Of course, in any country, including Russia, the relevance of research to prevent an increase in the level of economic crime is important. Moreover, its level is an indicator of the country’s economic security. Accordingly, in the conditions of restrictions, the consequences of the pandemic associated with an increase in unemployment, a decrease in the income of the population, the factors affecting an increase in this indicator — the level of crime in the economic sphere — are increasing. The article provides a forecast of socio-economic indicators: the development of the social sphere, the level and quality of life. The decomposition of institutionalization of preventive measures aimed at counteracting the commission of economic crime is built. A portrait of a criminal in cybercrime conditions is highlighted and the dynamics of registered crimes is considered. At the same time, in the institutional structure of the decomposition of preventive measures aimed at counteracting the commission of economic crime, a component of socio-economic conditions is highlighted, contributing to the increase in the commission or reduction of this type of economic crime.

Introduction. The modern economic world, saturated with instability and uncertainty, requires new approaches to understanding and managing economic processes. In this context the relevance of experimental behavioral economics research is extremely important. Making economic decisions is not an exclusively rational process, because it is also connected with psychological factors that determine the behavior of subjects in the market and in management processes. Understanding these psychological aspects, their influence on decision-making and the development of strategies that would take these features into account become a key task in the conditions of the modern global economic environment. The relevance of the study of experimental behavioral economics covers not only practical application in various strategies and management decisions, but is also considered in the context of the formation of socially responsible economic policies and interaction between various market subjects. Research in this direction will contribute to the formation of more flexible and adaptive strategies aimed at achieving sustainable development in conditions of uncertainty and rapid changes. The purpose of the article is to highlight the key aspects of experimental behavioral economics, to reveal its essence and the importance of its application in the modern economic environment, ta analyse the psychological factors, that influence economic decision-making, and to determine the importance of experimental behavioral economics as a tool for management and development of modern economic strategies. Results. The general results of the study indicate the need to rethink traditional approaches in the modern economy and demonstrate the significance and practical value of experimental behavioral economics in the development and optimization of strategies in various spheres of modern society. Conclusions. The analysis of the conclusions, presented in the article, opens up new perspectives for further research in the context of the development of the theory of behavioral economics and its impact on economic practice.

This study aims to assess the relationship between R&D and economic growth in terms of their ability to understand R&D management. In the paper, the algorithm of actions was used, which allows ensuring interconnection, sequence of work, validity of the choice of the methods used, and defining key factors over a long period. The following methods of the empirical study were used: analysis of the provision of level development; regional analysis of the data; correlation analysis. Based on correlation analysis the impact of economic growth on R&D was investigated, which is expressed by such variables as the number of organizations engaged in R&D, internal expenditures in R&D, expenditures for technological innovations, number of employees in R&D. The data were obtained from the World Bank, the Eurasian Economic Union, and the statistical yearbook of Kazakhstan for 2009–2019. The results obtained show that all determinants correlate not only with the GDP but with each other as well. According to the findings, viewing the GDP level, there is a positive and negative correlation link between such two factors as ‘the number of research organizations’ and ‘R&D technological innovations’. These coefficients of correlation between GDP and independent factors selected for the analysis are significant, i.e. they can significantly affect the value of the GDP. The obtained results are useful in formulating the R&D development management strategy. In terms (conditions) of socio-economic crisis, there are changes in the algorithms of acceptance of the investment, financial, management, and other decisions at various levels, which requires the emphasis on the patterns of behavior of participants in financial and economic processes in conditions of risk and uncertainty. The article aims to review the key postulates of behavioral economics, substantiate the possibility and feasibility of applying the theoretical foundations of behavioral economics as the latest model of the irrational behavior of financial and economic relations in practice management at regional and local levels. The theoretical foundations of behavioral economics are revealed, the preconditions of origin (scientific bases, technological level, socio-economic bases) and stages of formation are determined. The interdisciplinary nature of behavioral economics as a science-based on the provisions of economics, psychology, sociology, neurobiology, and studies of socio-economic problems using non-traditional methods and approaches is proved. The study found that the growing trend of the practical application of behavioral economics at the regional and local levels is associated with the possibility of taking into account, except objective factors, irrational behavior of participants in financial and economic processes in conditions of risk and uncertainty. Behavioral differences between «economic man» and Humans are substantiated. It is established that people have such behavioral features as presumed irrationality; limited cognitive skills, emotions, morals, and social norms; limited selfishness; inconsistency (variability) of preferences. The expediency of studying economic relations at the regional and local levels on the basis of behavioral economics is justified by the possibility of explaining the abnormal behavior of economic agents in conditions of uncertainty and risk, which encourages the search for new behavioral strategies of financial and economic relations.

