We describe a distinct new species of Hemiphyllodactylus from a sacred grove near Humma in Ganjam District of Odisha state, eastern India. Hemiphyllodactylus minimus sp. nov. is the smallest member of the genus and can be diagnosed from all peninsular Indian congeners by its small body size (SVL ≤32.2 mm, n=11), having 15–18 dorsal scales and eight or nine ventral scales at mid-body contained within one longitudinal eye diameter, nine or ten precloacal pores separated by 4–6 poreless scales from a series of six or seven femoral pores on each thigh in males, lamellar formula of manus 2222 and of pes 2332 & 2333, as well as subtle colour pattern differences. Additionally, the new species is 16.0–22.7 % divergent from all other peninsular Indian Hemiphyllodactylus in uncorrected ND2 sequence data. The new species is the first member of the genus described from Odisha state and also the first Hemiphyllodactylus known from < 100 m asl. The discovery of Hemiphyllodactylus minimus sp. nov. from a low elevation coastal locality in the Eastern Ghats open ups the possibilities that the genus could be more widespread than currently understood and potentially harbour many more distinct undescribed lineages. Therefore, dedicated fine-scale sampling efforts are needed to uncover the true diversity and distribution of Hemiphyllodactylus in the region.

The occurrence and spread of insecticide resistance has had a negative effect on the efficacy of insecticide–based tools and is distributed worldwide, including the Greater Mekong Subregion (GMS). This study aims to determine the insecticide susceptibility of malaria and dengue vectors in malaria and dengue hotspots on the Thai–Myanmar border. Mosquito larvae and pupae were obtained from water sources from December 2019 to April 2020 in Tha Song Yang District, Tak province, western Thailand. WHO bioassay susceptibility tests were conducted with three classes of insecticides to evaluate the knockdown and mortality rates of Anopheles and Aedes aegypti female adults. V1016G and F1534C kdr mutations in the voltage-gated sodium channel of Ae. aegypti were identified using a multiplex PCR. A total of 5764 female mosquitoes were bioassayed in this study, including Anopheles spp. (92.63%) and F1 Ae. aegypti (7.37%). After 24 h of observation, An. minimus s.l. (n = 3885) and An. maculatus s.l. (n = 1138) in Suan Oi (SO) and Tala Oka (TO) were susceptible to pyrethroids, organophosphates and carbamates (except bendiocarb) with 98–100% mortality (MR). Resistance to bendiocarb was detected with a mortality rate of 88.80%, 88.77%, and 89.92% for An. minimus s.l. (n = 125, 125) and An. maculatus s.l. (n = 66), respectively. The first generation of Ae. aegypti adult females were suspected of resistance to deltamethrin (n = 225, MR = 96.89%) and confirmed resistance to permethrin (n = 200, MR = 20.00%). V1016G and F1534C mutations were detected in three genotypes, heterozygote and homozygote forms. The correlation between the kdr alleles and deltamethrin resistance was significant. In conclusion, bendiocarb resistance was found in primary malaria vectors, An. minimus s.l. and An. maculatus s.l. F1 Ae. aegypti population was pyrethroids-resistant, associated with kdr alleles. Therefore, molecular analysis should be conducted to gain insights into the mechanism of insecticide resistance. Routine malaria vector control programmes, such as fogging implementation in hotspot villages to induce Aedes resistance available in peri–domestic sites, are questionable.

The decision in New Health New Zealand Inc v South Taranaki District Council is the most recent legal development in the New Zealand debate about fluoridation of public water supplies. That decision centred on the interpretation of s 11 of the New Zealand Bill of Rights Act 1990, the right to refuse medical treatment. The Court held that the fluoridation in question was legal, and reached a limited definition of medical treatment that did not encompass fluoridation. This article analyses the reasoning leading to that interpretation, concluding that the decision is problematic and that the definition of s 11 needs to be remedied. The use of the wording of s 11 to limit the definition of medical treatment was inappropriate, as was the policy reasoning used to support that limitation. The structure of the reasoning exacerbated these issues and adhered too closely to the reasoning in United States cases. Furthermore, the application of a de minimis threshold was conducted without adequate scrutiny, and such a threshold should not be applied to s 11.

Abstract This study aims to identify the demand estimation of passengers regarding the operational railway of Maros-Barru line. The new railway is expected to attract passengers using public transport from origin to destination. The existing condition of Maros-Barru majority used private vehicle as the choice and minibus with fragmented line. The new construction railway provided by the government services the passengers through Maros-Barru. The demand for the railway plays an important role in describing the potential passengers of each region. The non-working trips with flexible time for the trip are the main focus of this study. The potential passengers using the origin-destination (O/D) matrix are used. The analysis uses the growth factor of the population and forecasts demand according to OD data. The high trip based on OD estimation result showed that Pangkep was at the first position followed by Maros and ended with Barru. This result indicates that Pangkep has a high demand according to the forecasting passenger which is located in the middle regency instead of Maros and Barru that close to the Capital area. The high trip occurred for the total not only for the Origin trip but also Destination trip. Hence, the population growth of the district on Pangkep is the most compared to other districts in other regions.

An entomological study was conducted at Ishwardi Upazila of Pabna district to identify the species and breeding sites of mosquitoes. Adult mosquitoes were collected using collecting net, human bait, light trap and larvae were collected by ladle spoon, mug, dipper, and pipette from rail junction, bazar, house, cattle shed, rice field, sugarcane field, rice mill, paper mill, drains etc. A total of 2647 mosquito samples including 1426 larvae and 1221 adult mosquitoes were collected from these places. Seven species of larva and eight species of adult mosquitoes under two genera were identified. The recorded genera for both larvae and adults were Culex (Cx.) and Anopheles (An.). The collected species for larvae were Cx. quinquefasciatus, Cx. epidesmus, Cx.tritaeniorhynchus, Cx. mimulus, Cx. sinensis, An. vagus and An. minimus. The collected species for adults were Cx. epidesmus, Cx. quinquefasciatus, Cx.tritaeniorhynchus, Cx. mimulus, Cx. sinensis, Cx. pallidothorax, An. vagus and An. minimus. Among the collected larva, Culex was found most prevalent (85.7%) than Anopheles (14.3%). Same as larva, adult Culex mosquitoes was found most prevalent (84.4%) than Anopheles (15.6%). Cx. quinquefasciatus (33.5%) found highest among the larval prevalence, in contrast, Cx. epidesmus (36.2%) was dominant among adults. On the other hand, An. vagus was the most dominant species in both larval and adult surveillance (8.1% and 9.9%, respectively). Both the larva and adult Culex mosquitoes were found more prevalent in households (20.3% and 41.2%, respectively), whereas density of Anopheles larva was found highest in rice fields (20.6%) and those of adults were concentrated in households (39.5%). The result of this study will help us to develop a sustainable control measures for the mosquitoes and mosquito-borne diseases in the study areas as well as other areas of the country. Res. Agric. This study aims to determine the pattern of nest selection in bat species inhabiting the Bangkang Gale-gale Cave in Prabu Village, Pujut District, Central Lombok Regency, and Tanjung Ringgit Giant Cave in Sekaroh Village, Jerowaru District, East Lombok Regency. Nests are an important component of bat life. Most types of bats live in colonies in nesting and foraging for food. This research method is descriptive exploratory by mapping cave zones, making squares, analyzing the richness and abundance of bat species at each bat nesting site. The results showed that the nest selection pattern in Gale-gale Cave, namely: Rhinolopus acuminatus, Rhinopoma microphylum, and Rhinolopus simplex were in the same group in zone / zone I. Whereas Chaerephon plicata could be found inhabiting zone / zone II, and Hipposideros ater. saevus inhabit zone / zone III. The pattern of nest selection in the Giant Cave Tanjung Ringgit, Macroglossus minimus and Eonycteris spelaea was found in both zone zone II and zone III caves. Hipposideros ater saevus and Hipposideros diadema are in the same group, namely on the border between zone II and zone III, namely the left and right sides of zone III, or not far from the water source in the cave ± 2 m above the water source, and Rosettusa amplxicaudatus inhabit zone / zone III Giant Cave Tanjung Ringgit.

