The aim of the article is to identify and characterize the public opinion on the “women’s question” in Siberian official periodicals of the second half of the 19th and early 20th centuries. The term “women’s question” represents a complex of issues, such as education, labor and professional life, individual freedom, family relations and political rights. The primary sources are the publications of Siberian state-run and eparchy periodicals that reflected the state’s and the Russian Orthodox Church’s official position on this question and at the same time formed the public opinion. In 1857, Gubernskie Vedomosti began to be issued almost simultaneously in four principal centers of Siberian provinces: Tobolsk, Tomsk, Krasnoyarsk, and Irkutsk. The official section included regulations, orders, directives of the central and local authorities as well as official announcements. The non-official section included articles on regional topics such as the economy and statistics of the region, ethnographic information, accounts and reports of scientific expeditions. Among other materials, some articles considering “women’s question” aspects were published. A similar structure was used in Eparkhial’nye Vedomosti, the Russian Orthodox Church’s official periodical issued since 1860. Eparkhial’nye Vedomosti started to be issued in Siberia at different times: in 1863 in Irkutsk (Irkutskie), in 1871 in Omsk (till 1898 they were called Akmolinskie), in 1880 in Tomsk (Tomskie), in 1882 in Tobolsk (Tobolskie), and finally in 1884 Eniseyskie. Not only the official periodicals presented the state’s and society’s position on female education (the key aspect of the “women’s question”), but also the Russian Orthodox Church, no less important an institution in the public opinion. The article deals with collective judgments on the “women’s question” communicated through newspaper texts. The main topics of the “question” are identified and characterized: 1) the state of the female education system, 2) the statement of the need for female education, and 3) episodes of the biographies of women who have already changed their social role. Having considered the depiction of the “women’s question” in Siberian official periodicals, the author draws a conclusion that, from the point of view of both the state-run press and the Russian Orthodox Church’s periodicals, the main aspect of that issue was the female education problem, which was the basis for women’s integration into social life. The press formed the opinion on female education development as an important sociocultural phenomenon in the province and a significant fact of Siberian social life. The official state-run and eparchial press predetermined the changes in gender stereotypes in social consciousness.

Tygodnik Polski (Harbin 1922–1942) as a Source for the History of Polish Emigration in China Harbin, a city located in Manchuria in the Far East, became an important centre of Polish emigration in the first half of the 20th century. It was inhabited by a few thousand Polish expatriates, who could attend Polish churches and schools and had Polish social, economic and cultural organisations here. They also published books and periodicals. The longest existing periodical was Tygodnik Polski, a weekly founded by priest Władysław Ostrowski. In spite of financial difficulties and a small number of Poles in Manchuria, Tygodnik survived for 20 years (1922–1942), becoming an important source documenting the life of the Polish community in that area. Among Polish periodicals issued in Asia, it was published for the longest time and was the only Polish periodical in Asia for some time. The aim of the presented paper is to supplement the existing state of research with new information regarding the publication, edition, character and mission of the weekly. Among raised problems, the issues of upbringing and education were highlighted. The research was based on an analysis of annual volumes of Tygodnik Polski.

Scientific and research periodicals play an extremely important part in popularizing (and promoting) results of research studies, though this role is not equally appreciated across different domains of science. This becomes apparent if we compare the number of traditional and electronic titles of periodicals in such disciplines as medicine, natural science and exact science on the one side, and those that represent the humanities, broadly understood, on the other. The advantage of electronic content in the former group is overwhelming. Nowadays, we use two terms in relation to periodicals available online and launched on the electronic platform. The terms make a distinction between a degree of their involvement in the cyber space. “Digitalization” means a certain transitory state between traditional periodicals in print and virtual publications; in other words, a product of “digitization” is an electronic copy (e.g. a scanned text) of a text originally published in print, whereas the notion of “digital authorship (the author as digital producer), in Polish: cyfryzacja” deals with an entirely electronic publication with specific properties underlined by multimedia and hypertext capabilities. Digital research information as an entirely new quality has not been yet appropriately appreciated. The history of education as a discipline of research does not have its own electronic platform that would offer peer-reviewed research papers in Open Access (OA), e-books or electronic document repositories. For the time being, the most recent Polish periodical within this discipline, i.e. Biuletyn Historii Wychowania, has only a front page, ToCs and a masthead available online, without access to full-text electronic content.

