Abstract The notion of digital virus covers, in our view, two points: computer viruses that infect our computers and technological solutionism, the unreasonable passion that consists in considering that the solution to all social problems lies in the digital world. Yet the digital world is as vulnerable as the biological world. Moreover, it is dangerous because it pushes us into a digital bondage that undermines democracy. The solution to the crisis is not less democracy, but more democracy. More precisely, we will argue that digital devices do not strengthen democratic communication, they promote a digital connection that hinders deliberation and threatens the very idea of democracy

How to reconcile the usefulness of digital tools and their adoption into environmental initiatives and sustainability projects, with the extensive environmental damages of the digitization itself? Despite a growing number of critical voices, pointing to environmental footprints of digital communication and the systemic blindness towards those in media analysis, the subject still remains on the margins of media studies. This article suggests reorienting the field towards materialist accountability: placing the analysis of digital harms geographically and historically; examining the silences and erasures of our own scholarship; being attentive to which technologies, and where, are inflicting harm on who; and asking what is our own responsibility as privileged media users in industrialized nations.

In the last fitty years, the remarkable development of digital technology, that has permeated practically all social, economic and cultural, political and technological realms is producing several phenomena that have a direct impact in education. In this paper, I discuss first, the fact that more and more we refer to digital technology as just ‘technology”, as if the rest of the many organizational, symbolic, artefactual and biotechnological developments were something “natural”. Second, I refer to the rise and spread of technological solutionism in education and a growing discourse that sees every new digital technology as the arrival of the Promised Land, as the panacea to solve the problems of education. I go on analysing the collateral effects of this discourse in the educational practice, with an especial reference to persuasive technologies and Big Data. The article concludes with the request and the need for researchers, practitioners and education policy makers to avoid the temptation to solve a deeply "wicked" problem such as education with simple solutions.

Digital evidence is rapidly emerging as a tool for migration authorities in refugee status determination (RSD)—the procedure for determining whether a person meets the criteria for protection as a “refugee.” Its growing popularity may be seen as a response to the relative dearth of “hard” evidence in asylum procedures, where decisions often hinge exclusively on the applicant's personal narrative and assessment of her credibility. In this essay, we critically examine the growing use of digital evidence in RSD by authorities and the human rights concerns that arise from some of these practices. We then move to outline some examples of how digital evidence might also present new opportunities for scholars, practitioners, and asylum seekers themselves, helping to substantiate claims and document underlying inequities in existing RSD practices. In the process, we seek to navigate a balance between the techno-solutionism that hails digital evidence as a panacea and those a priori dismissing digitization as techno-hype and inherently problematic.

Abstract The Covid-19 pandemic and the social distancing that followed have affected all walks of society, also education. In order to keep education running, educational institutions have had to quickly adapt to the situation. This has resulted in an unprecedented push to online learning. Many, including commercial digital learning platform providers, have rushed to provide their support and ‘solutions’, sometimes for free. The Covid-19 pandemic has therefore also created a sellers’ market in ed-tech. This paper employs a critical lens to reflect on the possible problems arising from hasty adoption of commercial digital learning solutions whose design might not always be driven by best pedagogical practices but their business model that leverages user data for profit-making. Moreover, already before Covid-19, there has been increasing critique of how ed-tech is redefining and reducing concepts of teaching and learning. The paper also challenges the narrative that claims, ‘education is broken, and it should and can be fixed with technology’. Such technologization, often seen as neutral, is closely related to educationalization, i.e. imposing growing societal problems for education to resolve. Therefore, this is a critical moment to reflect how the current choices educational institutions are making might affect with Covid-19 education and online learning: Will they reinforce capitalist instrumental view of education or promote holistic human growth? This paper urges educational leaders to think carefully about the decisions they are currently making and if they indeed pave the way to a desirable future of education.

