The articles deals with problems of different development of rural areas and their factors. In usual analysis of rural development, the position of agriculture is interpreted in broad range of opinions from the neglectable role to its non-substitutability in rural economics. The article follows strong sides of these concepts at simultaneous reduction of their weaknesses and is focused on problems of investigation of the mutual influence of endogenous as well as exogenous industries on rural regions. Applied approach leads to setting up model of economic base and deriving of multiplicators of rural development. It is obvious from the analysis that nonagricultural subsidy programs supporting development of the others industries in region have indirect influence upon its agriculture too. In different regions, this influence varies due to the factors investigated in the paper.

Abstract A well-balanced relationship between economic and social progress is the main prerequisite of rural community stability. Economic development is influenced by many factors. Some of these are statistically discoverable and quantifiable, while others, which fall within the sphere of social relations and their identification, are more difficult to measure and interpret. Czech rural areas face many problems which arise from their specific features – socio-demographic structure, job possibility of various social groups, provision of the proper level of public services, transport accessibility, etc. However, there is no direct connection between economic factors and mutual relations within the rural community. Values, opinions and the behavioural patterns of people are immediately displayed in a locality, but their character is shaped by the regional and national assumptions of every stage of development. Contributions are drawn from the accessible literature and secondary data of empirical research projects.

necessary to ensure the livelihoods of those leaving the agricultural sector and to supplement the incomes of those working in agriculture. I research rural development in four settlements in Hajdú-Bihar County, in Balmazújváros, Hortobágy, Tiszacsege and Egyek, all bordering Hortobágy National Park.There are many alternative income sources in settlements in the Hortobágy area, such as organic farming, production herbs, hungaricums, small animals and arts and crafts, as well as rural tourism. Rural tourism is not for subsistence, but a supplementary income source, mainly available during the summer time. I made a survey of rural hosts in the four examined settlements, and according to my results, I constructed a model reflecting the cost-benefit relation, as well as the payment period conditions of rural tourism. I am going to show whether it is worth dealing with rural tourism, and if yes, under what conditions. Rural tourism contributes to the maintenance of rural modes of living, in this way it has significant cultural, economic, ecological and social aspects, as well. It is crucial for settlements to create the appropriate conditions needed for joining rural tourism, if it is worth joining at all, and to realise investments for all these. Rural tourism has strict requirements for the levels of environment, infrastructure and services. Studying the Western-European practices, Hungary is lagged behind in the conditions of rural tourism and rural hosts have done their activities mainly out of necessity and not to maintain traditions. Rural tourism may result in success only by co-operation and over the long-run.

One of the most relevant issues causing concern of the world community is the ensurance of sustainable development. The problem was raised in the second half of the 20th century and has not been solved up to the present yet. The main idea of the article is to consider the spatial factor of sustainable development. The author shows that there is a high level of territories’ socio-economic differentiation in the Russian Federation. The problem of increasing polarization both between the center and periphery, and between the town and countryside has become particularly urgent. Rural areas are significantly lagging behind in terms of the population’s level and quality of life, and the rates of socio-economic development. The trends of rural extinction are intensifying and, as a result, there emerge the sparsity of economic space, and the decrease in stability of the national settlement system and development of countries as a whole. The increase of socio-economic problems in rural areas requires strengthening of the state regulation concerning the territories’ spatial development

Abstract The author discusses issues of sustainable development in rural areas in Poland from the perspective of natural resources management. Sustainable development of rural areas is the way of managing which links economic, social and ethical principles with ecological safety. This may be reached by proper management, directed on cautious usage of ecosystems’ self-controlling mechanisms, with the progress of science and technology. Agriculture in Poland is one of the most important sectors from an economic perspective and its importance is greater in Poland than in other countries in the EU. It has an influence not only on the social and economic situation of the rural population, but also on the natural environment, structure of landscape and biodiversity. From ecological point of view, functions of rural areas are not only being a place for production of food, resources for industry and green energy, but also supplying environmental goods such as protection of biodiversity and influencing air and water quality as well as landscape. The author presents ways to reduce the pressure of agricultural activities on water resources in the region, catchment and farm scale