It is estimated that there are as many as 2.5-3.0 million school-age children in the nation who are gifted.1 The number of such children participating in special public educational programs is approximately 1.2 million.2 Definitions of giftedness and commitments to publicly funded special programs for gifted students vary widely. Reflecting our federal structure for education, some of the legal development have arisen on the national level but the primary scene of activity relating to the law of gifted education is at the state level. This article provides a comprehensive overview of the legal activity on the federal and state levels. This increasing activity has been largely neglected in legal books and periodicals to date.

The First World War (1914 - 1918) strengthened the idea of self-determination of nations in Europe, while the end of the war created favourable conditions for the creation of new states, including the proclamation of the Republic of Latvia on November 18, 1918. The creation of an independent Latvia State for the first time gave an opportunity to create an education system based on national interests. As a result, the Latvia education system during the period from 1919 to 1934 was transformed according to socioeconomic and political changes, creating for the first time a national education system based on the innovative pedagogical ideas of the given era. Basically, during the period of Latvia's first free state, in the democratic regime, the education system, in compliance with trends in Europe, was dominated by reform pedagogy. The purpose of the article is, based on the content analysis of periodicals and historical sources, to identify the existing values of Latvia education (school pedagogy) during the democratic period from 1919 to 1934, in the context of European educational values. As a result of the theoretical research, based on the content analysis of periodicals and historical sources, the following educational values have been identified as the most important: creativity; discipline; obedience of students; kindness; humility; individualization; personality of the teacher; professional mastery of the teacher; love of the fatherland.

The author of the article raises a question about library users; she is concerned that they are not well aware of modern library information technologies and how to use electronic reference and bibliographic resources, in particular databases of articles and materials taken from periodicals. In order to improve user information competence the author of the article presents functional and information retrieval features of the subject “Periodicals” bibliographic database of the electronic catalogue of V. Sukhomlynskyi State Scientific and Pedagogical Library of Ukraine, a coordinating and scientific methodical centre of the system of education libraries of Ukraine. The forms of propagating the resource to users in particular using Internet information services are described.

Violeta Miqueli Mayoz de González (Key West 1891- New Jersey 1972) was an educator and an executive member of ethnic and anarchist groups. She actively participated in their direct action and wrote for their periodicals in Key West, Tampa, New York, Mexico D.F., Buenos Aires, and Barcelona. Miqueli identified the systemic violence that the state exercised against workers like her: difficult access to education and healthcare, prosecution of dissenters, and disadvantaged defense of the poor. Miqueli, like other anarcha-feminists of her time, developed strategies of care and political participation with direct action to protect the people when the state did not. Through the alternative press, Miqueli provided alternative sources of information that denounced the systematic state oppression. Her organization participation provided workers with education and distributed solidarity among state prisoners, while mutual aid dignified their health care. This essay and accompanying digital exhibit explore Miqueli's direct action to show how anarcha-feminists disseminated alternative visions of society while utilizing the freedom of association and the press to organize under the state's structural top-down violence.

Background of the study: The paradigm shift in the management of scientific journals from print to electronic also has an impact on accreditation policies that were initially oriented towards print scientific periodicals to the accreditation of electronic-based scientific journals.Purpose: This study aims to identify and explain the traditions and innovations in the management of accredited scientific education journals in PTKIN.Method: This research is a qualitative research with the type of field research with the orientation of empirical data collection in the field. The researcher directly reviews the documents related to management, and observes the physical / non-physical facilities used in the management of scientific journals.Findings: The results showed that of the 9 (Nine) accredited education journals of PTKIN before 2018, the most widely cited is Dinamika Ilmu Journal, amounting to 251 (two hundred fifty one) times. This has happened because Dinamika Ilmu Journal has entered the age of 18 (eighteen) years. While the Edukasia Journal is the least quoted, which is 5 (five) times. Even though the age of Edukasia Journal enters the 13th (thirteenth) year.Conclusion: From the 9 (nine) journals, only the Edukasia Journal still maintains to use the Indonesian full text even though it has been nationally accredited. While Edusains Journal, JPI Journal, Tarbiya Journal, and the Dinamika Ilmu Journal use English full text. This was done in order to support the vision of going international for his journals.