My proposed dissertation work highlights social media as digitally-mediated support for neurodivergent individuals. By adopting a critical disability theory lens, I critique the techno-solutionism currently present in digital mental health care. I argue that existing social media platforms can provide community support for neurodivergent individuals to step away from the individualistic approaches currently promoted by much digital mental health technology. These social media-based communities are providing an important service of care and collective knowledge for individuals going through similar experiences to find validation and a sense of agency regarding treatment options. My research will further explore the relationships neurodivergent individuals have had with diagnostic and care systems, as well as ongoing tensions with healthcare providers in both physical and digital spaces.

Over thirty years since Jean-Francois Lyotard declared the death of metanarratives, we currently find two apparently incompatible discourses that dominate imagined planetary futures. On the one hand, we encounter a metanarrative of technological progress has been fuelled by decades of advances in computational, networked, mobile and pervasive technologies. On the other, we find the apocalyptic discourse of the Anthropocene, whereby human activity is understood to be responsible for precipitating the sixth mass extinction of life in Earth’s geological record. This paper explores how the divergent futures of technological solutionism and ecological catastrophism encounter one another, focusing on Tesla as a case study where technological consumerism is posited as the solution to ecological catastrophe. Critically examining the materiality of digital technoculture challenges the immaterialist rhetoric of technological solutionism that permeates both neoliberal and leftist discourses of automation, whilst questioning the ‘we’ that is implicit in the problematic universalisation of Anthropocenic catastrophism, instead pointing to the deeply entrenched inequalities that perpetuate networked capitalism. Ultimately, the paper asks whether it is possible to move beyond bleak claims that we must simply “work within our disorientation and distress to negotiate life in human-damaged environments” (Tsing 2015: 131), to assemble the fragile hope that Goode and Godhe (2017) argue is necessary to move beyond capitalist realism. Hope suggests an optimism that sits uncomfortably with the reality of mass extinctions, however, the scale of the ecological crises means that we cannot afford the fatalism associated with losing hope.

Digital Mental Health Technologies (DMHTs) have the potential to close treatment gaps in settings where mental healthcare is scarce or even inaccessible. For this, DMHTs need to be affordable, evidence-based, justice-oriented, user-friendly, and embedded in a functioning digital infrastructure. This viewpoint discusses areas crucial for future developments of DMHTs. Drawing back on interdisciplinary scholarship, questions of health equity, consumer-, patient- and developer-oriented legislation, and requirements for successful implementation of technologies across the globe are discussed. Economic considerations and policy implications complement these aspects. We discuss the need for cultural adaptation specific to the context of use and point to several benefits as well as pitfalls of DMHTs for research and healthcare provision. Nonetheless, to circumvent technology-driven solutionism, the development and implementation of DMHTs require a holistic, multi-sectoral, and participatory approach.

2023年以来,ChatGPT 得到了中国新闻传播学者的广泛关注,但新闻业的专业工作及其对公共生活的承诺需要在多大程度上依赖于该技术应用才能兑现的问题始终未有解答。借鉴制度主义视角下的新闻业与数字新闻创新理论资源,结合对中国知网论文学术话语中ChatGPT与新闻业关系论述的系统综述,本研究发现,作为新技术的生成式人工智能与数字新闻业在根本目标上存在不一致的情况,而学术话语依然呼吁新闻业主要通过吸纳技术来解决社会问题。基于这种技术解决主义应许的经济增长神话与新闻业基本目标的背离,本研究进一步揭示了技术中心论视角下的新闻创新焦虑催生ChatGPT讨论热潮的内在结构性动因,对新闻业诉诸包括大数据、虚拟现实和元宇宙等在内的一系列技术行动元,以期自动解决行动者困境的逻辑悖论,为其可能带来的潜在危险提出了预警和未来建议。