Economic changes create a strong need for the reconsideration of the system of financial and budgetary knowledge and paradigms already created in developed countries regarding the possibility of their use in the countries with developing economies. In this article, the authors clarify that the process of formation of the efficient and mutually agreed budget policy with strategic tasks of the social and economical development of countries requires development of the budget strategy. Its essence is the dynamic realization of the system of goals, principles, directions, tasks of state authorities, co-ordination and adequacy of their long-term regulatory measures to internal and external changes in the economic environment and social transformations aimed at ensuring macroeconomic stability, accelerating economic growth and improving the well-being of the population. The principles of budget strategy development have been clearly defined: scientific substantiation; integrity; efficiency; systematic approach; adaptability; variability; interdependence; purposefulness; sociality; legitimacy. The share of government expenditures, budget deficit and public debt in the gross domestic product in the EU and Ukraine has been estimated. The priority directions of budget strategies in the conditions of economic transformations have been defined, in particular, regarding the increase of efficiency of public expenditures and establishment of restrictions on their level of growth; improvement of the mechanism for managing budget deficits, public debt and guarantees and reduction of their limits. The research has demonstrated a huge influence of the budget strategy on the social and economical processes and on the development of the social relations.

The concept of «working capital» has been determined. It has been established that in conditions of market economy for efficient management a formation of normative base is necessary, which will permit to carry out the control of resource and financial flows. This is needed for optimization of the stocks level and minimization of the working capital invested thereto. Peculiarities of the economic research point on the necessity of use of variable and constant potions of the working capital, and their expenses and returns can be classified as per the centres of responsibility. All these expenses are adjusted at a certain administrative level.

One of the global trends of the current stage of development of world civilization is economic security. This problem becomes more relevant for socio-economic systems that are in a state of transformation. Economic security is an integral element of the economic system and at the same time a part of a broader phenomenon - the security of social reproduction as a process richer in content. Economic security from the point of view of institutional economics is a product of habits and traditions that have developed in society. An important aspect of modern institutional research is the consideration of institutions not as separate sets of independent formations of multidirectional influence, but as an integral system that connects all institutions and directs them along a certain vector of development. It is thanks to the action of an extensive network of formal and informal institutions that stable foundations of socio-economic systems and a high level of certainty of socio-economic relations are formed. The criterion for the effectiveness of any new institution is its compliance with the interests and goals of society. The social assessment of the "public utility" of the institution, including the increase in the level of economic security, becomes the basis of trust in it. The system for ensuring economic security should conceptually be aimed not only at countering threats, but precisely at their prevention, at the formation of an institutional security environment. We are talking about internal mechanisms to support a stable, balanced, effective development of the economy, active preventive actions to ensure its margin of safety. This system of measures will be an important step forward on the path of institutional modernization. The mechanism for ensuring economic security is based on four political pillars: labor, benefits, protection and justice, therefore a set of institutional measures aimed at ensuring these parameters of the socio-economic system is the main guarantee of strengthening its security. The effect of economic condition on the relation between responding and overall rate of reinforcement has been an area of recent interest in operant research. The present research was conducted to determine whether the manipulation of the economic condition, by the systematic manipulation of the provision of substitute food, has an effect on this relation and whether open- and closed-economies represent two opposing alternatives or two parametric extremes along- a continuum. The results of two experiments conducted with pigeons using variable-interval and fixed-ratio schedules of reinforcement suggest that the manipulation of economic condition has a controlling effect on the relation between responding and overall rate of reinforcement, that open- and closed- economies are likely to represent points along- a continuum rather than all-or-none conditions, and that the differences in the response-to- reinforcement relation between open- and closed-economies are likely due to an interaction of incentive and regulatory effects. Additionally, specific methodological considerations for further research in this area are suggested.

