The objective of this thesis is to critically examine the notion that "participation" and the other catch phrases found within the language of grass roots development, namely "people's participation", "popular participation", "participatory democracy", "bottom-up" and "self-help" development, etc. are a panaces for development. The position that will be taken is that these concepts and ideas are often "western" in origin and are not always in accordance with the existing structures and socio-cultural values and realities of a given non-western society. In effect, this research will examine and analyse how culture can be seen (from a western perspective) to be an impediment or obstacles to the ideals of "participation" and "grass roots" development, and to critically question and reflect upon the concept of participation and grass roots development in Bangladesh.

The objective of the research is to identify how information can influence development in the developing countries, especially in Bangladesh. A variety of information gathering stages were undertaken including documentary analysis, interviews with key officials, structured interviews with individuals living in rural and urban slum areas and focus groups. Officials at the central planning level responsible for community development and information services in Bangladesh were interviewed to ascertain their views of the relation of information and development in Bangladesh. At the grassroots level both information providers and users were interviewed to collect information relating to the impact of information services on development in rural and poor urban areas of Bangladesh. Structured interviews which allowed for quantitative analysis were undertaken in four remote villages and two poor urban areas. Analysis of the data collected has led to the development of a model for community information centres which might become central to information dissemination and provide a focus for information policy in Bangladesh.

Sustainable Development is one of the most important arguments now a day. How we can make our world more sustainable in nature is the most significant phenomena for all of us. It is very difficult to transform the old, traditional and historically significant places to a more sustainable and modern in nature without hampering their values and historic resources. Cultural significances of old historic places represent the sense of connectivity and provide a continuation of past experience to the present and future generations (ICOMOS, 1999). These are the old urban characters which shapes the modern urban culture and identity over the time. They should treat as the most important belongings of history to go forward towards more advanced future. Future is always shaped by the past. Hence if we forget our history; it would be very difficult to get proper guidelines for future development. It is necessary for us to preserve our deteriorating heritage resources to develop our own future. However, globalization, rapid and uncontrolled urbanization and technological advancement make these attempt challenging. Urban heritage conservation in a very integrated way would be one of the solutions for conserving old values and ideas with their own traditional nature. Conservation with sustainable manner should be taken as the top priority in all development planning agendas. Moreover, proper urban heritage conservation can help to transform historical places as the source of history, culture and socio-economic advancement for the local community and can change unsustainable community into more sustainable in nature. Dhaka is one of the major old cities in South Asia. It has a various combination of historic places and communities which give Dhaka a unique urban character. It has long history of urbanization and this urban growth pattern has influenced mainly by the topography, socio-economic and socio-cultural characteristics along with inherent morphological quality. However over population growth, uncontrolled urbanization, poor infrastructure facilities and weak urban management contribute to deteriorating these urban heritages rapidly. There are several discussions about urban heritage conservation of developing countries but little discussions have found which has focused on the conservation with empowering local traditional economy to develop the sustainable community. By enhancing local economy through proper planning and policy and promote sustainable tourism can contribute to conserve heritage resources of Dhaka and support sustainable community development. Two historically significant communities are chosen for representing Dhaka‟s heritage which is unique in nature for their traditional professions, significant local arts, handmade crafts, life style, religious and social festivals, urban fabric and built heritage. These are Benarashi Palli at Mirpur and Shakhari Bazaar at old Dhaka. They had a self-sustained economy in the past which becomes declining day by day due to rapid and poor urban development management and ignorance of historical values and ideas. However, still these two communities are trying to survive with their own efforts and make them represented of the glorious past to us. The main focus of this study is to revive their past well-sustained economic conditions with proper conservation of heritage resources and community participation. At the same time explore several guidelines of comprehensive conservation for sustainable urban community in Dhaka. The research identifies that there is a severe lacking of integrated conservation policies in Dhaka. In fact, the importance of heritage conservation is still very far away from national planning policies in Bangladesh. Dhaka has several development control agencies however; they are not so well-integrated and well-organized to provide a comprehensive heritage planning policies for Dhaka as well as Bangladesh. Moreover, incompetent rules and regulations with scattered organizations make this problem more severe. The study has tried to incorporate all these issues and formulate a comprehensive conservation planning for Benarashi Palli and Shakhari Bazaar as well as Dhaka. Furthermore, the study tries to accommodate sustainable tourism for providing a sustainable urban economy which has always ignored in Bangladesh context. However, tourism could be a strong way of promoting heritage conservation in Dhaka which has already followed by many developing countries in South Asia.

