Support for export activities has been the focus of the Government of the Federal Republic of Germany for many years. Since the launch of the «three pillars system» in 1971, considerable experience has been accumulated in testing and implementing export support mechanisms. An important feature of the German export support system is the significant role, in addition to state institutions, of «intermediary organizations» – such as the AHK, GTAI, GIZ and others. In many ways, the success of German exports is due to the effective interaction of government agencies, private business and advisory / public associations. Germany’s systematic approach to implementing the policy of supporting export-oriented SMEs in priority export industry areas deserves special attention. The purpose of the article is to identify the strengths of the German export support system. The study of the accumulated foreign experience may be of interest for the further development of domestic exports, including in the context of the ongoing reform of the relevant institutions for supporting and facilitating export activities.

Export is crucial for economy. It influences the level of economic growth, balance of payment and social welfare among many others. Therefore, increase in exports often becomes one of the main objectives of governments. This raises the question of how to support export activity of the companies in order to ensure the expected increase in export. Approaches towards this problem differ significantly. The fact that this support is covered mainly from public funds raises the question of the justifiability and effectiveness of such assistance. The aim of this paper is to investigate whether to support export activity at all, and if so, how to do it effectively. To achieve the goal of the article the author analyzed both Polish and foreign literature, with special emphasis on the newest trade theories. The Author analyzes secondary data describing factors that determine export activity, describes the profile of a company becoming an exporter and investigates actual connection between the offered support and the increase in export activity.

Promotion of domestic companies interests abroad is the main task of economic diplomacy. Promotion of domestic goods and services in foreign markets ensures the coun- try's stable position in the world economy and economic stability within the state. Following economic boost, world trade and especially export growth may ensure not only country's economy growth, but also citizens welfare through mechanisms for reallocating funds. Value-added exports development in Russia has been brought to the rank of one of the key government goals. Russia has an export promotion institutions system. Some institu- tions have long history. Others have been created recently and based on foreign practices. The Russian government has developed the national project "International cooperation and export", it sets the goal to ensure export growth through effective interaction of existing institutions. The article reviews the foreign and domestic practices of export support through financial and non-financial instruments. They include market analysis tools, exhibition support, popu- larizing exports within the country, various export credit and insurance instruments pro- tecting the exporter from political risks in foreign markets. Author analyzes the legislative framework of key support measures and possible ways to improve efficiency by eliminating duplication in various institutions functions. It should provide a synergistic effect boosting their efficiency. The methodology of the study is based on a comprehensive analysis of the modern export promotion institutions system in Russia and abroad, a regulatory analysis of fundamental documents and a comparative analysis of export support measures. The extensive research subject has provided the usage of an interdisciplinary approach covering economic and po- litical research.

Despite the ongoing sanction regimes, the Russian Federation is seeking to enhance the competitiveness of tradable goods and, hence, expand the international trade, increase exports and provide legal support for export crediting as a guarantee for maintaining the active trade balance of the country. until now the regulatory framework for export crediting in the Russian Federation is not complete: certain provisions of the Russian and international law related to the area under study need harmonization. In this paper, the author examines the compliance of the terms of the OECD Arrangement on Officially Supported Export Credits with the regulatory framework governing export crediting in the Russian federation. The paper analyzes the Russian legislation, strategic planning documents and in-house documents of organizations that form the national export support system. The analysis revealed the lack of legislative consolidation of export development in the Russian Federation, with regulatory issues reflected in non-core documents. The problem solution lies in improving the regulatory framework for support of export crediting so as to reduce the country risk and enhance the national competitiveness.

Export is one of the difficult foreign economic problems of Russia. It has always been and remains a key issue of national development, and it is also an important source of currency for meeting the priority needs of the national economy. The state of export largely determines the process of Russia's integration into the world economy. The purpose of the study is to analyze information systems for supporting exports in the Russian Federation, as the main information component when making export decisions. The study considers the existing information systems for supporting exports in the Russian Federation, and for evaluating export support systems for the agricultural sector of the economy. The methodological basis of the study was dialectic principles, methods of system analysis of economic phenomena: analysis and synthesis, the method of scientific abstraction, the method of expert evaluation, etc. The study outlines the main trends in the improvement of information systems for supporting exports in the Russian Federation.

The article deals with the development of exports of domestic food products and agricultural raw materials, analyzes the state of export-import operations in the agri-food market, and examines the impact of the pandemic on the development of foreign trade. Much attention is paid to the formation of export infrastructure based on an integrated approach, taking into account not only transport and logistics aspects, but also information, as well as the creation of a stimulating financial and economic mechanism for the development of agricultural exports. The financial and economic mechanism for export development should ensure a comfortable business environment, availability of financial services and capital in the implementation of export activities and production of export-oriented products. In Russia, it is formed by a set of subsystems (credit, insurance, state support, guarantee system, etc.). The main tool for developing the export of agricultural products has become state support, which is provided in many directions, starting with the formation of the institutional environment and specific institutions and ending with support for export lending, insurance, and guarantee support.

