The primary challenge in project management is to achieve all of the defined project goals and objectives while adhering to typical constraints which are usually scope, quality, time, and budget. Often, the basic flaw in project planning and design is the complete neglect or minimal consideration of environmental and social costs and dependence only on economic analysis for project preparation and investment. A failure to understand and internalize adverse or negative impacts on environment during project preparation could lead to several undesirable consequences, which may ultimately jeopardize the very objectives of growth and development for which the project was proposed. In this paper, the author stresses upon the need for environmental management for successful project completion and discusses the challenges of addressing the key environmental issues. Environmental management is not just about the ‘trees and bees’ but also about health, safety, profits, quality assurance, reduced risks to reputation, and increased global competitiveness, states the author. Overall, it is about efficiency and reducing environmental and legal liabilities. It is argued that sound environment management reduces the unforeseen obstacles and bottlenecks that may otherwise hamper the delivery of project objectives while helping to improve the environmental performance of project operations. The key environmental issues resulting from agricultural, mining, manufacturing, and urban operations include: severe degradation of air quality due to industrial and vehicular pollution contamination of land and water resources due to pesticides, fertilizers, and dumping of hazardous wastes depletion of raw material reserves contamination of surface and ground water sources due to discharge of sewage and industrial effluents deforestation. Environmental impact assessment (EIA) study is suggested as a tool for formulating an environment management plan. EIA should, however, not be treated just as a tool for regulatory compliance but as an instrument for improving project management per se with proper expertise, time, and budget allocations made for the purpose. In environmental management, the moot question is: How to get started? The author's advice is to start small and simple and gradually turn them into action plans for a worksite and subsequently up-scale them for the entire company. It is ultimately the actions taken at personal or community level or as a project manager that matters the most when it comes to environmental sustainability. Policies and plans merely show the way. It is becoming increasingly important to make environmental management an economic driver that would serve to minimize environmental damages and promote resource efficiency and cost savings to businesses.

This research study aims to examine the effect of implementing environmental management accounting in increasing firm value in Tangerang Raya. This research uses a population of 2,579 manufacturing industrial companies in Banten province spread across Cilegon City, Serang Regency and City, Pandeglang City, Lebak City and Tangerang Raya. The samples were selected using predetermined criteria with quantitative methods. Based on the multiple linear regression testing that has been carried out, the following results are obtained: there is a significant positive effect between the material input aspect and the environmental complaint mechanism aspect on firm value. Furthermore, the results of non-output aspects of products and aspects of compliance have a significant negative effect on firm value. However, there are three aspects of the proxy for the application of environmental management accounting which consist of transportation aspects, other aspects, and supplier assessment aspects that have a positive and insignificant effect on firm value. Simultaneously, the effect of the application of environmental management accounting proxied through material input, environmental complaint mechanism, non-product output, compliance, transportation, supplier assessment and others have a significant effect on firm value.

The paper addresses the general issue of the progressive, worldwide increase in urban pollution against the background of policy, regulation and institutional development. It is evidenced that society as a whole has not learnt from early European experience but has followed the same route and realised the same problems as the phenomenon of urbanisation has spread round the world. Thus the pollution problems now experienced in, for example, Sao Paulo in Brazil are essentially the same as those experienced in Manchester in the UK 150 years ago and, interestingly, but disappointingly, the solutions are also seen to be essentially the same. Examination of the development of environmental policy at a national level shows this to be an approach developed in the 1970s and notes the need for the inclusion of environmental economics at regional, national and global levels if the true environmental costs of particular policies and actions are to be determined. On regulatory frameworks the paper considers the relative merits of various management approaches including that of the Environmental Quality Objective and the Uniform Emission Standard; methods of achieving public involvement to influence the performance of the appropriate organisations are considered in the section on Institutional frameworks.

