Abstract British Commonwealth archives constitite a rich and often under-utilized source of material for understanding the international history of the 20th and 21st centuries. From the late 19th Century onward, Canada, Australia, and New Zealand each enjoyed close and confidential relations with not just Britain, but with each other and increasingly, too, with the United States. They also participated in major international organizations at both an official and non-governmental level. Although or perhaps because each was a “middle” rather than “great” power, as each country developed its own diplomatic bureaucracy, their representatives often had informal and even intimate insights into the policies of a wide range of countries. This article introduces the highlights of each nation’s major archival repositories for materials relating to international affairs. While the holdings of the Library and Archives of Canada in Ottawa, the National Archives of Australia and the National Library of Australia in Canberra, and the National Archives of New Zealand in Wellington all feature prominently, the author casts a wider net and draw researchers’ attention to additional important and often under-utilized collections scattered across the different countries.

A famous appendix, devoted mainly to the state of English roads, appeared in the second volume of Daniel Defoe’s Tour thro’ the Whole Island of Great Britain (1724–26). Though cited on countless occasions by historians over almost three centuries, the text has never been properly edited with detailed attention to its coverage of the newly emergent method of maintaining roads through the establishment of turnpike trusts. In default, this study seeks to describe major features of the account, to indicate its timeliness, and to set out the factors which enabled Defoe to provide an unrivalled picture of the communications network of his time. The appendix carries even more weight because it fills out a comprehensive survey of road conditions throughout the text, as part of the author’s overall design in the Tour. This shows the interdependence of separate regions of the country, bound together in a system centred on London.

The modern history of the Northern Africa (Egypt and the Maghreb) was marked with the progress in transformation of the local social and political institutions with at the same a vast expansion of the Ottoman Porte and later of the West European powers. The Arab Maghreb which firstly became an object of the European aggression from Spain and Portugal in the 15th — 16th CC. later joined the Ottoman Empire together with Egypt. Morocco, however, managed to save its formal independence until the very beginning of the 20th C.A.D. With the European expansion in the 19th C. the Northern Africa turned into a field of colonial experiments: from the direct military occupation to the assimilation politics of the French departments in Algeria, with a later introducing the protectorate regimes in Tunisia and Morocco and transforming Egypt into a zone of strategic communications between the Great Britain and its colonies in Arabia and India. The civilization interaction within the Northern Africa during the colonial epoch brought to light, both in Europe and Russia, a numerous academic historiography, defining main trends in studying modern history of Egypt and the Maghreb area — the most important crossroads of the historical contacts between the peoples and cultures of the Orient and the Occident.

The article examines the state and prospects for the development of relations between Kazakhstan and Great Britain. Before British Brexit, cooperation between the two countries was carried out both on a bilateral and multilateral basis. At present, the interaction of the two independent states has reached a high level and is characterized by a wide range of relations in various fields. The priority sectors are energy, exploration and production of minerals, transport and communications, as well as the financial and banking sector. It is indicated that the UK is an important trading partner of the Republic of Kazakhstan and one of the largest investors. In recent years, cooperation in the field of health care, science and culture has become very significant. It was emphasized that consulting and financial services occupy a special place in the relations between the two countries. Thus, the work of the Astana International Financial Center is based on English law and the British have been invited as arbitrators. Some lull arose in connection with the coronavirus pandemic, however, the parties agreed to further continue and deepen cooperation in all areas

В статье на новом архивном материале показаны малоизвестные аспекты дипломатической предыстории и истории Генуэзской конференции 1922 г., которая стала первой серьезной попыткой нормализации политических и экономических отношений между Советской Россией и странами Запада после мировой войны. Урок и опыт Генуи не потеряли своей актуальности, выходя аналогиями на современность остается актуальным и в ХХI веке стремление к преодолению идей конфронтации и созданию нового мирового порядка. В статье показана подготовительная работа по выработке тактики российской делегации, ее программы, в частности поиск границ возможных уступок со стороны Советской России требованиям европейских держав в качестве условий оказания ей финансовой помощи передана суть тактических разногласий западных держав в оценке русского вопроса. Российская империя в 1917 г. распалась, но остались ее долги. Автор освещает конфиденциальные переговоры советских делегатов на конференции по вопросу о долгах царского и Временного правительств России с главами Великобритании, Франции, Италии и Бельгии на вилле Альбертис, а также советскогерманский Рапалльский договор первый серьезный прорыв в торговоэкономической блокаде Советской России, получившей в наследство долги исчезнувшей Империи. Решить русскую проблему урегулирование экономических вопросов, связанных с государственными долгами бывшей Российской империи и Временного правительства, в Генуе не удалось. В статье показано, что признание долгов довоенного и военного времени делегация Советской России ставила в зависимость от предоставления ей кредитов в вопросе о национализированном иностранном имуществе она не шла ни на какие уступки. В течение всех переговоров советская сторона настаивала на взаимности и равноправии, но заранее заявляла протест против вмешательства во внутренние дела России. В Генуе взяла верх неуступчивая франкобельгийская позиция в отношении российских долгов над компромиссной линией Великобритании. Основной вопрос советского правительства на этой конференции о предоставлении займов западные страны обсуждать отказались. Для Советской России путь развития экономических отношений за счет принципиальных экономических и политических уступок, на которых настаивал Запад, был неприемлем. Однако Генуэзская конференция для Новой России не была бесплодной: страна впервые после революции, преодолев блокаду, возвратилась в ряды субъектов мировой политики. The article on the new archival material shows littleknown aspects of the diplomatic background and history of the Genoa conference of 1922, which was the first serious attempt to normalize political and economic relations between Soviet Russia and Western countries after the world war. The lesson and experience of Genoa have not lost their relevance, leaving analogies to the present the desire to overcome the ideas of confrontation and the creation of a new world order also remains relevant in the XXI century. The article shows the preparatory work on the development of tactics of the Russian delegation, its program, in particular, the search for the boundaries of possible concessions by Soviet Russia to the requirements of European powers as conditions for providing financial assistance to it the essence of tactical disagreements of Western powers in the assessment of the Russian question is transferred. The Russian Empire collapsed in 1917, but its debts remained. The author highlights the confidential negotiations of the Soviet delegates at the conference on the debts of the tsarist and Provisional governments of Russia with the heads of Great Britain, France, Italy and Belgium at Villa Albertis, as well as the SovietGerman Rapallo Treaty the first major breakthrough in the trade and economic blockade of Soviet Russia, inherited the debts of the disappeared Empire. It was not possible in Genoa to solve the Russian problem the settlement of economic issues related to the state debts of the former Russian Empire and the Provisional government. The article shows that the recognition of debts of prewar and wartime delegation of Soviet Russia was dependent on the provision of loans to it on the issue of nationalized foreign property, it did not make any concessions. During all the negotiations, the Soviet side insisted on reciprocity and equality, but in advance protested against interference in the internal Affairs of Russia. Genoa got the better of the unyielding FrenchBelgian position concerning the Russian debt over the compromise line in the UK. The main issue of the Soviet government at this conference the provision of loans Western countries refused to discuss. For Soviet Russia the way of development of economic relations at the expense of fundamental economic and political concessions, on which the West insisted, was unacceptable. However, the Genoese conference was not fruitless for the New Russia: the country for the first time after the revolution, having overcome the blockade, returned to the ranks of subjects of world politics.

Being a celebrity sure ain’t what it used to be. Or, perhaps more accurately, the process of maintaining a stable star persona isn’t what it used to be. With the rise of new media technologies—including digital photography and video production, gossip blogging, social networking sites, and streaming video—there has been a rapid proliferation of voices which serve to articulate stars’ personae. This panoply of sanctioned and unsanctioned discourses has brought the coherence and stability of the star’s image into crisis, with an evermore-heightened loop forming recursively between celebrity gossip and scandals, on the one hand, and, on the other, new media-enabled speculation and commentary about these scandals and gossip-pieces. Of course, while no subject has a single meaning, Hollywood has historically expended great energy and resources to perpetuate the myth that the star’s image is univocal. In the present moment, however, studios’s traditional methods for discursive control have faltered, such that celebrities have found it necessary to take matters into their own hands, using new media technologies, particularly Twitter, in an attempt to stabilise that most vital currency of their trade, their professional/public persona. In order to fully appreciate the significance of this new mode of publicity management, and its larger implications for contemporary subjectivity writ large, we must first come to understand the history of Hollywood’s approach to celebrity publicity and image management.A Brief History of Hollywood PublicityThe origins of this effort are nearly as old as Hollywood itself, for, as Richard DeCordova explains, the celebrity scandals of the 1920s threatened to disrupt the economic vitality of the incipient industry such that strict, centralised image control appeared as a necessary imperative to maintain a consistently reliable product. The Fatty Arbuckle murder trial was scandalous not only for its subject matter (a murder suffused with illicit and shadowy sexual innuendo) but also because the event revealed that stars, despite their mediated larger-than-life images, were not only as human as the rest of us, but that, in fact, they were capable of profoundly inhuman acts. The scandal, then, was not so much Arbuckle’s crime, but the negative pall it cast over the Hollywood mythos of glamour and grace. The studios quickly organised an industry-wide regulatory agency (the MPPDA) to counter potentially damaging rhetoric and ward off government intervention. Censorship codes and morality clauses were combined with well-funded publicity departments in an effort that successfully shifted the locus of the star’s extra-filmic discursive construction from private acts—which could betray their screen image—to information which served to extend and enhance the star’s pre-existing persona. In this way, the sanctioned celebrity knowledge sphere became co-extensive with that of commercial culture itself; the star became meaningful only by knowing how she spent her leisure time and the type of make-up she used. The star’s identity was not found via unsanctioned intrusion, but through studio-sanctioned disclosure, made available in the form of gossip columns, newsreels, and fan magazines. This period of relative stability for the star's star image was ultimately quite brief, however, as the collapse of the studio system in the late 1940s and the introduction of television brought about a radical, but gradual, reordering of the star's signifying potential. The studios no longer had the resources or incentive to tightly police star images—the classic age of stardom was over. During this period of change, an influx of alternative voices and publications filled the discursive void left by the demise of the studios’s regimented publicity efforts, with many of these new outlets reengaging older methods of intrusion to generate a regular rhythm of vendible information about the stars.The first to exploit and capitalize on star image instability was Robert Harrison, whose Confidential Magazine became the leading gossip publication of the 1950s. Unlike its fan magazine rivals, which persisted in portraying the stars as morally upright and wholesome, Confidential pledged on the cover of each issue to “tell the facts and name the names,” revealing what had been theretofore “confidential.” In essence, through intrusion, Confidential reasserted scandal as the true core of the star, simultaneously instituting incursion and surveillance as the most direct avenue to the “kernel” of the celebrity subject, obtaining stories through associations with call girls, out-of-work starlettes, and private eyes. As extra-textual discourses proliferated and fragmented, the contexts in which the public encountered the star changed as well. Theatre attendance dropped dramatically, and as the studios sold their film libraries to television, the stars, formerly available only on the big screen and in glamour shots, were now intercut with commercials, broadcast on grainy sets in the domestic space. The integrity—or at least the illusion of integrity—of the star image was forever compromised. As the parameters of renown continued to expand, film stars, formally distinguished from all other performers, migrated to television. The landscape of stardom was re-contoured into the “celebrity sphere,” a space that includes television hosts, musicians, royals, and charismatic politicians. The revamped celebrity “game” was complex, but still playabout: with a powerful agent, a talented publicist, and a check on drinking, drug use, and extra-marital affairs, a star and his or her management team could negotiate a coherent image. Confidential was gone, The National Inquirer was muzzled by libel laws, and People and E.T.