The article touches upon the is- sue of the potential for diversification of the rural economy in terms of non-agricultural activities for the development of rural areas from an organizational, economic and socio-demographic point of view. To do this, all the directions of alternative business and the tasks that it can solve are listed. Methodological approaches to decision-making on the development of non-agricultural activities in rural areas are described and systematized, including determining the priority of economic or social efficiency and type of activity based on territorial, organizational or sectoral conditions. The characteristic of the modern concept of handicraft activity is given, its features in foreign countries and the Russian Federation are highlighted, successful examples of a number of regions, including the Volga Federal District, are given. A retrospective analysis of the sphere of rational use of wild plants and fungi was carried out, the importance of this type of activity was updated, trends in the volume of collection, processing and import of products to the EU countries were investigated. The prerequisites for the activation of rural tourism, its target audience, and the motives for choosing this type of recreation are revealed. The existing forms of its organization are systematized into three groups: recreation on the basis of a small family hotel or farmsteads, the construction of large and medium-sized private agro-tourist facilities in rural areas, the creation of agricultural parks in farms and agricultural cooperatives. It is confirmed that rural tourism is actively developing in the regions that have developed the concepts of its development (Altai Krai, the Republics of Buryatia and Karelia, Kaliningrad, Kaluga, Irkutsk, Tomsk regions). The article describes the successful experience of the Republic of Belarus in the formation of a system of consumer services in rural areas, which is based on complex complexes for consumer services, including agro-towns and field services for the population. The measures of state support, which can be claimed by the initiators of alternative rural business, are highlighted.

Innovation, as a factor influencing the success of farming, is of outstanding importance also in agriculture. Only those businesses (enterprises, companies) can be successful in the longrun which are able to adapt the new technological elements and to make their own developments occasionally and make them suitable for practical utilization.The innovation activities performed by the enterprises, business organizations can be evaluated at firm (microeconomic) and national economy (macroeconomic) levels. In the case of sheep breeding also, a complex evaluation system should be applied, since this is a sector, which has significant rural development and social impacts. The innovation processes are analysed from the identification of the problem inducing research and development until the return of the invested resources.

Summary In most countries, agriculture represents a strategic economic sector. In developed countries, the share of agriculture in GDP amounts only to 2-3%, but this industry assists in development of other sectors as well: trade, tourism, chemical and mechanical/machine industry, etc. Nowadays, great attention is paid to environmental protection and production of quality products. Sustainability has become a key determinant of agricultural production. Modern agriculture is focused onto productive and intensive production, but also towards multifunctional development of rural areas. Implementation of integral rural development and new regional concept of development sublimates several objectives: economic and social progress, demographic stability, environmental and cultural heritage protection, etc. This development model is mainly introduced in developed countries, but also in developing countries. A greater scope of social problems, in addition to the production, is resolved by doing so,. However, the results of the rural development policy differ from one country to another. Today, methods for measurement of rurality have been developed. Agriculture and rural development are in constant interaction, but the advocates of direct support for agriculture continue to oppose territorial approach and subsidies for rural development.

The social infrastructure of rural areas is of particular importance when considering issues of both an economic and social nature. Both production and non-production rural areas necessitate the availability of social facilities. The main purpose of social infrastructure facilities nowadays and in the past of rural and urban areas development is to meet the needs of the population. At the same time, social infrastructure defines the basis for the level and quality of life of civil society. Its condition is an indicator of the territorial development and provides opportunities for innovative development and investment attraction. For many years now, the rural social infrastructure has been in poor condition in Russia. Problems are observed in the living conditions of citizens, in elements of residential properties improvement, undeveloped system of medical and educational services, unavailability of cultural and leisure facilities, and so on. Due to such a negative state of the rural social sphere, problems arise with the demographic situation and the production sphere in terms of the inability to attract highly qualified personnel. The Program for the Sustainable Development of Rural Territories developed by the Government of Russia holds back the general, intensively negative situation, and is fundamentally changing it in some regions of the country. The paper presents the results of the implementation of the main Program directions and gives some recommendations on its further implementation and development of the rural social infrastructure.

