At the beginning of the work, a brief review of the articles of the current thematic issue of the «Journal of Political Research», devoted to political aspects and problems of the worldview phenomenon, is presented. At the same time, the main goal of the article is to study the features of the construction of digital ecumene on the example of the Russian and Chinese states-civilizations. The methodological optics of this article is the principles of comparative analysis, based on the comparison of the same order, similar political phenomena, processes and phenomena. The methodological optics of this article is the principles of comparative analysis, based on the comparison of the same order, similar political phenomena, processes and phenomena. These were the state-civilizations, their civilizational features, as well as the methods of constructing their digital ecumene (state policy of foreign broadcasting; strategic regulatory documents related to the information sphere; digital diplomacy). The features of the state-civilization as a specific form of polity are compared and clarified. Also, an attempt was made to conceptualize the phenomenon of the digital ecumene – a system of news agencies, corporations, Internet resources, radio, television, leading media activity in other countries to position and protect the interests, value-civilizational, political, economic agenda of the states that created it. Such a conceptualization is based on the reception of Antiquity and correlates with the understanding of the ecumene as a sphere of influence of the state through digital technologies and communications. Such a reception also presupposes the preservation of the civilizational meaning of the ecumene. It is concluded that civilizational states have sufficient resources to maintain digital ecumene as new fields of technological and cultural strategic actions that can protect the integrity of their own civilizational cores. It has been suggested that the civilizational uncompromisingness of the West, its strategy of divide et impera, will most likely contribute to the strengthening of such a form of polity as a state-civilization. In the conditions of the existing geopolitical turbulence, the states-civilizations can focus on building a new, more just system of international relations based on the settlement of political, religious and ethnic conflicts, rather than their escalation and conservation.

The nature of the emergence of the need to introduce computers, introduce digital technologies and conduct digital transformations is analyzed. It is proposed to consider digital transformation as a response to civilizational challenges, the essence of which is reduced to the existence of civilizational cognitive contradictions of mankind. It is the presence of civilizational cognitive contradictions that is a prerequisite for the systemic adoption of wrong decisions, the unrestrained accumulation of which is the source of degradation of civilization. An understanding of the civilizational mission of digital transformation has been formed.

The modern concept of civilization, processes of civilizational identification and identity on the basis of allocation of basic values have been considered. Traditional spiritual and moral values of Russian population have been studied. Methodological and methodical issues of sociological diagnostics of civilizational identity of Russian students have been revealed. Some results of the author’s sociological research with presentation of a comparative assessment of the orientation of young people on the values of the Russian civilization have been adduced. On the basis of comparative analysis, the description of social constructs (patterns) of values of the Russian civilization has been given, the data on the statistical connection of the civilizational identity of students and their integration into virtual forms of social interaction have been presented. The measures to improve the conditions of the process of civilizational identification of Russian students and to include them in the process of digitalization of society have been substantiated.

The graph rose sharply in a short time to reach billions. According to experts, the world of social media is like a double-edged knife. On the one hand, it can provide a huge benefit for people who can use it well. But on the other hand, it can also cause harm, a bad impact for people who are not able to use it properly, well, and appropriately. As a business entity whose existence is strengthened by law, cooperatives in Indonesia cannot be run traditionally. Cooperatives are the cornerstone of the economy which must be managed in a modern way in the current modern era. The purpose of this research is to explain thateducationis one of the important aspects in changing digital-based cooperative civilization, especially in the aspects of membership, capital and member profits (SHU). The research design uses a qualitative approach with a case study type on a single case. The research results found that members become owners, users and potential customers of cooperatives, therefore cooperatives must respond to the needs of these members quickly through digital services. Cultivating cooperative capital is carried out through savings and loans, where by digitizing financial reporting can be monitored directly. Through participation, members' welfare can be improved in a sustainable manner.