Objectives. To determine the barriers that hinder early seeking of medical care among Minia’s myocardial infarction patients.Methods. The study was based on individual interviews with 207 men and women with a first confirmed myocardial infarction (MI), admitted to the coronary care units of hospitals in Minia city in the period from April 1 to August 30, 2014. Data was collected via structured questionnaire and patient medical charts. The delay was evaluated by assisting patients to triangulate time of symptom onset and time of professional health care by placing both times in context of daily activities that participants could easily remember.Results. The median (25th, 75th percentiles) delay time was 4 (2, 10) h. Only 32.8% of patients arrived within 2 hours of symptoms onset. Variables that significantly predicted prehospital delay time were patient’s misinterpretation of nature of pain with OR 8.98 (95% CI) (3.97–20.32), illiteracy 7.98 (2.77–22.95), age (>65) 5.07 (1.57–16.29), and pain resistance behavior 4.61 (2.04–10.41).Conclusions. Interventions to decrease prehospital delay must focus on improving public awareness of acute myocardial infarction symptoms and increasing their knowledge on early treatment benefits.

The purpose of this study was to improve the teacher's ability to develop minimum completeness criteria through mentoring for elementary school teachers in Bojongkerta, South Bogor District, Bogor City. The method used in this research is Action Research which consists of 2 (two) cycles, and each cycle consists of: Planning, Implementation, Observation, and Reflection. Based on the results of action research that Mentoring can Improve Teachers' Ability in Developing Minimum Completeness Criteria for Teachers at SDN Bojongkerta, South Bogor District, Bogor City. Furthermore, the researcher recommends: (1) Principals who have the same difficulty can apply Mentoring to improve the ability to develop Minimum Completeness Criteria for Guided Teachers. (2) In order to obtain maximum results, intensive and sustainable individual assistance can be applied. This research can provide benefits, especially: (1) For teachers, an effective method can be found in compiling minimum criteria for completeness, (2) for school principals to increase their role as supervisors so that they can improve teacher abilities, (3) for schools to determine the direction of learning achievement in learning. one school year.

Daugelis Lietuvoje esančių šilumos tiekimo tinklų sumontuoti pagal 1988 m. normas SNiP 2.04.14–88 [1]. Formaliai šios normos galioja ir dabar. Jose minimos šilumos izoliuojamosios medžiagos yra gerokai blogesnių savybių, negu naudojamos dabar. Be to, nuo 1998 m. pasikeite šiluminės energijos ir medžiagų kainos, kurios tiesiogiai veikia ekonomiškai tikslingą izoliacijos storį. Todėl tyrimų tikslas buvo šis: įvertinant šilumos tiekimo trasų įrengimo ir eksploatacijos energijos ir finansines sąnaudas, nustatyti įvairių tipų trasų optimalias vamzdynų apšiltinimo šilumines varžas, apskaičiuoti optimalius apšiltinimo storius ir parengti duomenis naujoms normoms sudaryti. Apskaičiavimai buvo atliekami įvairaus skersmens antžeminėms, bekanalėms ir kanalinėms šilumos tiekimo trasoms. Visų šių trasų šilumos nuostoliai į aplinką buvo apskaičiuoti pagal literatūros [2] skyriuje 9 pateiktas metodikas. Esant fiksuotam trasos vamzdynų skersmeniui, tam tikro trasos paklojimo būdo optimalus energetiniu požiūriu sprendimas buvo nustatomas fiksuojant minimalias sumines energijos sąnaudas priklausomai nuo trasos vamzdynų šilumines izoliacijos šilumines varžos. Vamzdynų optimalaus šiltinimo apskaičiavimai buvo atliekami dviem būdais: Įvertinant tik energijos sąnaudas. Įvertinant ekonominius rodiklius, t.y. įvertinant energijos, darbo ir medžiagų kainas. Pirmajame tyrimų etape skaičiuota pagal energijos sąnaudas. Buvo įvertinamos tik energijos sąnaudos ir neįvertinama energijos, darbo bei medžiagų kaina. Nustatant optimalias vamzdynų apšiltinimo šilumines varžas buvo įvertinamos energijos sąjiaudos: trasai įrengti; eksploatuoti; bendrosios sąjiaudos, t.y. energijos sąnaudų suma trasai įrengti ir eksploatuoti. Optimalios šiluminės varžos buvo nustatomos grafiniu būdu pagal minimalias bendrąsias energijos sąnaudas. Autoriaus nuomone, skaičiavimai pagal energijos sąnaudas yra daug sudėtingesni ir mažiau tikslūs negu skaičiavimai pagal ekonominius rodiklius. Todėl, esant pakankamai stabiliai ekonominei situacijai rinkoje, reiktų labiau pasitiketi skaičiavimais pagal ekonominius rodiklius. Antrajame tyrimų etape buvo atlikti vamzdynų optimalaus apšiltinimo apskaičiavimai įvertinant ekonominius rodiklius. Apskaičiavimų rezultatai apie įvairaus tipo šilumos tiekimo trasų apšiltinimo optimalius storius pateikiami 4, 5, 6 pav. Sulyginus 5 ir 6 paveiksluose pateiktus duomenis nustatyta, kad didelio skersmens vamzdynų, didėjant jų skersmeniui (daugiau kaip 400 mm), mažėja optimalus šiluminės izoliacijos storis. Analogiški normų duomenys Suomijoje [4] ir Danijoje [5] rodo, kad didėjant skersmeniui, izoliacijos storis neturėtų mažėti. Šį mūsų nustatytą dėsningumą lemia maža energijos arba didelė šilumos izoliuojamųjų medžiagų kaina. Todėl kanalinių trasų vamzdynams buvo atlikti papildomi apskaičiavimai, kuriuose energijos kaina padidinta iki 0,3 Lt/kWh ir iki 0,45 Lt/kWh, o šilumos izoliuojamosios medžiagos kaina buvo fiksuota ir lygi 480 Lt/m3. Šių apskaičiavimų duomenys pateikti 7 pav. Jie rodo, kad aukščiau nustatytas dėsningumas (6 pav.), kai didesnio kaip 400 mm skersmens vamzdynų izoliacijos storiai yra mažesni palyginti su mažesnio skersmens vamzdynų apšiltinimo izoliacijos storiais, didinant energijos kainą po truputį išnyksta. Analogiški rezultatai gaunami ir mažinant šilumos izoliuojamosios medčziagos kainą, kai energijos kaina yra fiksuota. Todėl, esant dabartinems energijos ir šilumos izoliuojamųjų medžiagų kainoms, apšiltinti didelio skersmens vamzdynus didesnio negu pateikta (6 pav.) storio izoliacija ekonomiškai tikslinga tik naudojant pigesnes šilumos izoliuojamąsias medžiagas. Šiame straipsnyje pateikti tyrimų rezultatai buvo gauti atlikus Lietuvos Respublikos ūkio ministerijos finansuojamus darbus. Šių darbų koordinatorius—Lietuvos Respublikos ūkio ministerijos Energetikos vystymo departamento Energetikos strategijos skyrius. Išvados: Antžeminių trasų vamzdynų apšiltinimo optimalūs storiai priklausomai nuo izoliuojamo vamzdžio skersmens turėtų atitikti 4 pav. pateiktus duomenis. Palyginti su dabar naudojamo normatyvo SNiP 2.04.14–88 [1] norminiais šilumos nuostoliais, šiuos silumos nuostolius reikėtų mažinti nuo 1,2 iki 1,7 karto atsižvelgiant į vamzdžio skersmens ir šildalo vidutinę temperatūrą. Bekanalių trasų vamzdynų apšiltinimo optimalūs storiai atsižvelgiant į izoliuojamo vamzdžio skersmenį turėtų atitikti 5 pav. pateiktus duomenis. Palyginti su SNiP 2.04.14–88 [1] norminiais šilumos nuostoliais, šiuos šilumos nuostolius reikėtų mažinti nuo 1,2 iki 1,8 karto atsižvelgiant į vamzdžio skersmenį ir šildalo vidutinę temperatūrą. Nepraeinamuose kanaluose esančių šilumos tinklų vamzdynų apšiltinimo optimalūs storiai, atsižvelgiant į izoliuojamo vamzdžio skersmenį, turėtų atitikti (6 pav.) pateiktus duomenis. Palyginti su SNiP 2.04.14–88 [2] norminiais šilumos nuostoliais, šiuos šilumos nuostolius reikėtų mažinti apie 1,7 karto.