This article discusses the features of the digital transformation of the following state functions: information support in the field of environmental protection, state accounting in the field of environmental protection, regulation in the field of environmental protection (in terms of the use of the best available technologies), state environmental supervision, and administration of fees for negative environmental impact (NVOS). It is proved that the data of the state register of objects of negative impact, formed as a result of the state accounting of objects that have a negative impact on the environment, the implementation of state environmental supervision, and the administration of fees for NWOS should become the basis for making environmentally significant decisions. To expand the scope of use of this information, it is proposed to ensure the interoperability of the state register data. In addition, the authors come to the conclusion that digitalization of technological rationing based on the best available technologies (hereinafter also BAT) is associated with the use of such technologies as data turnover regulation, experimental legal regimes (regulatory sandboxes) and assessment of the compliance of the applied technology with the best available technology. Moreover, when implementing state environmental supervision, inspections should be planned based on the hazard category of objects of negative impact and when conducting inspections, remote control methods should be used. It is also essential to introduce electronic test sheets for self-checking enterprises. Finally, the digitalization of calculating and collecting fees for NVOS should ensure the smooth functioning of calculating fees by the payer in digital format and control over the correctness of calculation and collection by the supervisory authority.

Purpose The purpose of this paper is to investigate to what extent the implementation of internal environmental management and voluntary environmental information is related to organisational change. Design/methodology/approach Organisational change literature provided a framework for the analysis of the materials which were collected through a mixed method. Data on internal environmental management were collected through a survey, while a quality disclosure index was used to assess the quality of the environmental voluntary disclosure. Interviews were used to enhance the quantitative results interpreted according to the four pathways proposed by Tilt (2006) and characterised by several levels of internal environmental management and voluntary disclosure. Findings The results indicated that companies implement more internal activities than external disclosure. Environmental planning and operational practices were the most important changes carried out. When environmental management accounting and environmental disclosure were also implemented, environmental aspects were more integrated within companies, thus revealing that a more structured integration of sustainability aspects within organisational values had taken place. The results underline the importance of primarily establishing a set of internal changes, driven by environmental planning, to promote organisational change. Research limitations/implications The study presents a larger empirical analysis of the organisational change pathways followed by companies, showing similarities and differences among the four pathways. The results underline the importance of both dimensions for studying organisational changes. The framework of Tilt has been enriched, considering a more precise explanation of the internal aspects and adding the concept of the quality of disclosure as proxy to assess organisational change. Originality/value Organisational change is investigated through an extensive analysis of internal and external aspects and collecting quantitative and qualitative evidence. The analysis complements previous sustainability accounting literature focussed on the analysis of internal environmental management and external disclosure.

At present, waste reduction or elimination has become a serious environmental concern for most countries and a priority for companies. Waste is not only an environmental problem but also an economic loss. A prerequisite for flourishing economic activity is the efficient management of waste and other resources. The recovery of waste resources has become an industrial reality due to technological innovations in the era of raw materials shortage. Sustainable materials management goes further than ecological waste management and focuses on the efficient use of available materials. The article aims to research the waste management process, shed light on the place of waste management in promoting the circular economy, and outline positive experiences in this area by highlighting the potential benefits and economic costs of applying these practices. That could serve as an incentive to accelerate efficient waste management processes in the Republic of Moldova. Waste management benefits the environment but also increases the number of companies and jobs. The presented article discusses waste management issues and shows some current issues related to them. The paper the authors wrote within the frame of the state project 20.80009.0807.22. - Developing a mechanism for the circular economy creation in the Republic of Moldova.

This work consists of two distinct and separate sections with differing aims and outcomes. Section A is the critical review, which provides a context for the published work presented in Section B. Section A, the critical review, summarises the current literature in the subject area of environmental aspects of river management and sets the research portfolio in context. The physical landscape has been increasingly influenced by a variety of economic and social changes in recent history. During these approximately 6,000 years, human impact on river systems has been substantial and widespread. The environmental changes, that have stressed river systems, have also damaged their value for both human use and environmental functions. Some of these stresses include changes in water quality and quantity, morphological modifications of the channel and/or floodplain, decline of native species and the introduction of alien species. This has led to changes in current river management philosophy, issues and techniques. Section n, the research portfolio of published work submitted as part of this thesis, focuses on the management of some aspects of environmental change within river systems, particularly problems relating to river rehabilitation and the introduction of invasive riparian plant species. Each published paper has its own individual abstract, summarising the key finding of the research. The research portfolio can be divided into three broad sections. The first section, the main published work, includes those papers approved by the University Research Committee as part of the Registration for the degree of PhD by Published Work in May 2000. These papers form the key part of the thesis. They are introduced in the critical review in the blue text boxes, in order of significance to the text discussed and not in chronological order. They are presented in full in the appendices (numbers as shown below) printed on light blue paper. The next section relates to additional relevant published work. These papers are also submitted as part of this thesis, but are considered to be secondary as a result of their date of publication, i.e. prior to 1995. In order to distinguish these papers clearly from the key papers, they are introduced in the critical review in green text boxes and presented in full in the appendices (numbers as shown below), printed on light green paper. The candidate's approximate contribution and the nature of this contribution to each joint paper have been indicated as a percentage and are shown on the title page of each appendix. The third part is other supporting material and is referred to in the critical review through inclusion of orange-brown text boxes. Since these publications consist mainly of consultancy reports and edited books, they are NOT submitted as part of this thesis and are not presented in full in the appendices. If necessary, this material can be made available to the internal and/or external examiners before or during the viva.