The study presents the results of quantitative analysis of bibliographic sources on the search word-combination "non-formal education" in open access foreign journals in order to study the history of non-formal education as a scientific term. Data were collected using the EBSCO search resource; the key word-combination of the search was "Non formal education" in the field of education and social sciences. The search time limits cover the period from January 1960 to July 2021. Methods of quantitative analysis of publications in open access foreign journals; monitoring references to the term "non-formal education" in scientific publications; analysis and comparison of data on the study of non-formal education with the subsequent synthesis of hypotheses and conclusions were applied. Conclusions are substantiated that Ukrainian scientific area lacks research on the history of the emergence and spread of non-formal education as a methodologically new educational paradigm and social phenomenon. The lack of established periodization of the formation of non-formal education in Ukraine and abroad leads to the spread of contradictory author's ideas. It is established that the first publications mentioning non-formal education (1964; 1972; 1982) coincide in time with the introduction of the strategy of mass education in most European countries (60-70s of the twentieth century). The use of the term "non-formal education" was associated with a description of the state of access of certain categories of the population to education and the corresponding way of life, which may characterize the correlation between non-formal education and social work. Non-formal education as a part of the scientific apparatus of research began in the field of social sciences, but has become more popular in the field of education and pedagogical research. Quantitative data of publications indicating non-formal education in the scientific apparatus of research mean the possibility of periodization of the formation of non-formal education in the research of foreign authors. The article identifies four stages depending on the number of publications, their content, and the direction of research: 1) the middle of the twentieth century-1980s − the stage of considering non-formal education as a tool of social changes, a means of overcoming the crisis in education and giving it a more mass character taking into account the social status and individual characteristics of different categories of the population; 2) 1980s-1990s − the stage of transfer the term "non-formal education" in the field of pedagogical research; 3) 1990s-2010s − the stage of origin and spread of the concept of lifelong learning, accompanied by growing interest in nonformal education as a form of lifelong learning; 4) 2010s-2020s − the stage of rapid growth in the number of publications on non-formal education, which reflects the scientific interest in the application of non-formal education for social transformations and responses of the information society.

By the 1830s, the role of literature and journalism in shaping public opinion and promoting state ideology was growing in Russia. One of the first attempts of the government to take control of this process was the decision to publish The Journal of the Ministry of Education, with a mandatory review of domestic periodicals. The most important communicative purpose of the review of texts was to familiarize readers with the most important and well-meaning publications of Russian-language periodicals from the point of view of editorial reviewers. The inherent evaluative component of these texts is obvious, for the purpose of which all possible linguistic means allowed within the official publication were used, a significant role among which was assigned to evaluative adjectives and attributive collocations as the most capacious and concise characteristics of the described object. The objects of macro-evaluation through adjectives were peer-reviewed articles, their authors and periodicals on the whole; relevance, quality, educational value, accuracy and usefulness of the publications, their compliance with the official views, the author’s style, some individual facts of their content, etc. were subjectto adjectival micro-evaluation. In the journal’s reviews of Russian periodicals, there are approximately100 different-typed evaluative adjectives, including both adjectives of general evaluation (otlichnyi, otmennyi, prevoskhodnyi, khoroshii, etc.) and of a partial one. The mostcommonly used of all evaluative adjectives throughout the existence of reviews were the adjectives liubopytnyi ‘having cognitive value’ and zamechatel’nyi ‘worthy of attention’, which cover almost all sections in the reviews. By the 1860s, the style of writing media-reviews in the journal became well established. During this time, individual author’s words and attributive collocations almost go out of use and rows of homogeneous attributes become rare. Additionally, the range of evaluative adjectives involved is narrowed and impoverished, and they themselves get an exclusively neutral stylistic colour, which is specific to the official publication.