African horse sickness (AHS) was reported as an outbreak in Thailand in 2020. Hematophagous insects from the genus Culicoides are the suspected vector responsible for AHS transmission. Horses in Hua Hin district, Prachuab Khiri Khan province, Thailand, were affected and died from AHS in 2020. However, the potential Culicoides species and its host preference blood meal in the affected areas are unknown. To investigate the potential vectors of AHS, Culicoides were collected using ultraviolet light traps placed near horse stables. Six horse farms, including five farms with AHS history and one farm without AHS history, were included in this study. Morphological and molecular identification of the Culicoides species was performed. Polymerase chain reaction (PCR) targeting the cytochrome b oxidase I (COXI) gene for confirmation of the Culicoides species, identification of the prepronociceptin (PNOC) gene for host preference blood meal, and bidirectional sequencing were conducted. Consequently, 1008 female Culicoides were collected, consisting of 708 and 300 samples captured at positions A and B at a distance of <2 and >5 m from the horse, respectively. Twelve Culicoides species identified by morphology were noted, including C. oxystoma (71.92%), C. imicola (20.44%), C. actoni (2.28%), C. flavipunctatus (1.98%), C. asiana (0.99%), C. peregrinus (0.60%), C. huffi (0.60%), C. brevitarsis (0.40%), C. innoxius (0.30%), C. histrio (0.30%), C. minimus (0.10%), and C. geminus (0.10%). The PCR detection of the Culicoides COXI gene confirmed Culicoides species in 23 DNA samples. PCR targeting the PNOC gene revealed that the Culicoides collected in this study fed on Equus caballus (86.25%), Canis lupus familiaris (6.25%), Sus scrofa (3.75%), and Homo sapiens (3.75%) for their blood meal. Human blood was identified from two samples of C. oxystoma and a sample of C. imicola. Three dominant species including C. oxystoma, C. imicola, and C. actoni that were reported in the Hua Hin area prefer to feed on horse blood. Moreover, C. oxystoma, C. imicola, and C. bravatarsis also feed on canine blood. This study revealed the species of Culicoides in Hua Hin district, Thailand, after the AHS outbreak.

A comprehensive entomological survey was undertaken in Alipurduar District, West Bengal, from 2018 to 2020 and in 2022. This study was prompted by reported malaria cases and conducted across nine villages, seven Sub-Centres, and three Primary Health Centres (PHCs). Mosquitoes were hand-collected with aspirators and flashlights from human dwellings and cattle sheds during the daytime. Both morphological and molecular techniques were used for species identification. Additionally, mosquitoes were tested for Plasmodium parasites and human blood presence. Mosquito species such as An. barbirostris s.l., An. hyrcanus s.l., An. splendidus, and An. vagus were morphologically identified. For species like An. annularis s.l., An. minimus s.s., An. culicifacies s.l., and An. maculatus s.s., a combination of morphological and molecular techniques was essential. The mitochondrial cytochrome c oxidase gene subunit 1 (CO1) was sequenced for An. annularis s.l., An. maculatus s.s., An. culicifacies s.l., An. vagus, and some damaged samples, revealing the presence of An. pseudowillmori and An. fluviatilis. The major Anopheles species were An. annularis s.l., An. culicifacies s.l., and An. maculatus s.s., especially in Kumargram and Turturi PHCs. Plasmodium positivity was notably high in An. annularis s.l. and An. maculatus s.s. with significant human blood meal positivity across most species. Morphological, molecular, and phylogenetic analyses are crucial, especially for archived samples, to accurately identify the mosquito fauna of a region. Notably, this study confirms the first occurrence of An. pseudowillmori and An. sawadwongporni in West Bengal and implicates An. maculatus s.s., An. culicifacies s.l., and An. annularis s.l. as significant vectors in the Alipurduar region.

Public transportation in the city of Denpasar reached its peak in the 1990s with the latest fleet being minibus-type public passenger cars with a capacity of 8-10 people. Along with the pace of motorization and ease of buying cars and motorbikes, there can be an increase in private vehicle ownership in the community. The interest of the people in Denpasar City's use of public transportation has decreased significantly. The community can finally feel and have perceptions about the difference between the advantages of using private vehicles and the quality of public transportation services. The purpose of this study was to explore public perceptions of the quality of public transport services, by distributing 400 questionnaires in all sub-districts of Denpasar City. Data on respondents' perceptions were analyzed using structural equation modeling (SEM). Based on the results of the analysis, there are seven indicators that shape people's perceptions of the quality of public transport, namely: small fleet availability, long waiting and travel times, less convenience, irregular time headway, low frequency of arrivals, and accessibility. The reduced availability of public transport is caused by long waiting times and low frequency of arrivals. Low accessibility due to long travel time. Thus, the quality of services like this in the community makes the use of public transportation in the city of Denpasar decreased.

The article analyses semantic and grammatical features of the Yaroslavl microtoponym Zavolga. It is noted that the sphere of modern unofficial microtoponymy (urbanonymy) is heterogeneous in its stylistic status: speech communication of city dwellers includes both expressive colloquial and vernacular names from urban jargons and emotionally coloured neutral micro-toponyms. The urban name Zavolga belongs to the latter group: the appearance of this word on Yaroslavl's minibus taxi signs as well as in the local press, indicates that it is widespread in the city's usage and has gone beyond the limits of verbal vernacular. Replacing the word combination Zavolzhsky district and the single-word name Zavolzhye, the urbanonym Zavolga is actively acquiring the full declension paradigm in the singular, is used with adjectives and combines with prepositions of space. The article considers both normative prepositional phrases and non-normative constructions. It is shown that the prepositional case form «v Zavolge» is used very rarely and its place is taken by the adverbialized form «Zavolgoi»; the form «Zavolgu» is used instead of the form *v Zavolgu. The author suggests that not distinguishing these forms from the normative Za Volgoi and Za Volgu reveals the irrelevance of distinguishing their semantics: both spellings denote the same thing – the city district, not the river beyond which something takes place. The study also points out that such variability in the spelling of urban toponyms is not unique to the speech of Yaroslavl residents: the coexistence of spatial names merged with prepositions and prepositional case combinations is found in the toponymy of different Russian regions, and the convergence with nominal nouns like zagranitsa and adverbial phrases za granitsei, za granitsu, underlines the transitional status of such units.

AbstractMinimum wage provisions in each region vary because each region has conditions of living needs that vary. Business owners in providing wages must be in accordance with the minimum wage policy regulations of the Regency / City Government. In practice, there are problems about providing wages below the minimum wage provision standard to an employee. In determining the amount of wages given by business owners to their employees based on considerations of risks and expertise of the work by employees. The provision of wages below the minimum by business owners due to the factor of not achieving daily sales of production goods of coffee shops, the risks and workload shouldered by employees is relatively low. Researchers legal using is empirical juridical, Approaches are made to analyze the legal regulations that apply effectively in society. The conclusion is the implementation of the minimum wage agreement at Raya Coffee coffee shop is carried out verbally between the coffee shop owner and employees. Praktiknya, terdapat permasalahan ketenagakerjaan salah satunya mengenai pemberian upah di bawah standar ketentuan upah minimum kepada seorang karyawan. Dalam menentukan besarnya upah yang diberikan oleh pemilik usaha kepada karyawannya didasarkan dengan pertimbangan-pertimbangan resiko dan keahlian pekerjaan yang dilakukan karyawan. Pemberian upah di bawah minimum oleh pemilik usaha bisnis karena faktor tidak tercapainya penjualan harian pada barang produksi dari warung kopi, terhadap resiko dan beban kerja yang dipikul oleh karyawan masih tergolong rendah. Dipergunakan metode yuridis empiris, pendekatan dilakukan untuk menganalisis peraturan hukum yang berlaku secara efektif dalam masyarakat. Kesimpulan dari penelitian ini yaitu pelaksanaan perjanjian pemberian upah minimum di warung Raya Coffee dilakukan secara lisan antara pemilik warung kopi dan karyawan. Pemberian upah minimum belum efektif dijalankan oleh pihak pemilik usaha bisnis warung Raya Coffee, dalam hal ini pemilik warung kopi tidak mengikuti keputusan gubernur tentang upah minimum kabupaten.Kata kunci: pemberian; upah minimum; raya coffee

Anthropogenic activity such as the establishment of Anopheles-infested rubber plantations can influence local malaria transmission dynamics to which the population dynamics and insecticide susceptibility of local Anopheles vectors are related. Using human landing catch collections at a house protected by indoor residual spraying (IRS), the periodic assessment of species composition, abundance, and blood-feeding behaviors was done in pre-IRS, during IRS, and post-IRS at 3, 6, and 12 months in a malaria-associated rubber plantation (MRP) ecotope of the Bo Rai district, Trat Province, Thailand, after malaria outbreak occurred. The study MRP ecotope elicited the population ratio (pi) of Anopheles vectors: An. campestris (0.747), An. dirus (0.168), An. minimus (0.037), An. barbirostris (0.027), and An. pseudowillmori (0.002), and of An. jamesii nonvector (0.019). Among these, two predominant An. campestris and An. dirus night-biters were then used in the susceptibility test against 0.05% deltamethrin (DEL) and 0.09% bifenthrin (BT) insecticides currently used in IRS. An. campestris, a suspected vector of Plasmodium vivax, had a tendency to appear throughout the study and behaved both exophagy and endophagy. It was highly susceptible to BT, showing 95.0% mortality (95% CI, 79.1–100) while decreasing sensitivity of 87.2% (95% CI, 78.4–95.9) to DEL. An. dirus, a primary vector of Plasmodium falciparum, had a tendency to feed outdoors rather than indoors. Significant differences in the abundance (mean density and human landing rate) were observed at pre-IRS (P<0.001 and P=0.046), and similarly, during IRS (P=0.001 and P=0.037). It was highly susceptible to DEL and BT, showing 100% mortality rate. Evidently, the study MRP ecotope contributed receptive environment to favor the abundant local Anopheles vectors and their outdoor biting preference. This can pose the risk for residual malaria parasite transmission in Anopheles vectors even though the house is protected by IRS.