Purpose This paper aims to propose a new Islamic trade finance framework for Islamic financial institution (FIs) to support exports in Organisation of Islamic Co-operation (OIC) countries. Design Methodology Approach: This paper introduces and proposes the recently developed Islamic finance methods of the supplier financing Wakala agreement, restricted Mudaraba and award-winning Export Credit Agency (ECA) export finance structures from the aspects of Shari’ah compliance, efficiency, simplicity for traders and risk management. This paper uses the approach of critical realism. The three-stratum approach is appropriate for Islamic product development, where the real, the actual and the empirical can be observed. Findings: The author argues that the ECA export financing structures, or restricted Mudaraba if preferred, with an embedded supplier financing Wakala agreement can pave the way for Islamic FIs to support exporting companies. It is also concluded that development and support of the Takaful industry are vital for the success of Islamic export financing schemes because of its role in risk management. Originality Value: Although very active in import financing with standard Murabaha contracts, Islamic FIs are still not able to meet the need for financing the expanding exports of OIC countries. Because of the difficulty in developing products that are both efficient and Shari’ah-compliant, export financing is the most controversial issue for the Islamic trade finance industry. Existing or proposed export finance products are heavily criticised by concerned Muslims, as they include bill discounting, akin to factoring in conventional finance. This paper introduces methods aimed at overcoming the inadequacy of existing structures.

Recognizing the relevance of exportation to the development and growth of many nations, government and business entities- mainly in the Louisiana State, the policymakers and other key stakeholders should be devoting more time to expand its export opportunities for more revenue generation. This current study revolved around the Export Decision Support Model (EDSM) propounded by Viviers and Cuyvers (2012). The time series data was sourced from the United States Census Bureau (2016) survey on State exports from Louisiana. The objective of this study was to demonstrate the modification of the EDSM for the development of the Louisiana State Exportation. The EDSM is designed and modified purposely for the State of Louisiana to enable it identifies the various export opportunities. The study used a time-series data across a variety of export commodities and import countries available in the State of Louisiana from 2013 to 2016. Based on the data from the U.S. Census Bureau and the International trade data between 2013 and 2016, it was underscored that the State’s gross export accounted for 80.4% , while the net export estimated around 8.8% of the Louisiana’s GDP in 2016 with a strong focus across Asia, and Europe. The study recommend that policymakers should pay more attention to the prioritize export commodities outline in the study.

Aim. The presented study aims to form an objective idea of factors affecting the system of support for non-resource exports and ensuring the validity of decisions.Tasks. The authors summarize the main ways of supporting non-resource exports of developed and developing countries; analyze changes in the international regulation of export activities associated with the formation of national support systems for commodity producers; systematize major opportunities for supporting export credits.Methods. This study analyzes the practices of export credit agencies in various countries in the context of opportunities provided to foreign trade participants; identifies problem areas typical for the current stage of development of trade relations; draws attention to emerging contradictions in the field of support for national non-resources exports by countries.Results. It is shown that the participants of the Arrangement on Officially Supported Export Credits (OECD) operate in an extremely aggressive, yet increasingly unmanageable environment. To secure export contracts, both the domestic industry and the export credit agencies of the OECD member countries should enhance competitiveness by following the rules of the trading system. Otherwise, they risk upsetting the balance on the playing field and hinder sustainable development.Conclusions. The participants of the OECD Arrangement face a difficult tactical choice: either to take a strong position in support of competition both within the country and within international organizations (WTO, OECD), or to develop their own export credit programs that are not related to the OECD Arrangement. The first option, although preferable in terms of ensuring economic efficiency, long-term competitiveness, and sustainable development, may lead to a reduced role of export credit agencies.

PurposeBanks play a crucial role in the sustainable development of exports as they finance much of the trade. Additionally, in Brazil's case, banks provide exporting companies with advisory and training services, which facilitate the internationalization process. This work aims to analyze the role of public and private banks in the export process of companies in Brazil.Design/methodology/approachInterviews are conducted with a sample of 318 Brazilian exporting companies. Two research questions are posed: What type of export services do companies use from public and private banks in Brazil? Is exporting companies' access to credit, as a type of banking service, related to their size or export experience? A descriptive study of the functions of public and private banks in helping Brazilian exports is presented. Hypotheses are proposed regarding companies' access to credit and its relationship with their size and export experience.FindingsIt is found that public and private banks in Brazil provide exporting companies with banking services, other services related to technical aspects, and export consulting. There are significant differences in access to credit in both public and private banks, depending on the exporting company's size.Originality/valueThis work contributes to the internationalization literature on the role of banks in supporting exports in an emerging country like Brazil.

