Résumé Le contexte social marque l'évolution des professions et les actions et discours des professionnels. Après avoir examiné les enjeux sociaux autour de l'utilisation et de la gestion de la forêt, l'article analyse les réactions des ingénieurs forestiers. La profession est brièvement présentée: sur la base de plusieurs indicateurs, elle affiche une grande homogénéité. Des problèmes particuliers la confrontent: crise forestière, contestations publiques, chômage des jeunes diplômés. Malgré un sentiment de forte légitimité professionnelle au sein des milieux de travail, les ingénieurs forestiers s'inquiètent du peu de reconnaissance sociale qu'ils obtiennent. Un discours, fondé sur leur compétence et leur utilité, s'est développé en vue de gagner cette reconnaissance sociale.

L’État en Afrique apparaît de plus en plus souvent comme un facteur d’insécurité, soit en raison d’un usage excessif du monopole de la violence physique soit en relation avec son intervention dans le jeu économique ou par l’effet de la répression des forces politiques adverses. Il s’agit donc de repenser l'exercice du monopole de la violence physique en réorganisant les armées et les forces de l'ordre. Il convient également de mieux distinguer État et pouvoir politique pour ménager un espace étatique autonome et réduire la prétention à un monopole étatique, mais en fait politique, de la vérité. Cette réforme de l’État permettrait d'échapper à une vision pessimiste et autoriserait le jeu des revendications et des contestations sans le risque de l’éclatement des formations sociales. Elle permettrait enfin de mieux répondre aux besoins de sécurité physique, morale, économique et sociale exprimés par les Africains.

Dans un contexte de contestations sociales (mouvement de boycott, la mouvance sociale à Hoceima…), les entreprises sont de plus en plus interpellées sur leur engagement RSE et sur leur redevabilité sociétale envers leur territoire d’action. En effet, elles sont sollicitées actuellement à adouber la nouvelle position de l’ensemble des parties prenantes de proximité (associations locales, population locale…) et à reconnaître la légitimité de leurs revendications qui s’inscrivent désormais dans une approche constructiviste des territoires et où toutes les parties prenantes doivent se concourir pour assurer le développement territorial escompté. Cette prise de conscience devrait, inéluctablement, être traduite par un plan d’action et une stratégie intégrée à leur business-model. Sur la base d’une étude de cas unique, notre recherche explore une réalité sociétale d’un groupe industriel minier en matière des pratiques RSE. Pour ce faire, nous interrogeons à plusieurs niveaux d’analyse certaines parties prenantes de proximité pour comprendre d’une part, l’état des lieux des actions menées par l’OCP site de Safi au niveau de la commune territoriale Ouled Salmane. D’autre part, pour analyser leurs attentes et perceptions au regard des engagements sociétaux du groupe OCP.

Une recherche exploratoire sur les principaux facteurs qui facilitent ou retardent le retour au travail a permis d’aborder l’expérience vécue par les travailleurs et les travailleuses qui, suite à une lésion professionnelle laissant des séquelles permanentes, sont passés par un processus de réadaptation physique, sociale et professionnelle dans le cadre de la loi québécoise sur les accidents de travail et les maladies professionnelles. Au cours du processus et à l’issue de celui-ci, les travailleurs sont confrontés à des conditions difficiles de retour au travail ou encore à des rejets répétés du marché du travail, à des contestations, à l’épuisement de leurs réseaux de support ou encore à des conflits conjuguaux. Cette situation de précarité et de marginalisation les expose à un vide identitaire et les rend vulnérables à la solitude et à l’isolement social.

Sommaire L'auteur décrit la composition de la Conférence internationale du Travail, « assemblée annuelle des Etats membres de l'Organisation internationale du Travail ». L'O.I.T. se propose comme but l'extension de la « justice sociale, dans l'intérêt de la paix mondiale ». Après une brève analyse des moyens dont dispose cet organisme, l'auteur établit les nécessaires distinctions entre trois types de décisions sur lesquelles l'O.I.T. peut s'arrêter: résolutions, recommandations et conventions. Il souligne ensuite le caractère de l'obligation des Etats-membres en face des conventions, parlant du rôle de l'opinion publique et du mécanisme des commissions d'enquête. L'auteur s'arrête assez longuement sur le cas des Etats fédératifs, ainsi le Canada, qui jouissent d'une situation privilégiée, car ici la compétence législative en matière du travail n'est pas réservée entièrement au pouvoir central. A la fin de l'article sont étudiées les contestations possibles et énumérées les sanctions éventuelles.