In this study the public view of adult education in the United States was inferred from articles published in nationally distributed magazines. Two hundred twenty-eight articles from fifty-three non-professional magazines published in the United States from January 1,1970, through December 31, 1987, were reviewed. The articles were selected from those listed under "adult education," or cross referenced as "see also" under "adult education" in the Reader's Guide to Periodical Literature. The research questions were: What concept of adult education appears in the print media? To what extent is this view congruent with professional views of adult education? Leisure learning and literacy programs were prevalent and available from a variety of sources. Adult illiteracy was reported as a national concern. Programs that were commonplace (basic education, general equivalency degree classes, job skills training, and industrial training) were reported less often than new or novel programs. Most articles were positive in tone, promoting adult education activities as useful, rewarding, and enjoyable experiences, but ignored adult education as a professional field. The public view as reflected in the articles was positive with programs available to adults of many levels of educational attainment. The public view was not congruent with professional writings. Group activities were more in evidence than self directed learning. Learners tended to be urban, educated, and Caucasian. Although few programs restricted participation because of age or gender there were discernible groups of aged people and women. Programs were usually sponsored by institutions of higher education and entrepreneurs, and rarely by public school systems, community organizations, or cultural groups. Program content reflected adult interest in self improvement and entertainment rather than professional growth. To refine an understanding of the public view, further research focusing on other information sources such as national and regional newspapers and the electronic media is needed, making it possible to compare the public view across various regions of the country.

O objetivo deste estudo foi verificar o estado da arte na área de Educação Física, nesta última década (2001/2010), sob a ótica de quatro periódicos: revista Motriz, revista Movimento, Revista Brasileira de Ciência e Movimento e Revista Brasileira de Ciências do Esporte. Partimos de uma etapa preliminar da investigação, de caráter exploratório, que procurou selecionar os estudos, nos periódicos mencionados, que tivessem interface com a Educação Física escolar. Realizamos uma leitura inicial do material coletado. Tratou-se de uma fase prévia de contato e assimilação das primeiras impressões dos textos, no intuito de se desprender de (pré)conceitos e riscos de armadilhas do senso comum, que nos impedisse de ter uma visão mais ampliada da área. Desse modo, deixamos emergir de forma natural seus núcleos de sentidos, permitindo que os próprios resumos nos “falassem” e apresentassem as seguintes categorias: categoria 1 – Proposta de intervenção pedagógica e ou curricular; categoria 2 – Verificação/percepção/diagnóstico da situação pedagógica; categoria 3 – Experiências de ensino-aprendizagem; categoria 4 – Estudos históricos; categoria 5 – Estudos biológicos; e categoria 6 – Demais estudos. Após esse passo, os artigos foram distribuídos entre elas. Após esse passo, foi proposta a análise de conteúdo da categoria 3, por acreditar que ela é a que mais se aproxima dos objetivos do estudo, pois é possível identificar pesquisas empíricas com modelos e ou propostas já aplicadas ao cotidiano escolar. A pesquisa é de natureza descritiva e qualitativa, utilizando a análise de conteúdo para entender os núcleos de sentidos dos artigos selecionados. Concluímos que a análise retrospectiva aponta um avanço no que tange a propostas de pesquisas empíricas propositivasintervencionistas, que, a nosso ver, dão pistas sobre as lacunas do fazer pedagógico do professor e privilegiam os atores que estão em cena no cotidiano escolar. No entanto, como demonstrado no seção 3.5, a maior parte dos estudos confirma a hipótese inicial, em que o conhecimento produzido na Educação Física escolar orienta-se fundamentalmente para os estudos de revisão e ensaios. Como necessidade, podemos dizer que, como em qualquer área científica, se faz necessário empreender novas pesquisas, e aqui ressaltamos as da categoria 3, pois tais pesquisas possibilitam novas descobertas para que o campo da Educação Física escolar continue evoluindo. Baseado também nos 16 estudos da categoria analisada, podemos perceber que não existe um consenso teórico acerca do real objeto da Educação Física, pois, na verdade, numa área tão abrangente, não se deve realmente se prender a um só objeto, mas sim a “objetos de estudos”.
The objective of this study was to verify the state of the art in the area of Physical Education, in the last decade (2001/2010), from the perspective of four journals: journal Motriz, journal Movimento, Revista Brasileira de Ciência e Movimento e Revista Brasileira de Ciências do Esporte. We start with a preliminary stage of research, exploratory study that sought to select the studies mentioned in the journals, which have interface with the physical education. We conducted an initial reading of the material collected. This was a phase of contact and assimilation of the first impressions of the texts in order to let go of prejudices and risks of the pitfalls common sense, that keep us from having a broader view of the area. Thus, we emerge in a natural sense of their cores, allowing the summaries themselves "speak" and submit the following categories: Category 1 - Proposed or curricular and pedagogical intervention; Category 2 - Verification / awareness / educational diagnosis of the situation ; category 3 - Experiences of teaching and learning; category 4 - Historical studies; category 5 - biological studies, and category 6 - other studies. After this step, the items were distributed among them. After this step, was proposed content analysis of category 3, believing that it is the closest to the study objectives, it is possible to identify models and empirical research with already implemented or proposed to the school routine. The research is descriptive and qualitative nature, using content analysis to understand the core meaning of the selected articles. We conclude that the retrospective analysis shows an improvement with respect to proposals for empirical research propositional-interventionist, which, in our view, give clues about the shortcomings of the pedagogical focus of the teacher and the actors are on stage in school life. However, as demonstrated in section 3.5, most studies confirm the initial hypothesis, in which the knowledge produced in physical education is geared primarily to review the studies and tests. As needed, we can say that, as in any scientific field, it is necessary to undertake new research, and here we emphasize the third category, because such research enable new discoveries to the field of physical education continues to evolve. Based on 16 studies also analyzed the category, we can see that there is no theoretical consensus on the real object of physical education, because in truth, an area so comprehensive, it should not really hold a single object, but "objects of study. "

