The paper elaborates on the evolution of agricultural extension service development in Bosnia and Hercegovina in the period before and after the 90-ties. In order to make a review of agricultural extension in characteristic periods, historical method of data analysis sourced secondary in combination with analysis and synthesis method. The review was conducted according to a standardized template to nine criteria stating both their advantages and disadvantages. Review of the current state of agricultural extension services by entities has been based on analysis of data from primary and secondary sources and personal observations by author. Results of the research show that the Agricultural Extension Service in Bosnia and Herzegovina has gone through three stages and three different models of extension service development: Technology Transfer Model, The Farm Management Model and The Rural Extension Model. Taking into consideration the problems and weaknesses that were identified some recommendations were made to improve the Bosnia and Herzegovina Agricultural Extension Service performance.

Improving farm productivity either through introduction of modern technologies or by increasing agricultural extension services is vital. Agricultural extension is the primary mechanism that increases agricultural production. Therefore, reviewing the role of agricultural extension on increasing farm productivity has been interesting issue. Cognizant of this fact, reviewing the role of agricultural extension in increasing farm productivity is an important issue for policy makers in order to improve productivity. Consequently, this seminar was aimed to provide information on the role of agricultural extension in increasing farm productivity and to review agricultural extension constraints in Ethiopia. The review shows that agricultural extension service had positive and significant role on increasing farm productivity by increasing the farmer’s knowhow on agronomic practices such as pest and disease control and adoption of improved seed varieties as well as soil and water conservation technologies. On the other hand, the review reveals that weak interaction; low participation, lack of technical skills, missed use of services, the weak link of research extension, a lack of incentives, and a lack of suitable adaptation to technologies constrain the extension system across the country. Thus, based on the review the following recommendations are forwarded. Extension services should be increase to farmers by the government agents especially by district agriculture development unit, and NGO’s to assist farmers to have easy access to extension so as to increase farm productivity. In addition, to increase the current working conditions of extension agents, including transportation, housing, and proper budget allocation, the government should adopt a very responsible and practical approach.

The Ethiopian poultry population (chicken) is projected to be around 56.06 million, with indigenous, hybrid, and foreign breeds accounting for 88.19 percent, 6.45 percent, and 5.36 percent of the total poultry, respectively. Ethiopian poultry farming methods are typically low-productivity subsistence systems. This paper will now collect data on chicken kinds used for meat and egg production, as well as their use, difficulties, and potential in Ethiopian poultry productivity. It also discusses Ethiopian poultry production methods, their contributions, and challenges such as feed shortages, predators, disease, veterinary service, health management, marketing, genetic quality (breed), and Extension service issues. However, information covers both the past and the present; production options include training and extension services, veterinary services, market access, financial services, and the requirement for limited space and inputs. As a result, certain actions must be taken immediately to alleviate these limits and boost the poultry’s production potential.

This is followed by an evaluation of the impact of these technologies on extension service delivery, focusing on their reach, speed, cost-effectiveness, and resource utilization, and how they compare to traditional extension methods. The paper provides empirical insights through case studies and real-world examples, including successful implementations like Kenya's M-Kilimo service and more challenging projects like Nigeria's AgroMobile, offering a nuanced understanding of the factors influencing success and failure. A comparative analysis is conducted to contextualize the use of mobile technology in agricultural extension services globally, considering different socio-economic and technological environments. The study concludes by exploring emerging trends and future innovations in mobile technology, such as artificial intelligence (AI) and the Internet of Things (IoT), and proposes strategic recommendations for enhancing its application in extension services. Diverse agricultural extension services and approaches have been pursued in east Africa with varying degrees of success. The paper explores the extent to which agriculture extension services provided by both public and private sector have been translated into meaningful social and economic development of farmers. Several dynamics in the pursuit of extension programmes include shortage of extension staff and poor working facilities, leading to inadequate capacity of unbalanced technologies and low participation of private sector were noticed. The paper outlines a number of recommendations including but not limited to strongly involve stakeholders in technology development and transfer. This will assist farmers identify their felt needs rather than the needs being determined by extension service providers.