Les villes se développent rapidement. En conséquence, elles s'exposent à des pressions sociales et urbaines croissantes, notamment en termes d'accès aux services administratifs, de santé, de logement et d'emploi. Pour relever ces défis, elles optent pour des approches de gouvernance basées sur les technologies numériques. Cependant, l'enjeu n'est pas seulement d'acquérir les innovations numériques, mais aussi de garantir la rationalité des décisions prises et la participation juste et effective de toutes les parties prenantes, notamment les habitants des quartiers défavorisés. C'est dans ce contexte de mutation numérique que Rabat, capitale du Royaume du Maroc, vise à rendre son dispositif de ville intelligente réactif aux préoccupations contemporaines. Elle vise à tirer parti de ses potentialités historiques, géographiques, administratives, et culturelles distinctives. En 2023, Rabat occupait le cinquième rang parmi les villes arabes au classement de l'Institut suisse (IMD), dépassant ainsi sa concurrente voisine, Casablanca. Cependant, la même étude a montré que Rabat a un bilan mitigé en matière d'usage des technologies numériques, en particulier dans les domaines d'accès aux services de santé, d'enseignement, de loisir, et aux financement destinés aux entreprises. Ce constat constitue un des éléments phares qui nous a guidés dans le choix du sujet de cette thèse. Ainsi, notre problématique de recherche s'articule autour du questionnement suivant : Peut-on qualifier le projet de « Rabat : ville intelligente » de projet démocratique, équitable et participatif ? Sans remettre en cause la crédibilité de ce projet, la question de l'acceptabilité sociale, notamment de ceux qui devraient, théoriquement, en être les premiers bénéficiaires nous interpelle à plusieurs égards. Cela nous ramène à la question initialement soulevée par Vincent Meyer en 2017 concernant les mesures prises pour que la transition digitale ne devienne elle-même un facteur supplémentaire d'inégalités. Pour approcher ce sujet, nous avons fait appel aux méthodes et techniques déployées à la fois par les géographes et par les chercheurs en sciences de l'information et de la communication. S'agissant d'une thèse en cotutelle internationale à l'interface des deux disciplines, le matériel mobilisé s'appuie à la fois sur l'exploitation d'une littérature riche pour le cadrage théorique et sur des études empiriques de terrain pour la compréhension du processus de fabrique du projet « Rabat-ville intelligente » et de son fonctionnement. Cette recherche est organisée en 7 chapitres intéressant 3 niveaux : Le premier se focalise sur le cadre théorique, la problématique de recherche, les hypothèses et la méthodologie utilisée. Le deuxième aborde les notions d'intelligence humaine et du solutionnisme numérique, avant d'enchainer (de 3 à 5) sur le contexte géographique, historique et sociodémographique de la ville de Rabat, puis sur les enjeux de gouvernance urbaine. En dernier lieu, les chapitres 6 et 7 présentent les enseignements tirés de cette recherche, en essayant de mettre en évidence les forces et les insuffisances enregistrées en matière de participation, d'acceptabilité sociale, de communication et de financement
Cities are growing rapidly. As a result, they are exposed to increasing social and urban pressures, particularly in terms of access to administrative, health, housing and employment services. To meet these challenges, they are opting for governance approaches based on digital technologies. But the challenge is not only to appropriate digital innovations, but also to guarantee the rationality of the decisions taken and the fair and effective participation of all stakeholders, particularly residents of disadvantaged neighborhoods. It is in this context of digital transformation that Rabat, capital of the Kingdom of Morocco, aims to make its smart city system responsive to contemporary concerns. It aims to capitalize on its distinctive historical, geographical, administrative and cultural potential. In 2023, Rabat ranked fifth among Arab cities in the Swiss Institute (IMD) ranking, surpassing its neighboring competitor, Casablanca. However, the same study showed that Rabat has a mixed record in the use of digital technologies, particularly in the areas of access to health services, education, leisure and business financing. This observation constitutes one of the key elements which guided us in the choice of the subject of this thesis. Thus, our research problem revolves around the following question: Can we qualify the “Rabat: smart city” project as a democratic, equitable and participatory project? Without calling into question the credibility of this project, the question of social acceptability, particularly of those who should, in theory, be the first beneficiaries, challenges us in several respects. This brings us back to the question initially asked by Vincent Meyer in 2017 concerning the measures taken to ensure that the digital transition itself does not become an additional factor of inequality. To address this subject, we called on the methods and techniques deployed both by geographers and by researchers in information and communication sciences. As this is a joint international thesis at the interface of the two disciplines, the material used is based both on the exploitation of a rich literature for theoretical support and on empirical field studies for understanding the manufacturing process of the “Rabat-intelligent city” project and its operation. This research is organized into 7 chapters comprising 3 levels: The first concerns the theoretical framework, the research problem, the hypotheses and the methodology used. The second addresses the notions of human intelligence and digital solutionism, before addressing the geographical, historical and socio-demographic context of the city of Rabat, then the issues of urban governance. Finally, Chapters 6 and 7 present the lessons learned from this research, trying to highlight the strengths and gaps recorded in terms of participation, social acceptability, communication and financing

