This paper assesses the juridical aspects of the right to vote for, and be elected as, employee representative in company bodies. The assessment is made in the light of the pending case Konrad Erzberger v TUI AG, C 566/15 before the Court of Justice of the European Union (CJEU). The case was referred to the CJEU by the Kammergericht Berlin (Germany) and it was lodged on 3 November 2015. In the case, two issues related to the provisions of the Treaty of Functioning of the European Union (TFEU) are addressed to the CJEU. One is if it is discrimination on grounds of nationality, another is if national legislation is incompatible with the provisions on freedom of movement for workers, when the national legislation does not permit inviting employees outside a country’s borders to vote or stand as a candidate for the employee representation in that company’s supervisory body. In this paper it is argued that national law in the case at issue is not incompatible with European Union (EU) law. Consequently, there is no discrimination on grounds of nationality, and there is no obstacle to free movement for workers. Instead, it is a matter of what law shall apply.

The macroeconomic environment has a significant impact on the economic performance of organisations, and therefore has a significant impact on the management of human resources and the need to manage them. The legal regulation of the labour market is carried out by the parliament, the government and local government bodies. All these legal regulators have a major impact on human resource management by setting the conditions of employment and dismissal, the rights of workers and employers. Employee organisations are involved in both the employer and the employee as the representative of the employee's interests. In this way they also have a direct influence on the management of the workforce in their organisations. Consequently, workers' organisations can also assert their rights in labour legislation, thus indirectly influencing labour management to a large extent. Our research is based on the identification of various documents, policies and written strategies. The aim of our analysis is to examine whether strategic human resource management is feasible without properly established processes and policies. Furthermore, we will study the benefits that the adoption of a written human resources strategy can bring to organisations.

The causes and results of the formation of excessive workflow in budgetary organizations are analyzed with the help of mathematical modeling. The model was built taking into account the opinion of the former head of the Ministry of Economic Development of the Russian Federation Maxim Oreshkin, according to whom excessive reporting consumes a huge amount of resources, and therefore can be generated with a hostile intent to create an obstacle to achieving national goals. The model is based on the following assumptions: An agent (an employee of a budgetary organization) cannot refuse to carry out the reporting burden. An official (an employee of a higher ranking organization or a representative of government bodies) has an uncontrolled and unlimited opportunity to demand that the controlled organization draw up documents in the form proposed by him and provide them within the specified time. The utility of the official increases with receipt of these documents. It is shown that under such conditions the official benefits by unlimitedly increasing labor intensity of the reporting burden imposed on the agent. As a result of an increase in the amount of unpaid effort spent by an agent on reporting, his activity, which is determined by the part of paid efforts that exceed their minimum volume, drops to zero. The activity of two officials is compared: one of them has no hostile intentions and simply increases his work’s utility, while the other pursues a hostile goal to paralyze the work of the controlled organization. It is shown that there is only a quantitative difference in the results of their activities: the threshold value of the complexity of tasks, the achievement or exceeding of which destroys the activity of the agent, is lower in the case of a hostile official. Three possible ways of limiting the activity of an official are discussed: taxing the controlling organization with a corrective tax, full compensation for the costs of the controlled organization, and legislative restriction of document flow.

This article describes the administrative status of the head of the enterprise as an official. It is determined that an official is an employee of state bodies, enterprises, institutions, organizations of various forms of ownership, whose activity, for the purpose of implementing management functions, has a power-administrative nature and is aimed at organizing and ensuring the efficiency of the work of other persons. Whereas managers are a type of officials who are empowered with administrative authority in relation to a certain formally-organized team headed by them, who carry out internal organizational management of it. Unlike other officials, the head of the enterprise is a line manager. The specificity of the position of the head of the enterprise as part of the management apparatus allows to determine the economic and information levers of management. in a broad sense, it is appropriate to refer to the administration as the management apparatus of the enterprise: the highest level - the head of the enterprise, his deputies, heads of structural subdivisions of the centralized management apparatus; secondary - managers of structural divisions of the enterprise (productions, workshops); lower - shift chiefs, foremen, foremen. All of them, by the nature of their powers, are officials who have the right to make and organize the implementation of decisions binding on other employees of the enterprise. In a narrow sense, the administration of the enterprise consists of first-level managers who perform only managerial functions, while second- and third-level managers also perform production and economic functions. It is emphasized that the specificity of the position of the head of the enterprise as a type of official is seen in the fact that he carries out power and administrative activities within the enterprise and, in accordance with the above-mentioned social roles performed by the main organizational link of the industrial and economic sphere, acts simultaneously in three guises: as a representative of a legal entity, representative of a collective of employees, head of administration. This testifies to the complexity of his activity, it makes it possible to consider that the head of the enterprise operates in three different "planes", which, although interconnected, have significant differences.

Jules Horowitz Reactor (JHR) irradiation test devices (so called ADELINE and MADISON) must undergo a periodic inspection every 40 months (French ESP(N) Regulation). The first step of inspection proposal was performed from October 2019 to March 2020 and concerns application of non-destructive methods for electron beam welds, while examining the possible methods and locations that could be utilized. This study has been performed in collaboration between VTT Technical Research Centre of Finland Ltd and French CEA with VTT employee secondment at CEA Cadarache. The initial conclusions of this work are the following: • Two inspection methods are likely needed. • Eddy current is likely suitable for surface examination while volumetric ultrasonic inspection can be used for tube bodies. • Inspection under-water in a storage pool (EPI) is likely the best option for location in the JHR. • Some automation and remote controls will be needed during the inspection process. The inspection area is quite large as the whole tube bodies will be inspected. • Internal surfaces located between the nested tubes likely cannot be inspected for corrosion and therefore, sealing the space from oxygen and water will be likely be the best option. • Experimental reference is a critical next step of the work to assess and qualify the inspection methods. As the next step, CEA will continue discussions on requirements of the mock-ups: for eddy current inspection, a Zircaloy-4 planar specimen with artificial reflectors is needed. For ultrasonic reference, a representative mock-up of the cylinder with a weld and artificial defect(s) is needed. The mock-up testing will provide an experimental reference to CIVA calculations as simulations of this work have been performed with CIVA software, which is extensively used in the industry and research organizations in simulation of non-destructive control. This study will allow further steps in the future, up to the qualification of inspection methods for JHR test devices.