A detail study on the experience of agricultural extension in Nepal was done by discussion with experts, academicians and involved agricultural officers of Nepal along with review of different documents, books and articles on the subject matter. Since from the first effort of extension service, Training and visit, Integrated Rural Development Approach, Tuki Approach, Farming System Research and Extension Approach, Block Production Program were the approaches used in the past. Conventional Educational Approach, Pocket Package Approach, Projectization Approach, Farmers Group Approach, Farmers Field School Approach, Partnership Approach are the approaches being followed presently in agricultural extension in Nepal. The extension efforts in the country are guided by the National Agricultural Extension Strategy. Department of agriculture under ministry of agricultural development is responsible for providing public extension service via District Agriculture Development Office (DADO), Agriculture Service Centre, Contact Centre, Model Agriculture Service Centre and Community Agriculture Service Centre at the farmers level. Farmers Group and cooperatives, International and National Nongovernmental organizations, Community Based Organizations and few private entities are providing the private extension services. major issues found in public extension systems are lack of motivation among the rural youths, farmers; natural resource degradation and climate change and sustainability issues; inadequate number of the extension workers and their qualification and skills; inadequate infrastructure and capacity for use of ICTs among the ground level extension workers; lack of monitoring and assessment of impact of extension activities in rural farmers; low level of need based extension coverage particularly for small farmers; ineffective and weak linkages between stakeholders at different levels; low level of education of farmers; insufficient budget and investment for extension activities; domination of supply driven approaches rather than demand driven; inadequate extension services in parts of value addition and market exposure.

The authors investigate the conceptualization and measurement of service quality and the relationships between service quality, consumer satisfaction, and purchase intentions. A literature review suggests that the current operationalization of service quality confounds satisfaction and attitude. Hence, the authors test (1) an alternative method of operationalizing perceived service quality and (2) the significance of the relationships between service quality, consumer satisfaction, and purchase intentions. The results suggest that (1) a performance-based measure of service quality may be an improved means of measuring the service quality construct, (2) service quality is an antecedent of consumer satisfaction, (3) consumer satisfaction has a significant effect on purchase intentions, and (4) service quality has less effect on purchase intentions than does consumer satisfaction. Implications for managers and future research are discussed.

AbstractOn the Road to Net Zero, products must not only become CO2-neutral in the consumption phase, but the environmental impact needs to be mitigated from the extraction of the raw materials to their end-of-life disposal. The consideration of the entire life cycle—cradle to cradle—as well as rising consumer demand for sustainable products—requires a new paradigm in product design: Design for circularity. Circular design focuses on developing design strategies that enable circularity, such as material selection, design for disassembly, product lifetime extension strategies, and the design of closed-loop systems. Thus, the first section after the introduction of this chapter (Sect. 5.2) provides an overview of the research field of design for circularity. After reviewing the concept of the circular economy (CE), different frameworks for operationalizing the CE are outlined. Based on this review and discussion, we derive three implications for circular design: a change in product design, a change in service design, and a change in user behavior. Finally, we address the implementation challenges that manufacturing companies face when transitioning to a CE. In the subsequent expert discussion (Sect. 5.3) between Oliver Zipse and Prof.-Ing. Sandro Wartzack, these issues are reflected upon from a practitioner’s perspective. In the final section of this chapter (Sect. 5.4), future avenues of research are presented, and the challenges and opportunities of circular design strategies are discussed.

AbstractDigital Marketing has offered additional existence to Telemedicine Services as well as health care services by improving their visibility in the virtual frame. Digital Marketing has offered unbelievable opportunities in the present decade. The concept of e-health service, e-patient, e-health, e-healthcare providers are more than familiar to individuals. In the matter-of-fact telemedicine has enhanced substantially, reaching over a percentage of 30% comparing the conventional medicine. The need to use telemedicine in times of pandemics, natural disasters, earthquakes and even war is also deemed imperative. For instance, during the period of the COVID-19 pandemic, the health system has changed radically as result of digitization processes and produced not only innovative products, but also new service practices and business models, replacing conventional structures. The quality of digital services and the customers’ satisfaction, e-patience’s, in our case, are the most principal parameters for digital marketing. Also, important elements for digital marketing are the willingness of customers to recommend telemedicine services to family, relatives, friends, colleagues, on social media, the addition for future use of the services, etc. The factors included in this research were the result of an extensive review of the international literature. This process resulted in a conceptual framework consisting of 9 factors (e.g. Perceived innovation (Compatibility), Willingness to recommend (Advocacy), Perceived Credibility, Perceived Risk, Use Intention, Risk Acceptance, Information Sharing, Perceived Risk, Perceived Usefulness). Tο test the research hypotheses, a survey was conducted on 412 participants. The results confirmed the proposed model. Digital marketers can use the above model to design and organize digital healthcare services for the benefit of the e-patient.