This research was conducted within the context of smallholder livestock production and government attempts to improve this through a transfer of technology approach. Participatory action research (PAR) was used to enable action for change to emerge, while the research provided understanding and a basis for this action. Tombolo village in South Sulawesi, Indonesia was the location for this research, which first identified the problems and needs of the farmers, and then participatively developed strategies to meet these needs. Fodder security throughout the year was found to be the major constraint to cattle production. Forage technology was introduced, including fodder tree legumes and grasses, resulting in improved livestock production and many associated livelihood benefits. The introduction of these new technologies was adapted by stakeholders to local issues and needs. The extension services had previously aimed to improve livestock production through breeding and veterinary health measures, and had assumed that sufficient fodder was available for livestock. The formation of a learning group of farmers, who used group discussion to set their own agenda, was employed to identify this shortcoming, and how to sustainably overcome it. Participants were able to apply their experience and enhance their cognitive skills to find new meanings and knowledge to plan and take actions to improve their practice and situation. This thesis documents the process of change required to move from a “Transfer of Technology” approach to a “learning approach”. The research has shown that there is considerable potential for the application of PAR to rural community development in Indonesia. More specifically in Tombolo village PAR enabled farmers and extension staff to be empowered by becoming active participants in the research process and take action to improve their own practice. It helped them to analyse the situation to make the technology more appropriate, while also learning how to change the extension methods used towards one in which all stakeholders became partners in developing their situation

Thousands of farmers were saved from bankruptcy by the Department of Agriculture, says Minister Greyling Wentzel. He said in 1986/1987 2 741 farmers who would have been bankrupt were saved through the department’s production aid scheme. The Rill,7m they received as loans enabled them to get a crop in the ground, without which they would have gone under. The debt consolidation scheme likewise helped about 2 000 farmers escape bankruptcy for the period 1983/1984 to 1986/1987.

The growth in developing markets has created a need for businesses to re-look their strategies and become players in the emerging economies. With the advancement of growth in the developing countries, new opportunities are created with innovative solutions coming from developing countries and being sold to developed countries. Besides the projected growth and opportunities in the developing countries, the majority of people living in poverty are found in these countries. They are also faced with challenges such as lack of infrastructure and lack of property rights. Firms that want to successfully serve these markets will need to develop innovative business models that will create value for the shareholders, communities and other stakeholders.The purpose of this study is to explore business models developed for the Bottom of the Pyramid (BOP) in different industries and to understand what makes them successful despite facing the institutional voids experienced in developing countries with the intention to provide a high-level generic business model template that can be used for firms that are targeting the BOP markets. The objective of this report, hence, was to explore the differences in business models developed by firms serving the BOP market; identify the challenges of doing business in developing countries and explore how those challenges are met; and identify the critical success factors in serving the BOP markets.

