English navy was weak. By the beginning of the deepening Anglo-Dutch contradictions, the administration of Charles I launched a large-scale construction of a modern fleet. The reverse side of this process was the dissatisfaction of the estates with the tax policy of the Crown. The updated navy proved itself in the First Anglo-Dutch War. During the Restoration, the navy became the foundation of the English power. By the beginning of the XVIIIth century Great Britain is becoming a great maritime power.

The Vx4.3A gas turbine family has already been well received by the market. Nevertheless the market drives technology towards both increased turbine inlet temperatures and reduced emissions. The HR3 burner was originally developed for the V4.2 and Vx4.3 fleet featuring silo combustors in order to mitigate the risk of flashback and to improve the NOx- emissions (Prade, Streb, 1996). Due to its favourable performance characteristics in the Vx4.3 family the advanced HR3 burner was adapted to the Vx4.3A series with annular combustor. The paper reports upon the design, testing and field evaluation steps which were necessary to implement the burner for the 50 and 60 cycle gas turbines. With CFD calculations the flow field and the mixing of natural gas and combustion air have been optimised. A number of tests in the Siemens test facilities confirmed these predictions. The atmospheric 3 burner segment combustion test rig allows to test flame interaction, stability and exhaust gas emission simultaneously. In the Siemens Berlin Test Facility which provides a platform for full scale gas turbine testing 24 HR3-burners were implemented into a V84.3A gas turbine with a base load power output of 184 MW at ISO conditions for prototype testing before introducing this new burner generation into the bigger 50 cycle family V94.3A. Implementation of 24 scaled HR3 burners were installed in the V94.3A of Cottam Development Centre (Great Britain) and demonstrated an excellent performance. The gas turbine reached an ISO base load output of 265 MW with NOx emissions well below 25 ppmvd. Due to the very promising test results in Berlin and Cottam, this burner modification, which can be retrofitted to all VX4.3A gas turbines, was implemented nearly fleet wide.

European Council Directive 85/337/EEC, as amended by Council Directive 97/11/EC, sets out a framework for the assessment of the effects of certain public and private projects on the environment. It is known as the Environmental Impact Assessment (EIA) Directive. The Directive is implemented in Great Britain (GB) for the dismantling or decommissioning of nuclear power stations and other nuclear reactor by the Nuclear Reactors (Environmental Impact Assessment for Decommissioning) Regulations 1999 (EIADR99). The Health and Safety Executive (HSE) is the competent authority for EIADR99 in GB, and has carried out public consultations on environmental statements that accompanied applications for consent to carry out decommissioning projects at two nuclear power stations in GB. HSE understands that these applications for consent are some of the first under the revised EIA Directive. HSE has developed a strategy for managing applications for consents under EIADR99. This strategy covers two main areas. The first area is public involvement, including identifying a large number of organisations in addition to the consultation bodies identified in the Regulations, providing information through the internet, and making responses to the consultation process publicly available. The second area is interfaces with legislation and Government policy, including town and country planning legislation, related health, safety and environment legislation, and decommissioning timetables. Experiences of implementing the strategy to deal with the environmental statements are described.

This study investigates the volatility connectedness between the Irish and Great Britain electricity markets and how it is driven by changes in energy policy, institutional structures and political ideologies. We assess various aspects of volatility connectedness between 2009 and 2018. Among other implications, our results suggest that supporting renewable generation by setting an appropriate carbon price in interconnected wholesale electricity markets will improve market integration.

For the first time, one of the popular children’s magazines of the Western Ukrainian Diaspora “Young Friends” became the subject of research. Founded in March 1955, it ceased to exist in 1984. There is no complete filing of this newspaper in any book collection of Ukraine, it has not been digitized yet, the editorial office did not have a site. For this reason, the author conducted a study of this journal in the library-archive of the Union of Ukrainians in Great Britain (UUB) in London. The peculiarities of journal formation and the specifics of the editorial policy are clarified. The experience of publishing a Ukrainian children’s magazine abroad for a long time (in color and on chalk paper) without any financial support from the state, but only by public money, is quite instructive for the current situation in Ukraine when children’s periodicals have almost disappeared from the national information space due to indifferent contemplation of the state.

The effects of market and policy reforms on poverty and inequality in Latin America have been of considerable concern. The region continues to have relatively great income inequalities. Two different societies with the same income distribution may have different levels of social welfare because they have different degrees of social mobility. To date little attention has been paid to measuring social mobility in the region. Schooling is thought to be a major mechanism through which intergenerational social mobility is affected. This paper explores the strength of the association of family background with child schooling and whether the strength of this association is related to some major macro and aggregate school policy variables.