Self-regulatory Code of Conduct has widely been adopted by international brands to manage CSR issues in apparel and footwear supply chain for the last 2 decades. Increasingly, more apparel and footwear brands started to expand CSR scope to include environmental management in their supply chain. However, only very few international brands have disclosed their efforts on environmental management in their supply chain. This study aims to find out how apparel and footwear brands implement environmental management in their supply chain. Furthermore, what motivates them to carry out environmental management, and lastly, what challenges the industry encounters in carrying out effective environmental management. Primary and secondary data research were carried out in this study. Primary research, in a form of self-administered survey, was conducted for 11 brands and 15 of their respective suppliers. Secondary research was conducted through desktop research to gather additional information from brands, NGOs, academic studies and news. The study revealed environmental management in apparel and footwear supply chain is becoming more important. However, most of the brands’ approaches on environmental management are loose (i.e. lack industry-wide sustainably environmental management strategy), and small in scope (i.e. first tier supplier only). It is suggested apparel and footwear brands should improve effectiveness of environmental management program in their supply chain, by applying different implementation strategies internally, with both brands’ and suppliers’ governments, suppliers as well as their stakeholders.

The MANIMEA $ rm ( underline{MA}nurial underline{NI}trogen underline{M}anagement{:} underline{E}nvironmental underline{A}spects)$ model is a one-dimensional dynamic model that simultaneously simulates nitrogen transformations (volatilization, net mineralization-immobilization, and denitrification), nitrogen transport (runoff and leaching), plant uptake, and adsorption in homogeneous, unsaturated soils. The simulated system is divided into two components: the applied manure layer and the soil. The model describes the transformation processes occurring in both components separately. It is also capable of accounting for both micro and macroporous flows. In addition, the simulation can be done for time steps shorter than 1 day.
The model was developed to be interactive and user-friendly and was constructed on a modular basis using Microsoft FORTRAN PowerStation$ sp circler$ as a compiler. It can be run on an IBM$ sp circler$ or IBM compatible microcomputer with a minimum requirement of a 386 microprocessor with 4 MB RAM. This model was developed as a nitrogen management-oriented model. However, it can also be used to gain further understanding of nitrogen processes for research and teaching purposes.
The accuracy of the stimulation was enhanced by taking into account moisture and temperature variation and distribution in the soil. The SWACROP and the HEAT programs were integrated into the MANIMEA model to generate transient moisture and temperature profiles, respectively. The Numerical Method Of Lines (NMOL) technique, which implements finite difference method, was used to numerically solve the partial differential equations in the model.
Generally, the results generated by the MANIMEA model using the parameters from literature agreed with the results obtained by analytical solutions and from experiments. It was found that the model is highly sensitive to the volatilization and net mineralization rate constants $(K sb{v}$ and $K sb{m}).$ The study showed that the MANIMEA model can be implemented to evaluate nitrogen transformations, transport, and plant uptake for a wide range of climatic and soil conditions and organic type of wastes. Such a tool can contribute to the protection of our environment through a better management of organic nitrogen fertilizer and a better understanding of the nitrogen processes.

