This paper examines the risk perception of Filipino nurses who worked in Libya during the height of post-2011 crisis. The narratives reveal that Filipino nurses took advantage of the massive hiring campaign organized by Libya’s Ministry of Health in 2012, hoping that their migration experiences would result in economic and social rewards as they established their careers in the healthcare industry. After 2 years of adjustment to the conflict-ridden environment, they found themselves situated in another episode of civil war, once again defying the Philippine government’s mandatory repatriation program. Guided by Carretero’s (Risk-taking in unauthorised migration, 2008) thesis, we observed the mechanism of defiance that entails risk-taking as the political crisis loomed. Filipino nurses, especially those who initially refused to leave Libya, embraced an “illusion of control” that eventually reinforced an “unrealistic optimism.” These risk-minimizing strategies have successfully undermined the protective powers of the state. The paper argues that Filipino migrants in crisis zones like Libya undertake risk calculation and reduction, albeit with a tendency to commit risk denial and a false sense of empowerment and exceptionality. In the end, however, it is emphasized that these mechanisms have limitations, depending on the experiences, timing, and risk interpretation of the migrants.

Resumo:

Mais de 95% da produção brasileira de castanha-da-amazônia é oriunda da coleta extrativista sendo poucos os plantios para produção comercial. Buscando contribuir com informações básicas para o melhoramento genético da castanheira, este estudo teve por objetivos: estimar os coeficientes de repetibilidade para o número de frutos (NFP); determinar o número adequado de medições para uma eficiente seleção de matrizes; e, selecionar castanheiras promissoras em dois castanhais nativos, no Estado do Acre. O estudo foi realizado em parcelas permanentes no Filipinas (Resex Chico Mendes, Epitaciolândia-AC) e Cachoeira (PAE Chico Mendes, Xapuri-AC). O número de frutos por planta (NFP) foi avaliado em 140 castanheiras no Filipinas, no período de 2002 a 2014 (13 anos), enquanto no Cachoeira foram 175 castanheiras de 2009 a 2014 (seis anos). As análises genético-estatísticas foram feitas com base na metodologia de modelos mistos, utilizando-se o software Selegen-REML/BLUP, Modelo 63. Foram selecionadas 20 matrizes, sendo 08 no Filipinas e 12 no Cachoeira. Em ambos os castanhais, a variância fenotípica permanente (Vfp) representou a maior porcentagem da variância fenotípica individual (Vf). O coeficiente de repetibilidade foi considerado moderado para o Cachoeira e alto para o Filipinas. Considerando um coeficiente de determinação de 90%, seriam necessários sete anos de avaliação do NFP para o Cachoeira e seis anos para o Filipinas. O banco de dados existentes para a produção de frutos das castanheiras é suficiente para se realizar a seleção de matrizes com alta produção de frutos. Com base nos valores estimados espera-se que a nova população apresente uma produção média de 465,3 frutos.arv-1, indicando um ganho na produção de frutos cerca de 2,4 vezes para o Cachoeira e 4,2 para o Filipinas.

Resumo:

The strong typhoon Yolanda (international name: Haiyan), which buffeted the central Philippine region on November 2013 spurred the publication of several relief anthologies, so-called because they were primarily intended to raise funds for the disaster victims. This paper argues that as a distinct method of volunteerism, the poems that comprise the Yolanda relief anthologies are ecopoems which not only bear intrinsic ecological themes that confront an environment in crisis but also embody what Filipino poet Luisa A. Igloria describes as a "work of witness and deep engagement" in a time of climate and humanitarian crisis. In analyzing the five poems from two Yolanda relief anthologies, namely, Agam: Filipino Narratives on Uncertainty and Climate Change and Verses Typhoon Yolanda: A Storm of Filipino Poets, this paper utilizes the theories developed by the Filipino poets who are themselves contributors to these relief anthologies, specifically on how poetry is an act of witnessing and functions as an agency of symbolic aid. The findings contribute to the discourse on ethical literature and thus suggest that the existing brand of Philippine ecopoetry allows for poems that articulate empathic and hopeful agency towards climate-related disaster survivors.