Les sociétés occidentales se trouvent aujourd’hui confrontées au vieillissement de leur population, sous le double effet de papy-boom et de l’allongement de la vie. Ce contexte pose la question de la prise en charge de la perte d’autonomie des personnes retraitées : coût et disponibilité de places en maisons de retraites, gestion de la dépendance par la famille et par les politiques publiques, etc. La Silver Économie propose des réponses technologiques à ces problèmes sociaux et politiques, en développant de nombreux produits numériques dédiés à la gestion de la perte d’autonomie des aînés. Néanmoins, ces offres ne semblent pas toujours prendre suffisamment en compte la réalité de publics ciblés. Tout d’abord, les technologies semblent ne pas prendre en compte les attentes et les besoins de ce public et ne font que peu de cas de la pluralité des profils des aînés. De plus, les technologies pour l’autonomie tendent à ne pas être adaptées aux aptitudes et aux connaissances numériques des publics qu’elles ciblent. Enfin, ces technologies posent le problème de leur potentiel démocratique, étant donné leur coût élevé. Convoquant l’alliance entre sciences de l’information et de la communication (SIC) et sociologie, nous proposons une étude, prospective, cherchant à appréhender et à comprendre les actuels modes d’appropriation de ces technologies auprès des retraités de plus de 60 ans. Le but de notre démarche est de mettre en évidence les logiques d’usage et d’appropriation actuelles pour vérifier leur adéquation avec des formes de prise en charge technologiques de la perte d’autonomie. Pour ce faire, nous procédons à l’analyse d’un échantillon qualitatif, composé de 31 aînés résidents en Aquitaine et faisant usage des technologies numériques. Les résultats de notre analyse mettent en évidence des niveaux de littératie numérique tout à fait disparates, influencés par de nombreux facteurs : l’âge, les formes d’initiation, les sociabilités individuelles, les parcours biographiques et le rapport à soi. Les usages des technologies numériques prennent sens dans des processus identitaires, qu’ils soient orientés vers la rupture ou vers la continuité, en lien avec le passé, le présent et le futur des usagers. Les technologies participent à de nouvelles formes de sociabilité, prenant le relai des modalités classiques de lien social. Les pratiques de recherche par Internet, quant à elles, permettent à l’usager de développer un nouveau rapport à soi-même. Nous concluons la nécessaire adaptation des technologies numériques à ses appropriations identitaires des usagers aînés
Nowadays, Western societies are confronted with the ageing of their population, due to the consequences of the baby-boom and to a longer life expectancy. This context highlights the necessary attention paid to the loss of autonomy of seniors : cost and availability of retirement homes, management of dependency by family and by public policies, etc. The Silver Economy offers technological answers to these social and political problems, by developing many digital products dedicated to reducing the loss of autonomy among seniors. However, these solutions do not always seem to pay sufficient attention to the reality of elderly people. First, technologies do not seem to take into account the expectations and the needs of this population, such as the plurality of their profiles. Moreover, technologies to maintain autonomy do not seem to be adapted to their digital skills and knowledge. Finally, we can question the non democratic potential of digital technologies dedicated to health, considering their high cost whilst the number of retired people living under the poverty line has increased. In our study, we proposed a mixed approach, combining sociology and the information and communication sciences (CIS). Thus, we undertook a prospective study, whose purpose was to apprehend and to understand the current usage of digital technologies among retired people over 60 years old. Our aim was to highlight how seniors use digital devices and services, in order to verify if they are in line with the forms of technological management existing to support their autonomy. To do so, we used a qualitative methodology and surveyed 31 retired users living in Aquitaine. The results of our survey reveal totally disparate levels of digital literacy, influenced by many factors, such as age, contexts of learning, degree of sociability, biographical trajectories and self image. The use of digital technologies is deeply linked to identity processes, whether they are oriented towards biographical rupture or continuity, in relation to the past, the present and the future of the users. Technologies contribute to new forms of sociability, taking over classical ways of social bonding. Internet search practices, on the other hand, allow the user to develop a new self image. We conclude on the necessary adaptation of digital technologies to its identity appropriations of the elderly users

