This study aims to identify and describe the strategy of Digital Public Relations in conveying information via Instagram @bdg.disdik based on the perspective of the concept of The Circular Model of Some put forward by Regina Luttrell. The method used is descriptive with a qualitative approach which in its implementation goes through several stages, namely observation, in-depth interviews and documentation. The results of this study indicate that the Digital Public Relations strategy in conveying information via Instagram @bdg.disdik is in accordance with the four aspects of The Circular Model of Some with indicators: First, the share stage is carried out by utilizing various features to attract public participation, provide feedback as an effort to connect with the public, build trust. Second, the optimize stage is carried out by providing an in-depth understanding of the public and building interaction through uploading information content. Third, the manage stage is carried out by monitoring Instagram's performance through media monitoring and presenting actual information in real time. Fourth, the engage stage is carried out by setting targets based on the relevance of the information context, as well as collaborating on content.

One of the basic values of the modern state is the orientation of all its services towards meeting people’s needs. Client-centricity was included in the list of 42 initiatives for socio-economic development of Russia until 2030, approved by the Russian Government in 2021. Information-driven interactions between state bodies and the use of up-to-date reliable information published, inter alia, in an open data format will allow to increase the effectiveness of the public administration system. The purpose of the article is to assess the goals, objectives, and basic technologies of the digital transformation of public and municipal administration. In accordance with the purpose identified, the objectives of the study are as follows: to substantiate the need for digital transformation in public administration, identify the strategic direction of such transformation, and reveal its limitations and advantages. The results of the study include an overview and analysis of certain digital services and products used at the federal and regional levels as part of the digital transformation of public administration. The main conclusion of the article is the substantiation of the role that the digital transformation plays in improving the quality of public and municipal services.

In modern conditions, the main vector of development of almost all spheres of activity is digitalization. The implementation of digital technologies is associated with the solution of strategic tasks in the economy and public administration. Digitalization makes it possible to use various sources to collect data in order to make management decisions after their analysis and evaluation. The results of digitalization of public administration are expected to digitalize the functions of authorities, increase citizens' satisfaction with the quality of state and municipal services and the speed of their receipt, create conditions for interaction between the population, business and the state using information technology. The paper attempts to determine the possibilities of digital transformation of public administration. The essence of this process is considered, the analysis of experience, including foreign, and problems of using information and communication technologies (ICT) in public administration is carried out, prospects in this area are identified. As a methodology, general theoretical meta-odes and special tools were used: analysis, synthesis; system, complex, dialectical approaches. It is summarized that the digital transformation of public administration in Russia is at the initial stage. The problems of using ICT in public administration are determined by the presence of separate unrelated information and analytical systems, the lack of integration between them, their lack of flexibility, the inability to assess the real effect of the implementation of initiatives, projects, government programs for socio-economic development or a specific group of the population. The next stage of digitalization provides for data–centricity – the use of objective data in public administration.

This study aims to determine the process of public relations management at the stage of fact finding, planning and programming, taking action and communication and evaluating the program carried out by the Public Relations of the Bekasi City Government in realizing a digital PR program. This research uses descriptive-qualitative method with primary and secondary data sources. Data collection techniques were carried out through observation, interviews and documentation studies. The results of the study show a strategic management process with stages; First, the fact finding stage which consists of situation analysis and informal research; Second, the planning and programming which consists of six stages of planning and programming; Third, the taking action and communication is the stage of implementing digital PR through the management of E-Kliping and E-Release on the website sakerhumas.bekasikota.go.id; Fourth, the stage of evaluating the program is carried out in three strategic stages.

The article examines and analyzes the possible path of development and use of cryptocurrencies in the Russian Federation in a comparative analysis with Europe and the United States as one rapidly developing sector of the economy. The degree of research on the legalization of cryptocurrencies in the Russian Federation through the use of methods of logical, economic, historical analysis of scientific developments is studied. The use of the token as one of the tools for the development of the domestic trading network "Magnet" has been studied. The article is an undertaking, a stage for further study, by identifying the risks and features associated with the features of the economic system of the Russian Federation.

The purpose of this study is to identify legal constraints for the digitalization and digital transformation of public administration, based on the introduction and application of breakthrough digital technologies. The research methodology is based on the distinction between the stages of informatization, digitalization and digital transformation, as well as the identification of legal barriers to digitalization and digital transformation of public administration by individual stages of the management cycle and individual public functions. As a result of the analysis, both general barriers to digitalization and digital transformation of public administration, and special barriers for each stage of the management cycle were identified and systematized. The necessity of eliminating the identified legal barriers to the digitalization and digital transformation of the public administration has been substantiated by introducing a set of changes in federal legislation and sub-legal regulatory legal acts.

The article is devoted to the problem of building a structural and logical scheme for the realization of digital transformation of Russian regions on the example of the Leningrad region. The article analyzes regional processes and forms a sequence of implementation of digital solutions in various regional processes in accordance with public needs. The article also presents an algorithm for the realization of digital transformation of the region, which consists of five consecutive stages. These are the stage of goal setting, the stage of analysis, the stage of design, the stage of implementation and the stage of scaling. As a result of the realization of digital transformation of the Leningrad region, it is supposed to form a regional digital ecosystem, which will integrate the implemented digital solutions and technologies, as well as previously available digital technologies.