Resumo:

While autoimmune diseases have been frequently found to coexist in the same patients, the co-occurrence of myasthaeniagravis and antiphospholipid antibody syndrome (APAS) has only been reported in eight cases. We present a case of a 46-year-old Filipina who developed ischaemic stroke while admitted at the neurocritical unit for myasthaenic crisis. She was successfully thrombolysed with intravenous recombinant tissue plasminogen activator (rTPA), given a regimen of intravenous Ig and a dose of cyclophosphamide prior to discharge. Extensive workup revealed APAS to be the aetiology of her stroke. Twenty-one months into her follow-up, she is doing well with a modified Rankin Score of 0. Our case suggests that rTPA followed by immunomodulators may be given safely in myasthaenic crisis patients who develop ischaemic stroke. We emphasise the importance of doing a comprehensive neurological evaluation in agitated patients in the critical care unit.

Abstract The flow work is focused around discovering the aspects that fixed Argentina's during the recent (2014) crisis nation's destiny. Variables focused around prior analysis utilizing the logistic regression model conveyed for a twelve years period (2002-2013 to clarify the occurrence and checking whether conceivable elements could be foreseeable. The results demonstrate that foreign exchange reserves reduction, monetary aggregates (M3) raise, crises in trading partners, oil price and consumer price index level seem to boost early 2014 turbulence and they also predicted accurately the forthcoming crisis. Also the development of the phenomenon was rapid giving positive signs later than the previous works suggested. The capital flight named as the major factor that led to depreciation is statistically unimportant.

This thesis analyses the social struggles that occurred between 2010 and 2014 during the crisis in Greece: labour struggles, the movement of the squares, demonstrations and riots, neighbourhood assemblies, solidarity projects and economies, local environmental struggles, and anti-fascist and migrants' struggles. It discusses their internal and external limits in the historical specificity of the contemporary crisis and class relation. Drawing critically on Théorie Communiste's periodising schema, these struggles are framed, first, through a shift in the dynamic of the class relation effected by the crisis and the restructuring, which is a continuation of the first phase of 'neoliberal' restructuring in the 1990s. This shift intensified a central capitalist contradiction: while the capital relation imposes most violently the absolute dependence of subsistence on the wage, the wage relation fails to guarantee subsistence and integrates proletarians as surplus to capitalist reproduction. Second, the struggles are framed through the deep political crisis of state sovereignty and the relation between state and civil society, caused by the relentless imposition of the restructuring in conjunction with supranational institutions. These historical transformations are traced through the mutual constitution of international tendencies and the development of class struggle in Greece, against theories of dependency and underdevelopment. Ideological responses to the financial crisis and the logic of the restructuring are interrogated by employing theories of value, fetishism, and the state influenced by the German 'value-form' debate. Foucault-influenced conceptions of governmentality and sovereignty are also deployed to examine the restructuring's forms of imposition and the biopolitical crisis-management strategies of the state, which reinforced the racialised and gendered constitution of civil society. The thesis argues that these two elements, the changing dynamic of the class relation and the crisis of the state and civil society, defined the struggles of this period, in which two core characteristics can be identified. First, labour struggles confronted the dilemma between the necessity and inadequacy of the wage through an ambivalence between their attachment to work and their estrangement from it. This ambivalence did not question the terms of the dilemma posed, which were only questioned fleetingly in riots that interrupted the normality of commodity exchange. Second, the deep political crisis provoked struggles defending democracy, with the disempowered 'Greek citizen' as their central subject, which constitutively excluded migrants. The splitting of these struggles between leftwing anti-imperialist and rightwing anti-immigration nationalism, and into a struggle between fascism and anti-fascism, were not able to challenge this constitutive exclusion, which was only questioned by migrants' own struggles. Nationalism and the drive to reinforce unsettled social hierarchies played into the governmental effort to contain the political crisis, through the state's biopolitical management of the migrant and marginal, racialised and gendered surplus populations produced in the crisis.

