Emergency management is often evaluated and improved after a disaster, especially in the realm of preparedness. This article discusses the importance of logistics planning and operation as it relates to preparedness. The selection of field logistics sites, such as staging areas, prior to the occurrence of a natural or man-made disaster is a crucial step in emergency management planning. Selection can be aided and kept consistent by pre-identifying state- and countylevel guidelines for staging areas.

Multitask emergency logistics planning is a complex optimization problem in practice. When a disaster occurs, relief materials or rescue teams should be dispatched to destinations as soon as possible. In a nutshell, the problem can be described as an optimization of multipoint-to-multipoint transportation delivery problem in a given multimodal traffic network. In this study, a multimodal traffic network is considered for emergency logistics transportation planning, and a mixed-integer programming (MIP) formulation is proposed to model the problem. In order to solve this model, we propose a two-layer solution method. The inner layer is to manage the single-task route recommendation, for which we develop a shortest-path algorithm with the multimodal traffic network. Here, the optimal substructure of the algorithm and its time complexity are presented. With the route of each task calculated by the single-task solver, a general optimization algorithm based on improved particle swarm optimization (PSO) is proposed at the outer layer to coordinate the execution of each task constrained by the limited transportation capacity, so as to derive solutions for multi-commodity emergency logistics planning. Extensive computational results show that the proposed method can find solutions of good quality in reasonable time. Meanwhile, through the sensitivity analysis of the algorithm, we find the appropriate parameters for general optimization algorithm to solve the problem proposed in this paper. The proposed approach is effective and practical for solving multitask emergency logistics planning problem under multimodal transportation, which can find a satisfactory solution in an acceptable time.

Much has been written about how emergency management (EM) needs to look to the future regarding issues of resource management (monetary, human, and material). Constraints on budgets are ongoing and the staffing of emergency response activities is often difficult because volunteers have little to no training. The management of material resources has also been a challenge because 1) the categories of material vary by the type of emergency, 2) the necessary quantities of material are often not located near the ultimate point of need, and 3) the transportation assets are rarely available in the form and quantity required to allow timely and effective response. The logistics and resource management functions of EM (what we refer to as EM logistics) have been largely reactive, with little to no pre-event planning for potential demand. We applied the Supply Chain Operational Reference (SCOR) model to EM logistics in an effort to transform it to an integrated and scalable system of physical, information, and financial flows into which are woven the functions of sourcing, making, delivering, and returning, with an overarching planning function that transcends the organizational boundaries of participants. The result is emergency supply chain management, which embraces many more participants who share in a larger quantity of more useful information about the resources that need to be deployed when responding to and recovering from emergency events.

Purpose While the need for information systems is regularly highlighted in the humanitarian logistics literature, a detailed model of what such system would look like is missing. The purpose of this paper is to highlight the need and advantages of enterprise resource planning (ERP) technology in humanitarian emergency logistics. The paper also proposes a model for the configuration, maintenance, operation, and improvement of the system. Design/methodology/approach This conceptual paper uses existing logistics and information systems literature to build the logical case for an integrated enterprise system for humanitarian emergencies, and to propose conceptual content and process models. Findings The problem of lack of coordination is reviewed, and a holistic solution is proposed through a structure and model of ERP systems technology to meet the specific requirements of humanitarian emergencies. Research limitations/implications As in any conceptual paper, a limitation of this paper is the lack of empirical validation of the proposed system. It also might be difficult to obtain the cooperation of multiple organizations. This research focuses on emergency humanitarian logistics, where effectiveness and speed have priority over simplicity or cost. Practical implications The model proposed in this paper links current efforts in humanitarian emergency coordination with existing supply chain information technologies, and is practically feasible both from the technological and organizational perspectives. Social implications Because of the critical, life or death nature of the problem, social and ethical implications of this research are broad, including the divergence of coordination in humanitarian vs commercial and military logistics, as well as inter-agency politics. Originality/value This paper is a bold but realistic attempt to take a holistic view of humanitarian logistics and design a system that would be effective, and calls humanitarian organizations worldwide to collaborate in its implementation.

The scientific and reasonable planning and design of the system is the key to constructing efficient logistics system. This paper put forward the methodology including the system orientation, capability planning and detailed planning. It also elaborated the principle and methods of the design of the storage unit in logistics system, the overall size and capacity planning, storage area, storage and transportation mode planning as well as the capacity of storage area planning. This provides a theory basis for the layout and construction of the logistics system in the material support base for emergency.