The research to find out deeply about the management of digital public relations on the @kabupaten.bogor Instagram account carried out by Diskominfo Bogor Regency referring to the concept of social media management, namely The Circular Model of Some by Regina Luttrell, through four stages including: share, optimize, manage and engage. The study used a qualitative approach with descriptive methods through interview and observation data collection techniques. The results of the study concluded that Diskominfo Bogor Regency in managing the Instagram account @kabupaten.bogor went through several stages. First, the Diskominfo share stage determines the social media you want to use so that it makes it easier to build relationships and trust. Second, at the optimize stage, Diskominfo pays attention to developments that occur on social media to study public desires and improve strategies. Third, Diskominfo at the manage stage conducts media monitoring which aims to see the spread of information flows. The last stage is engage, Diskominfo knows the existence of the audience with the aim of designing a better strategy so that information can be widely spread.

AbstractPublic services are defined as a series of activities in the allocation of community needs services. The type of manual service that is currently carried out is far from being accountable and transparent. Public services that provide the community must be good, effective and efficient. To increase the level of public services in government agencies, a system is needed in carrying out services. In this study a public service queue system was created which integrated various types of public services in the administration section with a public service information board based on Digital Signage. The queue system is expected to break down the current disturbances. The system development method used is GRAPPLE which facilitates the needs, analysis, development and distribution of systems. The results of this study are Android-based Queue System Integration with Public Service Information Based on Digital Signage. The results of the tests carried out on the system through 2 stages, namely Alpha Test and Beta Test. At the Alpha Test stage, the percentage of approval level was 96.8%, while in the Beta Test stage, the percentage of approval level was 96.5% and it can be concluded that the system works well and can be done even though some can become developers in the next research. Keywords: queuing system, integration, GRAPPLE, digital signage AbstrakPelayanan publik diartikan sebagai rangkaian kegiatan dalam upaya memenuhi kebutuhan pelayanan masyarakat. Jenis pelayanan manual yang dilakukan saat ini masih jauh dari faktor akuntabilitas dan transparansi. Pelayanan publik yang diberikan kepada masyarakat harus baik, efektif dan efisien. Untuk meningkatkan tingkat pelayanan publik di instansi pemerintah maka dibutuhkan sebuah sistem yang mempermudah dalam melakukan pelayanan. Pada penelitian kali ini dibuatlah sebuah sistem antrian pelayanan publik yang mengintegrasikan seluruh jenis pelayanan publik yang ada pada instansi pemerintahan dengan papan informasi layanan publik berbasis Digital Signage. Sistem antrian tersebut diharapkan dapat mengurai permasalahan yang ada saat ini. Metode pengembangan sistem yang digunakan yaitu GRAPPLE yang meliputi tahapan pengumpulan kebutuhan, analisis, perancangan, pengembangan, dan penyebaran sistem. Hasil dari penelitian ini yaitu Integrasi Sistem Antrian Berbasis Android dengan Informasi Layanan Publik berbasis Digital Signage. Hasil pengujian yang dilakukan pada sistem melalui 2 tahapan yaitu Alpha Test dan Beta Test. Pada tahap Alpha Test telah menghasilkan persentase tingkat persetujuan 96,8% sedangkan pada tahap Beta Test menghasilkan persentase tingkat persetujuan 96,5% dan dapat ditarik kesimpulan bahwa sistem berfungsi dengan baik dan dapat digunakan meskipun masih terdapat kekurangan yang dapat menjadi pengembang pada penelitian berikutnya. The article is devoted to the peculiarities of multicomponent transformation of public administration at the present stage of digital spatial development of society in the conditions of the introduction of sanctions restrictions. It is noted that public administration in the conditions of informatization should provide a productive solution to the widespread issues of the population, the implementation of which is possible with constructive cooperation in a single digital space. The concept of public administration of the digital transformation of the economy is to create a single digital space in which the provision of public services and the implementation of the tasks to be solved will be combined with the large-scale work of further modification and updating of the list of measures of state support for economic sectors, the social sphere and public administration.

As digital technologies advance, the digital world is integrated with the real one through various digital platforms. Digital transformation in organizations is essentially based on emerging technologies and social and digital platforms. The purpose of this study is to help organizations choose the appropriate platforms to interact with customers and participate in the digital world in accordance with the maturity they gain in using these digital technologies. The present research, by synthesizing empirical studies on the use of various social platforms in organizations, provides a conceptual map of the relationship between the platform type and the maturity stage of organizations. According to the findings of this study, general social networks are suitable platforms for organizations with the first-stage maturity characteristics. Various social networks and creativity works sharing sites were recognized as suitable for the second stage; and public blogs and educational materials sharing for the third stage. Microblogs, discussion forums, and business networking sites are also appropriate for organizations with the characteristics of stages four and five. Using the findings of this research, organizations will be able to identify a social platform appropriate to their stage of readiness and maturity and make the most out of its benefits.