Background. Lack of water supply and sanitation infrastructure in rural areas affects people’s health, welfare and living conditions, negatively impacts the rural environment, and can stall rural development and prosperity. Improving equitable and sustainable access to safe and improved water supply and sanitation in rural areas is therefore an important national development objective. This article presents to what extend the welfare level of the rural women in Uzbekistan correlates with socio-economic factors such as access to water supply and sanitation services in Uzbekistan. Methods. This article is based on comparative analysis of the gender aspects of welfare of rural women in Bukhara region. The gender aspects assessment of the water supply and sanitation sector identifies that rural women experience the unequal access to infrastructure in comparison with urban population and urban women. The utilizing of the concept of analysis based on identification of inequalities by going “beyond income, beyond averages and beyond today” demonstrates that there is no direct impact of the socio-economic factors on poverty rate of the family [1;6].

The contemporary relevance of ensuring sustainable rural development stems from the growing economic and social backwardness of rural territories on the one hand, and their ultimate importance for the state in the context of food security, preservation of soil and environmental resources, and the use of agricultural, production and labour potentials on the other hand. One of the key conditions for sustainable rural development is population strength- ening in rural areas and its sufficient employment. The article analyzes the current demographic problems of rural development, based on the example of Stavropol region. The authors describe threats to sustainable rural development such as unemployment and depopulation, as well as substantiate the practicality of diversification of traditional rural sources of income by means of tourism and other alternative activities. The research is performed on the base of actual materials and the results of studies related to the rural tourism development, and also using the authors´ observations. The authors have used monographic, sociological, economicstatistical methods of research, the systematic approach and comprehensive analysis. Rural tourism today should be seen as an important development direction of entrepreneurship and diversification in rural areas, as one of the important areas of sustainable development, and as a form and the chance of economic, social and cultural revitalization of rural areas as a whole. This makes the study of essence and prospects of this business direction development of high priority.

The article studies the social employment of the village population, since this problem significantly affects the professionalism and potential development of any villager. The worker creates the main wealth of society, leads to progressive, innovative ideas, turning them into a sought-after product, and also contributes to social life. The opposite side of employment can be attributed to unemployment, which leads to degradation, increases the number of beggars, and reduces the quality of life of society. Preventing unemployment and increasing the employed population is one of the central, strategic objectives of state policy. As part of the study carried out by the authors, a quantitative assessment of the structure of rural labor markets was carried out based on a sources combination of official statistical information. The results of the study will help to identify the negative consequences of rural unemployment for the economic activity of the regions, the dynamism of development, and the tension in the labor market in the countryside. The study results contributed to the identification of the rural unemployment negative effects on the regional economic activity, the dynamics of development, and the tension in the labor market in the village. Significant impact of small business development on the number of employed populations has been revealed. The importance of households in studying the rural employment problem and state support measures for this category of households is assessed. When analyzing the directions of development in the field of employment of the rural population, the following research methods were used: abstract-logical - in identifying modern aspects of employment; economic and statistical in the analysis of the state, changes in the structure of the rural population; as well as a monographic one - in determining the priority directions of increasing employment of the rural population and the mechanism of its regulation.

Theoretical, methodological, scientific, methodical and applied principles of managing environmentally and socially oriented investments in sustainable development of rural areas have been developed and substantiated in the article. The model of investment process of ecologically and socially oriented economy has been developed. The analysis of corresponding existing models of investment process enabled to specify the management model, which corresponds to the environmentally and socially oriented economics. The block scheme of the system of analyzing and evaluating the efficiency of investment processes of sustainable rural development has been made. The determined methodological provisions and specified concepts enabled to ground the system of complex analyzing and assessing the effectiveness of investment processes in sustainable development of rural areas, including the evaluation of economic, social and environmental efficiency of investment projects. The mechanism of sustainable rural development, comprising consolidated elements and connections, has been grounded. The ecological aspects of investment policy as a component of the economic mechanism of sustainable rural development have been systematized. It has been determined that attracting investments in environmentally and socially oriented investment projects and programs has to be based on strengthening the ecological aspects of investment policy as part of stimulating sub-system of the economic mechanism of sustainable rural development.