AbstractThis study focuses on how virtual reality applications might evoke nostalgic sensations in travellers during cultural heritage tourism. While extensive research on the tourism experience has revealed different extrinsic and intrinsic dynamics that affect the tourist experience, this research aims to explore what feeling of back in time VR users experience in an archaeological destination. The gap in visitor experience employing VR research still persists, despite the rising adoption rate of immersive technology, such as virtual reality. In this study, a qualitative method has been applied to analyse online reviews of VR users who visited the Olympia Archaeological Site in Greece and used the ‘Back in Time Olympia’ VR application. The findings drawn from the results show that nostalgia, presence, engagement by learning, and service experience are essential determinants of tourist VR experiences in such cultural heritage destinations.

AbstractThis chapter explores how different actors, who drive an urgently needed economic systems change, can become part of a more coherent transformation system by focusing on a unifying future narrative: creating economiesin service to life. The understanding of what gives life to systems is an overarching guiding force of the manifold transformative efforts that already exist. Based on an extensive literature review of new economic approaches, the chapter introduces a combination of guiding principles for new economies that would safeguard planetary and human integrity, while allowing for different interpretations and manifestations. It shows that for most principles, implementation strategies already exist. However, the so urgent systems transformations require combined efforts and an approach of collective stewardship by multiple actors, across societal sectors, cultures and institutions. The chapter elaborates how the adoption of a systems aliveness approach informs collective stewardship. The conscious choice of a constellation of strategic drivers, if applied together, increases the leverage of transformative efforts. The chapter concludes with deliberations on how to use the guiding principles and strategic drivers as an entry point for creating pathways towards regenerative civilizations, in which planetary life-support systems are as much valued as the dignity of people.

Risers are a critical element in subsea production systems for transporting hydrocarbons from the seafloor to the surface. Many subsea production risers are approaching the end of their original design life (e.g. 20 or 25 years); therefore, they need to be either decommissioned or entered into in a life extension process. Due to enhanced recovery and tiebacks from adjacent fields, more and more existing fields are continuing to produce. As a result, the life extension of those offshore assets including production risers has become a viable solution. For a riser’s life extension application, the process generally includes three phases: investigation, determination, and implementation. Baseline surveys and data collection should be performed during the investigation phase. A riser’s life extension requires a life extension assessment created from collected riser characteristic data, condition data, and operating data to confirm the riser’s integrity and its capacity for extended operations under future operating conditions. The life extension assessment may confirm that the riser is fit-for-service in its present condition for the planned extended service life, or call for a plan with repairs, component replacements, additional inspections, additional monitoring, or a combination of these. An application for riser life extension is usually required to be submitted to the local Authority (if applicable) for approval. Owners and operators generally require the review of the riser life extension by an independent third party (I3P). The earlier the I3P/CVA engages in the process, the better the readiness of the life extension application. Currently, industry experience on production riser life extension is limited, and safety of aging production risers is a major focus of the industry. This paper addresses the technical recommendations and guidance from a Class perspective on life extension for subsea production risers attached to floating production installations that produce and/or store hydrocarbons. The same process and methodology are also applicable to injection risers and import/export risers. The technological challenges associated with riser life extensions are highlighted. Special cases of the riser life extension in Gulf of Mexico (GoM) and risers managed in an integrity management program are also demonstrated.

A number of studies have focused on the use of e-libraries, drawing numerous conclusions about the use and challenges facing e-libraries. This article therefore presents a review of the literature on the use of e-libraries in universities with a particular interest in Nigerian institutions. The article examines the concepts and the antecedents of electronic libraries. The review shows that a number of approaches have been used to assess the use of e-libraries, and that computer self-efficacy has an impact on the performance while technological innovation, by extension, enhances the satisfactory use of electronic library systems. In addition, the review underscores the fact that there are few studies that pay attention to the satisfactory usage of electronic libraries in Nigerian universities. The article thus concludes by restating the important roles those e-libraries play in information service delivery. With the popularization of mobile devices and access to Internet, there has been an intense growth in ubiquitous learning products and studies. How does this effectively impact learners’ (not just students’) and teachers’ daily lives? This chapter presents a literature review on ubiquitous learning, highlighting the impacts of this paradigm on the educational practice, seeking to combine this paradigm with social learning theories. Finally, the authors describe the extension of a social learning service called Redu, whose development is guided by the flexibility of pedagogical models, self-regulated learning, and by supporting the context, allowing a ubiquitous learning experience.