This paper aims to investigate the significance of emergency logistics preparedness in adventure tourism through a literature review. The methodology used in this study is based on reviewing published papers on logistics planning, preparedness, and emergency logistics in adventure tourism. The information gathered was analyzed to determine the contribution of emergency logistics to adventure tourism. The study is grounded in the resource-based view (RBV) theory, which provides a managerial framework for identifying the strategic resources that firms can leverage to achieve sustainable competitive advantage. The study finds that emergency logistics play a crucial role in structuring the best framework for rescue and providing relief for accidents that may occur during adventure tourism activities. The study emphasizes that emergency logistics preparedness is critical in adventure tourism since accidents are inevitable and a quick response creates confidence among tourists and encourages them to revisit. Therefore, the study concludes that it is essential for organizations in the tourism industry, both public and private, to have emergency plans that consider the likelihood of disasters and crises. Such plans should outline the necessary actions to be taken and how to rescue the situation and recover from it. Therefore, organizations in the tourism industry need to prioritize emergency logistics preparedness, including training tour guides on logistical issues for disaster operations, having plans in place relating to routes of rescue, communication of risk, and utilizing human resources in connection with logistical activities and functions aimed at emergency and relief operations.

The frequency of and damage caused by natural disasters are continuously increasing due to climate change and urbanization. There is growing interest in countermeasures aimed to relieve the damage caused by such disasters. Emergency logistics for relief supplies is one of the most important countermeasures. This study examines the logistics of the facility planning algorithm. Facility planning focuses on storing and providing relief supplies, as well as accommodating the victims of natural disasters. Although a similar point is noted in general logistics problems, a significant difference is also pointed out that stability must be considered for supporting stable emergency logistics. Therefore, this study evaluates the risk of the route and candidate point by considering the vulnerable site at the disaster scene and suggests the facility planning algorithm based on the genetic algorithm. Finally, the performance of the suggested algorithm is verified by conducting a simulation experiment.

Purpose The purpose of this paper is to discuss the challenges inherent in planning and responding to disaster events in a multi-agency context where numerous governmental and non-governmental actors and agencies are involved in the planning and response phases. In particular, the authors examine a situation where a lead agency has recently been delegated the responsibility for emergency relief logistics and how it might determine and implement best practice. Design/methodology/approach Adopting an iterative inductive approach, the authors gather data and insights from academic literature, emergency management policies, frameworks and documents and exploratory in-depth interviews with 12 key informants who have considerable experience with the challenges of logistic preparation and response to disasters in a developed country context. The data and context are limited to developed counties, especially the state of Queensland, Australia. Findings The authors discuss the challenge of achieving coordinated supply chain management where mandated/lead response agencies are required to meet stakeholder and local community expectations and outcomes. From these findings, the authors offer 11 practical recommendations to assist the delivery of best practice in emergency logistics. Originality/value Humanitarian logistics is usually examined from a low/middle-income country perspective, yet an efficient and effective disaster response is no less important for developed economies. In this respect, the authors offer a fresh examination of the challenges of delivering best practice for emergency logistics in order to achieve expected community outcomes.

The regular lockdown policy adopted in controlling the pandemic of COVID-19 has caused logistic disruptions in some areas that have a great impact on the living standards of residents and the production of enterprises. Given that the construction of emergency logistics centers is an effective solution, this paper takes the Yangtze River Delta Area (YRDA) of China as an example and discusses the site selection and material distribution of the emergency logistics centers in the region via a two-stage model. The first stage is the selection of candidate emergency logistics centers in the YRDA. A comprehensive evaluation index system is built with 4 primary and 15 secondary indexes to evaluate the logistic infrastructure capacity of the 41 cities in the YRDA. Further, through a principal component analysis, 12 cities are selected as candidate construction sites for emergency logistics centers. In the second stage, a biobjective site selection model with uncertain demand is established and calculated via the NSGA-II algorithm. According to the time sensitivity of emergency logistics, six cities are filtered from the optimal solution set, including Hefei, Hangzhou, Xuzhou, Wenzhou, Changzhou, and Shanghai, ensuring that all 41 cities are within their service scope.