We therefore propose to carry out actions in favor of increasing the export potential.

Despite the high potential of agricultural production and the fact that Russia is among the world leaders in the production of some agricultural products, today Russia often tops the rankings of the world’s leading importers rather than exporters. While earlier the main task was to meet domestic demand, now it is generally possible to speak about the solution of the food security problem in Russia. One of the key areas of the long-term strategy for the development of agro-industrial complex is the creation of conditions for the development of exports and the expansion of the structure of exported goods. The purpose of the study is to analyze the current level and trends in the development of agricultural exports, as well as to analyze key methods and priority directions of its state support. As a result of the analysis of the current level and trends in the development of agricultural exports, the main export products and main buyers were identified, the growth of agricultural exports was shown, the geography of agricultural exports was specified, measures of state support were identified. The main problems impeding the expansion of export potential of domestic agricultural production in modern conditions are as follows: poor competitiveness of exported agricultural products, insufficient level of knowledge and experience of agricultural producers to carry out export activities, shortcomings in the registration and certification of products, strict phytosanitary supervision, insufficient financing for the development of export potential. Having studied trends in the development of exports of agricultural products of the Russian Federation, its potential and opportunities for expansion were proved. For this purpose, the federal project “Export of agricultural products” was adopted and implemented. The following areas of state support for agricultural exports are defined as efficient ones: concessional lending, compensation of costs for transportation of products, compensation of costs for certification of products, support of oil crops production. It should be taken into account that the support is provided by means of financial and non-financial instruments, the list of which is constantly updated in accordance with the requests of service recipients.

Subject. The article discusses exports of high-tech products manufactured by the Russian enterprises. Objectives. We outline an approach to evaluating the potential for high-tech exports. Methods. To identify the export potential, we referred to statistical data on the dynamics of high-tech exports and integral indicators of international trade, including the Revealed Comparative Advantage (RCA). The export potential was quantified by assessing the Export Potential Indicator (EPI) with the International Trade Center (ITC) technique, which is based on modern statistical models, including the gravitational model of international trade. To interpret the results, we compared and adjusted then with respect to external macroeconomic factors and domestic national policy, including the analysis of the return on governmental funds invested in export. Results. We analyzed the current dynamics of high-tech exports and imports in Russia, scrutinized indicators of export and import of electrical machines, equipment and pharmaceuticals. We determined the principal trade partners of Russia for the above group of commodities. We evaluated Russia’s export potential for the above categories and spotlighted priority countries for further trade cooperation. The article indicates whether governmental support is sufficient for unfolding the export potential. Conclusions and Relevance. The way we suggest evaluating the potential for high-tech exports allows to determine the most promising sectors in terms of locked export potential, quantify the export potential and, finally, set up limitations or targets so that it would be possible to assess the adequacy of governmental programs and enhance them and choose export support actions.

Exports can be said to be activities of transporting goods or commodities between agencies. Exports can generally be carried out by medium-sized businesses for strategies to compete in international markets. exports can provide foreign exchange earnings for the agency of origin of the goods or commodities. The problem in this research is that it is not known which PT exports of goods is better than other PT. This research process uses a decision support system to determine which exporting company is more profitable for the agency, which is better in terms of points, the number of days the goods arrive (20%), the weight of the goods (20%), packaging (25%), method (15%), type of goods (20%). The purpose of this study is to determine the best export of goods using a decision support system using the SAW (Simple Additive Weighting) method. In this case, Data collection techniques used in this case are library research, observation. and using the Simple Additive Weighting (SAW) method to assist in making decisions to determine which export of goods from PT is the best

The relevance of the article is due to the importance of the development of export of high-processing industries. Objective: to develop methodological support for assessing the neo-industrial export specialization of regions and its determining factors. The research methods included identifying potential assessment parameters and testing their applicability based on the analysis of economic development statistics of the region selected as an example. The proposed methodological support for the assessment of neo-industrial export specialization includes its integral assessment, assessment of goods and services, assessment of the contribution of the high-tech component to the change in exports, ranking of regions by absolute values of high-tech exports. The method of assessing the factors of neo-industrial export specialization involves the assessment of indicators that identify these factors of exo-and endogenous order – the development of manufacturing production, innovation potential, transport potential, the development of the export support system, and the international demand for the region's products. The practical significance of the proposed methodological support lies in the fact that it makes it possible to analyze the neo-industrial export specialization of Russian regions and the factors of its development, and to identify and analyze possible directions of development in this area.