A theoretical model of coffee consumption in the U.K. is proposed, which is estimated and used to examine the influence of habit formation and advertising in the period 1957-80. This work challenges both the assumption of symmetrical consumer response and the statistical source for measuring coffee consumption. The model allows for asymmetrical consumer reactions. Explanatory variables are: price of coffee and of tea, income, advertising and the strength of the coffee drinking habit. This work is original in terms of interpreting and quantifying product field advertising and habit formation; and for allowing a minimal threshold level of predictors. Mistakes, repeated printing errors and unpublished changes in definitions were found in the statistics of domestic coffee supplies 0 Household coffee purchases estimated by the National Food Survey (N.F.S.) are consistently over-reported. Causes investigated provide grounds for correcting estimates by pooling N.F.S. with Family Expenditure Survey; the result is consistent with adjusted supplies. Advertising effect on demand is separated into two aspects. The first action increases sales by attracting new buyers, while protecting consumers from competitors' propaganda. The second action increases sales to habitual customers, while manufacturers are competing through advertising for a larger brand share. The transmission medium is a factor in both effects. The strength of the habit shifts market demand function. A routine way of thinking prevails under stationary conditions; yet shifts in the function occur in a non-stationary situation which initiates the problem-solving way of thinking. In the model, addiction can be either absolute or relative to changes in other factors. All the evidence supports the general model proposed, which shows that a non-symmetrical functional effect prevails and demonstrates the existence of an adjustment period. Irrefutably, coffee consumption depends on former consumption levels, coffee price, price-ratio tea to coffee, income and advertising.

Economic development remains elusive for many world economies, but especially those of African countries. The current global inequalities in terms of GNP per capita and human living standards between developed and developing nations have ensured that the challenges of food insecurities are only some of the many negative experiences of underdevelopment in the African continent. Hence, delivery pressures are increasing on policy makers and researchers to provide tangible and timely economic solutions to the resilient state of underdevelopment. In the policy fights against the challenges posed by a lack of development in South Africa, the agricultural sector has in the past and continues in the present to play a central role. Such is the case because the majority of citizens rely on agricultural production activities for their livelihoods. For instance, even though the sector only contributed four percent towards the national Gross Domestic Product in 2006, in the Eastern Cape Province, more than seventy percent of the total population resided in rural areas. Moreover, in 2004 more than sixty percent of the national formal and informal employment levels were found in the sector. These economic indicators do not only reinforce the assertions that high levels of geographical and sectoral inequalities exist in the country’s economy, but they also illustrate the importance of the agricultural sector in public policy attempts, which are aimed at achieving food security alongside long-term developmental objectives. Some economists, especially the proponents of institutionalism, have argued that most of the recommendations to public policy interventions from mainstream economic research endeavours are not adequately helpful. The recommendations generally lack well considered and socially effective ideas, mainly because there remains some level of ignorance about the impacts that institutions have on economic and social systems. Some argue that this ignorance is reflected in (flawed) hedonistic and rationalist assumptions made about economic actors and in the methodological thinking of many research designs and economic analyses. The misuse of formal tools and statistical methods, for example, are some of the important factors, which have led to failures of the discipline of economics to provide effective policy solutions to problems of underdevelopment and poverty, especially in poor country environments. The thesis, having taken account of the majority of criticisms levelled against the classical and new-classical economic schools of thought, argues that the discipline as a whole lacks a paradigmatic integration of institutional and new-classical economic perspectives to offer appropriate guidelines for a methodology aimed at achieving socially responsive research outputs. The lack of this integration has resulted in a skewed selection of methods by economists, which are employed in research without a supportive and in-depth understanding of institutional and social factors. To support the thesis, a more effective and integrated framework for economic research is developed and presented with case study illustrations in a cumulative manner. The 20th century history of agricultural policies in South Africa, the agricultural and institutional case studies from the Eastern Cape Province alongside reviews of other agricultural studies are all used in presenting a case for rigorous institutional investigations in general economic research. These are also used in developing the proposed integrated framework, which aims to give guidance in developing research methods, which are more socially responsive. Having shown the usefulness of the proposed research framework, the thesis recommends that public policy interventions (at national and local levels) should aim to eliminate all types of institutions which have high associated transactional costs. The interventions should also encourage the emergence and growth of the types of institutions, which present the lowest costs to initiatives of economic development. In the primary case studies from the Eastern Cape Province, the insecurity of land tenure and the various local initiatives of business ventures are highlighted as two examples of the types of institutions, which respectively present high and low transactional costs to local initiatives of agricultural and economic development.