Disasters were unpredictable and unavoidable, necessitating adequate disaster response plans. Humanitarian logistics, which gained prominence after the 2004 Asian tsunami, played an important part in crisis prevention. Despite weak links in relief chain management, issues remained. Humanitarian logistics had a huge impact on disaster relief efforts, as studies revealed a variety of challenges, including a lack of sufficient SCM software and poor facilities. Despite its importance, few studies have explored the impact of disaster assistance on humanitarian organizations, particularly in Kenya. The study sought to address this gap by evaluating the impact of humanitarian logistics on emergency response in Nairobi, Kenya. Humanitarian groups, policymakers, and NGOs profited from the research, which informed strategic planning and policy creation to strengthen disaster response operations. The Resource Dependency Theory (RDT) proposed that organizations rely on external resources for survival and growth. It underlined the importance of forming strategic alliances to secure resources. In humanitarian settings, logistics were critical in procuring and allocating resources for successful emergency response. The research methodology used a cross-sectional descriptive design to investigate the association between humanitarian logistics management techniques and emergency response in Kenyan humanitarian organizations. Semi-structured questionnaires were used to obtain data from 64 Nairobi-based firms. Data analysis required the use of both descriptive and inferential statistical techniques, such as regression and correlation analysis. The study found a significant positive association (β = 0.732, p < 0.001) between logistics management practices and emergency response, indicating that improving logistics leads to better response outcomes. The study recommended prioritizing logistical development and resource allocation to improve emergency response capabilities.

Aiming at the requirements of urgency and dynamics in emergency logistics, this paper presents a multi-agent system (MAS) concept model for emergency logistics collaborative decision making. The suggested model includes three kinds of agents, i.e., role agent, function agent and assistant agent. Role agent excutes emergency logistics activities, function agent achieves the task requirements in every work phase and assistant agent helps organizing and visiting data. Two levels agent views serve as the basic skeleton of the MAS. Top level is the global decision-making view, which describes the task distribution process with multiple agents. Local level is the execution planning view, which simulates task executing process of the performer. Finally, an extended BDI agent structure model is proposed to help the implementation at application level.

Logistics to the Rescue is a spreadsheet K–12 game designed as a platform to familiarize students with emergency logistics. In the game, students play the role of an emergency dispatcher, assigning locations to routes. The challenge presented is threefold. Students must serve as many locations as possible within a time-frame. Midroute, an additional set of locations whose requests may be inaccurate is revealed; these requests are termed unverified demand locations. Students must balance uncertainty and time while serving as many accurate locations as possible. Finally, they are interrupted to learn whether the unverified demand locations’ requests are accurate. The game serves as a pedagogical tool for simulating a postdisaster environment and it exposes the real-time implications of social media and the data it produces. It emphasizes the importance of social and ethical awareness in the field of emergency logistics by showcasing the consequences induced by civilians’ reliance on social media in times of crisis. In doing so, it highlights the expansive boundaries of engineering’s disciplines and content. It is our hope that Logistics to the Rescue will encourage students, especially girls, to pursue careers in science, technology, engineering, and mathematics by providing a distinctive narrative where engineering is viewed as creative/collaborative rather than technical/a-social.

Technology and innovation have promoted industry convergence and brought new opportunities for industrial development, and a degree of convergence exists in the emergency logistics industry. The purpose of this study is to explore the convergence of the emergency logistics industry and the change in convergence degree among related industries, so as to find a solution to the lack of robustness of the emergency logistics system. This study measures the technical relationship between industries and analyzes the overall trend of emergency logistics industry convergence using the consistency between patent co-classification analysis and patent categories and technical fields. The dominance index and relative strength index are used to assess the strength of industry nodes and the convergence of the emergency logistics industry. Social network analysis is used to investigate the industries and technical fields that are important in the convergence industry. The findings indicate that there is significant convergence between the technical fields of the emergency logistics industry. Twelve industries are actively involved in the emergency logistics industry convergence, and nine industry pairs have strong convergence relationships between them. The information industry is critical to the convergence of the emergency logistics industry. Industry convergence is assisting in the coordinated growth of the emergency logistics sector, lowering informational barriers between sectors, and boosting the system’s resilience. This study contributes theoretical significance to the development of the emergency logistics industry and enriches the emergency logistics industry’s research system.

The availability of optimal logistics according to the minimum standards for the needs during the emergency response is crucial in the success of the disaster logistics management series. Logistics supplies with a minimum standard carried out by the Central Aceh District Government are currently not optimal and effective, so disaster logistics planning is needed. With the limitation of the research problem that humanitarian logistics supplies according to the minimum standards for the needs in the initial phase of the emergency response in the face of the landslide disaster in Central Aceh District have not been fulfilled optimally, this study aims to produce optimal and effective efforts to meet the availability of logistics with minimum requirements the right way to do logistics supplies, and how to monitor disaster logistics supplies. All of these things are focused on dealing with the landslide disaster in Central Aceh District. To obtain maximum results this research uses a system consisting of input elements, process elements, and output elements which are supported by primary data and secondary data obtained through in-depth interviews and observations. The results of this study indicate that (1) evaluating several components in the aspect of local government capacity related to logistics supply implementation, (2) Geographically, by analyzing rainfall data, the time is right for carrying out logistics supplies.