Export Start-Ups are a type of International New Ventures which has a high potential for growth and job creation. Nevertheless, they are weakened by their lack of resources and are likely to fail in foreign markets. Building on the Resources-based Theory, we ask the question of the effectiveness of Export Support Services to provide these companies with missing resources to perform in foreign markets, even though these services were originally designed for traditional exporter with internationalization by stages. We propose a conceptual model suggesting that several export services are effective and influence the knowledge, networks, and the export performance of Export Start-Ups.

Abstract. In the current context export crediting, insurance and guarantee of export credits as state stimulation financial methods of export production have become an organic part of the states` foreign trade policy realization mechanism. Providing state guarantees for an export credit is in many cases a primary condition for obtaining it. Therefore, the importance of state insurance in foreign trade is constantly growing, which, in turn, increases the reliability and efficiency of export operations. Export credit agencies are a highly effective institutional mechanism of state promoting policy. The main advantages and disadvantages of export credit agencies are analyzed. Models of export financing are offered and the cost with the involvement of the export credit agency is indicated. Taking into account foreign experience, the main factors hindering the process of forming an effective system of state financial support for exports are identified and the feasibility of creating a specialized institution to support export activities in Ukraine is justified. After all, with the development of market relations and integration into the European economic space, characterized by the intensity of foreign trade, which is manifested in increasing the number and volume of export and import operations, there is a need to identify and study new economic mechanisms of financial support.

Today, export promotion and support is an integral part of the trade policy of developed countries, where there is a developed system of state support and promotion of national exports, the effectiveness of which has been repeatedly proven in practice. Awareness of the need to form a unified system of state institutions that provide various non-financial and financial services to participants in foreign economic activity is the main result of state support for exports to Russia over the past few years. Thus, the creation of the Russian Agency for export credit and investment insurance was the initial stage of the Russian Government on the way to creating a single integrated system that will ensure and support the development of export activities in Russia both at the national level and at the level of economic sectors, as well as individual industries. At the moment, various government agencies are engaged in export procedures. The ministries of industry and trade are in charge of subsidizing the interest rate on export contracts, as well as issuing licenses for export operations. The Federal customs service monitors customs clearance of foreign trade transactions, and the Ministry of Finance is responsible for providing state guarantees. In addition to financial and insurance support, Russian entrepreneurs-exporters need to support their foreign economic projects in political terms. In this area, intergovernmental commissions are of great importance, which are aimed at solving tax, property, transport problems, as well as expanding investment cooperation.

Aggressive competition in the official export credit support market has resulted in an increase in activity that lies outside of the main instruments regulating competition and sustainable development in export finance terms – the OECD Arrangement on Officially Supported Export Credits, (OECD Arrangement on Official Export Credits. TAD/PG(2019)1) and the OECD Common Approaches(OECD Recommendation of the Council on Common Approaches for Officially Supported Export Credits and Environmental and Social Due Diligence (The ‘Common Approaches’). TAD/ECG(2016)3). By default, the World Trade Organization’s Agreement on Subsidies and Countervailing Duties (SCM) is becoming the main legal deterrent, despite its weakness in not covering trade in services or the sustainable development dimensions of official export credit support. Yet the playing field is also unruly because of the apparent reluctance on the part of WTO Members to challenge these measures. Export Credit Agencies (ECAs), the OECD Arrangement, the OECD Common Approaches, the WTO SCM, International Working Group on Export Credit Support (IWG) The current economic slowdown in export growth, coupled with the rise of unruly export credit support programmes, presents a strategic dilemma for the Participants to the OECD Arrangement. They are faced with the difficult choice between taking a strong pro-competition position domestically, or by fighting fire with fire and developing their own non-Arrangement type export credit support programmes. The former option is the more preferable for economic efficiency considerations and long-term competitiveness, although it may result in a controversial reduced role for their ECAs. There is a collective interest in preventing publicly-funded, yet opaque, subsidy wars in export credit terms and conditions, with negative economic, political, social and environmental repercussions. This calls for heightened cooperation among ECA governments within international bodies such as the WTO, OECD and the International Working Group (IWG) on Export Credit Support. By optimizing the export mode of agricultural trade, we can achieve the purpose of increasing the export volume of agricultural products and the total value of trade exports. The experimental results show the effectiveness of the proposed algorithm, which can greatly improve the volume of trade exports and the total value of trade exports.