—both sheltered within larger media companies—towed the publicists’s line. There were few widely circulated outlets through which unauthorised voices could gain traction. Old-School Stars and New Media Technologies: The Case of Tom CruiseYet with the relentless arrival of various news media technologies beginning in the 1980s and continuing through the present, maintaining tight celebrity image control began to require the services of a phalanx of publicists and handlers. Here, the example of Tom Cruise is instructive: for nearly twenty years, Cruise’s publicity was managed by Pat Kingsley, who exercised exacting control over the star’s image. With the help of seemingly diverse yet essentially similar starring roles, Cruise solidified his image as the cocky, charismatic boy-next-door.The unified Cruise image was made possible by shutting down competing discourses through the relentless, comprehensive efforts of his management company; Kingsley's staff fine-tuned Cruise’s acts of disclosure while simultaneously eliminating the potential for unplanned intrusions, neutralising any potential scandal at its source. Kingsley and her aides performed for Cruise all the functions of a studio publicity department from Hollywood’s Golden Age. Most importantly, Cruise was kept silent on the topic of his controversial religion, Scientology, lest it incite domestic and international backlash. In interviews and off-the-cuff soundbites, Cruise was ostensibly disclosing his true self, and that self remained the dominant reading of what, and who, Cruise “was.” Yet in 2004, Cruise fired Kingsley, replaced her with his own sister (and fellow Scientologist), who had no prior experience in public relations. In essence, he exchanged a handler who understood how to shape star disclosure for one who did not. The events that followed have been widely rehearsed: Cruise avidly pursued Katie Holmes; Cruise jumped for joy on Oprah’s couch; Cruise denounced psychology during a heated debate with Matt Lauer on The Today Show. His attempt at disclosing this new, un-publicist-mediated self became scandalous in and of itself. Cruise’s dismissal of Kingsley, his unpopular (but not necessarily unwelcome) disclosures, and his own massively unchecked ego all played crucial roles in the fall of the Cruise image. While these stumbles might have caused some minor career turmoil in the past, the hyper-echoic, spastically recombinatory logic of the technoculture brought the speed and stakes of these missteps to a new level; one of the hallmarks of the postmodern condition has been not merely an increasing textual self-reflexivity, but a qualitative new leap forward in inter-textual reflexivity, as well (Lyotard; Baudrillard). Indeed, the swift dismantling of Cruise’s long-established image is directly linked to the immediacy and speed of the Internet, digital photography, and the gossip blog, as the reflexivity of new media rendered the safe division between disclosure and intrusion untenable. His couchjumping was turned into a dance remix and circulated on YouTube; Mission Impossible 3 boycotts were organised through a number of different Web forums; gossip bloggers speculated that Cruise had impregnated Holmes using the frozen sperm of Scientology founder L. Ron Hubbard. In the past, Cruise simply filed defamation suits against print publications that would deign to sully his image. Yet the sheer number of sites and voices reproducing this new set of rumors made such a strategy untenable. Ultimately, intrusions into Cruise’s personal life, including the leak of videos intended solely for Scientology recruitment use, had far more traction than any sanctioned Cruise soundbite. Cruise’s image emerged as a hollowed husk of its former self; the sheer amount of material circulating rendered all attempts at P.R., including a Vanity Fair cover story and “reveal” of daughter Suri, ridiculous. His image was fragmented and re-collected into an altered, almost uncanny new iteration. Following the lackluster performance of Mission Impossible 3 and public condemnation by Paramount head Sumner Redstone, Cruise seemed almost pitiable. The New Logic of Celebrity Image ManagementCruise’s travails are expressive of a deeper development which has occurred over the course of the last decade, as the massively proliferating new forms of celebrity discourse (e.g., paparazzi photos, mug shots, cell phone video have further decentered any shiny, polished version of a star. With older forms of media increasingly reorganising themselves according to the aesthetics and logic of new media forms (e.g., CNN featuring regular segments in which it focuses its network cameras upon a computer screen displaying the CNN website), we are only more prone to appreciate “low media” forms of star discourse—reports from fans on discussion boards, photos taken on cell phones—as valid components of the celebrity image. People and E.T. still attract millions, but they are rapidly ceding control of the celebrity industry to their ugly, offensive stepbrothers: TMZ, Us Weekly, and dozens of gossip blogs. Importantly, a publicist may be able to induce a blogger to cover their client, but they cannot convince him to drop a story: if TMZ doesn’t post it, then Perez Hilton certainly will. With TMZ unabashedly offering pay-outs to informants—including those in law enforcement and health care, despite recently passed legislation—a star is never safe. If he or she misbehaves, someone, professional or amateur, will provide coverage. Scandal becomes normalised, and, in so doing, can no longer really function as scandal as such; in an age of around-the-clock news cycles and celebrity-fixated journalism, the only truly scandalising event would be the complete absence of any scandalous reports. Or, as aesthetic theorist Jacques Ranciere puts it; “The complaint is then no longer that images conceal secrets which are no longer such to anyone, but, on the contrary, that they no longer hide anything” (22).These seemingly paradoxical involutions of post-modern celebrity epistemologies are at the core of the current crisis of celebrity, and, subsequently, of celebrities’s attempts to “take back their own paparazzi.” As one might expect, contemporary celebrities have attempted to counter these new logics and strategies of intrusion through a heightened commitment to disclosure, principally through the social networking capabilities of Twitter. Yet, as we will see, not only have the epistemological reorderings of postmodernist technoculture affected the logic of scandal/intrusion, but so too have they radically altered the workings of intrusion’s dialectical counterpart, disclosure.In the 1930s, when written letters were still the primary medium for intimate communication, stars would send lengthy “hand-written” letters to members of their fan club. Of course, such letters were generally not written by the stars themselves, but handwriting—and a star’s signature—signified authenticity. This ritualised process conferred an “aura” of authenticity upon the object of exchange precisely because of its static, recurring nature—exchange of fan mail was conventionally understood to be the primary medium for personal encounters with a celebrity. Within the overall political economy of the studio system, the medium of the hand-written letter functioned to unleash the productive power of authenticity, offering an illusion of communion which, in fact, served to underscore the gulf between the celebrity’s extraordinary nature and the ordinary lives of those who wrote to them. Yet the criterion and conventions through which celebrity personae were maintained were subject to change over time, as new communications technologies, new modes of Hollywood's industrial organization, and the changing realities of commercial media structures all combined to create a constantly moving ground upon which the celebrity tried to affix. The celebrity’s changing conditions are not unique to them alone; rather, they are a highly visible bellwether of changes which are more fundamentally occurring at all levels of culture and subjectivity. Indeed, more than seventy years ago, Walter Benjamin observed that when hand-made expressions of individuality were superseded by mechanical methods of production, aesthetic criteria (among other things) also underwent change, rendering notions of authenticity increasingly indeterminate.Such is the case that in today’s world, hand-written letters seem more contrived or disingenuous than Danny DeVito’s inaugural post to his Twitter account: “I just joined Twitter! I don't really get this site or how it works. My nuts are on fire.” The performative gesture in DeVito’s tweet is eminently clear, just as the semantic value is patently false: clearly DeVito understands “this site,” as he has successfully used it to extend his irreverent funny-little-man persona to the new medium. While the truth claims of his Tweet may be false, its functional purpose—both effacing and reifying the extraordinary/ordinary distinction of celebrity and maintaining DeVito’s celebrity personality as one with which people might identify—is nevertheless seemingly intact, and thus mirrors the instrumental value of celebrity disclosure as performed in older media forms. Twitter and Contemporary TechnocultureFor these reasons and more, considered within the larger context of contemporary popular culture, celebrity tweeting has been equated with the assertion of the authentic celebrity voice; celebrity tweets are regularly cited in newspaper articles and blogs as “official” statements from the celebrity him/herself. With so many mediated voices attempting to “speak” the meaning of the star, the Twitter account emerges as the privileged channel to the star him/herself. Yet the seemingly easy discursive associations of Twitter and authenticity are in fact ideological acts par excellence, as fixations on the indexical truth-value of Twitter are not merely missing the point, but actively distracting from the real issues surrounding the unsteady discursive construction of contemporary celebrity and the “celebretification” of contemporary subjectivity writ large. In other words, while it is taken as axiomatic that the “message” of celebrity Twittering is, as Henry Jenkins suggests, “Here I Am,” this outward epistemological certainty veils the deeply unstable nature of celebrity—and by extension, subjectivity itself—in our networked society.If we understand the relationship between publicity and technoculture to work as Zizek-inspired cultural theorist Jodi Dean suggests, then technologies “believe for us, accessing information even if we cannot” (40), such that technology itself is enlisted to serve the function of ideology, the process by which a culture naturalises itself and attempts to render the notion of totality coherent. For Dean, the psycho-ideological reality of contemporary culture is predicated upon the notion of an ever-elusive “secret,” which promises to reveal us all as part of a unitary public. The reality—that there is no such cohesive collective body—is obscured in the secret’s mystifying function which renders as “a contingent gap what is really the fact of the fundamental split, antagonism, and rupture of politics” (40). Under the ascendancy of the technoculture—Dean's term for the technologically mediated landscape of contemporary communicative capitalism—subjectivity becomes interpellated along an axis blind to the secret of this fundamental rupture. The two interwoven poles of this axis are not unlike structuralist film critics' dialectically intertwined accounts of the scopophilia and scopophobia of viewing relations, simply enlarged from the limited realm of the gaze to encompass the entire range of subjectivity. As such, the conspiratorial mindset is that mode of desire, of lack, which attempts to attain the “secret,” while the celebrity subject is that element of excess without which desire is unthinkable. As one might expect, the paparazzi and gossip sites’s strategies of intrusion have historically operated primarily through the conspiratorial mindset, with endless conjecture about what is “really happening” behind the scenes. Under the intrusive/conspiratorial paradigm, the authentic celebrity subject is always just out of reach—a chance sighting only serves to reinscribe the need for the next encounter where, it is believed, all will become known. Under such conditions, the conspiratorial mindset of the paparazzi is put into overdrive: because the star can never be “fully” known, there can never be enough information about a star, therefore, more information is always needed. Against this relentless intrusion, the celebrity—whose discursive stability, given the constant imperative for newness in commercial culture, is always in danger—risks a semiotic liquidation that will totally displace his celebrity status as such. Disclosure, e.g. Tweeting, emerges as a possible corrective to the endlessly associative logic of the paparazzi’s conspiratorial indset. In other words, through Twitter, the celebrity seeks to arrest meaning—fixing it in place around their own seemingly coherent narrativisation. The publicist’s new task, then, is to convincingly counter such unsanctioned, intrusive, surveillance-based discourse. Stars continue to give interviews, of course, and many regularly pose as “authors” of their own homepages and blogs. Yet as posited above, Twitter has emerged as the most salient means of generating “authentic” celebrity disclosure, simultaneously countering the efforts of the papparazzi, fan mags, and gossip blogs to complicate or rewrite the meaning of the star. The star uses the account—verified, by Twitter, as the “real” star—both as a means to disclose their true interior state of being and to counter erastz narratives circulating about them. Twitter’s appeal for both celebrities and their followers comes from the ostensible spontaneity of the tweets, as the seemingly unrehearsed quality of the communiqués lends the form an immediacy and casualness unmatched by blogs or official websites; the semantic informality typically employed in the medium obscures their larger professional significance for celebrity tweeters. While Twitter’s air of extemporary intimacy is also offered by other social networking platforms, such as MySpace or Facebook, the latter’s opportunities for public feedback (via wall-posts and the like) works counter to the tight image control offered by Twitter’s broadcast-esque model. Additionally, because of the uncertain nature of the tweet release cycle—has Ashton Kutcher sent a new tweet yet?—the voyeuristic nature of the tweet disclosure (with its real-time nature offering a level of synchronic intimacy that letters never could have matched), and the semantically displaced nature of the medium, it is a form of disclosure perfectly attuned to the conspiratorial mindset of the technoculture. As mentioned above, however, the conspiratorial mindset is an unstable subjectivity, insofar as it only exists through a constant oscillation with its twin, the celebrity subjectivity. While we can understand that, for the celebrities, Twitter functions by allowing them a mode for disclosive/celebrity subjectivisation, we have not yet seen how the celebrity itself is rendered conspiratorial through Twitter. Similarly, only the conspiratorial mode of the follower’s subjectivity has thus far been enumerated; the moment of the follower's celebrtification has so far gone unmentioned. Since we have seen that the celebrity function of Twitter is not really about discourse per se, we should instead understand that the ideological value of Twitter comes from the act of tweeting itself, of finding pleasure in being engaged in a techno-social system in which one's participation is recognised. Recognition and participation should be qualified, though, as it is not the fully active type of participation one might expect in say, the electoral politics of a representative democracy. Instead, it is a participation in a sort of epistemological viewing relations, or, as Jodi Dean describes it, “that we understand ourselves as known is what makes us think there is that there is a public that knows us” (122). The fans’ recognition by the celebrity—the way in which they understood themselves as known by the star was once the receipt of a hand-signed letter (and a latent expectation that the celebrity had read the fan’s initial letter); such an exchange conferred to the fan a momentary sense of participation in the celebrity's extraordinary aura. Under Twitter, however, such an exchange does not occur, as that feeling of one-to-one interaction is absent; simply by looking elsewhere on the screen, one can confirm that a celebrity's tweet was received by two million other individuals. The closest a fan can come to that older modality of recognition is by sending a message to the celebrity that the celebrity then “re-tweets” to his broader following. Beyond the obvious levels of technological estrangement involved in such recognition is the fact that the identity of the re-tweeted fan will not be known by the celebrity’s other two million followers. That sense of sharing in the celebrity’s extraordinary aura is altered by an awareness that the very act of recognition largely entails performing one’s relative anonymity in front of the other wholly anonymous followers. As the associative, conspiratorial mindset of the star endlessly searches for fodder through which to maintain its image, fans allow what was previously a personal moment of recognition to be transformed into a public one. That is, the conditions through which one realises one’s personal subjectivity are, in fact, themselves becoming remade according to the logic of celebrity, in which priority is given to the simple fact of