This diploma thesis aims to analyze and evaluate the structure of the labour market in different economic cycles in the Czech Republic during 2004-2014 and compare reciprocity with German labour market, which is closest to the Czech. The theoretical part deals with general issues in the labour market, the economic cycle and the development of the global economic crisis. The work confirms the hypothesis that nowadays in 2014, four years after the economic crisis that hit the Czech economy in 2008-2010, the structure of the labour market in the Czech Republic has changed compared to the years before crisis. It also partially confirms the minor hypothesis that labour market indicators still haven´t reached the level which Czech Republic had before the crisis. The unemployment rate is still not at pre-crisis levels, but employment improved compared to 2008

In late 2013, a severe drought hit the metropolitan region of Sao Paulo, Brazil's most populous city and main economic center, and precipitated a water supply crisis. As water availability became increasingly strained during 2014, myriad collective action efforts by civil society actors sprung up in the city. My thesis explores this social mobilization around Sao Paulo's supply crisis as a window into water politics and governance when water supply problems and solutions are unclear but have important political and service repercussions for different stakeholders. Two interrelated questions guided the research: How and why did particular forms of social mobilization around the water supply crisis emerge and develop? How did civil society actors transform their problem definitions into action strategies? I answer these questions by tracing the mobilization process of two broad-based civil society coalitions that emerged in the context of the crisis: the Alliance for Water (Alianca pela Agua) and the Collective for Water Struggle (Coletivo de Luta pela Agua). This analysis helps uncover underlying value disputes shaping how different actors framed problems and opportunities during the crisis. At the same time, it sheds light on the ways in which maintaining flexible problem frames and fluid relationships with one another allowed the two coalitions to reach beyond ideological stances and traditional strategies. Through fluid mobilization dynamics, they were able to either carve or take advantage of spaces for participation while still advancing particular organizational goals. While it is not clear what the long-term outcomes of mobilization will be, I argue that the efforts of both coalitions served to amplify different civil society voices, facilitate knowledge sharing about water issues, and open up channels for greater participation in water governance.

Los constantes cambios e inherente evolución nos obliga a re plantearnos la importancia del ser humano, poniéndolo como fin último del trabajo de las organizaciones y naciones. Lo que nos lleva a hablar de la economía del desarrollo que ha estado muy presente en la lucha contra la pobreza y el subdesarrollo económico y social desde un punto mucho más cercano a la realidad que viven las personas, lo que es reforzado por los gobiernos que no se centran únicamente en la búsqueda de crecimiento económico sino que centran sus esfuerzos en políticas que incentiven un desarrollo multidisciplinario sostenible. En la presente investigación abordaremos este tema a través del Índice de Desarrollo Humano, que es un índice creado en 1990 por el Programa de las Naciones Unidas para el Desarrollo (PNUD) mediante el cual, se busca conocer el desarrollo humano a través de factores como el Producto Interno Bruto Per Cápita, la educación y la esperanza de vida y no sólo a través del PIB, como habitualmente se hacía, lo anterior ayuda a generar una visión más amplia sobre la realidad que viven las personas en los diferentes países. Cabe destacar que el trabajo del PNUD no se limitó únicamente a la creación del Índice de Desarrollo Humano (IDH), ya que desde 1990, realiza un informe anual sobre desarrollo humano en el cual aborda temas específicos de relevancia mundial, a fin de describir el contexto de la problemática en la cual se centra, a la vez que emite recomendaciones en pro de generar un ambiente propicio para el desarrollo humano de las naciones. Para esta investigación tomaremos a España como caso de estudio y nos centraremos en las dificultades que enfrentó durante la crisis financiera de 2008 y la afectación que ésta tuvo sobre el desarrollo humano de sus habitantes.