Cet article éclaire l’arrivée du pétrole en France, et plus particulièrement en Côte-d’Or. Alors que les premiers fûts sont importés en 1861 sur les côtes normandes, la première trace d’un dépôt de pétrole dans ce département rural organisé autour de la ville de Dijon n’apparaît pas avant 1877. Leur nombre s’élève à près de 960 en 1939. Cette croissance tirée par les usages lampants et plus encore par la demande de carburant liée à l’essor de l’automobile témoigne d’une « pétrolisation » qui pour être incontestable n’en a pas moins été contestée. Les conflits autour des demandes d’installation documentent une histoire sociale et environnementale du pétrole, que l’on peut ainsi écrire du point de vue des acteurs locaux (riverains et vendeurs), en prise avec les compagnies pétrolières et l’État.

Les vives contestations rencontrées par la politique de renouveau minier en France métropolitaine s’inscrivent dans la montée en puissance des mobilisations territoriales et environnementales, témoin de l’essoufflement de la gouvernance des projets industriels et d’aménagement. Définies comme un problème d’acceptabilité sociale, elles ont mené les acteurs de cette politique à la mise en place d’instruments destinés à gouverner les critiques qui lui sont adressées. Cet article analyse trois de ces types d’instruments (participatif, sociométrique, communicationnel) et met en lumière les référentiels sous-jacents qui en émergent : le territoire et l’environnement. L’échec des instruments participatifs met à jour l’inconciliabilité des positionnements entre la société civile d’une part, puis les acteurs administratifs et productifs d’autre part, et mène à la persistance des logiques néocorporatistes dans la gouvernance des ressources minérales. L’appréhension de plus en plus fine du territoire et de la diversité du monde social qu’opèrent les instruments sociométriques s’est également révélée insuffisante pour la meilleure acception des projets miniers. Si les effets des instruments communicationnels nécessitent quant à eux d’être appréhendés dans le temps long, on peut spéculer sur leur faible impact sur les contestations du renouveau minier, du fait de leurs particularités. Ainsi, les instruments de gouvernement de la critique ne s’attaquent pas au paradigme économique (capitaliste et extractiviste) qui sous-tend l’industrie minière, tandis que les critiques sont justement fondées sur la remise en cause profonde de l’extractivisme (en tant que modèle économique basé sur l’extraction des ressources et en tant que régime politique d’accaparement des biens communs).

Denis Poulot naquit à Gray-la-Ville, au nord de Dijon, le 3 mars 1832. Après son parcours à l’École des Arts et Métiers de Châlons, il s’installa à Paris pour y débuter sa première étape professionnelle avant de s’établir comme entrepreneur et de fonder plusieurs fabriques. En partageant la vie de ses ouvriers, leurs conditions de travail, leurs habitudes ainsi que leurs contestations quotidiennes, Poulot eut, en tant que patron, une occasion unique de pouvoir étudier de très près leur façon de s’exprimer. Il en résulta son ouvrage Question sociale. Le Sublime ou le travailleur tel qu’il est en 1870, et ce qu’il peut être (1870) dont l’argot desdits sublimes, qui s’y trouve mentionné, échappa, jusqu’à présent, à une étude linguistique, voire argotologique. Sans qu’elle soit exhaustive, on trouvera, dans cet article, l’essentiel de la liste des unités lexicales et des expressions propres à l’argot des sublimes se focalisant sur le domaine des boissons alcooliques, sur l’action de boire et de s’enivrer et, enfin, sur les différentes dénominations du marchand de vin ainsi que sur celles désignant son établissement.

