Purpose Recent reports raise suicidality among asylum seekers as a pertinent issue in current Australian offshore detention centres. However, knowledge on the nature of the suicidality in these centres is very limited. The purpose of this paper is to explore in depth how suicidality arises and develops in offshore detention centres. Design/methodology/approach A single case study approach was used. Findings This case study presents the findings on the suicidal process of an asylum seeker who attempted suicide three times while in Nauru Regional Processing Centre, the last of which being a near-lethal one. The prolonged mandatory detention, together with lack of clarity about the timeframes of detention and constant postponing of the legal processes were identified as the main factors driving the suicidal intent. The suicidal behaviour escalated from an interrupted attempt to a near lethal one within two years, which signals lack of adequate suicide prevention within detention. Practical implications The resources for mental health being limited in Nauru, it is likely overall changes in refugee status processing may be a more effective suicide prevention strategy rather than implementation of other additional measures. Originality/value Studies in offshore processing facilities have been scarce due to barriers for researchers to access the detention centres. This study offers a unique insight into suicidality in this hard to reach population.

The Law Society has recently raised concerns about the UK’s migration system, stating that ‘failures in UK immigration and asylum undermine the rule of law’. Nowhere are those problems more apparent than in the UK’s handling of migrants and asylum seekers in detention centres. A particular recurring issue that speaks to the Law Society’s concern is the absence of a defined time limit for immigration detention. The possibility of indefinite detention has been a source of tension both within British politics, and within UK immigration detention centres. An example of this can be understood with reference to the Yarl’s Wood Immigration Removal Centre (IRC) in Bedfordshire, known for its controversial and rebellious past. In 2015 Nick Hardwick, a former chief prisoner inspector, labelled the Centre a place of ‘national concern’, after examining the mistreatment of vulnerable detainees. Yarl’s Wood’s problematic history, seems to have continued into the present, following a detainee led hunger strike that resulted in ‘renewed concerns’ over health care in detention centres. In addition to protesting the standard of medical treatment received by detainees, the strikers’ underlying focus was on indefinite detention. The Home Office’s response to these strikes was unsympathetic, it sent a letter to detainees suggesting that their continued participation in the strike may in fact result in their removal being accelerated. Although, the hunger strike ended in March 2018 the Home Office’s response to the strike raised some interesting legal and philosophical questions about human rights and resistance in detention centres. In order to grapple with some of these issues, this paper has been separated into two parts. The first part will attempt to contextualise the existing immigration regime and explore how legal disputes might fit within the broader scheme of opposing indefinite detention. It will also briefly examine the legal challenges that may arise from the use of threats of accelerated deportations.

This article deals with the problem of suicides and self-inflicted injuries in prisons and detention centres. The main aim of the article is an attempt to determine the characteristics of a prisoner who performs self-destructive behavior. The second aim is to get to know better the problems of inmates committing suicides. Knowing these problems will help to find preventive solutions. The article describes the information collected during interviews with 18 people, including: prisoners (women and men), prison chaplains, directors of prisons, officers and employees of penitentiary units.

Between 2015–2016, 201 children were held in detention in the Toronto Immigration Holding Centre (Canada Border Services Agency, 2017). There may have been even more held across Canada, but these figures are unavailable. Child detention is illegal under international law and causes serious mental, physical, and emotional health complications. In this article we discuss Canada’s detention of children drawing upon scholarship in the areas of (a) human rights and the law; (b) children’s health and health equity; and (c) the political economy of the welfare state. The paper provides alternatives to Canadian practices by describing child detention best practices.

In a time of mass displacement, countries across the globe are seeking to protect borders through coercive methods of deterrence such as immigration detention. In Canada, migrants—including children—may be detained in penal facilities having neither been charged nor convicted of crimes. In this paper we examine how we dealt with the series of ethical dilemmas that emerged while doing research in immigration detention centres in Canada. Using a critical ethnographic approach, we examine the process of our research in the field, seeking to understand what our emotional responses and those of the staff could tell us about detention itself, but also about what is at stake when researchers are faced with the suffering of participants in these spaces of confinement. The findings suggest that field work in immigration detention centres is an emotionally demanding process and that there were several pivotal moments in which our sense of moral and clinical obligations toward distressed detainees, especially children, were in conflict with our role as researchers. We also grapple with how the disciplinary gaze of the detention centre affects researchers entering the space. Given these tensions, we argue, spaces of critical reflection that can consider and contain the strongly evoked emotions are crucial, both for researchers, and perhaps more challengingly, for detention centre employees and gatekeepers as well.

