Employees in the defense industry are required to enter test sites and maintenance hangars under military control for the operation tests and maintenance of military equipment. Despite the strengthening of safety standards for defense industry employees since 2019, they remain in a blind spot for safety accidents. However, the safety management of military facilities is conducted in accordance with the National Defense Safety Management Directive, necessitating a reassessment for the safety of defense industry employees. In this study, an analysis was conducted on the National Defense Safety Management Directive to examine the legal basis for preventing safety accidents among defense industry employees and for ensuring the obligation of contractors to secure safety and health under the Serious Accident Punishment Act. In addition, in-depth interviews were conducted to investigate and analyze the actual safety management status of defense industry employees. As a result of the analysis, it was found that the scope of the current military safety management instruction was limited to the Ministry of National Defense and institutional units, excluding defense industry workers, and it was confirmed that safety management of defense industry workers was not properly performed during test evaluation conducted within weapon system research institutions. In this study, the following implications and measures to strengthen safety standards were suggested. Firstly, the application scope of the Serious Accident Punishment Act should encompass employees in the defense industry. Secondly, a compensation system for accident victims needs to be implemented. Thirdly, substantive safety training for employees should be conducted, taking into account the risk factors at defense industry sites. These research findings are expected to contribute to enhancing the technological capabilities of the South Korean defense industry by preventing accidents at defense sites and actualizing compensation for victims.

The purpose of this research is to analyze the effect of the Human Resource Information System (HRIS) on the performance of the defence industry and the influence of artificial intelligence on the performance of the defence industry during the disruption era. This study uses a quantitative research approach. The samples processed were 160 defence industry employees. The primary data collection technique is done by distributing questionnaires to respondents. The questionnaire uses a Likert scale as a measure of data. Data analysis was carried out through structural equation modelling with SmartPLS 3.0 software. The dependent variable is the employee performance variable, and the independent variable is the HRIS and job satisfaction variables. The results of data analysis in this study and the significance value obtained prove that HRIS is significantly related to employee performance. The more accurate, precise and complete the HRIS application, the higher the employee's performance in completing their work assignments and improving the process of the defence industry in making human resource decisions through systematic HRIS procedures, which include data collection, data storage, data maintenance, data retrieval, and data validation. Its strategic plan influences the progress of the defence industry in utilizing human resources quantitatively, and understanding environmental conditions can provide an overview of the future of the defence industry. Artificial Intelligence (AI) is significantly related to employee performance.

Исследование посвящено теоретическим аспектам изменений, возникших в мотивации сотрудников ОПК России. В начале статьи рассмотрены аспекты мотивации сотрудников предприятий без учета отраслевой специфики. Потом проанализирован исторический опыт развития системы мотивации в ОПК России и СССР. В завершение статьи приводится специфика управления предприятиями ОПК в текущий момент и обосновываются подходы по выработке методов мотивации сотрудников ОПК в современных условиях. The research is devoted to the theoretical aspects of changes in the motivation of employees of the Russian defense industry. At the beginning of the article, the aspects of motivation of employees of enterprises are considered without taking into account the industry specifics. Then the historical experience of the development of the motivation system in the defense industry of Russia and the USSR is analyzed. At the end of the article, the specifics of the management of the defense industry enterprises at the current moment are presentedand approaches to the development of methods for motivating employees of the defense industry in modern conditions are justified.

Currently, active work is underway to introduce a project-based approach to the management of new product production processes. However, even if the need to implement project management is undeniable, the question arises of the pitfalls in implementing these innovations into the defense enterprises. Based on this, this work aims to determine organizational problems of implementing project management system into an enterprise of the defense industry. The following methods were used to collect data: in-depth interviews with employees of the company, taking a direct and key part in the PM processes; study of internal regulatory and other documentation on the research object; conducting a survey of employees. The research revealed the use of project management tools that are developed mostly in procurement management. The main problems of project management implementation are in scheduling, communications and integration management. The weaknesses in terms of the support provided for the implementation of projects by the enterprise include such areas as the availability of standard project management software and the organization of permanent trainings on project management. Based on the problems revealed, some recommendations are made for implementation of project management system in the enterprise of the defense industry.

This study aims to derive a customized development plan for the defense base area centered on the Gyeongsangnam-do and Changwon special cities, which are representative bases in the domestic defense industry. The areas account for more than 40% of the defense sales and the number of employees based on domestic defense companies. Their status and importance increased as they were selected as the first defense innovation cluster pilot project in Korea by the Defense Acquisition Program Administration. For the research method, management performance (sales, R&D investment, number of employees, exports) and difficulties factors were analyzed by targeting 490 defense companies located in Gyeongnam from 2018 to 2021. Based on the results, considerable strengths and opportunity factors were derived in the fields of industry composition, defense supply chain, parts localization, workforce training, and cooperation networks, and the creation of a favorable management environment for defense SMEs was suggested. In the future, to facilitate the localization of defense materials and parts through the defense innovation cluster project, and to establish an effective mid- to long-term defense industry promotion strategy, an accurate analysis of the current situation and competitiveness of defense companies in the Gyeongnam region is required.

The relevance of the study consists in the need to increase the motivation and efficiency of personnel in the context of a changing economic situation and technological changes at the enterprise of the military-industrial industry.The purpose of the study is to develop a system for accounting for bonuses for personnel on the basis of an updated system of principles for stimulating the activities of employees at the enterprise of the military-industrial complex.The оbjectives: are to develop, on the basis of a comparative analysis of the peculiarities of the industry and the principles of stimulation, a refined system of principles for stimulating the activities of employees; test the method of assessing the performance of employees of scientific, technical and production departments; develop a regulation on the distribution of the amount of the bonus between employees of the enterprise at the end of the reporting period.The methodology is a qualitative study, including an analysis of the existing system of accounting for personnel bonuses, as well as the introduction of an improved system of accounting for bonuses at the enterprise of the military-industrial complex.Results. The article describes the development of a new model for accounting for bonuses for personnel, adapted specifically for enterprises of the military-industrial complex, taking into account their characteristics and needs, and also contains practical recommendations for improving the system of accounting for bonuses for personnel at enterprises of the military-industrial complex, based on the result of the study.Conclusions. Based on the generalization of the best practices of scientists, in terms of the formation of requirements for the system of incentives for employees, as well as the specifics of the activities of the defense industry, the system of principles for stimulating the activities of employees in defense industry organizations was clarified, which made it possible to reduce staff turnover and achieve the strategic goals of enterprises. Key performance indicators have been proposed and tested to assess the performance of employees, as well as regulations on the distribution of the amount of the bonus between employees of the defense industry enterprise based on the results of the reporting period based on the assessment of the employee's labor contribution, obtained by summing up points on basic bonus indicators and individual motivation indicators, This made it possible to calculate the employee's remuneration in a certain order and establish the procedure for awarding employees of scientific and production divisions.

Employees display various behaviors which also include work-related behaviors such as Job Satisfaction, Organizational Citizenship Behavior, and Innovative Work Behavior. The exploration of the relationship among the Big Five Personality Traits, Job Satisfaction, Organizational Citizenship Behavior, and Innovative Work Behavior of the employees working in the companies providing services for the Turkish Defense Industry serves as the primary aim of this study. Hence, the study was conducted on the employees of defense companies through face-to-face interviews and questionnaire forms. The results of this study demonstrate that the Big Five Personality Traits directly affects the changes in Job Satisfaction and Organizational Citizenship Behavior. Besides, Organizational Citizenship Behavior has a mediating role in the relationship between Big Five personality Traits and Job Satisfaction, which directly affects the changes in Innovative Work Behavior. This study primarily targeted to provide evidence and create an understanding of how employees’ intrinsic characteristics shape the attitudes and behaviors in the workplace according to the scores of Big Five Inventory as well as statistical research techniques. This study contributes to the literature by investigating the defense employees’ personality traits and the results show that personality traits are a pivotal factor in achieving corporate’s strategic goals.