RésuméCet article analyse les efforts déployés par des Canadiens d'origine chinoise pour obtenir compensation pour la taxe (head tax)qm leur fut imposée, en explorant les discours social et politique entourant ce débat ainsi que le cas judiciaire,Mack et al. v. The Attorney General of Canada. Même si cette cause n'a jamais été décidée par les cours, sauf pour déterminer si des demandes de réparation avaient un fondement en droit canadien, le raisonnement judiciaire accompagnant les contestations de l'État et du public révèle les voies complexes de mythologies nationales canadiennes par lesquelles ces requêtes peuvent être influencées. L'argument central est que les cours, les politiciens et le public ont lu la campagne pour obtenir réparation des Canadiens d'origine chinoise à travers deux mythes nationalo-raciaux qui nourrissent les discours canadiens sur le multiculturalisme. L'auteur montre comment ces deux mythes – d'une part, celui de l'immigration comme ‘choix’ et, d'autre part, que les Canadiens d'origine chinoise seraient une ‘minorité modèle’ –ont influencé et façonné les réponses judiciaire, politique et sociale à la demande de compensation et ainsi diminué leur quête d'obtenir justice.

Les évolutions de la condition féminine ont profondément interpellé le monde catholique belge, et offrent un point d’entrée fructueux pour appréhender les transformations qu’il a connues entre 1960 et 1990. J’ai choisi d’aborder cette question par le biais de quatre organisations d’encadrement des couples ou des femmes catholiques, qui ont développé des idées et/ou des pratiques d’émancipation touchant les femmes, entrant parfois en contradiction avec le Magistère : la Ligue Ouvrière Féminine Chrétienne (LOFC), devenue Vie Féminine, l’Action catholique Rurale des Femmes (ACRF), le Centre National de Pastorale Familiale (CNPF) devenu Centre d’Éducation à la Famille et à l’Amour (CEFA), et la revue Feuilles Familiales. En combinant les théories de la sécularisation proposées par la sociologie des religions, et une analyse de genre, l’objectif de ma recherche est à la fois d’éclairer sous en jour nouveau les processus de l’émancipation féminine, et de comprendre les mécanismes de l’appartenance catholique et son devenir contemporain. À travers l’étude des multiples aspects de l’émancipation des femmes, regroupés en quatre thématiques (la conquête des droits reproductifs, l’égalité économique et professionnelle, la citoyenneté politique et la place des femmes dans l’Église), la plasticité idéologique des organisations d’Action catholique et leur longévité suggère que leur fonction première n’est pas tant d’imposer des contenus que d’encadrer efficacement un grand nombre de femmes. Le principal enjeu, pour ces organisations, semble être d’assurer la coexistence en leur sein d’une multiplicité d’opinions. Elles sont ainsi parvenues à faire accepter à la majorité de leurs membres des positions radicalement opposées à celles du Magistère catholique, comme la dépénalisation partielle de l’avortement (1989) tout en maintenant une identité « catholique », qui se manifeste dans un socle de valeurs commun à l’entièreté du pilier catholique, mais qui n’est plus tributaire de l’approbation du clergé.

En 1995, à l'automne, dans un contexte de crises émerge un mouvement de masse multiforme. Considérées par beaucoup de militantes et militants d’aujourd’hui comme le dernier mouvement interprofessionnel victorieux, les grèves de 1995 sont l’une des trois références fortes dans l’imaginaire syndical et politique, à côté des deux mai : 1936 et 1968. Toutefois, trop souvent, n’a été retenu dans la mémoire qu’un mouvement de grèves reconductibles des cheminots de trois semaines contre le « contrat de plan », véritable restructuration de la SNCF. Toutefois, cette lutte s’est intégrée dans un mouvement plus « global » contre le « plan Juppé » portant sur les retraites et la Sécurité sociale. Du mouvement étudiant, en passant par le mouvement féministe, les syndicalistes de l'énergie, aux fonctionnaires engagées, plus de cinq millions de personnes très différentes se sont engagées dans la contestation. Cette thèse met en débat cette notion de pluralité en se structurant autour de quatre axes de réflexion :1) Les conditions d'émergence du mouvement2) Faire mouvement : la structuration, le répertoire d'action et les cahiers revendicatifs des protestataires3) La réaction au mouvement : le rôle de l’État, l'action de la police, du patronat, des médias, de la CFDT, des intellectuels.4) La résolution du conflit : une victoire limitée des grévistes et un mouvement aux nombreuses suites
In the autumn of 1995, against a backdrop of crisis, a multi-faceted mass movement emerged. Considered by many of today's activists as the last victorious cross-industry movement, the strikes of 1995 are one of three strong references in the union and political imagination, alongside the two May movements of 1936 and 1968. All too often, however, the only thing that is remembered is the three-week rolling strike by railway workers against the “contrat de plan”, the real restructuring of the SNCF. However, this struggle was part of a more “global” movement against the “Juppé plan” for pensions and social security. From the student movement, to the women's movement, to energy unionists, to committed civil servants, over five million very different people were involved in the protest. This thesis debates this notion of plurality, structuring itself around four lines of thought:1) The conditions of emergence of the movement2) Making the movement: the protesters' structuring, repertoire of action and list of demands3) Reacting to the movement: the role of the State, the actions of the police, employers, the media, the CFDT and intellectuals.4) The resolution of the conflict: a limited victory for the strikers, and a movement with many after-effects