The world is facing an increase in natural disasters due to climate change, and Sweden is no exception. In the past 10 years Sweden has endured two large forest fires which devastated both land and property and which had huge financial impacts on society. Learning from such disasters is an important task for the crisis management system since learning is vital to be able to both prevent, prepare for, and manage new disasters. By conducting a qualitative in-depth analysis of the post-crisis learning process after the forest fire in 2014, this study aims to examine how actors learn from disasters as well as provide insight into the post-crisis organisational learning process in general. The actions of the Swedish Government and Parliament is evaluated by linking organisational learning to policy change, in such that for learning in the post-crisis management to have happened, the actor needs to have both identified lessons from the disaster, as well as implemented these into policy. In this study a text analysis is conducted on the two inquiries ordered by the Government after the fire to determine the “lessons identified”, and a plethora of government documents is analysed to ascertain whether the lessons identified have been acted upon and implemented into policy. It was found that the inquiries identified many valuable lessons, and that the authorities in most cases had implemented, or tried to implement, the lessons into policy. However, the protracted process of implementation, which led to some measures not being fully implemented until 2021, allowed new fires to occur before the issues were remedied. It is therefore argued that the efficiency of the Swedish Government’s post-crisis learning process should perhaps be questioned.

After the devastating forest fire in the Swedish region of Västmanland in 2014, numerous investigations and evaluations suggested measures to improve the Swedish crisis management and preparedness. Yet, after a new wave of severe forest fires in 2018, the Swedish Civil Contingencies Agency (MSB) concluded that the lessons from 2014 had not been sufficiently implemented, since several issues reoccurred. The research area of obstacles to crisis-induced learning among public organizations is rather young, and any widely acknowledged theories are still lacking. This case study focuses on the crisis-induced learning process within MSB after the 2014 forest fire. Three hypotheses are derived from previous literature and modified to the case, and tested through a process-tracing plausibility probe according to an abductive approach. The analyzed material consists of documentation from the learning process in combination with semi-structured informant interviews with current and previous members of staff. The analysis confirms that the crisis documentation was insufficient which in most cases affected the learning process negatively. It further identifies an aspect of accessibility to this obstacle which should be considered in future research. As expected, the crisis learning was mainly based on the single-loop approach, although a few indications of a deeper organizational adjustment occurred. No significant indications of conflicting opinions within MSB were found in the documents, although some informants described how incompatible opinions had emerged. In most cases they impeded the process, as expected. However, in one case the conflicting interests were perceived to improve the learning outcome. This finding suggests that conflicting opinions, in comparison to previous claims, do not necessarily prevent learning. The relation between conflicting opinions and crisis learning must thereby be further explored. Additional indications of possible obstacles were that the process depended on individuals, the institutional memory was insufficient, the learning process differed between departments, and that lacking resources prevented the implementation of measures. The study ends by suggesting learning improvements and discussing the new insights for the hypotheses which can be used in future research.

The 2014 Ebola Outbreak which is still ongoing in Sierra Leone and Guinea, in West Africa, have caught the attention of media globally. By exploring the coverage of the outbreak within the concept of global crisis reporting and global journalism as news style, this study compares two newspapers, one based in South Africa (The Mail & Guardian) and the other one from the United Kingdom (The Guardian). How we define ’global crisis’ from different media systems that cut cross, these two media motivate the study to dig in to explore similarities and differences in the Ebola news coverage from Cottle’s and Berglez’s point of views. A content analysis was used to analyze news story articles (text) published in both newspapers. A census selection of 72 articles from both “Mail & Guardian” and “the Guardian” digital newspapers was applied. The selection of articles was based on the news stories article published within the two months (July and August 2014). The time frame used was a critical moment for the outbreak since it had started expanding to other countries. Through the analysis, both notions of global crisis and global journalism as news style has been identified in the 2014 Ebola coverage.

