Texto completo da fonteThe worsening situation as regards the servicing of Morocco's external debt forced the government to recycle its debt, then to make use of a structural adjustment programme and to adopt an economic liberalization policy. This policy materialized thanks to a series of foreign investment encouragements on one hand and a privatization programme started up in 1993 on the other. However despite the uncontested assets that morocco enjoys, its privatization programme in encouraging foreign investment and in stimulation the port folio investment in the Casablanca stock exchange, the country attracted less foreign investors compared to other competition countries. Indead, these investors are confronted with several obstacles that morocco should get rid of in order to assure constant inflow of foreign capitals. Moreover, if the privatization is beginning to take off, this programme is running out of steam

Texto completo da fonteThe policy of privatization which the Marocco embarked on in 1993 is far-reaching enough to constitute an umprecedanted experience in this country. It presents according to the Maroccan government a strategic key of the function change in Moroccan economy. After a recalling of the essential reasons of the interventionism system in Morocco during the years 60 and 70, and those which are the origin of its weakness, the study presented here tries to analyse the policy of privatization led by the government through its purposes and results obtained till then. The conclusion that we can bring for this experience to the light of the assessement about fifty operations actually realized on 114 private sectors, remains obviously partial. However, it appears that the principal aims of the public power is reducing the budgetary deficit, improving the economic effeciency, safeguarding and creating new employement, reinforcing regionalisation and developping popular share holding, all these have seen unsatisfactory accomplishment. In fact, though some questions remain yet, concerning in particular the futur part of the state in economy and rationalization of public enterprises sectors and public policy in general, the policy of Maroccan privatization presented is a panacea by its promoters, appears as a failure over the problems of the development of economy and over Moroccan society, which are accentuated with internationalization and privatization

Texto completo da fonteBackground : Through urban planning and lan-use regulation, the government wishes to avail services such as healthcare to Delhi's ever-growing population. Delhi presents itself as an interesting case in India of a strong hospital planning policy caught up in the net of market forces. As such, this thesis aims to assess the equitable allocation of hospital care services in Delhi. Methods : What options are at hand for the government to achieve a better balance in the spatial distribution of hospital services in the city ? Do poor sections of Delhi's population benefit from good accessibility to hospital services ? We propose a methodology based on different measures of accessibility calculated using geographic information systems (GIS) and on exploratory multivariate statistical analysis, which we employ to map poverty in Delhi. Results : Our results support a differentiated model of hospital services distribution. Some hospitals appear to be located in ways that substitute services for one another, for example, private tertiary and secondary hospitals are closer to more affluent areas while poorer areas have better access to small private hospitals. Nevertheless, poor neighbourhoods seem to experience situations of greater deprivation than other areas. Discussion : While accessibility and proximity are only two dimensions to the issue of access to hospital care, our results tend to show that poorer areas are left with limited choice in terms of having hospital facilities located nearby. Public-Private Partnership models have favoured private tertiary care hospitals in Delhi, with very poor results so far in improving access to hospital care for the poor

Privatization is different, from one country to another, according to its extent, the nature and the situation of the companies concerned, etc. Algeria has not escaped this economic process nor the debates. Facing the debt crisis, Algeria had to accept, voluntary or by constraint, the terms of liberalization of its economy dictated by the financial international institutions. The subject of this research, "the process of privatization and the public companies in Algeria", analyzes the methods and effectiveness of privatization in Algeria, and helps us to understand why privatization is a difficult exercise in the economies in which the State has an important role. We wanted through this research to better understand the objectives, methods and obstacles as of the stakes which surround this process, through the analysis of the algerian case and other countries such as the Central and Eastern European Countries. Texto completo da fonteFalsely presented as being in community interests, the Group-Ranches reform was a mere pretext for the further development of the politics of encapsulation implemented among the kenyan Maasaï, an East African people which has become an ethnic minority within the framework of the nation-state. It was also a pretext for the propagation of the liberal values of development and private property, characteristic of western economic ideology. This reform should be viewed as a natural extension of the authoritarian policies of the british colonial period, part of a long chain of impoverishment which has been affecting the Maasaï since the beginning of the twentieth century. Even if they have succeeded in resisting and adapting to the reform for some time, thanks notibly to their traditional approach to land tenure and the community's remarkable solidarities as expressed through an organisational structure based on age groups, there is practically nothing the Maasaï can do in the face of modern politics, a key factor in the breaking up of Maasaï society and which promises to bring about the final destruction of traditional social structures, with, in particular, the abolition of "moranism" and the deviding up of the entire Maasaï territory into