The "Males' Sexual Health Society" (MSHS, pseudonym) has been implementing HIV-prevention programmes for males-who-have-sex-with-males (MSM) in Bangladesh since the 1990s, aiming to employ a community development (CD) approach. MSM refers here to a diversity of homosexually-active biological males with differing gender and sexual identities, so that the focus for 'community development' is not straightforward. This doctoral research aimed to examine how 'community' and 'identity' are constructed by MSHS while using CD as an approach, who holds the dominant power in constructing these concepts, and whether and how participation of different gender and sexual identity groups are ensured by the MSHS. Case-study research focused on MSHS's operations in a city in Bangladesh. Interviews were conducted with beneficiaries, staff and board-members, as well as donors. Documentary analysis and non-participant observations were also employed. The data analysis adopted a social constructionist perspective and used techniques associated with grounded theory. The findings suggest that the agency has focused on constructing a community of 'Kothi', who are feminized males and commonly engaged in sex work. The agency is wielding power to assert the Kothi identity as the pre-eminent basis for community development but some MSM are working within the agency's structure not directly to challenge this dominant discourse but to work with it to broaden it out and reintroduce diverse legitimated identities. The agency founders regarded community development as a means of reducing vulnerability to HIV infection but also as a means of funding and legitimating political organising among local MSM. The agency has enabled the participation of MSM already identifying as Kothi and encouraging some MSM to embrace this identity for the first time. Some beneficiaries reported empowerment for example through vocational education and sexual negotiation skills. Though rhetorically emphasising bottom-up decision-making, in practice power is largely held by the agency's board, top management and increasingly donors. But it is also clear that beneficiaries have not merely been the 'objects' of community development, with some constructing nuanced and contingent identities, for example embracing mixed identities or inviting non-Kothi-identified partners to agency activities. More recently there are concerns that donors' increasing power is hampering the more intangible but perhaps crucial aspects of community development most valued by beneficiaries. In conclusion community development has proceeded in complex ways, enabling as well as directing, and producing diversity as well as cohesion.

ENGLISH ABSTRACT: Community associations and community centres have become a common phenomenon throughout South Africa. The aims of these associations and centres are closely linked to community development. Research has found that activities related to development programmes at such centres come to an end when facilitators hand the programmes over to the community. This was indeed the case at the Darling Focus Association and Centre in Darling. A possible reason for this was that the community's needs and expectations were not being met. The purpose of this study was to establish whether this Community Association and the services, activities and programmes presented at the Centre meet the needs and expectations of the rural community. A literature review was undertaken to present an in-depth look into the body of knowledge surrounding the study. Rural community development and the notion of rural community were discussed, since they create the context in which community associations and community centres function. Special attention was given to the revision of literature on the purposes and functions of community associations and centres. The concepts of community needs and community expectations were reviewed. The literature review concluded with a reference to the sustainability of activities following on training and development programmes based on community needs. The geographically demarcated area of the study was the rural town of Darling, as well as the Darling Focus Association and Centre. A context analysis was done and documents were analysed to gain knowledge of the functioning of the Association and the Centre. The activities, services and programmes offered by the Association at the Centre were established. A survey was undertaken among the Darling community, the members of the management committee of the Darling Focus Association and the participants in activities at the Darling Focus Centre. Samples were selected from these three groups, after which three different questionnaires were designed and tested and finally administered to the three groups. Statistical analysis was carried out on the data gathered during the community survey, and frequency tables and cross-tabulations were constructed. Data gathered from the management and participant surveys was analysed and described using frequency tables. The analysis showed that the community, the members of the management committee and the participants in activities at the Centre had different viewpoints on the functioning of the Association and the Centre. The community survey also revealed the needs of the community for certain activities, services and programmes, as well as their expectations of the Association. Comparisons were made between the needs of the community and the activities, services and programmes offered by the Association. The expectations and viewpoints of the community were also compared with the viewpoints of the management committee members and the participants. The conclusions of the study indicated that the activities, services and programmes offered by the Association at the Centre did not meet the needs of the community, and shortcomings were identified. The viewpoints of the management committee and the participants in activities did not comply with the expectations and viewpoints of the community. It is argued that this might be the reason for the low sustainability of activities, services and programmes of the Association. Recommendations are made to the Association to increase participation within the community and to address the community's needs in order to improve the sustainability of the activities, services and programmes of the Association.
AFRIKAANSE OPSOMMING: Gemeenskapsverenigings en -sentrums het al 'n algemene verskynsel in Suid-Afrika geword. Die doel van hierdie verenigings en sentrums is nou gekoppel aan gemeenskapsontwikkeling. Navorsing het bevind dat aktiwiteite rondom ontwikkelingsprogramme ophou nadat die fasiliteerders die programme aan die gemeenskap oorgee. Dit is spesifiek gevind in die Darling gemeenskap, by die Darling Fokus Vereniging en Sentrum. Die sieninge van die bestuurskomitee en die deelnemers aan aktiwiteite stem nie ooreen met die verwagtinge en sieninge van die gemeenskap nie. Daar word verder redeneer dat dit moontlik die rede mag wees. vir die lae volhoubaarheid van aktiwiteite, dienste en programme van die Vereniging. Aanbevelings word gemaak vir die Vereniging om die deelname van die gemeenskap te verhoog en om aandag te gee aan die gemeenskap se behoeftes om sodoende die volhoubaarheid van die aktiwiteite, dienste en programme van die Vereniging te verbeter.

