A combination of pharmaceutical and non-pharmaceutical interventions as well as social restrictions has been recommended to prevent the spread of coronavirus disease 2019 (COVID-19). Therefore, social contact surveys play an essential role as the basis for more effective measures. This study attempts to explore the fundamental basis of the expansion of COVID-19. Temporal bidirectional causalities between the numbers of newly confirmed COVID-19 cases (NCCC) and individual mobilisations with consumption motives across prefecture borders in three metropolitan regions in Japan were analysed using vector autoregression models. Mobilisation with consumption in pubs from Kanto to Tokai contributed to the spread of COVID-19 in both regions. Meanwhile, causal mobilisation with consumption motives in Kansai also contributed to the expansion of COVID-19; however, the pattern was dependent on the industrial characteristics of each prefecture in Kansai. Furthermore, the number of pub visitors in Kanto immediately decreased when NCCC increased in Kanto. In contrast, the causal mobilisations for the expansion of COVID-19 in the Tokai and Kansai regions were unaffected by the increasing NCCC. These findings partially proved the validity of the conventional governmental measures to suppress pub visitors across prefectural borders. Nevertheless, the individual causal mobilisations with consumption motives that contributed to the increasing COVID-19 cases are not identical nationwide, and thus, regional characteristics should be considered when devising preventive strategies.

Taking one of the poorest neighbourhoods in Barcelona as a paradigmatic case, the aim of this paper is to explore the ways in which contestation organised by sublocal grassroots movements in the context of the current urban crisis operates, both in terms of content and form of protest. Our thesis is that resident mobilisation in the neighbourhood of Ciutat Meridiana is expressive of a new cycle of (urban) social mobilisations in Spanish cities. In such mobilisations, more or less spontaneous initiatives which emerged to counteract the effects of the crisis at the community level are simultaneously serving as platforms for reciprocity and political contestation. Establishing a dialogue with the literature on social innovation, in this paper we claim that these micro-local urban practices are linked to broader social movements and thus play a fundamental role in the political empowerment of citizens living in highly segregated and vulnerable urban areas.

AbstractThe construction of highways leads to several environmental and landscape impacts, including the fragmentation of natural habitats for many animal species. Highway projects are therefore generally accompanied by mobilisations from the inhabitants of the areas concerned and environmental associations. This work aims to model the potential impacts of a highway project in France on ecological networks and to study the reception of the results by the opponents of this project. We have adopted a three-step approach. First, a land-cover map of the study area was produced at a fine scale of 10 m resolution. Second, we developed a multi-species approach by defining fifteen species groups representative of different habitats of our study area. Third, the design of landscape graphs and the resulting calculation of connectivity metrics allowed mapping the impact of the highway on multi-species ecological connectivity. Reflexive feedback from comments on these results by the public during a mobilisation day against the highway project allows assessment of the relevance of such a modelling approach in this context.

In this short article, I reflect on the last 50 years of environmental mobilisations in Europe and ask why democracy is important for contemporary climate action. Although the current wave of climate protests seems to share many characteristics with its 1970s predecessors, there is also a sense that contemporary movements and campaigns present a new quality in the long history of combating global warming. Are there any lessons that can be drawn from the history of environmentalism that can help us understand the current condition of climate action? I hope that by putting the environmental movement in a historical perspective, we can gain an insight into the factors that play a decisive role in effecting socio-ecological change.

The present era of biological annihilation lends significant urgency to the need to radically reconfigure human-animal-nature relations along more ethical lines and sustainable trajectories. This article engages with largely post-humanist scholarship to offer up an in-depth qualitative analysis of a set of semi-structured interviews, conducted in August 2017-2018 with 26 radical environmental activists (REAs) from a variety of movements. These activists are posited as contemporary manifestations of the 'post-anthropocentric paradigm shifts' that challenge traditional notions of human separateness from - and superiority to - the nonhuman world. However, despite being broadly categorised as post-humanist or post-anthropocentric in their efforts to deconstruct hierarchical and dualistic constructions of the human-animal-nature relationship, considerable variations abound in terms of who and what REAs value and on what basis. The article concludes with a brief discussion of the nature of REAs' post-anthropocentric sensibilities and mobilisations, and considers implications for the development of more ethical modes of human-animal-nature relationality that value and respect the irreducible alterity of nonhuman others.