The continued publication of articles concerning drama and theatre in scholarly periodicals has resulted in the "loss" of much research due to the lack of retrieval tools. This work is designed to partially fill this lack by cassifying the articles found in fourteen current periodicals using Trussler's taxonomy. This bibliography could also be updated on a regular basis. The issues that are presently not available through the North Texas State University Libraries could be ordered, classified and appended to this work. In short, this thesis is a start toward the opening of the source material held by the campus libraries. But it is only a start. There is still a treasure trove yet to be developed.

Ninety elementary public school teachers were surveyed to find out where they obtained their teaching ideas. Seven popular elementary-level teaching periodicals, dated 1989-1999, were analyzed for aging-related content, and compared with 27 of the National Academy for Teaching and Learning about Aging (NATLA) aspects of aging recommended for students' learning. Results indicate that public elementary teachers obtain their teaching ideas from various places: teaching institutes or workshops; other teachers; ideas or lessons they develop themselves; and teaching periodicals. A large percentage obtain lesson ideas from teaching periodicals that they browse or read. This finding may assist NATLA in making recommendations to particular editorial boards. Surprisingly, few teachers obtain their teaching ideas from state and local curricular mandates. When the periodical issues were analyzed, aging-related content was categorized in four ways: informational articles with selected teaching or learning activities; articles describing intergenerational programs or activities; book reviews with selected learning activities; and book review titles mentioning older adult characters. Category totals among the 7 periodicals were highest in book review titles mentioning older adult characters and book reviews with selected learning activities. The content was compared to NATLA's recommendations for students' learning. The findings were not significant. The aging aspect that appeared most often in book reviews with selected learning activities was that most living things have life cycles of patterned biological changes, and/or that death and disability can occur at any age. Whether we formally teach them about aging or not, children learn about it. Earlier studies indicate that even preschool children may stereotype the aging process and/or older adults. Curricular and instructional ideas provided in teaching materials, even in an informal format can provide education, which prepares children for real life experiences.