When studying flora and vegetation of the northern forest-steppe of Armizon District, Tyumen Region, in the field season of 2017, herbarium material was collected. Determination of its species affiliation made it possible to identify it as Polygonum arenarium Waldst et Kit. - sand knotweed - of the subsection Arenaria Tzvel. of the typical section of Polygonum L. genus that was found in the south of Tyumen Region after more than a century break in a new habitat. Previously, this species had been collected here by Slovtsov I.Y. "in the vicinity of Perevalova Village..." in 1891 and by Gordyagin A.Y. "... the southern part of the Tobolsk Governorate..." in 1901 (labels of Tomsk State University). However, there are no Siberian specimens of this species in the Herbaria of ALTB, NS, NSK, TK. The research shows a new location of this very rare species in Western Siberia -“Tyumen Region, Armizon District, vicinity of Prokhorova Village, near Solonets Cemetry, 7 July, 2017", as well as a description of the halophilic plant community in which the species was found: 100 m2; cut by tracks of vehicles, the soil is wet; grass cover is uneven, the projective cover ranges from 60% to 80%; the grass stand height is 40-55 cm, the richness in species is 21: Artemisia nitrosa Weber ex Stechm. and Puccinellia tenuissima Litv. ex V. I. Krecz. (cop1) are dominant, Artemisia laciniata Willd., Chenopodium glaucum L., Limonium gmelinii Kuntze, Juncus gerardii Loisel., J. compressus Kunth, Veronica spicata L., Alopecurus arundinaceus Poir., Elymrous mutabilis (Drob.) Tzvel., Rumex pseudonatronatus (Borbas) Murb. Myosurus minimus L., Polygonum neglectum Besser., Lepidium ruderale L., Psammophil-iella muralis (L.) Ikonn grow in lower abundance (sp); Inula britannica L., Allium an-gulosum All., Agrostis tenuis Bastard ex Roem et Schult., Potentilla argentea L., Tri-pleurospermum perforatum (Merat) M. Lainz are also present (sol). Individual P. are-nariums are crowded in this plant community, in the form of one spot in abundance sp, they are in a budding phase. The knotweed population can be classified as generative and full-bodied. The nomenclative and morphological characteristics of the species are given, the species is compared to a closely related species of the same subsection P. pseudoarenarium Klokov, and to species of the close subsection Patula Tzvel. In the Siberian enclave, the species dwells in its characteristic alkaline community which convinces of the aboriginal nature of the species, however given the place of growth (near the cemetery) and the anthropogenic disturbance of the community (vehicle tracks) it cannot be ruled out that it was introduced here. It is not possible to make a final conclusion due to insufficient study of the issue.

Background: The three Hill Tract Districts are highly malaria transmission areas in Bangladesh and intensified coverage of LLINs to reduce the number of malaria cases. Information of the bionomics of disease vectors and biting behavior is more essential to take appropriate vector control measures. The bionomics study was carried out after approximately 10 years back (2005-2006), if there any changes in vector behavior after introducing the long lasting insecticidal nets (LLINs) in malaria endemic areas. Method: Three sites were selected based on the number of last several years reported cases and malariogenic potentials including geographical condition, altitude, latitude, presence of vectors, availability of breeding sources, favorable temperature, humidity, rainfall and other possible risk factors. Mosquitoes were collected through the human and animal landing from outdoor and indoor, Pythrum Spray sheet collection, morning resting collection form human dwelling and cattle shed. Results: Mosquitoes were collected through the hand aspirator and Pyrethrum spray sheet collection during day and night time. A total of 8078 Anopheles mosquitoes, 20 specie were collected, out of that 3858 (47.76 %) are An. vagus is the most abundant followed by An. willmori 965 (11.95), An. nigerrimus 848 (10.50%), An. kochi 734 (9.09%), An. barbirostris 444 (5.50%), An. jamesii 367 (4.54 %), An. philippinensis 182 (2.25), A subpictus 163 (2.02%), An. annularis 135 (1.67%), the most virulent vector An baimaii 72(0.89), An culicifacies 51 (0.64%), An. minimus 26 (0.32%). Conclusion: The main malaria vectors A baimaii (=dirus) has been collected from 19.18 to 02.30 hrs and the pick biting period is identified 20.30 to 21.30 hrs and 21.30 to 22.30 The early biting of the An baimai indicate its behavioural changes. A vagus prevalence was higher among the collected anopheline populations in all three places.

The urban Sustainable Development Goal (SDG) includes the target to provide “access to safe, affordable, accessible and sustainable transport systems for all” by 2030. However, debate exists around the best indicator to measure this target, and few actual measurements exist. This is in part because basic transit data are missing from many of the world’s cities, including in Africa where popular or “informal” systems dominate. This paper explores how to make progress in measuring indicators for the SDG transport target using Nairobi’s minibus system, matatus, as a case study. We partially measure the SDG indicator for the city as currently defined by the UN and then compare the SDG measurement to a location-based accessibility indicator that incorporates income data, travel times, and land-use considerations for Nairobi’s highly monocentric spatial urban form. We show that although the SDG analysis suggests generally favorable transit coverage, it also points to underlying transport inequalities for low-income residents. The more fine-grained location-based accessibility analysis reveals rapidly decreasing accessibility to opportunities as distance increases from the city’s central business district. This accessibility-based analysis further highlights income-based transport inequalities, identifying opportunities for improving integrated transport for residents living on the city’s near and far peripheries. Improving non-motorized transport access for those living in low-income areas with high access potential would also be important to improve access. We recommend that cities start using open-source software and open data to measure a variety of indicators needed for data-driven policy, to meet SDG 11.2 and go further to improve access to opportunities for all residents.

La synthèse de 240 analyses isotopiques du plomb, mesurées sur les gisements miniers marocains d’âges édiacarien à néogène appartenant à tous les domaines géotectoniques du Maroc autorise une réflexion globale sur la métallogénie du Maroc. Les compositions isotopiques varient grandement, de 17,738 (Bou Skour) à 18,905 (Draa Sfar) pour le rapport 206Pb/204Pb, et de 15,521 à 15,706 pour le rapport 207Pb/204Pb. La source du plomb des gisements étudiés se situe dans la croûte continentale supérieure, excepté pour ceux de l’Anti-Atlas (Bou Skour, Imiter…) et certains du Haut-Atlas (Azegour) à nette contribution du manteau. Les variations isotopiques relevées à l’échelle d’un district résultent soit de la présence de plusieurs événements hydrothermaux superposés sollicitant différentes sources locales comme à Tighza, soit d’un seul événement perturbé par la segmentation d’un bassin volcanosédimentaire, comme pour les amas sulfurés des Jebilet et Guemassa. À l’échelle du gisement (Draa Sfar, Bou Skour), les variations isotopiques résultent de la superposition de plusieurs événements hydrothermaux avec chacun leur propre plomb et métaux associés. Globalement, on peut distinguer trois générations de plomb incorporées successivement dans le socle géologique marocain par le magmatisme et/ou l’hydrothermalisme, caractérisées par leurs rapports 206Pb/204Pb : 17,74–17,90 (panafricain), 18,10–18,40 (hercynien) et 18,75–18,90 (alpin). Le plomb panafricain est présent dans l’Anti-Atlas, et très localement dans la Meseta (Bouznika), et se nourrit en partie du magmatisme mafique du Gondwana. Le plomb hercynien est le plus représenté et affiche une rupture définitive dans la source des métaux dès lors exclusivement crustale. Il envahit tous les domaines marocains, y compris l’Anti-Atlas, où il remobilise et se mélange avec le plomb panafricain. Le plomb alpin, plus discret, jalonne la large écharpe allant d’Agadir à Nador qui trace en surface le panache mantellique des Canaries et accompagne un magmatisme néogène qui peut aussi avoir agi comme simple moteur remobilisant le plomb hercynien, notamment pour former les gisements MVT de Touissit. Les plombs hercynien et alpin sont en partie responsables du rajeunissement des minéralisations néoprotérozoïques, comme à Bou Azzer ou Imiter. Le Maroc illustre le modèle de Sawkins avec un apport majeur du plomb lors du magmatisme fini-orogénique. Les résultats isotopiques plaident en faveur de remobilisations successives du plomb stocké dans des réservoirs primaires et secondaires avec des phénomènes d’héritage. Enfin le bon transfert de la signature isotopique du plomb des gisements aux gossans de surface, notamment pour les gisements stratiformes de sulfures polymétalliques de type Hajar, montre que la géochimie isotopique du plomb est un outil utilisable pour l’exploration minière au Maroc.

