Support for export activities has been the focus of the Government of the Federal Republic of Germany for many years. Since the launch of the «three pillars system» in 1971, considerable experience has been accumulated in testing and implementing export support mechanisms. An important feature of the German export support system is the significant role, in addition to state institutions, of «intermediary organizations» – such as the AHK, GTAI, GIZ and others. In many ways, the success of German exports is due to the effective interaction of government agencies, private business and advisory / public associations. Germany’s systematic approach to implementing the policy of supporting export-oriented SMEs in priority export industry areas deserves special attention. The purpose of the article is to identify the strengths of the German export support system. The study of the accumulated foreign experience may be of interest for the further development of domestic exports, including in the context of the ongoing reform of the relevant institutions for supporting and facilitating export activities.

Export is crucial for economy. It influences the level of economic growth, balance of payment and social welfare among many others. Therefore, increase in exports often becomes one of the main objectives of governments. This raises the question of how to support export activity of the companies in order to ensure the expected increase in export. Approaches towards this problem differ significantly. The fact that this support is covered mainly from public funds raises the question of the justifiability and effectiveness of such assistance. The aim of this paper is to investigate whether to support export activity at all, and if so, how to do it effectively. To achieve the goal of the article the author analyzed both Polish and foreign literature, with special emphasis on the newest trade theories. The Author analyzes secondary data describing factors that determine export activity, describes the profile of a company becoming an exporter and investigates actual connection between the offered support and the increase in export activity.

Promotion of domestic companies interests abroad is the main task of economic diplomacy. Promotion of domestic goods and services in foreign markets ensures the coun- try's stable position in the world economy and economic stability within the state. Following economic boost, world trade and especially export growth may ensure not only country's economy growth, but also citizens welfare through mechanisms for reallocating funds. Value-added exports development in Russia has been brought to the rank of one of the key government goals. Russia has an export promotion institutions system. Some institu- tions have long history. Others have been created recently and based on foreign practices. The Russian government has developed the national project "International cooperation and export", it sets the goal to ensure export growth through effective interaction of existing institutions. The article reviews the foreign and domestic practices of export support through financial and non-financial instruments. They include market analysis tools, exhibition support, popu- larizing exports within the country, various export credit and insurance instruments pro- tecting the exporter from political risks in foreign markets. Author analyzes the legislative framework of key support measures and possible ways to improve efficiency by eliminating duplication in various institutions functions. It should provide a synergistic effect boosting their efficiency. The methodology of the study is based on a comprehensive analysis of the modern export promotion institutions system in Russia and abroad, a regulatory analysis of fundamental documents and a comparative analysis of export support measures. The extensive research subject has provided the usage of an interdisciplinary approach covering economic and po- litical research.

Despite the ongoing sanction regimes, the Russian Federation is seeking to enhance the competitiveness of tradable goods and, hence, expand the international trade, increase exports and provide legal support for export crediting as a guarantee for maintaining the active trade balance of the country. until now the regulatory framework for export crediting in the Russian Federation is not complete: certain provisions of the Russian and international law related to the area under study need harmonization. In this paper, the author examines the compliance of the terms of the OECD Arrangement on Officially Supported Export Credits with the regulatory framework governing export crediting in the Russian federation. The paper analyzes the Russian legislation, strategic planning documents and in-house documents of organizations that form the national export support system. The analysis revealed the lack of legislative consolidation of export development in the Russian Federation, with regulatory issues reflected in non-core documents. The problem solution lies in improving the regulatory framework for support of export crediting so as to reduce the country risk and enhance the national competitiveness.

Export is one of the difficult foreign economic problems of Russia. It has always been and remains a key issue of national development, and it is also an important source of currency for meeting the priority needs of the national economy. The state of export largely determines the process of Russia's integration into the world economy. The purpose of the study is to analyze information systems for supporting exports in the Russian Federation, as the main information component when making export decisions. The study considers the existing information systems for supporting exports in the Russian Federation, and for evaluating export support systems for the agricultural sector of the economy. The methodological basis of the study was dialectic principles, methods of system analysis of economic phenomena: analysis and synthesis, the method of scientific abstraction, the method of expert evaluation, etc. The study outlines the main trends in the improvement of information systems for supporting exports in the Russian Federation.