AbstractRobert Leslie Ellis was born in Bath on 25 August 1817. His father, Francis Ellis (1772–1842), had held a position in the Admiralty, but resigned when he became the principal heir of his uncle Henry Ellis, formerly Governor of Nova Scotia, who on his death in 1806 left him £10,000 and extensive landholdings in Ireland and elsewhere. Francis and his wife Mary, née Kilbee (1777–1847), had six children, of whom Robert, born in 1817, was the youngest. The family lived in a succession of large houses in Bath, where Francis Ellis, a well-known local figure, was one of the founders of the Bath Literary and Scientific Institution, founded in 1823. The Institution had a well-stocked library which took in both British and continental books and periodicals, and the teenaged Ellis frequented it regularly, reading avidly and conversing with the adult members, who included scholars and scientists of some distinction. His father involved himself in Ellis’s education and was himself a well-educated and inquiring man; his uncle had described him as ‘really a very deserving young man of uncommon abilities and possessed of more scientific and other knowledge than [one] could expect at his years.’ In an account of the Bath literati published in 1854, Francis Ellis was included in a list of ‘men with intelligent and well-informed minds’, and a later supplement stated that ‘Francis Ellis had an enlarged mind, was a good classic, a superior mathematician, and a generally well-informed man’. Ellis’s library contained several hundred books in 1841, when an inventory was taken.

Being the all-Union coordination center for bibliography in technologies and the methodological center for USSR’s scientific and special libraries, the State Public Scientific and Technical Library of the USSR issued reference bibliographic publications, special periodicals, serials and manuals based on the research accomplished by the Library. It developed the system of learning materials in every area of library services and functions (user services, collection development and organization, reference aids, bibliographic work, etc.). All materials were highly demanded by scientific and technical libraries of the country and were of great importance for the advance of scientific, technical and special libraries and national librarianship on the whole. The author reviews the key reference bibliographic and methodological materials produced by the State Public Scientific and Technical Library of the USSR in 1958–1980.

Twenty two science Russian periodicals in informatics and library studies are selected for the bibliometrical analysis of key journal indicators, including publication activity of the same journals’ editorial staff. For the first time for domestic journals, the study reveals hidden self-citation when editorial members include links to their journal from other publications. The available instruments of scientometrical databases, including Web of Science and Scopus, and the national system Russian Science Citation Index do not enable to identify this form of self-citation. The mentioned manipulations are aimed at boosting journal rating. In several cases, intensive and unjustified citation by journals’ editorial staff in other periodicals which we consider the violation of publication ethical principles, is revealed.

The UN Sustainable Development Goals (SDGs) are reviewed from the point of view of libraries. Both Russian and American professional publications cover the issues within their ecological education (EE) and sustainable development education activities which enables to compare them in many aspects. Key groups of relevant sources are determined: publications in professional periodicals, analytical materials on the web-sites of libraries and associations, resources on libraries’ websites, social media, and blogs. Each group of resources is analyzed. The conclusion is made that relevant information sources reflecting similar segments of library activities can be necessarily and possibly determined for further studies.