Texto completo da fonteThe privatization of industrial enterprises in Algeria was initiated in 1995 by the SAP (Structural Adjustment Program) applied to an economy that was insolvent. The privatization of companies under the aegis of the IMF and the World Bank had therefore the main objective to reduce government expenditure in order to restore the balance of both state budget and external accounts in the context of an economy in the process of gradual liberalization. The SAP measures including privatization are not integrated into an industrial policy. In 2001 an ordinance stipulates that all companies can be privatized. A turning point was however observed in 2007 because privatization is integrated into an industrial policy. Privatization must now help to stop the deindustrialization that began during the 1980s and exacerbated by the SAP and to improve the competitiveness of the Algerian economy. After a failure, the privatization results improves by a quantitative point of view (from 2005) and qualitative (non-hydrocarbon FDI), especially in 2007, as shown in our assessment that is global, and dealing also in details of cases of privatized enterprises. However, since 2008, the "business climate" marked by legal instability, interventionism, the global economic crisis does not seem conducive to a privatization that could help the Algerian industry to go out of its dependence on hydrocarbons. We conclude that despite a few successes, the privatization of enterprises in Algeria failed because these last ones have not benefited from prior strategic restructuring. In addition, privatization has not been supervised by effective institutions and industrial policy

Lebanon, and despite all difficulties facing it, has witnessed new changes in its telecommunications sector. Those changes might have followed a special rhythm and pace that no other country might have followed. In the so called ‘era of communications’ I am going to state conditions of telecommunications in my country Lebanon which remains to be a pioneer in the sector of development in the Arab world. I will start my study by summarizing the situation in the county on the eve of Lebanon’s civil war. At the time, Lebanon had many development projects on its front burner and was ready to rehabilitate all its public services. The civil war in my country has hampered all efforts for rehabilitation including those to boost the telecommunication sector. With the bitter war over, the Lebanese moved quickly to pick up the time wasted. Unfortunately, they were faced by political considerations and calculations on the one hand, and by a corruptive administration on the other. Those two things have hindered all their efforts for privatization. Moreover, the public also lost confidence in all attempts to privatize the telecommunications sector. My study is based on facts, and on interviews conducted with key figures in the sector of communications in Lebanon. However, I have to make it clear that this sector is always witnessing new changes. My study aims at setting guidelines for a healthy privatization, and at giving answers to all expectations of the Lebanese public. The study also takes into account the so-called “Lebanese model’, which is different in nature to all other models due to Lebanon’s rare and unique composition

The post-communist government -- dominated by radical market-oriented economists -- was nonetheless able to implement rapidly its massive privatisation programme. The implementation of the non-conventional and pioneering voucher privatisation has clarified property rights in the economy and led to the emergence of millions of small shareholders, a few large investment funds and one powerful state holding. These changes have had a great impact on the czech transition process. Private property and market forces are now widespread in the economy, leading to a first micro-economic adjustment. Further restructuring in the enterprise sector will require the development of financial institutions that would bring appropriate answers to various problems: information, control and financing

This research is concerned with study of the banking sector privatization in Egypt as a developingcountry by the way of comparing it with privatization of the banking sector in France as an advanced country that has a great experience in this field. This research consists of two parts : the first part considers of studying the banking sector structure, its economical and financial rôle the property of the banking sector in the two countries of this study. Texto completo da fonteThis work provides an analysis of the privatization and restructuring processes in poland's transition to the market economy. The first part, devoted to privatization, begins with a detailed presentation of the main normative proposals, which are confronted with the objectives and constraints of the privatization. A particular attention is given to the free distribution scheme. A comprehensive picture of the privatization progress in poland is then proposed, with the spontaneous creation of new business entities and the small privatization. The slow progress of large privatization is examined and the mass privatization program, still at preliminary stage, studied. The next chapter is devoted to the political economy of privatization. The political and social developments are identified in different fields, such that restitution or the role reserved to employees. The second part examines the enterprise adjustment and the financial system reform. The fourth chapter draws up a model which formalizes the behaviour of a state owned firm controlled by th e employees. The effects of hard budget constraint, corporatization and privatization are extensively assessed. The fift h chapter provides an analysis of the financial system reform, focusing on banking system transformation in poland and particularly on the bad debt problem. The last chapter is devoted to the warsaw stock exchange development, specially the spectacular jump of prices in 1993 to which econometric methods are applied and the capacity of the market to fulfil l his missions

Texto completo da fonteThis work retraces, from the cotton cultivation, the history of relationships between State and peasants in mali. The first steps of colonial cotton policies have failed on a seuclar locat cotton economy, but the creation of an integrated sector at the middle of twentieth century began to seduce the peasantry. In parallel, several forms of agricultural cooperative have been implemented by the colonial state, but met with little success. They all rely to a certain vision of peasantry and ruralness, among a village community supposed to be homogeneous, unitary and egalitatrian, when in fact they are a complex hierarchical arrangement. However, this vision will support a large part of agricultural policies of the twentieth century. In the seventies, the creation of the Malian Company for Textile Development and Villages Associations contributes to reinforce the importance of cotton crop, as same as the participation of farmers in the organization of the sector. In the early nineties cotton producers created a union that allows them to be represented nationally. Cotton production continues to grow, but tensions between farmers and CMDT lead to a boycott of the crop in 2000. The following year, the International Financial Institutions required the privatization of the sector. The study of the privatization process is used to analyze the changes induced by the economic and political liberalization in Mali, and their impact on the exercise of power and relations of domination