South Tangerang City is an area that has a good level of connectivity between sub-districts because it is connected with public transportation modes such as Commuter Lines, TransJakarta, Minibus, etc. The condition of connectivity the area, it can be seen based on the level of accessibility to transit points that can be passed by pedestrians and other vehicles. Jurangmangu Station is one of the Commuter Lines Station that has a high level of passenger productivity, especially that lives in Bintaro and Ciputat areas. According to the institute for Transportation and Development Policy, pedestrian service standards at bus stops and train stations are within a radius of 500 meters. However, the existing conditions around the Jurangmangu Station area do not meet the standard requirements for pedestrian facilitites within the service standard radius, thus affecting the level of accessibility around Jurangmangu Station such as traffic jams. This study was conducted to analyze the current level of accessibility around the Jurangmangu Station Area, observe connectivity between modes of transportation, and plan the facilities for pedestrian paths within the service radius. Then the study conducted using quantitative and qualitative analysis methods. Based ont the studies that have been carried out, that the level of accessibility around the Jurangmangu Station Area is still in the bad category, the condition of the pedestrian path does not meet the standards, and the lack of pedestrian facilities within the standard radius of pedestrian services. Untuk mengetahui kondisi konektivitas suatu wilayah dapat dilihat berdasarkan tingkat aksesibilitas menuju titik transit yang dapat dilalui oleh pejalan kaki maupun kendaraan bermotor lainnya. Stasiun Jurangmangu merupakan salah satu stasiun kereta Commuter Line yang memiliki tingkat produktivitas penumpang cukup tinggi, khususnya untuk daerah Bintaro Jaya dan Ciputat. Standar pelayanan jalur pejalan kaki pada halte dan stasiun menurut Institute for Transportation and Development Policy yaitu dalam radius 500 meter. Namun, pada kondisi eksisting di sekitar Kawasan Stasiun Jurangmangu belum memenuni standar kebutuhan fasilitas pejalan kaki didalam radius standar pelayanan sehingga mempengaruhi tingkat aksesibilitas di sekitar Stasiun Jurangmangu seperti halnya kemacetan lalu lintas. Studi ini dilakukan untuk menganalisis tingkat aksesibilitas yang sedang terjadi di sekitar Kawasan Stasiun Jurangmangu, mengamati konektivitas antar moda transportasi, dan merencanakan fasilitas untuk jalur pejalan kaki yang terdapat dalam radius pelayanan. Kemudian studi yang dilakukan menggunakan metode analisis kuantitatif dan kualitatif. Berdasarkan studi yang telah dilakukan, bahwa tingkat aksesibilitas disekitar Kawasan Stasiun Jurangmangu masih berada dalam kategori buruk, kondisi jalur pejalan kaki yang belum memenuhi standar, serta kurangnya fasilitas pejalan kaki dalam radius standar pelayanan pejalan kaki.

Data collection techniques include observation, interviews, and documentation, which are then analyzed using qualitative data based on the Miles and Huberman concept. The research results show that the Implementation of Health Operational Assistance Fund Management in Achieving Minimum Service Standards at the Modo Community Health Center, Bukal District, Buol Regency, was studied from: a). Planning, b). Implementation, c). Monitoring and evaluation have been carried out but have yet to be optimal. In the planning aspect, it only involves some stakeholders. Apart from that, the elements of implementing cross-sector collaboration are not running well, program implementation is not based on characteristics of needs, so it has not yet achieved the SPM, and monitoring and evaluation are still low, which is limited to the quality of the presentation of financial reports. The determining factors for implementing the management of Health Operational Assistance Funds in Achieving Minimum Service Standards at the Modo Community Health Center, Bukal District, Buol Regency were studied from: a). Policy standards and targets, b). Communication, c). Resources, and d). Socio-economic conditions have been implemented but are still not optimal from policy standards and targets that are not per policy content as well as the absence of SOPs, the lack of quality of human resources related to the management of BOK funds, the aspects of communication, coordination, and socialization between cross-sectors are still lacking, and conditions socio-economic conditions are not yet optimally supported because the mindset of rural communities is still strongly influenced by the beliefs and customs of local communities.

Abstract: Unusual movements of an animal can potentially represent a dispersal event. A higher frequency of young males dispersing is a pattern observed for most part of polygynous or promiscuous mammals with these dispersion events occurring, mainly, before or at the beginning of the breeding season. The water opossum (Chironectes minimus), the only marsupial adapted for semi-aquatic life, occurs from Mexico to Argentina and it has been mostly described as a sensitive species to river and riparian vegetation degradation, occurring exclusively near water curses. Here we describe the first record of long-distance movement of a water opossum not associated with riverine vegetation through dry land. We captured a healthy adult male of C. minimus in July 2012 beside of a highway (DF-001) located 1,100 m from nearest gallery forest in the Federal District. The region is characterized by urban and suburban residential, small fragments of typical savanna and degraded gallery forests. Our unique record could be an event of dispersion through degraded dry lands as observed for other semi-aquatic mammals and also suggests that this species is more resistant to anthropogenic disturbances than previously described. Also, information about dispersal patterns of water opossum is scarce and may contributes to a deeper understanding of ecological requirements of this species.

This paper investigates the potential of autonomous minibuses which take on-demand directional routes for pick-up and drop-off in a grid network of wider area with low density, followed by fixed routes in areas with greater demand. Mathematical formulation for generalized costs demonstrates its benefits, with indicators proposed to select existing bus routes for conversion with the options of zonal express and parallel routes. Simulations on modeled scenarios and case studies with bus routes in Chicago show reductions in both passenger costs and generalized costs compared with existing fixed-route bus services between suburban areas and the central business district.

Abstract Background The mosquito landing rate measured by human landing catches (HLC) is the conventional endpoint used to evaluate the impact of vector control interventions on human-vector exposure. Non-exposure based alternatives to the HLC are desirable to minimize the risk of accidental mosquito bites. One such alternative is the human-baited double net trap (HDN), but the estimated personal protection of interventions using the HDN has not been compared to the efficacy estimated using HLC. This semi-field study in Sai Yok District, Kanchanaburi Province, Thailand, evaluates the performance of the HLC and the HDN for estimating the effect on Anopheles minimus landing rates of two intervention types characterized by contrasting modes of action, a volatile pyrethroid spatial repellent (VSPR) and insecticide-treated clothing (ITC). Methods Two experiments to evaluate the protective efficacy of (1) a VPSR and (2) ITC, were performed. A block randomized cross-over design over 32 nights was carried out with both the HLC or HDN. Eight replicates per combination of collection method and intervention or control arm were conducted. For each replicate, 100 An. minimus were released and were collected for 6 h. The odds ratio (OR) of the released An. minimus mosquitoes landing in the intervention compared to the control arm was estimated using logistic regression, including collection method, treatment, and experimental day as fixed effects. Results For the VPSR, the protective efficacy was similar for the two methods: 99.3%, 95% CI (99.5–99.0) when measured by HLC, and 100% (100, Inf) when measured by HDN where no mosquitoes were caught (interaction test p = 0.99). For the ITC, the protective efficacy was 70% (60–77%) measured by HLC but there was no evidence of protection when measured by HDN [4% increase (15–27%)] (interaction test p < 0.001). Conclusions Interactions between mosquitoes, bite prevention tools and the sampling method may impact the estimated intervention protective efficacy. Consequently, the sampling method must be considered when evaluating these interventions. The HDN is a valid alternative trapping method (relative to the HLC) for evaluating the impact of bite prevention methods that affect mosquito behaviour at a distance (e.g. VPSR), but not for interventions that operate through tarsal contact (e.g., ITC).