visibility over that of the actual object made visible. Introduction The academic area known as food studies—incorporating elements from disciplines including anthropology, folklore, history, sociology, gastronomy, and cultural studies as well as a range of multi-disciplinary approaches—asserts that cooking and eating practices are less a matter of nutrition (maintaining life by absorbing nutrients from food) and more a personal or group expression of various social and/or cultural actions, values or positions. The French philosopher, Michel de Certeau agrees, arguing, moreover, that there is an urgency to name and unpick (what he identifies as) the “minor” practices, the “multifarious and silent reserve of procedures” of everyday life. Such practices are of crucial importance to all of us, as although seemingly ordinary, and even banal, they have the ability to “organise” our lives (48). Within such a context, the following aims to consider the influence and significance of an important (although largely unstudied) professional figure in rural and regional economic life: the country food preparer variously known as the local chef or cook. Such an approach is obviously framed by the concept of “cultural economy”. This term recognises the convergence, and interdependence, of the spheres of the cultural and the economic (see Scott 335, for an influential discussion on how “the cultural geography of space and the economic geography of production are intertwined”). Utilising this concept in relation to chefs and cooks seeks to highlight how the ways these figures organise (to use de Certeau’s term) the social and cultural lives of those in their communities are embedded in economic practices and also how, in turn, their economic contributions are dependent upon social and cultural practices. This initial mapping of the influence and significance of the rural and regional chef in one rural and regional area, therefore, although necessarily different in approach and content, continues the application of such converged conceptualisations of the cultural and economic as Teema Tairu’s discussion of the social, recreational and spiritual importance of food preparation and consumption by the unemployed in Finland, Guy Redden’s exploration of how supermarket products reflect shared values, and a series of analyses of the cultural significance of individual food products, such as Richard White’s study of vegemite. While Australians, both urban and rural, currently enjoy access to an internationally renowned food culture, it is remarkable to consider that it has only been during the years following the Second World War that these sophisticated and now much emulated ways of eating and cooking have developed. It is, indeed, only during the last half century that Australian eating habits have shifted from largely Anglo-Saxon influenced foods and meals that were prepared and eaten in the home, to the consumption of a wider range of more international and sophisticated foods and meals that are, increasingly, prepared by others and eaten outside the consumer’s residence. While a range of commonly cited influences has prompted this relatively recent revolution in culinary practice—including post-war migration, increasing levels of prosperity, widespread international travel, and the forces of globalisation—some of this change owes a debt to a series of influential individual figures. These tastemakers have included food writers and celebrity chefs; with early exponents including Margaret Fulton, Graham Kerr and Charmaine Solomon (see Brien). The findings of this study suggests that many restaurant chefs, and other cooks, have similarly played, and continue to take, a key role in the lives of not only the, necessarily, limited numbers of individuals who dine in a particular eatery or the other chefs and/or cooks trained in that establishment (Ruhlman, Reach), but also the communities in which they work on a much broader scale. Considering Chefs In his groundbreaking study, A History of Cooks and Cooking, Australian food historian Michael Symons proposes that those who prepare food are worthy of serious consideration because “if ‘we are what we eat’, cooks have not just made our meals, but have also made us. They have shaped our social networks, our technologies, arts and religions” (xi). Writing that cooks “deserve to have their stories told often and well,” and that, moreover, there is a “need to invent ways to think about them, and to revise our views about ourselves in their light” (xi), Symons’s is a clarion call to investigate the role and influence of cooks. Charles-Allen Baker-Clark has explicitly begun to address this lacunae in his Profiles from the Kitchen: What Great Cooks Have Taught Us About Ourselves and Our Food (2006), positing not only how these figures have shaped our relationships with food and eating, but also how these relationships impact on identities, culture and a range of social issues including those of social justice, spirituality and environmental sustainability. With the growing public interest in celebrities, it is perhaps not surprising that, while such research on chefs and/or cooks is still in its infancy, most of the existing detailed studies on individuals focus on famed international figures such as Marie-Antoine Carême (Bernier; Kelly), Escoffier (James; Rachleff; Sanger), and Alexis Soyer (Brandon; Morris; Ray). Despite an increasing number of tabloid “tell-all” surveys of contemporary celebrity chefs, which are largely based on mass media sources and which display little concern for historical or biographical accuracy (Bowyer; Hildred and Ewbank; Simpson; Smith), there have been to date only a handful of “serious” researched biographies of contemporary international chefs such as Julia Child, Alice Waters (Reardon; Riley), and Bernard Loiseux (Chelminski)—the last perhaps precipitated by an increased interest in this chef following his suicide after his restaurant lost one of its Michelin stars. Despite a handful of collective biographical studies of Australian chefs from the later-1980s on (Jenkins; O’Donnell and Knox; Brien), there are even fewer sustained biographical studies of Australian chefs or cooks (Clifford-Smith’s 2004 study of “the supermarket chef,” Bernard King, is a notable exception). Throughout such investigations, as well as in other popular food writing in magazines and cookbooks, there is some recognition that influential chefs and cooks have worked, and continue to work, outside such renowned urban culinary centres as Paris, London, New York, and Sydney. The Michelin starred restaurants of rural France, the so-called “gastropubs” of rural Britain and the advent of the “star-chef”-led country bed and breakfast establishment in Australia and New Zealand, together with the proliferation of farmer’s markets and a public desire to consume locally sourced, and ecologically sustainable, produce (Nabhan), has focused fresh attention on what could be called “the rural/regional chef”. However, despite the above, little attention has focused on the Australian non-urban chef/cook outside of the pages of a small number of key food writing magazines such as Australian Gourmet Traveller and Vogue Entertaining + Travel. Setting the Scene with an Australian Country Example: Armidale and Guyra In 2004, the Armidale-Dumaresq Council (of the New England region, New South Wales, Australia) adopted the slogan “Foodies thrive in Armidale” to market its main city for the next three years. With a population of some 20,000, Armidale’s main industry (in economic terms) is actually education and related services, but the latest Tourist Information Centre’s Dining Out in Armidale (c. 2006) brochure lists some 25 restaurants, 9 bistros and brasseries, 19 cafés and 5 fast food outlets featuring Australian, French, Italian, Mediterranean, Chinese, Thai, Indian and “international” cuisines. The local Yellow Pages telephone listings swell the estimation of the total number of food-providing businesses in the city to 60. Alongside the range of cuisines cited above, a large number of these eateries foreground the use of fresh, local foods with such phrases as “local and regional produce,” “fresh locally grown produce,” “the finest New England ingredients” and locally sourced “New England steaks, lamb and fresh seafood” repeatedly utilised in advertising and other promotional material. Some thirty kilometres to the north along the New England highway, the country town of Guyra, proclaimed a town in 1885, is the administrative and retail centre for a shire of some 2,200 people. Situated at 1,325 metres above sea level, the town is one of the highest in Australia with its main industries those of fine wool and lamb, beef cattle, potatoes and tomatoes. Until 1996, Guyra had been home to a large regional abattoir that employed some 400 staff at the height of its productivity, but rationalisation of the meat processing industry closed the facility, together with its associated pet food processor, causing a downturn in employment, local retail business, and real estate values. Since 2004, Guyra’s economy has, however, begun to recover after the town was identified by the Costa Group as the perfect site for glasshouse grown tomatoes. Perfect, due to its rare combination of cool summers (with an average of less than two days per year with temperatures over 30 degrees celsius), high winter light levels and proximity to transport routes. The result: 3.3 million kilograms of truss, vine harvested, hydroponic “Top of the Range” tomatoes currently produced per annum, all year round, in Guyra’s 5-hectare glasshouse: Australia’s largest, opened in December 2005. What residents (of whom I am one) call the “tomato-led recovery” has generated some 60 new local jobs directly related to the business, and significant flow on effects in terms of the demand for local services and retail business. This has led to substantial rates of renovation and building of new residential and retail properties, and a noticeably higher level of trade flowing into the town. Guyra’s main street retail sector is currently burgeoning and stories of its renewal have appeared in the national press. Unlike many similar sized inland towns, there are only a handful of empty shops (and most of these are in the process of being renovated), and new commercial premises have recently been constructed and opened for business. Although a small town, even in Australian country town terms, Guyra now has 10 restaurants, hotel bistros and cafés. A number of these feature local foods, with one pub’s bistro regularly featuring the trout that is farmed just kilometres away. Assessing the Contribution of Local Chefs and Cooks In mid-2007, a pilot survey to begin to explore the contribution of the regional chef in these two close, but quite distinct, rural and regional areas was sent to the chefs/cooks of the 70 food-serving businesses in Armidale and Guyra that I could identify. Taking into account the 6 returns that revealed a business had closed, moved or changed its name, the 42 replies received represented a response rate of 65.5per cent (or two thirds), representatively spread across the two towns. Answers indicated that the businesses comprised 18 restaurants, 13 cafés, 6 bistro/brasseries, 1 roadhouse, 1 takeaway/fast food and 3 bed and breakfast establishments. These businesses employed 394 staff, of whom 102 were chefs and/cooks, or 25.9 per cent of the total number of staff then employed by these establishments. In answer to a series of questions designed to ascertain the roles played by these chefs/cooks in their local communities, as well as more widely, I found a wide range of inputs. These chefs had, for instance, made a considerable contribution to their local economies in the area of fostering local jobs and a work culture: 40 (95 per cent) had worked with/for another local business including but not exclusively food businesses; 30 (71.4 per cent) had provided work experience opportunities for those aspiring to work in the culinary field; and 22 (more than half) had provided at least one apprenticeship position. A large number had brought outside expertise and knowledge with them to these local areas, with 29 (69 per cent) having worked in another food business outside Armidale or Guyra. In terms of community building and sustainability, 10 (or almost a quarter) had assisted or advised the local Council; 20 (or almost half) had worked with local school children in a food-related way; 28 (two thirds) had helped at least one charity or other local fundraising group. An extra 7 (bringing the cumulative total to 83.3 per cent) specifically mentioned that they had worked with/for the local gallery, museum and/or local history group. 23 (more than half) had been involved with and/or contributed to a local festival. The question of whether they had “contributed anything else important, helpful or interesting to the community” elicited the following responses: writing a food or wine column for the local paper (3 respondents), delivering TAFE teacher workshops (2 respondents), holding food demonstrations for Rotary and Lions Clubs and school fetes (5 respondents), informing the public about healthy food (3 respondents), educating the public about environmental issues (2 respondents) and working regularly with Meals on Wheels or a similar organisation (6 respondents, or 14.3 per cent). One respondent added his/her work as a volunteer driver for the local ambulance transport service, the only non-food related response to this question. Interestingly, in line with the activity of well-known celebrity chefs, in addition to the 3 chefs/cooks who had written a food or wine column for the local newspaper, 11 respondents (more than a quarter of the sample) had written or contributed to a cookbook or recipe collection. One of these chefs/cooks, moreover, reported that he/she produced a weblog that was “widely read”, and also contributed to international food-related weblogs and websites. In turn, the responses indicated that the (local) communities—including their governing bodies—also offer some support of these chefs and cooks. Many respondents reported they had been featured in, or interviewed and/or photographed for, a range of media. This media comprised the following: the local newspapers (22 respondents, 52.4 per cent), local radio stations (19 respondents, 45.2 per cent), regional television stations (11 respondents, 26.2 per cent) and local websites (8 respondents, 19 per cent). A number had also attracted other media exposure. This was in the local, regional area, especially through local Council publications (31 respondents, 75 per cent), as well as state-wide (2 respondents, 4.8 per cent) and nationally (6 respondents, 14.3 per cent). Two of these local chefs/cooks (or 4.8 per cent) had attracted international media coverage of their activities. It is clear from the above that, in the small area surveyed, rural and regional chefs/cooks make a considerable contribution to their local communities, with all the chefs/cooks who replied making some, and a number a major, contribution to those communities, well beyond the requirements of their paid positions in the field of food preparation and service. The responses tendered indicate that these chefs and cooks contributed regularly to local public events, institutions and charities (with a high rate of contribution to local festivals, school programs and local charitable activities), and were also making an input into public education programs, local cultural institutions, political and social debates of local importance, as well as the profitability of other local businesses. They were also actively supporting not only the future of the food industry as a whole, but also the viability of their local communities, by providing work experience opportunities and taking on local apprentices for training and mentorship. Much more than merely food providers, as a group, these chefs and cooks were, it appears, also operating as food historians, public intellectuals, teachers, activists and environmentalists. They were, moreover, operating as content producers for local media while, at the same time, acting as media producers and publishers. Conclusion The terms “chef” and “cook” can be diversely defined. All definitions, however, commonly involve a sense of professionalism in food preparation reflecting some specialist knowledge and skill in the culinary arts, as well as various levels of creativity, experience and responsibility. In terms of the specific duties that chefs and professional