BackgroundDecisions about whether to invest in RMD-related workplace initiatives/adaptations can be made by determining, from the relevant perspective, if benefits outweigh the costs of implementation. Little is known about what information organisations need to facilitate these decisions.ObjectivesThis study aimed to explore motivations and evidential requirements for employers to invest in workplace health initiatives.MethodsSemi-structured online interviews with representatives of large UK-based (not-for-profit and for-profit) organisations were audio-recorded. For each organisation, a line manager, director, and representative with workforce health remit were interviewed. Interview data were transcribed verbatim and subject to thematic analysis by two researchers trained in qualitative methods. Themes were agreed in discussion with the study team.ResultsWe recruited 13 representatives (5 directors, 3 line managers, and 4 with a specific remit for workforce health). Three not-for-profit organisations (local authority, university, and National Health Service) were represented by seven participants and three for-profit organisations (restaurant chain, telecoms provider, and technology company) were represented by six individuals.MotivationsAll participants believed that investment in measures to promote employee health and well-being could positively contribute to their organisation’s efficiency.…there’s loads of academic research that says… if you look after your colleagues… if you cater to their… individual needs, then that has a very positive impact on organisation performance.(Director, not-for-profit)Attraction and retention of staff – seen as increasingly difficult - was a motivating factor to invest that was shared by employers, as was the desire to avoid litigation, promote workplace camaraderie, and to maintain organisational reputation.Low RMD prevalence rates in the young workforce in one organisation (a restaurant chain) meant that these conditions did not influence decision-making. For organisations with older workforces doing heavier manual work, higher prevalence rates of RMD were a key reason to act....musculoskeletal is, like, the second biggest reason for sickness within the organisation.(Line manager, not-for-profit)Evidential requirementsUse of checklists/assessments to reveal individual RMD-related needs was commonplace throughout organisations. Self-identified health needs, typically related to line managers, would instigate a process where occupational therapist (OT) input may be sought. Requests and OT recommendations are reportedly, without exception and irrespective of cost, met and followed. No organisation had set aside a specific budget for workplace initiatives.Decisions involving significant investments in workforce health initiatives were usually made by committees or by small teams comprising senior staff and directors. Line managers and those with a health remit would put forward a case for investment to these bodies:…we would pull together a bit of a proposal really on what that would look like…what is the impact of it?...we support it with facts…even benchmarks of what’s going on in the outside.(Health remit representative, for-profit)Evidence from OTs/other health professionals, in-house absenteeism data, workforce survey results/informal feedback from colleagues, benchmarking data, and academic/official report findings were used to make a case for investment.ConclusionThe demand for RMD-specific interventions varies according to needs of particular workforces. Despite diversity of organisation type, workforce factors (i.e. demographic factors, nature of work) and employer roles, common processes for informing investment decisions and typical evidence requirements have been identified. The Labour Code of the Russian Federation was amended in 2013 in a way that a new body of workers’ representation — works councils — can be established. These amendments don’t add any new rights or obligations neither to employers nor to employees. They are made with purely political purposes and only imitate the creation of the analog of the well-known German system of works councils. The author comes to conclusion that currently existing rights in informing and “taking into account” the workers’ representative body opinion, contained in the Russian Labour Code, are not sufficient for existence of the real industrial democracy. The article is aimed at answering the question, whether an implementation of functioning works councils may be beneficial to the adequate balancing of social rights of workers and economic rights of the employers. Although the full transposition of the German works councils system seems to be impossible, some of its positive features may be effectively adopted in the Russian law. For example, the employer’s obligation to consult workers shouldn’t be dependent on the existence of the workers’ representative bodies. Besides, a range of issues that are subject to the mandatory informing of workers by the employer must be significantly broadened. The procedure of consultations must include the real negotiations between the employer and employees on the basis of good faith principle.

Each institution in the state administration in the Republic of Croatia organizes its operations through numerous administrative organizations (administrations) and organizational units (independent sectors, sectors, services, departments, sections and sub-sections) whose number and responsibilities differ with regard to their internal organization. In this paper, the emphasis is on state administration bodies, that is, on ministries and state administrative organizations. The paper tries to answer the research question of whether there is a difference in the efficiency of the operations of state administration bodies in the Republic of Croatia in relation to the representation of women and men among employed officials and state employees. The aim of the paper is to recognize the importance and analyze gender representation in state administration bodies in the Republic of Croatia and to determine whether there is a difference in the efficiency of work results in state administration bodies in relation to the representation of women and men. The research covers 16 ministries and 12 state administrative organizations in the Republic of Croatia, which employ a total of about 49,820 employees. According to the research results, there is no statistically significant difference between business efficiency and gender representation in state administration bodies in the Republic of Croatia.

Companies struggle with maintaining staff turnover at a low and sustainable level. Hiring a new employee means costs for the company, such as recruitment, medical examinations, and training, etc. In addition, new employees must learn to perform their tasks properly and quickly, which can take up to several months. Disabled employees change jobs less frequently due to the fact that it is difficult for them to find a new one. For employers, such an employee, if they have the same skills as a fully functional employee, can therefore be very valuable, for example, in relation to the reduction of costs associated with frequent employment of new employees. In addition, employing people with disabilities also brings social benefits related to counteracting social exclusion and the possibility of independent living by such people. The human factor is an element that greatly influences sustainable production. The objective of the research was to verify the potential of hiring disabled employees in order to reduce staff turnover. In other words, the analysis has been designed to understand if hiring disabled staff, making expenditures to prepare the workplace and training for them could be potentially efficient in terms of obtaining a higher level of sustainability of the employment in the company. The research has the form of direct (in-depth) interviews in the case of representatives of the companies involved, and a paper questionnaire for the disabled subjects (employees). It took place from September to December 2020 and was the basis for the statistical hypothesis testing. The conducted research was based on a statistical U Mann–Whitney test and fi Yule index calculation. The results showed that people with disabilities remain employed by the same employer longer in comparison to “able-bodied” employees, meaning it may be worthwhile to make extra expenditures to hire disabled persons who could become loyal employees for years. Moreover, it has been statistically proven that the key factor influencing the attractiveness of a given job for a disabled person depends on the type of disability they have.

This paper explores the impact of the decision by the National Union of Public Employees (NUPE) in 1975 to revise its constitution to include elected reserved seats for women on its executive and other bodies. The analysis is situated within the context of women’s employment and trade-union representation in the UK at the time. Reserved seats for women were part of a wider restructuring of NUPE intended to extend democracy, incorporate the emergent system of shop stewards formally into its structure and government, provide for more effective representation and mobilization of different sections of members, and increase the accountability of full-time officials to lay members and their representatives. The initiative was successful; and although women’s participation in NUPE did increase, this was uneven. This was not entirely unexpected given the limited change initiated in just one haltingly democratizing trade union and the wider social and economic forces that constrain women.