The Australian government has spent over a billion dollars a year on managing offshore detention (Budget 2018–2019). Central to this offshore management was the transference and mandatory detention of asylum seekers in facilities that sit outside Australia’s national sovereignty, in particular on Manus Island (Papua New Guinea) and Nauru. As a state-sanctioned spatial aberration meant to deter asylum seekers arriving by boat, offshore detention has resulted in a raft of legal and policy actions that are reshaping the modern state-centric understanding of the national space. It has raised questions of sovereignty, of moral, ethical and legal obligations, of national security and humanitarian responsibilities, and of nationalism and belonging. Using a sample of Twitter users on Manus during the closure of the Manus Island detention centre in October–November 2017, this paper examines how asylum seekers and refugees have negotiated and defined the offshore detention space and how through the use of social media they have created a profound disruption to the state discourse on offshore detention. The research is based on the premise that asylum seekers’ use social media in a number of disruptive ways, including normalising the presence of asylum seekers in the larger global phenomena of migration, humanising asylum seekers in the face of global discourses of dehumanisation, ensuring visibility by confirming the conditions of detention, highlighting Australia’s human rights violations and obligations, and challenging the government discourse on asylum seekers and offshore detention. Social media is both a tool and a vehicle by which asylum seekers on Manus Island could effect that disruption.

Purpose – The immigration detention environment largely influences the health and well-being of detainees by either aggravating medical conditions or contributing to new illness. There is limited research on how detainees experience and try to cope with this environment. The purpose of this paper is to describe experiences of detainees in Swedish immigration detention centres. Design/methodology/approach – Semi-structured interviews were conducted in three detention centres with a total of 21 detainees who had been detained for at least two weeks. Interview transcripts were analysed using thematic analysis. Findings – The detainees likened immigration detention to imprisonment. They experienced lack of control over their life situation mainly through arbitrary restrictions and lack of proper response from authorities making it appear futile to seek help. This perceived lack of control forced them into passivity. Differences in amenities provided in the centres were observed and some of these were reported to assist in making detention more bearable. Research limitations/implications – This study provides only one stakeholder perspective. The perspectives of other stakeholders, such as detention staff, health care professionals and volunteers must be explored to improve understanding and mitigate the effects of detention. Originality/value – Irrespective of the better standards of detention in Sweden, the detainees considered detention as imprisonment affecting their health and well-being. If states deem detention to be necessary, improved staff-detainee interaction should be ensured through proper staff training, arbitrary restrictions within detention should be avoided and health care services should be improved.

Detention centres are a rather new phenomena in the Swedish institutional setup. However, due to the migration inflow of 2015 it is now rapidly expanding all over Sweden. So far, it has been only scarcely monitored and researched and mostly with a focus on the perspective of the detainee’s health or the employee’s experiences at the detention centres. Little is known about the role of the NGOs and how they collaborate with the Migration Agency to secure the rights for those who are detained. This study is a qualitative case study on one of the five detention centres in Sweden, namely Åstorp detention centre which is located in Skåne 20km from Helsingborg. Four interviews have been made with the Migration Agency and with the NGOs that are continuously visiting the detainees in Åstorp. By using data triangulation, the validity of the study has increased and principles from the rights-based approach have been used to highlight important aspects of the collaboration. One significant finding in this research is that the Migration Agency is willingly increasing the transparency by inviting an unlimited number of NGOs to monitor and secure the rights for the detainees, which in turn has led to Sweden's detention centres being referred to as a successful model for the rest of the world. This study has also showed a successful and mutual collaboration between the Migration Agency and the NGOs and even if their roles at the detention centres are different, all participants are working towards a common goal, to improve the conditions for those who are detained. Notwithstanding the relatively limited sample by including one out of five detention centres, this study contributes also, in a small way, to new insights of the situation in Sweden's detention centres and the importance of a successful collaboration between the Migration Agency and NGOs for the detainee’s rights.