Key elements of supply chain theory remain relevant to emergency management (EM) logistics activities. The Supply Chain Operations Reference model can also serve as a useful template for the planning, organizing, and execution of EM logistics. Through a series of case studies (developed through intensive survey of organizations and individuals responsible for EM), the authors identified the extent supply chain theory is being adopted and whether the theory was useful for emergency logistics managers. The authors found several drivers that influence the likelihood of an organization to implement elements of supply chain management: the frequency of events, organizational resources, population density, range of events, and severity of the disaster or emergency.

Indonesia is a country prone to natural disasters due to its location at the convergence of active tectonic plates. During natural disasters, logistics becomes crucial in emergency response. The aim of this study is to analyze the risks involved in logistics activities during natural disaster emergency response, focusing on the case of Central Sulawesi in 2018. The method used in this research is Failure Mode and Effect Analysis (FMEA). This research is descriptive-exploratory in nature based on interviews and questionnaire distribution. The results indicate eighteen risks occurring during emergency response logistics activities conducted by Childfund International. Calculation results show six critical risks in emergency response logistics activities, namely errors in planning required demand, expired goods, expiration dates too close, closure or absence of goods reception, prolonged accountability report preparation process, and incomplete accountability reports

The data collection method used a survey of 30 BNPB employees as respondent. Multiple regression method was used in this research. The result shows that there is influence of logistics emergency distribution relief and the choice of transportation modes has a significant positive effect and a strong relationship on the smooth delivery of disaster emergency assistance.

The outbreak of unexpected events such as floods and geological disasters often produces a large number of emergency material requirements, and when common logistics methods are often ineffective, emergency logistics unmanned aerial vehicles (UAVs) become an important means. How to rationally plan multiple UAVs to quickly complete the emergency logistics tasks in many disaster-stricken areas has become an urgent problem to be solved. In this paper, an optimization model is established with the goal of minimizing the task completion time and the penalty cost of advance/delay, and a discrete multi-objective teaching–learning-based optimization (DMOTLBO) algorithm is proposed. The Pareto frontier approximation problem is transformed into a set of single objective sub-problems by the decomposition mechanism of the algorithm, and each sub-problem is solved by the improved discrete TLBO algorithm. According to the characteristics of the problem, TLBO algorithm is improved by discretization, and an individual update method is constructed based on probability fusion of various mutation evolution operators. At the same time, variable neighborhood descent search is introduced to enhance the local search ability. Based on the multi-level comparative experiment, the improvement measures and effectiveness of DMOTLBO are verified. Finally, combined with specific case analysis, the practicability and efficiency of the DMOTLBO algorithm in solving the multi-objective emergency logistics task planning problem of multiple UAVs are further verified.

Considering the emergency risks and uncertainties of emergency recycling processes, this research builds a tripartite evolutionary game model of government, logistics enterprises, and environmental non-governmental organizations (NGOs) to study the interaction mechanism. Based on the analysis of evolutionary stable strategy (ESS), this research uses MATLAB R2018b to mainly show the strategy choice trends of logistics enterprises in various scenarios including “Government Failure”, as well as the mutual impacts of government and environmental NGOs’ strategy selection. The research found that (1) the government has an important role in efficiently promoting logistics enterprises’ participation; (2) the net benefits of logistics enterprises and environmental NGOs, as key factors that directly affect the game results, are influenced by emergency risks and uncertainty, respectively; (3) environmental NGOs not only play an effective complementary role to government functions, including in the “Government Failure” context, but can also urge the government to perform regulatory functions. This research enriches the study in the field of the combination of evolutionary game theory and reverse emergency logistics as well as providing a reference for the government in developing economic and administrative policies to optimize the recycling and disposal of emergency relief.

Disaster logistics management is an effort to arrange logistics raw materials in the implementation of disaster management, which consists of planning, procurement, storage, distribution, transportation, and receiving. Cianjur Hospital is one of the health facilities affected by the Cianjur earthquake; due to the earthquake, almost all parts of the hospital were damaged, so some health services were carried out in emergency tents. The purpose of this study was to obtain an analysis of the disaster logistics management system at RSUD Cianjur. The design used is qualitative with a descriptive approach. The informants in this study were 5 employees of Cianjur Hospital. Data collection is carried out through in-depth interviews, document studies, and observations. Analysis data processing uses data reduction analysis, data presentation, and conclusions. The results showed that the disaster logistics management system at Cianjur Hospital had appropriate planning, but there was little difficulty meeting needs. At the time of procurement and/or receipt, there is a discrepancy in needs and an unclear identity of the sender. There are two logistics warehouses, namely inside the building and in the emergency tent, but the warehouse security in the emergency tent is less safe and the place is inadequate. In distribution, there is speed, accuracy, and the amount of distribution that is sometimes not right. It is recommended that hospitals optimize the performance of each human resource as well as write SOPs regarding disaster logistics management systems.