The article deals with the development of exports of domestic food products and agricultural raw materials, analyzes the state of export-import operations in the agri-food market, and examines the impact of the pandemic on the development of foreign trade. Much attention is paid to the formation of export infrastructure based on an integrated approach, taking into account not only transport and logistics aspects, but also information, as well as the creation of a stimulating financial and economic mechanism for the development of agricultural exports. The financial and economic mechanism for export development should ensure a comfortable business environment, availability of financial services and capital in the implementation of export activities and production of export-oriented products. In Russia, it is formed by a set of subsystems (credit, insurance, state support, guarantee system, etc.). The main tool for developing the export of agricultural products has become state support, which is provided in many directions, starting with the formation of the institutional environment and specific institutions and ending with support for export lending, insurance, and guarantee support.

Purpose This paper aims to propose a new Islamic trade finance framework for Islamic financial institution (FIs) to support exports in Organisation of Islamic Co-operation (OIC) countries. Design Methodology Approach: This paper introduces and proposes the recently developed Islamic finance methods of the supplier financing Wakala agreement, restricted Mudaraba and award-winning Export Credit Agency (ECA) export finance structures from the aspects of Shari’ah compliance, efficiency, simplicity for traders and risk management. This paper uses the approach of critical realism. The three-stratum approach is appropriate for Islamic product development, where the real, the actual and the empirical can be observed. Findings: The author argues that the ECA export financing structures, or restricted Mudaraba if preferred, with an embedded supplier financing Wakala agreement can pave the way for Islamic FIs to support exporting companies. It is also concluded that development and support of the Takaful industry are vital for the success of Islamic export financing schemes because of its role in risk management. Originality Value: Although very active in import financing with standard Murabaha contracts, Islamic FIs are still not able to meet the need for financing the expanding exports of OIC countries. Because of the difficulty in developing products that are both efficient and Shari’ah-compliant, export financing is the most controversial issue for the Islamic trade finance industry. Existing or proposed export finance products are heavily criticised by concerned Muslims, as they include bill discounting, akin to factoring in conventional finance. This paper introduces methods aimed at overcoming the inadequacy of existing structures.

Recognizing the relevance of exportation to the development and growth of many nations, government and business entities- mainly in the Louisiana State, the policymakers and other key stakeholders should be devoting more time to expand its export opportunities for more revenue generation. This current study revolved around the Export Decision Support Model (EDSM) propounded by Viviers and Cuyvers (2012). The time series data was sourced from the United States Census Bureau (2016) survey on State exports from Louisiana. The objective of this study was to demonstrate the modification of the EDSM for the development of the Louisiana State Exportation. The EDSM is designed and modified purposely for the State of Louisiana to enable it identifies the various export opportunities. The study used a time-series data across a variety of export commodities and import countries available in the State of Louisiana from 2013 to 2016. Based on the data from the U.S. Census Bureau and the International trade data between 2013 and 2016, it was underscored that the State’s gross export accounted for 80.4% , while the net export estimated around 8.8% of the Louisiana’s GDP in 2016 with a strong focus across Asia, and Europe. The study recommend that policymakers should pay more attention to the prioritize export commodities outline in the study.

Aim. The presented study aims to form an objective idea of factors affecting the system of support for non-resource exports and ensuring the validity of decisions.Tasks. The authors summarize the main ways of supporting non-resource exports of developed and developing countries; analyze changes in the international regulation of export activities associated with the formation of national support systems for commodity producers; systematize major opportunities for supporting export credits.Methods. This study analyzes the practices of export credit agencies in various countries in the context of opportunities provided to foreign trade participants; identifies problem areas typical for the current stage of development of trade relations; draws attention to emerging contradictions in the field of support for national non-resources exports by countries.Results. It is shown that the participants of the Arrangement on Officially Supported Export Credits (OECD) operate in an extremely aggressive, yet increasingly unmanageable environment. To secure export contracts, both the domestic industry and the export credit agencies of the OECD member countries should enhance competitiveness by following the rules of the trading system. Otherwise, they risk upsetting the balance on the playing field and hinder sustainable development.Conclusions. The participants of the OECD Arrangement face a difficult tactical choice: either to take a strong position in support of competition both within the country and within international organizations (WTO, OECD), or to develop their own export credit programs that are not related to the OECD Arrangement. The first option, although preferable in terms of ensuring economic efficiency, long-term competitiveness, and sustainable development, may lead to a reduced role of export credit agencies.