The contemporary labour legislation, as a rule, provides the definition of the term "employer". While the reason for defining the concept of "an employee" rests on the need to determine the personal field of application of labour legislation, the essence of providing a legal definition of the term "employer" is to identify the entity that is responsible for fulfilling the obligations towards employees and other temporarilly engaged individuals, as well as their unions and other representation insitutions. Despite the importance of providing an accurate definition, comparative labour legislation can barely offer a classification of the term "employer" which indicates that the legislation bodies have managed to overcome the circular (idem per idem) definition. Additionally, the present definitions are not adjusted to triangular (and multilateral) labour-generated relations. Consequently, in order to harmonize the legal framework with the changes which occur in economic reality, an increasing number of labour law systems initiate the process of introducing a new legal model of plural-employer. In that context, the author of this paper first considers the need to re-conceptualize the term "employer" and analyzes the current unitary and (new) plural-employer conceptions of this term. Finally, using the example of digital platforms, the author demonstrates the inadequacy of the existing legal definitions of the concept "employer" and emphasizes the need for adopting new ones which are more adjusted to the labour market realities.

Protecting the labor rights and interests of citizens is one of the important tasks of the Russian prosecutor’s office. The subject of prosecutorial supervision over compliance with labor legislation and labor protection is implemented in three main areas, in particular, compliance with and implementation of the Constitution of the Russian Federation, federal laws and laws of the constituent entities of the Russian Federation in the field of labor, by-laws adopted by federal executive authorities and executive authorities subjects of the Russian Federation, acts of local self-government bodies, acts of regulatory bodies and their officials, as well as local regulatory legal acts adopted in commercial and non-commercial organizations, from employers - individuals who are individual entrepreneurs. Wherein the prosecutor is obliged to monitor the observance of labor rights and interests of employees by employers, established not only by regulatory legal acts adopted by state and municipal bodies, but also by acts of social partnership. The main areas of interaction between the federal labor inspectorate and the prosecutor’s office of the Russian Federation are, in particular, the fact that employees of the prosecutor’s office and state labor inspectors regularly share important information about the established violations of labor legislation, including about representatives of the employer brought to legal responsibility under Art. ... Art. 5.27 and 5.27.1 of the Code of Administrative Offenses of the Russian Federation and the fact that prosecutors are usually employed as specialists of state labor inspectors in order to closely monitor compliance with labor legislation. Prosecutors must protect not only the right of workers to timely and full payment of wages, but also other labor rights and interests of citizens.

The level of ethnopolitical inequality is estimated as the ratio of the share of an ethnic group employed in public authorities to the share of this ethnic group among the entire employed population. This indicator can be called the coefficient of ethnopolitical representativeness. In Imperial Russia, almost all major non-Russian ethnic groups had representatives in power structures, although in most cases this was unrepresentative; the number of nominees from an ethnic group did not correspond to its population size. During the entire Soviet period, 1917–1990, there was a steady and systematic decrease in the inequality of ethnic groups in power structures. In 1989, discrimination in the authorities as a whole practically disappeared. The advantages of Russians in forming the Soviet government were minimized; their percentage in government corresponded to their share in the population. In some areas of government, ethnic inequality was leveled at different rates. In the state apparatus, equality in representation was already achieved in 1959. In the apparatus of party and public organizations, there was also a tendency to overcome discrimination, but in this area, by 1990, the percentage of non-Russians remained slightly lower than their share in the population. Minimization of ethnic inequality was a natural consequence, on the one hand, of the national policy of the country’s leadership, on the other — the desire of ethnic elites for equality in political rights.

Introduction. The professional activity of people who have chosen the path of serving the state, as a rule, carried out in conditions of intense psychological and physical stress, is associated with the risk of the life and health of employees. The extreme nature of everyday life is reflected in the psychological and physiological well-being of employees and explains the fairly widespread occurrence of phenomena that, to varying degrees, hinder the successful performance of professional duties, which have a real impact on negative personality changes, which include the professional personal deformation of an employee. The presented study included employees of law enforcement agencies (Internal Affairs Bodies, Federal Penitentiary Service, Bailiffs Service). Materials and methods. The total sample size was one hundred thirteen males and females. The main purpose of the study was to identify, describe and compare the features of the professional personal deformation types of employees of the Internal Affairs Directorate, the Federal Penitentiary Service, and the Bailiffs Service. The author’s questionnaire was used to study the types of professional deformation, the professional activity characteristics and a subjective assessment of the work effectiveness of law enforcement officers. Results. To describe the personal characteristics and determine the character accentuations of the surveyed, the questionnaire of G. Shmishek and K. Leonhard was used. Regularities and significant differences in the development of professional personal deformation in the studied groups were revealed. The predominant types of professional personal deformation for employees of the Internal Affairs Directorate, the Federal Penitentiary Service and the Bailiffs Service are authoritarianism, super-control and conservatism. At the same time, overcontrol is expressed above the average and has higher values in representatives of Internal Affairs Bodies and Bailiffs Service. Learned helplessness, on the other hand, is more pronounced among Federal Penitentiary Service employees. Limitations. This study included one hundred thirteen law enforcement officers (the Internal Affairs Directorate, the Federal Penitentiary Service, and the Bailiffs Service), which suggests the possibility of expanding the sample size and including representatives of other departmental structures to clarify the patterns obtained about the severity of professional deformation types, their relationship with professional efficiency and their individual-personal markers. Conclusion. The results and conclusions obtained make it possible to expand the possibilities of the methodology of psychological diagnostics of negative changes associated with a person’s professional activity, in particular, the definition of psychological tools that allow determining the severity of professional deformations.

This article aims to study the existing models of political representation of the Roma minority in Slovenia. The research analyses two existing models of political participation, namely, the political representation model employed in 2002 and the policy formation model introduced in 2007. As the state is limited in securing adequate representation of minority groups in an electoral democracy, conditions for minorities to have equal opportunity and to be effectively involved in public life must be created. This can be achieved with representation in advisory and decision-making institutions such as elected bodies and assemblies of national minority affairs; local and autonomous levels of administration; self-administration by a national minority in aspects concerning its identity, especially in circumstances where autonomy on a territorial basis does not apply; and decentralised or local forms of government. Based on surveys conducted in 2004 and 2008 we have tried to identify trends in the performance of the political representation model. The research work has made some interesting findings with regard to the relationship between the two models. It appears that the political representation model acts as a platform for positive change while the policy formation model is a source of conflict among Roma representatives.