Search for the new markets and niches for national exports is one of the core objectives of economic diplomacy in any modern state. For the Russian Federation this issue acquires particular relevance under present conditions, since the expansion of industrial exports is designed to reduce dependence on commodity exports, strengthen national competitiveness, ensure economic growth, and, correspondingly improve the quality of life of its population. In this regard, eff ective foreign economic activities are essential to the policy, aimed at ensuring the real sovereignty. The paper examines the key elements of non-primary export support system in the Russian Federation. This research is based on both offi cial documents and modern academic literature on this issue and on the author’s personal experience gained while working in a number of relevant state institutions and development agencies, as well as commercial organizations. The first section provides an overview of the key forms and instruments of export support in general, as well as describes the history and the current state of the Russian export support system. The author focuses on the activities of the national trade missions abroad, the Russian Export Center and intergovernmental commissions for trade, economic, scientifi c and technical cooperation. The author notes that many institutions within the framework of the state export support in the Russian Federation are just emerging and face many challenges and diffi culties. The latter include, primarily, the lack of inter-agency co-operation and policy coherence. There are no common operating standards or a unifi ed system of foreign offi ces. On this basis, in the second section the author outlines a number of recommendations to improve the eff ectiveness of the Russian export support system. The author concludes that for the eff ective functioning of this system, it is necessary to harmonize the work and activities of its institutions. The latter should prioritize the needs of particular regions of the Russian Federation, coordinate their eff orts with regional export support centers and business associations. In this regard, the author highlights the potential of the project to create a Unifi ed Export Promotion System, but admits that it has to be started from scratch. In addition, the paper outlines a set of specifi c recommendations that, if carried out consistently, might also contribute to the promotion of Russian goods to foreign markets and ensure the diversifi cation of the country’s economy.

The study aims at identifying the features of the export in the Russian-Belarusian border-zone and specifying the possibilities for the development of institutional support and activation of the export of the Russian Federation subjects. The study showed that the administrative territories of the Russian-Belarusian border region, despite a number of common features due to similar climatic, geographical, social, cultural and historical conditions of development and the same influence factors of the external macro-and meso-environment, have different results upon the key indicators of export activity, what requires improvement of institutional support mechanisms (regional, sectorial, subject). Comparative analysis of export activities in the territories of the Russian-Belarusian border area allowed to formulate some directions of the export potential development and to identify areas for improvement of infrastructure support for Russian exporters – the small and medium enterprises in the development of non-oil and non-energy exports.

Today, the state policy on export development is being improved and the export support tools are being implemented at the legislative level. Exporting economic entities form the demand for financial services, which would meet current conditions in the international market, as well as allow for unrestricted settlements with foreign counterparties, available financing of working capital and insurance provision of export operations in order to increase the competitiveness of such entities. The author substantiates importance of the centralized focus of export support efforts, determines the concept of “trade financing and insurance” as a source of resource and institutional support for export operations and highlights the positive aspects and problems arising from financing of export transactions and settlements with counterparties. The state of international cooperation on export issues and trends of the world trade are briefly mentioned. As is known, the Export and Credit agency (ECA), an institution for insurance and export support, has recently been established; however, its place, management, tasks and resource base are still being determined. Therefore, the article proposes a basic schematic model of the activities of this institution. The author emphasizes that increasing the competitiveness of Ukrainian exporters and strengthening their confidence in them in the international market are especially important given the world trend of “de-risking”. De-risking is the limitation of cooperation with certain categories of clients or states (which Ukraine is sometimes included in) to avoid the risk of financing illicit activities, a person under sanctions, terrorism, and the like. The focus of further research the author suggests addressing such issues: (i) interaction of the state and private sectors with support of exports; (ii) determination of the product range of financial institutions servicing the subjects of foreign trade, as well as the ECA; (iii) impact of sanctions and restrictions on Ukraine’s foreign trade relations. Accelerating the development of exports and overcoming obstacles when concluding the external trade agreements and settlements will ultimately help Ukraine to take a niche among the world’s exporters and strengthen its own financial security.