cooks undertake every day, almost all publications on the subject deal specifically with workplace related activities such as food and other supply ordering, staff management, menu planning and food preparation and serving. This is constant across culinary textbooks (see, for instance, Culinary Institute of America 2002) and more discursive narratives about the professional chef such as the bestselling autobiographical musings of Anthony Bourdain, and Michael Ruhlman’s journalistic/biographical investigations of US chefs (Soul; Reach). An alternative preliminary examination, and categorisation, of the roles these professionals play outside their kitchens reveals, however, a much wider range of community based activities and inputs than such texts suggest. It is without doubt that the chefs and cooks who responded to the survey discussed above have made, and are making, a considerable contribution to their local New England communities. It is also without doubt that these contributions are of considerable value, and valued by, those country communities. Further research will have to consider to what extent these contributions, and the significance and influence of these chefs and cooks in those communities are mirrored, or not, by other country (as well as urban) chefs and cooks, and their communities. My thesis is that new media, starting with analog broadcast and going through digital convergence, blur the line between work time and free time. The technology that we are adopting has transformed free time into potential and actual labour time. At the dawn of the modern age, work shifted from tasked time to measured time. Previously, tasked time intermingled work and leisure according to the vagaries of nature. All this was banished when industrial capitalism instituted the work clock (Mumford 12-8). But now, many have noticed how post-industrial capitalism features a new intermingling captured in such expressions as "24/7" and "multi-tasking." Yet, we are only beginning to understand that media are driving a return to the pre-modern where the hour and the space are both ambiguous, available for either work or leisure. This may be the unfortunate side effect of the much vaunted "interactivity." Do you remember the old American TV show Dobie Gillis (1959-63) which featured the character Maynard G. Krebs? He always shuddered at the mention of the four-letter word "work." Now, American television shows makes it a point that everyone works (even if just barely). Seinfeld was a bold exception in featuring the work-free Kramer; a deliberate homage to the 1940s team of Abbott and Costello. Today, as welfare is turned into workfare, The New York Times scolds even the idle rich to adopt the work ethic (Yazigi). The Forms of Broadcast and Digital Media Are Driving the Merger of Work and Leisure More than the Content It is not just the content of television and other media that is undermining the leisured life; it is the social structure within which we use the media. Broadcast advertisements were the first mode/media combinations that began to recolonise free time for the new consumer economy. There had been a previous buildup in the volume and the ubiquity of advertising particularly in billboards and print. However, the attention of the reader to the printed commercial message could not be controlled and measured. Radio was the first to appropriate and measure its audience's time for the purposes of advertising. Nineteenth century media had promoted a middle class lifestyle based on spending money on home to create a refuge from work. Twentieth century broadcasting was now planting commercial messages within that refuge in the sacred moments of repose. Subsequent to broadcast, home video and cable facilitated flexible work by offering entertainment on a 24 hour basis. Finally, the computer, which juxtaposes image/sound/text within a single machine, offers the user the same proto-interactive blend of entertainment and commercial messages that broadcasting pioneered. It also fulfills the earlier promise of interactive TV by allowing us to work and to shop, in all parts of the day and night. We need to theorise this movement. The theory of media as work needs an institutional perspective. Therefore, I begin with Dallas Smythe's blindspot argument, which gave scholarly gravitas to the structural relationship of work and media (263-299). Horkheimer and Adorno had already noticed that capitalism was extending work into free time (137). Dallas Smythe went on to dissect the precise means by which late capitalism was extending work. Smythe restates the Marxist definition of capitalist labour as that human activity which creates exchange value. Then he considered the advertising industry, which currently approaches200 billion in the USA and realised that a great deal of exchange value has been created. The audience is one element of the labour that creates this exchange value. The appropriation of people's time creates advertising value. The time we spend listening to commercials on radio or viewing them on TV can be measured and is the unit of production for the value of advertising. Our viewing time ipso facto has been changed into work time. We may not experience it subjectively as work time although pundits such as Marie Winn and Jerry Mander suggest that TV viewing contributes to the same physical stresses as actual work. Nonetheless, Smythe sees commercial broadcasting as expanding the realm of capitalism into time that was otherwise set aside for private uses. Smythe's essay created a certain degree of excitement among political economists of media. Sut Jhally used Smythe to explain aspects of US broadcast history such as the innovations of William Paley in creating the CBS network (Jhally 70-9). In 1927, as Paley contemplated winning market share from his rival NBC, he realised that selling audience time was far more profitable than selling programs. Therefore, he paid affiliated stations to air his network's programs while NBC was still charging them for the privilege. It was more lucrative to Paley to turn around and sell the stations' guaranteed time to advertisers, than to collect direct payments for supplying programs. NBC switched to his business model within a year. Smythe/Jhally's model explains the superiority of Paley's model and is a historical proof of Smythe's thesis. Nonetheless, many economists and media theorists have responded with a "so what?" to Smythe's thesis that watching TV as work. Everyone knows that the basis of network television is the sale of "eyeballs" to the advertisers. However, Smythe's thesis remains suggestive. Perhaps he arrived at it after working at the U.S. Federal Communications Commission from 1943 to 1948 (Smythe 2). He was part of a team that made one last futile attempt to force radio to embrace public interest programming. This effort failed because the tide of consumerism was too strong. Radio and television were the leading edge of recapturing the home for work, setting the stage for the Internet and a postmodern replication of the cottage industries of pre and proto-industrial worlds. The consequences have been immense. The Depression and the crisis of over-production Cultural studies recognises that social values have shifted from production to consumption (Lash and Urry). The shift has a crystallising moment in the Great Depression of 1929 through 1940. One proposal at the time was to reduce individual work hours in order to create more jobs (see Hunnicut). This proposal of "share the work" was not adopted. From the point of view of the producer, sharing the work would make little difference to productivity. However, from the retailer's perspective each individual worker would accumulate less money to buy products. Overall sales would stagnate or decline. Prominent American economists at the time argued that sharing the work would mean sharing the unemployment. They warned the US government this was a fundamental threat to an economy based on consumption. Only a fully employed laborer could have enough money to buy down the national inventory. In 1932, N. A. Weston told the American Economic Association that: " ...[the labourers'] function in society as a consumer is of equal importance as the part he plays as a producer." (Weston 11). If the defeat of the share the work movement is the negative manifestation of consumerism, then the invasion by broadcast of our leisure time is its positive materialisation. We can trace this understanding by looking at Herbert Hoover. When he was the Secretary of Commerce in 1924 he warned station executives that: "I have never believed that it was possible to advertise through broadcasting without ruining the [radio] industry" (Radio's Big Issue). He had not recognised that broadcast advertising would be qualitatively more powerful for the economy than print advertising. By 1929, Hoover, now President Hoover, approved an economics committee recommendation in the traumatic year of 1929 that leisure time be made "consumable " (Committee on Recent Economic Changes xvi). His administration supported the growth of commercial radio because broadcasting was a new efficient answer to the economists' question of how to motivate consumption. Not so coincidentally network radio became a profitable industry during the great Depression. The economic power that pre-war radio hinted at flourished in the proliferation of post-war television. Advertisers switched their dollars from magazines to TV, causing the demise of such general interest magazines as Life, The Saturday Evening Postet al. Western Europe quickly followed the American broadcasting model. Great Britain was the first, allowing television to advertise the consumer revolution in 1955. Japan and many others started to permit advertising on television. During the era of television, the nature of work changed from manufacturing to servicing (Preston 148-9). Two working parents also became the norm as a greater percentage of the population took salaried employment, mostly women (International Labour Office). Many of the service jobs are to monitor the new global division of labour that allows industrialised nations to consume while emerging nations produce. (Chapter seven of Preston is the most current discussion of the shift of jobs within information economies and between industrialised and emerging nations.) Flexible Time/ Flexible Media Film and television has responded by depicting these shifts. The Mary Tyler Moore Show debuted in September of 1970 (see http://www.transparencynow.com/mary.htm). In this show nurturing and emotional attachments were centered in the work place, not in an actual biological family. It started a trend that continues to this day. However, media representations of the changing nature of work are merely symptomatic of the relationship between media and work. Broadcast advertising has a more causal relationship. As people worked more to buy more, they found that they wanted time-saving media. It is in this time period that the Internet started (1968), that the video cassette recorder was introduced (1975) and that the cable industry grew. Each of these ultimately enhanced the flexibility of work time. The VCR allowed time shifting programs. This is the media answer to the work concept of flexible time. The tired worker can now see her/his favourite TV show according to his/her own flex schedule (Wasser 2001). Cable programming, with its repeats and staggered starting times, also accommodates the new 24/7 work day. These machines, offering greater choice of programming and scheduling, are the first prototypes of interactivity. The Internet goes further in expanding flexible time by adding actual shopping to the vicarious enjoyment of consumerist products on television. The Internet user continues to perform the labour of watching advertising and, in addition, now has the opportunity to do actual work tasks at any time of the day or night. The computer enters the home as an all-purpose machine. Its purchase is motivated by several simultaneous factors. The rhetoric often stresses the recreational and work aspects of the computer in the same breath (Reed 173, Friedrich 16-7). Games drove the early computer programmers to find more "user-friendly" interfaces in order to entice young consumers. Entertainment continues to be the main driving force behind visual and audio improvements. This has been true ever since the introduction of the Apple II, Radio Shack's TRS 80 and Atari 400 personal computers in the 1977-1978 time frame (see http://www.atari-history.com/computers/8bits/400.html). The current ubiquity of colour monitors, and the standard package of speakers with PC computers are strong indications that entertainment and leisure pursuits continue to drive the marketing of computers. However, once the computer is in place in the study or bedroom, its uses fully integrates the user with world of work in both the sense of consuming and creating value. This is a specific instance of what Philip Graham calls the analytical convergence of production, consumption and circulation in hypercapitalism. The streaming video and audio not only captures the action of the game, they lend sensual appeal to the banner advertising and the power point downloads from work. In one regard, the advent of Internet advertising is a regression to the pre-broadcast era. The passive web site ad runs the same risk of being ignored as does print advertising. The measure of a successful web ad is interactivity that most often necessitates a click through on the part of the viewer. Ads often show up on separate windows that necessitate a click from the viewer if only to close down the program. In the words of Bolter and Grusin, click-through advertising is a hypermediation of television. In other words, it makes apparent the transparent relationship television forged between work and leisure. We do not sit passively through Internet advertising, we click to either eliminate them or to go on and buy the advertised products. Just as broadcasting facilitated consumable leisure, new media combines consumable leisure with flexible portable work. The new media landscape has had consequences, although the price of consumable leisure took awhile to become visible. The average work week declined from 1945 to 1982. After that point in the US, it has been edging up, continuously (United States Bureau of Labor Statistics). There is some question whether the computer has improved productivity (Kim), there is little question that the computer is colonising leisure time for multi-tasking. In a population that goes online from home almost twice as much as those who go online from work, almost half use their online time for work based activities other than email. Undoubtedly, email activity would account for even more work time (Horrigan). On the other side of the blur between work and leisure, the Pew Institute estimates that fifty percent use work Internet time for personal pleasure ("Wired Workers"). Media theory has to reengage the problem that Horkheimer/Adorno/Smythe raised. The contemporary problem of leisure is not so much the lack of leisure, but its fractured, non-contemplative, unfulfilling nature. Critique of Ability In July 2008, we could be on the eve of an enormously important shift in disability in Australia. One sign of change is the entry into force on 3 May 2008 of the United Nations convention on the Rights of Persons with Disabilities, which will now be adopted by the Rudd Labor government. Through this, and other proposed measures, the Rudd government has indicated its desire for a seachange in the area of disability. Bill Shorten MP, the new Parliamentary Secretary for Disabilities and Children’s Services has been at pains to underline his commitment to a rights-based approach to disability. In this inaugural speech to Parliament, Senator Shorten declared: I believe the challenge for government is not to fit people with disabilities around programs but for programs to fit the lives, needs and ambitions of people with disabilities. The challenge for all of us is to abolish once and for all the second-class status that too often accompanies Australians living with disabilities. (Shorten, “Address in reply”; see also Shorten, ”Speaking up”) Yet if we listen to the voices of people with disability, we face fundamental issues of justice, democracy, equality and how we understand the deepest aspects of ourselves and our community. This is a situation that remains dire and palpably unjust, as many people with disabilities have attested. Elsewhere I have argued (Goggin and Newell) that disability constitutes a systemic form of exclusion and othering tantamount to a “social apartheid” . While there have been improvements and small gains since then, the system that reigns in Australia is still fundamentally oppressive. Nonetheless, I would suggest that through the rise of the many stranded movements of disability, the demographic, economic and social changes concerning impairment, we are seeing significant changes in how we understand impairment and ability (Barnes, Oliver and Barton; Goggin and Newell, Disability in Australia; Snyder, Brueggemann, and Garland-Thomson; Shakespeare; Stiker). There is now considerable, if still incomplete, recognition of disability as a category that is constituted through social, cultural, and political logics, as well as through complex facets of impairment, bodies (Corker and Shakespeare), experiences, discourses (Fulcher), and modes of materiality and subjectivity (Butler), identity and government (Tremain). Also there is growing awareness of the imbrication of disability and other categories such as sex and gender (Fine and Asch; Thomas), race, age, culture, class and distribution of wealth (Carrier; Cole; Davis, Bending over Backwards, and Enforcing Normalcy; Oliver; Rosenblum and Travis), ecology and war (Bourke; Gerber; Muir). There are rich and wide-ranging debates that offer fundamental challenges to the suffocating grip of the dominant biomedical model of disability (that conceives disability as individual deficit — for early critiques see: Borsay; Walker), as well as the still influential and important (if at times limiting) social model of disability (Oliver; Barnes and Mercer; Shakespeare). All in all,there have been many efforts to transform the social and political relations of disability. If disability has been subject to considerable examination, there has not yet been an extended, concomitant critique of ability. Nor have we witnessed a thoroughgoing recognition of unmarked, yet powerful operations of ability in our lives and thought, and the potential implications of challenging these. Certainly there have been important attempts to reframe the relationship between “ability” and “disability” (for example, see Jones and Mark). And we are all familiar with the mocking response to some neologisms that seek to capture this, such as the awkward yet pointed “differently-abled.” Despite such efforts we lack still a profound critique of ability, an exploration of “able”, the topic that this special issue invites us to consider. If we think of the impact and significance of “whiteness”, as a way to open up space for how to critically think about and change concepts of race; or of “masculinity” as a project for thinking about gender and sexuality — we can see that this interrogation of the unmarked category of “able” and “ability” is much needed (for one such attempt, see White). In this paper I would like to make a small contribution to such a critique of ability, by considering what the concept of innovation and its contemporary rhetorics have to offer for reframing disability. Innovation is an important discourse in contemporary life. It offers interesting possibilities for rethinking ability — and indeed disability. And it is this relatively unexplored prospect that this paper seeks to explore. Beyond Access, Equity & Diversity In this scene of disability, there is attention being given to making long over-due reforms. Yet the framing of many of these reforms, such as the strengthening of national and international legal frameworks, for instance, also carry with them considerable problems. Disability is too often still seen as something in need of remediation, or special treatment. Access, equity, and anti-discrimination frameworks offer important resources for challenging this “special” treatment, so too do the diversity approaches which have supplemented or supplanted them (Goggin and Newell, “Diversity as if Disability Mattered”). In what new ways can we approach disability and policies relevant to it? In a surprisingly wide range of areas, innovation has featured as a new, cross-sectoral approach. Innovation has been a long-standing topic in science, technology and economics. However, its emergence as master-theme comes from its ability to straddle and yoke together previously diverse fields. Current discussions of innovation bring together and extend work on the information society, the knowledge economy, and the relationships between science and technology. We are now familiar for instance with arguments about how digital networked information and communications technologies and their consumption are creating new forms of innovation (Benkler; McPherson; Passiante, Elia, and Massari). Innovation discourse has extended to many other unfamiliar realms too, notably the area of social and community development, where a new concept of social innovation is now proposed (Mulgan), often aligned with new ideas of social entrepreneurship that go beyond earlier accounts of corporate social responsibility. We can see the importance of innovation in the ‘creative industries’ discourses and initiatives which have emerged since the 1990s. Here previously distinct endeavours of arts and culture have become reframed in a way that puts their central achievement of creativity to the fore, and recognises its importance across all sorts of service and manufacturing industries, in particular. More recently, theorists of creative industries, such as Cunningham, have begun to talk about “social network markets,” as a way to understand the new hybrid of creativity, innovation, digital technology, and new economic logics now being constituted (Cunningham and Potts). Innovation is being regarded as a cardinal priority for societies and their governments. Accordingly, the Australian government has commissioned a Review of The National Innovation System, led by Dr Terry Cutler, due to report in the second half of 2008. The Cutler review is especially focussed upon gaps and weaknesses in the Australian innovation system. Disability has the potential to figure very strongly in this innovation talk, however there has been little discussion of disability in the innovation discourse to date. The significance of disability in relation to innovation was touched upon some years ago, in a report on Disablism from the UK Demos Foundation (Miller, Parker and Gillinson). In a chapter entitled “The engine of difference: disability, innovation and creativity,” the authors discuss the area of inclusive design, and make the argument for the “involvement of disabled people to create a stronger model of user design”:Disabled people represented a market of 8.6 million customers at the last count and their experiences aren’t yet feeding through into processes of innovation. But the role of disabled people as innovators can and should be more active; we should include disabled people in the design process because they are good at it. (57) There are two reasons given for this expertise of disabled people in design. Firstly, “disabled people are often outstanding problem solvers because they have to be … life for disabled people at the moment is a series of challenges to be overcome” (57). Secondly, “innovative ideas are more likely to come from those who have a new or different angle on old problems” (57). The paradox in this argument is that as life becomes more equitable for people with disabilities, then these ‘advantages’ should disappear” (58). Accordingly, Miller et al. make a qualified argument, namely that “greater participation of disabled people in innovation in the short term may just be the necessary trigger for creating an altogether different, and better, system of innovation for everyone in the future” (58). The Demos Disablism report was written at a time when rhetorics of innovation were just beginning to become more generalized and mainstream. This was also at a time in the UK, when there was hope that new critical approaches to disability would see it become embraced as a part of the diverse society that Blair’s New Labor Britain had been indicating. The argument Disablism offers about disability and innovation is in some ways a more formalized version of vernacular theory (McLaughlin, 1996). In the disability movement we often hear, with good reason, that people with disability, by dint of their experience and knowledge are well positioned to develop and offer particular kinds of expertise. However, Miller et al. also gesture towards a more generalized account of disability and innovation, one that would intersect with the emerging frameworks around innovation. It is this possibility that I wish to take up and briefly explore here. I want to consider the prospects for a fully-fledged encounter between disability and innovation. I would like to have a better sense of whether this is worth pursuing, and what it would add to our understanding of both disability and innovation? Would the disability perspective be integrated as a long-term part of our systems of innovation rather than, as Miller et al. imply, deployed temporarily to develop better innovation systems? What pitfalls might be bound up with, or indeed be the conditions of, such a union between disability and innovation? The All-Too-Able User A leading area where disability figures profoundly in innovation is in the field of technology — especially digital technology. There is now a considerable literature and body of practice on disability and digital technology (Annable, Goggin, and Stienstra; Goggin and Newell, Digital Disability; National Council on Disability), however for my purposes here I would like to focus upon the user, the abilities ascribed to various kinds of users, and the user with disability in particular. Digital technologies are replete with challenges and opportunities; they are multi-layered, multi-media, and global in their manifestation and function. In Australia, Britain, Canada, the US, and Europe, there have been some significant digital technology initiatives which have resulted in improved accessibility for many users and populations (Annable, Goggin, and Stienstra; National Council on Disability) . There are a range of examples of ways in which users with disability are intervening and making a difference in design. There is also a substantial body of literature that clarifies why we need to include the perspective of the disabled if we are to be truly innovative in our design practices (Annable, Goggin and Stienstra; Goggin and Newell, “Disability, Identity and Interdependence”). I want to propose, however, that there is merit in going beyond recognition of the role of people with disability in technology design (vital and overlooked as it remains), to consider how disability can enrich contemporary discourses on innovation. There is a very desirable cross-over to be promoted between the emphasis on the user-as-expert in the sphere of disability and technology, and on the integral role of disability groups in the design process, on the one hand, and the rise of the user in digital culture generally, on the other. Surprisingly, such connections are nowhere near as widespread and systematic as they should be. It may be that contemporary debates about the user, and about the user as co-creator, or producer, of technology (Haddon et al.; von Hippel) actually reinstate particular notions of ability, and the able user, understood with reference to notions of disability. The current emphasis on the productive user, based as it is on changing understandings of ability and disability, provides rich material for critical revision of the field and those assumptions surrounding ability. It opens up possibilities for engaging more fully with disability and incorporating disability into the new forms and relations of digital technology that celebrate the user (Goggin and Newell, Digital Disability). While a more detailed consideration of these possibilities require more time than this essay allows, let us consider for a moment the idea of a genuine encounter between the activated user springing from the disability movement, and the much feted user in contemporary digital culture and theories of innovation. People with disability are using these technologies in innovative ways, so have much to contribute to wider discussions of digital technology (Annable, Goggin and Stienstra). The Innovation Turn Innovation policy, the argument goes, is important because it stands to increase productivity, which in turn leads to greater international competitiveness and economic benefit. Especially with the emergence of capitalism (Gleeson), productivity has strong links to particular notions of which types of production and produce are valued. Productivity is also strongly conditioned by how we understand ability and, last in a long chain of strong associations, how we as a society understand and value those kinds of people and bodies believed to contain and exercise the ordained and rewarded types of ability, produce, and productivity. Disability is often seen as antithetical to productivity (a revealing text on the contradictions of disability and productivity is the 2004 Productivity Commission Review of the Disability Discrimination Act). When we think about the history of disability, we quickly realize that productivity, and by extension, innovation, are strongly ideological. Ideological, that is, in the sense that these fields of human endeavour and our understanding of them are shaped by power relations, and are built upon implicit ‘ableist’ assumptions about productivity. In this case, the power relations of disability go right to the heart of the matter, highlighting who and what are perceived to be of value, contributing economically and in other ways to society, and who and what are considered as liabilities, as less valued and uneconomical. A stark recent example of this is the Howard government workplace and welfare reforms, which further disenfranchised, controlled, and impoverished people with disability. If we need to rethink our ideas of productivity and ability in the light of new notions of disability, then so too do we need to rethink our ideas about innovation and disability. Here the new discourses of innovation may actually be useful, but also contain limited formulations and assumptions about ability and disability that need to be challenged. The existing problems of a fresh approach to disability and innovation can be clearly observed in the touchstones of national science and technology “success.” Beyond One-Sided Innovation Disability does actually feature quite prominently in the annals of innovation. Take, for instance, the celebrated case of the so-called “bionic ear” (or cochlear implant) hailed as one of Australia’s great scientific inventions of the past few decades. This is something we can find on display in the Powerhouse Museum of Technology and Design, in Sydney. Yet the politics of the cochlear implant are highly controversial, not least as it is seen by many (for instance, large parts of the Deaf community) as not involving people with disabilities, nor being informed by their desires (Campbell, also see “Social and Ethical Aspects of Cochlear Implants”). A key problem with the cochlear implant and many other technologies is that they are premised on the abolition or overcoming of disability — rather than being shaped as technology that acknowledges and is informed by disabled users in their diverse guises. The failure to learn the lessons of the cochlear implant for disability and innovation can be seen in the fact that we are being urged now to band together to support the design of a “bionic eye” by the year 2020, as a mark of distinction of achieving a great nation (2020 Summit Initial Report). Again, there is no doubting the innovation and achievement in these artefacts and their technological systems. But their development has been marked by a distinct lack of consultation and engagement with people with disabilities; or rather the involvement has been limited to a framework that positions them as passive users of technology, rather than as “producer/users”. Further, what notions of disability and ability are inscribed in these technological systems, and what do they represent and symbolize in the wider political and social field? Unfortunately, such technologies have the effect of reproducing an ableist framework, “enforcing normalcy” (Davis), rather than building in, creating and contributing to new modes of living, which embrace difference and diversity. I would argue that this represents a one-sided logic