Social dialogue is one of the forms of participation of employees in matters referring to the field of labor or on matters of mutual interest for economic and social policy. Employees in the process of the social dialogue are represented through their union. Social dialogue is a form of communication involving social partners (unions and employers/ employer bodies) intended to affect the contracts and the development of labor issues. This context includes issues relating to participation in various types of negotiations, consultations, exchange of information between representatives of governments, employers and employees on issues of common interest and related to the economic and social policy. Social dialogue is also one of the forms through which employees can participate in decision-making, information and operations of the companies. The main aim of this paper is to clarify the social dialogue as one of the forms of participation of employees in decision making and managing with the companies, and to provide the legal basis for the practical realization.

Purpose The purpose of this paper is to investigate the mediating factor of interactional justice (IJ) between the specific types of human resource (HR) practices: training and development (TD), compensation and benefits (CB), work process (WP), and perceived organizational support (POS). There has been scant attention paid in the past studies in examining the specific components of HR practices on organizational support and IJ. Design/methodology/approach The study was conducted in a healthcare organization, and employed quantitative analysis based on surveys and interviews conducted with 150 nurses. Confirmatory factor analysis and regression analysis were generated to examine the relationships among TD, CB, WP and IJ and POS. Findings Significant findings demonstrated that there are no direct effects between CB and TD, and POS. The result revealed that establishment of HR practices is not synonymous to organizational support. However, WP is positively correlated to POS. Further analysis indicated that IJ mediated between all three HR practices (CB, TD and WP) and POS. The findings are aligned with the previous research relating to the absence of direct correlation between team training and POS (Aguinis and Kraiger, 2009; Koster et al., 2011). The study suggests that adopting an interactive and a fair approach HR practices is crucial in managing the perceptions of employee support and workplace fairness. The management who enact the policies and practices are seen as the representatives in facilitating the WP (Wiili-Peltola et al., 2007). CB and TD are extrinsic benefits that are significant in individual personal and career growth. Hence, these components of reward system can be employed as a HR mechanism to promote trust and support with employees. Practical implications The empirical evidence in this present study shows that it bodes well for an organization to understand the impact of HR practices and policies on employees’ perceptions of support and fair treatment to promote organizational effectiveness and efficiency. The study shows that HR practices can enhance the psychological well-being of the employees through the support system through an open-communication channel. Providing a clear channel of communication in how the reward and benefits systems are administered and distributed, and promoting shared goals and objectives (Lyubovnikova et al., 2018) between employer and employee can be instrumental in promoting IJ in HR practices. Originality/value This study has enriched the theoretical and practical implications of examining the specific components of HR practices in association with IJ and organizational support. The results shed light on the balancing act of adopting the hard and soft HR management in executing the HR practices.

Motivation: Since the 1970s, there has been recorded a significant scope of the employee representation in corporate governance bodies, as the earlier German solutions have been popularized in many European countries. Since then, there has been a discussion about the impact of this representation on the activities of companies, their economic results, their value, etc. The research conducted on this subject does not provide a clear answer on this topic.Aim: The article aims to determine the impact of board level employee representation (BLER) on the activities of companies. The latest findings in this area, based on the results of empirical research shall be considered. New types of BLER impact on the value of companies in various phases of the business cycle and on preventing tax avoidance shall be presented. The objective of the article is also to provide the governments of particular countries with additional arguments in favour of introducing or expanding the institution of employee representation. In the longer term, these arguments should encourage the EU authorities to try to develop and adopt a directive on this subject, obliging member states to introduce or extend BLER.Results: The controversy over the influence of BLER on the company’s operations has not diminished. However, taking into account the entirety of such an impact (ideological, economic and social results), there has been an increasing number of arguments in favour of a positive assessment of such an impact. They are provided by the latest, extensive empirical research conducted on this subject, covering several dozen countries. They indicate that BLER has a positive effect on the stabilization of the company in times of economic downturn (recession), that it affects the adoption of a long-term development strategy by companies, etc. The research also shows that representation of the employees in boards prevents companies from tax avoidance. Its effectiveness correlates with the scope of such representation.

In modern Russia, the problem of countering socially dangerous manifestations acts as a national project that proclaims the right of citizens to safe living conditions. Much attention is paid to the ability of law enforcement officers to resist criminal expansion legally, to be able to protect themselves and others by means of legal use of force against persons who commit socially dangerous encroachments. Guided by the concept of deviance, the authors made an attempt to analyze the problem of lawful behavior by law enforcement officers, primarily police officers. The researchers came to a reasonable conclusion about the need to adjust the current state of affairs. The legislation and the practice of its application cannot satisfy the interests of representatives of law enforcement agencies engaged in official activities for the protection of public order and ensuring of public safety. Imperfect legislation is the main reason of deviant behavior of police officers who are in permanent stress situations. Their abundance also provokes deviant behavior of police officers, which sometimes manifests itself in extreme brutality towards lawbreakers. From our point of view, the current norms of the Criminal Code of the Russian Federation, primarily the norms of Chapter 8, are not clear enough. Moreover, their legislative wording is far from being perfect and gives the opportunity to shift the blame for causing harm to persons who do it in circumstances that exclude the criminality of the act. The proposed careful adjustment of the norms of criminal legislation will significantly increase the effectiveness of their practical implementation, instill confidence in the consciousness of police officers about the importance and possibility of offensive legitimate steps to influence crime, as well as to increase their legal protection.

Scholars have typically studied Chicanas/Latinas in the US and African American women separately. However, this paper explores both the cultural appropriation of Afro-Latinas’ bodies in the US and the strategies they employed to reclaim their bodies and agencies through Elizabeth Acevedo’s novel, The Poet X. The protagonist’s body is simultaneously and paradoxically hyper-sexualized by racist discourses, and called to chastity by the patriarchal Catholic doctrine presiding over her Dominican community. Nevertheless, I argue that the protagonist makes her body a site of activism as she re-appropriates the agency over her body by moving from a self-imposed invisibility and silence in order to try to avoid the hyper-sexualization of her incipient curves, to a non-objectified visible position through her sexual desire, self-representative embodied narrative, and performance of her slam poetry.