Biyi Bandele est un écrivain d'origine nigériane dont l'œuvre novatrice et très riche reste encore peu connue du milieu universitaire en France. Aucune étude de grande ampleur n'a encore été consacrée à sa production et le présent travail essaie de combler ce grand vide. Cette étude qui s'appuie principalement sur les quatre romans de l'auteur a pour objectif de montrer que Biyi Bandele est un romancier carnavalesque et que tout son effort consiste à s'interroger sur les conditions de vie de ses concitoyens nigérians, la nature du pouvoir politique et ses modes d'exercice et les raisons pour lesquelles la construction d'une vraie nation semble impossible au Nigeria tant d'années après l'indépendance. A travers ces diverses interrogations, Biyi Bandele peint surtout un pays dont l'état de déconfiture et d'anomie est tel qu'il semble inconcevable d'en rendre compte avec les moyens traditionnels du roman réaliste européen. Mais grâce à son exceptionnel talent de conteur, Biyi Bandele réussit à nous faire prendre conscience de cette réalité grâce à une langue riche, et un nouvel art de conter inspiré des traditions yoruba et d'autres éléments de la culture populaire nigériane
Biyi Bandele is a Nigerian writer whose innovative and very rich writings are still little known by academics in France. No large-scale study has been devoted to his writings yet, and this work tries to make up for this gap. This study which is mainly based on the four novels written by Biyi Bandele aims at showing that he is a Carnivalesque novelist and that all of his effort consists in raising questions about the living conditions of his fellow countrymen, the nature of political power and its functioning, and the reasons why nation-building seems impossible in Nigeria so many years after independence . Through these different questions, Biyi Bandele mainly portrays a country in shambles, in such a state of anomy that one can no longer rely on the means of the Europen realist novel to render its situation. But thanks to his exceptional talent as a storyteller, Biyi Bandele manages to make us become aware of this reality by inventing a rich language and a new way of telling story inspired by yoruba traditions and other elements of Nigerian popular culture

La contestation anti-missiles des années 1980, qui s'affirme au lendemain de la double décision de l’OTAN , a été a l'origine d'une des mobilisations populaires les plus massives depuis le second conflit mondial. Qualifier, tel que cela a été fait par la grande majorité des observateurs ce mouvement de "pacifiste" , ne relevait-il pas, "au mieux", d'un souci simplificateur excessif et ne traduisait-il pas, "au pire", l'intention d'en discréditer les tenants, au regard de l'acception péjorative qui empreint généralement ce terme ? Au-delà de cet aspect sémantique, se pouvait-il qu'une mobilisation d'une telle ampleur ait eu pour seule cause une modernisation qui ne différait pas fondamentalement d'autres, passées en leur temps presque inaperçues ? Derrière cet enjeu apparent, les pacifistes n'en soulevaient-ils pas d'autres, relatifs à certaines contradictions ou problèmes non résolus des sociétés industrielles avancées ? Finalement, n'assistait-on pas à la naissance d'un nouveau mouvement social porteur de quelques-uns des grands enjeux à venir ? Cette recherche montre l'inadéquation du concept de pacifisme pour éclairer de manière satisfaisante les ressorts de la contestation, et ce pour la raison que les motivations profondes des activistes semblent se situer au-delà du paradigme des questions de la guerre et de la paix. L'approche sociologique apparait, en revanche, d'un intérêt bien supérieur
Following the nato dual track, the antimissile protest in the 80s has inaugurated one of the largest popular mobilization since the second world war. To call this movement "pacifist" - as a large majority of observers have done - wasn't it, "at best", a simplification, and, at worse an intention to discredit the pacifists, regarding the fact that there is usually a pejorativ accaptance of this word ? Beyond this semantic aspect, would such a mobilization be justified and explained by a modernization that would not basically differ from others, that in their times went unnoticed ? Behind this apparent issue, didn't the pacifists raise other questions related to certain insolved contradictions of our advanced industrial society ? At the end, wasn't the emergence of a new social movement that would bear some of the large question at stake ? This research shows the inadequacy of the concept "pacifism" to clarify the causes of the contestation. At first because the deep motivations of the activists seem to be beyond the paradigm of war and peace. The sociological approach seems to be of a greater interest : it contributes particularly to bring out the following idea : the antimissile contestation of the 80s would prefigurate the emergence of a "popular consciouness" wich role would be to

