The purpose of this study is to investigate the development and implementation processes of defence innovation in a demand – supply format. The main research methods are the dialectical and systematic approach, the method of formalisation and modelling, logical-functional and logical-structural analysis. The result of the study is the design of a lifecycle matrix for the development and implementation phases of defence innovation that visualises the objectives, functions, indicators, key deliverables by phase and stage of the innovation lifecycle. The matrix is intended for managers as a tool to help formulate the functions of the participants in the innovation process and to monitor and analyse problem areas in the innovation system. A business model of the innovation system of the defense complex in the demand – supply format is proposed, including elements that create supply and demand for innovative products, implement mediation mechanisms between participants that generate supply and demand. The results obtained are aimed at developing a methodology for organising and managing the development and implementation of innovations in the defence industry and can be used by authorities in the innovation policy formation, in developing and improving the programmes for the defence industry development in Russia.

Abstract This essay offers a Duboisian defense of democracy’s expressive and experimental values. It argues that the expressive value of democracy supports an ideal of inclusion, whereas the experimental value of democracy supports that of innovation. One appeals to the ideal of inclusion to extend to excluded groups codified constitutional protections and to condemn white hypocrisy. The ideal of innovation, in contrast, helps one reimagine what constitutional protections should be in the first place. Drawing on Du Bois’s writings, this essay argues that the civic activities of black American counter-publics exhibited both experimental and expressive democratic values. In particular, it highlights the innovations of black women civic leaders who reimagined care work under a public conception of the common good. It concludes that counter-publics shape the asymmetric moral insight of its participants, namely, the oppressed.

AbstractBackground: Industry clusters and their relationship with the organization’s success, competitive advantage and innovations have been gaining research interest for decades, with the recent focus on defence industry.Objectives: The aim is to investigate how Croatian Defense Industry Competitiveness Cluster (CDICC) fosters the knowledge management and innovation performance of its members.Methods/Approach: Survey has been performed on a portion of CDICC members, and responses have been analysed using the factor analysis and the correlation analysis.Results: The results indicate that CDICC actively contributes to knowledge creation and acquisition, innovation performance and market performance of its members. However, the analysis revealed that knowledge storage and knowledge dissemination are not sufficiently supported by CDICC.Conclusions: The current problems with the various aspects of knowledge management within a cluster provide a direction for overcoming possible obstacles for further development of industrial clusters.

As part of “Strong, Secure, Engaged: Canada’s Defence Policy” (Department of National Defence (2017) Strong, Secure, Engaged) released in 2017, the Canadian Department of National Defence (DND) announced the creation and implementation of an access to innovation program to be called the “Innovation for Defence Excellence and Security (IDEaS)” Program. The IDEaS Program was introduced to support, increase, and sustain science and technology (S&T) community capacity external to DND that can generate new ideas and formulate solutions to Canada’s current and future defence and security innovation challenges. This paper will explore the design of this new business model through the delivery of the first proof of concept to have gone through the whole IDEaS cycle, in order to showcase the validity of this concept and processes. It also demonstrates that IDEaS has allowed a closer relationship with innovators and firms that had never worked with the defence industry, as well as the identification of novel solutions to a host ofproblems/challenges facing defence and security.

Abstract This paper examines the use of management consultants in the German Ministry of Defence in 1981 and 1982. After an affair concerning the procurement of the Tornado fighter aircraft, the Minister of Defence, Hans Apel, hired a team from the consulting firm McKinsey to develop a new organisational concept. This paper examines the special features of the German procurement and defence administration as well as the reasons for the failure of projects of administrative innovation. Focus is placed on the role of management consultants in the implementation of organisational innovations and their relationship to the actors within the ministerial administration.