The problems of changing the position of the Ministry of Internal Affairs after the events of February–March 1917 in the Tambov Governorate are investigated. We study the state policy, the attitude of local authorities and the public to representatives of this socio-professional group, individual features of the adaptation of its representatives to new socio-political conditions. The relevance of the research is due to both significant gaps in the historiography of the issue, especially at the regional level of the study of the problem, and a certain consonance with the modern problems of Russian law enforcement agencies in the context of transformations. It is concluded that representatives of the broad popular strata and the soldier masses treated former em-ployees of the Ministry of Internal Affairs extremely negatively, which was especially pronounced in the period that followed the revolutionary events of February 1917. However, the leadership of both the governorate as a whole and in individual counties pursued an ambivalent policy towards representatives of this social and professional group. On the one hand, the tasks were set for the maximum removal of former law enforcement officers from participation in public and political life, and on the other, their professional skills were in demand in the newly created militia bodies.

This article deals with some recent trends in the patterns of working time in Germany as well as in industrial relations. Flexible forms of working time, particularly working time accounts, are gaining ground. At the same time, their introduction promotes a decentralization of collective bargaining. The industrial relations system typical of Germany has become far more elastic: the company level is gaining regulatory powers, without the protective framework of collective agreements being completely abandoned. The example of working time accounts illustrates how the interplay between the two levels of regulation can fulfil the ever more disparate requirements of companies and employees. Companies can cast off the straitjacket of uniform contractual working time standards, while regulated flexibility prevents employees from being placed at the mercy of flexible working time arrangements decided arbitrarily by the employer. This changed working time model can be described as ‘regulated flexibility’. Time management has become a new area of negotiation for workplace representation bodies.

The ISA 2007 should also be changed to include notice of trade unions or their representatives in the case of large mergers, just as in the case of intermediate mergers, since legislation is a continuous process. This will help to preserve the goodwill of interested workers, who are the backbone of any organization during a merger or personnel management process. Regulatory bodies must guarantee that enough shareholders are kept informed and unsurprised throughout the merger and personnel management proceedings to avoid these business dealings becoming monopolistic. Based on this discovery, the research concluded that most Nigerian financial institutions were involved in very few strategic integration initiatives, particularly vertical integration. It is consequently recommended that Nigerian insurance and financial institutions improve the level of customisation offered to their clients to retain current clients and draw in new ones.

The paper explores the history of the development of the e-communication environment for interactions between the authorities and citizens in the electoral metropolis of St. Petersburg. The paper presents the results of a comprehensive exploratory study with two components. The first study was conducted in 2021 using the expert survey method, attended by 60 people from among employees of government and local governments, management companies, organizations in the housing and communal services sector, representatives of the scientific and educational community, and city activists. The second study, conducted by surveying 354 employees of 43 executive bodies of state power, reveals assessments and opinions of officials on the nature of the exercise of the right to a position owned by citizens, as well as increasing the level of development of society in the social a group of employees of the executive bodies of state power of St. Petersburg. The results of these empirical studies are interpreted in the context of data, obtained through surveys of the population and employees of St. Petersburg. The results of a survey of civil servants, as well as experience, confirmed the need to support the authorities in order to increase the influence of the population. In the authorities, interaction and information exchange between officials is quite clearly built, and representatives of this group positively assess the effects of using electronic formats of interaction with the population.

At a general level, the article focuses on the relation between states and international organizations. In current era, states and international organizations coexist in international system. Their relation has been researched many times, but the question which is still rather unanswered relates to the management of membership of states in international organizations. The states nowadays participate in hundreds of different organizations. The tricky part that remains to be examined more in details is how to analyse the effectiveness of the engagement of a country in a concrete international organization. The article investigates further the case of the Czech Republic and it analyses its performance and relevance in the European Defence Agency (EDA) applying the research design which was proposed in 20122. The team of researchers proposed four criteria: objective pursued, personal representation, cost/performance ratio and activities implemented. The analysis is based on the examination of the Czech policy goals and priorities in the EDA. It also explor es the area in more details conducting semi-structured interviews with the representatives of different Czech state bodies and employees of the Agency.

This paper seeks to understand why there has been an increase in photographic images exposing military violence or displaying bodies killed by military forces and how they can freely circulate in the public without being censored or kept hidden. In other words, it aims to analyze this particular issue as a symptom of the emergence of new wars and a new regime of their visual representation. Within this framework, it attempts to relate two kinds of literature that are namely the history of war and war photography with the bridge of theoretical discussions on the real, its photographic representation, power, and violence. Rather than systematic empirical analysis, the paper is based on a theoretical attempt which is reflected on some socio-political observations in the Middle East where there has been ongoing wars or new wars. The core discussion of the paper is supported by a brief analysis of some illustrative photographic images that are served through the social media under the circumstances of war for instance in Turkey between Turkish military troops and the Kurdish militants. The paper concludes that in line with the process of dissolution/transformation of the old nation-state formations and globalization, the mechanism and mode of power have also transformed to the extent that it resulted in the emergence of new wars. This is one dynamic that we need to recognize in relation to the above-mentioned question, the other is the impact of social media in not only delivering but also receiving war photographies. Today these changes have led the emergence of new machinery of power in which the old modern visual/photographic techniques of representing wars without human beings, torture, and violence through censorship began to be employed alongside medieval power techniques of a visual exhibition of tortures and violence.

The article is devoted to the current state of the problems of reforming local self-government and the direct relationship of political parties to the reform of local self-government in Russia. The subject of the article is the aspects of reforming local self-government in the vision of political parties. The purpose of the article is to study the essence of municipal reform in the party discourse devoted to the problems of constitutional reform of local government at the present stage of development of Russia. This article presents various methods, such as analysis, comparative method, which to a greater extent make it possible to define the conceptual apparatus, to conduct a comprehensive analysis of the current state of local self-government in Russia in the context of municipal reform. The reform of local self-government initiated in 2019 affected the essential constitutional foundations of local government that have existed since the adoption of the Constitution of Russia in 1993. In the new constitutional and legal realities, a qualitatively new model of local self-government in our country has been fixed: the place of local government in the vertical of state power, the territorial basis of local self-government, the structure of local self-government bodies and the procedure for institutionalization of local self-government bodies and officials has changed. The attitude of representatives of political parties to this municipal reform is quite polar, party members do not unequivocally assess the consequences of the reform of local government. The results of the study can be useful in conducting seminars for municipal employees and heads of municipalities, and the results of the article can also be applied in the work of members of political parties and their regional branches, whose members are members of legislative (representative) bodies of Russia and its subjects, in the course of legislative activity

This paper examines jurisdiction power of local government in federal Nepal. Specifically, it entails on how the local bodies exercised their jurisdictional power on the system of federal. Local government administration in federal Nepal are now struggling the high degree of autonomy. Even, 80 percent of the Local laws are delegated or the secondary law. Presently, 70.16 percent male and 17.93 percent female elected representatives headed the LGs. Most of the employees are disinterested to join the local bodies. Further, Local bodies are highly ineffective and inefficient due to concentration of power at the center, inadequate fund, grants, loans and limited resources. The study is based on secondary data with descriptive design of qualitative method. Therefore, local bodies of federal Nepal has equal share of power, equitable distribution of fiscal transfer and the all-inclusive participation.