The built environment contributes extensively to the overall environmental impact of society. An increasing number of tools have been developed worldwide for comprehensive environmental assessment and rating of buildings in order to make the building sector more sustainable. These tools are expected to drive and facilitate future environmental improvements and market transformation in the sector. This thesis explores different methodological aspects in tool development using experiences from two large Swedish projects, the EcoEffect and ByggaBo tools, which were developed with a high level of stakeholder participation in order to be of practical use in the building sector.   The methodological aspects explored and discussed here include an approach for systematic selection of assessment aspects (energy use, indoor air quality, etc.) in tools (Paper 3), and a systematic procedure for selecting practical indicators using theoretical (e.g. validity/environmental relevance) and practical (e.g. costs) criteria (Papers 2 and 3). An approach for simple communication of complex results is presented with examples from 26 multi-family buildings (Paper 4). This approach allows a building’s ‘environmental efficiency’ to be presented in one diagram, without weighting the two distinct assessment areas energy use and indoor environmental quality. Paper 5 discusses the contextual issue of internal use of environmental indicators in property management organisations through reviews of environmental performance evaluation and organisation theory literature and comparisons with actual case studies. The EcoEffect (Paper 1) and the ByggaBo tools are also compared and summarised.   The case studies of real buildings and experiences from the EcoEffect and ByggaBo projects allowed data collection, calculation procedures and different practical applications of such tools to be evaluated. Poor data availability sometimes limits assessments, and improved internal routines and database developments in the building sector would allow more reliable environmental assessments.   Reviews of numerous indicators in Paper 3 (and 2) and literature revealed that environmental relevance was not a key aspect when current environmental performance indicators and building rating tools were constructed. This thesis suggests that environmental relevance and systematic procedures be prioritised in order to provide robust and trustworthy tools for environmental assessment of buildings.  Recommendations, some of which are generally applicable to other environmental assessments, include selection of environmentally relevant indicators, systematic procedures for handling theoretical and practical considerations in tool development, aggregation and weighting methods, use of a life cycle perspective and inclusion of performance-based rather than feature-based indicators. Since it is likely that the information these tools provide will increasingly be used by authorities, building users, economic incentive providers such as banks, etc., the methodological developments suggested here to strengthen tool rigour are important for future tool development processes.
Utvecklingen av verktyg för miljöbedömning av byggnader är ett område som expanderat kraftigt sedan 1990-talets början. Den ökande medvetenheten om den byggda miljöns omfattande bidrag till samhällets miljöpåverkan i stort har spelat stor roll för denna utveckling. Verktygen förväntas ha en betydelsefull roll i att driva på och underlätta miljöförbättringar och omdaning av marknaden i bygg- och fastighetssektorn. Denna avhandling utforskar olika metodaspekter för verktygsutveckling och bygger på erfarenheterna från två stora svenska metodutvecklingsprojekt för miljöbedömning av byggnader, EcoEffect och ByggaBo:s miljöklassning av byggnader. Båda dessa verktyg togs fram i samarbete med ett stort antal representanter från bygg- och fastighetssektorn, då verktygen syftade till praktisk användning.   Ett antal metodaspekter utforskas och diskuteras i avhandlingen. I artikel 3 föreslås och testas ett angreppssätt för systematiskt urval av miljöaspekter som ska bedömas av ett verktyg och dessutom föreslås här och i artikel 2 ett systematiskt tillvägagångssätt för att välja indikatorer för praktiskt användning utifrån både teoretiska (t ex. validitet) och praktiska (t ex. kostnad) kriterier. Ett angreppssätt för att underlätta kommunikation av komplexa miljöbedömningsresultat presenteras genom exempel från 26 flerfamiljshus i artikel 4. Detta angreppssätt möjliggör att redovisa en byggnads ‘miljöeffektivitet’ i ett diagram utan att behöva vikta de två disparata miljöaspekterna energianvändning och innemiljö. Artikel 5 tar upp användning av miljöindikatorer för internt arbete i fastighetsförvaltande organisationer genom litteraturöversikter inom områdena utvärdering av miljöprestanda och organisationsteori samt genom jämförelser med praktiska fallstudier. Verktygen EcoEffect (artikel 1) och nuvarande version av ByggaBo:s miljöklassningssystem sammanfattas också och jämförs i avhandlingen.   Genom ett antal fallstudier av verkliga byggnader och erfarenheterna från EcoEffect- och ByggaBo-projekten utvärderas frågor som insamling av indata, beräkningsmetoder och olika praktiska tillämpningar i avhandlingen. Dålig tillgång på indata begränsar ibland möjligheterna att göra miljöbedömningar. Förbättrade interna rutiner samt utveckling av nya typer av databaser inom bygg- och fastighetssektorn kommer med största sannolikhet att underlätta miljöbedömningar i framtiden.   Granskning av ett stort antal miljöindikatorer i artikel 3 (och 2) och litteratur på området visade att när miljöindikatorer och miljöklassningsmetoder tagits fram, har miljörelevansen hos dessa sällan haft högsta prioritet. Ett övergripande mål för denna avhandling har därför varit att bidra med rekommendationer som kan stärka miljörelevansen och trovärdigheten hos liknande indikatorer och verktyg. Några av de angreppssätt som föreslås är tillämpliga mer generellt också för andra typer av miljöbedömningar; t ex. hur miljörelevanta miljöindikatorer kan väljas, hur både teoretiska och praktiska överväganden kan hanteras på ett systematiskt sätt vid liknande verktygsutveckling, angreppssätt för viktning och aggregering av resultat samt användning av ett livscykelperspektiv. Vid miljöbedömning av byggnader bör också funktionsbaserade indikatorer i första hand väljas snarare än sådana som baseras på specifika tekniska utföranden. En trolig utveckling är att nya typer av användare i större utsträckning kommer att efterfråga den information som miljöbedömningsverktyg för byggnader kan tillhandahålla. Det kan handla om t ex. myndigheter, husköpare och ekonomiska incitamentsgivare såsom banker. Av denna anledning är de frågor som rör metodutveckling och tas upp i avhandlingen, klart betydelsefulla för att stärka noggrannhet, robusthet och trovärdighet i framtida utveckling av miljöbedömningsverktyg för byggnader.