This article analyses disruptive innovation in Indian aerospace and defence industry using a theoretical model developed on the basis of Christensen’s framework for analysing disruptive innovation and by addressing the requirements of aerospace and defence industry. This framework is then used to collect data from key stakeholders and analyse the movements of Indian aerospace and defence industry. Analysis of a large sample of data reveals that there are forces of disruptive innovation that have been set in motion in the Indian aerospace and defence industry by recent events driven by the signals of changes in the industry and the steps taken by Government of India; however, they do not appear to be sufficient to be able to drive innovation and business activity that may amount to a scale of disruptive innovation due to lack of user participation and inadequate access to the global network of technology and management expertise. Official documents of the Austrian government indicate the growing dependence of the economy and society on technical infrastructure, which required continuous research. Austria has developed a national research program to promote its economy, technology and cooperation. It is also intended to support the Austrian defence and civilian economy as a coherent part of the EU’s research, technology and economic structures. This text is based in particular on primary literature, which includes documents of EU institutions, Austrian security and defence strategies, and statements of the Ministry of Defense. This publication attempts to answer the question of how Austria made an effort to integrate security and defence issues with the national research-technology-innovation system (Forschung-Technologie-Innovation, hereinafter FTI), with the specificity of the domestic industry dominated by small and medium-sized enterprises. This paper is based on the analysis of documents and scientific interpretation of key EU and Austrian positions. The research aims to analyze and understand the role of research in the concept of (national) security in Austria and to link it with the EU’s security and defence policy. Research and this publication verify the assumption that the security and strategic autonomy of the EU / Member States require integrated solutions (Europeanization process). Going beyond the soft impact toward hard instruments requires a knowledge-based development and synergies of coherent strategies, technologies and research. The EU saw the need for a structured promotion of research and innovation in the field of security and defence. Austria has been developing such research for several years, mainly at the national level and application. The steps taken by Austria demonstrate the will to operate in wider EU (infra) structures and to benefit from financial instruments while supporting and profiting from socio-economic processes.

The formation of a common security environment, prevention and elimination of military conflicts, achieving mutual international understanding and innovative approaches to the organization of public administration structures in this area with the involvement of non-state actors and the formation of appropriate ecosystems in security environment are determined among the main directions of public administration development in the field of military security. Based on the methodology of public administration, the current state of public administration systems reforms is considered and the priorities for the development of public administration in the field of military security at the national and global levels of administration are identified. The general tendencies of public administration development are identified; ambiguity and variability in estimations of results of administrative reforms are emphasized. Arguments are presented that the problems of social interaction, responsibility and democracy in modern management practices are transposed to public administration in the field of military security, in particular in the implementation of new approaches to management of innovations. Transformational changes in public administration in the field of military security at the national and global levels are considered logical, expedient and possible especially against the background of administrative reforms processes and implementation of open innovations, ecosystems and management of innovations in the field of military security facilities administration. Innovations in the field of security suggest reformatting, in particular, of industrial policy of defence by identifying different instruments to enhance opportunities for openness with different degrees of the latter for actors not previously involved in military security and defence issues. Innovation has been shown to involve reshaping, in particular, industrial defense policy by identifying different tools for enhancing openness with varying degrees of openness) for actors not yet involved in military security and defense. Flexibility in the management of strategic ecosystems and a dynamic vision of interdependence between actors affect the ability of the system to operate in conditions of open innovation and ensure adequate management of openness

Abstract Previous studies on the relationship between environmental regulation (ER) and technological innovation efficiency of defence industry (TIE-DI) mainly focus on variability and complexity, while few empirical studies have incorporated environmental flexibility into models, and most of them are based on questionnaires. Therefore, this paper takes environmental regulation and environmental policy complexity (EPC) as the entry point, so as to discuss the feasibility of improving the technological innovation efficiency of China’s defence industry enterprises (CDI), which aims to empirically test the mechanism of ER and EPC on improving the efficiency of applied technological innovation of China’s defence industry enterprises. The research conclusion provides sufficient theoretical basis and empirical support for strengthening the technical innovation efficiency support, standardising the market order and the market leading, establishing the information disclosure mechanism and improving the internal control of industrial enterprises.