The research objective was to analyze the role of ethical climate as a foundation for internal Corporate Social Responsibility (CSR) and employee performance. The methodology used is a causal study to test the effect by using a survey of 400 employees Holding of state-owned defense, industry randomly selected nonmanagers. The results showed that ethical climate directs internal CSR activities as a realization of ethical awareness in the environment. Employees have an ethical responsibility to restore the goodness of the company to employees in real terms according to the company's demands in the form of optimal performance. The values, beliefs, and ethical atmosphere felt by employees are the reasons for implementing CSR. Internal CSR raises employees' awareness of the company's care and attention, which in turn increases the moral obligation to work optimally for the common good. Ethical climate is guidance for companies and individuals to be involved in collective efforts that can ensure sustainability. In conclusion, ethical climate has an influence on employee performance through CSR. The practical implication is to develop an ethical climate in the company to strengthen the company's internal CSR orientation. Its value contribution can explain the ethical climate function as a foundation for internal CSR concerning employee’s performance.

The economic and security stability of Serbia is closely related to the state and development potentials of the Serbian defense industry. Accelerated development and integration into the flows of the national and international economy of this sector of the economy, through the procurement of new technologies, and the growing export potential in recent years has been recognized as an essential element of the national security policy of the Republic of Serbia.The Defense Industry of Serbia today is a guarantor of the security of vital defense interests and significantly influences economic activity. Competitive advantages distinguished by the defense industry of Serbia are the professional competence of the employees, the volume of production capacities, the recognition and competitiveness of certain segments of the production program in the foreign market, the scientific research community and the experience in research, development of certain products and the production itself. A steady development of the entire economy must to provide preconditions for increasing the budget aimed at defending the country. That would be one the parties allowed to increase production in factories of the Serbian defense industry, and with others would influence the easier placement of individuals combat systems, weapons and military equipment in foreign markets. The paper analyzes systematically the export potential of this industrial branch, as well as its impact on the overall economy of Serbia and the economic activity of the country.The results of the survey also show adequate measures that the Government, through its line ministries of defence, should take to ensure continuity in production and ensure further sustainable development of the industry.

Introduction. The concept of “mechanism” is widely used in modern economic research. The mechanism of staffing is a set of forms and methods of forming the necessary quantitative and qualitative composition of the organization’s personnel. The purpose of the article is to identify the mechanism of staffing used in the period 1946–1950 at the enterprises of heavy and defense industry, to disclose the industry specifics of its implementation. Materials and Methods. The methodological basis of the research is the modernization historical paradigm. When writing the article, the author was guided by the principles of historicism and objectivity. Work with historical sources was carried out through general scientific and historical methods. Results and Discussion. The mechanisms of solving personnel problems used at defense and heavy industry enterprises aimed at replenishing the workforce (transfer of employees, training of specialists in educational institutions, voluntary hiring, mobilization, use of labor of a special agent (prisoners, special settlers, prisoners of war)), securing personnel at enterprises (administrative and legal regulation and control of labor discipline, financial incentives for employees). Conclusion. The industry specifics consisted in a higher intensity of application of positive (benefits, financial incentives for employees) and negative (administrative coercion, control of labor discipline) forms of staffing at enterprises of priority industry objects. The use of mobilization tools made it possible to overcome the personnel shortage, accumulate labor resources for the development of priority industries.

Exports of technology and items containing technical information are regulated by the United States government. United States export control regulations exist to help protect national security, economic, and political interests. United States defense industry companies manufacture products and develop technologies and information that the United States has a particular interest in protecting. Therefore, defense industry companies must comply with United States export control regulations when exporting items and information to their international partners and customers. An “export” not only includes shipments of hardware or other tangible assets to foreign end-users but also includes the sharing of certain types of information with foreign recipients in the form of phone conversations, emails, meetings, conferences, presentations, and so on. Many employees of defense industry companies travel internationally with company issued laptops and cellphones containing company information that could be viewed by foreign persons. All of these activities are considered exports and may require prior authorization from the United States government under export control regulations. Failure to follow export regulations could result in a violation requiring a report to the United States government that may result in civil penalties or criminal charges. Additionally, intentional as well as unintentional releases of information to certain foreign persons could be detrimental to a defense industry company’s business and reputation and may even result in security concerns for the United States. Although the government has an interest in regulating defense industry companies’ technology and information, critics argue that strong export control regulations may result in invasions of privacy, violations of free speech, and a displacement of the United States as a leader in a world of technological advancement. However, despite current regulations, defense industry information is still at risk of cyberattacks and inadvertent data releases, creating potential threats to national security and the security of company technology and information. In an effort to secure company and sensitive information while exporting, defense industry companies utilize encryption and other cybersecurity measures. Advancing technologies in cybersecurity can help the government and defense industry companies by bolstering the security of their information. These same advancements can also aid attackers in breaking through cybersecurity defenses. Some advances in technology are even preventing law enforcement from gathering necessary information to conduct investigations when cyber-attacks occur, making it difficult to identify criminal actors and seek justice.The United States government faces challenges in creating and up- dating regulations to keep up with consistently advancing technology. Likewise, defense industry companies must adhere to government regulations by creating robust compliance programs, but they should also implement security and compliance measures above and beyond what the government requires to ensure more effective security for their technology and information. This Article discusses the effect of advancing cyber technology; United States export regulations; reporting requirements related to the export of encrypted items; and encryption technology in the defense industry. First, the Article defines encryption and encrypted items. Second, the Article explains United States regulations of ex- ports and specifically, regulations related to encryption and encrypted items. Third, the Article explains the need for defense industry companies to export and to use encrypted items. Fourth, the Article analyzes criticisms of export regulations and the differing views on United States controls. Fifth, the Article will discuss the complexities of com- plying with export regulations and defense industry compliance pro- grams. Sixth, the Article examines the outlook for encryption technology, the future of regulations related to cybersecurity, and the outlook for defense industry security measures and compliance with regulations. The United States government is beginning to recognize the need for more advanced security measures to protect domestically produced technology and information, especially information that puts national security at risk. Specifically, the technology and information produced by United States defense industry companies should be protected from getting into the hands of our foreign adversaries at all costs. In response to the growing need for security measures, the United States government has implemented new programs, commissions, agencies, and projects to create more robust security systems and regulations. The United States should employ the most talented and experienced cybersecurity professionals to innovate and produce security systems that protect our nation’s most sensitive information. The government should then provide these systems to its defense industry companies at minimal cost and should require companies to use the best technology in its security measures. With or without the government’s assistance, defense industry companies within the United States must also implement their own measures of protection. Current policies offer little protection of sensitive and export controlled information including encrypted items and in- formation. In addition, the government should also provide the defense industry companies better guidance and access to resources in order to assist them in protecting the important information and encrypted items.207 For example, any new systems or software purchased by the United States should be made available to defense industry companies as the standard. If the government truly wishes to protect its most important technology and information, it should provide the new systems at minimal cost to the defense industry. Advancements in security programs should be shared with defense industry companies as soon as they are available and ready for use. Nevertheless, the government may not want to provide defense industry companies with the best security technology because in the event that the government needs to conduct an investigation, a company utilizing strong cyber- security and encryption software is much more difficult to investigate. Alternatively, the United States could update current regulations to require that defense industry companies must utilize specific security measures or face a penalty for failing to do so. Such regulation could require defense companies to implement more robust security pro- grams with updated security software. This is a less effective solution as the advancement in cyberattack technology increases so rapidly, and reformed regulations will likely be outdated as soon as they are implemented. It makes more sense to require that defense companies must implement the most updated software and programs determined by government security experts and cyber-security experts. Also, by allowing defense companies to decide which security companies it will work with, the defense companies obtain the option to shop for the best and most expensive program, or the company could choose the cheapest option, resulting in less efficient security. Cybersecurity regulations that are too specific run the risk of being outdated quickly, whereas broad requirements leave the option for companies to implement the lowest of security measures. Even if the government declines these suggested measures, defense industry companies should make the protection of their sensitive in- formation and encrypted items top priority. This method would re- quire complete buy-in from the senior management within the company and a thorough flow-down of cultural beliefs among its employees. A change in norms must be implemented, and defense industry personnel should be inundated with reminders on the importance of information security. Companies should provide employees with easy access to guidance, training, and assistance in handling, sharing, protecting, and exporting sensitive and export controlled information. Changing company culture takes time, and failure to change personnel beliefs will result in a lack of understanding and potential violations of export control regulations. In the worst cases, data spills and cyberattacks could result in the loss of sensitive or even classified in- formation that could jeopardize national security. Huge unauthorized data releases of sensitive information will negatively affect a company’s reputation thus affecting its ability to generate revenue. The risks in using and exporting encryption technology and sensitive information should be a major concern for defense industry companies. This concern should motivate the government to invest significant resources into compliance programs. Resources such as dedicated and qualified personnel can create policy and procedure to ensure compliance with United States government regulations, and the procedures will provide guidance and training to all employees. In addition, companies should employ IT security, data security, and counterintelligence personnel to work with the compliance team in innovating preventive measures and in addressing any potential data releases and export violations. Immediate actions and counter measures should be prioritized not just among the compliance and security teams but should be a known, expected response from all employees. In other words, cybersecurity norms should be instilled company-wide and thoroughly policed from within the company. How a company chooses to implement such measures remains discretionary, but a better resourced compliance department dedicated to implementing effective policies and responding quickly to potential issues will prevent export control violations and data releases of important information. Defense industry companies transfer export controlled information that may subject the United States to security risks. The United States responds to this risk by implementing regulations to control the high- risk exports. Defense industry companies must comply with these regulations. Therefore, defense industry companies should approach exports and cybersecurity from the standpoint that technology is always advancing—failure to simultaneously advance security and compliance measures will leave the country and the company vulnerable to attack.