PurposeBanks play a crucial role in the sustainable development of exports as they finance much of the trade. Additionally, in Brazil's case, banks provide exporting companies with advisory and training services, which facilitate the internationalization process. This work aims to analyze the role of public and private banks in the export process of companies in Brazil.Design/methodology/approachInterviews are conducted with a sample of 318 Brazilian exporting companies. Two research questions are posed: What type of export services do companies use from public and private banks in Brazil? Is exporting companies' access to credit, as a type of banking service, related to their size or export experience? A descriptive study of the functions of public and private banks in helping Brazilian exports is presented. Hypotheses are proposed regarding companies' access to credit and its relationship with their size and export experience.FindingsIt is found that public and private banks in Brazil provide exporting companies with banking services, other services related to technical aspects, and export consulting. There are significant differences in access to credit in both public and private banks, depending on the exporting company's size.Originality/valueThis work contributes to the internationalization literature on the role of banks in supporting exports in an emerging country like Brazil.

Export support is an area which is inevitably affected by trade liberalisation, as governments are expected to decrease their intervention into exports in the name of barrier-free(er) trade. However, if one considers that the 1990s and 2000s have seen governments expanding their trade promotion agencies, increasing funding for export support provision and developing a range of new export support programmes, it is easy to recognise that government export support seems to have grown, rather than diminished over the past decade. This thesis investigates the complex influences of the world trade regime, to create a nuanced picture within globalisation theories - which ultimately explains the paradox of growing government support in the era of deepening trade liberalisation.

Diploma thesis focuses on an issue regarding the state interventions into market economy and provides the explanation, how does different economic ideas approach this issue and whether they support or deny the state interventions. It focuses in detail on support that is provided towards exporting companies. Czech Republic has two export credit agencies, firstly Export Guarantee and Insurance Corporation (EGAP) and secondly Czech Export Bank (CEB). This diploma thesis analyses only EGAP´s structure and quantifies the impact of its existence on Czech economy. In a first part we analyze historical evolution of ideologies that deals with state interventions and market failures in connection with support for exporters. It continues by description how international institutions like WTO or OECD work. Rules for export credit agencies, which summarize Consensus OECD, are closely analyzed. From this point forward the practical part begins to focus on EGAP´s structure. Firstly we describe the mechanism of support through the specific insurance products for exporters, following by analysis of uncommon structure of premium rate. The diploma thesis presents EGAP´s different approach in areas of regulation, structure of shareholders and uncommon risks insuring from regular commercial insurance company. In the last part we describe the procedure of evaluating the output of EGAP´s support for its whole existence. The analysis measures the profits and losses in related areas that were supported by EGAP´s insurance products. Mainly these areas are following: Accumulated loss of EGAP, The amount of profit amongst supported exporters, The amount of profit amongst financing banks and in the end the analysis of the positive impact on the unemployment in Czech Republic. The result should show, how convenient is for government to possess such an institution, especially nowadays when all developed countries do own similar institutions.

This thesis is focused on the development of the support of exports in the Czech republic. The Czech republic is a relatively small country which means it needs international trade to be able to satisfy domestic demand because of the lack of resources. In the early 90's the Czech republic was a transforming economy with no measures of export support. Because the czech exporters needed the public support to succeed on foreign markets, all the financial and non-financial measures of the export support had to be implemented from the beginning. To support the export, the country concluded contracts about trade liberalisation, provided information and assistance services for exporters and provided also financial and insurance services with the state assistance. The thesis is divided into several parts according to the periods of implementation of the export support. In the first two periods till 2002 there was not a unified system of providing the export support, the state institutions did not cooperate enough and the whole support system has been developing till the present. Since 2003 the Czech republic has had a conception of the export support that stipulates conditions of functioning of the export support system and it includes the ways how to improve this system.

Export marketing support services offered by the government and other agencies, particularly in developing countries, seem well-suited to exporting firms for their involvement in foreign markets. The effects of governmental export marketing support on firms' exporting activity is found a limited researched issue in international marketing, particularly the measurement of the effects of export promotion programmes (EPPs). Such programmes specifically are directed at assisting exporters' export market entry. The study addresses the role and effectiveness of export marketing support as the acquisition of such support is influenced by management's orientation and information search and use behaviour (Reid, 1984; Katiskeas and Piercy, 1993). The analysis involves:;1- A comparison of the sample groups of programmes' users (UEP) and programmes' non-users (NUEP). 2- A detailed investigation of the export promotion programmes (EPPs) in export market entry. Overall, the thesis findings suggest that certain behavioural differences exist between firms using export promotion programmes (EPPs) in their export market entry and the firms not using EPPs. But no difference was found as far as export performance of both sample groups is concerned. However, users of programmes seem more organised and proactive in export marketing activity. Measurement of the effectiveness of export promotion programmes (EPPs), however, appears complicated by a variety of factors which could not be clearly attributed to the use of EPPs. Such programmes are seen as having a lasting effect on the exporting firms' export market involvement. Although the role of export promotion programmes must be seen as complementary to firms' export marketing efforts in general, these are accorded importance in export market entry.