The decree was signed by the King on the 20th of July and subsequently published in the Official Journal on the 30th of August 2001. The new regulations entered into force on the first of September 2001. They replace the Royal Decree of the 28th of February 1963.

Management of institutional radioactive waste in Slovenia is one of the main processes in the management system of Agency for Radwaste Management (ARAO). The management system integrates the quality management system ISO 9001 and the environmental management system that was certified according to the standard ISO 14001:2004 in October 2007. The certificate represents a permanent commitment of ARAO to improve the environmental management system and implement environmental planning. Environmental planning includes and maintains environmental objectives and targets in all ARAO’s activities, especially in managing the institutional radioactive waste that can have potential environmental impacts and is considered as a risky activity from the public view point. We defined a general ARAO’s register of environmental aspects with seven main groups of aspects. Each aspect was evaluated according to its impacts with the help of multiple criteria and only the aspects evaluated as significant are dealt with in further environmental planning. Environmental planning was implemented in the process of managing of institutional radioactive waste. Our methodology for evaluating the significance of environmental aspects showed three significant aspects. Appropriate environmental objectives and targets were defined for these aspects in a way that they were measurable, if applicable, consistent with the ARAO’s environmental policy. It was assured that they provided adequate environmental protection measures and protection of human health, compliance with national legal requirements and international directives dealing with radioactive waste management and that the production of radioactive waste was minimized. The environmental planning is carried out annually, and each year we are looking for opportunities to minimize potential environmental impacts of our service. In this paper, ARAO’s experience with environmental planning and the realization of the objectives and targets that have already been achieved, implemented and integrated in the process of managing of institutional radioactive waste are presented. The results and the successful completion of environmental programs contribute to optimization of the management system and the quality of ARAO’s process performance. Implementation of environmental management system according to ISO 14001 increased the satisfaction of producers of institutional radioactive waste management that come from medicine, research and industry. It is also part of confidence building by our stakeholders.