The research proposes the analysis of technology management and innovation model, from the experience of twenty Colombian researchers, from a Research, Development and Innovation Centre related to aerospace and defence issues, such as, objective of RDI in defence, the ideation process, the process of developing science, technology and innovation (STI) projects, the organizational structure for RDI, the availability of public and private resources, the project financing process, the corporate willingness to adopt technologies, the support process for the technologies developed and the transfer of results were reviewed. The research was developed under the qualitative method, carrying out a descriptive and non-experimental analysis under an empirical phenomenological design, using interviews as a research instrument. As a result, it was possible to identify parameters to enhance and improve RDI capabilities in aerospace defence projects and generate a spillover effect on other actors, identifying relevant aspects to strengthen.

In twentieth-century Australian criminal law a distinctive departure from the M’Naghten Rules developed as a critique of the discourse of reasoning and verdicts applying in the relevant English trials from the 1880s. The English verdict of ‘guilty but insane’ was criticized by the leading jurists as contradictory. In a sequence of influential judgments, the jurist Owen Dixon articulated an approach to the insanity defence that made room for a medico-legal discourse which broadened the possible referents of what it meant to ‘know’ the legality of an act, and also acknowledged the complex behavioural factors that might determine an act of homicide. This paper explores the shaping and significance of this departure and its comparative judicial, medical and social contexts. A concluding discussion considers whether the more flexible interpretation of the insanity defence implied by the direction of Dixon’s decisions made as much of a difference to frequency of use of the defence as the contemporaneous decline and eventual abolition of capital punishment.

The relevance of this study resides in the need to determine the key measures for a more effective application of the mechanism of public–private partnerships (PPP) in the implementation of large-scale infrastructure projects, aimed at developing the innovation potential of the Russian defence–industrial complex (DIC). Through the analysis of foreign practices of the application of PPP in the defence industry, representing a vast body of scientific and popular literature on the development of the defence industry in the U.S. and the countries of Europe and Asia, as well as a review of the domestic regulatory framework, the authors have identified the most common and key problems that are obstacles to the effective and sustainable development of PPP mechanisms, and their application not only in the civil, but also in the defence sector. This work pays specific attention to the requirements that are imposed on public and private partners in the process of implementing PPP projects in the context of SDO performance, along with the risks that are inevitably associated with the activities of each of the parties. As a result, the authors present a graphical interpretation of the algorithm for financing the state defence order (SDO) and disclose the system of interaction between the elements of a given algorithm, as well as formulating an essential recommendation for the further development of PPP in Russia.

Purpose The purpose of this paper is to discuss how a seller can use interactions to respond to public procurement needs for innovation when the buying side is restricted by public procurement regulations. Design/methodology/approach The authors collected data using qualitative semi-structured interviews of different empirical examples, in which private–public interactions of four different high-technological products are studied. Two products belong to the defence industry and two to the civil industry. Findings The findings point to three types of innovations in public procurement: product, service and business model. The empirical examples further indicate, as suggested in previous studies, that innovation is hindered by regulations that limit interaction between suppliers and the public. In addition, the empirical examples indicate that firms mobilize actors in their network when the buyer is restricted in regard to interaction. The findings also add to the IMP literature by comparing interactions in the three types of innovations in the public procurement context. Originality/value Public procurement is an area where innovations are lagging behind, compared with private procurement. Research points to limited interaction between actors as an obstacle to innovation in public sector collaborations. This paper extends the literature on how organizations interact in the setting of public procurement. The authors identify demand and supply triggers for three types of innovations: product, service and business model innovation.