This thesis concerns a randomised-controlled trial of the effects of adding psychosocial stimulation to the nutritional treatment of the malnourished children on their development and behaviour. The effect on their mothers' knowledge of parenting was also examined. Moderately and severely malnourished children attending 20 Community Nutrition Centres (CNC) of the Bangladesh Integrated Nutrition Programme (BINP) were enrolled in the study. Subsequently, the CNCs were randomly assigned to intervention and control groups and the malnourished children attending the intervention CNCs participated in an intervention for one year. Another group of adequately nourished children, matched for age (6 months), gender and village was compared with the malnourished children. Preceding the intervention, focus group discussions were held with rural mothers to determine their knowledge and attitudes about child development and the information was used in the design of the intervention. The intervened children were visited at home biweekly and then weekly and mothers attended weekly group meetings at the CNCs. The mothers were shown how to play with their child in such a way as to promote good development. They were also shown how to make toys from the waste materials. On enrolment all children had their mental (MDI) and psychomotor (PDI) development assessed using the Revised Version of Bayley Scales of Infant Development (BSID-II). Their behaviour during the test was rated using Wolke's behaviour rating scale and mothers' knowledge of parenting, health, and hygiene was assessed. All children and mothers were re-evaluated at the end. The children's growth was monitored every three months throughout the study. The intervention significantly benefited mental development of malnourished children and their behaviour compared with the control malnourished children. Their psychomotor development was not affected. The malnourished children came from poorer homes than the adequately nourished children When socioeconomic variables were controlled, the malnourished children initially had significantly poorer levels of psychomotor development than the adequately nourished children. There was no significant difference in their mental development or behaviour. By the end of the study the control malnourished children had significantly lower scores from the adequately nourished children in both their mental and motor development. They also had poorer behaviour. In contrast, the intervened malnourished children were not significantly different in mental development and behaviour from the adequately nourished children but remained behind them in motor development. The mothers of intervened children showed benefits from intervention in knowledge of child rearing. Neither malnourished group improved in nutritional status during the year and the intervention had no effect on their nutritional status It may be concluded that it is feasible to integrate child development activities into the nutrition services in Bangladesh and it is an effective means of improving the development of malnourished children.