Introduction. In spite of definitude of the concept of public official directly in Criminal Code of Ukraine, its definition makes many difficulties. As the result there is an absence of the only approach concerning interpretation of context and amount of the concept in theory as well as ambiguous applying of relevant criminal and legal norms in enforcement practice. Purpose. The purpose of the article is to find out the subject matter of public official, as well as preparation of improvement of definition of the public official notion in criminal legislation. Results. Persons, that implement functions of a representative of authority or local self-administration, should also be referred as persons empowering the rights from state and its bodies; municipalities, bodies of local self-government make demands and solve problems, which are necessary for implementation by external respondents (entities, that are not subordinate by position and legal entities) and also implement from state, its bodies, bodies of local self-government enforcement measures in case of violations of legal norms. Organizational and regulatory functions should be exclusively considered as functions of administration working with employees that are implemented by person’s availability to make orders, instructions, commands, take encouragement and penalty measures referring to them. Administrative and economic functions should be perceived as functions of administration or disposal of other people’s property. Conclusion. Based on the research the author suggests to apply the defined term of public official instead of terms "an individual fulfilling functions of representative of authority or local self-government" "organizational and regulatory function" and "administrative and economic functions", terms "an individual empowered fulfilling state functions or local self-government", "functions concerning administration of work with employees" and "functions of administration and disposal of other people’s property" accordingly.

The matter of canceling a service contract often hinders the work of personnel offices of government and local self-government. Due to the specifics of labor relations between state and municipal employees, it remains unresolved in the domestic labor law. There is a controversy between the subsidiary application of general labor legislation norms and special laws that control the activity of certain categories of workers. It comes from the vague border between the scope of general and special norms of labor legislation in relation to state and municipal employees. Another reason is the limited legal regulation of labor relations with these categories of workers with application of the general norms of the current labor legislation. The article features approaches to resolving the issue of the possibility and legality of canceling a service contract in personnel offices of government bodies. The research was based on a critical review of the two existing opinions on the place of the cancellation procedure in relations with state and municipal employees. The author describes the legal nature of the cancellation and termination of the employment contract based on scientific literature. The article contains some recommendations on how to avoid the situation in which the representative of the employer does not have adequate legal mechanism for responding to an employee's failure to appear at work on the first day of the contract.

The article is devoted to the analysis of the results of the survey conducted with scientific and pedagogical workers of 23 higher education institutions which was aimed at revealing the attitude of scientific and pedagogical workers to student self-government bodies’ activity and its influence on the development of higher education students’ leadership qualities. Emphasis is placed on the relevance of the chosen research subject, determined by the significant impact of student self-government on various aspects of student life in higher education institutions. The extent to which scientific and pedagogical workers of the higher education institutions are informed about the activities of student self-government bodies and their opinion about the leadership qualities of higher education seekers on the basis of a survey of 104 respondents is revealed. The author’s questionnaire consisted of three blocks of questions. The first block made it possible to collect information about the respondents. With the help of the second block, the scientific and pedagogical workers’ awareness of the activities of student self-government bodies was revealed, and in the third, the scientific and pedagogical workers’ assessment of the influence of student self-government bodies on the development of leadership qualities of higher education students was defined. The α-Cronbach reliability coefficient was calculated in order to check the internal consistency of the questionnaire. Based on the statements of the respondents, it was proven that the representatives of the teaching community are familiar with the activities of the student self-government bodies in the higher education institutions according to their place of work and the methods of student self-government. More than half of the surveyed scientific and pedagogical workers consider the influence of student self-government bodies on the organization of the educational process in higher education institutions and the development of leadership qualities of higher education students to be significant. Constructive judgments of the respondents regarding the improvement of student self-governance activities for the successful development of leadership qualities of higher education students are given.

In this contribution, different elements which clarify the influence of the four yearly social elections on workers'participation are brought together. The author explains that representatives of only two advisory bodies on company level are elected. Nevertheless the social elections have an effect on a broader scale. The elections play a part in the protection of representatives in the trade union delegation, a third representative body on company level. Furthermore the elections can affect the relations which are situated above the company level (relations inside a trade union, between different trade unions and possibly hetween trade unions and the world of politics). Moreover a growing package of powers is granted to the workers' representatives. There is however an important difference between the social and the political elections. Political elections can cause a genuine change of power, social elections on the other hand can never change the postwar basic compromise: the employer preserves most of the decision power.The author outlines furthermore the battle necks of this participation mechanism. The most important bottleneck certainly is the low turn out of candidates for the social elections. For the first time this problem is analysed sectoraly over a longer period of time. It is concluded that there are great differences not only between the economic sectors and the non-economic sectors, but also between the economic sectors themselves. The author also indicates that the decline of active participation in the economic sector since 1975 is mainly situated in seven sectors, which deliver altogether 60% of the mandates in the profit sector. Finally the author touches upon two more bottlenecks, which are already discussed before but which remain nevertheless very important: the low presence of women as candidates and likewise in the distribution of seats, furthermore the relatively great amount of invalid votes in the electoral colleges of workers and young people.

The article analyzes the problems of communicative interaction between the internal affairs bodies and the media. Since their appearance in the structure of government bodies in the late 1980s, press centers and press services have provided information support for specific events and long-term interaction with media representatives. These divisions (both at the federal and regional levels) have become a link between government authorities and the media and begun to play an important role in the state information space. By order of the Ministry of Internal Affairs of the USSR No. 0162 of June 10, 1983, a press bureau was created in the structure of the central apparatus of the department, that was responsible for the information policy of the department. In the regional departments political divisions were formed, which included press services as a structural unit. The work of an inspector responsible for interaction with the media and informing the public was aimed at promoting legal knowledge, as well as creating a positive image of employees of the internal affairs bodies. Modern public relations in the internal affairs department is a management activity that involves interaction, organized using public relations technologies, with a mandatory feedback channel.