Since the end of the Cold War, the defence industry has emerged as a leader in innovative technologies, and the Russo-Ukrainian war has provided a unique opportunity to test these technologies in a real combat scenario. As a result of the geopolitical events of February 2022, the European defence industry has faced unprecedented political, economic, and technological changes. This study examines these transformations through semi-structured, open-ended, in-depth interviews with twenty-five experts across ten European countries, analysed using qualitative content analysis, with a focus on small and medium-sized enterprises (SMEs). While perspectives on the necessity of defence innovations vary, there is considerable market demand for both disruptive innovations and the advancement of conventional technologies. However, despite the theoretical benefits, the current uncertain environment leads policymakers to view international defence collaborations as insecure. Consequently, SMEs develop military technological innovations either independently or with domestic partners. This study's novelty lies in its foundation on real empirical data, contributing practically applicable insights to the existing literature on the subject.

Military-civilian integration is an effective way to promote the development of defence engineering, but existing studies have not given a clear answer whether the participation of private enterprises in military business is conducive to promoting technological innovation of enterprises. In this study, A-shared listed companies in China from 2001 to 2018 were sampled, and the influence of their participation in military business on technological innovation was investigated using a multi-period difference-in-difference (DID) method. Results show that: (1) by joining the military business, private enterprises can significantly strengthen their R&D inputs and substantive innovation, thus promoting their technological innovation. (2) The participation of enterprises in military business acts upon substantive innovation outputs and further affects their technological innovation through R&D input intensity. (3) Participation in military business exerts a stronger positive promoting effect on enterprises in regions with a high marketization level than in regions with a low marketization degree. By joining the military business, SMEs are driven to enlarge their R&D inputs, while large enterprises can enhance their innovation outputs. The policy implications of the obtained conclusions indicate that it requires to be strengthened for private enterprises participating in military business to help reduce their technological innovation risks and improve the construction level of defence engineering projects.

<p>This research examines the impact of intellectual capital on operational performance through innovation capabilities in the defence industry in Indonesia, PT. Pindad (Persero). Network processes within the company are assessed by internal performance, which is described by the company's operational performance. 142 employees who work in the production function were sampled in this research using the probability-sampling method with a stratified random sampling type. SEM-PLS was used as a data analysis model. Human capital, structural capital and social capital are three components used in the research. This study provides empirical evidence that these three components influence operational performance. In addition, it is known that human capital, structural capital, and social capital affect innovation capability, and the company's operational performance is influenced by innovation capability. In an indirect relationship, the results interpret that the influence of human capital, structural capital and social capital on the company's operational performance can be through innovation capability. This research provides input to the defence industry to improve performance by increasing the intellectual capital owned by the company without ignoring the importance of innovation capability.</p>

This study aims to explore the relationship between customer orientation, innovative and organizational performance as well as to ascertain crowdsourcing’s mediating role in augmenting innovative performance in the Turkish Defense and Aerospace Industry. A survey was distributed to 54 C-level executives who are members of Turkish Defense and Aerospace Manufacturers Association (SaSAD). First, a regression analysis was used to predict the impact of customer orientation on innovative and organizational performance. Then, a hierarchical regression analysis was performed to assess if crowdsourcing has a positive impact on enhancing innovative performance. While customer orientation has a somewhat moderate impact on organizational performance, it enhances organizations’ innovative performance to a great extent. Furthermore, while innovative performance does not have an immediate positive impact on organizational performance in the short-term, crowdsourcing significantly helps organizations to augment their innovative performance. Whereas extant studies of strategic orientation have focused mainly on the orientation–performance relationship, very few studies provided quantitative evidence regarding the exclusive impact of customer orientation on performance. More importantly, this study aims to explore the mediating role of crowdsourcing between customer orientation and innovative performance in the Turkish defence and aerospace industry, which has a completely peculiar structure.