The transition from fast spontaneous urbanisation in southern Europe, with popular squatting as a form of civil disobedience, to ‘new social movements’ (NSMs) for democratic globalisation in cities, is taking place in the context of a broader transition. In the 20th century, there were unstable politics, civil wars and also still dictatorships in the south, which contributed in a north—south divide in Europe, engulfing civil societies, the welfare state, planning and grassroots mobilisations for a ‘right to the city’. This paper focuses on social transformation during the 21st century and points to three directions. First, it explores the nature of several NSMs as urban social movements (USMs) organised by loosely networked cosmopolitan collectivities, social centres and flâneur activists demanding a ‘right to the city’, and interprets this with reference to globalisation, democratisation and the Europeanisation of southern civil societies. Secondly, it unveils innovative forms of ‘urban’ mobilisations in the south, influencing the rest of the Europe: squatting in the past, social centres and the ESF (both starting in Italy) at present. Thirdly, it traces transformations of USMs between two centuries and argues about the deconstruction of the north—south divide in Europe with regard to movements and definitions of the ‘right to the city’. Mediterranean USMs have offered new insights and have broadened geographical imaginations in Europe.

The acquisition of geophysical data, in particular conventional marine seismic, in areas of shallow water (<20 m) has always been challenging in terms of cost, quality and permitting. A heightened sensitivity about the possible environmental impact of conventional marine seismic has made achieving environmental approval of marine seismic activity in water depths up to 60 m challenging in Australia. In this paper, a suggestion is made to re-frame permit work programs around in-permit mobilisations where impact to the exploration assessment is maximised, and environmental disturbance is minimised. This approach will be illustrated through a discussion of (1) recent approved Australian environmental plans and water depth issues and a good practice approach to permitting of shallow water seismic acquisition using the Zenaide 3D and Bethany 3D as examples, and (2) alternatives to conventional marine seismic acquisition, including an articulation of the technical strengths and weaknesses alongside a consideration of alternative approaches from an environmental, work program and regulatory point of view.

Faced with an environmental crisis that threatens the survival of humanity, contemporary Western societies need to invent new ways of living on Earth. According to Nathalie Blanc, art and literature, and the research associated with them, have a role to play in this area: because they enable us to develop new imaginaries, they help to establish new relationships between nature and culture. Nathalie Blanc is a geographer, director of research at the CNRS, and director of the Centre des Politiques de la Terre (Université Paris Cité / Sciences Po), which she co-founded in 2019. Her work focuses on nature in the city, and more specifically on the cultural dimension of relations with nature at the heart of local policy projects. After the 2007-8 financial crisis, movements - and later parties - which brought 'the people' to the forefront began to dominate the European political scene. These mobilisations brought electoral success for left parties, translating the energies of the movements to the electoral level. Although many people saw Corbynism as a similar political phenomenon, in the UK it was the Brexit campaign that was most successful in constructing a mass popular subjectivity. This article discusses the failure of the anti-austerity mobilisations in Britain to create a transversal popular subjectivity, as happened in Spain and Greece; and it looks at Corbynism within the context of the popular left moment after 2007-8. In particular, it argues that, although the party under Corbyn's leadership did try to absorb the anti-austerity energy, and ultimately to present it in a manifesto that could bring electoral victory, it did not succeed in this attempt. This was partly because the British anti-austerity movements had not had the same social extent as the movements of the squares in Greece and Spain; partly because the Labour Party has very rarely seen itself, or behaved as, a populist party; and partly because Corbynism did not manage to deal with the challenge of Brexit. But there are also factors outside of the control of the leadership of the party, including the interplay between Corbynism and the Conservatives; the relationship between Corbynism and Momentum; and the nature of the discourses in circulation during this period.