Commercial and military aircraft gas turbine fan blades can suffer various types of damage in service, such as foreign object damage (FOD), high strain low cycle fatigue (LCF), wear and fretting fatigue. In addition, cracks initiated by one or more of these types of damage may propagate by a high cycle fatigue (HCF) mechanism. The component may therefore be life limited by the dominant failure mechanism. In this paper, a new, comprehensive scheme for economical refurbishment and qualification of service damaged titanium alloy fan blades is described, along with a critical review of the merits and demerits of existing repair schemes. The metallurgical and process variables to be considered in the repair of FOD, LCF life extension, wear and fretting fatigue life improvement are considered in detail with practical examples derived from experience. A complete qualification testing program including metallography, non-destructive inspection and mechanical property testing, for the refurbished component is outlined.

The Offshore Oil and Gas Industry has converted a large number of units from trading tankers and carriers into Floating Production, Storage and Offloading units (FPSOs). Several of these have been moored offshore Brazil during the last 15 years. Following the discovery of offshore pre-salt fields some years ago, demand for FPSOs has increased, and the forecasts for productive field lives have grown. The result of these developments is the need to extend the service lives of existing FPSOs. The main aim of this study is to investigate FPSO structural response to environmental conditions and functional loads, considering the actual available tools for numerical simulations and Rule requirements, which currently are basic requirements for design review for Classification. The procedure was developed from one selected FPSO converted from a trading Very Large Crude Carrier (VLCC) tanker approximately 15 years ago and includes investigation of the impact on hull behavior comparing the motion analyses of the production unit under environmental data and software capabilities available at the period of conversion and actual performance: variances in the environmental (sea scatter diagrams) datasets; updates to Classification requirements for defining offloading conditions, environmental loads, acceptance criteria and remaining fatigue life (RFL); and incorporating the most recent gauged thickness for primary structure. The selected FPSO was evaluated according to prescriptive Rule requirements and also using finite element analysis, taking into account the previous conditions of Classification approval as well as the actual requirements and available data. Structural analysis included one global model and some local refined models to address strength, buckling and fatigue capacity of the typical portions/connections of the hull. The comparisons performed from the results of these analyses are a crucial step toward understanding the structural capacity of the FPSO at the conversion stage, its performance during the last 15 years, and its remaining service life. Differences were tabulated and evaluated so that a more precise level of uncertainty could be achieved for predicting the estimated remaining service life, and consequently, a new and dedicated approach to investigate the existing FPSO fleet is being generated.

The review of the water regime used for the Units of Paks Nuclear Power Plant was carried out in 2005, after 18 – 23 years of operation. It was clearly concluded after processing the huge data base of the water regime, that there is nothing to prevent the life time extension of the Units. In 2006, a new water regime was developed that will be applied during the preparation for the life time extension and the extended service life as well. In connection with this work, recommendations were made for some modifications of the previously used water regime. Currently there is no uniform startup and shutdown water regime for WWER-440 Units. Therefore, special attention was paid to developing of a startup water regime, which will be applied for the outages as early as 2008. The summarised recommendations for water regime modification will be subject to international expert review in 2008, and the modifications judged to be implemented will be finalised after the review.

In today’s market place, a large percentage of oil refinery, petrochemical, and power generation plants throughout the world have been trying to reduce their operation cost by extending the service life of their critical machines, such as steam turbines, beyond the design life criteria. The key ingredient in plant life extension is Remaining Life Assessment Technology. This paper will outline the Remaining Life Assessment procedures, and review the various damage mechanisms such as creep, fatigue, creep-fatigue and various embrittlement mechanisms that can occur in these machines. Also highlighted will be the various testing methods for determining remaining life or life extension of components such as high precision STR (Stress Relaxation Test), which determines creep strength, and CDR (Constant Displacement Rate) Test, which evaluates fracture resistance. Other tests such as replication/microstructure analysis and toughness tests will also be reviewed for calculating the remaining life or life extension of the components. Use of the latest computer software will also be highlighted showing how creep-life, fatigue-life and creep/fatigue-life calculations can be performed. Also shown will be an actual life extension example of a hot gas expander performed in the field.