The paper formulates the main areas of human capital development in the Russian military-industrial complex in the context of digital transformation. To remedy the current situation, it is necessary to change the system of training of employees of the defense industry, including scientific and pedagogical personnel and specialists. To do this, it is necessary to change the regulatory framework that determines the training of personnel for the defense industry enterprises, to develop methodological recommendations for a comprehensive assessment of the state of human resources in the defense industry; to develop new training programs that take into account the needs of the digital economy, to ensure a close connection of educational institutions with the employer of the military-industrial complex, to form a system of corporate training, a knowledge management system.

Aim. To study the processes of free-radical oxidation, antioxidant defense, energy metabolism, electrolyte metabolism, and cytokine system reflecting the state of the non-specific defense of the body in workers exposed to complex of toxic substances under the conditions of manufacturing, substantiating the importance of indicators of preclinical diagnosis of disease development risk.Methods. The study included 90 workers of JSC «Experimental Plant Neftekhim», 95 workers of JSC «Kaustic» and 101 workers of JSC «Ufa plant of elastomeric materials, products and structures». Materials for the study were blood, mixed saliva, gingival fluid and urine. The laboratory studies were performed to evaluate the free radical oxidation processes, antioxidant defense, energy metabolism, electrolyte metabolism, and cytokine system. Taking into account the features of industrial factors, particularly their effects on the workers bodies, routes of toxic compounds entry by inhalation, oral cavity and skin of the hands, three professional groups were formed (A, B, C). Group A included employees having constant contact with chlororganic compounds. The group B included persons who have constant contact with the higher and lower aromatic hydrocarbons. A group C consisted of employees who have constant contact with a mixture of chemicals: rubber compound containing carcinogens - benzo(a)pyrene, NDMA, nitrosodiethylamine; white carbon black, rubber dust, talc, amine compounds, sulfur dioxide, carbon monoxide. The control group consisted of employees of administrative and managerial staff.Results. The study revealed that one of the major pathogenetic mechanisms of action of chemical and petrochemical industry hazards is activation of free radical oxidation.Conclusion. Among the mechanisms of the influence of chemical contaminants of working environment a leading role play intensification of free radical oxidation processes, failure and/or inhibition of the antioxidant defense components.

The defense industry of the republic began to develop during the war based on evacuated enterprises. Before the war, the production of ammunition in the republic was not carried out. The republic’s defense enterprises produced mine-mined weapons, torpedoes, artillery shells, mines, aerial bombs, gunpowder, field radio stations, X-ray equipment, and insulating materials. Despite significant difficulties, the evacuated enterprises quickly recovered to new places and began to produce products. The article analyzes changes in thequantitative and qualitative composition of employees of defense enterprises of the USSR during the waryears in the example of the Kazakh SSR. The main quantitative and qualitative changes in the specifics of the formation of labor collectives considering the gender, national, and migration factor are shown. Addressing the problem of manning defense enterprises allows us to reconstruct the features of the state’s mobilization policy, sources of replenishment of workers who, in incredibly difficult conditions, made their significant labor contribution to improving the defense capabilities of the USSR

Operational performance reflects the company’s operating performance in terms of waste reduction, product quality improvement, and product delivery. This study examines the effect of resource flexibility and product complexity on operational performance moderated by employee competence in the Indonesian defense industry at PT. Pindad (Persero) Turen, Malang. 194 employees who work in the production function are sampled in this research. The data analysis model used is a structural equation model with a Partial Least Square approach using SmartPLS 3.0 software. The results show that resource flexibility has a positive and significant effect on operational performance, product complexity does not affect operational performance, and employee competence has a positive and significant effect on operational performance. The moderation test shows that employee competence strengthens the effect of resource flexibility on operational performance and employee competence does not weaken or strengthen the effect of product complexity on operational performance.

This research aims to investigate the direct effect of knowledge management on knowledge-worker productivity and the indirect effect mediated by employees' adaptability and job satisfaction. The research was conducted at PT. Pindad (Persero) Malang as a specific knowledge-based manufacturing industry company. The research population is employees who work in the department that is closely related to the knowledge of ammunition products. Furthermore, 203 employees became the research sample taken proportionally and randomly from the population using proportionate random sampling technique. The data analysis method was carried out using a structural equation modeling (SEM) model with a partial least square (PLS) approach. The results indicate that knowledge management has no significant effect on knowledge-worker productivity, but knowledge management has a significant effect on adaptability, and adaptability has a significant effect on knowledge-worker productivity. Knowledge management also has a significant effect on job satisfaction, and job satisfaction also has a significant effect on knowledge-worker productivity. Thus, adaptability and job satisfaction have a full mediating role on the effect of knowledge management on knowledge-worker productivity. This research contributes fill the research gap on the influence of knowledge management on knowledge-worker productivity with the presence of adaptability and job satisfaction as a mediating variable.

The article considers the socio-political life of the workers and employees of the military-industrial complex in Western Siberia, which is one of three such complexes in the USSR that supplied the Red Army with military equipment and ammunition. It was established that the Central Committee of the All-Union Communist Party of Bolsheviks (CPSU (b), giving great attention to the regions of their location, in the Propaganda and Agitation Department of the Central Committee added some new structural units, whose influence embraced all aspects of socio-political life of the workers and employees in these regions. Propaganda and Agitation Department of the Central Committee promptly controlled and supervised the work of local Party and Soviet bodies, organizations and institutions in this direction.The major focus is on the study of the activities of the Soviet Information Bureau (Sovinformbureau), press, radio, cinema, lecturers, propagandists and agitators, who informed the workers and employees about the most important events at the front and in the rear, formed the social and political attitudes. It was found that the greatest role was played by outstanding artists, theatrical, musical and artistic intelligentsia who, through their presentations, shows and performances of the anti-fascist orientation raising the spiritual forces of workers, engineers and technicians, inspired people to labor feats. Through the combination of these events, organized by the central and local Party authorities, the government and local executive authorities shaped social and political consciousness, patriotism of workers, engineers and technicians, to forge the weapon of victory over fascism.

The military Industry of Russia is a strategically important sector and a large employer in Russia. Before the Russia-Ukraine war, the number of employees in the defense industry was about 23.5% of the total number of employees in the country. About 2 million people produced direct weapons and military equipment. It is also a significant player in the global arms market, with Russian Federation being the second largest conventional arms exporter after the United States, with more than $13 billion worth of exports annually within the second decade of the XXI Century. At the same time, due to the economic sanctions and unsuccessful military operation in Ukraine, Russia’s military capabilities have suffered irreparable losses after Eight months of the war. In this regard, the question is the following: Is the military-industrial complex in Russia ready to recover the lost weaponry fast enough? According to the experts, the country needs at least 10 years to make up for the losses.