of innovation. A two-sided logic of innovation, indeed what we might call a double helix (at least) of innovation would be the sustained, genuine interaction between different users, different notions of ability, disability and impairment, and the processes of design. If such a two-sided (or indeed many-sided logic) is to emerge there is good reason to think it could more easily do so in the field of digital cultures and technologies, than say, biotechnology. The reason for this is the emphasis in digital communication technologies on decentralized, participatory, user-determined governance and design, coming from many sources. Certainly this productive, democratic, participatory conception of the user is prevalent in Internet cultures. Innovation here is being reshaped to harness the contribution and knowledge of users, and could easily be extended to embrace pioneering efforts in disability. Innovating with Disability In this paper I have tried to indicate why it is productive for discourses of innovation to consider disability; the relationship between disability and innovation is rich and complex, deserving careful elaboration and interrogation. In suggesting this, I am aware that there are also fundamental problems that innovation raises in its new policy forms. There are the issues of what is at stake when the state is redefining its traditional obligations towards citizens through innovation frameworks and discourses. And there is the troubling question of whether particular forms of activity are normatively judged to be innovative — whereas other less valued forms are not seen as innovative. By way of conclusion, however, I would note that there are now quite basic, and increasingly accepted ways, to embed innovation in design frameworks, and while they certainly have been adopted in the disability and technology area, there is much greater scope for this. However, a few things do need to change before this potential for disability to enrich innovation is adequately realized. Firstly, we need further research and theorization to clarify the contribution of disability to innovation, work that should be undertaken and directed by people with disability themselves. Secondly, there is a lack of resources for supporting disability and technology organisations, and the development of training and expertise in this area (especially to provide viable career paths for experts with disability to enter the field and sustain their work). If this is addressed, the economic benefits stand to be considerable, not to mention the implications for innovation and productivity. Thirdly, we need to think about how we can intensify existing systems of participatory design, or, better still, introduce new user-driven approaches into strategically important places in the design processes of ICTs (and indeed in the national innovation system). Finally, there is an opportunity for new approaches to governance in ICTs at a general level, informed by disability. New modes of organising, networking, and governance associated with digital technology have attracted much attention, also featuring recently in the Australia 2020 Summit. Less well recognised are new ideas about governance that come from the disability community, such as the work of Queensland Advocacy Incorporated, Rhonda Galbally’s Our Community, disability theorists such as Christopher Newell (Newell), or the Canadian DIS-IT alliance (see, for instance, Stienstra). The combination of new ideas in governance from digital culture, new ideas from the disability movement and disability studies, and new approaches to innovation could be a very powerful cocktail indeed.Dedication This paper is dedicated to my beloved friend and collaborator, Professor Christopher Newell AM (1964-2008), whose extraordinary legacy will inspire us all to continue exploring and questioning the idea of able. Refereed publications (also known as peer-reviewed) are the currency of academia, yet many PhD theses in Australia result in only one or two such papers. Typically, a doctoral thesis requires the candidate to present (and pass) a public Confirmation Seminar, around nine to twelve months into candidacy, in which a panel of the candidate’s supervisors and invited experts adjudicate upon whether the work is likely to continue and ultimately succeed in the goal of a coherent and original contribution to knowledge. A Final Seminar, also public and sometimes involving the traditional viva voce or oral defence of the thesis, is presented two or three months before approval is given to send the 80,000 to 100,000 word tome off for external examination. And that soul-destroying or elation-releasing examiner’s verdict can be many months in the delivery: a limbo-like period during which the candidate’s status as a student is ended and her or his receipt of any scholarship or funding guerdon is terminated with perfunctory speed. This is the only time most students spend seriously writing up their research for publication although, naturally, many are more involved in job hunting as they pin their hopes on passing the thesis examination.There is, however, a slightly more palatable alternative to this nail-biting process of the traditional PhD, and that is the PhD by Published Papers (also known as PhD by Publications or PhD by Published Works). The form of my own soon-to-be-submitted thesis, it permits the submission for examination of a collection of papers that have been refereed and accepted (or are in the process of being refereed) for publication in academic journals or books. Apart from the obvious benefits in getting published early in one’s (hopefully) burgeoning academic career, it also takes away a lot of the stress come final submission time. After all, I try to assure myself, the thesis examiners can’t really discredit the process of double-blind, peer-review the bulk of the thesis has already undergone: their job is to examine how well I’ve unified the papers into a cohesive thesis … right? But perhaps they should at least be wary, because, unfortunately, the requirements for this kind of PhD vary considerably from institution to institution and there have been some cases where the submitted work is of questionable quality compared to that produced by graduates from more demanding universities. Hence, this paper argues that in my subject area of interest—film and television studies—there is a huge range in the set requirements for doctorates, from universities that award the degree to film artists for prior published work that has undergone little or no academic scrutiny and has involved little or no on-campus participation to at least three Australian universities that require candidates be enrolled for a minimum period of full-time study and only submit scholarly work generated and published (or submitted for publication) during candidature. I would also suggest that uncertainty about where a graduate’s work rests on this continuum risks confusing a hard-won PhD by Published Papers with the sometimes risible honorary doctorate. Let’s begin by dredging the depths of those murky, quasi-academic waters to examine the occasionally less-than-salubrious honorary doctorate. The conferring of this degree is generally a recognition of an individual’s body of (usually published) work but is often conferred for contributions to knowledge or society in general that are not even remotely academic. The honorary doctorate does not usually carry with it the right to use the title “Dr” (although many self-aggrandising recipients in the non-academic world flout this unwritten code of conduct, and, indeed, Monash University’s Monash Magazine had no hesitation in describing its 2008 recipient, musician, screenwriter, and art-school-dropout Nick Cave, as “Dr Cave” (O’Loughlin)). Some shady universities even offer such degrees for sale or ‘donation’ and thus do great damage to that institution’s credibility as well as to the credibility of the degree itself. Such overseas “diploma mills”—including Ashwood University, Belford University, Glendale University and Suffield University—are identified by their advertising of “Life Experience Degrees,” for which a curriculum vitae outlining the prospective graduand’s oeuvre is accepted on face value as long as their credit cards are not rejected. An aspiring screen auteur simply specifies film and television as their major and before you can shout “Cut!” there’s a degree in the mail. Most of these pseudo-universities are not based in Australia but are perfectly happy to confer their ‘titles’ to any well-heeled, vanity-driven Australians capable of completing the online form. Nevertheless, many academics fear a similarly disreputable marketplace might develop here, and Norfolk Island-based Greenwich University presents a particularly illuminating example. Previously empowered by an Act of Parliament consented to by Senator Ian Macdonald, the then Minister for Territories, this “university” had the legal right to confer honorary degrees from 1998. The Act was eventually overridden by legislation passed in 2002, after a concerted effort by the Australian Universities Quality Agency Ltd. and the Australian Vice-Chancellors’ Committee to force the accreditation requirements of the Australian Qualifications Framework upon the institution in question, thus preventing it from making degrees available for purchase over the Internet. Greenwich University did not seek re-approval and soon relocated to its original home of Hawaii (Brown). But even real universities flounder in similarly muddy waters when, unsolicited, they make dubious decisions to grant degrees to individuals they hold in high esteem. Although meaning well by not courting pecuniary gain, they nevertheless invite criticism over their choice of recipient for their honoris causa, despite the decision usually only being reached after a process of debate and discussion by university committees. Often people are rewarded, it seems, as much for their fame as for their achievements or publications. One such example of a celebrity who has had his onscreen renown recognised by an honorary doctorate is film and television actor/comedian Billy Connolly who was awarded an Honorary Doctor of Letters by The University of Glasgow in 2006, prompting Stuart Jeffries to complain that “something has gone terribly wrong in British academia” (Jeffries). Eileen McNamara also bemoans the levels to which some institutions will sink to in search of media attention and exposure, when she writes of St Andrews University in Scotland conferring an honorary doctorate to film actor and producer, Michael Douglas: “What was designed to acknowledge intellectual achievement has devolved into a publicity grab with universities competing for celebrity honorees” (McNamara). Fame as an actor (and the list gets even weirder when the scope of enquiry is widened beyond the field of film and television), seems to be an achievement worth recognising with an honorary doctorate, according to some universities, and this kind of discredit is best avoided by Australian institutions of higher learning if they are to maintain credibility. Certainly, universities down under would do well to follow elsewhere than in the footprints of Long Island University’s Southampton College. Perhaps the height of academic prostitution of parchments for the attention of mass media occurred when in 1996 this US school bestowed an Honorary Doctorate of Amphibious Letters upon that mop-like puppet of film and television fame known as the “muppet,” Kermit the Frog. Indeed, this polystyrene and cloth creation with an anonymous hand operating its mouth had its acceptance speech duly published (see “Kermit’s Acceptance Speech”) and the Long Island University’s Southampton College received much valuable press. After all, any publicity is good publicity. Or perhaps this furry frog’s honorary degree was a cynical stunt meant to highlight the ridiculousness of the practice? In 1986 a similar example, much closer to my own home, occurred when in anticipation and condemnation of the conferral of an honorary doctorate upon Prince Philip by Monash University in Melbourne, the “Members of the Monash Association of Students had earlier given a 21-month-old Chihuahua an honorary science degree” (Jeffries), effectively suggesting that the honorary doctorate is, in fact, a dog of a degree. On a more serious note, there have been honorary doctorates conferred upon far more worthy recipients in the field of film and television by some Australian universities. Indigenous film-maker Tracey Moffatt was awarded an honorary doctorate by Griffith University in November of 2004. Moffatt was a graduate of the Griffith University’s film school and had an excellent body of work including the films Night Cries: A Rural Tragedy (1990) and beDevil (1993). Acclaimed playwright and screenwriter David Williamson was presented with an Honorary Doctorate of Letters by The University of Queensland in December of 2004. His work had previously picked up four Australian Film Institute awards for best screenplay. An Honorary Doctorate of Visual and Performing Arts was given to film director Fred Schepisi AO by The University of Melbourne in May of 2006. His films had also been earlier recognised with Australian Film Institute awards as well as the Golden Globe Best Miniseries or Television Movie award for Empire Falls in 2006. Director George Miller was crowned with an Honorary Doctorate in Film from the Australian Film, Television, and Radio School in April 2007, although he already had a medical doctor’s testamur on his wall. In May of this year, filmmaker George Gittoes, a fine arts dropout from The University of Sydney, received an honorary doctorate by The University of New South Wales. His documentaries, Soundtrack to War (2005) and Rampage (2006), screened at the Sydney and Berlin film festivals, and he has been employed by the Australian Government as an official war artist. Interestingly, the high quality screen work recognised by these Australian universities may have earned the recipients ‘real’ PhDs had they sought the qualification. Many of these film artists could have just as easily submitted their work for the degree of PhD by Published Papers at several universities that accept prior work in lieu of an original exegesis, and where a film is equated with a book or journal article. But such universities still invite comparisons of their PhDs by Published Papers with honorary doctorates due to rather too-easy-to-meet criteria. The privately funded Bond University, for example, recommends a minimum full-time enrolment of just three months and certainly seems more lax in its regulations than other Antipodean institution: a healthy curriculum vitae and payment of the prescribed fee (currently AUD$24,500 per annum) are the only requirements. Restricting my enquiries once again to the field of my own research, film and television, I note that Dr. Ingo Petzke achieved his 2004 PhD by Published Works based upon films produced in Germany well before enrolling at Bond, contextualized within a discussion of the history of avant-garde film-making in that country. Might not a cynic enquire as to how this PhD significantly differs from an honorary doctorate? Although Petzke undoubtedly paid his fees and met all of Bond’s requirements for his thesis entitled Slow Motion: Thirty Years in Film, one cannot criticise that cynic for wondering if Petzke’s films are indeed equivalent to a collection of refereed papers. It should be noted that Bond is not alone when it comes to awarding candidates the PhD by Published Papers for work published or screened in the distant past. Although yet to grant it in the area of film or television, Swinburne University of Technology (SUT) is an institution that distinctly specifies its PhD by Publications is to be awarded for “research which has been carried out prior to admission to candidature” (8). Similarly, the Griffith Law School states: “The PhD (by publications) is awarded to established researchers who have an international reputation based on already published works” (1). It appears that Bond is no solitary voice in the academic wilderness, for SUT and the Griffith Law School also apparently consider the usual milestones of Confirmation and Final Seminars to be unnecessary if the so-called candidate is already well published. Like Bond, Griffith University (GU) is prepared to consider a collection of films to be equivalent to a number of refereed papers. Dr Ian Lang’s 2002 PhD (by Publication) thesis entitled Conditional Truths: Remapping Paths To