<p class="0abstract"><span lang="EN-GB">This study explores the way in which companies and public bodies reflect and argue regarding their own engagement in a cluster project. The aim is to create a focus on clustering and to contribute to the understanding of how cluster involvement affects an organisation. Action net models are employed, unfolding engagement as it is revealed in interviews with representatives of participating private companies and public bodies. The outcome identifies a decoupling in the cluster project producing two clearly divided communities of actors. One comprises public bodies and the facilitating organisation, and one, private companies and R&amp;D projects. A small group of actors harmonise transactions between the two communities. The decoupling of the cluster is described differently with regard to relating to, engaging in and understanding the cluster project. Discussions replace dependency with agency as the mechanism applied in clustering, illustrating that the cluster project is a meeting place of temporary and competing mindsets and practices. Clustering is portrayed as an ambiguous venture continuously challenging and confronting its own engagement and rationality.</span></p>

The economic shock caused by the COVID-19 pandemic and the war situation in certain types of economic activity due to the destruction of the usual communication channels and the stoppage of employment in traditional workplaces contributed to the identification of SD as an essential tool for regulating social and labour relations. This paper examines three groups of factors that hinder the effective development of social dialogue in Ukraine. It was revealed that they are caused by the peculiarities of the business environment, the imperfection of state regulation and the underdevelopment of institutional support. It has been proven that today the question of the formation of representative bodies of subjects of social and labour relations capable of fully representing the collective interests of individual social groups and capable of carrying out a productive civilized social dialogue to resolve the most pressing issues and resolve conflicts remains open. There are given some reasons that negatively affect the process of institutionalization of the parties to the social dialogue (employers and employees) and limit their opportunities, in particular: public disappointment in the efficiency and effectiveness of trade unions, a decrease in the level of trust in them; weak organizational activity regarding attracting new members to the trade union, including due to the lack of an effective trade union information system; centralization and significant politicization of the processes of creation and activity of employers’ associations; inconsistency of legislation, modern challenges, in particular, failure to take into account the real structure of enterprises in terms of size; unformed representation of employers at the level of individual industries and others. The article also argues the need to develop and implement a systematic and effective communication strategy based on digital technologies to expand cooperation and facilitate communications between employers, trade unions, and relevant state bodies to ensure tripartite dialogue.

ABSTRACTQuota policies securing the presence of marginalised groups in decision-making bodies have been adopted across sub-Saharan Africa. These policies are frequently understood through the lens of a pluralist perspective. This stance is not appropriate in African regimes characterised by executive dominance. Through a qualitative study of official documents, newspaper articles and interviews conducted during two field studies in Uganda in 2005 and 2010, this article shows how the understanding of quota policies in Africa may gain from the corporatist debate on interest representation. The analysis reveals that the incumbent National Resistance Movement has employed the reserved seat policy strategically to maintain its dominant position, and that strategies for using the quota system have evolved gradually over time in response to key political events, and the interests of group activists at the local and national levels with vested interests in its survival.

This article explores the strategies employed by Dark Horse Comics to develop the Xenomorph creature and its associated universe across the publisher's Aliens line of titles. Through analysis of three Aliens miniseries’ story arcs that are representative of the line's narrative and structural innovation, my contribution explores how this corpus transgresses the parameters of the movie franchise's Science Fiction and action-horror genres in the following three ways. Firstly, I investigate the Aliens comics’ introduction of dreams and psychological trauma associated with the literary Gothic past in Aliens: Sacrifice (March–June 1993). Secondly, in keeping with the Gothic's comic turn, I examine the humorous, parodic, and self-referential elements of comics in Aliens: Stronghold (May–September 1994). Thirdly, I explore Dark Horse Comics’ critical understanding of negative nostalgia in preserving and transgressing the narrative structure and aesthetics of Alien (1979) in Aliens: Dead Orbit (April–December 2017). Ultimately, this article considers these three themes as examples of the paradoxically transgressive and restorative elements of Gothic that are apparent throughout Dark Horse Comics’ Aliens line. It argues that the ways in which the Aliens line innovatively reworks these aesthetic and narrative features of the film franchise's visual and thematic origins provide a critical understanding of the productive interactions between comics and literary Gothic traditions.

It is established that the need for the results of statistical studies of tourism arises among tourists, employees and owners of tourist enterprises, investors, representative offices of state bodies and public groups not directly related to tourism to assess the effectiveness, investment attractiveness, innovation and competitiveness of tourist services.

The relevance of the presented work is determined by the importance of the tasks of psychological training of employees who are first recruited to serve in internal affairs bodies and who fill the positions of local police commissioners. Turning to the analysis of the theory and practice of professional service activities, steadily indicates that most of the reasons for success and failure lie in the insufficient psychological preparedness of the subjects of law enforcement activities themselves. A logical question arises that necessitates the implementation of systematic monitoring of psychological problems that act as obstacles to the successful professional adaptation to service of employees of internal affairs bodies. The undoubted importance and urgency of overcoming psychological difficulties by representatives of law enforcement agencies, such as local police commissioners, prompted the authors of this article to analyze the psychological aspects of the training of district police commissioners who were first recruited to serve in the internal affairs bodies of the Russian Federation. Formulation of the problem. The problem that predetermined the conduct of this study is the need to identify a set of psychological problems in the psychological training of district police commissioners who were first recruited to serve in the internal affairs bodies of the Russian Federation. Because, given the complexity and responsibility of the police profession, special attention must be paid to identifying the psychological problems faced by employees who are hired for the first time in the process of training in the educational organization of the Ministry of Internal Affairs of Russia and adapting to law enforcement activities. The purpose of the study is to analyze and identify a set of main psychological problems in the process of professional training of employees who are first hired into service in internal affairs bodies and filling the positions of local police commissioners, as well as to consider ways of possible prevention of these problems (using the example of the Barnaul Law Institute of the Ministry of Internal Affairs of Russia, further on text - BYUI of the Ministry of Internal Affairs of Russia). The main research methods were: analysis of theoretical sources, observation, survey of employees, quantitative processing and evaluation of the results obtained. The respondents were students of the Faculty of Professional Training of the Law Enforcement Institute of the Ministry of Internal Affairs of the Russian Federation. The results of the study are aimed at identifying the main psychological obstacles that affect the quality of training of employees newly hired to serve in internal affairs bodies as district police officers. Based on the analysis of the research results, practical recommendations have been developed aimed at improving the effectiveness of professional training of local police commissioners. Conclusions. Despite serious research by departmental scientists to find optimal approaches to improving the psychological aspects of professional training of employees hired for the first time in internal affairs bodies, the current significance of this scientific problem is difficult to overestimate and there is a need for its further study. The results of the study confirmed the need for further scientific study of the problem of psychological support for the professional training of employees hired for the first time to serve in internal affairs bodies, in particular for the positions of district police officers.