Linking education, science and technology with national development is a subject of increasing concern in many developing countries. In this dissertation, we have studied empirically the contribution, or lack of it, which public investment in education, science and technology has made to the attainment of development objectives in Cameroon since 1960. Using a small computable macroeconometric model of Cameroon incorporating some major relevant quantitative aspects of the knowledge sector, we have investigated the effects on that sector and on the overall economic system of increased education- and research-service resources. We have also analyzed some of the major qualitative factors that are important in this sector.
Our results suggest that, given existing patterns of education, science and technology in Cameroon, the contribution of public investment in this sector may be small compared to the potential contribution suggested in the literature. The implications of these results are examined for policy-making and planning at the national level.

Resumo:
This research looks at using Inclusive Design as mean to bridge the age-based digital divide, by conducting Action research in a Local Council in the UK. Research on the digital divide looks at the inequality in technology access between different demographical characteristics. While this is very useful to highlight access inequality, it fails to address the steps required to bridge the gap. Some research even suggested that the digital divide is bridged and that research in this field is irrelevant. This is due to the narrow focus of some researchers about the digital divide. The focus should be not on whether older people possess Information and Communications Technology (ICT) products; it should be on how they use their products and what we can do to improve the person-technology fit. On the other hand, inclusive design has been a main driver to ensure that buildings and products do not prohibit people with disabilities from utilising the building or product. However, there is limited research about the extension of inclusive design practices in Information Systems (IS), particularly interface design and system design. Most of the current design guidelines and best practices do not provide a holistic view of the inclusive design process, thus leaving the designers on their own in terms of producing an easy interface for users, by just merely implementing the accessibility guidelines provided by the W3C to ensure inclusivity of the website or online service. Assuming that inclusivity is reached only by including screen readers and magnified modes to prospective users. The aim of the research is to provide a clear picture to discover the main challenges to Inclusive Design as well as provide a holistic and thorough inclusive design metric that allows designers to ensure that their proposed website or online service is inclusive of users from different age groups and capabilities. This design methodology can customisable according to the website or online service requirements, highlighting the important features to ensure inclusivity. Using Action research as methodology to investigate and improve design practices in a local council. The research employed a mixture of research methods to understand and intervene in the creation of an inclusive e-service during the implementation of the Care Act 2014 in the Local Council. First, semi structured interviews were conducted to provide insights of the changes that the Care Act 2014 which brought upon social care and the way that social care services are being provided in the county. Then, observations were performed during the design sessions of the online services in the Local Council to see how the design process is being carried out to ensure that the website is inclusive of all prospective users. Finally, when the website is fully developed it was tested on various users with from different age groups using the inclusivity index developed as part of the evaluation phase of the design methodology. In addition, interviews with older adults were conducted to understand the issues that make them using ICT difficult so the needs of these users were documented to help in the design process later on. The research indents to advance knowledge about inclusive design from practical and theoretical perspective. Practically, this research will help web designers and organisations looking to cater online services to as many people as possible and design methodology that fosters inclusivity. Moreover, this will help older adults to use online service by themselves, thus ensure that they can remain independent and exercise control over their needs from the government or otherwise. Theoretically, this research will help to shed the light on the digital divide and the ways to bridge this divide. By creating an inclusive design methodology that can fundamentally address the causes of the divide rather than just simply patch existing design methodologies.

AbstractThis chapter features the functions of green infrastructure and gray infrastructure in a hydro-economic model and integrates them into a hybrid infrastructure. We show that adding green infrastructure to an existing gray infrastructure generates a new benefit, which is referred to as absorption effects. Using the model, we investigate the optimal hybrid infrastructure by maximizing the social net benefits, in which disaster risk reduction is defined. We then discuss how green infrastructure can be used to augment existing gray infrastructure from the perspective of economic optimality. We derive some conditions to determine whether both or either of gray and green infrastructures should be introduced to implement disaster risk reduction.