This study builds on the idea that discourses have the power to show that national identity did influence the puzzling foreign policy behaviour of India in March 2014 during the Crimean crisis. When analysing the material and illustrating the identified discourses, discourse- theorists Laclau and Mouffe’s framework is used both as theory and method. Discourse analysis has its starting point in the idea that the reality is accessed by the means of language. The use of Laclau and Mouffe’s discursive framework is motivated by the fact that it aims to create an understanding of the social phenomena in question (e.g. the Indian puzzling foreign policy behaviour) by applying discourse analytical tools on texts. Moreover, discourse analysis claims that identities are the result of discursive processes and that political articulation, e.g. foreign policy behaviour, creates the society; ideas that goes well with this paper. Since language is “structured discourses” and because it creates the world which we live in, it is possible to turn to the use of language when conducting a discourse analysis. To decipher which discourses that evolved around the Crimean crisis in March 2014, and to make the connection between national identity and foreign policy behaviour, articles from the three most read Indian newspapers in English are used as material. These articles are triangulated with statements published during 2014 on the homepage of the Indian Ministry of External Affairs. This paper tells a rather alternative story compared to that of interest- and power based explanations with roots in realism, since it emphasises that national identity influences foreign policy behaviour. The analysis concludes that two discourses can be deciphered in the material, namely Democracy and Multipolarity, which thus can be seen as elements of Indian national identity. These two discourses imply that the Indian national identity can explain its puzzling foreign policy behaviour in the Crimean crisis in March 2014.

Resumo:

This essay is an analysis of the Swedish crisis management, as a policy subsystem using the Advocacy Coalition Framework. By applying a Causal Process Tracing method, the main issues of division within the policy subsystem will be examined, and the effects of the 2004 South East Asian tsunami as an incitement of policy change. The major finding is that the reforms that followed the tsunami investigations, to a large extent were planned prior to the tragic event, the main changes seem to have been halted by the 2006 election and change of Office. The cross-party coalitions that were found have theoretical implications for the ACF research.

Efforts are currently needed in the optimization of crisis management, as instability can occur in all areas. As it is the Prime Minister's attribute, crisis management is an area of responsibility of the Government and this enables extensive optimization approaches. Crisis management task returns to a specialized structure, multiministerial Joint Command type, subordinate to the Executive. In order to improve future involvement of multiple participants, e-Learning strategies must be used, these strategies being tailored to the command / control chain for the Gold, Silver and Bronze commands, structured on all levels of execution. Strategies and software used will be addressed to the commands, both during crisis management and consequences management. In working with the Learning Content Management System, it is important that multiple participation, analysis, results' assessment and feedback correction be considered from the perspective of the Effects Based Approach Operation. This allows the increase of the level of the educational act through specific methods, and also the increase of information quality in the system for decision making of both manager and operational levels, achievable in the complex and fluid changing environment. The activities that can take place through e-Learning technologies give the possibility of multidisciplinary analysis of adopted solutions, allow the improvement of the decision taken, in real time, in the same time involving all the headquarters that are responsible in solving the crisis. The possibilities of Computer Based Training help in an efficient manner to improve the organizational culture by developing the cooperation spirit between the structures that are activated in the virtual model, assuring the suitable instruments as for the performers to find good solutions for the operational environment created for them. Based on the experience of the leaders, computers can be used to extend learning. By implementing the process of e-Learning in crisis management at all levels, facilitates quick connection of the national system that are dealing with the situation with similar European and NATO sub-systems, with the help of computers. Naturally, the positive practices will be quickly and efficiently generalized through the specific possibilities assured by the virtual environment, in a multiple framework that accentuates the need for multiple collaboration.