In response to the issue of insufficient demand for logistics facilities during holidays or the temporary or permanent closure of logistics facilities due to sudden events such as epidemics, natural disasters, etc., this paper proposes a planning model and solution algorithm based on multi-objective dynamic decision-making to optimize the emergency transport plan and structure of the e-commerce logistics network. Firstly, an LSTM model is utilized to predict the transportation demand for a certain period in the future. Decision variables are introduced to indicate whether to open or close new routes after closing a logistics facility. The objective functions are set to minimize the number of routes with changes in cargo volume, minimize the load imbalance of each route, and minimize the cumulative total of parcels that cannot circulate normally. Considering factors such as normal circulation of parcels, circulation capacity, transportation capacity after opening or closing facilities, and time constraints, a multi-objective planning model is constructed. Finally, the simulated annealing algorithm is employed for solution, obtaining a circulation plan that meets the requirements. Simulation experiment results demonstrate that the model can rapidly and accurately respond to the paralysis of the e-commerce logistics network caused by sudden events, showcasing high efficiency and practical application value.

Preparing for public health emergencies is an ongoing process and involves a variety of approaches and tools. Tabletop exercises are one of the tools designed to simulate the emergence of a public health emergency and address some or all of the phases of emergency management: mitigation, preparedness, response, and recovery.1 They typically are designed to include participation of stakeholders from diverse and complementary backgrounds, including command, operations, logistics, planning, and finance.2 Effective tabletop exercises provide a plausible scenario that require cooperation and communication from these functional areas. Tabletops also require forward thinking and planning in a variety of scenarios. When a public health emergency occurs, decision makers may be overwhelmed with decisions that need their immediate attention. Tabletop exercises can provide a framework to help decision makers anticipate future challenges, which may provide the mental model encompassing knowledge and insights that inform both current and future decisions.

Logistics planning is critical and a key component in meeting initial emergency needs in the aftermath of a disaster. The rapid and efficient distribution of logistical aid becomes critically important. In such situations, the construction of temporary depots in strategic locations and the determination of optimal distribution routes play an important role in ensuring that logistics aid can be distributed to the affected areas evenly. In this study, the Multi Depot Vehicle Routing Problem (MDVRP) is used which aims to minimize the total cost of distributing logistics aid which includes shipping costs, vehicle usage costs, temporary depot construction costs, and vehicle travel costs from distribution centers to temporary depots, while still meeting constraints such as logistics aid demand, vehicle capacity, area visits, maximum mileage, and depot construction. This model uses two types of vehicles where vehicle is tasked with carrying logistics aid from the distribution center to the temporary depot and vehicle is tasked with delivering logistics aid directly to the point of demand.

Horizontal logistics collaboration is characterized by the highly professional cooperation of logistics service providers at the same level of the supply chain, which is an effective way to optimize the development and sustainability of modern logistics. Conducting a coding analysis of data from 41 in-depth interviews, this study constructs a theoretical framework of the driving force of horizontal logistics collaboration among Chinese logistics service providers to synchronously improve service, market, efficiency, and emergency competitiveness through cooperation with peer competitors to enhance sustainable comprehensive competitiveness. The four driving forces encourage logistics service providers to adjust their thoughts in the planning stage, change their behavior in the implementation stage, and transform their strategy in the evaluation stage. The results also indicate differences between China and other countries in the driving force, effective utilization of logistics workers, cross-institutional collaboration of state-owned enterprises, and integration of artificial intelligence technology. Finally, we propose relevant recommendations for managers.

In order to model route planning problem for emergency logistics management taking both route timeliness and safety into account, a multiobjective mathematical model is proposed based on the theories of bounded rationality. The route safety is modeled as the product of safety through arcs included in the path. For solving this model, we convert the multiobjective optimization problem into its equivalent deterministic form. We take uncertainty of the weight coefficient for each objective function in actual multiobjective optimization into account. Finally, we develop an easy-to-implement heuristic in order to gain an efficient and feasible solution and its corresponding appropriate vector of weight coefficients quickly. Simulation results show the effectiveness and feasibility of the models and algorithms presented in this paper.