The article presents an analysis of digital transformation process in Russian Federation public administration system at the present stage. Particular attention is paid to “digital maturity” assessment as a key target indicator of “digital space” formation and development of information and communication technologies within the national economy. The author systematize the transformation stages with the allocation of organizational, legal, infrastructural changes and the main tools of digitalization. The methodology for calculating the target indicators of the national development goal digital transformation of the Russian Federation Ministry of Digital Development, Communications and Mass Communications and the methodology for calculating indicators for evaluating the effectiveness of Russian regions senior officials and the activities of executive authorities are considered. It is proposed to improve the methodology for assessing “digital maturity” in terms of assessing the public administration system readiness for digital transformation, taking into account the regional specifics of these processes. It is proved that in order to ensure an objective and comprehensive assessment of public administration system “digital maturity” level in Russian Federation regions, along with the characteristics of the basic conditions for the implementation of digital transformation, which determine, in fact, the readiness’ degree of region for use information technologies, it is necessary to take into account the influence of regional factors that hinder or contribute to the development of these processes.

This study aims to develop digital communication module that can be used by the general public for professional communication contexts. The module has been developed using the Define, Design, Development, Dissemination (4D) model: Define includes determining a digital communication platform along with the goals and etiquette needed; Design includes making a blueprint for the module; Development includes the development of the module as a whole by involving expert judgment; then Dissemination includes dissemination/publication of the module. From the Define and Design stages, the initial design of the module is obtained. Expert assessment at the Development stage shows that the module design is useful for audiences and is appropriate for dissemination with minor improvements for further dissemination in a form of a book at the Dissemination stage.

These days, governments are actively increasing the introduction of new GovTech solutions in order to improve the efficiency of public authorities work. The digital government, as a key concept of the public sector digitalization, is the next stage in the evolution of public administration, which is aimed at accelerating the decision-making process at the state and municipal levels, improving the interaction with citizens and public organizations, as well as increasing the level of trust in the authorities. The article analyses GovTech technologies and the principles of their introduction, the stages of public sector digital maturity. The COVID-19 pandemic was identified as the driver of the government digitization, but in the long run, the reactive policy should move to a complete reorganization of public administration systems in terms of the introduction of new technologies and ensuring cybersecurity. The article assesses the main challenges of GovTech introduction, as well as the key GovTech trends. Additionally, the authors analyzed the European and Russian practices of public administration digitalization. An analysis of GovTech concept, conducted by the authors, allowed to determine the conditions of growth of the Russian GovTech market and its prospects and to draw conclusions about the significant potential of Russia to successfully achieve the stage of the digital government.

This article examines the role of new transnational public actors and their influence on public deliberation processes in Malaysia. Malaysia is one of the world’s most social media-connected countries where online platforms greatly influence the Malaysian public sphere. Our study suggests considering digital news portals as specific ‘public actors’ since they enable new political debates in an otherwise fragile national public sphere. While national media are controlled by the state, digital news portals offer not only an alternative news perspective but are a stage for a diversity of voices. Furthermore, they link the Malaysian civic discourse to transnational political debates, such as human rights and ethnic interests. Results from eight in-depth semi-structured interviews with news journalists and editors of traditional media and independent digital news portals provide insights into their perceptions concerning the implications of digital news portals for new aspects of public discourse in Malaysia.

The article presents the results of a media study of the effectiveness of targeting Russian universities’ activities in developing an online brand. The empirical analysis we carried out in two stages. At the first stage, we analysed content characteristics (context, topic, focus, impact technologies) of information media — digital representatives of Russian universities in the format of cognitive mapping. At the second stage, we accumulated social and media streams, which form the online brand of universities of the automated tool. As a result of the analysis of the metrics of digital services, we revealed the coverage of the user audience of universities, the sociodemographic characteristics of its representatives, the specificity of the resonance concerning university online content. Comparison of the structural and behavioural parameters of the user audience of universities in social media determines the effectiveness of the leading Russian groups in targeting target groups in the social media environment.

This service activity aims to enhance people's knowledge and skills in effectively utilizing digital technology. Community empowerment through public service information refers to initiatives that aim to improve public access to services and deliver relevant information more efficiently. The method employed in this activity consists of three stages: 1) preparation through community-wide socialization for effective coordination, 2) implementation conducted through counseling sessions, and 3) evaluation performed by distributing pre-test and post-test questionnaires to assess the knowledge and skills of partners regarding the digital literacy training in public services that has been conducted. During the evaluation stage, the success of the activity is gauged by distributing questionnaires. The results of this service demonstrate that 90% of participants experienced an increase in skills related to the procedures for accessing digital public services through a dedicated website for reporting public service issues.

Increasing application of digital signatures in legitimate authentication of administrative documents in both public and private environments is one of the points of concern, especially the issue of security and integrity of ownership of signatures. Digital signature is a mathematical scheme, which a unit to identify and prove the authenticity of the owner of the message or document. The study aims to analyze security patterns and identification of digital signatures on documents using the RSA-AES-Blowfish hybrid cryptographic method approach for securing digital signatures, while the Kohonen SOM method is applied to identify ownership recognition of signature images. The analysis framework used in this study is each signature will be stored in the form of a digital image file that has been encrypted using hybrid method of AES-Blowfish with the SHA 256 hash function. Process of forming private keys and public keys in the signature image using the RSA algorithm. Authentic verification of the use of digital signatures on the document has 2 (two) stages, the first stage is signature will be valid used on the document if the result of hashing the selected signature image is the same based on the private key and public key entered by the user, while the second stage identification is done using the Kohonen SOM method to validate the similarity of the chosen signature with the ownership of the signature.