Over the last two decades, several studies have confirmed that there is a leadership crisis among the nation's community colleges. In response to this leadership crisis, the American Association of Community Colleges [AACC] commissioned the development of a leadership competency framework consisting of six leadership competency areas deemed "either `very' or `extremely' essential to the effective performance of community college leaders." Since the release of this framework, limited research has been conducted on the importance of and the preparation in the identified competencies. The majority of research that has been conducted has focused on the position of president, even though there are several leadership positions within community colleges that are facing a leadership crisis. One such position is that of academic affairs officer. This study had two purposes. The first was to extend the research that has been conducted on the AACC leadership competencies by examining how community college academic affairs officers perceived the importance of and their own level of professional preparation in the identified competencies. The second was to examine the leadership development experiences that academic affairs officers identified as the most beneficial to their professional development as academic affairs officers. This study was a quantitative, descriptive, correlational design and used a questionnaire to collect data. The population for this study was academic affairs officers at public community colleges in the United States. The academic affairs officers that were included in the population were identified from the membership directory of the AACC. The survey instrument used for this study was based on the AACC leadership competency framework, as modified by Duree, which included 45 leadership competencies summarized into six leadership competency areas: organizational strategy, resource management, communication, collaboration, community college advocacy, and professionalism. Using two four-point scales, academic affairs officers (n=102) were asked to rate the importance of and their own level of professional preparation in the identified competencies. The survey instrument also asked academic affairs officers to rank the top five leadership development experiences that they feel have been the most beneficial to their professional development as academic affairs officers. In general, academic affairs officers believe that the AACC leadership competency areas are important for effective leadership in leading academic affairs. The most important leadership competency area was communication, followed by organizational strategy, community college advocacy, collaboration, professionalism, and resource management. In addition, academic affairs officers perceive that they are moderately or very well-prepared to perform many but not all of the identified competencies. For those identified competencies that academic affairs officers did not feel as prepared to perform, several were rated as important for effective leadership. Academic affairs officers ranked progressive job responsibilities as the leadership development experience felt to be the most beneficial to their professional development as academic affairs officers. Academic affairs officers then ranked challenging job assignments; participation in institutional task forces, committees, and commissions; and networking as the second, third, and fourth most beneficial leadership development experiences, respectively. The fifth most beneficial leadership development experience was networking, followed by attendance at conferences and specialized workshops. Based upon frequency totals, university-based degree programs and mentoring (role as mentee, not mentor) were also considered beneficial leadership development experiences. The significance of this study is that it provides practical, relevant, and timely information for both current practicing academic affairs officers and those who aspire to lead public community colleges in the position of academic affairs officer. The results of this study have several implications for practice. These implications include: to inform those persons seeking academic affairs officer positions of the relative importance of the AACC leadership competencies and the leadership development experiences deemed to be the most beneficial by a sample of incumbents; to inform leaders of higher education and professional development programs of the leadership competencies that should perhaps be included in the curricula of their programs; and to provide resources to be used by search committees in formulating desired qualifications and, later, in interviewing candidates for the position of academic affairs officer.

The purpose of the research is to assess how the Port Elizabeth Land and Community Restoration project has been perceived by the beneficiaries with regard to spatial transformation.The study is about land restitution programme in Port Elizabeth; with specific emphasis on those land claims which were lodged through a community based organization called Port Elizabeth Land and Community Restoration Association (PELCRA) for the restitution of Fairview, South End, Salisbury Park and Korsten. Such land claims were subsequently part of the PELCRA project for the restitution of Fairview. The study looks specifically at claimants who were dispossessed of their land rights as a result of the implementation of Group Areas Act in the 1960s. The claimants were forcefully removed from Fairview, Korsten, South End and Salisbury Park to their respective race group areas, such as Bloemendal for coloureds, Malabar for Indians and Kwa-Zakhele for Africans.However, before the general objectives of the study could be discussed, it is important to provide a brief historical context that brought about racial segregation in the South African urban setting, and how the post-apartheid government sought to re-integrate, restructure the towns and cities, as well as healing the boundaries set by racial zoning through land reform. The post-apartheid government in South Africa faces serious challenges in undoing the legacy of apartheid. One such product of apartheid system is the ‘apartheid city’. It stands out as an extreme example of social engineering. According to Freund (2001, 537) urban segregation was pervasive across the colonial world, some other cities in colonial and even post-colonial Africa were subject to massive forced removals or urbanisation that were comparable to South Africa under the apartheid regime. Urban segregation is therefore not unique to South Africa. It has to be said though that the South African apartheid city was distinctive in a number of ways.