The paper discusses the self-reproduction ability of the existing technogenic civilization and the issues of the influence of self-reproduction mechanisms on the formation of axiological grounds for the use of digital technologies generated by this civilization. The self-reproduction of civilizational structures is considered through their constant repetition in the process of communication. In existing philosophical and sociological studies based on systems approach, the term autopoiesis, introduced for these purposes in the works of N. Luhmann, has already been used to describe such processes. Considering the autopoiesis of the technogenic civilization, the articles relies on the works of V.S. Stepin to determine the main features of that civilization. As a result of the conducted research, it was revealed that the existing internal contradictions of the technogenic civilization that can lead and are already leading to its crisis, including the value one, are caused by simultaneous presence of mutually non-complementary autopoietic structures: (1) the ones related to the industrial and post-industrial era and to the scientific worldview; (2) and structures that have passed into modernity from the pre-industrial era, and yet still are have value and cultural significance in modern society. The author concludes that, forming the value foundations of the use of modern digital technologies, the technogenic civilization is forced to overcome the abovementioned gaps in its own autopoietic structures and create value systems free from these contradictions.

The civilization of Islamic schools within the educational curriculum in the digital era has depicted the advancement of Islamic education in the digitalization of education. The discussion regarding the curriculum of Islamic education in the context of the new Islamic school civilization in the digital era is an intriguing context to observe. This study argues that the emerging civilization of Islamic schools in the curriculum of Islamic education in the digital era has indeed provided innovation and contributed to technology-based Islamic education in Muslim schools. This study raises the question of how the form of the new civilization of Islamic schools is evolving within the curriculum of education in the digital era. To answer this question, the study employs qualitative research with a media approach for in-depth research analysis. The findings of this study demonstrate that the new civilization of Islamic schools in the curriculum of Islamic education not only imparts religion-based education but also teaches Islamic education based on the digitalization of technology and science. This study recommends the importance of conducting interviews on digital-based Islamic education in other schools to gain a more reflective and subjective understanding of the meaning of the new civilization of Islamic schools in the curriculum of Islamic education in the digital era.

Culture is closely related to civilization and all observable civilizations are derived from one form of culture to the other. The cultural and creative industries (CCIs) usually takes advantage of the vast cultural heritage of a given people as sources of inspiration for their artistic enterprise to thrive. At the heart of creativity in every pluralist society is culture. This is evident in countries like Nigeria, Ghana, South Africa, among others, where the cultural market offer muse for artists. This paper examines the ways through which the creative industry can tap from the rich resources inherent in the cultural market. It uses the Concept of Cultural and Creative Industries as a theoretical anchor to argue that the CCIs are valuable assets capable of instituting development ethos which can move a state from nationhood to civilization. The study gets its data from the instrumentality of documentary observation a la desk review of books, journals and other bibliotheca. It concludes that the theatre possess the innate ability to make Nigeria relevant in terms of soft power diplomacy in world politics and development.

This thesis is an investigation of politics in the context of digital technologies. Its central claim is that technologies of what I call the digital ensemble express a politics that is very different from that of other technological ensembles. In order to come to an understanding of politics in the digital, this thesis explores three broader themes by way of discussions of three different technologies or assemblages of the digital. While I do not aim to establish an overarching conclusion as to a politics of the digital, I do identify both elements that are common among the three themes and where they diverge from one another. The first theme concerns the operation of power in the context of the database and examines how subjects are acted upon. I argue that databases represent both an amplification of the disciplinary mode of power and, as a product of that amplification, also express a new mode of power referred to by Deleuze as modulation. It is this concurrent operation of these two modes of power that produces the subject as 'dividual', both object and objectile at the same time, which has a number of consequences in terms of how subjects are controlled and governed. The second theme considers how the subject is constituted as actor and how this relates to the construction of the political in the context of the digital ensemble. This is achieved by way of looking at the concept of the interface. I argue that digital technologies constitute very different practices or forms of doing, both spatially and temporally. Using a broader phenomenological approach, I argue that these technologies constitute very different forms of being than that of the individual that is so central to much of modern political thought and its construction of the political. A key expression of the political in the digital ensemble, I argue, is the interface, enabling the production of a new human-machine assemblage constituting itself as flow/s. The third theme is an exploration of the conceptualisation of political action in the context of digital technologies. Here I make use of the technological assemblage of the network in exploring the actions of fluid beings. I argue that modern political thought has always conceptualised political action as the action of solid entities acting upon and in relation to other solid entities. In the context of digital technologies, however, I argue that such a conceptualisation of action is not very useful; if one conceptualises the actor as fluid, then so must its actions be conceptualised as fluid. It is in such a context that concepts of flow and turbulence gain great importance in coming to terms with politics in the digital. Indeed, to the extent that a digitisation of politics can be discerned, I argue it makes much sense to think of it as a politics of fluidity.