This thesis interrogates immigration detention as a space of intricate ambivalence - one which seeks to exclude, but which is also entreated to protect. The focus is so-called ‘unauthorised’ asylum seekers detained both within Australia and offshore on the Pacific island of Nauru between 1999 and 2003 - when the numbers of detained asylum seekers reached its maximum and the government introduced offshore processing centres. Australia’s immigration detention regime sits awkwardly with the discourse of universal human rights and brings into sharp conflict two robust political values: the right of endangered people to seek refuge and the right of the nation to determine who will enter. Focusing on the experiences of detainees reveals immigration detention as a complex regime through which the state’s dominating power targets the stateless, non-white, male body. This targeting is intentional, serving to secure sovereign borders and to rearticulate the naturalised ties between the national population and the modern state. Immigration detention holds the seeker in a limbo that sets parameters for the seeker’s experience of ongoing and intensifying insecurity. It specifically and intentionally fractures the identity of detainees: masochistic actions and collective protests, from hunger strikes to breakouts, reflect the common currency of anxiety and violence. The creation of offshore camps was, in part, a response to ongoing protests within onshore detention and the failure of onshore detention to stop boat arrivals. My chief focus here is the largest Pacific camp, ‘Topside’, on the island of Nauru. Unlike the onshore detention centres where publicised protests and breakouts screamed of continuing detention of asylum seekers, those on Nauru were effectively silenced. The thesis explores purpose as inscribed within the body of the exile. To give up hope for asylum is to face the possibility of endless wandering and death. Mechanisms of resistance, whether explicit protest or more passive waiting, are parts of the continuing struggle by the detained against mechanisms of exclusion and exception. The detained carve out small openings to contest their exclusion and to reassert an identity as survivors. There is a complex and fluid interplay between such resistance and government policies aiming to silence protest and limit identity – and ultimately to deter all unauthorised boat arrivals.

Rehabilitation Centres receive both children in need of protection and youths who have committed a criminal offence. In all cases, the Centre's mandate is to help them readjust to society. In pursuing this mandate, educators resort to measures of seclusion, time-out or withdrawal, whether for therapeutic or disciplinary reasons. All of these measures, however one wishes to call them, may be effected through confinement. The children are thus liable to be locked into their own room, into a specially designed time-out room or into a seclusion room, the time of confinement lasting anywhere from a few minutes to a few hours. Some rehabilitation programs, calling for measures such as time-out or withdrawal, currently allow for the possibility of confining a child in a locked room for some twenty hours a day, for several consecutive days.
From a legal standpoint, confinement may constitute a form of therapy, or it may constitute a disciplinary measure. Depending on the reason for its implementation, seclusion therefore falls under different legal provisions. Yet in all cases, seclusion remains a coercive measure with a strong punitive component. It would therefore be logical for all confinement measures to be governed by the same set of legal rules. Furthermore, the framework provided by health services legislation, which is based on consent to treatment, does not properly account for such measures. Regulating the disciplinary powers of educators, especially their power to lock up children in closed rooms, would be an approach better suited to the actual needs of children.