Aim. To study periodontal tissue status and «lipid peroxidation - antioxidant protection» system in saliva and gingival fluid in petrochemical industry workers. Methods. 185 employees of JSC «Experimental Plant Neftechim» were included into the study. Besides the evaluation of dental status saliva and gingival fluid were analyzed for lipid peroxidation products - diene and triene conjugates, malondialdehyde, hydroperoxides and Schiff bases. Results. The rate of chronic generalized periodontitis in petrochemical industry workers was 100%, including moderate (47.03%), severe (35.13%) and mild (17.84%) degree. Enhancement of lipid peroxidation and antioxidant defense system activity were detected (in mild and moderate chronic generalized periodontitis) with increasing inflammatory and destructive processes in periodontal tissues. In severe chronic generalized periodontitis reduction in the antioxidant protection activity was observed along with the increasing of lipid peroxidation. Correlation analysis revealed a direct relationship between the periodontal tissue status and «lipid peroxidation - antioxidant protection» system. Conclusion. The prophylactic work should be organized among the petrochemical industry employees aiming to decrease risks of diseases; using the obtained data can be used in clinical practice to identify high-risk groups of patients with periodontal pathology.

Purpose – The purpose of this paper is to identify individual variables with an impact on knowledge sharing and explore the under-discussed construct of employees’ ignorance. This can enhance the knowledge-sharing process and facilitate the development of greater intellectual capital. Design/methodology/approach – Eighty-four dependent variables affecting knowledge sharing are analyzed and classified into 11 categories. In addition, the direct effect of employees’ ignorance on knowledge sharing is introduced and empirically investigated in a case study of a multinational organization operating within the aerospace and defense industry. Findings – The findings suggest that employees’ ignorance may negatively affect their intention to share knowledge, thus leading to poor decision-making and communication in organizations. Employees’ ignorance could also limit the organizational ability to repel external threats, implement innovation and manage future risks. Originality/value – A classification scheme based on different categories of employees’ ignorance is developed, providing tailor-made recommendations for practitioners facing different types of ill-informed organizational scenarios. Further, the need to shift the emphasis away from the management of knowledge to the management of ignorance is also an important contribution of this paper.

The digitization of the oil and gas industry creates potentially detrimental opportunities for terrorists, criminals, insiders, and activists to exploit. Due to the COVID-19 pandemic, working remotely has become the norm, and remote collaboration has been enabled by such Internet-based applications as Microsoft Teams, Zoom, and others. Remote employees may be more casual with cybersecurity, which further increases the risk of cyberattacks. Successful cyberattacks against oil and gas assets or operations have the capacity to cripple economies, disrupt power grids, and initiate political or public unrest and chaos. Cybersecurity defense should be as central to our organizational culture as turning on our workplace computer. We discuss the most likely weak points in our systems and possible solutions.

The rapidly developing information technology industry, in the conditions of withdrawal from the Russian market of well-known IT brands such as Intel, IBM, Avast and others, faced the problem of a shortage of qualified specialists, investments, equipment and software. In conditions of limited resources, IT companies must offer domestic organizations new software that can fully replace foreign analogues. As part of import substitution, ensuring technological independence and security of Russia's critical information infrastructure (CII), regulatory legal acts were signed, according to which organizations, including state and departmental ones, are obliged to switch to using Russian software (software), including at CII facilities. To solve this problem, it is necessary to provide the IT industry with qualified specialists, the need for whom is growing not only quantitatively, but also professionally. The personnel shortage in the IT sector undermines the economic security of companies and can bring to naught all the efforts of the leadership to resist foreign information technologies. This circumstance determined the topic of the study – to assess the personnel component of the economic security of IT companies in Russia in order to identify problems and ways of developing the IT industry. The components of the personnel component of economic security (hereinafter referred to as personnel security) are defined: intellectual (number of trained); personnel efficiency; dynamics and movement of personnel; physical safety; staff motivation. The most vulnerable components were: labor efficiency; physical safety. The analysis of these components made it possible to identify areas for ensuring personnel security, including: increasing the responsibility of employees for disclosing information; informing employees about cyber defense measures; training (including trainings) of employees to improve their skills; early education and training of young people for the implementation of creative and innovative initiatives in the IT field.

The subject of this research is the housing and living conditions of the employees of the Ural Automotive Plant named after J. V. Stalin, established during the Great Patriotic War as a result of evacuation of one of the largest enterprises of Soviet automobile industry – Moscow Vehicle Plant named after J. V. Stalin. The article analyzes the process of accommodation of evacuated employees in the Ural rear, as well as describes ways of resolving their housing by the plant. Methodological framework consists of the generally accepted methods of historical science. The descriptive method allowed characterize the living situation of the employees of automotive plant. The historical-genetic method allowed tracing the changes in housing and living conditions of the employees of Ural Automotive Plant during the Great Patriotic War, as well as reconstructing the course of residential construction. The relevance of this work is substantiated by the detailed reconstruction of the mechanisms of functionality of defense economy on the example of a large industrial enterprise. Based on the report documentation and protocols of political party association of the plant, the article demonstrates the process of building factory housing, as well as the course and results of individual residential construction. The article reviews the conditions of living in dormitories. The conducted research explicates that the existing system of government and party administration managed to resolve the problems of evacuation and accommodation of the employees of the vehicle plant; and the active participation of political party association of the factory allowed addressing most urgent issues of the factory employees, and consolidating their efforts for solution of the socially important tasks.

Cyber attacks produced a massive impact for all online users, interrupted intended user’s internet services, financial losses, business interruptions for a large-scale industry. A proper cyber security education is must for the employees of an organization. The management prefers active based learning environment to train all non-IT and non-professionals working in an organization. This research work concentrates on development of gaming platform in both local host and in an online mode as a videogame for cyber security education. With this regard, Cyber Awareness Learning Imitation Environment – a card deck gaming environment is proposed where attackers can choose the attack cards to learn various cyber-attacks, defense cards are used for providing the suitable defense mechanism, Instruction card- to be used for learning about how to generate cyber-attacks and recent incident card used to train the players with recent incidents of various cyber-attacks discussed such as malware attack, phishing attack, password attack, Man-in-the-Middle attack, Structured Query Language injection attack, denial of service attack, insider threats, crypto jacking, zero-day exploit and watering hole attack. Digitalization in education is one of the most relevant topics, since digital technologies affect all spheres of human life. Digitalization of learning is the process of transition to an electronic learning system. The essence of digital transformation is to effectively and flexibly apply the latest technologies to move towards a personalized and results-oriented educational process. Digitalization of training at the enterprises of the military-industrial complex is the concept of a new digital space, a unified training system for young workers. The main advantage is to increase the productivity of the enterprise by reducing the time for full-time training, as well as the formation of an integrated system for the training and development of young workers with unique knowledge and ready to perform complex production tasks. The article presents the process of implementing the “School of a Young Worker” project aimed at training young employees of defense industry enterprises in a single digital field. The “School of a Young Worker” project will solve the following tasks: increasing the level of competencies of employees, assessing their business and personal qualities, increasing the level of motivation and, as a result, educating young specialists as effective leaders capable of solving complex technical issues at high-tech production enterprises.

The topic of the living standards of population during the World War I remains polemical, namely due to the fact that worsening of food insecurity was traditionally regarded by Soviet historiography as one of the factors of escalation of revolutionary moods in the society. The article describes the dynamics of industrial protests during the wartime, which were caused shortage and costliness of food products. The research is based on the 2019 edition of the chronicle of industrial protests during the World War I, which contains information on the higher number of conflicts than that of materials used in earlier research. Assessment of the severity of food insecurity through the prism of industrial strikes demonstrates that the situation becomes critical by the beginning of 1917, gradually changing for the worse during the wartime. In the initial stages of the war, the demands for food provision and lowering the prices were expressed during the strikes in the remote provinces. Although in 1916, the provinces of the Central Industrial District take on the leading positions, the Moscow province is not among them. The employees of light industry, and particularly textile industry, were engaged in the strikes more often. By the end of 1916, the escalation of protest activity due to food insecurity issue is observed in Moscow and Petrograd provinces, involving the workers of metal industry and defense enterprises.