Subject. The article addresses the digital maturity index, which is necessary for measuring the level of digitalization of Russian issuers to further explore the digital premium in current pricing models in the Russian stock market. Objectives. The purpose is to develop an original model for assessing the level of digital maturity of Russian issuers to compare the efficiency of ongoing digital transformation in the domestic market. Methods. The study draws on the comparative analysis of data from 51 domestic issuers operating in 11 sectors of the Russian economy. Results. Based on my original model, I compiled a Digital Maturity Index to rank domestic issuers by the level of digital development. This index enables to analyze the efficiency of digital transformation in general, and to compare companies with their competitors. Conclusions. The domestic economy has great development potential due to the ongoing digital transformation of Russian companies. The high level of training of domestic specialists in digitalization has contributed to domestic companies being among the pioneers of digital transformation. Companies in the financial and telecom sectors are among the leaders in the digitalization of business in the domestic market. Domestic steel companies also show significant rates of digitalization. The offered digital maturity index model sets the stage for the development of the topic of modern multifactor models that include a company's digital maturity factor.

The era of the information revolution, which began in the second half of the XX century with the advent of the first computer, continues at its digital stage, the beginning of which was the phenomenon of digitalization, which became widespread at the beginning of the XXI century. The consequences of digitalization are drastic changes in all spheres of public life. Digitalization has created a contradiction between the potential for access to huge information resources and the real need of the majority of the population in their extremely limited volume. These changes are fraught with an increase in the gap between real and virtual reality, and the threat of degradation of natural intelligence.

The main problem that occurs is the low quality of human resources in mastering technology and the lack of public understanding in terms of marketing. To overcome this problem, it is necessary to conduct marketing training using digital marketing. The purpose of implementing digital marketing training is to provide an understanding related to the importance of conventional and digital marketing. The implementation method used is through training which consists of the socialization stage about digital marketing, logos and labels, the training stage on how to operate the social media platform, and the evaluation stage of the activities that have been carried out. The results of the implementation of the community can distinguish between conventional marketing and digital marketing, understand how to create logos and labels on marketing and create WhatsApp Business and Instagram accounts as digital marketing. These two platforms were chosen because they are easy for the public to understand. However, the constraint of this training is the limited number of people who have smartphones.

The article is devoted to the study of promising tasks of improving public administration processes at the federal level in the context of a new stage of digital transformation of public management. The author argues the relevance and significance of the research topic. The current stage of digital transformation of public administration in foreign countries and in the Russian Federation is analyzed and evaluated, expressed in the transition of the “digital government” public administration model to a new stage of development — to Version 2.0 — the “GovTech-government” model. A general description of the trend directions of GovTech-technologization in the world practice of public administration is given, examples of local experience of their implementation in foreign countries are considered. The thesis is proved about the possibility of achieving great results and effects in improving the processes of public administration at the federal level in the Russian Federation in this direction, despite the situation of socio-economic instability in the country. Emphasis is placed on the fact that for the purposes of a successful transition from the “digital government” model to the “GovTech-government” model, there is a need to centralize management in new priority cross-departmental development areas, introduce other “administrative” GovTech development tools that have been successfully tested and applied in the international practice of public administration at the federal level.

As digital technology develops, branding activities increasingly refer to the use of social media and e-commerce platforms, so that public attention to the visual side is also increasing. Digital brand development with visualization according to the target market is needed as a long-term strategy. The object of the PKM activities in this journal is Rengginang Bu Anik, located in Karangsari Village, Blitar City. The method used consists of 3 stages, namely the identification of problems by filling out questionnaires and interviews. The second stage is the implementation stage by creating a logo, packaging stickers, product photos and promotional videos and creating an Instagram account. The last stage is maintenance by accepting criticism, suggestions and input on the results that have been obtained. This activity is carried out to increase public brand awareness of the brand of the chosen service object, so that the brand can compete with other similar businesses.

Abstract In this era of globalization, technological developments in the field of digital information have greatly affected services in the health sector in healing and meeting public satisfaction. Digital technology-based services are needed by children with disabilities so that they can be given superior and effective treatment. Digital technology services are used as a clustering and pattern recognition system using Artificial Neural Network (ANN) and decision tree. The data collection process is done by taking a video of a child walking on a track in the form of manila cardboard whose feet have been colored with food coloring so that the footprints can be seen clearly. After that, Artificial Neural Network (ANN) and decision tree have two stages, namely the training stage and the testing stage. The training stage is carried out using 20 respondent data from children who walk. The testing stage is carried out using three new data that are different from the training stage. From these two methods, a high accuracy rate of 99.91% is obtained for ANN and close to 100% for decision trees.