The purpose of the Technology and High School Success (THSS) initiative was to encourage innovative strategies focused on improving provincial high school completion rates, using technology and student-centered learning to engage student interest. The primary purpose of this paper is to report on barriers that impede systemic, effective and sustainable technology integration within schools. Even with teacher and administrative support and commitment for THSS, evaluative research indicated minimal change in system capacity as a result of the initiative. Three primary barriers to program sustainability were: 1) schools and school districts did not leverage the opportunity to revisit their existing vision(s), 2) schools and school districts did not use data to make changes, and 3) limited access to technology. Le but de l’initiative « Technology and High School Success (THSS) » était d'encourager des stratégies novatrices visant à améliorer le taux d’achèvement des études secondaires dans la province de l’Alberta en utilisant la technologie et un apprentissage centré sur l'élève afin de susciter l'intérêt des élèves. L'objectif principal de cet article est de rendre compte des obstacles entravant l'intégration systémique, efficace et durable de la technologie dans les écoles. La recherche évaluative a révélé des changements minimes dans la capacité systémique à la suite de l'initiative, et ce, malgré l’appui et l’engagement des enseignants et des administrateurs envers le THSS. Les trois obstacles principaux à la viabilité du programme sont les suivants: 1) les écoles et les districts scolaires n'ont pas profité de l’occasion pour revoir leur(s) vision(s), 2) les écoles et les districts scolaires n'ont pas utilisé les données pour effectuer des changements, et 3) l'accès limité à la technologie.

Background: Health Operational Cost (Bantuan Operasional Kesehatan/BOK) is government aids for local government to accelerating achievement of national priority programs, especially health aspect in Millennium Development Goal’s (MDG), through improvement performances of Public Health Centers (PHC) and the networks. Funding of Health Operational Cost to support PHC on providing promotive and preventive programs to community due to PHC services in district are likely to be directed on curative measures. Funding allocation of Health Operational Cost has been decreasing in Bima from IDR.1.412.500.000 on 2014 became IDR.521.464.000 on 2015. Therefore, evaluation of program implemetation by funding of Health Operational Cost on 2015 in Bima are needed to be examined. Objective: To find out the achievement implemetation of Health Operational Cost program in Public Health Center under District Health Office in Bima at 2015. Methods: The study design was qualitative and quantitative using descriptive case study. Tehnique of sample selection by using purposive sampling. Data analysis was conducted by descriptive qualitative. Results: Decreasing allocation funding of Health Operational Cost affected to planning and implementation of program, while Health Operational Cost became main sources of fund to external program in PHC due to lack of financial support from Regional government budget. Health Operational Cost have not been able to support achievement of Minimas Services Standar in Bima. Many head of PHC still less understanding to technical guide of Health Operational Cost so affected on decision-making of program and lack of monitoring and evaluation by District Health Department. Conclusion: The implementation of BOK program in Bima City is not the best enough especially in supporting SPM target in 2015.

This research aims to analyze the legal protection for workers receiving wages below the minimum wage after the enactment of the Omnibus Law on Job Creation. With the regulatory changes, there is a potential decrease in the wage levels for workers at the district/city level. Therefore, this study seeks to delve into the impact of legislative changes on the rights and welfare of workers, particularly those affecting minimum wage standards. The research method employed is normative legal research, involving an analysis of relevant legislation and a literature review on the impact of the Omnibus Law on Job Creation on worker wages. The findings indicate that these regulatory changes have a significant impact on workers' rights, especially those receiving wages below the minimum standard. Furthermore, the study identifies several challenges in the legal protection of workers under minimum wage provisions, including the expansion of company authority in setting wages. Therefore, it is recommended to implement policy and regulatory improvements that prioritize the interests of workers to ensure adequate legal protection amid changes in the labor market structure. This research is expected to contribute to a deeper understanding of the changes in working conditions post-Omnibus Law on Job Creation and their implications for workers' rights. Consequently, constructive solutions are anticipated to enhance legal protection for workers receiving wages below the minimum wage at the district/city level.

The existence and development contribution of a village influences a sustainable city. Sidorukun Village is in the Gresik sub-district, Gresik district is dominated by settlements and industrial areas. In the middle of the village there is Indro Station as a Local Train (Railway) station. Since the 1980s, this train line has stopped operating and will be active again in 2016 for containers and in 2021 as a passenger train line. The shift in the function of this station has an impact on the local environment, especially the settlements around the station. On the other hand, the condition of the village was not ready for empowerment to welcome the bustling station activities. Among them, business facilities for parking and small trade that have not been well organized, and there is no passenger waiting area. This study aims to determine the basic, supporting and settlement aspects of settlements adjoining the station socially and economically in a sustainable aspect. So that there are proposals for settlement concept designs that support station activities through the role of active cooperation between the community and parties involved in the development of sustainable cities. Literature studies and field observations are used to find solutions to this problem. In addition, field observations in case studies were carried out through a SWOT analysis. The result is a sustainable settlement concept with community participation, which is integrated through station support facilities managed by the surrounding community such as stalls, minibus stops for waiting, and parking lots through sustainable optimization of commercial land productivity.

This study aims to determine the partial or simultaneous effect of Labor Force Participation Rates, Total Population and District/City Minimum Wage on Unemployment in West Nusa Tenggara Province 2017-2021. This research uses a quantitative approach and associative method. Data collection was carried out using the documentation method, literature study and then analyzed by panel data regression analysis with the Fixed Effect Model (FEM) approach using Eviews 10 software. The results of this study indicate that the Labor Force Participation Rate has no significant and positive effect on unemployment. The total population has no significant and negative effect on unemployment while the minimum wage has a significant and positive effect on unemployment.

Abstract The concentration of mercury, fatty acids and lipid quality indices were determined in three species of fish (European eel, Anguilla anguilla Linnaeus, 1758, Eurasian perch, Perca fluviatilis Linnaeus, 1758 and roach, Rutilus rutilus Linnaeus, 1758). The fish were caught from a reservoir in the Warmia and Mazury region located near Olsztyn (north-eastern Poland). Mercury content was determined by atomic absorption thermal decomposition using Milestone DMA-80 (Italy), whereas fatty acids were measured by gas chromatography using a 7890A Agilent Technologies chromatograph. The total mercury concentration had the following sequence: European perch (0.297 mg/kg) > European eel (0.160 mg/kg) ≈ roach (0.100 mg/kg) (P<0.05). A positive correlation was found between the mercury content and size (the body weight and total length) of these fish (P<0.0001). Based on the THQ, HI (<1.0) and BRQ (1.063), it was concluded that the fish does not pose a health risk and is fit for human consumption. Similarly, low AI and TI values (<1) are beneficial to human health related to reducing the risk of ischemic heart disease. A low OFA index of C12+C14+C18 and a high index of C18+UFA also indicate that these fish are safe from a nutritional point of view. The fatty acid indices HH (32.10–74.30), NVI (0.83–2.14), DI(18) (65.50–89.28), DI(16) (18.45–32.96), UI (131.93–278.64) and PI (88.60–314.90) were also studied. However, higher PUFA/SFA and de minimis EPA+DHA/Hg ratios compared to the recommended ratios suggest further research in this area is needed.