Comme le nom de la thèse l’indique, on aborde dans ce document la contestation sociale en milieu universitaire en Algérie. Nous avons abordé l’institution dans sa globalité, notamment le processus de l’élargissement du réseau universitaire, ainsi que le processus des réformes universitaires et les transformations sociopolitiques de l’université en rapport avec la société, en adoptant une approche descriptive et historique. Il s’agit d’analyser le processus de la cristallisation des formes de contestation sociales dans le champ universitaire, à travers l’action des organisations étudiantes, ainsi que les syndicats des enseignants, et de repérer les formes nouvelles. Celles-ci manifestent une ampleur sans précédent de l’anomie de l’université. Cette recherche se focalisera également sur les rapports des mouvements contestataires avec les institutions et les pouvoirs en montrant les effets notamment à travers les transformations sociopolitiques. Seront utilisées les méthodes d’analyse descriptive et historique, pour rendre compte du milieu universitaire étudié aussi bien que les antécédents historiques des évènements, il s’agit aussi d’éclairer sur les processus de l’enseignement et de formation, ainsi que la formation des structures de contestation en milieu universitaire en Algérie
As the title of the present thesis suggests, we discuss in this paper the social protest in Algeria in the university environment. We discussed the institution as a whole, including the process of enlargement of the university network, and the process of university reforms and the socio-political transformations of the university in relation to society, by adopting a descriptive and historical approach. We analyzed the process of forming of social protest ways in the university through the action of the student organizations and teachers' unions, and identified new forms and methods of protest. Our analysis shows an unprecedented ampleness of the University anomia. This research also focuses on relationships of the protest movements with the institutions and the authorities by showing their effects mainly through sociopolitical transformations. We will use descriptive and historical analysis methods to shed light on the studied university field and the historical events. We will also describe the process of teaching and trainings as well as the development of protest structures in the university field in Algeria

This thesis discusses the politics of conscientious objection in Turkey within a framework of citizenship. In this study citizenship is identified with being political and conceived as a process comprised of acts and practices. According to this conception, while practices reproduce the discourse of citizenship in a given context, acts are the deeds that challenge this discourse. Conscription, within this framework, is defined as a citizenship practice which re/produces the militaristic, nationalistic and gendered content of the Turkish citizenship. Conscientious objection is approached as an act of citizenship that contests and challenges the established citizenship regime in the country. This challenge and contestation is presented through the interviews with the conscientious objectors and activists as well as a review of the already published material by and on them. Conscientious objection challenges the citizenship regime in Turkey on three inter-related grounds: 1. It challenges and exposes the militaristic content of the discourse of citizenship in Turkey. 2. It challenges the political content of &lsquo