Logistics has always been an important factor in humanitarian aid operations, to the extent that logistics efforts account for 80% of disaster relief. They often have to be carried out in an environment with destabilized infrastructures ranging from a lack of electricity supplies to limited transport infrastructure. Furthermore, since most natural disasters are unpredictable, the demand for goods in these disasters is also unpredictable. Thus it is evident that humanitarian logistics is challenging as it has to be more flexible, and has to function under severe constraints. In India, humanitarian logistics remains a neglected field ins disaster management, the cost of which is paid by loss of human lives and property. In recent Kosi Flood the total population of 33,45,545 people living in 993 villages of 412 panchayats of 35 blocks of 5 districts were affected. A total of 3, 40,742 houses were damaged and 7, 12,140 animals were affected. A total of 239 humans and 1232 animal's lives were lost (Department of Planning and Development, Government of Bihar). The Paper analyses, Madhepura district government's mechanisms of managing logistics while responding to Kosi floods 2008. It evaluates the efficiency of these mechanisms with respect to its outreach to flood affected people. It review and analyses the strengths and weaknesses of the adopted distribution network design for relief management with reference to strategic locations of the relief camps, during the first month of the kosi floods in 2008. It suggests ways to improve disaster logistics at district level in Bihar. The study looks into the possibilities of adopting newer approaches in the field of logistics that could be implemented with greater efficiency under similar conditions. The logistics in the devastating floods at the district level in a developing country has key learning lessons for similar resource poor environments.

In recent years, sudden natural disasters occur frequently. Typical emergencies have the characteristics of great uncertainty, large-scale casualty risk, time pressure and urgency, which have a series of serious and sustained impacts on people's production and life. Therefore, after the emergencies, emergency rescue is particularly important for disaster-stricken areas, and the decision-making of emergency logistics is an important part of it. At present, the research on emergency logistics in China focuses on the shortest distribution time, multi-objective decision-making, dynamic path planning, and operational research. It is believed that people are completely rational in making decisions, ignoring people's subjective factors and risk attitudes. From the perspective of decision-makers' risk attitude, this paper studies people's decision-making bias under the condition of incomplete rationality. Based on previous studies, this paper determines the value coefficient and weight coefficient, and according to the characteristics of emergency logistics, time is selected as the reference point., and A path selection model based on cumulative prospect theory is established. According to the risk attitude, the decision maker is divided into risk preference type and risk avoidance type. Based on the established model, an example is simulated, and the parameters in the model are simulated, and the impact of risk attitude and parameter changes on the final decision-making is analyzed. The simulation results show that the cumulative prospect theory is applicable to the study of emergency logistics decision-making mechanism, and the parameter setting will also have an important impact on the path prospect.

AbstractThe smallpox virus is a high-priority, Category-A agent that poses a global, terrorism security risk because it: (1) easily can be disseminated and transmitted from person to person; (2) results in high mortality rates and has the potential for a major public health impact; (3) might cause public panic and social disruption; and (4) requires special action for public health preparedness. In recognition of this risk, the Los Angeles County Department of Health Services (LAC-DHS) developed the Smallpox Preparedness, Response, and Recovery Plan for LAC to prepare for the possibility of an outbreak of smallpox.A unique feature of the LAC-DHS plan is its explicit use of the Standardized Emergency Management System (SEMS) framework for detailing the functions needed to respond to a smallpox emergency. The SEMS includes the Incident Command System (ICS) structure (management, operations, planning/intelligence, logistics, and finance/administration), the mutual-aid system, and the multi/interagency coordination required during a smallpox emergency. Management for incident command includes setting objectives and priorities, information (risk communications), safety, and liaison. Operations includes control and containment of a smallpox outbreak including ring vaccination, mass vaccination, adverse events monitoring and assessment, management of confirmed and suspected smallpox cases, contact tracing, active surveillance teams and enhanced hospital-based surveillance, and decontamination. Planning/intelligence functions include developing the incident action plan, epidemiological investigation and analysis of smallpox cases, and epidemiological assessment of the vaccination coverage status of populations at risk. Logistics functions include receiving, handling, inventorying, and distributing smallpox vaccine and vaccination clinic supplies; personnel; transportation; communications; and health care of personnel. Finally, finance/administration functions include monitoring costs related to the smallpox emergency, procurement, and administrative aspects that are not handled by other functional divisions of incident command systems.The plan was developed and is under frequent review by the LAC-DHS Smallpox Planning Working Group, and is reviewed periodically by the LAC Bioterrorism Advisory Committee, and draws upon the Smallpox Response Plan and Guidelines of the Centers for Disease Control and Prevention (CDC) and recommendations of the Advisory Committee on Immunization Practices (ACIP). The Smallpox Preparedness, Response, and Recovery Plan, with its SEMS framework and ICS structure, now is serving as a model for the development of LAC-DHS plans for responses to other terrorist or natural-outbreak responses.