Contemporary discussions on environment emphasise the use and abuse of the environment in multiple ways and means. The collective mobilisations around environmental alteration, degradation and destruction signal the crises in the material bases of life based at the intersections of caste, class and gender. This process, it is argued, has begun on an unprecedented scale since the neoliberal turn in India. There is an emerging and significant process of appropriation of land and natural resources to help the ‘growth’ story. Marginalised groups and local communities are being sidelined from access and control of resources, whether it is land, water, forest or urban commons. There are increasing instances of land appropriation for the so-called ‘environmental’ ends. However, it involves new forms of valuation, commodification and markets for different aspects of nature being built across a range of actors and alliances, such as venture capitalists, traders and consultants, ecotourism companies, green activists and consumers who seem to have common interests. Hence, the attempt would be to unravel the underlying power relations that are hidden in the present discourse of ecological sustainability.

Current research on climate change adaptation in cities highlights the role of local governments in facilitating adaptation actions, but rarely assesses whether (and if so, how) local communities organise around emerging climate priorities to affect political change. This paper explores changing state–society relationships through the reconstitution of community collectives and advocacy organisations for advancing climate change adaptation in the Indian city of Indore. The paper shows that communities are indeed recognising the need for adaptation but are, at the same time, integrating adaptation actions with existing strategies for advocating development rights. Communities are also rebuilding alliances between municipal and local institutions for public service and infrastructure provision, which point to the centrality of community politics in urban climate adaptation processes. However, such mobilisations are often dependent on existing political networks and a legacy of advocacy around poverty alleviation needs, which sideline more transformative agendas around inclusiveness, equity, and resilient urban futures.

This article argues that efforts by international donors, in particular the EU, to build the capacity of environmental NGOs in Bosnia-Herzegovina has less to do with fostering democratic stability and civil society, and more to do with establishing a new epistemic community. Among critics, the technocratic, apolitical and rather benign term ‘capacity building’ has become code for the transformation and undermining of ‘local’ knowledge, the disregard for existing ‘capacities’, the construction of new networks of experts and the importation of rationalities based on West European discourses and constructions of ecological risk, sustainable development and policy responses. Not surprisingly, the weaker the post-socialist state – legacies of ethnic conflict, the severity of economic collapse – the greater the extent to which capacity-building assistance seeks to transform policy communities, actors and networks. From the perspective of environmental mobilisations in Bosnia-Herzegovina, it is argued that the limitations of environmental capacity-building assistance are due in large part to the failure of donors to distinguish between different ‘capacities’, and their insistence on prioritising the development of project grant expertise and organisational management know-how over and above other developmental needs. The article illustrates the extent to which environmental movement organisations either require very basic developmental assistance or need more bespoke support that will enable them to engage effectively in political and legal contestation with the state. The article concludes that while aspects of environmental capacity-building assistance are clearly having a positive impact, the rigidity of donor aid and the framework of project grants as the mechanism for delivering assistance are limiting the impact to a narrow elite of organisations, of which some are neither non-governmental nor linked to indigenous local environmental networks within civil society.

Sustainability-oriented innovation (SOI) is particular type of innovation that is not only economically oriented, but also environmental- and social benefits-oriented. SOI is now being widely discussed due to the increasing environmental and social problems that accompany various innovations around the world. In this paper we conducted a systematic review of empirical literature regarding SOI in the Asia Pacific region, which were discussed through network perspectives. For network perspectives, researchers focused on process view to explain how SOI is mobilised and practised throughout different social, institutional, and political contexts. We chose the Asia Pacific as the context because the region is the most dynamic part of the global economy, with ASEAN being the prominent parts of it. In conducting the review, we used the Tranfield, Denyer, & Smart's protocol (2003) to ensure its rigorousness. The search focused on the academic database of Scopus with specific inclusion and exclusion criteria. The results show that SOI has been rapidly developing into practices in countries in the Asia Pacific, not only in profit sectors, but also in non-profit sectors such as government and community. Our review emphasised that actor-network theory (ANT) emerged as the currently most adopted framework to explain the dynamics process of SOI mobilisations and practices in the Asia Pacific region. ANT frameworks contribute to defining the structure of SOI networks as well as identifying social, institutional, and political challenges of SOI implementation. Regionally, the focus of the study so far is in North America (US and Canada), while studies in ASEAN are still very limited.