First chapter reflects an effort of treating the theoretical aspects of the subject, especially on the relationship between the state and the market, on public enterprises and on privatization itself. Second chapter studies privatization processes on Latin America, with high light on some countries studies as chili, Argentina and Mexico. Third and fourth chapters are dedicated to establish a periodization of privatization process in Brazil. Finally, fifth chapter analyses the relationship between public and private sectors from the results of an inquest made by Getulio Vargas foundatio, from Rio de Janeiro, on the 500 biggest productive companies in Brazil. As conclusion, on can verify that Brazil did not accomplish the privatization of the most important of its public enterprises, even if it has started this process in the end of seventies

If the private sector has long been confined to the margins of security issues, the landscape has been considerably modified over the last two decades. Many industrial countries have now more private security officers than public law enforcement resources. In 2008, in Irak there were more private security contractors than US soldiers. Following mutation towards State control, the development of democracy, the rise of international safeguards such as UNO or EU, combined with the globalisation of a liberal economic model, appear to facilitate a move back towards the privatisation of security and defence activities. Mirroring the fall of the Roman Empire, is the increasing use of private security and military forces by the modern State a forewarning of its own demise? Are modern States “moving back to the future” and private interests overwhelming the general good? In a global liberal economic order, can France maintain its hold on security and defence when its fiduciary powers, and soon may be its fiscal ones as well, are controlled by Europe? Using an historical and comparative approach, this research is organised around the analysis and an attempt to answer the following question: are security and defence activities similar to any others or do they require a special treatment?

Texto completo da fonteIn this research, we have tried to study the phenomena of debates and conflicts during the budgeting process from a qualitative and quantitative point of view, in order to improve the literature on the conditions that are favourable to the performance of the budgeting process and on the value of conflicts on organizational performance. The measurement tools designed for this research, the relationships tested, as well as the verbatim collected, enable us to conclude that the performance of the budgeting process is influenced much more by factors that have been identified in the literature on conflict as favouring a constructive resolution of oppositions (common vision, superior common goal, willingness to cooperate, belief in the possibility of resolution) than by the intrinsic level of debate or conflict. This research thus suggests for practice that debates or even conflicts among managers are not appropriate if cohesion factors, favourable to the constructive resolution of conflicts, are not at first present and effective. Contrary to the hierarchical vision of the budgeting process, our results also show that debates between peers or conflicts between peers are the most efficient interactions to draw up a budget. Hence our work underscores the importance of the informal factors of cohesion as well as the managerial skill of teammanagement to prevent some of the flaws of the formal control devices, especially budgeting, as they have been identified in the literature

Texto completo da fonteThe legal and institutional strategic challenges of privatization in France and Lebanon concern the set of rules that govern the privatization procedure, and all the events arising from the implementation of the privatization policy. In this thesis, we studied the strategic challenge of privatization in the first part and the legal and institutional challenges in the second part. The importance of the study of the privatization strategy adopted in France and Lebanon lies in the fact that the strategy is the first essential step for the success of any privatization program. However, the study of the legal and institutional challenges of privatization programs in France and Lebanon allows us to analyze the legal and institutional frameworks under which these programs have been implemented and their impacts on the different sectors. In this comparative legal study between France and Lebanon and in the light of the comparative experience, we have analyzed the motivations of the privatization procedure, its value, evolution, the adopted legal and operational techniques, the economic and financial consequences, as well as the impact of the globalization and the international financial crisis on strengthening the privatization strategy

Texto completo da fonteThis thesis, based on articles, propose solutions to investors to build and manage portfolios taking into account the frequency of crisis. The first chapter explains the motivation of these articles. The second chapter proposes a solution to build robust mid-term asset allocation whereas the chapter three and four offer solutions to manage short term risk. For a number of different formulations of robust portfolio optimization, quadratic and absolute, I show that (a) in the limit of low uncertainty in estimated asset mean returns the robust portfolio converges towards the mean-variance portfolio obtained with the same inputs, and (b) in the limit of high uncertainty the robust portfolio converges towards a risk-based portfolio, which is a function of how the uncertainty in estimated asset mean returns is defined. Inter-temporal risk parity is a strategy which rebalances between a risky asset and cash in order to target a constant level of risk over time. When applied to equities and compared to a buy and hold strategy it is known to improve the Sharpe ratio and reduce drawdowns. I used Monte Carlo simulations based on a number of time-series parametric models from the GARCH family in order to analyze the relative importance of a number of effects in explaining those benefits. I also apply these strategies to factor investing, namely value and momentum investing in equities, government bonds and foreign exchange. Value and momentum factors generate a premium which is traditionally captured by dollar-neutral long-short portfolios rebalanced every month to take into account changes in stock, bond or foreign exchange factor exposures and keep leverage constant