AbstractModeling a process of digitized recruitment and selection of the future members of the Board of Directors of Public Enterprises, where several models of software programs secured and adapted to the needs of the Public Administration, such as be DM Software (decision making software), oriented towards Corporate Governance with a view to transparent and decentralize the recruitment and selection process will be developed. At the international level, there is a tendency of intense digitization, affecting the area of recruitment beyond the initial stage, reaching the development of specialized recruitment software through algorithms to determine the best solutions and eliminate the human factor from the process. The best way to select the right software is to set up a digital recruitment process that tests new solutions based technologies in order to implement innovative services.Adding a new selection way, in order to elaborate an optimal composition of the governing bodies, a well-known method of selection is the RACI matrix method, offering diversity elements and strategic requirements, for the members of the Board, introducing the electronic selection and applying the criteria for an algorithm which will obtain the best score. This innovation brought to light, is not only limited to the digitization of the recruitment of the future members of the Boards of Public Enterprises, instead we want to bring profound changes in the application of the framework of corporate governance until the end, introducing a new initial stage in the process. The proposal in this direction provides for a new initial stage in the recruitment process, namely the Waiting List. In the romanian public administration, the recent progress has contributed to the improvement of the legal and regulatory framework against abuse, which is why I proposed to bring to the fore the importance of studying this area, adding value, by studying the possibility of adopting new tools for the public sector in Romania, support mechanisms, simple, uncompromising, completing the digitalization process in public sector. Is this transposition in the digital environment of a service outsourced by the state in order to fight corruption? Is this methodology ultimately effective? In the simplest way, digitization involves transforming any information from analog to digital. Digitalization is inevitable, we are witnessing a change in society, and the world we know today, over the next few years, it will not look the same. In this way, we get to wonder: we embrace digitalization and try to get as many benefits from the process or reject it, leaving us overwhelmed by this tendency.The transition from the classical methods of recruiting and selection process, to the digitalization of the entire processes regarding corporate governance, is bringing the actual transformation of the system, of recruitment of the future members of the Boards of the public enterprises, such a revolution of the public authorities, which are currently in charge of this endeavor, has as a consequence the shaping of the future of public administration, a model that is almost completely different from the one we know today.

Financial digitization is an irreversible phenomenon. The objective of this study is to construct the Digital Financial Capability Scale (DFCS). Starting with the development of a definition, we created a multidimensional scale composed of digital financial knowledge, digital financial behavior, and digital financial confidence. The validation process involved a qualitative stage, consisting of focus groups, expert validation, and pre-testing, and a quantitative stage, with exploratory and confirmatory factor analyses and structural equation modeling. The DFCS assesses an individual’s perception of their ability to apply financial knowledge, adopt appropriate financial behaviors, and feel confident in making financial decisions in a digital environment. The final version of the DFCS consists of a set of 33 items divided into the three dimensions. The scale can be very useful for researchers who wish to study financial capability in the digital environment, for financial agents to evaluate clients, and for assessing the outcomes of public policies aimed at enhancing the financial capability of the population.

The presence of the use of information and communication technology in government as a digital-government concept, is aim at helping the government optimize performance in providing services effectively and efficiently. One way for the government to take advantage of new technology is to provide the public with easier access to government information and services and to improve the quality of services provided. The purpose of this study is to describe the application of digital in public services in Sukajaya Village, Sumedang Regency, West Java Province as an effort to improve the quality of public services in the 4.0 era. This research method uses a qualitative descriptive approach, with data collection and techniques used are observation, direct interviews, and literature studies sourced from many articles in journals, books, relevant regulations, information media content related to the focus, and research problems. The results of the study indicate that the application of digital in Sukajaya Village is still in the cataloging stage, where this stage is the digital government process as a one-way communication relationship between the community and the government. In this stage, all forms of announcement information are posted in digital form. This research article concludes that Sukajaya Village in implementing digital government pays attention to government readiness factors, including resource readiness, IT readiness, cognitive readiness, innovation readiness, partnership readiness, cultural readiness, and structural readiness.

This UMKM juara program targets participants from entrepreneurs in West Java who are willing to commit to progress and development in the business sector. UMKM will move up a class and utilize technology in business, especially information technology for a wider market. Therefore, a digital public relations publication strategy is needed to produce messages that are easy to understand and effective in delivery to the public. This study aims to analyze the digital public relations strategy in the socialization of the UMKM juara program at the West Java Provincial Cooperative and Small Business Service (DISKUK). This study is a qualitative study using primary data sources, namely the DISKUK JABAR public relations staff. The Instagram account and DISKUK JABAR technical guidelines are secondary data sources. The primary data are the results of interviews with the DISKUK JABAR public relations department. Secondary data is the uploads from the DISKUK JABAR Instagram account. This study used a digital public relations strategy from Holtz (2009) which includes the goals, strategy, objectives, and tactics. The results of the study show that DISKUK JABAR has implemented a digital public relations strategy. The SWOT results show that the stages of the digital public relations strategy have been implemented. Meanwhile, the digital public relations strategy that is still lacking is the strategy and objective stage. This is due to the lack of socialization in activities regarding the accompanying curriculum and the limited human resources in monitoring and evaluation assistance. Therefore, it can cause the implementation of the UMKM Juara program to be less effective

Digital transformation in the village can accelerate the community's welfare. However, until now it is still rare to use digital-based media, especially in public services. Therefore, there is a need for a socialization program, website-based digital infrastructure, and training on the operation of digital platforms in public services. The implementation method starts from the preparation stage, identifying the scope of public services, making website designs, uploading on the internet digital platform, website socialization, and training. The result of the activity is the availability of the Ponggang Village Website page using the Google Site as a public service facility. The Ponggang Village government apparatus is aware of the importance of using digital platforms in service to the community. Operating a digital platform in the form of a website, it shows that village apartments can be practiced well. These results show that the village government and the people of Ponggang Village have a high awareness of using digital platforms to support activities, especially in public services.