This thesis examines the interaction between social movements and planning institutions in the delivery of low-income housing in metropolitan Harare. Post-2000, the problem of housing in Zimbabwe has been characterised by the weak technical and financial capacity of local authorities and central government to deliver low-income housing and social movements challenging conventional housing delivery approaches and promoting alternatives. Between 2000 and 2015, the largest share of low-income housing was provided by housing movements. This study employs transformative theory (Friedmann, 2011) to explain how societies, especially marginalised people, organise alternative services pertinent to their lifestyles. The thesis draws on 95 key informant interviews, 14 focus group discussions (with 120 members of housing movements), and enumeration survey data (covering 6,636 households). It uses extensive material from document analysis (council resolutions, council committee reports, departmental annual reports, co-operative audits and reports, and government investigation reports). This study uses purposive sampling in which defined criteria were used to select housing movements. The study suggests that there has been urban transformation in metropolitan Harare. As argued in this thesis, urban transformation is evidenced by changes in the urban fabric (for instance, through new housing and infrastructure services for the predominantly poor population), reconfiguration of power (with the urban poor playing a vital role in urban development) and the adoption by planning institutions of grassroots-centred planning and housing delivery approaches. This transformation seems to be the result of four factors. First, the sudden increase in social movements involved in the ‘formal and informal’ delivery of low-income housing. Secondly, the drastic decline in the capacity of central and local governments to fulfil their housing delivery mandates. Thirdly, the changes to low-income housing delivery approaches in terms of both planning and housing policy and practice. Lastly, the Fast Track Land Reform Programme has had a wide impact on access to housing in peri-urban areas. The study concludes that urban transformation has primarily been the result of social movements placing pressure on planning authorities which has brought a new urban development order. Interactions between social movements and planning institutions have been characterised by struggles, contestation and alliances, which continue to profoundly shape urban planning and housing in Zimbabwe.

Ce chapitre explore la relation complexe entre la culture et les dynamiques urbaines dans les villes d’Europe du Sud, en particulier à la suite de la crise économique de 2007-2008. En examinant le rôle de la culture dans les politiques néolibérales de renouvellement urbain, l’étude se concentre sur l’interaction complexe entre la préservation du patrimoine, les pratiques culturelles alternatives et la résistance auto-organisée. Elle enquête sur l’utilisation ambivalente des concepts d’innovation sociale par les institutions politiques confrontées à des crises récurrentes et analyse les mouvements sociaux mobilisant la culture contre les logiques entrepreneuriales urbaines. Les études de cas de Catane en Sicile et de Porto Fluviale à Rome mettent en lumière les tensions entre la dimension contestataire de la culture et la cooptation des initiatives locales par les pouvoirs établis. Le récit éclaire l’évolution du paysage urbain dans les villes d’Europe du Sud au cours des trois dernières décennies.

In the regulation of the current Romanian Code of Criminal Procedure (Law no. 135/2010, entered into force on February 1, 2014), the contestation regarding the duration of the criminal trial was conceived as a procedural remedy in the case of the lack of celerity of the judicial bodies. The lack of promptness of the criminal investigation bodies can lead to the violation of the fundamental right to resolve the case within a reasonable term, as a component of the right to a fair trial, enshrined in the European Convention for the Protection of Human Rights and Fundamental Freedoms (art. 6 par. 1). Starting from a recent decision of the supreme court in Romania (Decision of the High Court of Cassation and Justice no. 7/2022) pronounced in the resolution of a recourse in the interest of the law, the present work addresses the issue of the admissibility of the contestation regarding the duration of the criminal trial in the case of facts whose authors have not been identified. In this study, the following research methods are used: documentation, interpretation and scientific analysis (including the comparative analysis of some jurisprudential solutions). The study aims to contribute to the unified interpretation and application of the provisions relating to the special procedure of contestation regarding the duration of the criminal trial, as currently regulated in the Romanian Code of Criminal Procedure. The paper emphasizes the need to exercise the active role of the criminal investigation bodies in the administration of evidence, including in cases with unknown authors. The conclusion is that, considering the hierarchy of normative acts, the application of methodological norms (with lower legal force than the law) regarding the administrative organization of criminal investigation activities in cases with unidentified perpetrators cannot have the effect of diminishing the role of the contestation regarding the duration of the criminal trial, as a remedy in speeding up the procedure, when the judge of rights and freedoms finds that the reasonable duration of these activities has been exceeded.