Abstract During the recent decades, the use of non-destructive tests has reached greater attention due to its high versatility and the possibility of extending the investigations on a great number of points. On the other side, the existence of a wide building stock realized in reinforced concrete, which is reaching the end of its service life, has increased the research on the assessment of their safety level. In this field, one of the most important parameters for r.c. structure is the concrete compressive strength, which “classically” is evaluated by means of compression tests on drilled cores. However, usually the extension of such procedure to a high number of points is quite difficult due to logistic and economic reasons. The use of non-destructive tests may overcome these limits, but still needs further investigations to improve the calibration process of the relationship between the acquired data and the compressive strength. The present paper deals with this issue and discusses the results of the investigations on r.c. buildings in Bari (Italy) which make use of both destructive and non-destructive tests. The data are analyzed by considering several test scenarios and by evaluating the variability of parameters related to the calibration process.

Abstract With many of the offshore platforms around the globe well past their design life, developing targeted and cost-effective approaches to reassess and manage the life extension of these facilities is critical for operators. Although standards such as API RP 2SIM and ISO 19901-9 provide an excellent framework for management of the structural integrity of individual platforms, operators that manage a significant number of facilities need to develop strategies for overseeing the life extension of a fleet of aging multidiscipline assets, with the objective of maximizing return while maintaining an acceptable level of risk. The paper presents a systematic risk matrix based approach to provide a predictive assessment of the residual lives of the offshore facilities using the available design and condition data, re-assessment results based on asset specific or grouped approaches, and existing inspection results and strategies. Weighting of the influence of each parameter, adapted for different asset classes to capture state-of-the-art approaches within each discipline or system, is used to predicted residual life. This method has the ability to handle sparse data and incorporate recent or planned modifications. The increased likelihood of failure with time due to damage or degradation, as well as other threats such as obsolesce, is captured through time dependent factors to provide an estimate of the residual life. The method used provides a flexible assessment of the health and residual life estimates for assets from a sub-system through to a full field perspective based on the existing risk tolerance and management strategies of the operator. This provides operators with a valuable tool to assist in optimizing the life cycle costs for the field. If the overall risk profile is not acceptable, then high level what-if analyses can be performed and incorporated into the risk model to review likelihood or consequence reducing measures as the facilities age. This may include additional assessments (e.g. platform specific ultimate strength or fitness-for-service assessments of major equipment), changes to fabric maintenance or risk based inspection plans, load reductions, upgrading of instrumentation and control systems, implementation of strengthening, modification or repair programs, or decommissioning. Advisian has successfully applied this approach for both offshore and onshore assets. Unlike most life extension programs which are typically limited to a single discipline, this method provides a flexible multidisciplinary approach with the ability to incorporate findings covering topside structures, pipelines, piping, rotating and static equipment, electrical and instrumentation for a whole of field assessment.

Korean applications of a piping failure database to some nuclear safety issues related to nuclear piping such as a domestic initiating event frequency for a probabilistic safety assessment (PSA), an enhanced in-service inspection (ISI) program, a new strategy for the ISI program, leak before break (LBB) screening criteria, a risk-informed ISI (RI-ISI) program, and aging management for a periodic safety review (PSR) and/or a life extension are introduced in this study. By using a piping rupture frequency and a piping damage frequency obtained from a piping failure database, a domestic initiating frequency for a PSA, an enhanced ISI program, and a new strategy for an ISI are established. Some safety issues such as the LBB screening criteria, ISI program, RI-ISI program, and the aging management of nuclear piping are reviewed based on the information and insights obtained from a case-by-case analysis of the piping failure events in the piping failure database.