Globalisation is one of the most important cultural phenomena of our times and yet, one of the least understood. In popular and critical discourse there has been a struggle to articulate its human affects. The tendency to focus upon macro accounts can leave gaps in our understanding of its micro experiences.1 1 As Jonathon Xavier Inda and Renato Rosaldo argue there is a strong pattern of thinking about globalisation 'principally in terms of very large-scale economic, political, or cultural processes'. (See: Jonathon Xavier Inda and Renato Rosaldo (Eds.), The Anthropology of Globalisation: A Reader, Malden, Blackwell Publishing, 2002, p. 5.) In this thesis, I will describe globalisation as a dynamic matrix of flows. I will argue that globalisation's spatial, temporal, and kinetic re-arrangements have particular impacts upon bodies and consciousnesses, creating contingent and often unquantifiable flows. I will introduce digital art as a unique platform of articulation: a style borne of globalisation's oeuvre, and technically well-equipped to converse with and emulate its affects. By exploring digital art through an historical lens I aim to show how it continues dialogues established by earlier art forms. I will claim that digital art has the capacity to re-centre globalisation around the individual, through sensory and experiential forms that encourage subjective and affective encounters. By approaching it in this way, I will move away from universal theorems in favour of particular accounts. Through exploring a wide array of digital artworks, I will discuss how digital art can capture fleeting experiences and individual expressions. I will closely examine its unique tools of articulation to include: immersive, interactive, haptic, and responsive technologies, and analyse the theories and ideas that they converse with. Through this iterative process, I aim to explore how digital art can both facilitate and generate new articulations of globalisation, as an experiential phenomenon.

Since the first General Agreement on Tariffs and Trade in 1947, France has insisted that cultural products are different from other traded goods and should be exempted from ongoing liberalisation of international trade – a principle known as the ‘cultural exception’. This exclusion allows France to implement policies in favour of its cultural industries, particularly a highly complex system of quotas and subsidies for the film industry which it maintains is essential to counter US market dominance and maintain cultural diversity. Over the past decade, the launch of video-on-demand services has revolutionised how films are delivered and consumed. Policy-makers have attempted to keep pace with these developments, expanding the scope of French support schemes accordingly. Adopting a mixed methods approach, this thesis analyses cultural diversity in the French film industry in detail, incorporating for the first time both the cinema and video-on-demand sectors and combining qualitative and quantitative data to understand the impact of French policies on diversity. Quantitative analysis reveals strong evidence of diversity in both sectors but that, while digital channels offer greater variety of choice, cinema is more balanced between films of different geographic origins. Employing a consistent approach to policy development in both channels, policy-makers have failed to take into account these and other differences, or to target measures at the emerging threats to diversity in the digital environment – potentially undermining the French defence of the cultural exception on diversity grounds. There is a surprisingly superficial use of the term cultural diversity in trade circles, leading to the conclusion that a more sophisticated approach is needed. Refining French policy in line with empirical data and actively using that evidence to demonstrate policy success will be a necessary part of this more sophisticated approach if France is to successfully defend the cultural exception in future trade negotiations.