The purpose of this study was to assess employees’ perceptions of anti-money laundering practices at the National Development Bank in Botswana. The study used a quantitative approach. A population of 84 respondents who are employees of a development financial institution (DFI), the National Development Bank (NDB) of Botswana was sampled in this study. Out of these, 36 respondents were selected through a stratified random sampling method to ensure representation in all strata. A self-administered questionnaire was used to collect data. The study found that employees of National Development Bank understand the concept of money laundering and the stages involved in money laundering. Secondly, the study established that the main causes of money laundering were corruption, politicians and prominent person’s influence, and weak banking and financial systems. Thirdly, the study established that money laundering is harmful to the economy in different ways that include increased national crime, increased corruption, and negative effects on the economy. The study recommended that the management of NDB should adopt anti-money laundering/ combating/ counter-terrorism financing (AML/CFT) regulations laid out by regulating bodies including those of the Financial Action Task Force (FATF), Bank of Botswana and the Financial Intelligence Agency (FIA). In addition to this, the bank management should expose its employee to continuous knowledge of ML/FT through in-house training and external workshops with other industry stakeholders. The bank should also adopt a robust record management system that is able to capture all transactions taking place within it. The system should be robust enough to flag suspicious ML/FT activities taking place through transactions carried out within the bank.

Introduction. Preservation the health of the able-bodied population in the conditions of the delivery of progressive technologies, increasing the intellectualization of production, the formation of a new economic reality actualizes the introduction of modern technologies to ensure satisfactory working conditions, reduce the harmful effects of working environment factors, improve medical and preventive measures based on the creation of a health-saving environment at enterprises. The purpose of the study is to identify effective modern technologies for preserving the occupational health of employees of mining enterprises, aimed at improving working conditions, preventing occupational morbidity. Material and methods. A dynamic study of the working conditions and health status of mining industry workers was conducted. The data of statistical reporting of medical and sanitary units, periodic and preventive medical examinations, indicators of inpatient examinations of workers of the studied enterprises are presented. The domestic and foreign literature, the regulatory framework, and the data of our own research devoted to the development of modern technologies in occupational health are analyzed. Results. Priority production factors of health disorders have been identified, the structure of general somatic and occupational morbidity at mining enterprises has been studied. Developed preventive programs were implemented to optimize working conditions, promote a healthy lifestyle, prevent and rehabilitate occupational morbidity, and their effectiveness has been shown. Limitations. The study was conducted among workers of mining enterprises of working age on a representative sample. Conclusion. The use of modern technologies in occupational health, based on production and information security, timeliness of managerial decision-making, economic feasibility, becomes accessible and promising within the framework of the health-saving program of the working population. The introduction of progressive innovations contributes to high-quality expert, consultative, diagnostic and specialized assistance provided to the able-bodied population, personalization of preventive and rehabilitation measures of diseases caused by working conditions.

Abstract The study critically examines gender nonconforming female identities via their sexualized representations through artistic imagination on Instagram. Instagram representation becomes a ‘political act’ where this visual subversion allows the queer to reclaim their non-binary identity and thus articulate their choices through their body. The digital graphic art taken under study is select images from the Instagram pages of Indian artists “artwhoring,” “aorists,” and “sayartic.” The research study examines the question of an ideal hegemonic femininity perpetuated by the rhetoric of Indian heteronormative patriarchal assertions. It analyses select images that defy hegemonic femininity and gender binary by embodying an amalgamation of masculinity and femininity and lesbian desire which forms an act of subversion. The methodology of critical discourse analysis is employed to study Instagram art and the critical frameworks of the fantasy female body, and the notion of heteropatriarchal femininity. In conclusion, the study discusses the treatment of female gender non-conforming bodies, their appearance, lesbian desire, and body image. Such transgressive depiction of bodies successfully situates the female body beyond the dichotomy of masculinity and femininity.

SummaryResearch into patient suicide indicates that it has an impact on the psychiatrists involved, but leaves a number of unanswered questions about which elements of the experience are most likely to cause problems, who is most at risk, what is the clinical or professional significance of any effect on the psychiatrist and how other professionals are affected. Despite these uncertainties, it is clear that a response is needed, with three bodies responsible in different ways for coordinating one: the relevant mental health trust, as employer; the Royal College of Psychiatrists, as the professional representative body; and the National Confidential Inquiry into Suicide and Safety in Mental Health, as mediator of social and professional impact.

Gaze always denotes a reciprocal relationship for humans because it involves the power relations between the gazer and the one who is subjected to the gaze. The Handmaid's Tale, written by Margaret Atwood in 1985, is the first focal point of this study as the novel includes dystopic female bodies that are disciplined through a constant gaze and employed in the service of the nation for maintaining the eternity of patrilinearity. Due to the low fertility rates of elites, the Republic of Gilead—the novel's representation of a theocratic state-assigns fertile female bodies as incubators, and those female bodies are constantly under surveillance. The second focus point of this study is Kazuo Ishiguro's dystopian science fiction novel Never Let Me Go written in 2005, which shares many similarities with The Handmaid's Tale. Never Let Me Go is set in a dystopic world where scientists are allowed to conduct cloning experiments on children in order to harvest their organs. Because the experts must be certain of the 'harvesting' process, the children's bodies are constantly monitored. The goal of this study is to explore how human bodies become the object of the gaze and under what circumstances they are transformed into reproduction machines by being filtered and controlled by the gazing power in the novels The Handmaid's Tale and Never Let Me Go.

This paper analyzes the perception of the stakeholders toward resource mobilization in Rupandehi district. Using the questionnaire survey on purposive sample of 80 respondents representing government employees, former officials of LBs, representatives from civil societies and NGOs, and experts on fiscal decentralization and local development, the study reports that many of the stakeholders are not satisfied with the current local resources mobilization practices of Rupandehi district. As the study indicates, there is resource gap in local level to meet the aspiration and demand of people. Thus, the study results show that, in order to mobilize effectively the local resources in development activities, the capacity of local bodies needs to be enhanced.