This article deals with some theoretical and methodological aspects of the study of trends and patterns of pro-spatial development of infrastructure of rural areas. The object of the research is rural areas of the Russian Federation. The subject of the research is the methods of scientific knowledge used in the process of studying the spatial development of infrastructure of rural territories. The aim of the research is to generalize theoretical and methodological provisions of the study of spatial development of infrastructure in rural areas of Russia for justification of adaptive solutions in the new reality. Methods of research of spatial economic systems, dialectical and empirical methods of knowledge were used as methodological bases. In the course of the research the postulates of the theory of spatial and regional economics were generalized, and also the stages of evolution of theoretical views of the leading figures of science about the purposes and tasks of development of rural territories, such as socio-economic, sustainable, spatial and spatial-branch development were systematized. The article considers reproductive, functional and spatial-branch approaches to the study of rural infrastructure and presents their classification. The main conceptual approaches to the development of rural infrastructure have been studied. The interpretation of the definition "infrastructure of rural areas" that reflects the role of rural infrastructure in reproduction processes, its spatial aspect and significance in the development of inter-branch and inter-territorial interaction was clarified. The considered theoretical and methodological aspects of the study of rural infrastructure in the context of spatial development allow improving the tools and methods of management with the development of appropriate adaptive mechanisms to the conditions of the new reality. Czech countryside and agriculture entered a new phase of development in May 2004. The transformation period after 1989 has changed the employment conditions of rural population as well as the conditions of economic subjects functioning in the rural space considerably. Its multifunctional character is now shifting from the sphere of theoretical thinking to the expected reality of the nearest years. The fact that the necessary economic prerequisites and their social impacts are closely tied together stresses the necessity of forming such tools of following and evaluating of the rural development criteria which would be able to reflect in a relevant way important indicators of the positive and negative changes in the working and living conditions of the population. The contribution issues from the experience of empirical research and reflects its future orientation, methodological approaches and possibilities.

The purpose of the study is to provide theoretical and methodological justification for the directions of rural economy diversification in the context of modern civilizational transformations and new trends in economic development. Civilizational transformations are based on qualitative transformations affecting all levels of the world economic system, accompanied by a change in the technological structure, social and political organization. The new model of rural development should be based on a diversified economic base based on the principles of inclusive growth. In this regard, the state policy should be aimed at ensuring equal access of all segments of the rural population to production and financial resources, ser-vices, technologies and markets, and support for entrepreneurial initiatives, small and medium-sized businesses in rural areas. The priorities for the diversification of the rural economy in the context of modern civilizational transformations are to overcome single-industry specialization, to move to the versatile development of the economic basis of rural areas, to mobilize the local population and involve it in the economy on the basis of preserving and improving endogenous resources. The diversification of the rural economy is a global trend and is primarily driven by the desire to increase employment and sources of income of the rural population, and to over-come rural poverty.

The peri-urban area is a dynamic area and continues to develop in various aspects along with the development of the city and the surrounding area, so that it can shift its rural appearance towards urban areas. The purpose of this study is to identify and analyze the characteristics of the peri-urban area based on physical, social and economic aspects in Yalimo Regency and to analyze regional development efforts and strategies according to the potential of Yalimo Regency, Papua.The research method used is quantitative and qualitative research, based on existing secondary data, namely the number and distribution of the population, density level, physical data and community economic data in Yalimo Regency, so that the classification of peri-urban areas (WPU) can be determined. SWOT analysis is used to determine the potential and obstacles/constraints of regional development. The results obtained are in terms of a). the physical aspect of Elelim District is included in Secondary Peri-urban, Apalapsili District is included in Rural Peri-urban, and Abenaho District is included in Secondary Peri-urban, b) social aspects of Elelim District, Apalapsili District and Abenaho District are included in Peri-urban Rural, c ) the economic aspects of Elelim District, Apalapsili District, and Abenaho District are included in the Peri-urban Rural.

