Texto completo da fonteFor more than a century, the right of association has been legitimated in France. It concerns all sectors of economic and social life. Associations reflect democraty that inspired their creation. During the previous centuries, indeed, the association movement was built at the same time as the settlement of democratic system. Wether idealised or critised, an association leaves no one indifferent. With the advent of consumerism, urbanisation and working time reduction, associations have been blooming in all sectors of activity. As they are sensitive to conjuctural and structural changes, they do contribute to social changes through integration of civil society concerns within their own evolution.

Texto completo da fonteBased on the study of France and the United States, this doctoral dissertation shows that the incorporation of ecological challenges in defense policies depends on how environmental and climatic responsibilities are defined and assigned to the armed forces. The first type of responsibility comes from the just war tradition and the law of war and is defined as the duty to limit pollutions and destructions. Since the 1970s, is has been assigned by victims, scientists and jurists who hold defense organizations accountable for the ecological damages caused both in times of war and during peacetime. This responsibility is included quite late and in a limited way within the codes of conduct and the doctrine of logistics of both French and American armed forces. The second type of responsibility comes from a synthesis between the precision norm and sustainable development and is defined as the duty to economize the use of the armed forces. It comes from a responsibilization of defense organizations, which materializes in investments on more sustainable and greener technologies and military equipment. However, this requirement struggles to move away from mere experiments and incorporate all defense activities. The third type of responsibility comes from a synthesis between climate adaptation and strategic anticipation and is defined as a duty to anticipate and prevent climate risks. It originates from prospective and geostrategic studies on the national security implications of climate change. Consequently, it is the most integrated form of responsibility within contemporary defense policies and more specifically within strategic doctrines, which pay a growing attention to the use of armed forces in the climate resiliency of societies

Texto completo da fonteShellfish industry is mostly realized in estuary zones, which are subjected to pollutions due to anthropic activities. The harmful effects of pollutants on animals inhabiting these estuarine zones are poorly known. Among these animals, Pacific oyster, Crassostrea gigas, may represent a model because they are sedentary and they filter water intensively. Among all physiological functions possibly disturbed by pollutants, defence mechanisms are poorly studied in bivalves. Moreover, animals presenting impaired defence mechanisms may be more sensitive to infectious diseases. In this context, effects of pollutants on hemocyte functions and on sensitiveness to diseases were tested in C. Gigas. After adjusting the protocols for the monitoring of hemocyte parameters using flow cytometry, contamination experiments were conducted in vitro and in vivo. In vitro experiments allowed to demonstrate the effects of several pollutants on selected hemocyte parameters. In vivo contamination with a pesticide mixture induced a decrease of phagocytosis activity and a down-regulation of immune genes monitored by real-time PCR. In other experiments involving the same pesticide contamination followed by an injection of bacteria (Vibrio), mortality was higher and several immune genes were up-regulated in infected contaminated animals compared to infected non contaminated animals. In situ experiments allowed to define the defence status of different oyster populations (triploids, diploids from sea bed and hatchery diploids). This study is the first to explore a relationship between a modulation of hemocyte parameters and a dysfunctioning of response to bacteria in Pacific oyster, C. Gigas

Texto completo da fonteBetween 1695 and 1815, the harbor of Lorient located on the southern coast of Brittany hosts within it strategic economic and military activities of the kingdom of France. The tensions and Franco-British conflicts that enameled the eighteenth century make it necessary to secure this space. By successive campaigns, the Lorient coastline is endowed with a complete mesh of fortifications intended to protect the interests of the kingdom of France. The study of the construction of the defensive system of the Lorient coastline makes it possible to understand under which conditions the construction of the whole of this device is carried out and what are the effects of the implantation and the exploitation of the latter, by analyzing the political, technical, economic, military, social and environmental data of coastal development in the past. This development requires significant financial resources raised through the Tax. On the ground, the realization of the royal will is in the hands of the “engineers of the king” who in turn rely on the experience of building entrepreneurs who have been awarded the "king's business" in defense matters. This duo must work under tension in a tight financial, diplomatic and military context