Cuánto de las variaciones de la tasa de cambio se traspasa a la inflación es una pregunta de principal interés para la autoridad monetaria, los inversionistas, el sector real y el mismo gobierno. Este documento estima el grado de traspaso de choques de la tasa de cambio del peso sobre la inflación básica en Colombia para cuatro momentos cambiarios críticos que enfrentó la economía: crisis internacional de las dot.com (2002), profundización de la crisis financiera internacional ante la quiebra de Lehman-Brothers (2008), colapso del precio internacional del petróleo (2014) y explosión mundial de la pandemia de la Covid-19 (2020). Para lograr el objetivo se utiliza información trimestral del período 2000 a 2020 y un modelo de vectores autorregresivos con parámetros cambiantes estimado por métodos Bayesianos. Los resultados indican que, primero, el grado de traspaso del choque cambiario a la inflación depende del choque y del tiempo. Segundo, un choque de 1% de la tasa de cambio del peso tuvo un traspaso máximo de 0,05% a la inflación básica en la destorcida del precio internacional del petróleo de 2014, de 0,03% en la crisis de las dot.com, de 0,02% en la quiebra de Lehman-Brothers y de 0,01% en el estallido de la pandemia del COVID-19.

Global military expenditure is estimated to have been $1917 billion in 2019, the highest level since 1988. The total was 3.6 per cent higher in real terms than in 2018 and 7.2 per cent higher than in 2010. World military spending rose in each of the five years from 2015, having decreased steadily from 2011 until 2014 following the global financial and economic crisis. This Fact Sheet highlights the regional and national military expenditure data for 2019 and trends over the decade 2010–19. The data is from the updated SIPRI Military Expenditure Database, which provides military expenditure data by country for the years 1949–2019.

This publication is the first to provide a comprehensive, systematic and rigorous analysis of the costs of crime in Latin America and the Caribbean. The main challenges in the region are addressed: the social cost of homicides, private and public spending on security, the penitentiary crisis, violence against women, organized crime and cybercrime. The volume estimates that the direct cost of crime for 17 LAC countries in 2010-2014 is, on average, 3.5 percent of the region's GDP--twice as much as in the developed world. This volume also provides a detailed analysis of the costs of crime in Brazil by state, as well as an examination of the geographical distribution and drivers of crime in the most dangerous subregions: the Northern Triangle in Central America and the Caribbean. The situation in terms of violence against women and cybercrime is assessed: the region is lagging behind to confront these new and old crimes. Targeting social assistance in situations of protracted conflict, displacement or recurrent climate shocks so that it reaches those most in need in a timely and effective manner, and without doing further harm, is a complex technical and political challenge for development and humanitarian actors across government and non-government sectors. Trade-offs involving costs beyond the economic – such as risk of exclusion, and concerns over protection and social cohesion – raise key questions about who to target, how to target or whether to target at all (i.e. through universal coverage or lotteries). While targeting effectiveness is fairly well researched in stable development contexts, there is much less understanding and evidence about what works best in protracted crisis settings. This paper is one of three country case studies covering Ethiopia, Niger, and Nigeria. Each case study focuses on a specific time period to demonstrate how the challenge of targeting might be approached in situations of protracted crises based on actual historical examples. The objective of this approach is to generate insights on the topic of targeting in a comparative way and by considering vulnerability as a dynamic condition. The case studies will be used to produce a synthesis paper that will bring findings together to draw out general lessons for targeting social assistance in crisis contexts. This case study focuses on the 2012 Sahel drought, which produced a food security emergency in Niger. Using two years of panel data (2011 and 2014) from either side of the 2012 drought crisis in the Sahel, we analyse who was affected by the shock and how they were impacted. We use the data to model the notional performance of different potential targeting approaches – had they been used at the time – to indicate the types of choices and trade-offs that may be necessary when selecting appropriate targeting criteria for responses to similar crises in the future. Finally, we also consider the status of enabling conditions (such as mobile phone network and electricity coverage) for implementing different targeting approaches in shock-responsive social assistance.