Subject. The article discusses key indicators of the economic growth potential of rural areas with respect to the specifics of the international approach. Objectives. We study approaches to determining the concept of economic growth and key concepts of rural area development, which prevail in modern economics. The study also analyzes the applicable sets of indicators contributing to the effective evaluation and stimulation of the economic growth potential of rural areas. Methods. The study is based on the analysis of the existing theories of the economic growth in rural areas. We systematized economic knowledge and practices of determining economic growth indicators. Results. We analyzed basic difficulties in determining key economic growth drivers in rural areas, and identified aspects that influence the sustainable development and transformation of rural areas, referring to the use of innovative development concepts and their competitive advantages. The article sorts out key groups of various social metrics of the economic growth potential, and shows various combinations of socio-economic development indicators of rural areas. Conclusions and Relevance. The economic growth of rural areas depends in opportunities and drivers of effective strategic development, for which the growth potential should be adequately assessed and implemented. Evaluating the economic growth potential and development of rural areas, it is possible to set up crucial goals for raising the efficiency and competitiveness, such as the development of modern agricultural production, the establishment of the balanced administrative system and the creation of reasons for the State, business and people to follow common interests in order to improve the quality of rural life.

Environmental, natural, social and economic processes undergoing both in Europe and in the world predict such a 21st century that is characterised by increasing resource-crisis from both economic and ecological aspects. Therefore, it is very important for Hungary to see what happens to its natural resources, epecially to its agricultural land, water reserves as well as the biodiversity of the local unique flora and fauna. One of the most significant issues of the rural areas of Hungary is whether we can preserve the natural habitats and the various biodiversity of the related species, the favourable biological background of agriculture. In addition, whether we are able to provide high quality food for the country as well as for the broader reagion, whether we are able to produce energy from the resources available as well as to provide sufficient opportunities for the population to live and work. These can be considered as the most significant issuesof the coming decades which determine the strategy of the Hungarian rural economies in long term.

Rural areas in Poland are developing according to the strategy of multifunctional development in rural areas. Socio-economic growth of rural areas in Poland matches the assumptions of the multifunctional strategy of rural development. One of the forms of non-agricultural entrepreneurship in rural areas is agritourism. The aim of the paper is to present the beginnings of agritourism in Poland and stages in its development in Poland. The current status of this type of entrepreneurship was also indicated, with consideration of its qualitative and quantitative aspects. The paper was written based on the analysis of the literature of the subject and statistical sources. It was found that agritourism brings measurable economic and social benefits to farmers, inhabitants of rural areas, and agritourists. The structural and functional potential of rural areas in Poland represents a significant source for the development of this form of entrepreneurship in the future. This work is devoted to the study of sustainable development of rural areas. The purpose of the study was to identify factors affecting the sustainability of rural areas. To achieve the stated goal, the need of solving the following tasks was determined: the systematization of sustainability factors of rural areas, by the example of identifying certain groups; consideration of the nature of each group of factors, the designation of the positive and negative aspects of their influence; determination of indicators for assessing the socio- economic sustainability of rural areas. This paper presents the systematization of factors for sustainable development of rural areas. Eleven groups of factors were singled out, including economic, political, demographic, institutional, investment, climatic and innovation factors. The essence of each group of factors is revealed through the definition of positive and negative aspects. Specific indicators are selected within each group, which serve as indicators of development that are recommended for use in conducting monitoring activities in rural areas. The results of the study can be used to create of strategic programs for the development of rural areas, aimed at ensuring the improvement of their socio-economic sustainability. Testing of the results of the study was carried out in the rural areas of the Sosnovsky municipal district of the Chelyabinsk region.

On this basis, a new rural value system was established from the perspectives of agricultural functions, industrial forms and economic forms, and the concept of “rural amenities” was defined. Moreover, the development targets of “rural amenities” were analyzed, including the overall objectives and those specific ones from three aspects of production, life and ecology, and finally suggestions on the development of “rural amenities” were proposed, that is, elaborate production, elegant life and refined ecology.