The article provides an analytical review of the principles, directions and tools of the mechanism for digital transformation of public administration at the federal level in the Russian Federation. The author argues the relevance and significance of the research topic. The terminological apparatus of digitalization and digital transformation of public administration is clarified, the latter is characterized as a modern stage in the development of public management in the Russian Federation. An assessment and analysis of the results of digital transformation as one of the national goals of the Russian Federation until 2030 based on the results of 2022 is carried out. The position is proved that one of the most important results in the context of the “development” of digitalization areas has become a clearer orientation of the public management vector towards priority principles digital transformation of public administration. In turn, the commissioning of the state platform "GovTech" is, according to the author, a tool for the transition to a new stage in the development of the domestic model of public administration, and at the same time, it provides an opportunity for the promising use of new directions and tools for the mechanism of digital transformation of public administration at the federal level. level in the Russian Federation. Digital governance constitutes a new era of public governance driven by the forces of digital communication and the multiplicity of actors in the governance arena. Digital communication has accorded governance stakeholders not only more access to the public sphere but also improved policy outcomes because of its participatory nature. While the transformational power of digital communication is still at its infancy stage in Tanzania, a paradox of state recentralization through obstacles to information access, limits on content and violation of user rights has been observed. This case study deploys in-depth interviews and document review to probe into the implications of these forms of control on the effectiveness of governance processes in Tanzania. It divulges a number of implications of digital communication control, including heightened government opacity, self-censorship, and digital activism. Through the Critical Political Economy of Communication approach, the paper concludes that digital communication control has weakened the effectiveness of governance processes in Tanzania.

The aim of the article is to study the policy of public procurement and the scientific substantiation of its priorities in the context of the implementation of the digital transformation strategy in the EU and in Ukraine. The research methodology is based on the content analysis of the digitalization policy of public procurement used in the practice of both the EU and Ukraine, as well as in its scientific generalization to substantiate the priorities for the implementation of the digital transformation strategy. The authors examined the model of interaction of subjects of the public procurement market in the EU with the use of digital tools. It is found that the harmonized EU rules in the field of application of common digital public procurement instruments are designed to ensure fairness, transparency and non-discrimination in determining participants in public contracts, to which not only EU companies are admitted, but also the representatives of WTO Member States that have signed the Agreement on Government Procurement. The article discloses the stages of introduction of digital public procurement tools in the EU and in Ukraine. It is determined that in the EU, the process of digitalization of public procurement began in the second half of the 2000s with the introduction of an electronic diary of tenders, significantly intensifying in the second half of the 2010s with the adoption of a package of the EU directives in the field of public procurement and the phased introduction of digital tools (invoices, forms, applications for tenders, the European single procurement document, etc.). The current stage of transformation of digital public procurement tools in the EU was marked by the introduction of a single space for these public procurement in the EU from 2023. The priority directions of digital convergence of the public procurement systems of the EU and Ukraine are substantiated, including the development of cooperation tools for joint public procurement, promotion of competition, countering the corruption, as well as strengthening the professionalization of the public procurement systems.

The current stage of digital transformation of public administration involves a combination of technological, economic, and institutional –political factors that are more focused on ensuring organizational readiness to implement changes. The institutional role of change agents is increasing. Digital transformation managers, digital commissioners, and professions that are fundamentally new to the public administration system are designed to ensure the successful implementation of digital technologies in the management process. The article is devoted to the study of the mission of specialists in digital transformation in the implementation of the state program "Digital economy". They are responsible for implementing the principles of agile project management, the core values of open government - service-orientation, self-support, self-organization, and proactive interaction with citizens. The results of the study show that the institutional role of change agents is to enhance reflexivity – the main feature of the digital public governance.

The current stage of digital transformation of public administration involves a combination of technological, economic, and institutional –political factors that are more focused on ensuring organizational readiness to implement changes. The institutional role of change agents is increasing. Digital transformation managers, digital commissioners, and professions that are fundamentally new to the public administration system are designed to ensure the successful implementation of digital technologies in the management process. The article is devoted to the study of the mission of specialists in digital transformation in the implementation of the state program "Digital economy". They are responsible for implementing the principles of agile project management, the core values of open government - service-orientation, self-support, self-organization, and proactive interaction with citizens. The results of the study show that the institutional role of change agents is to enhance reflexivity – the main feature of the digital public governance.

The subject of the research is the processes of digital transformation of public administration in Russia. The purpose of the work is to study promising areas of digitalization of public administration based on the analysis and assessment of the current stage of digital transformation of public administration in the Russian Federation. The analysis of the state and prospects for the development of digitalization of public administration in the context of the development of the information society in Russia has been carried out. It was shown that as a result of the transformation of the state in this direction, a special type of public goods is created — the results of the provision of digital public services. An important component of the implementation of digitalization of public administration is highlighted — risk accounting. A conceptual model is proposed and substantiated — an ontological basis for the digital transformation of public administration.

The current decade is a period of origination and manifestation of the game-changing strategic challenges and threats as well as the geopolitical, socio-economic, institutional, and technological risks that arise from the development and penetration of the digital technologies. The World economy is entering the new stage of its development that implies that the human production, exchange, distribution, and consumption activities are directly connected with the formation, processing, and application of large amounts of information and knowledge that exist in a digital format. The concepts "The digital economy" and "The knowledge-based economy" are becoming inseparable and this has an impact on the digital transformation of the institutions of public administration. The digital technologies are increasing the capabilities of the State to respond the global challenges but at the same time generating the new strategic risks, especially institutional and technological ones. Furthermore, the possible directions of the digital evolution of the State are still discussing, not defined. The paper deals with the concept of the digital transformation of the institutions of the public administration with the risks being taken into account. Conclusion that optimizing the above strategic risks is a critical national priority.The authors declare no conflict of interest.