Documentary ‘Independence’ contains not refereed, scholarly articles but the following videos: Wheels Across the Himalaya (1981); Yallambee, People of Hope (1986); This Is What I Call Living (1988); The Art of Place: Hanoi Brisbane Art Exchange (1995); and Millennium Shift: The Search for New World Art (1997). While this is a most impressive body of work, and is well unified by appropriate discussion within the thesis, the cynic who raised eyebrows at Petzke’s thesis might also be questioning this thesis: Dr Lang’s videos all preceded enrolment at GU and none have been refereed or acknowledged with major prizes. Certainly, the act of releasing a film for distribution has much in common with book publishing, but should these videos be considered to be on a par with academic papers published in, say, the prestigious and demanding journal Screen? While recognition at awards ceremonies might arguably correlate with peer review there is still the question as to how scholarly a film actually is. Of course, documentary films such as those in Lang’s thesis can be shown to be addressing gaps in the literature, as is the expectation of any research paper, but the onus remains on the author/film-maker to demonstrate this via a detailed contextual review and a well-written, erudite argument that unifies the works into a cohesive thesis. This Lang has done, to the extent that suspicious cynic might wonder why he chose not to present his work for a standard PhD award. Another issue unaddressed by most institutions is the possibility that the publications have been self-refereed or refereed by the candidate’s editorial colleagues in a case wherein the papers appear in a book the candidate has edited or co-edited. Dr Gillian Swanson’s 2004 GU thesis Towards a Cultural History of Private Life: Sexual Character, Consuming Practices and Cultural Knowledge, which addresses amongst many other cultural artefacts the film Lawrence of Arabia (David Lean 1962), has nine publications: five of which come from two books she co-edited, Nationalising Femininity: Culture, Sexuality and Cinema in Britain in World War Two, (Gledhill and Swanson 1996) and Deciphering Culture: Ordinary Curiosities and Subjective Narratives (Crisp et al 2000). While few would dispute the quality of Swanson’s work, the persistent cynic might wonder if these five papers really qualify as refereed publications. The tacit understanding of a refereed publication is that it is blind reviewed i.e. the contributor’s name is removed from the document. Such a system is used to prevent bias and favouritism but this level of anonymity might be absent when the contributor to a book is also one of the book’s editors. Of course, Dr Swanson probably took great care to distance herself from the refereeing process undertaken by her co-editors, but without an inbuilt check, allegations of cronyism from unfriendly cynics may well result. A related factor in making comparisons of different university’s PhDs by Published Papers is the requirements different universities have about the standard of the journal the paper is published in. It used to be a simple matter in Australia: the government’s Department of Education, Science and Training (DEST) held a Register of Refereed Journals. If your benefactor in disseminating your work was on the list, your publications were of near-unquestionable quality. Not any more: DEST will no longer accept nominations for listing on the Register and will not undertake to rule on whether a particular journal article meets the HERDC [Higher Education Research Data Collection] requirements for inclusion in publication counts. HEPs [Higher Education Providers] have always had the discretion to determine if a publication produced in a journal meets the requirements for inclusion in the HERDC regardless of whether or not the journal was included on the Register of Refereed Journals. As stated in the HERDC specifications, the Register is not an exhaustive list of all journals which satisfy the peer-review requirements (DEST). The last listing for the DEST Register of Refereed Journals was the 3rd of February 2006, making way for a new tiered list of academic journals, which is currently under review in the Australian tertiary education sector (see discussion of this development in the Redden and Mitchell articles in this issue). In the interim, some university faculties created their own rankings of journals, but not the Faculty of Creative Industries at the Queensland University of Technology (QUT) where I am studying for my PhD by Published Papers. Although QUT does not have a list of ranked journals for a candidate to submit papers to, it is otherwise quite strict in its requirements. The QUT University Regulations state, “Papers submitted as a PhD thesis must be closely related in terms of subject matter and form a cohesive research narrative” (QUT PhD regulation 14.1.2). Thus there is the requirement at QUT that apart from the usual introduction, methodology and literature review, an argument must be made as to how the papers present a sustained research project via “an overarching discussion of the main features linking the publications” (14.2.12). It is also therein stated that it should be an “account of research progress linking the research papers” (4.2.6). In other words, a unifying essay must make an argument for consideration of the sometimes diversely published papers as a cohesive body of work, undertaken in a deliberate journey of research. In my own case, an aural auteur analysis of sound in the films of Rolf de Heer, I argue that my published papers (eight in total) represent a journey from genre analysis (one paper) to standard auteur analysis (three papers) to an argument that sound should be considered in auteur analysis (one paper) to the major innovation of the thesis, aural auteur analysis (three papers). It should also be noted that unlike Bond, GU or SUT, the QUT regulations for the standard PhD still apply: a Confirmation Seminar, Final Seminar and a minimum two years of full-time enrolment (with a minimum of three months residency in Brisbane) are all compulsory. Such milestones and sine qua non ensure the candidate’s academic progress and intellectual development such that she or he is able to confidently engage in meaningful quodlibets regarding the thesis’s topic. Another interesting and significant feature of the QUT guidelines for this type of degree is the edict that papers submitted must be “published, accepted or submitted during the period of candidature” (14.1.1). Similarly, the University of Canberra (UC) states “The articles or other published material must be prepared during the period of candidature” (10). Likewise, Edith Cowan University (ECU) will confer its PhD by Publications to those candidates whose thesis consists of “only papers published in refereed scholarly media during the period of enrolment” (2). In other words, one cannot simply front up to ECU, QUT, or UC with a résumé of articles or films published over a lifetime of writing or film-making and ask for a PhD by Published Papers. Publications of the candidate prepared prior to commencement of candidature are simply not acceptable at these institutions and such PhDs by Published Papers from QUT, UC and ECU are entirely different to those offered by Bond, GU and SUT. Furthermore, without a requirement for a substantial period of enrolment and residency, recipients of PhDs by Published Papers from Bond, GU, or SUT are unlikely to have participated significantly in the research environment of their relevant faculty and peers. Such newly minted doctors may be as unfamiliar with the campus and its research activities as the recipient of an honorary doctorate usually is, as he or she poses for the media’s cameras en route to the glamorous awards ceremony. Much of my argument in this paper is built upon the assumption that the process of refereeing a paper (or for that matter, a film) guarantees a high level of academic rigour, but I confess that this premise is patently naïve, if not actually flawed. Refereeing can result in the rejection of new ideas that conflict with the established opinions of the referees. Interdisciplinary collaboration can be impeded and the lack of referee’s accountability is a potential problem, too. It can also be no less nail-biting a process than the examination of a finished thesis, given that some journals take over a year to complete the refereeing process, and some journal’s editorial committees have recognised this shortcoming. Despite being a mainstay of its editorial approach since 1869, the prestigious science journal, Nature, which only publishes about 7% of its submissions, has led the way with regard to varying the procedure of refereeing, implementing in 2006 a four-month trial period of ‘Open Peer Review’. Their website states, Authors could choose to have their submissions posted on a preprint server for open comments, in parallel with the conventional peer review process. Anyone in the field could then post comments, provided they were prepared to identify themselves. Once the usual confidential peer review process is complete, the public ‘open peer review’ process was closed and the editors made their decision about publication with the help of all reports and comments (Campbell). Unfortunately, the experiment was unpopular with both authors and online peer reviewers. What the Nature experiment does demonstrate, however, is that the traditional process of blind refereeing is not yet perfected and can possibly evolve into something less problematic in the future. Until then, refereeing continues to be the best system there is for applying structured academic scrutiny to submitted papers. With the reforms of the higher education sector, including forced mergers of universities and colleges of advanced education and the re-introduction of university fees (carried out under the aegis of John Dawkins, Minister for Employment, Education and Training from 1987 to 1991), and the subsequent rationing of monies according to research dividends (calculated according to numbers of research degree conferrals and publications), there has been a veritable explosion in the number of institutions offering PhDs in Australia. But the general public may not always be capable of differentiating between legitimately accredited programs and diploma mills, given that the requirements for the first differ substantially. From relatively easily obtainable PhDs by Published Papers at Bond, GU and SUT to more rigorous requirements at ECU, QUT and UC, there is undoubtedly a huge range in the demands of degrees that recognise a candidate’s published body of work. The cynical reader may assume that with this paper I am simply trying to shore up my own forthcoming graduation with a PhD by Published papers from potential criticisms that it is on par with a ‘purchased’ doctorate. Perhaps they are right, for this is a new degree in QUT’s Creative Industries faculty and has only been awarded to one other candidate (Dr Marcus Foth for his 2006 thesis entitled Towards a Design Methodology to Support Social Networks of Residents in Inner-City Apartment Buildings). But I believe QUT is setting a benchmark, along with ECU and UC, to which other universities should aspire. In conclusion, I believe further efforts should be undertaken to heighten the differences in status between PhDs by Published Papers generated during enrolment, PhDs by Published Papers generated before enrolment and honorary doctorates awarded for non-academic published work. Failure to do so courts cynical comparison of all PhD by Published Papers with unearnt doctorates bought from Internet shysters. This thesis concerns the history of the General Steam Navigation Company from 1850to 1913, immediately prior to the First World War. Established as a joint-stock company in 1824, this London-based shipowner operated a range of steamship liner services on coastal and near-Continent routes and, from the 1880s, to the Mediterranean. The focus of the study, essentially a business history, is on the management by the directors of the Company's considerable financial, shipping and property assets and their ability to meet commitments to shareholders in terms of dividends and share values. Measures of financial governance, Profit and Loss Accounts and Balance Sheets are detailed throughout. These, together with information on trades and cargoes, including live animal imports, in an increasingly competitive environment, are recorded in a series of chapters each covering a period of the Company's development. The operation of the fleet of usually around fifty vessels of from 500 to 2,500 tons is considered against the background of constantly changing ship design and technology: the paddle wheel was replaced by screw propulsion, ever more efficient engines were introduced and cargo capacities greatly increased. In order to retain its prime position the Company was obliged to be to the forefront of these developments. The uncertain economic climate of the period of the study greatly affected British industry, particularly the years from 1873 to 1896, usually referred to as the 'great depression'. The cycles of expansion and recession in that time posed problems for all ship owners and for General Steam in particular. The effects of these and of other trade influences are explored. Particular emphasis is placed on the roles of two key Board chairmen, J. Herbert Tritton, appointed in 1874, and Richard White, 1902, in influencing the Company's fortunes. It is argued that, whereas the Company was well managed and profitable up to 1870 under a Board which still included connections with the original directors, overinvestment following substantial capital increases in 1874 and 1877 presented problems in the more challenging business environment of the late nineteenth century, leading to shareholder unrest and the near collapse of the Company. Financial restructuring in 1902/3, disadvantageous to shareholders, and a revision of the Company's operating policy under Chairman White led to a slow recovery prior to the First World War, in still difficult trading conditions. Appendices include the first full list of the many vessels owned by General Steam, with, in most cases, details of entry and exit from the Company's service, Balance Sheets and information on capital structure.

This thesis demonstrates that the most popular periodical genre of the second half of the nineteenth century was the provincial newspaper. Using evidence from news rooms, libraries, the trade press and oral history, it argues that the majority of readers (particularly working-class readers) preferred the local press, because of its faster delivery of news, and because of its local and localised content. Building on the work of Law and Potter, the thesis treats the provincial press as a national network and a national system, a structure which enabled it to offer a more effective news distribution service than metropolitan papers. Taking the town of Preston, Lancashire, as a case study, this thesis provides some background to the most popular local publications of the period, and uses the diaries of Preston journalist Anthony Hewitson as a case study of the career of a local reporter, editor and proprietor. Three examples of how the local press consciously promoted local identity are discussed: Hewitson’s remoulding of the Preston Chronicle, the same paper’s changing treatment of Lancashire dialect, and coverage of professional football. These case studies demonstrate some of the local press content that could not practically be provided by metropolitan publications. The ‘reading world’ of this provincial town is reconstructed, to reveal the historical circumstances in which newspapers and the local paper in particular were read. Evidence from readers demonstrates the many ways in which they used the local press, both collectively and individually, including its use in sustaining local identities and sense of place. However, the local press was only one factor among many in the development and sustenance of local identities. The originality of the thesis lies in its introduction of empirical reading evidence into English newspaper history, its challenge to the taken-for-granted but problematic concepts of ‘local’ and ‘national’ newspapers in this period, its detailed study of the journalistic techniques used to capitalise on local patriotism, and its critique of many theories of nineteenth-century press history which have been based on a minority of the period’s newspapers, those published in London.