In today's conditions, the problem of reviving the village is becoming increasingly acute in order to improve the level and quality of life of the local population and ensure the country's food security. The main goal of the research is to identify possible directions for the development of agrarian territories on the basis of multifunctionality and diversification of the rural economy. The article contains a brief theoretical analysis of the concept of “multifunctional agriculture” in relation to agricultural territories based on domestic and foreign practice, and the functions performed by agriculture are established. The current level of socio-economic development of agriculture in Siberia is assessed. The features of its development are disclosed, the influence of the multifunctional nature of agriculture on the development of agricultural territories is determined. To determine the promising areas of rural development, the potential of agrarian territories in the development of sources and opportunities for the economic activity of the population has been identified, and the need to diversify the agricultural sector of the Siberian economy as the basis for the development of multifunctional agriculture in conditions of economic instability has been proved. Within the framework of the study, for the realization of the ecological, social and economic functions of agriculture on the basis of diversification of the rural economy, promising directions for the development of agrarian territories have been proposed that can speed up the recovery of the rural economy of Siberia.

Based on the analysis of the state of the inclusive labor market in the rural economy, the potential opportunities for expanding the labor participation of disabled people in rural areas in order to increase employment and maintain the population in rural areas are revealed. Proposals to improve the efficiency of the inclusive labor market in agriculture and increase the income of the rural population are proposed and justified.

The purpose of the research is a quantitative and qualitative assessment of specific (demographic) aspects of the human capital accumulated within the territory of the Kurgan region and identification of the main problems associated with its formation in the context of studied region’s economic development stimulating. The theoretical part of article is devoted to the study of various approaches to human capital evaluating and estimation of its role in regional development. The empirical part of the research presents the results of monitoring the main components of human capital in the Kurgan region from the standpoint of its traditional (basic) characteristics, such as population size, age structure, migration flows, and employment. The methods used to achieve the stated goal consist of (1) the review of modern foreign and domestic literature, (2) the analysis of relevant statistical data (with using the modern techniques). The obtained results have both theoretical value (specification of the basic elements of human capital in rural areas) and practical value (can be applied by regional government in the development of rural support policies directions and tools in order to improve the quality of life of the rural population).

Sustainable development of rural areas and the agricultural sector is very important for resource regions, the gross regional product of which is formed by 50% due to extraction and processing of minerals. In order to be able to conduct a competent policy for the development of agriculture in municipal areas, it is necessary to assess the existing potential of rural areas in the municipal districts. The article describes the application of the author’s approach to the assessment of the resource potential for the development of agriculture in the region by the example of the Kemerovo region. It features indicators of the resource potential of rural territories, which determine various aspects of the development of the territory: economic, social and infrastructural. The data of the municipal statistics of the official websites of Russian Federal State Statistics Service (Kemerovo Statistics Agency) are used as a basis for analysis and evaluation. The results of the analysis allow the authors to rank the municipal districts according to the method of rating evaluation based on the proposed indicators. The paper involves some conclusions about the priorities for the development of agriculture in certain municipal areas of the region.

AbstractThis paper analyzes the role of religious faith in the work of two Christian NGOs involved in economic development in Zimbabwe, World Vision and Christian Care. While economic development is rarely analyzed in terms of religious ideas, this essay explores the religious aspects of development for employees of Christian NGOs and recipients of their development assistance. Uniting development and evangelism, employees of Christian NGOs articulate faith through concepts of 'holism', 'lifestyle evangelism', and prayer. These ideas and practices permeate institutional directives, the experiences of NGO workers, and the communities they serve. The essay compares what faith means to communities being 'developed' at project sites in rural Zimbabwe with faith as it is exercised alongside administrative power in NGO offices. It demonstrates how faith structures the initiatives and interpretation of economic development, and traces what is religious about development for NGO employees and for the rural communities they assist.

This report focuses on the now substantial international rural geography literature on the emergence of so-called ‘resource peripheries’, linked to the economic expansion of rapidly industrializing nations such as India and China. The report outlines the major foci and key arguments of this body of work, noting its connections to, but also elaborations of, important concepts used within rural geography, including global commodity chains and their multi-scalar governance, involving, in part, political, economic and social relations between corporations and local communities. Noting the influence of numerous Marxian concepts in this body of work’s intellectual development, the report draws further potential links with the ‘dis/articulations’ scholarship that has recently emerged out of a critique of the global commodity/value chain research, including notions of dispossession, disempowerment and primitive accumulation. Relatedly, aspects of multi-scalar and multi-sector governance in natural resource extraction are highlighted.