Between 2014 and 2020 over 1.8 million refugees fled from Venezuela to Colombia as a result of a humanitarian crisis, many of them without a regular migratory status. We study the short- to medium-term labor market impacts in Colombia of the Permiso Temporal de Permanencia program, the largest migratory amnesty program offered to undocumented migrants in a developing country in modern history. The program granted regular migratory status and work permits to nearly half a million undocumented Venezuelan migrants in Colombia in August 2018. To identify the effects of the program, we match confidential administrative data on the location of undocumented migrants with department-monthly data from household surveys and compare labor outcomes in departments that were granted different average time windows to register for the amnesty online, before and after the program roll-out. We are only able to distinguish negative albeit negligible effects of the program on the formal employment of Colombian workers. These effects are predominantly concentrated in highly educated and in female workers.

América Latina y el Caribe (ALC) fue la única región que logró el Objetivo de Desarrollo del Milenio (ODM) de reducir a la mitad la proporción de personas con desnutrición entre 1990-2015. Sin embargo, desde entonces, la región ha experimentado un aumento en el número de personas que enfrentan hambre. De hecho, ALC pasó de tener 38 millones de personas en condición de hambre en 2014 a 42,5 millones en 2018. La pandemia del COVID-19 y otras crisis recientes han agravado este problema al aumentar la pobreza y la desigualdad, además de generar presiones inflacionarias que han encarecido el precio de los alimentos. Actualmente, se estima que más del 40% de la población en la región sufre de inseguridad alimentaria y 8,6% están en condición de hambre (FAO, 2022). Para enfrentar este problema, es crucial que los gobiernos de la región implementen políticas de desarrollo agrícola y social que promuevan sistemas alimentarios resilientes, sostenibles e inclusivos mediante la implementación de políticas que aborden la inseguridad alimentaria en sus cuatro dimensiones: disponibilidad, acceso, utilización y estabilidad de los alimentos.

The middle class, or rather middle classes, to do justice to their heterogeneity, have been and continue to be at the centre of the long political and economic crisis that has been ravaging Brazil since 2014. Available interpretations that try to explain the positions taken by different political authors are biased by structural, ideological, or cultural determinism. To escape these determinisms, I draw on Stuart Hall’s political sociology in order to understand the link between the class situation of the middle classes and their constitution as political subjects of various shades as contingent intersectional articulations. The emphasis on contingency obviously does not imply a belief that political developments are fortuitous and detached from social structures. Nor does it ignore the existence of groups with deeply held ideological or cultural convictions who consistently adopt, over long periods of time, political attitudes compatible with these beliefs. However, taken as a whole, the middle classes have shown a very heterogeneous and changing political trajectory over time. They adhere to discourses - both right-wing or more egalitarian ones - and make political choices based on the power of these narratives to capture, in given circumstances, their anxieties, expectations, claims and aspirations.

Resumo:

This edition of the Caribbean Economics Quarterly (Q2-2022) is a collaboration between the IDBs Caribbean Country Department and IDB Invest, which focuses on firms access to finance. The report begins by considering both the nature and history of the regions financial sector development, highlighting key measures of financial access and adequacy. It then leverages enterprise survey data developed by the Compete Caribbean partnership to assess legacy and emerging challenges facing firms from across the region, including those owned and/or operated by women. Newly available data from 2020 are compared with a previous vintage of the surveys from 2014, providing important insights into how circumstances have evolved, especially considering the COVID-19 shock. The analysis suggests that: (i) financial sectors and firms across the Caribbean face outsized challenges, particularly when compared to peers across the globe; (ii) the COVID-19 crisis appears to have further constrained access to finance; (iii) smaller firms appear to face more significant hurdles than larger ones; and, (iv) women-owned and/or operated firms face more severe challenges with respect to financial access than other firms across the region. Policies and reforms with the potential to improve financial development, access, and inclusion are highlighted, as well as successful examples of IDB support and collaboration in related areas across the Latin American and Caribbean region.