Malaria elimination is a global priority, which India has also adopted as a target. Despite the malaria control efforts like long-lasting insecticidal nets distribution, rounds of indoor residual spray, the introduction of bi-valent rapid diagnostic tests and artemisinin combination therapy, malaria remained consistent in Dolonibasti sub-center of Orang block primary health center (BPHC) under the district Udalguri, Assam state followed by abrupt rise in cases in 2018. Therefore, we aimed to investigate the factors driving the malaria transmission in the outbreak area of Dolonibasti sub-center. Malaria epidemiological data (2008–2018) of Udalguri district and Orang BPHC was collected. The annual (2011-2018) and monthly (2013–2018) malaria and meteorological data of Dolonibasti sub-center was collected. An entomological survey, Knowledge, Attitude and Practices study among malaria cases (n = 120) from Dolonibasti was conducted. In 2018, 26.1 % (2136/ 8188) of the population of Dolonibasti were found to be malaria positive, of which 55% were adults (n = 1176). Majority of cases were from tea tribe populations (90%), either asymptomatic or with fever only, 67.5 % (81/120) had experienced malaria infection during past years. The outbreak was characterized by a strong increase in cases in June 2018, high proportion of slide falciparum rate of 26.1% (other years average, 15.8%) and high proportion of P. falciparum of 81.2 % (other years average, 84.3%). Anopheles minimus s.l. was the major vector with 28.6% positivity and high larval density in paddy fields/ drainage area. Annual relative humidity was associated with rise in malaria cases, annual parasite incidence (rs = 0.69, 90%CI; p = 0.06) and slide positivity rate (rs = 0.83, 95%CI; p = 0.01). Older people were less educated (rs = −0.66; p &lt; 0.001), had lesser knowledge about malaria cause (rs = −0.42; χ2=21.80; p &lt; 0.001) and prevention (rs = −0.18; p = 0.04). Malaria control practices were followed by those having knowledge about cause of malaria (rs = 0.36; χ2 = 13.50; p &lt; 0.001) and prevention (rs = 0.40; χ2 = 17.71; p &lt; 0.001). Altogether, 84.6% (44/52) of the respondents did not use protective measures. We described a sudden increase in malaria incidence in a rural, predominantly tea tribe population group with high illiteracy rate and ignorance on protective measures against malaria. More efforts that are concerted needed to educate the community about malaria control practices.

BACKGROUND፡ Traffic accident is the most serious problem in developing countries like Ethiopia, which is among the leading cause of death with the highest increasing rate from year to year in Ethiopia. This research aimed to identify the associated factors on the frequency of injuries per vehicle crash in Gurage zone.METHODS: A retrospective study was conducted to identify the contributing factors of a number of injuries per accident. The data were collected from all traffic control and investigation office of 13 Woredas (Districts) for the past five consecutive years from 2013 to 2017. Negative Binomial Regression model was employed to identify the associated factors that affect the number of injuries per accident.RESULTS: A total of 334 accidents recorded in the last five years from 2013 to 2017 in Gurage zone.Two hundred eight three (84.73%) of the accidents were caused 610 number of injuries. The significantly associated factors of frequency of injuries per road traffic accidents were Drivers’ Age (IR: 0.9813; CI: 0.9664 -0.9962), Drivers’ Sex: Female (IR : 1.6386; CI : 1.2176 - 2.0596), Drivers’ vehicles ownership: Hired (IR: 1.4216; CI: 1.1697 -1.6735) and non-drivers’ related variables, like weather condition: Rainy (IR: 1.6041; CI: 1.2552 - 1.9529), road shape: street-square (IR: 1.7421 ; CI: 1.1908 - 2.2934) and vehicle type: Isuzu (load)(IR: 1.6845; CI : 1.2592 - 2.1098) Minibus (IR: 2.7253; CI 2.3129 - 3.1377).CONCLUSIONS: This study found that, Driver’s related factors: Driver’s Age, Sex, Drivers’ vehicle ownership, and non-drivers’ related variables: Weather condition, Road shape, and Vehicle type were identified as significantly associated factors on the frequency of injuries per vehicle crash in Gurage Zone.