The paper considers the current system of state regulation and stimulation of export of agri-food products and agricultural raw materials by analyzing the existing regulatory framework and open official sources on the topic of the study, including the dynamics of budget level allocations that provide measures to promote domestic agricultural products to foreign markets. Therefore, the purpose of this article was to consider the current system of state regulation of agricultural and food exports and to predict the feasibility of implementing the export development plans ap-proved by the passport of the federal project. The achievement of the goal was disclosed by solving several interrelated tasks: 1) planned target indicators for the volume and structure of agricultural exports of the Russian Federation, as well as basic tools for its promotion, were con-sidered; 2) the retrospective and planned dynamics of the volumes of financial resources provid-ing stimulation of agricultural and food exports to the Russian Federation are analyzed; 3) the real possibilities of achieving the target indicators for the export of agricultural products, as well as the processing and food industries have been predicted. The scientific hypothesis of this article was the authors' assumption about the difficulty of implementing plans for such a large-scale in-crease in the volume of exports of food and agricultural raw materials due to the unprecedented goals in the recent history of the Russian Federation, including taking into account the volatility of external political and market conditions. During the study, the goal of the article was achieved, and the scientific hypothesis was confirmed. The article analyzes the control indicators provided by passport of the federal project and ensuring its activities of financial resources of the federal budget in retrospect 2017−2019 and planning periods 2020–2022. The studies showed a tremendous increase in the level of financing of programs for the development of agricultural exports in reviewed period. The analysis predicted two options for possible implementation of federal project: optimistic and realistic. The study has revealed a number of shortcomings in the system of state regulation of agricultural exports, the most important of which is that the lion's share of all state support is concessional investment lending to subjects of foreign economic ac-tivity in agricultural sector.

Affected by global warming, the development of low-carbon economy in recent years has received widespread attention. In terms of trade, it is mainly manifested in carbon taxation and carbon labeling. The development of low-carbon economy will inevitably have an impact on the export of agricultural products. Taking Anhui Province, a large agricultural province in China, as an example, this paper analyzed the export competitiveness of agricultural products in Anhui by using the trade competitiveness index. The study found that agricultural export companies in Anhui had problems such as single export structure and low added value, vicious competition among export companies, and imperfect financial support systems. In order to enhance the competitiveness of agricultural exports in Anhui, the paper put forward countermeasures and suggestions in the end, such as optimizing the export structure, increasing investment in science and technology, establishing an alliance of agricultural export enterprises and increasing financial support.

The paper considers the export problem of the agro-industrial products of Russia. The research relevance lies in the competition conditions in the world food markets. The paper aims to study the impact of the development of exports of agricultural products on the stability of the Russian economy. Considering the strengthening of the position of agricultural products export in the structure of Russian exports, the paper aims to assess the problems and identify new opportunities for the development of agricultural products exports based on an analysis of its dynamics and structure. The authors applied the methods of economic-statistical analysis to identify patterns in the dynamics and structure of exports of agricultural products. During the research, the dynamics and structure of agricultural exports were analyzed. The authors also calculated the average export price for the enlarged product groups. They concluded that (1) the share of agricultural exports in the structure of Russian exports is growing and (2) that there is a need to increase its efficiency through government support measures. New opportunities for the export of agricultural products in the world market arise with (1) an increase of the competitiveness of products, (2) the development of new sales markets, (3) a stable position of exporters, (4) the efficient production of agricultural products by national producers. Currently, it is possible only if state support for export activities is combined with the initiatives of the agriculture entrepreneurs. The paper will be useful for regional and federal governments, the scientific community, and anyone interested in Russian export issues.

This paper examines institutional support (financial and marketing support) on export-oriented firms’ performance or so-called born globals. We develop a model to address how financial and marketing support can help young entrepreneurial firms to overcome the liability of newness and smallness in gaining competitive capabilities. Using a quantitative method, data were collected from 217 manufacturers and service sectors in Malaysia, an emerging Southeast Asian market. The results suggest that government assistance in marketing leads to competitive capabilities and export performance; however, financial support neither contributes to competitive capabilities nor export performance. We found the significant role of competitive capabilities as a mediator in enhancing the relationship between marketing support and export performance. Practical implications drawn from this result can be offered as guidelines for the policymakers in supporting young entrepreneurs that lead to competitive capabilities and superior performance.

The growth of agricultural exports is due to a focused state policy that ensures the development of the Russian agro-industrial complex. The mechanisms used to stimulate agricultural and food exports are divided into general (federal) and individual financial and non-financial support instruments (regional), have different degrees of demand by agricultural producers and different regional involvement in their application. There was an increase in exports, a low share in the export of deep processing products, a discrepancy between the placement of agricultural production and the structure of exports, an expansion of state support measures, their positive and negative impact on the market, various regional involvement in export processes, and a high concentration of exports in the Rostov region.

Facing the complex and changeable international situation, how to continue to play the role of export in promoting China 's economic growth. By analyzing the risks faced by China 's export trade and exploring the mechanism of export credit insurance, this paper draws the following conclusions: export credit insurance provides help to export enterprises in terms of loss compensation, financing support and risk management, reduces the risks faced in foreign trade, and then effectively stimulates trade exports and promotes economic growth.