Offshore oil and gas (O&G) production and process facilities (P&PFs) consist of concrete components and structures with steel reinforcement and pre-stressing tendons. They are vulnerable to deterioration due to chloride-induced damage from being exposed to the severe marine environment. The aforementioned deterioration creates significant challenges to the life extension analysis presently required for P&PFs located in the North Sea. Currently, maintenance work has been carried out via in-service inspection and condition monitoring to assure the structural integrity at a pre-specified level of P&PFs. In this context, the knowledge from existing models forms a basis for making quantitative predictions of the remaining service life of structures and components made of concrete. The service life of reinforced concrete structures in relation to reinforcement corrosion is usually modeled considering the initiation period and the corrosion propagation period. The formation of optimal proactive maintenance and repair strategies for corrosion-damaged reinforced concrete (RC) structures is highly dependent on the results of prediction models. The combination of both field (i.e. inspection) and laboratory data with numerical modeling helps the formulation of models for the prediction of the time to pre-defined limit states or to estimate the time for carrying out necessary maintenance and repair. This manuscript provides a review of the available methods for predicting the remaining service life of RC structures in relation to reinforcement corrosion. It also highlights suitable methods for predicting the remaining service life of offshore ageing concrete structures in a severe corrosive environment.

Results from an engineering investigation, including findings, root cause and corrective action of an ETF40B compressor incident, are presented in this paper. Vericor’s ETF40B is used to power US NAVY Landing Craft Air Cushion (LCAC) vehicles that have undergone the Service Life Extension Program (SLEP). This paper discusses the initial review of an engine incident, the results of the engineering investigation that led to identifying root cause and the successful validation testing providing fleet corrective action. This paper will present the history of the investigation, the metallurgical analysis findings, the results of finite element stress analysis and investigative testing performed on the vane. The paper will conclude with the testing conducted to verify the design solution and how the final field and production compressor changes were incorporated.

This rapid literature review explores how to maintain essential state functions and basic service delivery during escalating conflict situations. It draws on literature and ideas from various overlapping agendas including development and humanitarian nexus; development, humanitarian and peacebuilding nexus (the “triple nexus”); fragile states; state-building; conflict sensitivity; resilience; and conflict prevention and early warning. There has been an extensive exploration of these ideas over the past decades: as the international development agenda has increasingly focussed on the needs of fragile and conflict-affected contexts (FCAS); as violent conflicts have become more complex and protracted; as the global share of poverty has become increasingly concentrated in FCAS highlighting the need to combine humanitarian crisis strategies with longer-term development strategies; as threats emanating from FCAS increasingly affect countries beyond those states and regions e.g. through serious and organised crime (SOC) networks, migration, terrorism, etc; and as global trends like climate change and demographic shifts create new stresses, opportunities, and risks.

This paper seeks to shed some light on the different considerations for regulation and governance of ride-hailing platforms in emerging markets, highlighting their positive and negative externalities. Building on an extensive review of the literature and secondary sources, we outline Ride-hailing's identified and potential effects on users (providers and consumers), incumbents, and society. Based on the welfare impacts structure, we identify the significant challenges that regulators face in understanding, monitoring, evaluating, and regulating this type of transportation innovation. Finally, the paper proposes a framework for approaching such mobility innovations from governance and regulation perspectives. In a context of exponential growth in research and innovation in urban mobility in general and Ride-hailing, a rigorous review of the literature and a critical framework for understanding governance and regulation in such services in rapidly changing contexts is a timely contribution.

The purpose of this study was to understand the status quo of quality sample testing in the laboratory unit. A quantitative research method was used. An extensive laboratory documents (protocol, worksheets, laboratory analytical plan, standard operating procedures and manuals) review was performed and a networking approach to both management and lab staff at all levels was reviewed in order to identify all non-conformities occurred in the past three years. Results identified 36 number of results deviated from reference standards among different test performed, 400 number of samples lost, the number of laboratory personnel who were not sufficiently trained to take the task properly decreased from 16 in 2016 to 6 in 2018 after conducting training on laboratory quality management system, 36 controlled documents including sample management standard operating procedure, bench job aids were missing and 8 customer complains about the delay of results and quality laboratory of services have been identified.