Twenty-thousand years ago, the earliest known depictions of natural forms were inscribed by primitive man onto the surface of the "third wall" . . . be it cave, grotto, overhang, or alcove. Today the myriad representations of our natural world, along with the expanding cosmic narratives of 'natural history' that animate and describe such characters within an ornate epistemological framework (part-science: evolution, thermodynamics, ecology, and part-social criticism: environmental justice, sustainability, conservation) proliferate in ever-increasing mobile permutations; not only in our textbooks and living rooms, but also in our cars, on billboards, Jumbotrons, laptops, cell phones, and portable media players. Throughout history, changes in representational 'mode' (across and through new technical mediums) have ushered in significant narrative metamorphoses, formal innovations, and accompanied revolutionary transitions in symbolic language. The focus of this paper is to assess the implications of recent technological shifts, especially those characterized by the widespread contemporary adoption of digital technologies and the emergence of vast, interconnected networks of computing power, on the representation, production, and distribution of 'natural world' (both science and social) new media content. Through a detailed survey of popular case-studies, analytical research, and data trends, this paper will analyze new media models both from within and without as they relate to digital publishing, non-linear content creation, social networking, and the increasingly permeable interface between consumer and producer in our contemporary mediascape. Finally, this paper applies formative research to prescribe a more general use of 'best practices' in new technology which may facilitate a more progressive and participatory moment in post-industrial 'natural world' media-making, in concert with peers and fans, corporations and collectives, and open to interpretation, cross-pollination, and synergistic hybridity. It is no exaggeration to remark that this technological transformation will forever change the way we learn, evaluate, and participate in a global dialogue whose subject is none other than the globe itself. As our ancestors surely harnessed the power of the 'third wall' to communicate in both personal and broad strokes, so this essay seeks to re-imagine the 'digital third wall' as a place of increasing ubiquity, intimacy, contention, and epistemological power throughout the evolving realms of scientific and social natural representation.

A necessidade de um registro rápido e eficiente de frequência do corpo discente de instituições de ensino mostrou uma grande oportunidade de automação com a utilização da identificação biométrica por impressão digital, tornando o controle de frequência integro e ágil, otimizando o tempo de aula e garantindo a disponibilidade da informação, atingindo assim a eficiência necessária no sistema de apuração como um todo. Este trabalho mostra a utilização da biometria como mecanismo seguro dentro de sala de aula na identificação de alunos e a eficiência do sistema aplicando o algoritmo linear a partir de um universo selecionado. A busca pela identificação deve ser feita registro a registro, o que aumenta e muito o custo da aplicação e desta forma aplicou-se o algoritmo linear dentro de um universo selecionado, através de uma chave, diminuindo e muito o custo de busca de um registro. Outro fator é a possibilidade de se diminuir a quantidade de pontos equivalentes, uma vez que a comparação é executada dentro de um universo menor. Os resultados se mostraram favoráveis uma vez que a performance de busca dentro do universo total sofre depreciação cada vez que este universo aumenta e a busca linear dentro de um universo selecionado mantém a performance que inicialmente já é superior, uma vez que esta seleção mantém uma média linear entre todas as turmas dentro de uma instituição de ensino. Outro fator importante para os resultados na utilização do algoritmo linear é que o comparador de características pode ser otimizado, diminuindo a quantidade de características a serem comparadas, uma vez que o universo selecionado para comparação sendo menor, a probabilidade do encontro de impressões digitais com características semelhantes é bastante reduzido.
A great deal of the most critical systems of the current civilization depends on the surveillance, analysis and modulation of biometric signs. The security of several automatic systems is based more and more on biometric data namely by the identification of fingerprints. In spite of the recognition of fingerprints be an already quite studied and well documented issue still subsist enough challenges for investigate, improve and resolve. The necessity an efficient control fast e in the register of frequency of the student of college showed a great chance of automation with the use of the biometric access with fingerprint, becoming the control of efficient, integral and agile frequency, optimizing the lesson time and guaranteeing the availability of the information. This work studied the use of the biometry as mechanism of security inside of classroom in the identification of students, applying the linear algorithm in a selected universe. The search for a biometric identification must be made register to register, what it increase the cost of the application, applying the linear algorithm in the selected universe, through a key, diminishing the cost of search of a register. Another factor is the possibility of the diminishing the amount of points equivalents, in the time that the comparison is executed inside of a minor universe. The results had shown favorable a time that the performance of search inside of the total universe suffers to depreciation each time that this universe increases and the linear search inside of a selected universe keeps the performance that initially already is superior, a time that this selected universe keeps a linear average enters all inside the groups of an education institution. Another important factor for the results in the use of the linear algorithm is that the comparator of characteristics can be optimized, diminishing the amount of characteristics to be comparative, a time that the universe selected for comparison being lesser, the probability of the meeting of fingerprints with similar characteristics sufficiently is reduced.