Notable educators predict DE will profoundly affect the traditional classroom, forcing it to follow the DE classroom in becoming more of a student centered active learning environment. At their most basic level taxes carry, in the words of Schumpeter ([1918] 1991), “the thunder of history” (p. 101). They say something about the ever-changing structures of social, economic, and political life. Taxes offer a blueprint, in both symbolic and concrete terms, for uncovering the most fundamental arrangements in society – stratification included. The historical retellings captured within these data highlight the politics of taxation in Alabama from 1856 to 1901, including conflicts over whom money is expended upon as well as struggles over who carries their fair share of the tax burden. The selected timeline overlaps with the formation of five of six constitutions adopted in the State of Alabama, including 1861, 1865, 1868, 1875, and 1901. Having these years as the focal point makes for an especially meaningful case study, given how much these constitutional formations made the state a site for much political debate. These data contain 5,121 pages of periodicals from newspapers throughout the state, including: Alabama Sentinel, Alabama State Intelligencer, Alabama State Journal, Athens Herald, Daily Alabama Journal, Daily Confederation, Elyton Herald, Mobile Daily Tribune, Mobile Tribune, Mobile Weekly Tribune, Morning Herald, Nationalist, New Era, Observer, Tuscaloosa Observer, Tuskegee News, Universalist Herald, and Wilcox News and Pacificator. The contemporary relevance of these historical debates manifests in Alabama’s current constitution which was adopted in 1901. This constitution departs from well-established conventions of treating the document as a legal framework that specifies a general role of governance but is firm enough to protect the civil rights and liberties of the population. Instead, it stands more as a legislative document, or procedural straightjacket, that preempts through statutory material what regulatory action is possible by the state. These barriers included a refusal to establish a state board of education and enact a tax structure for local education in addition to debt and tax limitations that constrained government capacity more broadly. Prohibitive features like these are among the reasons that, by 2020, the 1901 Constitution has been amended nearly 1,000 times since its adoption. The subject of the study is the cooperation of S. Efremov with Western Ukrainian periodicals as a page in the history of Ukrainian journalism which covers the relationship of journalists and scientists of Eastern and Western Ukraine at the turn of the XIX-XX centuries. Research methods (biographical, historical, comparative, axiological, statistical, discursive) develop the comprehensive disclosure of the article. As a result of scientific research, the origins of Ukrainocentrism in the personality of S. Efremov were clarified; his person as a public figure, journalist, publisher, literary critic is multifaceted; taking into account the specifics of the memoir genre and with the involvement of the historical context, the turning points in the destiny of the author of memoirs are interpreted, revealing cooperation with Western Ukrainian magazines and newspapers. The publications ‘Zoria’, ‘Narod’, ‘Pravda’, ‘Bukovyna’, ‘Dzvinok’, are secretly got into sub-Russian Ukraine, became for S. Efremov a spiritual basis in understanding the specifics of the national (Ukrainian) mass media, ideas of education in culture of Ukraine at the end of XIX century, its territorial integrity, and state independence. Memoirs of S. Efremov on cooperation with the iconic Galician journals ‘Notes of the Scientific Society after the name Shevchenko’ and ‘Literary-Scientific Bulletin’, testify to an important stage in the formation of the author’s worldview, the expansion of the genre boundaries of his journalism, active development as a literary critic. S. Yefremov collaborated most fruitfully and for a long time with the Literary-Scientific Bulletin, and he was impressed by the democratic position of this publication. The author’s comments reveal a long-running controversy over the publication of a review of the new edition of Kobzar and thematically related discussions around his other literary criticism, in which the talent of the demanding critic was forged. S. Efremov steadfastly defended the main principles of literary criticism: objectivity and freedom of author’s thought. The names of the allies of the Ukrainian idea L. Skochkovskyi, O. Lototskyi, O. Konyskyi, P. Zhytskyi, M. Hrushevskyi in S. Efremov’s memoirs unfold in multifaceted portrait descriptions and function as historical and cultural facts that document the pages of the author’s biography, record his activities in space and time. The results of the study give grounds to characterize S. Efremov as the first professional Ukrainian-speaking journalist.

This paper studies the impacts of state appropriations on staffing and salaries at public higher education institutions in the United States using employment and revenue data from the Integrated Postsecondary Education Data System, along with an instrumental variables strategy borrowed from Deming and Walters (2018) and Chakrabarti, Gorton, and Lovenheim (2020). The instrument sidesteps the potential endogeneity of state appropriations for a given institution in a given year by interacting an institution’s historical reliance on state appropriations with total state appropriations for all higher education institutions in a given year. The results suggest that higher state appropriations are associated with an increase in tenure-track assistant professors at four-year institutions. They are also associated with an increase in part-time instructional staff at both four-year and two-year institutions. However, they are not associated with a change in the number of tenured faculty. Appropriations are also positively related to salaries for a variety of employee groups, although notably not for instructional staff who are instructors, lecturers, or without an academic rank. Overall, the results show that public higher education institutions use state appropriations in a variety of ways, but I do not find evidence that they replace contingent faculty with tenured or tenure-track faculty when appropriations rise.