The history of the creation of the Department of Occupational Hygiene of the Federal Scientific Center of Hygiene named after F.F. Erisman of Rospotrebnadzor dates back to 1942, when the subject of scientific research was devoted to the study of sanitary working conditions at defense industry enterprises and the development of personal protective equipment for workers. By 1950, the range of issues under study was expanded with initiation of the comprehensive clinical and hygienic studies in the mining, chemical industries, mechanical engineering and agriculture using hygienic, physiological, biochemical research methods, animal experiments. In 1960-1990, the research was carried out in areas including the study of working conditions, workers’ health and toxicological assessment of new substances in the chemical industry, study of the dust factor and occupational health issues in the coal and mining industries; study of the effects on the body of working physical factors (noise, vibration, ultrasound, magnetic fields) in industry and agriculture, study of working conditions, working and rest regimes with new technological processes and new forms of labour management. During the period of 1957-2001, employees of the Occupational Health Department developed 14 sanitary rules (SP) and sanitary rules and regulations (SanPiN), hygienic norms of infrasound and vibration in the workplace. Maximum permissible concentrations (MPC) in the air of the working area for 42 harmful substances, maximum permissible levels (MPC) of skin contamination of workers for 17 chemicals have been developed and approved, the toxicity of 35 different compounds has been studied. According to the results of the research, 45 candidate’s and 18 doctoral dissertations were defended. In the modern period, the accumulated experience of effective scientific activity of the Department of Occupational Hygiene has been mastered .and implemented by a new generation of researchers of the Department of Occupational Medicine of the Institute of Complex Hygiene Problems of the "Federal Research Center of Hygiene named after F.F. Erisman" of Rospotrebnadzor.

The purpose of this paper is to identify the employability skills lacking in the Science, Technology, Engineering and Math (STEM) industry from employers' perspectives to assist STEM educational institutions in creating more relevant programs inclusive of employability skills.Design/methodology/approachThis study addresses 16 job-specific skills based on data deriving from the responses of 250 Human Resource Managers (HRMs) who represent five manufacturing industries (Aerospace and Defense, Automotive, Consumer Products, Electronics and Industrial Manufacturing) located in five regions (Northeast, Midwest, Southeast, West-Mountain and Pacific) of the United States.FindingsThe median scores for all 16 skills confirmed their importance for employability in the five manufacturing industries. The five highest ranking skills were team player, self-motivation, verbal communication, problem-solving and being proactive, which align with previous studies on workplace skills.Research limitations/implicationsThis paper is a call to all STEM educational institution stakeholders, both internal and external, to re-assess current curriculum and programs and collaborate to narrow the gap between graduate competencies and the practical needs of the workplace.Originality/valueThis paper attempts to bridge the gap between the competencies gained in STEM educational institutions and the competencies needed for the future workplace, as confirmed by HRM professionals. Although this study is focused on STEM educational institutions in the United States, it will be of interest to all STEM educational institutions worldwide who play a significant role in preparing the next generation of employees for the global workplace.

The security and resilience of organizational IT systems are of paramount importance in today's fast-paced digital environment. With the proliferation of “cyber threats”, organizations must adopt proactive measures to protect their assets and maintain operational continuity. The purpose of this article is to provide insight into the nuances of the implementation of a robust framework for “IT controls”, so that organizations seeking to strengthen their defenses can better understand the importance of each component. The article begins by emphasizing the foundational role of governance and oversight in establishing clear policies, procedures, and accountability structures. Strong governance sets the stage for cultivating a culture of compliance and accountability throughout the organization. Next, the article delves into the critical aspect of “risk management”, highlighting the importance of identifying and mitigating IT-related risks to safeguard organizational security and resilience. Through comprehensive “risk assessments”, organizations can prioritize mitigation efforts and allocate resources effectively. In order to prevent unauthorized access to critical IT systems and resources, access controls are discussed, emphasizing the importance of robust authentication mechanisms and role-based access controls. Change management processes are explored as essential components in managing IT changes effectively, minimizing the risk of disruptions and vulnerabilities associated with system changes. “Data security” emerges as a key focus area, with an emphasis on protecting the confidentiality, integrity, and availability of organizational data assets through robust encryption, access controls, and data loss prevention technologies. Incident management processes are highlighted as crucial for responding swiftly and effectively to security incidents, minimizing their impact and restoring normal operations promptly. Compliance and audit processes are discussed in the context of ensuring adherence to regulatory requirements and industry standards, mitigating the risk of non-compliance penalties and reputational damage. The importance of security awareness training in cultivating a culture of security among employees is emphasized, along with the need for continuous monitoring and improvement to adapt to evolving “threats” effectively. Overall, the article underscores the importance of implementing a comprehensive framework for IT controls to enhance “organizational security”, “compliance” and resilience in today's digital landscape. Through collaborative efforts across all levels of the organization, organizations can effectively “mitigate risks”, safeguard their assets and achieve their business objectives amidst evolving “cyber threats”.

Background Although injured employees are legally covered by workers’ compensation insurance in South Korea, some employers make agreements to prevent the injured employees from claiming their compensation. Thus, this leads to underreporting of occupational injury statistics. Illegal compensation (called gong-sang in Korean) is a critical method used to underreport or cover-up occupational injuries. However, gong-sang is not counted in the official occupational injury statistics; therefore, we cannot identify gong-sang–related issues. Objective This study aimed to analyze social media data using topic modeling to explore hidden knowledge about illegal compensation—gong-sang—for occupational injury in South Korea. Methods We collected 2210 documents from social media data by filtering the keyword, gong-sang. The study period was between January 1, 2006, and December 31, 2017. After completing natural language processing of the Korean language, a morphological analyzer, we performed topic modeling using latent Dirichlet allocation (LDA) in the Python library, Gensim. A 10-topic model was selected and run with 3000 Gibbs sampling iterations to fit the model. Results The LDA model was used to classify gong-sang–related documents into 4 categories from a total of 10 topics. Topic 1 was the greatest concern (60.5%). Workers who suffered from industrial accidents seemed to be worried about illegal compensation and legal insurance claims, wherein keywords on the choice between illegal compensation and legal insurance claims were included. In topic 2, keywords were associated with claims for industrial accident insurance benefits. Topics 3 and 4, as the second highest concern (19%), contained keywords implying the monetary compensation of gong-sang. Topics 5 to 10 included keywords on vulnerable jobs (ie, workers in the construction and defense industry, delivery riders, and foreign workers) and body parts (ie, injuries to the hands, face, teeth, lower limbs, and back) to gong-sang. Conclusions We explored hidden knowledge to identify the salient issues surrounding gong-sang using the LDA model. These topics may provide valuable information to ensure the more efficient operation of South Korea’s occupational health and safety administration and protect vulnerable workers from illegal gong-sang compensation practices.

The article analyses the work of Odesa’s libraries during the martial law of 2022. The author aimed to collect information about librarians’ reactions to the beginning of the war, the overall state of the city’s libraries, and the extent of collection losses, and to assess changes and trends in library work over half a year of martial law. The study is based on the oral-historical and historical-comparative methods and represents the first attempt to analyze the ongoing state of the library industry in Odesa. The author conducted a survey (in the form of a questionnaire) of employees of 21 libraries in the city. As part of the survey, librarians were asked to answer a number of questions regarding their situation, functions, and actions at the beginning of the full-scale Russian aggression against Ukraine. On the basis of the received answers, the principal directions of library activities and innovation during the war of national defense of 2022 are outlined. The distinguishing features of the work of libraries in Odesa concern five aspects: reaction to the beginning of the war; security conditions; collection-related issues; innovation; and situation of employees. The author notes that the libraries of Odesa have suffered less damage than library institutions in many frontline cities of Ukraine. Martial law has created both a number of challenges, particularly in the areas of security, funding, and collection expansion, and some opportunities for innovation. Libraries fast-tracked the scanning of valuable collections and began to pay more attention to issues of security and to their role in the psychological health of the community. Success has been had with a number of volunteer initiatives. Libraries have been taking very active part in informational resistance against the Russian invasion and are demonstrating professionalism in preserving their collections and responding to various challenges.