This paper studies the existing achievements at home and abroad from many aspects. Through the data provided by the inclusive financial report of Peking University, this paper analyzes the current situation of inclusive finance in five counties in Wenzhou mountainous area, and analyzes the development trend of inclusive finance in five counties in Wenzhou mountainous area in the past 8 years from three aspects: coverage, depth of use and degree of digitization. In terms of the analysis of the influencing factors of inclusive finance, five dimensions of residents ' economic level, communication level, traffic level, financial support level and urbanization level are selected as the main influencing factors, and a panel regression model is established to further analyze the influence effect of each factor. Finally, put forward reasonable suggestions for the problems found.

Rural infrastructure affects agricultural growth, economic development, and village poverty alleviation. The development of sustainable rural infrastructure can be achieved optimally by involving villagers. This study aims to identify the aspects within such involvement. Data collection is conducted through survey, case study and archival analysis. Data were analyzed with descriptive statistical analysis. The results of this study show that community involvement in rural infrastructure development comes in the form of wealth, whereas the factors that influence their participation are age and occupation. This study shows that community involvement can indeed support sustainable rural infrastructure development.

The study aims to determine the main indicators of rural smart development concept for territorial development analysis and decision-making in Vidzeme region (Latvia). In the framework of the study the theoretical literature and planning documents were analysed, focusing on the indicators of rural areas and sustainable development. For a long time the development was associated primarily with the economic growth - GDP, employment and income growth. In recent years, the economic dimension is supplemented with social, environmental, cultural and political aspects. A holistic approach interprets close relations and balanced integration between the economic, social, political, ecological and cultural dimensions of local and regional development. Such approach requires the search for new indicators that describe the development of rural areas and are directly relevant to each individual area. The results present that in the development of Vidzeme smart specialization, the local governments and the state has the greatest impact. It is most affected by the local government's capacity to develop cooperation with residents and entrepreneurs, and a stable and sustainable economic situation in the country.

The approaches of representatives of the scientific community to the characterization of the essence of the category – “strategic management” as a long-term action program are presented. In the agricultural sector, it has different directions of impact due to spatial heterogeneity, which is manifested in the territorial differentiation of production (rental) opportunities for agricultural production in different administrative-territorial units of the corresponding hierarchical scale. This is aggravated by a non-adaptive agrarian macroeconomic policy, market imperfections, fetishization of private, especially land ownership, as well as unjustified absolutization of the advantages of large forms of agricultural production. The overstated role of foreign capital in agriculture, food and processing industries creates significant social, economic and environmental risks. In the agricultural and food sector of country’s economy, including the location and specialization of agricultural production, it is necessary to develop and adopt at the Federal level legislative acts that would encourage the integration of producers, processors, service enterprises, trade and credit and financial organizations, and consumer unions in the regions. To do this, it is necessary to develop a new, science-based paradigm of strategic management of rural development, regional distribution and specialization of agricultural production based on an objective assessment of modern productive forces, which are limited by the framework of private property and unregulated market relations, with a critical approach to large-scale forms of agricultural production.

Systemic economic, environmental and social problems of rural areas in modern world make the issue of public policy for their sustainable development particularly topical. The socioeconomic development of the Russian Federation, increased volumes of agricultural output, growing efficiency of the agricultural sector, full employment of the rural population and improving its living conditions, as well as achieving efficient land use require proper legal support. The main strategic planning documents regulating aspects of sustainable development of rural areas are represented by three groups of political and legal acts regarding their: 1) agricultural development, 2) sustainable development, 3) spatial development. Most research articles cover one of these aspects of facilitating the development of rural areas. The sources demonstrate the lack of comprehensive legal studies covering the issues of sustainable development of rural areas. The present article provides a comprehensive analysis of the legal regulation of facilitating sustainable development of rural areas in each of the aspects mentioned. The methods of comparative analysis and legal hermeneutics applied made it possible to reveal contradictions and gaps in the strategic planning documents. This precludes the possibility of specifying a single conceptual model of legal regulation of sustainable development of rural areas. The authors have considered the internal and external sides of the model of legal regulation, outlined the legal approaches to its formation in modern geopolitical, economic and social conditions. The article identifies the problems of legal support for sustainable development of rural areas and considers ways to solve them.