Reliable and affordable non-parental childcare is intimately related to female participation and other outcomes in the labor market given the conflicting demand for women's time on both, work and care activities. In terms of policy, public provision and subsidy of childcare services lift some of the time constraints and contribute to help families in the transitions through the initial years of parenthood. Both enrollment and this in turn increases the probability for mothers to look for a job or to be employed. This paper summarizes the available evidence specifically discussing characteristics and impact of childcare policies and programs in the Latin American region. Almost all random assignment and quasi-experimental studies show consistent positive effects on the intensive or extensive margins of female labor supply. This document also provides a review of incipient evidence about factors that affect program take-up and demand for childcare services and other informal care arrangements.

As part of ANZSOG’s Executive Master of Public Administration (EMPA) program, five public servants from State and Commonwealth Government departments across NSW have created a Work Based Project on Leadership capabilities needed to support hybrid work in NSW Government. The agency sponsor for this project was the NSW Public Sector Commission. The NSW Government positions hybrid work as the preferred and expected model of work for many of its employees. Hybrid work is central to its employee value proposition. This research project explored what new approaches, skills, and resources leaders need in order to meet the challenges and opportunities of hybrid organisational models. The research adopted a mixed methods approach including gathering information from an extensive literature review that consisted of contemporary articles in human resource, business, and public service publications as well as recent media editorials on hybrid work and leadership capabilities. The research also involved qualitative data collection of interviews and focus groups, allowing for detailed insights about hybrid leadership experiences.

This review looks at approaches to promote birth registration among marginalised groups, in order to inform programming in Pakistan. It draws on a mixture of academic and grey literature, in particular reports by international development organizations. While there is extensive literature on rates of birth registration and the barriers to this, and consensus on approaches to promote registration, the review found less evidence of measures specifically aimed at marginalised groups. Gender issues are addressed to some extent, particularly in understanding barriers to registration, but the literature was largely disability-blind. The literature notes that birth registration is considered as a fundamental human right, allowing access to services such as healthcare and education; it is the basis for obtaining other identity documents, e.g. driving licenses and passports; it protects children, e.g. from child marriage; and it enables production of vital statistics to support government planning and resource allocation. Registration rates are generally lower than average for vulnerable children, e.g. from minority groups, migrants, refugees, children with disabilities. Discriminatory policies against minorities, restrictions on movement, lack of resources, and lack of trust in government are among the ‘additional’ barriers affecting the most marginalised. Women, especially unmarried women, also face greater challenges in getting births registered. General approaches to promoting birth registration include legal and policy reform, awareness-raising activities, capacity building of registration offices, integration of birth registration with health services/education/social safety nets, and the use of digital technology to increase efficiency and accessibility.

With the energy transition to alternative fuels like ethanol and hydrogen, the use of existing pipeline networks to transport these fuels would be the most economical. Pipeline tensile and fracture toughness material property characterization would be essential for fitness-for-service for alternate fuel transportation. Pipeline and Hazardous Materials Safety Administration (PHMSA) Gas Transmission 49 Code of Federal Regulations (CFR) Part 192 states that if there is missing or inadequate material documentation, an operator must "implement a program to test pipe samples to establish material properties". The Maximum Operating Pressure (MOP) and Maximum Allowable Operating Pressure (MAOP) should be established using the record evidence and integrity management, requiring material properties like grade, yield, and tensile strength. Incomplete or partial records are inadequate for establishing MOP or MAOP. The current research explores tools and technologies that can reliably assess the material properties of components of a steel pipeline from the inside of the pipeline without requiring extensive excavation. The material properties in consideration are yield strength, toughness, ductility, hardness, and fracture toughness. Additionally, chemical composition and distribution and morphology of phases and grain structure characterization would be beneficial. The long seam weld type characterization assists with pipeline integrity management. Characterization of mechanical properties, including grade, fracture behavior, and metallurgical properties, is invaluable in confirming MOP and MAOP. More importantly, material characterization allows operators to determine these pipelines' suitability for alternative fuel transportation. The research explores mainly two different ILI technologies, MFL and Eddy Current, that can be used for material property characterization. Five different ILI technology providers were contacted, and their ILI technology reviewed for material property determination. One robotic inspection technology for hardness measurement was also explored. The study reviews the technologies, provides performance measures and recommendations for future research work.