The LMS adaptive algorithm has always been attractive to researchers in the field of adaptive signal processing due to its inherent conceptual and implementational simplicity. Unfortunately, this elegant simplicity is undermined by problems associated with the direct use of the LMS algorithm. One of the main disadvantages of the LMS is its relatively slow convergence. We deal with this problem for FIR adaptive filters by proposing two algorithms based on different approaches. The first algorithm relies on the time-varying step size approach. The step size of the algorithm is adjusted according to an error autocorrelation function. As a result, the algorithm can efficiently sense the adaptation state while maintaining the immunity against independent noise disturbance. The second algorithm is a gradient-based one that combines time- and order-updating when searching the bottom of the MSE surface, thus resulting in more efficient use of the available information. Moreover, two possibilities for the order update are considered: straightforward sequential or selective schemes. Approximate analysis of convergence and steady state performance of the two algorithms are provided. The slow convergence problem of the LMS algorithm is also investigated for IIR adaptive filters based on output-error formulation. A new adaptive algorithm is proposed. The algorithm combines the least mean square (LMS) method with its low complexity and the least squares method with its fast convergence into a coupled LMS-LS adaptive scheme. Simulation examples indicate that the proposed scheme converges significantly faster than the LMS with minimal increase in complexity. Next, we consider the Leaky LMS algorithm as an LMS variant proposed to deal with numerous problems that arise in direct application of LMS, including: lack of persistent excitation in the input sequence, stalling, bursting, etc. However, despite the wide spread usage of the Leaky LMS, there has been no detailed study of its performance. We present an analytical treatment of the mean square error for zero-mean Gaussian input data. Exact expressions for the second moment of the coefficient vector, the algorithm misadjustment, and rigorous conditions for MSE convergence are derived. Finally, we consider one of the common applications of the LMS algorithm, echo cancellation in telephone networks. We investigate the presence of bursting on a back-to-back hybrid connection. Based on the essential fact that the high cross correlation between the input to the adaptive echo canceler and the transmitted signal at the near-end is the root cause of the bursting problem, we modify the conventional echo canceler such that under bursting circumstances the cross-correlation is substantially reduced and bursting is averted. The proposed system ensures normal operation is not affected. Implementation details of the proposed system are studied.

Digital Transformation is the integration of digital technology into all business areas, fundamentally changing how you operate and deliver value to customers. The purpose of this research is to explore to what degree has IT solution sector companies have digitally transformed during the past few years. Qualitative analysis was used to analyze the literature and the empirical data and make the assumptions required. The results indicate that DT is a procedure that involves integrating technology in all business areas and companies in the IT Sector choose to start the procedure to become more efficient and able to make frequent changes in order to satisfy their market and keep up with competition. The main barriers found are, in company communication, Hierarchy Financial requirements and unclear digital transformation strategy. The impact of failing to digitally transform is losing market share due to inability to keep up with the competition.