In the last few years, there has been a significant increase in the demand for Uranium as historical inventories have been consumed and new reactor orders are being placed. Numerous mineralized properties around the world are being evaluated for Uranium recovery and new mining / milling projects are being evaluated and developed. Ore bodies which are considered uneconomical to mine by conventional methods such as tunneling or open pits, can be candidates for non-conventional recovery techniques, involving considerably less capital expenditure. Technologies such as Uranium in situ leaching in situ recovery (ISL / ISR), have enabled commercial scale mining and milling of relatively small ore pockets of lower grade, and may make a significant contribution to overall world wide uranium supplies over the next ten years. Commercial size solution mining production facilities have operated in the US since 1975. Solution mining involves the pumping of groundwater, fortified with oxidizing and complexing agents into an ore body, solubilizing the uranium in situ, and then pumping the solutions to the surface where they are fed to a processing plant. Processing involves ion exchange and may also include precipitation, drying or calcining and packaging operations depending on facility specifics. This paper presents an overview of the ISR process and the health physics monitoring programs developed at a number of commercial scale ISL / ISR Uranium recovery and production facillities as a result of the radiological character of these processes. Although many radiological aspects of the process are similar to that of conventional mills, conventional-type tailings as such are not generated. However, liquid and solid by product materials may be generated and impounded. The quantity and radiological character of these by products are related to facility specifics. Some special monitoring considerations are presented which are required due to the manner in which Radon gas is evolved in the process and the unique aspects of controlling solution flow patterns underground. An overview of the major aspects of the health physics and radiation protection programs that were developed at these facilities are discussed and contrasted to circumstances of the current generation and state of the art of Uranium ISR technologies and facilities.

Population growth, increasing prosperity and changing consumer habits globally are increasing demand for consumer electronics. Further to this, rapid changes in technology, falling prices, increased affordability and consumer appetite for new products have exacerbated e-waste management challenges and seen millions of tons of electronic devices become obsolete. This rapid literature review collates evidence from academic, policy focussed and grey literature on the technical aspects e-waste value chains. The report should be read in conjunction with two earlier reports on e-waste management1. E-waste is any electrical or electronic equipment, including all components, subassemblies and consumables, which are part of the equipment at the time the equipment becomes waste. The exact treatment of Waste from Electrical and Electronic Equipment (WEEE) can vary enormously according to the category of WEEE and technology that is used. Electrical and electronic items contain a wide variety of materials. As a result of this complex mix of product types and materials, some of which are hazardous (including arsenic, cadmium, lead and mercury and certain flame retardants) multiple approaches to WEEE are required, each with specific technical guidelines. This report is structured as follows: Section two provides an introduction to the technical aspects of e-waste management, including a reflection on the challenges and complexities of managing a range of product types involving a range of components and pollutants. Section three provides an annotated bibliography of key readings that discuss elements of the technical aspects of managing e-waste. This bibliography includes readings on national guidelines, training manuals and technical notes produced by the Basel convention and courses. WEEE recycling can be a complex and multifaced process. In order to manage e-waste effectively, the following must be in place Legislative and regulatory frameworks Waste Prevention and minimisation guidelines Identification of waste mechanisms Sampling, analysis and monitoring expertise Handling, collection, packaging, labelling, transportation and storage guidelines Environmentally sound disposal guidelines Management is further complicated by the speed of technological advance with technologies becoming redundant much sooner than initially planned. Case studies show that the average actual lifetimes of certain electronic products are at least 2.3 years shorter than either their designed or desired lifetimes.

This paper examines revenue and expenditure management in the People’s Republic of China (PRC) and recommends ways to cut risk and strengthen the resilience of the fiscal system. The paper outlines the PRC’s fiscal reforms and the impact of COVID-19. It notes the financing gap facing subnational governments that play a key role in providing public investment in infrastructure. The authors discuss the PRC’s need to adjust its focus on economic growth to tackle its fiscal imbalance, improve the sustainability of local government finances, and address inequality and environmental degradation. This paper is the first of two on key aspects of fiscal reform in the PRC.