The aim of the diploma thesis is to create a comprehensive description of the ECAs, to describe the way of working and the risks that the agency must take. ECAs have long history and are influenced by the many events that contribute to the current form of ECA. The last major event that affected the meaning of the ECA is the recent financial and economic crisis, thanks to which the agency gained an even stronger position than before. In the theoretical part of the diploma thesis will be summarized information about export credit agencies gained from existing bibliography. There will be described various models of ECA, the types of provided services and the risks which are connected with process of granting loans in this part. The analytical part will be focused on a detailed description of the selected export credit agencies. There will be analyzed their way of working, structure, types of products and the impact of the aid. In the conclusion, a comparison is made of selected ECAs using selected indicators. There will be summary of results gained from analysis in the conclusion of the thesis.

Diploma thesis describes foundation and development of state support of international trade of the Czech Republic. First chapter is contributed to importance of international trade and reasons why states should support it. Second charter characterises system of international exchange during socialism and transformation to market economy. Third chapter, describing first half years 1990s, is devoted to institutions as EGAP, CzechInvest, Czech Centres and CzechTourism. Description and evaluation of above mentioned institutions is not limited by the year 1995. It is prolonged to nowadays for complexity of provided information and convenient orientation of reader. Foundation of Czech Export Bank in 1995 and of CzechTrade agency in 1997 are mentioned in fourth charter. The most recent stage of development being after 2000 year is described in charter number five.

The aim of the diploma thesis is to propose and evaluate the political and credit risks management associated with the export of medical equipment to countries outside the European Union, including the short and long term analysis of financing options. Alternative solutions are based on well-known approaches of state organizations, which are experienced with the issue and commercial solutions offered by London Market in cooperation with the London insurance market. The main output is comparison of the proposed solutions and evaluation of the optimal solution according to the established criteria by Czech exporter.

This paper aims to explore export potentials of Kyrgyzstan and proposes possible measures to increase it. Comparative factor endowment estimations show that export production of Kyrgyzstan is labor-intensive. Therefore, promotion of labor-intensive sectors of the economy is important for growth of the export. Thus, determination and promotion of relatively advantageous sectors of the economy are most important measures. In particularly promotion of textile and processing industries are characterized as significant among other sectors of the economy. Development of export potentials necessitates special state support and advisory agencies. Further acceleration of integration process with other Eurasian economies is expected to positively contribute to growth of the export. However, recent socio-political developments in Kyrgyzstan have shown that stability and provision with security are fundamental factors for development of export potentials.

Technological developments resulting from military expenditures increase competitiveness. This fact also increases exports based on military technology and foreign currency revenues. Indirectly, the increased competitiveness in the military sector contributes to the development of technologies that can be used in the civilian field after a while. It also contributes positively to the export revenues of the country by creating competitive power in the civilian sectors with the delayed effects of the superiority in the military field. Therefore, military expenditures, which are generally described as inefficient expenditures, are expected to both encourage innovation and, when used in civilian areas, stimulate, the high-tech exports. This study aims at investigating the relationships among military expenditures and inventiveness as a measure of efficiency of military expenditures, and high technology goods which are the reflection of efficiency in inventiveness. In the study covering 16 countries and the period of 1991-2018, panel regression estimates are made. As a result of the regression estimates, military expenditures seem to affect the patent positively, so findings support the first hypothesis. The effect of military expenditures on the medium and high technology goods exports is, contrary to the expectation, negative; which means the second hypothesis is not supported. This result might require studies covering much longer periods.

Nowadays, there are a sufficient number of different web-based conference support systems. Many of them are provided as services both commercial and free. These systems implement various functions that are aimed at supporting the full life cycle of the conference. However, these systems do not implement the possibility of preparing metadata of conference proceedings for export to external information resources, which does not allow solving the problem of rapid dissemination of research results. The article proposes an approach to the development of conference information support services based on an integrated approach with the implementation of the function of generating metadata of conference proceedings for subsequent export to external information resources that do not support automated metadata exchange. We have presented a functional scheme of interaction of the main elements of the complex information space of the scientific conference "Internet and Modern Society". The necessity of further development of this space is substantiated.