This research examines the effect of safety knowledge and Workplace Safety Climate on safety performance mediated by worker safety behavior in the defense product manufacturing industry in Indonesia using PT Pindad as a research site. Occupational health and safety (K3) are one of the most important aspects of a company's production operations. No matter how good the quality or productivity of a company, it will be meaningless if there are problems regarding the value of K3 in its operations so that the K3 aspect cannot be ruled out. Safety knowledge of workers and creating a safety climate are able to achieve good safety performance. This study also measures the mediating effect of safety behavior in the causal relationship between safety knowledge and safety climate on safety performance. Questionnaires were distributed to 160 permanent employees. Then, Partial Least Squares are used to test the proposed hypothesis. The results showed that the safety knowledge variable was significantly related to the safety performance variable, with a count of 2.097, and the safety climate variable was significantly related to the safety performance variable, with an account of 2.243. The safety behavior variable mediates the effect of the safety knowledge variable on the safety performance variable, with a count of 2,607, and the safety behavior variable mediates the effect of the safety climate variable on the safety performance variable, with an account value of 2.094.

The article analyzes documents from the fonds of the State Archive of the Mari El Republic (GARME) and considers the circumstances of the State Optical Institute (GOI) under the People’s Commissariat of Armament of the USSR evacuated to the city of Yoshkar-Ola of the Mari ASSR in the days of the Great Patriotic War. The authors study materials from the fonds of departments for economic arrangement of evacuated population under the Council of People's Commissars of the Mari ASSR and the Executive Committee of the Yoshkar-Ola City Council of Workers’ Deputies of the Mari ASSR; those of the M. Gorky Volga State Forestry Institute; the Ministry for Higher and Specialized Secondary Education of the RSFSR; the Directorate for Vocational and Technical Education under the Council of Ministers of the Mari ASSR; the Mari Republican and Yoshkar-Ola City Committees of the Communist Party of the RSFSR; the Council of Ministers of the Mari ASSR. They focus on the working conditions in the institute and its structural divisions, trends of scientific research, provision of its employees. On July 11, 1941, the State Defense Committee of the USSR issued a decree “On the Evacuation of Industrial Enterprises,” according to which the GOI was transferred from Leningrad to Yoshkar-Ola. The institute’s output was scientific work in the field of optics, both theoretical and applied, calculation of optical systems, design of optical devices and their prototypes, as well as research of new types of optical glass and its technology. In the years of the GOI’s evacuation to Yoshkar-Ola (1941 to 1945), more than 70 types of optical devices were invented. The Institute performed scientific and technical management of the optical industry factories work, covered defense requests, including supervising the production activities of one of the optical industry enterprises evacuated to Yoshkar-Ola, factory no. 297 of the People’s Commissariat of Armament (now a leading enterprise of the Mari El Republic, Mari Machine-Building Factory). The best work of the GOI scientists was awarded state awards, and even Stalin Prize. The complex of archival documents from the fonds of the State Military Academy of Economics, which has been introduced into scientific use, reflects the role of the party and state bodies of the Mari ASSR in organizing reception and accommodation of and assistance to scientists, engineers, designers, qualified workers of the State Optical Institute under the People's Commissariat of Armament in pilot production of new weapons samples for the Red Army, which was of particular importance in the wartime.

В исследовании проведен мониторинг использования цифровых технологий при формировании интегрированной отчетности в нефтегазовом секторе по двум направлениям: 1) цифровые технологии, используемые при формировании финансовой и нефинансовой отчетности, включая интегрированную отчетность, и раскрытии информации в них; 2) цифровые технологии, используемые в производственной деятельности компаний нефтегазового сектора. Полученные результаты исследования позволили определить и обосновать основные направления развития цифровых технологий в нефтегазовой отрасли, включая мгновенную ориентацию и готовность бизнеса к вводу на рынок новых продуктов и услуг; перестройку менеджмента и бизнес-процессов с ориентацией на создание единого информационного пространства (ЕИП), усиление киберзащиты в целях обеспечения информационной безопасности как своей организации, так и партнеров по бизнесу; активное развитие цифровых компетенций у сотрудников компаний. The study monitored the use of digital technologies in the formation of integrated reporting in the oil and gas sector in two directions: 1) digital technologies used in the formation of financial and non-financial statements, including integrated reporting and disclosure of information therein; 2) digital technologies used in the production activities of oil and gas companies. The results of the study allowed us to identify and justify the main directions of digital technology development in the oil and gas industry: instant orientation and readiness 86 of the business to enter new products and services into the market; restructuring of management and business processes with a focus on creating a unified information space (UIP), strengthening cyber defense, in order to ensure information security as their organization, and business partners; active development of digital competencies among company employees.

Purpose: Dual studies, a modern educational programme combining conventional academic classes with professional work, they are enjoying a growing popularity among students and companies. Dual studies are an alternative form of obtaining employees by employers. Employers during the work placement they have the opportunity to offer to the students the internships and employment in their company. For the students it is a chance to gain the experience. The research presented in the article are referring to the dual studies at the Faculty of Organization and Management at the Silesian University of Technology in the field of Logistics 2nd rank. These studies began in February 2019 and it will take three terms. The purpose of the article is to answer for the questions if dual studies are the best answer for the requirements of the contemporary labor market and if dual studies are the optimal model of graduate education. The research will be conducted in 4 steps: after the 1st term and terminated work placement; after terminated internship; after the third term and after one year from the defense of the master's thesis. Design/methodology/approach: In this article were used the interview and questionnaire method. Interviews and questionnaire were conducted with both students and companies where the practice and internships taken place. Findings: Obtained results provide preliminary information regarding to the effects of the first term, usefulness of classes, use of the knowledge gained during the work placements and internships. The results of the research present the expectations of the employer towards graduates in scope to their competences: knowledge from the field which they are studying, and soft competences in the scope of teamwork or communication. Originality/value: Dual studies are a new form of education, having a practical nature and combining the acquisition of knowledge and experience at the same time. Students are theoretically prepared, thanks to which they can find themselves in the industry in practice. Dual studies are a source of potential benefits for various groups of stakeholders (universities, employers, students). Dual studies are presented in the article as a form of development of entrepreneurial attitudes and professional competences of students (including social competences highly valued in the labor market). These studies are a great opportunity to prepare for the requirements posed by the labor market for each graduate. On the basis of previously unstudied archival documents this article reveals the multifaceted and multidimensional activities which the country’s top leadership as well as the leaders of the Middle Volga (Samara) region and Ulyanovsk district (from 1943 renamed Ulyanovsk region) unfolded for mobilizing work force for the military industry of Ulyanovsk region. In the shortest possible time, just within one year, under conditions of shortage in housing, production areas, raw materials, and skilled personnel, they managed not only to redirect practically all industrial enterprises in the city of Ulyanovsk and the Ulyanovsk district towards the war eff ort, but also to integrate several dozens of evacuated enterprises, to provide them with production areas, and to accommodate thousands of employees as well as their family members. By the summer of 1942, all these enterprises had started to work at full capacity; they considerably increased deliveries of all things needed at the front, thus making a considerable contribution to ensuring a radical change in the course of the war in 1943. The authors conclude that this success resulted from the eff ective work of central and local authorities, as well as of the directorates of the defense enterprises, in the fi eld of training of highly skilled specialists. New vocational schools were set up, in addition to technical schools and production classes at general schools. Moreover, successful measures were taken to motivate the youth for highly productive work. The authors emphasize that the heads of the enterprises organized eff ective training directly at the workplaces. The work with production staff was accompanied by well-organized ideological and educational work at the enterprises which in due time allowed to prevent provocations aimed at disrupting the military production in this critical period of the war. In particular, the article points to the successful management of the textile industry and cloth factories for increasing labor productivity and establishing labor discipline in teams.

