ABSTRACT The tanker SOLAR 1 sank in the Guimaras Strait in the central Philippines on August 11, 2006, spilling a significant part of her 2,100 tonne cargo of IFO 217. The Philippine Coast Guard led the challenging response to this spill, which impacted sensitive tropical habitats, disrupted fisheries, and affected coastal communities. The spill oiled shorelines along the southern coasts of Guimaras Island and several smaller islands in the Guimaras Strait. This area is rich in mangroves, coral reefs, and seagrass beds, which makes it very important for fisheries and aquaculture. Extensive areas of mangroves were oiled, including stands in the Taklong Island National Marine Reserve. Oil also stranded along sand, pebble, and cobble beaches, often seeping into the substrate or becoming buried. The remoteness and rugged terrain of the affected area made shoreside access for cleanup difficult and oversight of cleanup operations complicated. Political demands and press attention frequently made it more difficult for response managers to direct response operations. Shoreline cleanup, organized under the auspices of the national oil company Petron, was conducted manually by hired local residents. The removal of heavy contamination was completed in most areas within three weeks but more detailed cleaning and clearing recovered oily waste continued for approximately three months. As recommended by mangrove experts, little cleanup was conducted in oiled mangroves. Monitoring a year after the spill indicates that impacted mangroves are recovering naturally and suffered only minor mortality. Perceptions that seafood might be contaminated affected fisheries far beyond the areas actually contaminated by oil. Misunderstanding of the health risks associated with the spilled oil led to prolonged evacuation of a number of villages and hardship for coastal subsistence communities. Several international oil spill experts provided guidance to Philippine responders. A U.S. advisory team, including representatives of the U.S. Coast Guard Pacific Strike Team and the National Oceanic and Atmospheric Administration'S Emergency Response Division, spent three weeks on-scene in the spill area, working with Philippine responders and natural resource managers. Representatives of the International Tanker Owners Pollution Federation provided technical guidance and advice on-scene for several months. Based on the observations of external advisors, this paper summarizes the impacts and challenges responders confronted in cleaning up the SOLAR 1 oil spill.

Empresa Nacional del Petro´leo (ENAP) is an energy company, wholly owned by the Chilean Government. With regards to overall management, the company comprises of two Business Divisions: Exploration and Production (Up-stream) and Refining and Logistic (Down-stream), complemented by corporate managerial structures. The objective of ENAP’s Exploration and Production (UpStream) business line is the exploration and exploitation of hydrocarbons (oil and natural gas) in the South of Chile (Magallanes) and abroad, as well as geo-thermal energy, in this case, associated with private entities in areas of Northern Chile. Within the Magallanes region ENAP operates approximately 2,200 km of natural gas, crude oil and refined product pipelines. These pipelines range in diameter from 4 to 20 inch and the majority of pipelines are over 30 years old. Due to operational reliability reasons, since 1998 ENAP has been regularly inspecting its pipelines using intelligent in-line inspection tools. Furthermore, since 2006, as part of an overall pipeline integrity management plan ENAP has been conducting Fitness for Service assessments on selected pipelines including a risk-based assessment considering pipeline condition and the impact on the continuity of operation. The Integrity Management Plan implemented by ENAP in the Magallanes region has been applied to all pipelines transporting gas, crude oil and refined products, including those built after 1990. This plan comprises the construction phase, from which invaluable information is gathered for later use. The primary aims of ENAP’s integrity management plan are: - To protect the public; - To protect the surrounding environment by preventing pipeline failures; - To ensure efficient usage of the budget available to conduct maintenance tasks; - To prevent damage to the pipelines, e.g. due to corrosion activity; - To provide clarity of activities being performed by ENAP in order to ensure an efficient, safe and reliable pipeline system. This paper provides a description of the integrity management strategy adopted by ENAP and includes a review of a number of the challenges encountered during its implementation.

Abstract An experimental investigation for evaporation frictional pressure drop in horizontal enhanced tubes with an outer diameter of 12.7 mm was studied using R410A as the working fluid. The experiment was conducted: the mass flux in the range of 100 kg/(m2s) to 200 kg/(m2s), over a vapor quality range of 0.2 to 0.8, an average saturation temperature at 279 K. The inner tubes were the tested tubes, which included a smooth tube, a three-dimensional enhanced tube (a tube enhanced by protrusions and petal arrays background patterns), respectively. The results show that the frictional pressure drop increases with the mass flux increasing. Moreover, the frictional pressure drop of the enhanced tube is 1.6∼2.4 times than that of the smooth tube. This is mainly due to the increase of the flow resistance inside the enhanced tube, which is caused by the increased interfacial turbulence, flow separation and secondary flow. It is also observed that the pressure drop increases with vapor quality increasing. In addition, some existing correlations are used to compare with our experimental data and verify their accuracy. A new modified correlation is proposed to predict the frictional pressure drop of EHT-1 tube.