Confidentiality has always been a concern in secret operation. In this thesis, we consider the situation of legitimate data request and transfer between investigator and database owner who provides intelligence, where the identity of the investigation subject and the records in the database are both confidential. Current practice of secret investigation solely relies on the integrity and carefulness of the involved individuals to resist data leakage, but regulations, policy, agreement, such human means cannot give a promising solution, thus a technical means is needed. As appropriate solution for this confidential data request and transfer problem cannot be found from related research, our goal is to offer a means that can help keeping the investigation secret and protecting irrelevant data at the same time. We present a technical solution for preserving two-way confidentiality between the investigator (legitimate data requester) and the database owner (legitimate data holder), which can accommodate the concerns of both sides during the specific information request and transfer. Two schemes, Sender-Based Scheme and Receiver-Based Scheme, have been proposed to solve the problem under different conditions, and illustration of executing our schemes is given through an example situation “Investigator and Private hospital” which is an ordinary scenario during investigation. Furthermore, a practical cost reduction methodology on the schemes and sensible proposals for extensions are suggested and discussed. The direction of future work is also considered.

As digital technologies have dramatically expanded within the last decade, content recognition now plays a major role within the control of media. Of the current recent systems available, digital watermarking provides a robust maintainable solution to enhance media security. The two main properties of digital watermarking, imperceptibility and robustness, are complimentary to each other but by employing visual attention based mechanisms within the watermarking framework, highly robust watermarking solutions are obtainable while also maintaining high media quality. This thesis firstly provides suitable bottom-up saliency models for raw image and video. The image and video saliency algorithms are estimated directly from within the wavelet domain for enhanced compatibility with the watermarking framework. By combining colour, orientation and intensity contrasts for the image model and globally compensated object motion in the video model, novel wavelet-based visual saliency algorithms are provided. The work extends these saliency models into a unique visual attention-based watermarking scheme by increasing the watermark weighting parameter within visually uninteresting regions. An increased watermark robustness, up to 40%, against various filtering attacks, JPEG2000 and H.264/AVC compression is obtained while maintaining the media quality, verified by various objective and subjective evaluation tools. As most video sequences are stored in an encoded format, this thesis studies watermarking schemes within the compressed domain. Firstly, the work provides a compressed domain saliency model formulated directly within the HEVC codec, utilizing various coding decisions such as block partition size, residual magnitude, intra frame angular prediction mode and motion vector difference magnitude. Large computational savings, of 50% or greater, are obtained compared with existing methodologies, as the saliency maps are generated from partially decoded bitstreams. Finally, the saliency maps formulated within the compressed HEVC domain are studied within the watermarking framework. A joint encoder and a frame domain watermarking scheme are both proposed by embedding data into the quantised transform residual data or wavelet coefficients, respectively, which exhibit low visual salience.

As the population ages and people live longer, the demand for elder care is growing. Families want affordable options that will keep their loved ones safe, healthy, and happy. To this end there are many business opportunities, especially those that use new technology to create innovative solutions for providing consistent, high quality care that's financially efficient for the client and lucrative for the provider. The purpose of this paper is to provide readers with an overview of several current and future business opportunities in elder care. To determine where these opportunities may lie, the author reviewed and compared data from eight U.S-focused companies to provide an overview of the scope and variation in elder care businesses, with an emphasis on the bottom line. These organizations range from those that provide assisted living options, homecare options, new technology, and a combination of the above. Both challenges and opportunities are discussed. This is designed to provide an introduction to the topic; those who are interested in starting their own elder care business or investing in one are encouraged to pursue more indepth research. However, those new to the industry will find this is a great place to start and will appreciate the time and effort it will save them in making their initial decisions. At the end of this study, the author provides his recommendations for elder care investing as well as the model he would develop if he were to start his own business.