AbstractThis chapter summarises central findings in light of the posed research questions and discusses the empirical and conceptual contributions of this book. In terms of empirical contributions, the book highlights the central role of local worker organisations in improving working conditions in the garment industry while simultaneously revealing the complex, networked labour control structures that constrain the terrain for labour agency in garment producing countries. Against this background, unions need to develop networked agency strategies that employ coalitional and moral power resources from international consumer and labour organisations to open up space for workplace organising and collective bargaining. Conceptually, the relational approach for studying labour control and labour agency in GPNs developed in this book contributes to reinvigorating a relational understanding of labour dynamics in GPNs as constituted through power-laden, networked relationships at the vertical and horizontal dimension of the GPN. Thereby the book addresses a gap in past scalar analyses, which have not sufficiently explored the specific links between network dynamics and territorial outcomes for labour at specific nodes of a GPN. The chapter concludes with final reflections on challenges and strategies for improving working conditions in the global garment industry and directions for further research.

Currently, global transformation processes are intensifying, causing increased uncertainty and volatility in economic dynamics. Under these conditions, there is an increasing need to raise economic resilience, which is a condition for maintaining stable growth dynamics, and is considered the ability of the economic system to absorb shocks and quickly adapt to changes in external and internal conditions. The most important condition for ensuring economic resilience is maintaining macroeconomic balance and counteracting the growth of excessive imbalances. The purpose of this research is to identify factors and mechanisms for the formation of macroeconomic imbalances, establish their relationship with economic resilience, and determine general approaches to economic policy for the adjustment of imbalances. The methods used in this research are analysis, synthesis, comparison, and generalization. Some of the conclusions that emerged from the research are as follows. Macroeconomic imbalances manifest themselves not only in the disruption of foreign economic equilibrium, but also in a slowdown in economic growth, internal recession, increased inflation, and a decrease in the global competitiveness of the economy. In most economies, external and internal imbalances are stable, and chronic, and attempts to combat them can lead to their transformation, but do not eliminate them. Constant macroeconomic imbalances are caused by inertial factors: the specifics of the development model of the national economy, structural disproportions, and the fight against which regular macroeconomic policy (monetary, fiscal) is ineffective. An effective tool for adjusting macroeconomic and structural imbalances is structural policy. It has been established that the influence of structural policy on macroeconomic balance and resilience is realized through the following channels: increasing the efficiency and competitiveness of production, raising mobility of production factors and reallocation of resources; and improvement of self-regulation mechanisms of the economic system.

In the Nakhchivan Autonomous Republic, the Gross Domestic Product indicator for 2021 has exceeded 3 billion manats, where the highest indicator is related to industrial production with 35%. The development of the industry, which has a large share in the Gross Domestic Product, depends on the efficient and correct organization of industrial areas on the territory, and this plays an important role in the development of the national economy and in ensuring social protection. The correct and efficient location of industrial production ensures the efficient use of natural resources, improvement of the employment level of the population, increase of labor productivity and production efficiency based on economical use of economic resources, optimal socio-economic development of economic regions. The location of the industrial enterprise affects the development of transportation, communication and other areas in the region, the supply of energy and raw materials for production, the complexity of interregional and intersectoral relations, and the increasing importance of environmental protection. As a result of all this, effective placement on the territory plays a positive role in the development of both the society and the country in a certain sense.