The evacuation of the hospital is a very complex process and evacuation planning is an important part of a hospital’s emergency management plan. There are numerous factors that affect the evacuation plan including the nature of threat, availability of resources and staff, the characteristics of the evacuee population, and risk to patients and staff. The safety and health of patients is of fundamental importance, but safely moving patients to alternative care facilities while under threat is a very challenging task. This article describes the logistical issues and complexities involved in planning and execution of hospital evacuations. Furthermore, this article provides examples of how optimization-based decision support tools can help evacuation planners to better plan for complex evacuations by providing real-world solutions to various evacuation scenarios.

This paper studies the positioning-routing problem in the emergency logistics system after public health emergencies, applies genetic algorithm and the Traveling Salesman Problem (TSP) to solve the positioning-routing problem in this paper, takes the current Wuhan map as an example, combines the p-center theory to take the location of each new coronary pneumonia directional receiving hospital as the basis for determining the material distribution center and transportation route, and uses actual cases to study the positioning-route problem.

Situations like Coronavirus (COVID-19), severe acute respiratory syndrome (SARS), Middle East respiratory syndrome (MERS) coronaviruses, and the damaged caused by Hurricane Maria in September 2017 in Puerto Rico create complex health public health management logistics problems. Disasters and pandemics often demand logistics planning to involve large-scale transportation of medical aid in the form of personnel and supplies, specialized equipment, and personnel for search and rescue, food, shelter, and other commodities used in massive relief operations. The research suggests improvements in organizational culture, modernization of recruitment strategies, and enhancement of leadership and professional development as approaches to improve gender diversity in leadership roles in emergency public health supply chain and logistics management. This paper provides emergency and disaster public health supply chain and logistics management practitioners and scholars insight into the dynamics of gender disparity in leadership roles in public health supply chain management.

ABSTRACT The National Oceanic and Atmospheric Administration (NOAA) Sanctuaries Hazardous Incident Emergency Logistics Database System (SHIELDS) is an Internet-based information system designed to improve access to critical data, plans, and tools for National Marine Sanctuary (NMS) personnel and their partners for contingency planning and response situations. At the core of the SHIELDS project is a website developed for each of the thirteen National Marine Sanctuaries and one coral reef ecosystem reserve in the sanctuary designation process. Each site hosts general planning and response information, such as policies and contingency plans. More so, SHIELDS takes advantage of leading information technology to improve the availability of vital response information and folds it into one comprehensive website. The use of Geographic Information System (GIS) data has expanded from static hardcopy maps to web-based interactive mapping, allowing Internet users to easily examine Sanctuary-specific geographic data from any location. SHIELDS offers NOAA modeling tools to analyze the fate of pollutants and live buoy data for real-time oceanographic conditions. Web-based databases within SHIELDS allow the user to enter or query information on personnel contact and location, potential Sanctuary threats, geographic response plans (GRPs) and Resources and UnderSea Threats (RUST) data, post updated incident text and documentation, or look up response glossary terms. Although SHIELDS relies extensively on the use of the Internet to distribute its information, it has also been designed to work as a stand-alone product for those inevitable circumstances when Internet access is not available during a response. The user can load the SHIELDS webpages and data onto their personal computer and carry it to any remote location to access the same data found on the Internet. SHIELDS provides the most comprehensive incident planning and response information for the National Marine Sanctuary Program (NMSP). This ensures that NOAA fulfills its role as stewards of Sanctuary resources and provides effective and timely response information about their trust resources.

Nowadays, a wide range of natural and man-made disasters, disease outbreaks and pandemics give rise to health emergencies at a global level. Thus, a health security strategy is urgently required through central planning. At the national level, that vision can be implemented with a properly organized and fully functional Emergency Health Operation Center (EHOC). The main executive sections of an EHOC are Command, Planning, Operations, Logistics, Administration, Communications/Intelligence, and Reporting/Briefing. Each of the above sections has several functions and sub-functions, all operating according to a concrete legal basis and detailed operating procedures.

Emergency Medical Services (EMS) in Israel was called on to vaccinate the most vulnerable population—the elderly in assisted living facilities and their caregivers. Two parameters led the operation: (1) maximum use of the scarce COVID-19 vaccine, and (2) minimizing the time it took to reach this entire population. We present the process of vaccinating 126 245 people in two weeks at 756 locations countrywide, focusing on the planning and logistics of this operation. Resilience, flexible logistics, and dedicated personnel provided an efficient public health operation.