The article addresses major issues of influence of the modernization on the management system in the Komi region in the 18th century The relevance of the study is due to the fact that today in historical science there are a number of interesting concepts explaining interaction and mutual influence of all levels of government, both central and local. This refers to the theory of modernization, which allows us to identify local variants in regional management and to emphasize their alternativeness against the industry morphology. In this case, the state actively included the annexed territories into socio-economic relations and active administrative and state construction. The Komi region, as well as its neighboring regions, experienced a transfer of management technologies from the center and its neighboring regions, which resulted in formation of several local forms of management. The first one was represented by heads of administrative structures, officials of the uezd administration. Their main functions were administrative and economic, judicial and supervisory. Their sphere of responsibility varied and changed to follow the trend of strict regulation of their activities; all adjustments were made exclusively by the governor. Alongside with this first group, there was peasant volost administration, which had been operating on the territory of the Komi region for a long time. Its main functions lay in solving fiscal, land, economic, residential and other issues. Both were administrating authorities, constantly changing in the studied period. The second local administrative structure was represented by managers and employees of industrial enterprises: Seregovo saltworks and Kazhym metal works (mines in Nyuvchim, Nyuchpas and Kazhym). The key functions of their employees were administrative and economic, supervisory, and supply ones. Their sphere of responsibility varied and was adjusted by the plant owners. Yet another local model, characteristic for the 18th century, was represented by officers and heads of garrison offices in military camps. Their main activity was solution of various defense and supply tasks. When analyzing the influence of modernization on these elements of management in the Komi region in the 18th century, its progressive convergence should be noted. There was a complex administrative and managerial framework. Its formation was influenced by impulses coming to the periphery (in our case to the Komi region) from the central government.

In Russia every year, according to the statistics, the most fire hazardous types of electrical installations are electrical wiring, from which 65 % of fires occurred in 2019, associated with all the types of electrical installations. Considering the urgency of the problem, the Federal Research Budgetary Institution of the All-Russian Order of the Badge of Honor, the Research Institute of Fire Defense pays constant attention to increasing the level of fire prevention studies. One of the most important tasks in the institute activities in this Проблемы, суждения 35Безопасность Труда в Промышленности • Occupational Safety in Industry • № 11'2020 • www.safety.ru field is the development, updating, modification and harmonization of the national normative base regulating fire safety requirements and methods for assessing the fire safety of electrical installations, and, above all, of course, electrical wiring. The fundamental regulatory documents are the Technical Regulations TR EEU 043/2017 and the Federal Law of 22. 07. 2008 № 123-FZ «Technical regulations on fire safety requirements», in the development of the electrical section of which the authors of the article took an active part. Particular attention here deserves Clause 2 of Article 82, which regulates the requirements for fire resistance (operability) of cable lines and electrical wiring systems for fire protection of the objects under fire conditions, and Сlause 8 of the same article, which imposes the requirements that were awaited for a long time by all the branches of industry, agriculture, housing construction and, first of all, of course, power engineers and employees of the fire service: «Cables laid openly must be flame retardant». The requirement applies to all the objects, regardless of their functional fire hazard. Over the past three years, the Institute carried out a large scientific research and rule-making work on the revision, development and substantiation of the proposed solutions for new editions of the interstate standards for various types of electrical wiring using: molded electrical wiring products, cables of increased fire resistance under fire conditions, fire retardant cable coatings and cable penetrations. In theoretical terms, the interest is in the proposed by the authors a calculation method for assessment of electrical products fire hazard, based on the stochasticity of emergency modes that cause their failure and ignition.

In every technological process, there is a risk of an emergency or any other emergency that could result in death, material damage, or environmental damage. For Russia, the problem of breakdown of heat supply enterprises is especially acute, since the climatic conditions in its larger territory are quite severe, while the level of wear of the housing stock and engineering facilities is high. The relevance of the research topic is due to the increasing level of risk of accidents at heat supply enterprises working with hazardous chemicals. The following factors affect the operational safety of facilities in this industry: the reliability of the protection of workers and employees from the effects of emergencies; protection against secondary damaging factors; reliability of the organization’s supply system with everything necessary for functioning; sustainability and continuity of production and civil defense management; preparedness of the facility for emergency rescue and other emergency operations and more. In the process of the study, basic information about the activities of the district thermal station was studied, an analysis of the causes of emergencies at it was conducted, probable scenarios for the development of possible accidents were developed and characterized, and characteristics of the damaging factors and their negative impact zones were presented. Of all the possible scenarios, the most dangerous scenario associated with the boiler rupture, as well as the most probable scenario, was the complete/partial depressurization of the boiler equipment. The risks of accidents that are possible during the operation of the heat station (boiler room) are analyzed, and a set of measures is proposed to prevent and minimize the consequences of possible emergencies at the livelihood of the population with justification for their economic feasibility.

The purpose of this article is to build a hypothesis of the influence or role between variables that will be used in future research, within the scope of management information systems science. The method of writing articles is a library research method, which is sourced from online media such as Google Scholar, Mendeley and other academic online media. The results of this article are: 1) Information technology infrastructure affects the defense industry management information system partially; 2) The Internet of things affects the defense industry management information system partially; and 3) Information technology infrastructure and the internet of things have a partial effect on the defense industry management information system. Apart from these 2 exogen variables that affect the endogenous variables of the defense industry driver's license, there are still other factors including employee capability, encryption and employee education.

Purpose The following paper is a “Q&A interview” conducted by Joanne Pransky of Industrial Robot Journal as a method to impart the combined technological, business and personal experience of a prominent, robotic industry engineer-turned successful innovator and leader, regarding the challenges of bringing technological discoveries to fruition. This paper aims to discuss these issues. Design/methodology/approach The interviewee is Mel Torrie, CEO and President of Autonomous Solutions, Inc. (ASI). ASI manufactures an OEM/vendor independent software and hardware solution retrofitted to existing equipment to create a wide variety of fully autonomous vehicles spanning agriculture, mining, automotive, industrial cleaning, security and government/military applications. In this interview, Torrie shares how he first got started in the robotics field along with his experiences in running his ground-breaking startup. Findings In 1999, Torrie received a Master’s Degree in Electrical Engineering at Utah State University (USU) where he worked on two National Aeronautics and Space Administration (NASA) space shuttle payloads. After his work at USU, he managed robotics development programs for John Deere, the US Department of Defense and the US Department of Energy. He founded ASI, a spin-off of the Center of Self Organizing and Intelligent Systems (CSOIS) at USU, in 2000. Originality/value Torrie was a pioneer and visionary who bootstrapped ASI from the beginning. Under Torrie’s leadership, ASI raised over $85m in a unique business model where there is no equity but only strategic partners. These foremost companies are given exclusive rights to their vertical market and jointly own their industry’s driverless vehicle’s intellectual property (IP) with ASI. The vehicles are developed and tested at ASI’s 100-acre proving ground facility in Utah. To date, ASI’s more than 100 employees and their business partners have automated 75 different vehicle types and ASI continues to create new markets. Some of ASI’s notable installations include the Bingham Canyon Mine clean-up effort; BatCat, the teleoperated CAT telehandler for the Los Angeles Police Department; and the robotic durability testing program with Ford Motors, Toyota, Fiat Chrysler Automotive, Hyundai, General Motors as well as other private proving grounds.

The armament industry of the Republic of Austria from 1955 to the present day has been a small part of the country’s industry, which employed more than 15,000 people in the production of weapons in its heyday in the 1980s, but today has only about 1500 employees due to a shrinking process resulting from the lack of domestic demand and extensive export restrictions. Overall, including niche products and dual-use products, around 90 percent of the products of the defence industry are exported, generating sales of 2.5 billion euros. In total, 32,000 people are employed directly or indirectly in the Austrian security and defence sector.