IntroductionThe Internet (especially in the so-called Web 2.0 phase), digital media and file-sharing networks have thrust copyright law under public scrutiny, provoking discourses questioning what is fair in the digital age. Accessible hardware and software has led to prosumerism – creativity blending media consumption with media production to create new works that are freely disseminated online via popular video-sharing Web sites such as YouTube or genre specific music sites like GYBO (“Get Your Bootleg On”) amongst many others. The term “prosumer” is older than the Web, and the conceptual convergence of producer and consumer roles is certainly not new, for “at electric speeds the consumer becomes producer as the public becomes participant role player” (McLuhan 4). Similarly, Toffler’s “Third Wave” challenges “old power relationships” and promises to “heal the historic breach between producer and consumer, giving rise to the ‘prosumer’ economics” (27). Prosumption blurs the traditionally separate consumer and producer creating a new creative era of mass customisation of artefacts culled from the (copyrighted) media landscape (Tapscott 62-3). Simultaneously, corporate interests dependent upon the protections provided by copyright law lobby for augmented rights and actively defend their intellectual property through law suits, takedown notices and technological reinforcement. Despite a lack demonstrable economic harm in many cases, the propertarian approach is winning and frequently leading to absurd results (Collins).The balance between private and public interests in creative works is facilitated by the doctrine of fair use (as codified in the United States Copyright Act 1976, section 107). The majority of copyright laws contain “fair” exceptions to claims of infringement, but fair use is characterised by a flexible, open-ended approach that allows the law to flex with the times. Until recently the defence was unique to the U.S., but on 2 January Israel amended its copyright laws to include a fair use defence. (For an overview of the new Israeli fair use exception, see Efroni.) Despite its flexibility, fair use has been systematically eroded by ever encroaching copyrights. This paper argues that copyright enforcement has spun out of control and the raison d’être of the law has shifted from being “an engine of free expression” (Harper & Row, Publishers, Inc. v. Nation Enterprises 471 U.S. 539, 558 (1985)) towards a “legal regime for intellectual property that increasingly looks like the law of real property, or more properly an idealized construct of that law, one in which courts seeks out and punish virtually any use of an intellectual property right by another” (Lemley 1032). Although the copyright landscape appears bleak, two recent cases suggest that fair use has not fallen by the wayside and may well recover. This paper situates fair use as an essential legal and cultural mechanism for optimising creative expression.A Brief History of CopyrightThe law of copyright extends back to eighteenth century England when the Statute of Anne (1710) was enacted. Whilst the length of this paper precludes an in depth analysis of the law and its export to the U.S., it is important to stress the goals of copyright. “Copyright in the American tradition was not meant to be a “property right” as the public generally understands property. It was originally a narrow federal policy that granted a limited trade monopoly in exchange for universal use and access” (Vaidhyanathan 11). Copyright was designed as a right limited in scope and duration to ensure that culturally important creative works were not the victims of monopolies and were free (as later mandated in the U.S. Constitution) “to promote the progress.” During the 18th century English copyright discourse Lord Camden warned against propertarian approaches lest “all our learning will be locked up in the hands of the Tonsons and the Lintons of the age, who will set what price upon it their avarice chooses to demand, till the public become as much their slaves, as their own hackney compilers are” (Donaldson v. Becket 17 Cobbett Parliamentary History, col. 1000). Camden’s sentiments found favour in subsequent years with members of the North American judiciary reiterating that copyright was a limited right in the interests of society—the law’s primary beneficiary (see for example, Wheaton v. Peters 33 US 591 [1834]; Fox Film Corporation v. Doyal 286 US 123 [1932]; US v. Paramount Pictures 334 US 131 [1948]; Mazer v. Stein 347 US 201, 219 [1954]; Twentieth Century Music Corp. v. Aitken 422 U.S. 151 [1975]; Aronson v. Quick Point Pencil Co. 440 US 257 [1979]; Dowling v. United States 473 US 207 [1985]; Harper & Row, Publishers, Inc. v. Nation Enterprises 471 U.S. 539 [1985]; Luther R. Campbell a.k.a. Luke Skyywalker, et al. v. Acuff-Rose Music, Inc. 510 U.S 569 [1994]). Putting the “Fair” in Fair UseIn Folsom v. Marsh 9 F. Cas. 342 (C.C.D. Mass. 1841) (No. 4,901) Justice Storey formulated the modern shape of fair use from a wealth of case law extending back to 1740 and across the Atlantic. Over the course of one hundred years the English judiciary developed a relatively cohesive set of principles governing the use of a first author’s work by a subsequent author without consent. Storey’s synthesis of these principles proved so comprehensive that later English courts would look to his decision for guidance (Scott v. Stanford L.R. 3 Eq. 718, 722 (1867)). Patry explains fair use as integral to the social utility of copyright to “encourage. . . learned men to compose and write useful books” by allowing a second author to use, under certain circumstances, a portion of a prior author’s work, where the second author would himself produce a work promoting the goals of copyright (Patry 4-5).Fair use is a safety valve on copyright law to prevent oppressive monopolies, but some scholars suggest that fair use is less a defence and more a right that subordinates copyrights. Lange and Lange Anderson argue that the doctrine is not fundamentally about copyright or a system of property, but is rather concerned with the recognition of the public domain and its preservation from the ever encroaching advances of copyright (2001). Fair use should not be understood as subordinate to the exclusive rights of copyright owners. Rather, as Lange and Lange Anderson claim, the doctrine should stand in the superior position: the complete spectrum of ownership through copyright can only be determined pursuant to a consideration of what is required by fair use (Lange and Lange Anderson 19). The language of section 107 suggests that fair use is not subordinate to the bundle of rights enjoyed by copyright ownership: “Notwithstanding the provisions of sections 106 and 106A, the fair use of a copyrighted work . . . is not an infringement of copyright” (Copyright Act 1976, s.107). Fair use is not merely about the marketplace for copyright works; it is concerned with what Weinreb refers to as “a community’s established practices and understandings” (1151-2). This argument boldly suggests that judicial application of fair use has consistently erred through subordinating the doctrine to copyright and considering simply the effect of the appropriation on the market place for the original work.The emphasis on economic factors has led courts to sympathise with copyright owners leading to a propertarian or Blackstonian approach to copyright (Collins; Travis) propagating the myth that any use of copyrighted materials must be licensed. Law and media reports alike are potted with examples. For example, in Bridgeport Music, Inc., et al v. Dimension Films et al 383 F. 3d 400 (6th Cir. 2004) a Sixth Circuit Court of Appeals held that the transformative use of a three-note guitar sample infringed copyrights and that musicians must obtain licence from copyright owners for every appropriated audio fragment regardless of duration or recognisability. Similarly, in 2006 Christopher Knight self-produced a one-minute television advertisement to support his campaign to be elected to the board of education for Rockingham County, North Carolina. As a fan of Star Wars, Knight used a makeshift Death Star and lightsaber in his clip, capitalising on the imagery of the Jedi Knight opposing the oppressive regime of the Empire to protect the people. According to an interview in The Register the advertisement was well received by local audiences prompting Knight to upload it to his YouTube channel. Several months later, Knight’s clip appeared on Web Junk 2.0, a cable show broadcast by VH1, a channel owned by media conglomerate Viacom. Although his permission was not sought, Knight was pleased with the exposure, after all “how often does a local school board ad wind up on VH1?” (Metz). Uploading the segment of Web Junk 2.0 featuring the advertisement to YouTube, however, led Viacom to quickly issue a take-down notice citing copyright infringement. Knight expressed his confusion at the apparent unfairness of the situation: “Viacom says that I can’t use my clip showing my commercial, claiming copy infringement? As we say in the South, that’s ass-backwards” (Metz).The current state of copyright law is, as Patry says, “depressing”:We are well past the healthy dose stage and into the serious illness stage ... things are getting worse, not better. Copyright law has abandoned its reason for being: to encourage learning and the creation of new works. Instead, its principal functions now are to preserve existing failed business models, to suppress new business models and technologies, and to obtain, if possible, enormous windfall profits from activity that not only causes no harm, but which is beneficial to copyright owners. Like Humpty-Dumpty, the copyright law we used to know can never be put back together.The erosion of fair use by encroaching private interests represented by copyrights has led to strong critiques leveled at the judiciary and legislators by Lessig, McLeod and Vaidhyanathan. “Free culture” proponents warn that an overly strict copyright regime unbalanced by an equally prevalent fair use doctrine is dangerous to creativity, innovation, culture and democracy. After all, “few, if any, things ... are strictly original throughout. Every book in literature, science and art, borrows, and must necessarily borrow, and use much which was well known and used before. No man creates a new language for himself, at least if he be a wise man, in writing a book. He contents himself with the use of language already known and used and understood by others” (Emerson v. Davis, 8 F. Cas. 615, 619 (No. 4,436) (CCD Mass. 1845), qted in Campbell v. Acuff-Rose, 62 U.S.L.W. at 4171 (1994)). The rise of the Web 2.0 phase with its emphasis on end-user created content has led to an unrelenting wave of creativity, and much of it incorporates or “mashes up” copyright material. As Negativland observes, free appropriation is “inevitable when a population bombarded with electronic media meets the hardware [and software] that encourages them to capture it” and creatively express themselves through appropriated media forms (251). The current state of copyright and fair use is bleak, but not beyond recovery. Two recent cases suggest a resurgence of the ideology underpinning the doctrine of fair use and the role played by copyright.Let’s Go CrazyIn “Let’s Go Crazy #1” on YouTube, Holden Lenz (then eighteen months old) is caught bopping to a barely recognizable recording of Prince’s “Let’s Go Crazy” in his mother’s Pennsylvanian kitchen. The twenty-nine second long video was viewed a mere twenty-eight times by family and friends before Stephanie Lenz received an email from YouTube informing her of its compliance with a Digital Millennium Copyright Act (DMCA) take-down notice issued by Universal, copyright owners of Prince’s recording (McDonald). Lenz has since filed a counterclaim against Universal and YouTube has reinstated the video. Ironically, the media exposure surrounding Lenz’s situation has led to the video being viewed 633,560 times at the time of writing. Comments associated with the video indicate a less than reverential opinion of Prince and Universal and support the fairness of using the song. On 8 Aug. 2008 a Californian District Court denied Universal’s motion to dismiss Lenz’s counterclaim. The question at the centre of the court judgment was whether copyright owners should consider “the fair use doctrine in formulating a good faith belief that use of the material in the manner complained of is not authorized by the copyright owner, its agent, or the law.” The court ultimately found in favour of Lenz and also reaffirmed the position of fair use in relation to copyright. Universal rested its argument on two key points. First, that copyright owners cannot be expected to consider fair use prior to issuing takedown notices because fair use is a defence, invoked after the act rather than a use authorized by the copyright owner or the law. Second, because the DMCA does not mention fair use, then there should be no requirement to consider it, or at the very least, it should not be considered until it is raised in legal defence.In rejecting both arguments the court accepted Lenz’s argument that fair use is an authorised use of copyrighted materials because the doctrine of fair use is embedded into the Copyright Act 1976. The court substantiated the point by emphasising the language of section 107. Although fair use is absent from the DMCA, the court reiterated that it is part of the Copyright Act and that “notwithstanding the provisions of sections 106 and 106A” a fair use “is not an infringement of copyright” (s.107, Copyright Act 1976). Overzealous rights holders frequently abuse the DMCA as a means to quash all use of copyrighted materials without considering fair use. This decision reaffirms that fair use “should not be considered a bizarre, occasionally tolerated departure from the grand conception of the copyright design” but something that it is integral to the constitution of copyright law and essential in ensuring that copyright’s goals can be fulfilled (Leval 1100). Unlicensed musical sampling has never fared well in the courtroom. Three decades of rejection and admonishment by judges culminated in Bridgeport Music, Inc., et al v. Dimension Films et al 383 F. 3d 400 (6th Cir. 2004): “Get a license or do not sample. We do not see this stifling creativity in any significant way” was the ruling on an action brought against an unlicensed use of a three-note guitar sample under section 114, an audio piracy provision. The Bridgeport decision sounded a death knell for unlicensed sampling, ensuring that only artists with sufficient capital to pay the piper could legitimately be creative with the wealth of recorded music available. The cost of licensing samples can often outweigh the creative merit of the act itself as discussed by McLeod (86) and Beaujon (25). In August 2008 the Supreme Court of New York heard EMI v. Premise Media in which EMI sought an injunction against an unlicensed fifteen second excerpt of John Lennon’s “Imagine” featured in Expelled: No Intelligence Allowed, a controversial documentary canvassing alleged chilling of intelligent design proponents in academic circles. (The family of John Lennon and EMI had previously failed to persuade a Manhattan federal court in a similar action.) The court upheld Premise Media’s arguments for fair use and rejected the Bridgeport approach on which EMI had rested its entire complaint. Justice Lowe criticised the Bridgeport court for its failure to examine the legislative intent of section 114 suggesting that courts should look to the black letter of the law rather than blindly accept propertarian arguments. This decision is of particular importance because it establishes that fair use applies to unlicensed use of sound recordings and re-establishes de minimis use.ConclusionThis paper was partly inspired by the final entry on eminent copyright scholar William Patry’s personal copyright law blog (1 Aug. 2008). A copyright lawyer for over 25 years, Patry articulated his belief that copyright law has swung too far away from its initial objectives and that balance could never be restored. The two cases presented in this paper demonstrate that fair use – and therefore balance – can be recovered in copyright. The federal Supreme Court and lower courts have stressed that copyright was intended to promote creativity and have upheld the fair doctrine, but in order for the balance to exist in copyright law, cases must come before the courts; copyright myth must be challenged. As McLeod states, “the real-world problems occur when institutions that actually have the resources to defend themselves against unwarranted or frivolous lawsuits choose to take the safe route, thus eroding fair use”(146-7).