Emergency planning and management profoundly depend on computer aided decision support tools which gather and analyze data on damage assessment, meteorology, demography, geography, etc., and provide decision support for prevention/mitigation, response, and recovery. Various technologies are amalgamated to provide useful functions to aid this decision-making process. Complexities arise when attempting to link two streams of technology to achieve a realistic, usable tool that emergency planners can rely on. This discussion aims to identify and analyze the challenging issues faced in using two technologies, simulation modeling and Geographical Information Systems, to design decision support tools for the evacuation planning process. The issues investigated arise from experiences in designing the prototype decision support system CEMPS. The discussion primarily focuses on issues related to the. behavioral and decision-making processes of the various players in the evacuation system, logistics, generating realistic scenarios for testing out contingency plans, the. validation of such decision support tools, and the future trends in technology and the emergency planning and management processes.

Increasing disasters in recent years have necessitated the development of emergency logistics plans. Evacuation planning plays an important role in emergency logistics management, particularly when it comes to addressing transit-dependent populations that are often neglected in previous studies. This systematic literature review explores the current state of transit-based evacuation planning and examines the current gaps. We focused on transit-based evacuation planning problems that used optimisation and modelling approaches. This review conducts an extensive analysis of relevant studies to provide a comprehensive overview, identify research gaps, and outline future directions in the evacuation planning body of knowledge. Using an integrated systematic review methodology, a thorough search of the Scopus and Web of Science databases was conducted, resulting in a total of 538 articles. These articles were screened and evaluated based on predetermined inclusion and exclusion criteria, ultimately yielding 82 studies for final analysis. The findings highlight the growing importance of optimisation and modelling approaches within transit-based evacuation planning. Studies emphasize the integration of public transportation networks into evacuation strategies to enhance operational efficiency, optimize resource allocation, and ensure evacuee safety. Transit-based evacuation planning is vital for both those without personal vehicles, making evacuation more equitable, and vehicle owners, particularly in earthquakes where vehicles might be inaccessible or trapped, demonstrating its wide usefulness in all emergency scenarios. Various optimisation and modelling approaches have been employed in transit-based evacuation planning studies to simulate and analyse the flow of evacuees and vehicles during emergencies. Transit-based evacuation planning exhibits unique characteristics within disaster management, including the consideration of spatial and temporal dynamics of transit systems, integration of social and demographic factors, and involvement of multiple stakeholders. Spatial and temporal dynamics encompass transportation schedules, capacities, and routes, while social and demographic factors involve variables such as income, age, and mobility status. Stakeholder engagement facilitates collaborative decision-making and effective plan development. However, transit-based evacuation planning faces challenges that require further research and development. Data availability and accuracy, model validation, stakeholder coordination, and the integration of uncertainty and dynamic factors pose significant hurdles. Addressing these challenges necessitates advances in data collection, robust modelling frameworks, and improved communication and coordination mechanisms among stakeholders. Addressing these gaps requires interdisciplinary collaborations and advances in data analytics and modelling techniques.

A Vehicle routing model for logistics planning is developed in this paper. The model addresses the dynamic time-dependent transportation problem that needs to be solved repetitively at given time intervals during ongoing aid delivery. The model generates plans incorporating new requests for aid materials, new supplies and transportation means that become available during the current planning time horizon. The plan indicates the optimal mixed pick up and delivery schedules for vehicles within the considered planning time horizon as well as the optimal quantities and types of loads picked up and delivered on these routes. The mathematical model is a hybrid that integrates the multi-commodity network flow problem and the vehicle routing problem. Based on the analysis and calculation of an example, the results indicate that the model is effective and feasible.

Extenics has unique advantages in solving contradictions by using formal models to explore the possibility of expanding things and the laws and methods of development and innovation. This paper studies the specific application of the extension strategy generation method in emergency cold chain logistics, in order to solve the problem that the emergency plan is difficult to cover in the face of an emergency. The purpose of this paper is to provide ideas for the generation of strategies to solve the contradictions of cold chain logistics in complex emergency scenarios. Giving full play to the unique advantages of extenics in solving contradictory problems, this paper analyzes the core problems, objectives and conditions of emergency cold chain logistics in four links with the case scenario of the COVID-19 pandemic outbreak, extends and generates 10 measures to form 36 schemes, and evaluates the combination schemes quantitatively and objectively using the dependent function and superiority evaluation formula. In addition, the consideration of carbon constraints is added to the selection of the scheme, and the specific plan of integrating e-commerce platform, expert guidance, establishing temporary cold storage transfer and contactless distribution is designed. The research results provide support for meeting the needs of emergency logistics schemes in different situations and optimizing the energy efficiency of the scheme while ensuring humanitarian support. At the same time, the application of extenics basic-element formal language also provides a reference for further applying artificial intelligence to the design of emergency logistics schemes.