Esta dissertação tem como objeto as relações entre a internet e a cultura local. Nesse contexto, estuda-se a relação existente entre o portal São Marcos na Web e a comunidade são-marquense, observando o papel cultural desempenhado por esse veículo comunicacional, na localidade, respondendo à seguinte questão-problema: Qual o papel do portal São Marcos na Web no resgate e na maior abrangência de aspectos da cultura local? Na tentativa de responder a essa questão, o objetivo geral deste trabalho é o de compreender o lugar ocupado pelo portal São Marcos na Web na instituição/manutenção da cultura local. No decorrer da pesquisa, são analisados os processos de formação de uma cultura regional, da cibercultura e da comunicação no ciberespaço, bem como a linguagem nos meios digitais e a revolução que a internet e os aparatos tecnológicos causaram nos processos comunicacionais. Finalmente, é desenvolvido um esquema de pesquisa com base na netnografia, proposto por Kozinets (2014). Seguindo esse esquema são analisadas as interações que os seguidores da fanpage do São Marcos na Web na rede social Facebook fizeram com a equipe do portal e outros leitores da seção Memória do periódico. Com base nos resultados alcançados, percebe-se que o portal tem um papel importante na formação cultural dos leitores locais e que a internet pode colaborar de múltiplas formas nesse processo.
This dissertation intends to correlate internet and the local culture. In this context, it is studied the relation between São Marcos na Web’s portal and São Marcos citizens, perceiving the culture function that this means of communication have in the local community, answering the following question: What is the role of São Marcos na Web’s portal in the recovery and in the breadth of local culture aspects? Attempting to answer this question, the general objective of this paper work is to comprehend the spot that São Marcos na Web have in the institution/maintenance of the local culture. Throughout the study, it is analyzed the building of a regional culture, of a cyberculture and in the communication in a cyberspace, as well as the language in the digital environment and the revolution that the internet and others technological gadgets provoked in the communication process. Finally, it is developed a search procedure based on the netnography proposed by Kozinets (2014). Following that, it is analyzed the interactions made by the followers of São Marcos na Web page on Facebook. Based on the results achieved, it is noticed that the portal have an important role in the culture development of the local readers and internet might help with in different ways in this process.