Digital financial services (DFS) have expanded rapidly over the last decade, particularly in sub-Saharan Africa. They have been accompanied by claims that they can alleviate poverty, empower women, help businesses grow, and improve macroeconomic outcomes and government effectiveness. As they have become more widespread, some controversy has arisen as governments have identified DFS revenues and profits as potential sources of tax revenue. Evidence-based policy in relation to taxing DFS requires an understanding of the enablers and barriers (preconditions) of DFS, as well as the impacts of DFS. This report aims to present insights from an Evidence Gap Map (EGM) on the enablers and barriers, and subsequent impacts, of DFS, including any research related to taxation. An EGM serves to clearly identify the gaps in the evidence base in a visually intuitive way, allowing researchers to address these gaps. This can help to shape future research agendas. Our EGM draws on elements from the systematic review methodology. We develop a transparent set of inclusion criteria and comprehensive search strategy to identify relevant studies, and assess the confidence we can place in their causal findings. An extensive search initially identified 389 studies, 205 of which met the inclusion criteria and were assessed based on criteria of cogency, transparency and credibility. We categorised 40 studies as high confidence, 97 as medium confidence, and 68 as low confidence. We find that the evidence base is still relatively thin, but growing rapidly. The high-confidence evidence base is dominated by quantitative approaches, especially experimental study designs. The geographical focus of many studies is East Africa. The dominant DFS intervention studied is mobile money. The majority of studies focus on DFS usage for payments and transfers; fewer studies focus on savings, very few on credit, and none on insurance. The strongest evidence base on enablers and barriers relates to how user attributes and industry structure affect DFS. Little is known about how policy and politics, including taxation, and macroeconomic and social factors, affect DFS. The evidence base on impacts is strongest at the individual and household level, and partly covers the business level. The impact of DFS on the macroeconomy, and the meso level of industry and government, is very limited. We find no high-confidence evidence on the role of taxation. We need more higher quality evidence on a variety of topics. This should particularly look at enablers, constraints and impacts, including the role of taxation, beyond the individual and household level. Research going forward should cover more geographic areas and a wider range of purposes DFS can serve (use cases), including savings, and particularly credit. More methodological variety should be encouraged – experiments can be useful, but are not the best method for all research questions.

In an effort to adopt emerging technologies in food security assessment through a codevelopment approach, the Government of Nepal’s Ministry of Agriculture and Livestock Development (MoALD) and the International Centre for Integrated Mountain Development’s (ICIMOD) SERVIR-HKH Initiative undertook a pilot study in Chitwan District in 2019 to jointly develop methods for satellite remote sensing and machine learning-based in-season crop assessment. MoALD experts and relevant stakeholders thoroughly reviewed the approach before the honourable minister approved it for formal use in the national-level assessment for 2020 and onwards. For wider adoption of the advanced data science methods established in the pilot study, we customised the technology by developing a digital suite of software, including GeoFairy (a mobile app to facilitate field data collection by field extension professionals at the district level) and RiceMapEngine (a simplified platform for machine learning-based crop classification to facilitate crop area map production by MoALD’s GIS Section). In the current federal governance structure of Nepal, high-quality crop maps and yield estimates will not only bridge information needs among the federal and subnational institutions but also provide a means for consistent cross-country crop status assessments and communication.

Maintenance of traffic (MOT) during construction periods is critical to the success of project delivery and the overall mission of transportation agencies. MOT plans may include full road closures and coordination of detours near construction areas. Various state DOTs have designed their own manuals for detour mapping and coordination. However, very limited information is provided to select optimal detour routes. Moreover, closures or detours should provide not only measurable consequences, such as vehicle operating costs and added travel time, but also various unforeseen qualitative impacts, such as business impacts and inconvenience to local communities. Since the qualitative aspects are not easily measurable they tend to be neglected in systematic evaluations and decision-making processes. In this study, the current practices obtained based on an extensive literature review, a nation-wide survey, as well as a series of interviews with INDOT and other state DOTs are leveraged to (1) identify a comprehensive set of Key Performance Indicators (KPIs) for detour route mapping, (2) understand how other state DOTs address the qualitative criteria, (3) identify how the involved risks during the planning, service time, and closure of the detour routes are managed, and (4) recommend process improvements for INDOT detour mapping guidelines. As demonstrated by two sample case studies, the proposed KPIs can be taken as a basis for developing a decision-support tool that enables decision-makers to consider both qualitative and quantitative aspects for optimal detour route mapping. In addition, the current INDOT detour policy can be updated based on the proposed process improvements.