The key challenge for young firms in export markets is to find the market opportunity and to develop an appropriate value proposition. The aim of this study is to identify the specific marketing capabilities that support the process of internationalization in young firms and to develop the model that links marketing capabilities to the export performance. The research model was tested within young exporting firm sample in Latvia. Quantitative data was analysed using factor analysis and structural equation modelling with PLS-SEM. This study identifies a unique set of marketing capabilities that enhance the export performance. Strategic marketing capabilities that have a positive effect on export performance are 1) customer engagement (the largest effect), 2) partner linking, 3) market sensing, 4) new product development and 5) strategic creativity capabilities. Firms need to develop cultural marketing capabilities - agility, proactivity, adaptiveness and openness to experiments in the export marketing process. This type of behaviour, particularly proactivity and openness to experiments, has a positive effect on export results and enhances the level of strategic marketing capabilities. The research model can be used by export firm managers and owners to improve the export performance and by government export promotion program leaders to develop and substantiate support tools and activities.

The article is devoted to export promotion measures investigation. The most popular measures of export promotion are identified on the basis of exporters’ opinion analysis. They are: industrial fairs participation, providing with market information and financial support. On the basis of international practice analysis the conclusion was made that the structure of popular measures in the region is not quite adequate to contemporary trends. Also main export promotion targets are evaluated.

Empirical analyses that rely on micro-level panel data have found that exporters are generally less pollutant than non-exporters. While alternative explanations have been proposed, firm level data has not been used to examine the role of destination markets behind the relationship between exports and pollution. In this paper we argue that because consumers in high-income countries have higher valuations for clean environments than consumers in developing countries, exporters targeting high-income countries are more likely to improve their environmental outcomes than exporters targeting destinations where valuations for the environment are not high. Using a panel of firm-level data from Chile we find support to this hypothesis. A 10 percentage point increase in the share of exports to high-income countries is associated with a reduction in CO2 pollution intensity of about 16%. The results have important implications for firms in developing countries aiming to target high-income markets.

As the world economy rapidly decarbonises to meet global climate goals, the export credit sector must keep pace. Countries representing over two-thirds of global GDP have now set net zero targets, as have hundreds of private financial institutions. Public and private initiatives are now working to develop new standards and methodologies for shifting investment portfolios to decarbonisation pathways based on science. However, export credit agencies (ECAs) are only at the beginning stages of this seismic transformation. On the one hand, the net zero transition creates risks to existing business models and clients for the many ECAs, while on the other, it creates a significant opportunity for ECAs to refocus their support to help countries and trade partners meet their climate targets. ECAs can best take advantage of this transition, and minimise its risks, by setting net zero targets and adopting credible plans to decarbonise their portfolios. Collaboration across the sector can be a powerful tool for advancing this goal.

Blackberry production has been common for decades in Ecuador''s inter-Andean valleys, but a fresh or processed export industry has not emerged despite export successes experienced in neighboring countries. This case study examines the potential for expansion of blackberry export market and identifies several key barriers: low volume of production for export, phytosanitary and other obstacles constraining production at scale, lack of support services from the public sector, and lack of an organizational presence for producers seeking alternative markets. While production of blackberry is relatively high, and markets and an export window exist, Ecuadors industry needs vision and leadership for a viable export industry to emerge.

The LBG OIS Center established a new Patient and Public Involvement and Engagement (PPIE) Implementation program aiming at ‘active involving’ public members in research across different phases of the research cycle – from setting the agenda to disseminating results – and its governance. The program offers funding and facilitation of these PPIE activities. The first PPIE pilot call was launched in Autumn 2020. It supports researchers in Austria with up to EUR 60.000 in order to implement their PPIE activities. In addition, the program offers support in the form of consultation, training, knowledge exchange and networking opportunities. One important characteristic of the selection process is the composition of the expert panel, bringing together transdisciplinary expertise from different areas (scientific experts, patients, and students). The expert panel recommended 11 out of 25 PPIE projects for funding (success rate 44%). 45% of the applicants participated in the support offers prior to the call and 52% in the continuing support offer after the call had been closed. Based on our online surveys, overall, participants were very satisfied with the support offers. Learnings of the first call address the eligibility of applicants. In the selection meeting, we found that different understandings of ‘active involvement’ were negotiated among experts. However, this was not a problem due to the open and collaborative atmosphere and mutual learning opportunity for experts. The panel suggested opening the call to non-research bodies, which indicates small changes in the application format – e.g. video and text-based applications in German and English. Despite of small adaptions in the second PPIE Pilot Call 2021, it seems that the funding instrument was appropriate and reflects a low-threshold offering for researchers introducing public involvement activities in their work.