One of the leading Western Ukrainian diaspora journals – London «Liberation Way», founded in January 1949, has become the subject of the study for the first time in journalism. Archival documents and materials of the Ukrainian Publishing Union in London and the British National Library (British Library) were also observed. The peculiarities of the magazine’s formation and the specifics of the editorial policy, founders and publishers are clarified. A group of OUN members who survived Hitler’s concentration camps and ended up in Great Britain after the end of World War II initiated the foundation of the magazine. Until April 1951, including issue 42, the Board of Foreign Parts of the Organization of Ukrainian Nationalists were the publishers of the magazine. From 1951 to the beginning of 2000 it was a socio-political monthly of the Ukrainian Publishing Union. From the mid-60’s of the twentieth century – a socio-political and scientific-literary monthly. In analyzing the programmatic principles of the magazine, the most acute issues of the Ukrainian national liberation movement, which have long separated the forces of Ukrainian emigration and from which the founders and publishers of the magazine from the beginning had clearly defined positions, namely: ideology of Ukrainian nationalism, the idea of ​​unity of Ukraine and Ukrainians, internal inter-party struggle among Ukrainian emigrants have been singled out. The review and systematization of the thematic palette of the magazine’s publications makes it possible to distinguish the following main semantic accents: the formation of the nationalist movement in exile; historical Ukrainian themes; the situation in sub-Soviet Ukraine; the problem of the unity of Ukrainians in the Western diaspora; mission and tasks of Ukrainian emigration in the context of its responsibilities to the Motherland. It also particularizes the peculiarities of the formation of the author’s assets of the magazine and its place in the history of Ukrainian national journalism.

In this 2021 Nulungu Reconciliation lecture, Dr Robert Isaacs AM OAM will explore the meaning of reconciliation and the lessons of his personal journey in two worlds. As part of the Stolen Generation, and born at the dawn of the formal Aboriginal Rights Movement, this lecture outlines the changing social attitudes through the eyes of the lived experience and the evolving national policy framework that has sought to manage, then heal, the wounds that divided a nation. Aspirations of self-determination, assimilation and reconciliation are investigated to unpack the intent versus the outcome, and why the deep challenges not only still exist, but in some locations the divide is growing. The Kimberley is an Aboriginal rights location of global relevance with Noonkanbah at the beating heart. The Kimberley now has 93 percent of the land determined through Native Title yet the Kimberley is home to extreme disadvantage, abuse and hopelessness. Our government agencies are working “nine-to-five” but our youth, by their own declaration, are committing suicide out of official government hours. The theme of the Kimberley underpins this lecture. This is the journey of a man that was of two worlds but now walks with the story of five - the child of the Bibilmum Noongar language group and the boy that was stolen. The man that became a policy leader and the father of a Yawuru-Bibilmum-Noongar family and the proud great-grandson that finally saw the recognition of the courageous act of saving fifty shipwrecked survivors in 1876.

Faced with environmental degradation and strong land pressure, farmers in south-central Niger have intensified their agricultural production systems. Since the 1980s, farmers in the regions of Zinder, Maradi and Tahoua have increased the number of trees and shrubs on their fields, creating new agroforestry parklands over about 5 million hectares. This regreening is not based on tree planting, however, but on farmers protecting and managing natural regeneration of woody species on their crop lands. This has been well documented over the years, but until now, there has not been a thorough review of all of the published peer-referenced as well as grey literature. This report presents the first comprehensive state of knowledge of farmer managed natural regeneration (FMNR) in Niger. Studies show the scale and dynamics of FMNR as well as its multiple impacts. It has increased crop yields (+31 kg/ha to +350 kg/ha), and that supports family food security even in drought years. FMNR has increased the income of all social categories, even the most vulnerable women, men and youth, through the sale of fuelwood and service wood. The pruning of trees in fields has also reduced the distances travelled by women to collect fuelwood. FMNR increased the availability of fodder from trees to farmers and agropastoralists, with households practising FMNR harvesting 30-45 kg of fodder per day. Economists have not calculated all the multiple impacts in monetary terms, but studies on the costs and benefits all indicate that it is economically rational for farmers to invest their labour in FMNR. The costs are modest (no equipment and little labour), and the benefits are substantial, also helping smallholder farmers adapt to climate change, while sequestering millions of tonnes carbon. As a consequence of FMNR, tree cover has been sustained without external incentives (e.g. food or cash-for-work), an outcome that distinguishes this farmer-driven practice from large-scale tree planting projects where farmers’ stewardship ended when the external incentives ended. Agroforestry landscapes are thus being created at scale due to decisions made by hundreds of thousands of individual farmers. It is hoped that information in this report that shows the clear benefits of FMNR in Niger will encourage policy makers in Africa’s drylands to invest in the promotion of FMNR. This foundational practice must form the backbone of landscape wide initiatives if the ambitious targets of the Great Green Wall, AFR100 and similar ambitious restoration initiatives are to be achieved. FMNR is a low cost sustainable land use management practice with a considerable potential for scaling, which can and must be adopted and scaled immediately.