Recent outbreaks of culture war have posed questions about how to respond to them politically and analytically. In this conversation we explore the ways in which culture war strategies aim to create new articulations of politics, culture and power. They do so as part of an ongoing effort to create narratives that construct and solidify political blocs and produce popular consent. We reflect on the problems such strategies cause for Labour – and for the left more generally. These are recurrent problems, reflecting a long–running distinction between 'real' politics and the ephemeral distractions of 'identity politics' and the 'merely cultural'. We suggest that this restrictive view of what constitutes 'real' politics tends to ignore the left's roots in cooperative, associational, mutual and internationalist forms of politics, perhaps for fear of being branded as 'socialist', while marginalising or refusing a diverse array of social movements and their struggles for rights and redistribution. In contrast, we argue for the importance of recognising and contesting the field of culture as a site of politics and political mobilisations, highlighting the value of building a view of how culture, politics and power are entangled. As Stuart Hall argued, a progressive politics involves crafting an identity in which we can recognise ourselves as a collective political force.

Purpose – The purpose of this paper is to highlight the environmental behaviour of the Algerian firms, on the one hand, and, on the other hand, showing how the involvement of stakeholders may change this behaviour. Design/methodology/approach – In order to set the environmental quality management (EQM), the paper has first been inspired by a mobilisation grid which has allowed the authors to evaluate the degree of dialogue between the stakeholders and the SONATRACH Group which constitutes the case study. Then, the various interviews held at the six sites of this group have allowed to determine the percentage rate of the stakeholders’ mobilisation. Findings – The suggested approach highlights two field studies. First, the aim was to check the mobilisation of the stakeholders of the SONATRACH Group. Then, in order to confirm the importance of mobilising the stakeholders for a better environmental integration, the authors had to evaluate the EQM by measuring the response rate of these stakeholders in percentages. Research limitations/implications – The contribution makes it possible to emphasise the contribution of stakeholder theory in environmental construction based on the mobilisation of stakeholders. Practical implications – In Algeria, some production sites are ranked as polluting. For this research work, the paper has chosen the sites of the SONATRACH multinational. Being conscious of the importance of integrating the environmental dimension, the group has carried out real changes by involving all stakeholders. Originality/value – The objective of this paper is to show the importance of mobilising the stakeholders who play a role in resolving economic and/or environmental issues to help the Algerian firms improve their environmental situation.

In areas contaminated by potentially toxic elements (PTEs), knowledge of processes of metal mobilisation is the basis for the choice of appropriate remediation methodologies. The mobilisation of metals is a function of several factors, and the response to these factors must be well known during the planning of remediation strategies. The activity of an ore metallurgical plant in South-East Brazil resulted in major contamination by several heavy metals. Reversing the contamination’s negative impact required geochemical assessment of the area, including the physicochemical characterisation, quantification, and delimitation of PTEs, and the rating of the solubilisation/mobilisation capacity of these elements. The definition of spatial patterns for PTEs’ distribution allowed the construction of contamination risk maps which work as a tool for the mitigation and control of the contamination plume. The chemical analysis of interstitial water and selective and sequential extraction methodologies showed that elements that occur in the environment in critical concentrations (Zn, Cd, Pb, As) are mostly associated with easily mobilised forms (soluble, exchangeable cations, associated with Mn oxides). Given the great mobility of the contamination plume, any process of removal of contaminated material becomes unfeasible, thus the strategy of remediation for the stream and associated alluvial deposits must be based on methods of in situ decontamination.

