In September 1996, when I was nearing the end of my sixth year as a Justice Department environmental crimes prosecutor, one of my colleagues sent me an email that there was a “good-sounding RCRA [Resource Conservation and Recovery Act] knowing endangerment case developing in Idaho.” A twenty-year-old man named Scott Dominguez had collapsed inside a storage tank at an Idaho fertilizer manufacturing facility called Evergreen Resources. Mr. Dominguez could not be rescued for nearly an hour, because firefighters who responded to the scene did not know what was in the tank and what safety precautions they needed to take before entering the tank. The owner, Allan Elias, insisted that there was nothing in the tank that could hurt anyone, but later investigation would reveal that Elias had used the tank to conduct a cyanide-leaching operation at another facility he owned. By the time Dominguez was rushed to an area hospital, he had suffered permanent brain damage from cyanide poisoning. There was enough cyanide remaining in the tank to kill tens of thousands of people, based on total cyanide levels.

Resumo:
This article highlights the juncture between environmental health and health promotion and underscores the need for health promotion involvement in environmental health practice. It begins with a synopsis of current issues in environmental public health and deficiencies in environmental public health practice that could be partly ameliorated by an increased focus on environmental health promotion. Environmental health promotion lies at the intersection between the two disciplines and can be defined as any planned process employing comprehensive health promotion approaches to assess, correct, control, and prevent those factors in the environment that can potentially harm the health and quality of life of present and future generations. An introduction is also provided to the six articles contained in this special issue focused on environmental health promotion, and a brief discussion of crosscutting themes and issues is presented.

In most countries of the world, realizing the sustainable development concept has caused a lively discussion in the scientific environment regarding the mutual influence of the economic growth and the environmental health. Is the economic growth even possible without environmental damage? The answer is still unknown. Research studies both confirm and refute this interaction. The U-shaped curve (Environmental Kuznets Curve) hypothesis is the most popular in this regard. Scientists from different countries analyze the impact of the economic climate on the environmental health taking the hypothesis into account. At the same time, these studies use gross national income as a base indicator, which reflects only the economic dimension of the research, but does not consider the depletion of natural capital on the path of economic growth. The purpose of this study is to identify the factors that have the most significant impact on the adjusted net savings in Ukraine and a number of selected countries, and also take into account the agrarian sector development, which is important in terms of substantiation of the expediency of a significant increase in natural agricultural production in the Ukrainian agrarian sector. The paper presents the results of constructing a model based on World Bank data for the period from 2009 to 2017, for Ukraine and 13 other countries that are neighbors of Ukraine and belong to the lower middle-income group. From the list of indicators provided by the World Bank to characterize the state of the environment in the world, 13 indicators are chosen that most fully characterize the situation in the selected countries. Based on the analysis of the panel data formed, the result is that agricultural land (% of land area), energy use per capita (kg oil equivalent), and agricultural productivity (value added per worker) have the most significant impact on the adjusted net savings. With that, the first two indicators show a positive impact, while the third one has a negative impact, indicating that the increase in productivity in the agrarian sector of the economy results in the environmental deterioration. All this allows us to conclude about the necessity to introduce natural agroproduction technologies in order to improve the environment, especially considering the fact that in Ukraine, the share of the agrarian sector in GDP increases every year.

Because of widespread public and governmental concern about the health effects of environmental hazards and exposure in recent years, and the increasing incidence of environmentally induced diseases, it is important that primary care nurse practitioners possess the knowledge and skills to effectively address environmental health as a component of their practice. A mailed questionnaire survey of 187 United States' nurse practitioner (NP) programs was conducted, with a response rate of 64%, to determine: 1) current and ideal emphasis on environmental health, 2)faculty preparation for teaching environmental health, 3) environmental health competencies expected of graduates, 4) didactic and clinical contact hours devoted to environmental health, and 5) barriers and incentives to greater emphasis on environmental health. Findings reveal that more than two thirds of NP program directors believe there should be greater emphasis on environmental health in their programs, but expressed concerns about overcrowded curricula and lack of faculty preparation as barriers to change. Competencies with the highest mean ratings included understanding the relationship between environmental hazards and human health, accessing information resources related to environmental hazards and health, and counseling clients about how they can reduce risks associated with environmental hazards. The two factors identified as most likely to increase the emphasis on environmental health in NP programs were having nurse faculty with expertise and being able to access information resources related to environmental health. Currently, insufficient attention is given to environmental health in NP education programs.