Social media has an integral role in today’s businesses due to the rapid development of the internet and digitalization. Still, businesses do not fully utilize the potential of social media and majority of companies do not have a digital marketing plan. Strong social media profiles facilitate a platform to showcase the expertise and research facilities, and strong, active social media profiles do better in search engines. Social media profiles can also be used for starting discussions on related topics or participating in them by writing as administrator. The fundamental purpose of the social media profiles on different sites is to drive traffic to companies’ sites and create leads. This master’s thesis was commissioned by VTT’s Renewable Energy Processes team. The goal was to produce a digital marketing plan to enhance customer and project acquisitioning by utilizing social media (LinkedIn, Facebook, Twitter). In this thesis, the creation process of a digital marketing plan was studied especially from the perspective of VTT’s Renewable Energy Processes. The most important social media channels for the team were determined, energy solutions based on their expertise were studied, and a plan was conducted from the perspectives of the organization and employees. In addition, a questionnaire was sent out to the employees of VTT’s Solutions for Natural Resources and Environment organization. The purpose of the questionnaire was to gain an understanding of possible limitations and barriers for using social media professionally. In addition, it was used to map out the social media sites employees were already active at as well as what sites they might be interested in. The formed digital marketing plan includes strategies for social media and content marketing. A digital marketing plan was produced based on a mission statement, reviewing resources and defining target audience. An important part of the plan was to analyze companies’ as well as competitors’ current social media presence. For the social media marketing plan, sites were chosen and site specific plans were created. A content marketing plan was made to facilitate the creation and curation of content. The content marketing plan was an integrate part of the digital marketing plan as the most common problem is creating captivating content continuously. A trial social media profile was created in Facebook under the name VTTEnergySolutions. The profile was created in the beginning phase of this thesis and it was studied for the duration of approximately 5 months in 2016, from July to November. Based on the analysis, the reachability of a post could be increased by sharing it further to different discussion groups. There was also an interesting correlation between energy related events and increase in site traffic. The produced digital marketing plan is aligned with VTT’s new strategy. It focuses on utilizing the expertise of the employees, the VTTPeople, and increasing impact through creating and sharing content in the appropriate social media sites. Currently, the most important social media sites for the organization to be active in are LinkedIn, Facebook and Twitter. These are the chosen sites for Renewable Energy Processes to begin their social media activities at. Based on the results obtained in this thesis, the VTT’s official social media profiles in these social media sites will be utilized in the future according to the suggestions presented in the digital marketing plan. A Showcase page in LinkedIn under VTT’s company page will be the platform for publishing content. The efficient use of current VTT related hashtags encouraged to create a new hashtag: #VTTEnergy. This new hashtag plays a key role in the strategy for Twitter. The trial social media profile VTTEnergySolutions in Facebook will be continued and other energy related teams will be sought out to share administrative responsibilities. An editorial calendar created in Outlook to assist the team to plan, produce and manage the contents.

AbstractUrban development has, for many critical urban scholars, long been complicit with gentrification. The prolific scholarship on gentrification has also, in recent years, taken a digital turn, analysts exploring the association between gentrification and the increasing use of digital information and communication technologies (ICTs) in urban governance. This chapter extends the book’s discussion on consultative digital platforms as sites of dialogue between citizens and governments, situating these initiatives within the wider investment made by governments and commercial providers in digital urban infrastructure. This investment, supported by imaginaries such as techno-solutionism, democratic participation and ideas of a rational citizen, is shaping the social, economic and spatial dynamics of cities, bringing critical attention to what scholars, following Lefebvre, have called the digital rights to the city. We analyse data from the Melbourne case study of the DEMUDIG project to explore what we term e-gentrification—the convergent trajectories of digital ICTs and of the gentrification of formerly working-class urban locations. We contend, through using a framework of assemblage theory, that the implementation and use of digital engagement platforms may be a constituent of gentrification processes.