The article is devoted to ecological and economic priorities of rural development. The conceptual bases of organizational-economic and ecological mechanisms of rural development are considered. The main ecological and economic factors influencing the development of rural areas are analyzed. The goals and ways to implement the concept of rural development are outlined, which involves assessing the existing problems and obstacles to their effective development. The article proposes an ecological and economic mechanism for the development of rural areas based on the use of forms and methods in the interaction of information, organizational and legal support. Theoretical and methodological principles of improving the ecological and economic mechanism of implementation of the Concept of sustainable development of rural areas are substantiated, on the basis of which effective methods and mechanisms, means, levers and actions of both ecological-economic and organizational-managerial nature will be introduced, which will influence the interests of economic entities in rural areas and promote not only social and economic life in rural areas, but also achieving social well-being and solving urgent environmental problems. The study of the ecological component of rural development has shown the need to take it into account in close connection with the economic and social components of its development in coexistence with the natural environment. Based on this, the main strategic aspects of the development of domestic environmental policy are developed and the components of the conceptual provisions of the strategy of environmentally sustainable development of rural areas are determined, based on ensuring overall environmental safety

AbstractRural Development Policy is a priority for the E.U., as half of the Union’s population lives in rural areas. This policy is focused on society’s durable development, under all its aspects: economic, social, cultural, and so on. The challenges which rural areas of member states face must be addressed, while at the same time applying European norms and standards for rural development. After Romania became a part of the E.U., rural areas here were supported through several national rural development programs, so as to create a durable and sustainable rural economy. Major changes are required to achieve this kind of development, such as replacing old agricultural structures, modernizing the village, while at the same time maintaining cultural and local identity. Rural areas in Romania are often affected by natural disasters. During the last 17 years, national rural development programs implied contracts worth billions of Euros. For instance, through the 2020 NRDP, a budget of 9.5 billion Euros was allocated, 8.1 billion Euros coming from E.U. funding and 1.34 billion Euros as national cofinancing. At the moment, Romania’s absorption degree for the 2020 NRDP is of 20% and is expected to surpass 50% by 2020. Another regional program includes the concept of Spatial Development - Romania - 2025. Spatial planning supports the avoidance of rural dispersion. The betterment of infrastructure is supported, such as access roads, expanding base utilities, consolidated works to prevent flooding or landslides, and so on.

For the sustainable management of rural roads, social, institutional, technical, economic and environmental aspects should be considered under a long-term perspective. The current practice in developing countries is that only some of these key sustainable aspects are considered in the management process. In addition, rural roads maintenance management is commonly performed under a short-term basis, not considering the life-cycle costs and benefits in the economic analysis and project prioritization. This paper presents the development of a sustainable management system for rural road networks and its application in developing countries. The approach considers the development of a sustainable framework, application of a network-level condition evaluation methodology, condition performance models for gravel and earth roads, cost-effective maintenance standards, a long-term prioritization procedure that accounts for sustainable aspects, and a computer tool that integrates the system components. The management system has been applied and validated in two unpaved rural road networks in developing countries, located in Chile and Paraguay. Sensitivity analysis was carried out to assess the impacts of input parameters in the performance of developed system. As a result of the research an adaptable and adoptable sustainable management system for rural networks has been developed to assist local road agencies in developing countries.

The diversified level of agricultural development and directions of evolution of rural areas in the individual EU countries results in complex and diversified problems for the agricultural policy. That was a basic reason of giving a relatively great freedom to the individual member states to choose measures within the individual axes of the Rural Development Programmes. The allocation of expenses to the individual measures Member States should ensure that synergies among the economic, environmental and social aspects and, by assumption, it is supposed to reflect the priorities of rural development. The analysis of the allocation of expenses within the national rural development programmes will indicate similarities and differences of the use of the CAP support in the regional aspect. The main goal of the paper was to determine the priorities of rural development in the individual EU member states. As results from the analysis the specific character of the individual programmes corresponded to the level of development of the individual countries and the needs of the agribusiness and rural areas resulting from that level. The diversification concerning the directions of use of the assets from the European Agricultural Fund for Rural Development resulted from the different wealth of the societies and rural communities in the individual countries.