The paper examines key moments when innovations such as the development of bow and arrow, gunpowder, RADAR, proximity fuse, cryptography, and computer malware have provided nations, civilizations, and communities with a vital advantage in safeguarding their security. Furthermore, the paper explores the mutual relationship between scientific research, innovation, and economic growth. It highlights how investments in science bolster a country's defence capabilities and foster innovative ecosystems that drive economic prosperity. Ultimately, this paper seeks to provide a comprehensive overview of the contributions of science to national security and well-being. Defense is a strategic sector that is closely tied to national security and sovereignty. As such, governments tend to have a strong interest in supporting and developing the defense industry in their countries. This paper aims to investigate and identify to which of the four types of industrial clusters described by Markusen, the Danish Defence Space and Security (CenSec) cluster belongs to. Our initial argument is that CenSec has the characteristics of a state-anchor cluster, because in the defense cluster, the role of government is typically decisive due to the nature of the industry. The analysis will also explore the implications of the type of cluster for policymakers and industry stakeholders in terms of promoting innovation, competitiveness, and economic growth in a broader correlation with the European business and institutional ecosystem.

It is a commonplace to state that the operational environment is inherently complex. In such a volatile, uncertain, complex and ambiguous, or in short VUCA, environment traditional approaches to plan, prepare and execute missions are no longer applicable. VUCA environment features challenges and problems that can be either tame or wicked. A tame problem is linear in nature and yield to engineering approaches. It is decomposable into parts and solvable through a chain of causal assumptions. The bulk of problems, however, posed by the VUCA environment is wicked and not amenable to linear solutions. These problems require design thinking that is a novel approach. Design thinking is a conceptual tool to deliver non-linear solutions by taking advantage of right-brain creative thinking and left-brain analytical thinking. If applied properly, design thinking can make the best of both worlds.

While significant scholarly work has been dedicated to the institutionalization of the European External Action Service (EEAS) and its role in shaping the European Union’s (EU) foreign policy goals, less attention has been given to the Service’s wider competencies and agenda-setting power in the case of the Common Security and Defence Policy. This article aims to assess the growing role of the EEAS in defence and in spearheading new ways of bridging foreign policy and security in a comprehensive manner. In doing so, the research explores how the security and defence dimensions were incorporated into the EEAS, by examining the processes of institutionalization in the EEAS crisis management structures in the post-Lisbon context, and by zooming in on the intergovernmental and supranational dynamics in the European security and defence architecture. The article finds that continued organizational innovation and the reinforcement of supranational mechanisms in the EEAS and the European Commission have had a positive impact on the EU’s security and defence, representing a step further in bridging the foreign policy, security and defence divides at the EU level. With rapid advancements in technology radically impacting and changing current ways of working globally, many industries and sectors, including the Defence force, are implementing new approaches to respond to and address these challenges. Design thinking is one approach to assist in this response, as it provides a novel process for solving complex problems. This article presents a specific design approach for addressing contextual Defence problems in the form of a design thinking framework based on a review of the existing literature concerning design and Defence. The article contends with the role of design as a value-added methodology in Defence strategy and development, and it reports on a unique set of design thinking capabilities for a Defence-specific context that are not only essential for the implementation of a design-led approach to innovation but are of great assistance in overcoming its associated challenges. The Defence by Design framework works with an identified military objective that, when applied, overcomes the natural bias that Defence personnel may exhibit during routine gaps and opportunities analysis. By detailing the different stages of the framework, and demonstrating their iterative nature, through the documentation of a working example ‐ ‘Man Overboard’ ‐ this article presents a new approach yet to be realized in Defence globally.

This article brings to attention one of the main developments recorded in the context of European defence cooperation, namely the establishment of the European Defence Fund (EDF). Conceived as an initiative aimed at contributing to the financial support of cooperation projects in the fields of capability development and defence research, the EDF represents an innovation that began to operate starting with 2021, offering additional perspectives for strengthening the Common Security and Defence Policy. Although it is a new initiative, the European Defence Fund was preceded by preparatory measures in which the necessary procedural framework and mechanisms were defined. From this perspective, the analysis developed in this article deepens the thesis regarding the positive impact of EDF for the sustainability of European cooperation in the field of defence. The strategic value of the new tool for integrating capability development and research aspects is another direction explored in the article. Last but not least, the economic role of EDF benefits of special attention in this study, from the perspective of the way in which various entities from the EU territory perceived EDF, being reflected mainly in the increase of their participation in the drafting projects and participating in competition.