The current economic situation in Ukraine is conditioned by the efficiency of the export-import activity of industrial enterprises. In turn, the effectiveness of the strategy for the development of this activity depends on the scientific substantiation of its analytical support. This confirms the relevance of the topic of the article. The purpose of the article is to present the content of analytical support for forming the strategy of development of export-import activity of the enterprises in Ukraine. The object of the study is the development of analytical support for the formation of this strategy. The main methods of developing this analytical support is the multicriterial optimization method, which uses a genetic algorithm, multidimensional regression analysis, and a taxonomic method for calculating the integral index of development. The article also examines the peculiarities of the implementation of export-import activity of industrial enterprises in modern conditions, analyzes the criteria for its development, provides a system of indicators for the evaluation of this activity and the setting of a multi-criteria optimization task of maximizing the development of export-import activity of the enterprise, the solution of which is recommended with the help of software MatLab. It is recommended that the optimal values obtained are taken as the basis for determining the desired values of the export-import performance indicators.

A typical ECG and ECI not only covers the risks of non-payment by importers, but also enables export financing for an exporter. Although, these programs provide various benefits, they can however be misused by fraudulent exporters. Such fraud not only contravenes the intended purpose of the programs, but also harms honest exporters by increasing insurance premiums.

Foreign trade activity has a strong influence on the socio-economic development of the country. In turn, each of the constituent entities of the Russian Federation contributes, in accordance with the specifics of its location, existing on the territory of the natural resource potential. Due to the fact that the role of the regions in the implementation of the development strategy of the country’s foreign trade is increasing, it is necessary to investigate the problems of foreign trade regulation in order to achieve the required results. To assess the effectiveness of foreign policy conducted, the ranking of all Russian regions for 2010 – 2016 was carried out. in terms of the openness of the economy and the contribution of exports to the size of the gross regional product is estimated. The study analyzed the export activities of the leading regions in the growth of export quotas. Existing measures of state support of foreign trade in the Republic of Buryatia, Magadan region, Kamchatka, Primorsky and Khabarovsk Krai, Orenburg, Rostov, Arkhangelsk, Vologda, Murmansk and Kemerovo regions are considered. The article discusses the impact of government measures to support exports on regional development and suggests ways to adjust them. The study is based on general scientific methods of comparison, analysis and synthesis. As an information base, we used statistical data from state statistical bodies, a strategy for the socio-economic development of regions, and official data from the sites of regional state executive bodies.

The article is devoted to the development of educational export, which is one of the priorities of state policy. In 2018, the Federal project ‘Export of education’ of the national project ‘Education’ was launched, which set the task of doubling the number of international students in Russia by 2024. The tasks set are impossible without state support, which is to create favorable conditions for its development at the national (system of support and development of export of Russian education) and interstate (in the framework of cooperation with foreign countries, participation in regional integration associations, international organizations and forums) levels. Taking into account the analysis of international and Russian experience of export support, the author of the article developed and described a model of export support for Russian education, which has its own specific industry characteristics. The model for supporting the export of Russian education includes organizational, legal, informational, financial, and content blocks.

This article aims to study the role of government instruments supporting export-oriented enterprises, which specialize in the production of non-resource and non-energy goods and services. In view of the increasing importance and potential of small and medium-sized enterprises, the authors, using economic analysis of the data of the Russian Federal Customs Service and the statistics of the Russian Export Center, have confirmed the need of such enterprises being the central element of the national system of support and development of exports. The results prove that the majority of export-oriented small and medium enterprises show interest in starting export activities, increasing its share, and seeking to expand the geography of their supplies. However, a number of factors prevent the foreign economic strategy, including lack of confidence and employees with export competencies, financial limitations, as well as complete inexperience when interacting with foreign counterparts and markets in general. The authors have determined that the insufficient level of competitiveness on part of the Russian producers requires a full-fledged support of the state authorities to stimulate non-resource and non-energy export. The statistical analysis of the recent years shows that the indicator of Russian competitiveness on foreign markets has not undergone serious changes due to the low competitiveness of the Russian exported goods, as well as insufficient knowledge and skills of export-oriented enterprises in terms of strengthening their position on new markets. The world experience shows that each nation puts their own priorities on the choice of export development direction. Based on a comparative analysis and classification of support measures in the European Union, the authors have identified the possibility of approximating the existing mechanisms for supporting small and medium export-oriented enterprises in the Russia. The results have revealed a linear relationship between the launch of programs to support export-oriented enterprises and the growth of foreign economic activity in general, as well as the relationship between such activities as the interaction with relevant ministries and agencies, the cooperation with key industry and business organizations, and the improvement of export conditions in Russia.