In recent years the number of environmental protests in Russian regions has been on the rise, despite the shrinking political opportunity structure. In the Bashkortostan republic, the Bashkir Soda Company's (BSC) decision to develop the Kushtau Hill for soda ash provoked an environmental campaign to save the mountain. The Kushtau Hill movement succeeded, despite the highly repressive response from regional government and its tight patrimonial link to the BSC - two conditions identified in the literature as unfavorable to protesters. How is environmental discontent successfully mobilised under a repressive government and embedded extractive practices? Drawing on semi-structured interviews with activists, I trace two interlinked pathways to successful mobilisation. The first one testifies to the role played by national organisations in sustaining environmental collective action. Under a shrinking opportunity structure for formal ENGOs, the Bashkir national organisation “Bashkort” provided the emerging movement with its experience of informal organisation. Its leadership successfully linked ethnic grievances to environmental mobilisation byclaiming the Bashkirs' special relation to the mountain. However, ethnic and neighbour ties did not prevent a repressive response from the regional government due to a limited scale of the mobilisation. The second story deals with framing processes that expand the scope of potential supporters beyond particularistic ties. Protesters highlighted the perceived costs of neopatrimonialism to justify their demands. This framing put the republic head as a scapegoat who secured interests of the federal centre and BSC, compromising the residents' ecological well-being. Therefore, Kushtau Hill activists attracted new members, not putting themselves into danger of being perceived as extremists that targeted a regime-dimension.

E-petitioning is a useful object of study for observing the potential emergence of a new relationship to politics and new forms of political participation. Access to a database, such as that found on the website lapetition.be, allows us to focus on the reality of the signatories’ behaviour rather than on their declarations. We explore the crucial role of local anchoring in the effectiveness of e-petitions as a tool for mobilization within the context of environmental issues. Our research presents a comprehensive case study conducted in France and Belgium, analyzing the dynamics and outcomes of e-petitions focused on environmental concerns. We examine the impact of local engagement, considering geographical, social, and cultural factors that influence the success and effectiveness of online mobilization efforts. Our results highlight the benefits of localized engagement in mobilizing citizens and fostering collective action by examining specific case studies in France and Belgium. We also delve into the mechanisms and processes through which e-petitions can trigger mobilization, ranging from social network effects to emotional resonance and issue salience. Last, we analyze how e-petitions can effectively serve as a catalyst for change in environmental policy and promote sustainable practices.

PurposeThe Early Life Exposure in Mexico to ENvironmental Toxicants (ELEMENT) Project is a mother–child pregnancy and birth cohort originally initiated in the mid-1990s to explore: (1) whether enhanced mobilisation of lead from maternal bone stores during pregnancy poses a risk to fetal and subsequent offspring neurodevelopment; and (2) whether maternal calcium supplementation during pregnancy and lactation can suppress bone lead mobilisation and mitigate the adverse effects of lead exposure on offspring health and development. Through utilisation of carefully archived biospecimens to measure other prenatal exposures, banking of DNA and rigorous measurement of a diverse array of outcomes, ELEMENT has since evolved into a major resource for research on early life exposures and developmental outcomes.Participantsn=1643 mother–child pairs sequentially recruited (between 1994 and 2003) during pregnancy or at delivery from maternity hospitals in Mexico City, Mexico.Findings to dateMaternal bone (eg, patella, tibia) is an endogenous source for fetal lead exposure due to mobilisation of stored lead into circulation during pregnancy and lactation, leading to increased risk of miscarriage, low birth weight and smaller head circumference, and transfer of lead into breastmilk. Daily supplementation with 1200 mg of elemental calcium during pregnancy and lactation reduces lead resorption from maternal bone and thereby, levels of circulating lead. Beyond perinatal outcomes, early life exposure to lead is associated with neurocognitive deficits, behavioural disorders, higher blood pressure and lower weight in offspring during childhood. Some of these relationships were modified by dietary factors; genetic polymorphisms specific for iron, folate and lipid metabolism; and timing of exposure. Research has also expanded to include findings published on other toxicants such as those associated with personal care products and plastics (eg, phthalates, bisphenol A), other metals (eg, mercury, manganese, cadmium), pesticides (organophosphates) and fluoride; other biomarkers (eg, toxicant levels in plasma, hair and teeth); other outcomes (eg, sexual maturation, metabolic syndrome, dental caries); and identification of novel mechanisms via epigenetic and metabolomics profiling.Future plansAs the ELEMENT mothers and children age, we plan to (1) continue studying the long-term consequences of toxicant exposure during the perinatal period on adolescent and young adult outcomes as well as outcomes related to the original ELEMENT mothers, such as their metabolic and bone health during perimenopause; and (2) follow the third generation of participants (children of the children) to study intergenerational effects of in utero exposures.Trial registration numberNCT00558623.