This thesis studies the interrelationship between government and the shipbuilding industry in the United Kingdom during the so-called ‘Golden Age’ of economic growth between 1945 and 1973. It argues that actions of government in the 1960s and 70s aimed at arresting the decline of shipbuilding as an industry instead acted first as a brake on the industry’s development and second as one of the principal agents of its decline. It does this by demonstrating that the constant government led introspection into the shipbuilding industry between 1960 and 1966 delayed investment decisions by companies that were uncertain about which direction the government would take or whether it would provide funding. This thesis also demonstrates that the Wilson Labour governments’ instruments of modernisation and change, the Shipbuilding Inquiry Committee and the Shipbuilding Industry Board, chose and imposed technical and organisational solutions on the industry that did not reflect the prevailing orthodoxy of shipbuilding in competitor nations such as Japan and Sweden. This fatally damaged the industry during a time of demand for newly constructed vessels; the cheap price of crude oil in the 1960s led to a very high demand for very large crude carriers, supertankers, capable of transporting between one quarter and one half a million tons of crude oil from the Middle East to the industrial nations of North American and Europe. However, as the case studies of the Harland and Wolff and Scott Lithgow companies in this thesis demonstrates, British shipyards were ill equipped and poorly prepared to take advantage of this situation and when finally the shipyards were positioned to take advantage of the situation, the 1973 Yom Kippur War and subsequent OPEC oil embargo took away the demand for supertankers. This was when the British government dealt the now nationalised shipbuilding industry a fatal blow, subsidising supertankers no longer in demand for purchase at a heavily subsidised price by shipping lines that would place the vessels into immediate and long-term storage. In short, this thesis illuminates the complex relationship between government and industry that led to the demise of the British shipbuilding industry.

Ce mémoire a pour objet le socioréalisme victorien, un moment de l’art anglais pendant lequel s’est développée une déclinaison originale de la tendance réaliste qui a laissé sa marque un peu partout en Europe dans le courant du 19e siècle. À une époque où l’Angleterre s’affirme comme le haut lieu de la modernité industrielle, les dures conditions de vie imposées par les transformations socio-économiques en train de s’accomplir trouvent peu à peu à s’exprimer dans les arts, où leur représentation met à mal les canons esthétiques établis et l’idéologie qui les sous-tend. Alors qu’en France la figure du paysan est le plus souvent associée à la vision et au programme des réalistes, c’est vers le prolétaire urbain que vont se tourner des artistes anglais interpellés, à l’instar de certains écrivains, intellectuels, législateurs et spécialistes divers, par les ravages humains que cause la course aveugle vers le progrès et vers le profit. Si le roman « industriel » à la Dickens donne le ton en nous offrant quelques victimes types des bas-fonds de Londres, des illustrateurs emboîtent le pas, notamment grâce à la presse illustrée. Une iconographie du pauvre, où l’enfant et la femme occupent l’avant-scène, se met en place et se diffuse largement grâce à la capacité d’invention que permettent les nouveaux médiums de reproduction mécanique. Le journal The Graphic retient notre attention parce que certains de ses imagiers –Francis Montague Holl (1845-1888), Samuel Luke Fildes (1843-1927) et Hubert von Herkomer (1849-1914) - ont aussi pratiqué la peinture et transposé, dans des tableaux aux dimensions imposantes, des sujets qu’ils avaient déjà exploités dans la gravure. Prenant pour corpus une production visuelle qui semble avoir pour projet de rendre le réel en direct, dans toute sa dureté, notre mémoire explore cependant les aspects fictionnels et les manipulations rhétoriques auxquelles les imagiers doivent se prêter pour faire passer leur message. Certaines de ces manipulations sont imposées de l’extérieur, par la nécessité de ne pas confronter les bien nantis à une situation de révolte potentielle, mais de les inciter à la charité en les apitoyant sur le sort des plus démunis. D’autres dérivent des médiums eux-mêmes, le passage de la gravure à la peinture et du petit au grand format, de la consommation privée à l’exposition publique, imposant des stratégies compositionnelles et des factures différentes.
The subject of this thesis is Victorian social realism, a spell of British Art during which Realism tends to grow everywhere in Europa during the 19th century. During this period of time, Great Britain reaches its summit with the industrial modernity. At the same time, this fast-changing world is causing a serious class struggle that artists try to represent through a new estheticism and a new ideology. Whereas in France, the figure of the peasant is mostly associated with Realism, British artists relate more to the urban worker and so do novelists, intellectuals, and legislators, who witness the devastation of the human condition caused by the shameless race for progress and profit. Industrial novels written by Dickens introduced a certain type of low-class character of London and illustrators follow the lead in illustrated newspapers. An iconography of the poor, in which the child and the woman are the main characters, starts to take place and spreads largely through the new medium of mechanical reproduction. The illustrated newspaper The Graphic caught our attention because some of its illustrators – Francis Montague Holl (1845-1888), Samuel Luke Fildes (1843-1927), and Sir Hubert von Herkomer (1849-1914) – were also painters and transposed subjects they already exploited in woodcarving on to canvas. In this thesis, we will explore the fictional aspects and rhetorical manipulations used by the illustrators and the painters to get across their message. Certain of these manipulations are imposed by the historical and political context, by the need of not shocking the rich classes by showing them a potential insurrection, but rather by encouraging charity. Others prefer to change medium, by switching from engraving to painting, form small to big canvas, from private buyers to public exhibition, and thereby imposing new and different compositional strategies.

The article is devoted to the source features of a unique documentary complex – the correspondence of two major Russian historians S.F. Platonov (1860–1933) and M.M. Bogoslovsky (1867–1929). The epistolary dialogue of scientists is of considerable interest not only in terms of studying their life and work. The confidential correspondence reflects significant events in the scientific and social life of Russia, Moscow, Petersburg-Petrograd-Leningrad. Correspondence is a valuable historical and historiographic source not only for understanding the development of historical science in Russia, the formation of Moscow and St. Petersburg historical schools, but also for studying the public consciousness of the Russian humanitarian intelligentsia at the end of the 19th — first third of the 20th centuries, in-depth knowledge of the culture of a turning point in the history of Russia. The letters contain valuable information about the everyday life and life of the professors, the organization of scientific life at the Academy of Sciences, the Archaeographic commission, at Moscow university and the Moscow theological academy, at the Moscow higher courses for women, at the Institute of history of the RANION, the Historical Museum, other higher educational institutions and scientific societies two capitals, they reflect the international ties of domestic historical science with scientists from Great Britain, Germany, France, USA, Czech Republic.

The computer has influenced the very fabric of modern society. As a stand-alone machine, it has proven itself a practical and highly efficient tool for education, commerce, science, and medicine. When attached to a network—the Internet for example—it becomes the nexus of opportunity, transforming our lives in ways that are both problematic and astonishing. Computer networks are the source for vast amounts of knowledge, which can predict the weather, identify organ donors and recipients, or analyze the complexity of the human genome (Shindler, 2002). The linking of ideas across an information highway satisfies a primordial hunger humans have to belong and to communicate. Early civilizations, to satisfy this desire, created information highways of carrier pigeons (Palmer, 2006). The history of computer networking begins in the 19th century with the invention of the telegraph, the telephone, and the radiotelegraph. The first communications information highway based on electricity was created with the deployment of the telegraph. The telegraph itself is no more than an electromagnet connected to a battery, connected to a switch, connected to wire (Derfler & Freed, 2002). The telegraph operates very straightforwardly. To send a message (electric current), the telegrapher rapidly opens and closes the telegraph switch. The receiving telegraph uses the electric current to create a magnetic field, which causes an observable mechanical event (Calvert, 2004). The first commercial telegraph was patented in Great Britain by Charles Wheatstone and William Cooke in 1837 (The Institution of Engineering and Technology, 2007). The Cooke-Wheatstone Telegraph required six wires and five magnetic needles. Messages were created when combinations of the needles were deflected left or right to indicate letters (Derfler & Freed, 2002). Almost simultaneous to the Cooke-Wheatstone Telegraph was the Samuel F. B. Morse Telegraph in the United States in 1837 (Calvert, 2004). In comparison, the Morse Telegraph was decidedly different from its European counterpart. First, it was much simpler than the Cooke-Wheatstone Telegraph: to transmit messages, it used one wire instead of six. Second, it used a code and a sounder to send and receive messages instead of deflected needles (Derfler & Freed, 2002). The simplicity of the Morse Telegraph made it the worldwide standard. The next major change in telegraphy occurred because of the efforts of French inventor Emile Baudot. Baudot’s first innovation replaced the telegrapher’s key with a typewriter like keyboard. His second innovation replaced the dots and dashes of Morse code with a five-unit or five-bit code—similar to American standard code for information interchange (ASCII) or extended binary coded decimal interchange code (EBCDIC)—he developed. Unlike Morse code, which relied upon a series of dots and dashes, each letter in the Baudot code contained a combination of five electrical pulses. Eventually all major telegraph companies converted to Baudot code, which eliminated the need for a skilled Morse code telegrapher (Derfler & Freed, 2002). Finally, Baudot, in 1894, invented a distributor which allowed his printing telegraph to multiplex its signals; as many as eight machines could send simultaneous messages over one telegraph circuit (Britannica Concise Encyclopedia , 2006). The Baudot printing telegraph paved the way for the Teletype and Telex (Derfler & Freed, 2002). The second forerunner of modern computer networking was the telephone. It was a significant advancement over the telegraph for it personalized telecommunications, bringing the voices and emotions of the sender to the receiver. Unlike its predecessor the telegraph, telephone networks created virtual circuit to connect telephones to one another (Shindler, 2002). Legend credits Alexander Graham Bell as the inventor of the telephone in 1876. He was not. Bell was the first to patent the telephone. Historians credit Italian- American scientist Antonio Meucci as the inventor of the telephone. Meucci began working on his design for a talking telegraph in 1849 and filed a caveat for his design in 1871 but was unable to finance commercial development. In 2002, the United States House of Representatives passed a resolution recognizing his accomplishment to telecommunications (Library of Congress, 2007).

The computer has influenced the very fabric of modern society. As a stand-alone machine, it has proven itself a practical and highly efficient tool for education, commerce, science, and medicine. When attached to a network—the Internet for example—it becomes the nexus of opportunity, transforming our lives in ways that are both problematic and astonishing. Computer networks are the source for vast amounts of knowledge, which can predict the weather, identify organ donors and recipients, or analyze the complexity of the human genome (Shindler, 2002). The linking of ideas across an information highway satisfies a primordial hunger humans have to belong and to communicate. Early civilizations, to satisfy this desire, created information highways of carrier pigeons (Palmer, 2006). The history of computer networking begins in the 19th century with the invention of the telegraph, the telephone, and the radiotelegraph. The first communications information highway based on electricity was created with the deployment of the telegraph. The telegraph itself is no more than an electromagnet connected to a battery, connected to a switch, connected to wire (Derfler & Freed, 2002). The telegraph operates very straightforwardly. To send a message (electric current), the telegrapher rapidly opens and closes the telegraph switch. The receiving telegraph uses the electric current to create a magnetic field, which causes an observable mechanical event (Calvert, 2004). The first commercial telegraph was patented in Great Britain by Charles Wheatstone and William Cooke in 1837 (The Institution of Engineering and Technology, 2007). The Cooke-Wheatstone Telegraph required six wires and five magnetic needles. Messages were created when combinations of the needles were deflected left or right to indicate letters (Derfler & Freed, 2002). Almost simultaneous to the Cooke-Wheatstone Telegraph was the Samuel F. B. Morse Telegraph in the United States in 1837 (Calvert, 2004). In comparison, the Morse Telegraph was decidedly different from its European counterpart. First, it was much simpler than the Cooke-Wheatstone Telegraph: to transmit messages, it used one wire instead of six. Second, it used a code and a sounder to send and receive messages instead of deflected needles (Derfler & Freed, 2002). The simplicity of the Morse Telegraph made it the worldwide standard.