A large number of studies have attempted to identify factors that are correlated with exporting success. However, much controversy exists about the key determinants of export performance and their relative importance. A major reason for this lack of consensus is the absence of a unified measure for capturing export performance. In this study, an attempt is made to develop a generalized export performance measure, the EXPERF scale, that can be applied to multiple countries. Results from a survey of top executives of U.S. and Japanese exporters support a three-dimensional scale for measuring export performance. The three dimensions of the export performance (EXPERF) scale are financial export performance, strategic export performance, and satisfaction with export venture. Implications of the study for further research and managerial practice are also discussed.

Purpose – The purpose of this paper is to examine the influence of export barriers at two different points in time, 1995 (t 0) and 2010 (t 1), respectively. Using “confidence” as a surrogate for affect, the study proposes an inverse relationship between affect and export barrier intensity with the influence of export barriers increasing as exporter confidence subsides. Design/methodology/approach – The study draws two random probabilistic samples (1995/2010) of New Zealand’s SME exporters, from the same working population, using an identical survey instrument. Preliminary analysis combines exploratory factor analysis and confirmatory factor analysis techniques. The research proposition is tested using binary logistic regression. Findings – The results found that the influence of export barriers changes substantially across time. There was support for the proposition in that the 2010 sample of exporters were two to nine times more likely to consider export barriers influential than the 1995 group. Such evidence was particularly strong in the context of logistics and distribution factors, internal resource constraints, trade-related barriers, home market factors and currency and payments obstacles. Practical implications – This research suggests managerial evaluation of the prevailing business atmosphere, as captured by exporter’s confidence, can influence perception of export barriers. Specifically, barriers tend to be evaluated as influential when there is a sense of pessimism within the export sector. Thus over time export barrier influence can be traced to the manager’s evaluation of export prospects as opposed to the frequently researched organizational and internationalization variables. Originality/value – This is the first study to use theory to predict and empirically test the change in export barrier influence across time. While the majority of export barrier research adopts the cognitive or “objective-verifiable” view, the study supports the contention that export barrier influence can also be understood in the context of the emotive or “subjective-moot” perspective. Additionally, export managers should adopt long-term orientation towards exports while policymakers are encouraged (contrary to mainstream research) to move from targeted export support programs to inclusive or mass market approaches.

Purpose The nature of international markets and the challenges with respect to the competitiveness of small- and medium-sized enterprises (SMEs) makes it imperative to examine government support. This study aims to assess the role and effectiveness of government and the export promotion agencies in supporting exports by non-traditional horticultural SMEs in Ghana. Design/methodology/approach The study used a qualitative research design, which involved semi-structured interviews with senior managers of six export facilitating institutions to gain an understanding of the services offered to SMEs with respect to exports of non-traditional horticultural products. Findings The findings reveal inadequate cost-efficient sources of non-traditional horticultural export financing for SMEs. This is a hindrance to the international competitiveness of exporting SMEs in developing countries such as Ghana. In addition, effective and coordinated support from export promotion agencies was found to be critical. Originality/value The study highlights the importance of government’s role in policymaking and implementation of export-led programmes for horticultural exporting firms in Ghana. Despite their strategic importance, this area of research has not attracted the attention of researchers, with little or no information on the horticultural international competitiveness of non-traditional horticultural products.

The main aspects of the organic production export crediting are investigated in this article. As export crediting today is an extremely relevant and important issue in Ukraine, there is a wide base of research in this area. However, despite the number of developments, today there is no established mechanism for the organic production export crediting. Nowadays, the export of organic production in Ukraine is actively evolving, so it needs additional financial support for growth. One of the tools to support the export of organic products is lending. Therefore, the purpose of the study is to analyze the theoretical foundations and practical aspects of lending for organic exports. The current state of the export of organic products in Ukraine has been studied. The regional distribution of organic production export is determined. The main ways of export crediting are also investigated. The existing experience of crediting the export of organic production in Ukraine and the world is analyzed. In particular, one of the main tools for organic product export crediting has been identified. The problems faced by the producer of Ukrainian organic products are identified and ways to solve them are suggested. Prospects for the development of organic product export crediting in Ukraine are considered. Thus, the study presents recommendations that can be immediately used for practical implementation as a tool for organic product export crediting.

This paper analyzes the traditional main role of Export Credit Agencies (ECAs) which have from their founding been a tool for governments to support national companies in their export business and enhance the economy's capacity to penetrate foreign markets. Since 1919 when the first agency was established in the United Kingdom with the objective of guaranteeing exports to markets not covered by private insurers, ECAs have been the main promoters of national politics for providing coverage against commercial and non-commercial risks of export transactions. In the last years, in the light of enhanced institutional and legal framework, global trade and financial integration, structural transformation in production organization, and the increasing role of the private sector, significant changes in the model of traditional export credit support have occurred.