La première moitié du XXIe siècle est marquée par le phénomène profondément disruptif des innovations digitales et de leur psychosociologie, élargi à des game changers technologiques, situationnels et socioculturels, tous caractérisant la civilisation numérique. Cette recherche doctorale porte sur l’émergence des nouvelles compétences des managers dans le contexte de la civilisation numérique. Elle propose de compléter les matrices existantes de hard et soft skills par des nouvelles compétences, appelées compétences d’adaptation, spécialement conçues pour la réactivité de l’entreprise aux changements économiques, technologiques, écologiques, sociologiques et politiques, du monde extérieur dans le contexte de la civilisation numérique. Cette recherche exclusivement qualitative, visant à aller à l’encontre des idées reçues pour proposer un apport utile à la transformation des organisations, s’est organisée en deux temps. D’abord, une phase exploratoire a conduit à poser des hypothèses à partir notamment de l’expertise et des intuitions d’un groupe d’experts et de mon expérience terrain. Puis, une phase confirmatoire a visé à vérifier l’originalité et la solidité des hypothèses et des intuitions directement auprès des acteurs clés. Elle a produit un inventaire de dix-huit « bouleverseurs » (« game changers ») de la civilisation numérique et un modèle de vingt « compétences d’adaptation » des managers. En interrogeant les référentiels de compétences des managers hérités du passé sur leur capacité à accompagner les transformations d’organisations, le projet professionnel de cette recherche est de contribuer à sensibiliser les entreprises, leurs DRH, les dirigeants de l’enseignement supérieur, les formateurs et enseignants en gestion, sur la nécessité de faire évoluer la hiérarchie des compétences managériales requises pour le fonctionnement efficace des organisations et notamment des entreprises pour les prochaines décennies du XXIe siècle. Ce travail de recherche veut inviter le monde professionnel et universitaire à poursuivre la transformation d’un modèle de compétences managériales plus adapté à l’écosystème dans lequel les entreprises et organisations devront vivre et se développer au fil des prochaines décennies
The beginning of the 21st century has experienced a revolution due to digital innovations. This revolution has provoked technological, situational and sociocultural changes creating our digital civilization at the same time. This doctoral thesis focuses on the new emerging skills of managers in the context of digital civilization. The purpose of my research was to complement the current “hard and soft” skills with skills of a new nature. I have designated them as: “adaptive skills”. Thanks to these, companies are to react better to economic, technological, sustainable, sociological, and political changes in their environment. This qualitative research aimed to help the transformation of organizations by disproving preconceived ideas. It consists of two parts. Firstly, I came to a hypothesis from an exploration of debates with an expert group and my own experience. Secondly, I checked the robustness of that hypothesis by involving stakeholders like digital innovators, transformation leaders and operational managers. The research has resulted in a model with 18 “game changers” and 20 “adaptive skills”. This research has shown that current competency models are not fully adapted to the context of digital civilization (in the first 50 years of the 21st century). They don't take new trends and current game changers into account. It shows why Human Resources departments should rethink their managerial skills approach by integrating the “adaptive skills”. In a fast-paced environment, this research also invites management school Deans to take those new skills into account in the preparation of the future managers

The self-organization in inanimate nature led to the life birth, which, having new properties, developed to the intelligence appearance. Intelligent beings activity made created civilization. The science and technology progress leads to the strong artificial intelligence creation. The condition for the improvement of all self-organization forms is the presence of competition, which was at all development stages. Unmanaged competition can lead to catastrophes, but, until recently, none of the life forms had the opportunity to either provoke a global catastrophe or monopolize its dominant position. Such possibilities both lead to the death of civilization, and, possibly, life on Earth.

The largest democracy in the world is now moving towards authoritarianism under the Hindutva civilizational populist prime minister Narendra Modi-led Bharatiya Janata Party (BJP)’s rule. This article focuses on digital rights in India that have seen a sharp decline in recent years. It explores the transformation of the internet and social media, from a relatively open and liberal space to a restricted one. This survey of India’s digital landscape finds that the rise of civilizational populist Modi and his eight years long rule have led to an upsurge in digital surveillance and control and has fostered an environment of online harassment and bullying for those who are critical of the BJP’s views and politics. The article uses a four-level framework (Full Network, Sub-Network, Proxies, and Network Nodes) to explore digital authoritarianism by the BJP government. At each of these levels, the Hindutva populist government has closed avenues of open discussion and exchange of views by enforcing new rules and regulations.