Throughout human history, individuals, communities and societies have always had to confront and tackle the problem of death. Consequently, death remains a topic of social scientific relevance, highlighting the need for its study and for theorising around it. This article analyses the development of the social scientific study of death and dying, taking inspiration from Philippe Ariès’s historical stages to discuss the recent developments in the field, namely the study of digital death. The article begins with a discussion of the visibility of death in modern society in the context of spectacular death. The analysis emphasises its four dimensions: mediatisation, commercialisation, re-ritualisation and the revolution in end-of-life care. The article moves on to discuss the emergence of digital death as the current stage and reflects on its similarities to spectacular death and its transformation of public imaginaries around death in contemporary society. The article concludes with a reflection on future developments in the field, specifically the emergence and study of artificial intelligence (AI) in digitalised death culture.

The article is devoted to the introduction of digital technologies into the practices of non-profit organizations. The authors consider the all-Russian and regional trends of data of the non-profit sector publicity and digital competence. The main purpose of the analysis is to show how the publicity affects the digitalization level of civil society institutions, primarily the nonprofit sector. The article was based on the data of research projects conducted earlier on this issue, as well as the results of a sociological study initiated by the Public Chamber of the Samara region with regional experts involved (representatives of authorities at various levels, non-profit organizations, public chambers and public councils). The empirical study was carried out in 2 stages. At the first stage, a survey was conducted in an online format by sending emails with detailed instructions for respondents (total 50 people were interviewed). At the second stage, to clarify the collected empirical information, 2 in-depth interviews were conducted with the experts selected among those who participated in the survey earlier and who had experience in working with the digital environment and non-profit organizations of the Samara region. The data analysis describes the current situation in the field of the publicity of non-profit organizations, the results and risks of digitalization in the third sector.

Objective. The paper examined the information digital technologies effectiveness in the PR-management specialists training for public administration bodies on the blended learning model. The research methodology is based on a mixed-methods approach and a combination of qualitative and quantitative design to fully cover the use of digital technology in the training of professionals under martial law. Results. It has been demonstrated that through a combination of different digital technologies in the higher education institutions of Ukraine, depending on the stage of training and type of lesson, a flexible inclusive approach was used, making provision for the creation of common standards for teaching through digital technology. Innovative digital technologies were used depending on the stage of the educational process (communication and interaction; conducting lectures and seminars; transferring learning materials and exchanging them; digital content development; knowledge evaluation and academic performance rating). As the higher education institutions of Ukraine significantly improved the asynchronous learning models, the preparation level of both educators and students for the complete transition to asynchronous learning given the war was markedly higher. It is deemed that the flexible self-study model during the war ensures the general competencies development, however students have not mastered a sufficient level of professional practical competencies.

Digital transformations are the defining trend of the current society development stage. Digitalization covers all areas of human life, identifying both opportunities and threats. The state is called to ensure the use of digital development, creating an appropriate institutional and legal environment, institutional infrastructure, and eliminate the negative effects of digitalization, which highlights the study. The aim of the study is to determine the content and features of modern transformations of the Ukrainian public administration system in conditions of digitalization and promising areas of administrative state influence to realize the potential of digital technologies in various fields. The methodological basis of the study are methods of systems analysis, functional analysis, index. The study considers the categories of "public administration", "transformation", "digitalization", based on the generalization of which the content of transformations of the Ukrainian public administration system in conditions of digitalization is determined and structured. It analyzes the index of digital economy and society, which characterizes the digital development of EU countries and emphasizes the key role of digitalization processes. The paper groups the directions of digitalization in public administration and identifies the advantages and disadvantages of digitalization for public administration. The authors also consider the main tasks of public administration on digital transformation and describe the international cooperation of Ukraine on digital transformation processes. Based on the analysis, they substantiate the need to develop the state concept of digital competencies in order to eliminate digital gaps and digital "inequalities". The practical significance of the study is identifying promising areas for further transformation of the public administration system in order to ensure the use of the benefits of digital development. Important areas of further research are the development of security technologies for digital rights guarantees, educational digital models, the development of the model of public administration platform and simplification of public services, the formation of the digital economy model - the product state.

This article will analyze an EU digital policy and its cooperation with other countries. As we can see today, digitalization has a huge impact on every sphere of people’s and state’s lives, and its closely intertwined with the policy-making of the EU. The European Union works with partners around the world to advance its values and interests in many areas, including the digital sphere. This shows how a European approach can help others manage digital transformation in areas such as free data flow, human-centered artificial intelligence (AI),5G, cybersecurity, privacy protection, data management etc. The path of digital space has been crossed by the process of European integration. In addition to being tied to information and communication technologies (ICTs) in the Union, «digital» is a keyword in the policies, speeches, and strategies of the European institutions that are tied to other categories of common policies of the Union, such as industry, the social dimension, research, or security. These indicators of the significance of digital policies in the Union include the fact that they are at the center of the public discourse in Europe and that they are horizontal, spanning multiple industries. The topic arises from the digitalization of the world and the EU is not trying to stay behind.