There was a hope that digital transformation, in improving public service provision and delivery, and in promoting inclusion – with due regard to the needs of vulnerable populations – is instrumental in mitigating the effects of exclusion and improving people’s livelihoods (UN e-Government Survey 2012). Also, the rise of social media with their more inclusive tendencies and lower technical skill requirements was expected to open new horizons for the inclusion of vulnerable groups. Whereas these hopes have partly become true, we are also witnessing that vulnerable groups are facing new type of risks such as digital harassment, hate speech, disinformation/misinformation attacks and other risks which hinder those groups from fully benefitting from digital transformation.While traditional digital divide reasons (lack of access and skills) remain important, motivational reasons have increased in importance over time. Effective interventions aimed at tacklingdigital exclusion need to take into consideration national contexts, individual experience etc. What worked a decade ago in a particular country might not work currently in a different or even the same country (Helsper, E.J. and Reisdorf, B.C. 2016). The aim of research paper is to shed a light on the digital vulnerability, and to understand (a) which are the groups and activities where digital transformation (increase of digital awareness, skills, resources) could bring about the biggest change in the quality of life, and empowerment? (b) What are the main actors in this field? (c) What are the practical implications to rise their capacity and empower them?Our research collects and analyses data from Ukraine and Georgia. The democratic development of these two countries has been relatively similar. Both countries have also placed emphasis on digital development. However, the state of democracy is fragile in both countries, there are many inequalities and a great threat to security, especially in Ukraine. This makes the vulnerable groups even more vulnerable digitally and the risks mentioned above might have real dramatic consequences.Even though we are looking more closely at these two countries, there is a threat to democracy and societies everywhere, so this focus is universal.The research will make use of primary as well as of secondary data. The primary data will be collected using semi-structured interviews with different stakeholders. The secondary data will be collected from public sources (strategy and policy documents etc.)In our study the digitally vulnerable groups (DVG) are those whose digital engagement in political decision-making and e-services is hindered by their lack of awareness of digital issues, access to technological benefits, and / or digital literacy and skills. Irrespective of the causes (e.g. demographic, socioeconomic and/or health status, living conditions or social position, etc.), these barriers prevent the people from reaping the benefits of digital transformation and as such, have a negative impact on their rights, interests, and everyday life. The primary research shows that the priority target groups are similar in both countries – these are (a) children and young people; and (b) elderly people. Evidently those both groups have completely different needs, barriers, and enablers for benefitting from digital agenda. The research is part of a project DRIVE, the results will be used for preparing recommendations for action, train civil society organisations and public authorities to work on these recommendations and turn two of the recommendations into a pilot project to be implemented during the project.

Resumo:
Digital technology has facilitated greater efficiency, transparency, adaptability and scalability of cash and voucher assistance (CVA) programs. Wherever feasible, Oxfam increasingly uses and promotes digital solutions and modalities to create better outcomes for CVA recipients through easier, faster and more secure and accountable means of delivery. This toolkit is designed to help CVA practitioners and decision makers to ask and answer important questions at various stages of the CVA project cycle, in order to systematically decide on the appropriate and relevant digital delivery mechanisms to use for their program and context.

Adequate integration of digital and human inputs is often necessary. Since digital applications feature low or negligible marginal cost, scale is critical in producing large social net benefits.

Resumo:
The humanitarian sector is shifting from in-kind aid to digital cash assistance, which promises benefits like efficiency and transparency. However, digital payments need regulation, infrastructure, and user readiness, making them challenging in conflict zones. In Afghanistan and Sudan, pilot projects showed potential but faced obstacles, emphasising adaptability. Digital assets like cryptocurrencies offer solutions but have limitations. Ultimately, aid delivery should be context-specific, prioritising beneficiary needs and flexibility between digital and non-digital methods based on evidence and local conditions.