This research thesis investigates news journalists?? role in the promotion and protection of peace and human rights. I explore how news journalists do not just have the ability, through the discursive selections they make, to be a catalyst for peace and non-violent solutions, it is their obligation under international human rights. My study links arguments about universal ethics for media based on international human rights with the practical and analytical approach of ??peace journalism??. The main argument rests on the idea that objectivity or impartiality in news journalism does not equal ethical neutrality since there is always a discursive selection made by the news journalists. In order to monitor whether news journalists discursive selections comply with the international human rights obligations, I have explored how the Human Rights and Equal Opportunities Commission (HREOC) report A Last Resort? were covered in three Australian newspapers when it was published in 2004. The HREOC report was a testament of human rights abuses by the Australian Federal Governments towards children in Australian detention centres. I establish that health professionals were a significant group for both HREOC??s main findings and recommendations and a key group for the contextualisation of the human rights violations explored and exposed in the HREOC report. Informed by conflict analysis and peace studies theories I argue HREOC establish how the detention policy equals ??structural violence?? that caused ??direct violence??, which was justified and normalised because ??cultural violence??. I use discourse analysis to explore the discursive selections in the newspapers, and establish that the report received limited coverage and health professionals were omitted in the news while the political conflict was reported. This trivialised the report and health professionals?? role, which led to the naturalisation and normalisation of the violence. I finally reinforce these finding by exploring alternatives to the coverage using a peace journalism framework, which further clarifies the subjective nature of the discursive selection.

Les établissements pour personnes âgées, les centres pénitentiaires et les monastères, trois univers à priori très différents. Et pourtant, nous y avons constaté des similarités qui nous ont amenés à réfléchir sur la problématique suivante : Quelles dynamiques psychiques interagissent dans une institution totale (Goffman, 1968) qui accueille des personnes sur le long terme, d’une part selon que le mode d’entrée principal y soit choisi, contraint ou forcé, et d’autre part selon que le sujet ait la capacité de quitter librement l’institution ou non ? Cette question nous permet de penser les liens mouvants et interdépendants entre le sujet, l’institution et la société. Dans cette étude, c’est à la rencontre de l’humain que nous allons, qu’il soit âgé et dépendant, prisonnier, soignant, surveillant ou moine. Leurs témoignages nous amènent à repenser lesquestions de l’ego, de la paix, de la liberté et de l’amou
Retirement homes, detention centers and monasteries : at first sight, these three institutions seem to be very different. Nevertheless, we noticed similarities which led us to ask ourselves the following question: What are the psychic dynamics involved in a total institution (GOFFMAN, 1968) which receives persons on a long-term basis, depending on whether the main admission mode is chosen, constrained or forced, or whether the subject has the ability to leave the institution freely or not ? This question allow us to think about the shifting and independent links between people, institution and society. This study is about meeting differents humans whether they are old and dependant, prisoner, nurse, prison warder or monks. Their testimonies invite us to reconsider the question of ego, peace, freedom and love

Competition law as one of the foundations of a market economy whose main purpose is to ensure an equal position of entrepreneurs in the market, regardless of the size, market power and other features of the implied system of state aid both at central and local and regional level. The aim and purpose of this research is a clear and tentative way of pointing out the importance of competition in relation to coronavirus. In order to achieve this goal, the paper seeks to provide scientifically based answers to a number of current issues, starting from detention from the definitions of competition and coronavirus. In addition to the above, it is necessary to consider how this disease affected entrepreneurship, which had positive and negative consequences. In addition, it is important to note that it has left a significant impact on our mental health. The main results of the research point to the fact that the coronavirus as a global, economic and health crisis suddenly caught us all overnight and as such changed our lives. In addition to greatly affecting the economy, there is also a blow to the company. In case of suspicion of infection, the obligation to call a doctor, ie a territorially competent epidemiologist, and the obligation to go to an outpatient clinic are determined as a preventive measure. In this paper, qualitative research in correlation with quantitative research was used. Starting from the fact that quantitative research is based on the description of individual conditions, ie the establishment of cause-and-effect relationships, the paper in a representative way seeks to simplify the concept of competition as the driving force of a market economy that entails many benefits consumer choice, innovation. In addition, considering the coronavirus from a quantitative point of view, it is manifested in how the coronavirus as a new strain of virus, discovered in humans, 'stirred' the whole world as such forced people to care about their health and the health of our loved ones. Also, an obligation to adhere to epidemiological measures to prevent the spread of coronavirus infection has been introduced. Qualitative research, as a term used to describe research that focuses on the way individuals and groups view and understand the world, also has a significant impact on this work, primarily because it considers how the pandemic affected the health of people interacting with each other.