The relevance of the study of the concept of a digital controller is predetermined by an active introduction of digital technologies into the control and supervisory activities of authorized bodies, which is expressed in the development of new technologies, the use of automated systems, artificial intelligence and other achievements. The use of digital technologies of various levels of complexity (gradually being introduced, breakthrough technologies and technologies of the near future) to increase the efficiency of the activities of control and supervisory authorities forms a new type of public financial control — digital public financial control that has a number of features, and, accordingly, is carried out by a specific entity. The entity exercising digital public financial control has new characteristics. The term a “digital controller” is new, there is no legal definition of it in the current legislation of the Russian Federation. Plans for the introduction of new digital technologies, especially artificial intelligence and robots, lead to discussions about their role in the legal relations that develop with their participation, that is, they lead to the development and analysis of the problem of attributing them either to objects or subjects. Thus, it seems appropriate to study the concept of “digital controller”, as well as its place in control and supervisory legal relations. At the present stage of development, we can confidently talk about the possibility of considering a digital controller in three aspects: as a control and supervisory authority, which is the subject of digital public financial control; employees of control and supervisory authorities working directly with digital systems; electronic persons, that is, artificial intelligence and robots as independent subjects.

Akan tetapi berdasarkan hasil riset menggunakan metode analisis isi kuantitatif terhadap beberapa artikel berita terkait krisis korporasi pada sample sebuah korporasi di Indonesia terlihat tidak didapatkan kesiapan sebuah korporasi tersebut dalam menghadapi krisis komunikasi secara digital. Hal ini menjadi satu catatan tersendiri dalam gambaran kesiapan public relations dalam korporasi di Indonesia dalam menghadapi era dalam mengelola krisis secara digital. The issues faced by Indonesia in the 2019 elections are likely to reemerge in the 2024 elections. In the 2019 elections, digital media became a highly effective tool for disseminating information related to politics and governance. Unfortunately, not all information available on digital media was accurate. Social media, in particular, saw a lot of misinformation and the spread of fake news (hoaxes). This led to a negative perception of the government among the public, which consequently influenced the opinions and political participation of Indonesian society. Therefore, a transformation is needed to support the formation of a positive government image. One of the strategies is maximizing government public relations. On August 8, 2023, the Communication Department at the Faculty of Social and Political Sciences, Universitas Airlangga, held a community service activity on the topic of government public relations training in Magetan Regency to address the political year. The main target of this activity was government officials in Bulukerto Subdistrict, Magetan District, Magetan Regency. The implementation mechanism consisted of three stages. In the initial stage, the community service team conducted surveys and coordinated with local government officials to gain a detailed understanding. During this stage, the Communication Department observed the involvement and performance of government public relations to obtain an initial overview of the strategies or designs used for the training. Subsequently, it was decided that the activity would be conducted through seminars and workshops covering topics such as public speaking, digital government, corporate social responsibility, and government public relations. After the activity, an evaluation was conducted to measure its success. It is hoped that this activity can serve as a foundation for improving the function of government public relations in addressing the political year and can be a supportive factor in ensuring the success of the 2024 elections.

Digital literacy as part of information literacy is important in the development of the world of information and technology today, and also as a capital to participate in digital society. The European Union Commission has provided a three-stage initiative in assessing the extent to which digital literacy has progressed in society, which are: Stage 1. Access to technology; Stage 2. Basic ICT (Information and Communication Technology) skills and; Stage 3. Increase public participation in the information society. By using a retrospective study, this paper has attempted to see how digital literacy initiatives are in North Kalimantan Province, based on the steps recommended by the European Union Commission. The data used in this paper comes from the Central Statistics Agency both nationally and from North Kalimantan itself, as well as from official national news information and from the Province of North Kalimantan. Some of the data placed on the Stage 1 initiative has shown that the percentage of access to the internet by the people of North Kalimantan is above 95%. Furthermore, in the Stage 2 initiative, it was found that the ability to use computers (desktop PCs, laptops, notebooks, tablets) was still low, but the percentage value was not too far from the national average for computer use. This has also been balanced with the number of people in North Kalimantan who have used mobile phones. Then in the Stage 3 initiative, some local government support was found to encourage community involvement in the use of ICT, one of which was by launching public service applications, as well as being involved in virtual events, which indirectly familiarized the community with technology. The North Kalimantan government has also supported content creators also has increased the competence of news creators. Some suggestions have also been written at the end of this paper to improve digital literacy in North Kalimantan Province in the future.

The purpose of the article is to identify the role and place of digital technologies in public services. Considering the content and importance of the constitutional and legal regulation of public services using digital technologies in the context of the implementation of the constitutionally enshrined social statehood of Russia, the author draws the following conclusion: the objective of the modern State is to fully ensure enforcement of the needs of citizens and the provision of public services using digital technologies.The analysis of doctrinal approaches and normative consolidation of information and technological organization of interaction between citizens and public authorities showed that the innovative way of digital technologies has been chosen and normatively consolidated in modern Russia as the basis for economic development — the basis of Social Statehood. This requires scientific understanding and development of mechanisms for its implementation in social issues in the legal context.Also, the author gives a brief overview of the main risks of introduction of digital technologies in Russian constitutional law at the present stage of development. The paper reveals topical issues in heoretical and practical contexts; the author suggests the ways how they can be resolved.