Cocoa farming in West Africa has a long history of relying on family labour, including children’s labour. Increasingly, global concern is voiced about the hazardous nature of children’s work, without considering how it contributes to their social development. Using recent research, this paper maps out the tasks undertaken by boys and girls of different ages in Ghana and how their involvement in work considered hazardous has changed. We show that actions to decrease potential harm are increasingly difficult and identify new areas of inquiry.

This paper locates many of the most important strengths and weaknesses in Vietnam’s education system in the politics of education and in features of the country’s education system’s societal embedding. By the politics of education, we mean the relations of power and authority and of domination, contestation, cooperation, and accommodation that shape the functioning of the education system as an institutional field. By the societal embeddedness, we refer to the system’s interdependent relation with its broader social and institutional environment. Understanding these elements of Vietnam’s education system is of vital importance for efforts to improve education systems’ performance in Vietnam and beyond.

This working paper provides a summary assessment of the existing literature and data on digital forms of employment internationally. It illustrates the variability in how it is defined, how it is growing and what kind of risks are associated with these developments. Evaluation of these types of jobs is divided. On one hand, optimists point to the attractions and relative ease in finding employment on digital platforms; on the other hand, more critical perspectives argue that these employment contracts can result in exclusion from social protection systems. The evidence indicates that while overall a relatively small proportion of all employment digital work is growing, both on platforms as well as adoption amongst more traditional companies. The characteristics of digital workers can vary by region and occupation. Overall, they tend to be predominantly younger and more likely male, with a growing number of women albeit in particular occupations. Skills and earnings levels vary but the key issues of disputes is around pay, conditions and employment status. The consequences of this form of work for those with lower skilled digital employment can undermine their social citizenship: they lack comparable employment rights, or when unemployed entitlement to adequate social protection. The potential polarisation effects of digital exclusion and deficits will severely hamper the wider benefits of transparency offered by these technologies. During the pandemic these trends have become more apparent. The imbalance of bargaining power and regulatory governance to bridge gaps in citizenship entitlements undermines the collective potential of policy makers and trade unions to address these challenges. Nevertheless, there is emerging evidence of innovative challenges and contestation of these gaps by both union organisations and national regulators attempts to adapt social protection

Indonesia has done much to improve access to education in recent decades but it has had little success in improving learning outcomes. This paper examines the political origins of this problem. It argues that Indonesia’s learning crisis has reflected the political dominance during the New Order and post-New Order periods of predatory political, bureaucratic and corporate elites who have sought to use the country’s education system to accumulate resources, distribute patronage, mobilize political support, and exercise political control rather than produce skilled workers and critical and inquiring minds. Technocratic and progressive elements, who have supported a stronger focus on basic skills acquisition, have contested this orientation, with occasional success, but generally contestation has been settled in favour of predatory elites. The analysis accordingly suggests that efforts to improve learning outcomes in Indonesia are unlikely to produce significant results unless there is a fundamental reconfiguration of power relations between these elements. In the absence of such a shift, moves to increase funding levels, address human resource deficits, eliminate perverse incentive structures, and improve education management in accordance with technocratic templates of international best practice or progressive notions of equity and social justice—the sorts of measures that have been the focus of education reform efforts in Indonesia so far—are unlikely to produce the intended results.

India’s ambitious development agenda involves facilitating investment for economic growth, infrastructure development, and social progress. Yet, thousands of investment projects have been stalled to date, raising red flags for the health of the country’s financial regulatory systems, public sector banks, and investment community. While official reasons given for stalled projects remain opaque, deep contestation leading to conflict on public (and private) lands must be better understood as a substantive risk to investments. An improved understanding of the actual causes of stalled projects will not only help investors, financial institutions and regulators make better decisions, but also inform public policies regarding communities’ property rights and provide a path to more inclusive development. This new analysis—initiated by the Rights and Resources Initiative and the Bharti Institute of Public Policy, Indian School of Business—seeks to provide evidence-based insight into this complex subject. It aims to inform policy discussions and interventions that can mitigate the current situation. The study is part of a larger geo-spatial analytical platform being developed by the Bharti Institute of Public Policy. This brief is based on the interim findings of the ongoing study, which are significant enough to be shared widely and considered in proposed policy interventions. The main source of data on stalled projects in India is the CapEx database from the Center for Monitoring Indian Economy (CMIE).