In the past years, additive manufacturing (AM), also known as “3D printing,” has transitioned from rapid prototyping to making parts with potentially long service lives. Now AM provides the ability to have an almost fully digital chain from part design through manufacture and service. Web searches will reveal many statements that AM can help an organization in its pursuit of a “digital thread.” Equally, it is often stated that a digital thread may bring great benefits in improving designs, processes, materials, operations, and the ability to predict failure in a way that maximizes safety and minimizes cost and downtime. Now that the capability is emerging, a whole series of new questions begin to surface as well: •• What data should be stored, how will it be stored, and how much space will it require? •• What is the cost-to-benefit ratio of having a digital thread? •• Who owns the data and who can access and analyze it? •• How long will the data be stored and who will store it? •• How will the data remain readable and usable over the lifetime of a product? •• How much manipulation of disparate data is necessary for analysis without losing information? •• How will the data be secured, and its provenance validated? •• How does an enterprise accomplish configuration management of, and linkages between, data that may be distributed across multiple organizations? •• How do we determine what is “authoritative” in such an environment? These, along with many other questions, mark the combination of AM with a digital thread as an unsettled issue. As the seventh title in a series of SAE EDGE™ Research Reports on AM, this report discusses what the interplay between AM and a digital thread in the mobility industry would look like. This outlook includes the potential benefits and costs, the hurdles that need to be overcome for the combination to be useful, and how an organization can answer these questions to scope and benefit from the combination. This report, like the others in the series, is directed at a product team that is implementing AM. Unlike most of the other reports, putting the infrastructure in place, addressing the issues, and taking full advantage of the benefits will often fall outside of the purview of the product team and at the higher organizational, customer, and industry levels.

To reduce financial risk and N losses to the environment, fertilization methods are needed that improve NUE and increase the quality of wheat. In the literature, ample attention is given to grid-based and zone-based soil testing to determine the soil N available early in the growing season. Plus, information is available on in-season N topdressing applications as a means of improving GPC. However, the vast majority of research has focused on wheat that is grown under N limiting conditions in sub-humid regions and irrigated fields. Less attention has been given to wheat in dryland that is water limited. The objectives of this study were to: (1) determine accuracy in determining GPC of HRSW in Israel and SWWW in Oregon using on-combine optical sensors under field conditions; (2) develop a quantitative relationship between image spectral reflectance and effective crop physiological parameters; (3) develop an operational precision N management procedure that combines variable-rate N recommendations at planting as derived from maps of grain yield, GPC, and test weight; and at mid-season as derived from quantitative relationships, remote sensing, and the DSS; and (4) address the economic and technology-transfer aspects of producers’ needs. Results from the research suggest that optical sensing and the DSS can be used for estimating the N status of dryland wheat and deciding whether additional N is needed to improve GPC. Significant findings include: 1. In-line NIR reflectance spectroscopy can be used to rapidly and accurately (SEP <5.0 mg g⁻¹) measure GPC of a grain stream conveyed by an auger. 2. On-combine NIR spectroscopy can be used to accurately estimate (R² < 0.88) grain test weight across fields. 3. Precision N management based on N removal increases GPC, grain yield, and profitability in rainfed wheat. 4. Hyperspectral SI and partial least squares (PLS) models have excellent potential for estimation of biomass, and water and N contents of wheat. 5. A novel heading index can be used to monitor spike emergence of wheat with classification accuracy between 53 and 83%. 6. Index MCARI/MTVI2 promises to improve remote sensing of wheat N status where water- not soil N fertility, is the main driver of plant growth. Important features include: (a) computable from commercial aerospace imagery that include the red edge waveband, (b) sensitive to Chl and resistant to variation in crop biomass, and (c) accommodates variation in soil reflectance. Findings #1 and #2 above enable growers to further implement an efficient, low cost PNM approach using commercially available on-combine optical sensors. Finding #3 suggests that profit opportunities may exist from PNM based on information from on-combine sensing and aerospace remote sensing. Finding #4, with its emphasis on data retrieval and accuracy, enhances the potential usefulness of a DSS as a tool for field crop management. Finding #5 enables land managers to use a DSS to ascertain at mid-season whether a wheat crop should be harvested for grain or forage. Finding #6a expands potential commercial opportunities of MS imagery and thus has special importance to a majority of aerospace imaging firms specializing in the acquisition and utilization of these data. Finding #6b on index MCARI/MVTI2 has great potential to expand use of ground-based sensing and in-season N management to millions of hectares of land in semiarid environments where water- not N, is the main determinant of grain yield. Finding #6c demonstrates that MCARI/MTVI2 may alleviate the requirement of multiple N-rich reference strips to account for soil differences within farm fields. This simplicity will be less demanding of grower resources, promising substantially greater acceptance of sensing technologies for in-season N management.