This review delves into the critical realm of cybersecurity awareness and education programs, focusing on the pivotal factors of employee engagement and accountability. The effectiveness of these programs in cultivating a cyber-resilient workforce is scrutinized through an extensive examination of existing literature, empirical studies, and industry practices. The review begins by exploring the foundational elements of cybersecurity awareness programs, elucidating the significance of imparting knowledge and instilling a culture of vigilance among employees. It examines the diverse methodologies employed in these programs, ranging from interactive workshops and simulated phishing exercises to online modules and gamified learning platforms. A comparative analysis of these approaches sheds light on their respective strengths and limitations. A central theme of this review revolves around the nexus between employee engagement and cybersecurity resilience. It delves into the psychological and behavioral aspects of engagement, assessing how motivational factors and tailored learning experiences contribute to heightened cybersecurity awareness. The impact of organizational culture and leadership support on fostering a sense of responsibility among employees is also explored, emphasizing the need for a holistic approach that transcends mere compliance. Furthermore, the review investigates the role of accountability in sustaining the efficacy of cybersecurity initiatives. It examines the mechanisms employed by organizations to enforce adherence to security policies and protocols, emphasizing the role of robust monitoring systems, clear communication channels, and consequence management. Case studies and real-world examples are integrated to illustrate instances of successful accountability frameworks and their influence on overall cybersecurity posture. This review synthesizes key findings and identifies emerging trends in cybersecurity awareness and education programs, with a particular focus on optimizing employee engagement and fostering a culture of accountability. The insights gleaned from this analysis provide a roadmap for organizations seeking to fortify their defenses against evolving cyber threats by cultivating a vigilant and proactive workforce. The article proposes an approach to developing strategic management decisions at the parent companies’ level of defence industry groups regarding human resources development. Identification of interrelations between the decisions taken and their consequences is carried out based on analysis of changes in the rank statistics of the enterprises’ key indicators. Using the data on the age distribution of employees of JSC Concern VKO Almaz-Antey, the need to adjust the average age indicator is substantiated. Particular attention is paid to improving the calculation of the parameter of labor productivity within the research organizations of the defence industry.

The presented article shows huge, multifaceted work, which in one of the most important economic districts of the country was carried out by local authorities, directors of large industrial enterprises, public organizations on restructuring into military form of industry of a separate region - Ulyanovsky district of the Middle Volga region. The presented materials help to reveal those mechanisms and organizational reserves, the correct use of which within two years allowed to create the most powerful production cluster in the territory of the deaf, located in the Russian hinterland of the mainly agricultural area. The subsequent work of the newly created Ulyanovsky Industrial District allowed not only to create the most powerful scientific and production center, but also to turn one of the numerous agrarian districts of vast Russia into a regional center. The materials of the article will make it possible to present visually the difficulties that have been overcome by the organizers of new industrial industries, many of which have been evacuated from the western regions of the country, in the face of an acute shortage of workers, production space, electricity and rolling stock. The work of workers, engineering and technical personnel, who in the face of constant disruptions in the supply of the most necessary, semi-hungry existence, acute shortage of housing showed miracles of labour heroic, is shown. It is told about difficult labor weekdays of defense enterprises, examples are given when workers, working in conditions of lush frost, under the open air not only performed, but also exceeded production plans. A huge contribution was made by factory and university science, when scientists and manufacturing inventors could within a few weeks develop a completely new design of a small-scale engine, a new generator, introduce such innovations into the production process, which allowed to significantly increase productivity. The authors also tried to show the restructuring of enterprises already existing in the Ulyanovsky district. They also managed to adapt quickly to difficult military conditions, so improving the production process, which eventually allowed to increase productivity and output volumes of final products. The effectively organized production and educational process allowed enterprises to organize a labor rise among employees, to create an atmosphere that allowed to mobilize rear workers for serious labor achievements. No industrial enterprise allowed any sabotage, provocation by enemy agents, and serious production accident throughout the war.

В статье рассматриваются основные направления воспитательной работы с лицами, входящими в военно-патриотические отряды, такие как духовно-нравственное, историко-краеведческое, гражданско-правовое, социально-патриотическое, спортивно-патриотическое и культурно-патриотическое. Основной целью патриотического воспитания молодежи в составе военно-патриотических отрядов при содействии ФСИН России является развитие командного духа воспитанников, их лидерских качеств, умения определять свое предназначение, знакомство молодежи с передовыми технологиями оборонной промышленности и особенностями службы в армии XXI в. Отдельное внимание уделяется физкультуре и спорту, обучению по предметам начальной военной подготовки, основам первой медицинской помощи, формированию законопослушности и грамотной оценке политической ситуации в стране. Под руководством опытных сотрудников уголовно-исполнительной системы молодежь сможет получить профессионально значимые качества (служение Родине, выполнение долга) и развить дисциплинированность, ответственность. К воспитательному воздействию можно также отнести интенсивные теоретические, практические и спортивные занятия. Военно-патриотическое воспитание ставит своей целью привить уважение к своей стране, своей малой родине, научить чтить традиции и обычаи военного дела, с юных лет формировать политическую культуру, популяризавать не только военную, но и иную службу. В статье приводятся различные примеры военно-патриотических мероприятий. The article discusses the main directions of education when working with military-patriotic detachments, such as spiritual and moral, historical and local history, civil law, socio-patriotic, sports-patriotic and cultural-patriotic. The main purpose of patriotic education of young people as part of military-patriotic detachments with the assistance of the Federal Penitentiary Service of Russia is to develop the team spirit of pupils, their leadership qualities, the ability to determine their purpose, familiarization of young people with advanced technologies of the defense industry and the features of service in the army of the 21st century. Special attention is paid to physical education and sports, training in the subjects of initial military training, the basics of first aid, the formation of law-abiding and competent assessment of the political situation in the country. Under the guidance of experienced employees of the penitentiary system, young people will be able to acquire professionally significant qualities (service to the Motherland, fulfillment of duty) and develop discipline and responsibility. Intensive theoretical, practical and sports classes can also be attributed to educational influence. Military-patriotic education aims to instill respect for their country, their small homeland, to teach to honor the traditions and customs of military affairs, to form a political culture from a young age, to popularize not only military, but also other service. The article presents various types of military-patriotic activities in all areas of education.

The paper highlights the changes in the requirements for training of engineering personnel in connection with the rapid development of new machine-building technologies. Along with traditional engineering knowledge and skills, this training should provide the development of students’ competencies in the field of computer technology for design automation, production preparation. It is noted that the rich practical experience of engineers and teachers of the older generation in new conditions becomes obsolete; they can hardly acquire the rapidly changing computer systems of scientific research of subject areas, new technologies, such as 3D graphics and engineering analysis of structures, the system digitalization of production technologies as a whole. To train specialists of a new generation, technical universities should provide: modern educational and laboratory facilities including various computer and controller systems; applicants who have sufficient basic background and technical aptitude; high-skilled teaching staff specialized in modern computer technology willing to upgrade their teaching skills and personal qualifications. The paper dwells on the state support measures for universities to improve personnel training for high-tech industries, which include as a priority the system of personnel training for the military-industrial complex. The authors present an accumulated experience of the Aerospace Institute of the Orenburg State University in the area of stage-by-stage construction of modern educational and laboratory facilities, the formation of student contingent, retraining and raising qualification of the teaching staff, interaction with employers and partners.

The UK Government considers its Aerospace Industry a remarkable success story, enjoying a global market share of 17% in 2015. The capture, management and sharing of employee knowledge is seen as vital if the industry is to remain highly innovative and retain its pre-eminent position internationally. Aerospace manufacturers, such as BAE Systems, often have to re-engineer business processes routinely to ensure their survival. Knowledge sharing in the industry is seen as challenging due to the dispersed nature of its operations and multi-tier supply chains. This article, through a 5-year participant-observation study at the World’s second largest aerospace and defence organisation, BAE Systems, proposes a new paradigm for virtual knowledge sharing in dispersed aerospace product development based on emergent social software platforms such as Enterprise 2.0 technologies. The developed framework and methodologies are applied to the bespoke BAE Systems’ engineering lifecycle process to validate its effectiveness with results indicating that Enterprise 2.0 technologies offer a more openly innovative environment in which employees may share and interact with knowledge more effectively and easily across geographical and functional boundaries, compared with conventional engineering information systems.

The global economic environment is becoming more active and complex. Technological and social changes affect the internal processes of companies associated with the diversification of production, the introduction of new lines of products and services, the modernization of business processes. In this article, the authors present the results of a study into the ways ten large industrial companies (fuel, chemical and petrochemical, food industry, defence industry and agricultural technology) in the Omsk region develop domestic internal entrepreneurship. As a result of narrative interviews with HR directors of the selected companies, the authors formulated two approaches to the development of internal entrepreneurship. The first method is based on the development of a creative environment that stimulates the generation of initiatives to improve business. The second method involves companies implementing business projects through employee development programs. The advantages and disadvantages of both methods are subsequently highlighted. The conclusions draw attention to the problems of the development of internal entrepreneurship within large industrial companies and the need to create a special environment and infrastructure to promote the business initiatives of employees.