The consequences of the COVID-19 pandemic, intensified by Russia's aggression in Ukraine, determined that in both developed and emerging countries, the monetary and fiscal authorities could not ensure efficiency in achieving the objectives of financial policies. This study aims to identify the determinants of monetary and fiscal policies in a small open economy, in the example of the Republic of Moldova, which must not only ensure the stability of the financial system but also correspond to the trends of the "new normal," through the interconnection with innovation, which it drives the expansion of private digital currencies and FinTech. Both qualitative (phenomenological analysis) and quantitative (inferential statistics) methods were used in the research process. At the same time, the case study research strategy was applied (within determining the particularities of the interaction between fiscal and monetary policies in a small open economy, in the example of the Republic of Moldova). In the Republic of Moldova, the coordination mechanism of fiscal and monetary policy instruments differs by its specificity from countries with developed economies. The assessment of the short-term effects of fiscal and monetary policy instruments on macroeconomic indicators indicates that they are very approximate and, in many situations, contradictory. At the same time, the monetary policy in the Republic of Moldova has several notable characteristics, particularly a qualitative dependence on external economic factors and external economic shocks. Bibliographic sources that research the relationship between fiscal and monetary policies in the context of the significant changes in the world economy were used for this study. A deeper analysis requires the application of more complex econometric methods to determine the impact of the relationship between monetary policy and fiscal policy on several macroeconomic variables. At the same time, we note the usefulness of the study results for the authorities of the Republic of Moldova.

In this paper we will analyze to what extent Romanians are aware of the need to develop the research and innovation domains to promote progress in the coming years for Romania. The study is based on Romanians' answers to questions from a questionnaire attached to a Eurobarometer. Please note that the Eurobarometer used was completed in May 2021 and includes the opinions of 1050 adults from Romania. Basically, will be estimated the trends of Romanians' perceptions regarding the following aspects: SciSoc, NewTech, AreasRI, Explain. We specify below some details regarding the four mentioned fields of our study. So, SciSoc defines the variable attached to the answers to the question: “Do you think that the overall influence of science and technology on society is: very positive, fairly positive, fairly negative, very negative?”. The NewTech variable sets on a four-value scale the intensity of perception for the positive effect of ten new technologies on life orientation over the next 20 years. The variable AreaRI is attached to the Eurobarometer question “In the coming years, which of the following 13 areas do you think will be affected most by research and innovation?”. The answer to the question "Who is the best qualified to explain the impact of scientific and technological developments on society?" is characterized by the variable Explain. There are 15 possible answers. We defined the TREND indicator which is compatible with the classical stochastic ordering relationship between categorical ordinal variables of this study. The application of homogeneity statistical tests revealed perceptible differences of opinions between people belonging to different types of communities.

INTRODUCTION The impetus for this study comes from a field observation on informal workers in different urban areas in the Phnom Penh city during the COVID-19 pandemic. The prevailing pandemic has devasted economies around the world, and in particular, the informal workers, who are generally employed on a seasonal, casual, or temporary basis. and lack social protection, have suffered the worst. To mitigate the social and economic impacts of the pandemic on poor and vulnerable houscholds, the Royal Government of Cambodia launched a nationwide cash relief program in June 2020. It is believed that an effective mitigation program to counteract the negative impact of COVID-19 requires evidence-based research, and this has prompted us to carry out the present study. Emerging from Wuhan in December 2019, the “coronavirus disease 2019” (COVID-19) pandemic has drastically altered the world cconomy and affected every aspect of life. While the head of the International Monetary Fund (IMF) views that the world has faced the worst economic crisis since the Great Depression of the 1930s, and emerging markets and developing countries were the hardest hit (British Broadcasting Corporation [BBC], 2020), the International Labour Organization (2020a) describes the coronavirus pandemic as the worst global crisis since World War II. The World Bank (2021) has estimated —3.5 percent growth of the global economy for 2020. The rapid spread of the virus has not only led to the disruption of supply chains and freezing demand limiting the flows of travel, trade, and investment (Organisation for Economic Cooperation and Development [OECD], 2020), but has also slowed down economic activities in almost all countries due to lockdown and social containment measures. While nearly half of the world’s 3.3 billion workforce were at risk of losing their livelihoods (World Health Organisation [WHO], 2020), in Southeast Asia alone, with every passing month, tens of millions of more workers become vulnerable of sliding into poverty, including many in the middle class.