Nonprofit organizations have become a necessary staple in the lives of people and communities experiencing poverty. Many of these organizations provide services that they think their communities need. The solutions and services these organizations provide are incumbent on what the organizations think causes poverty. Although the motivations behind these organizations have good intentions, their approach to poverty could further jeopardize people and communities by not providing proper or necessary services that have the ability to help people get out of poverty. To explore how organizational values and perspectives on poverty are operationalized, I examined one nonprofit grassroots organization in Tampa Heights, Tampa, Florida. I applied the following four theories of poverty: individual, cultural, political-economic, and geographic to explain how participants discussed poverty in Tampa Heights. Interviews revealed that while many participants subscribed to multiple theories of poverty, each participant held one dominant view. This finding, among others, exposed the complexities of how individuals understand poverty as well as how nonprofit organizations approach these multifaceted issues. Thus, indicating the need for a clearer explanation of how and why people use these theories or combinations of theories to explain both causes and solutions to poverty.

Though women make up the majority of community college students, faculty and staff, only 36% of community college presidents nationwide are female. With a significant number of presidential retirements on the horizon, there could be many opportunities for women in line for a community college presidency to take the next step along their career paths. This study was designed to explore how women in senior-level community college administration have acquired the American Association of Community Colleges leadership competencies throughout their careers and what other influences had impacted their career development. A qualitative, phenomenological design was chosen, and results were examined through the systems theory framework of career development. Interviews with 12 women serving in senior-level administration at community colleges throughout one Midwestern state were conducted. Through the process of reduction, five common themes emerged from the experiences of participants: (a) of the five AACC leadership competencies, communication was most significant; (b) relationships matter; (c) women lead differently; (d) perceived realities of the presidency are not appealing to women leaders, and; (e) the existence of a superwoman complex. These findings were consistent with previous research relating to women in leadership, particularly those women in higher education leadership.

A typical boom/bust cycle of community development has accompanied natural resource exploitation throughout the growth of the United States. These resource-oriented boom towns provide an opportunity for an evaluation of a changing community/industry relationship. The origins and evolution of the public and private sector relationship was examined in resource boom towns of the past. A case study was conducted of the Overthrust Industrial Association (OlA), based in Denver, Colorado. This case study provided insight into a potentially improved community/industry relationship occurring in the Overthrust Belt boom towns of Wyoming, Utah, and Idaho. Compared to the public/private relationship in resource-oriented boom towns of the past, the relationship occurring in these Overthrust Belt boom towns demonstrated an improvement with well-planned communities resuIting. The improvements in the community/industry relationship have occurred because of a public/private partnership approach to urban planning. This creative project outlines the process used in developing an action oriented and citizen based neighborhood plan for the Bloomingdale Neighborhood, located in Fort Wayne, Indiana. As a member of the City of Fort Wayne Planning Department, I was the lead staff person in the development of this plan. The plan was designed to identify and resolve neighborhood issues with manageable goals and specific action steps. Though the planning department initiated the process and took a leadership role in the plan's development, the neighborhood association ultimately determined the plan's focus and direction. This allowed the association to take ownership of the process and ultimately the plan. The techniques and methods used in the process for developing the Bloomingdale Plan will be incorporated in future neighborhood planning efforts in Fort Wayne.

Cape Town’s growing economy has benefited greatly from its natural resources. The city boasts the unique Table Mountain; Blue Flag beaches; and the distinctive fynbos of the Cape Floral Kingdom, all of which have contributed considerably to the revenue generated by the tourism industry. Even though the city’s economy appears robust, many people living in townships on the Cape Flats continue to face a reality of being trapped in a state of deprivation; unable to access those natural resources as a means to make a living; and unable to cope with shocks, trends and seasonality in a dynamic, vulnerable society plagued by inequitable distribution of wealth and environmental degradation. Yet, while access to financial, natural (and other) assets is limited, poor people can rely upon their social assets – or Social Capital (SC) in order to make a living. This case study explores the three types of Social Capital – (i) Bonding SC (between project beneficiaries), (ii) Bridging SC (between project beneficiaries and implementing agents) and (iii) Linking SC (between implementing agents and local government organs) – in an attempt to understand their impact on the livelihoods of project beneficiaries involved in the Khayelitsha-based Siyazama Community Allotment Gardening Association (SCAGA). This was done with the purpose of enabling development practitioners, government officials and local people to work together to plan sustainable initiatives that enhance peoples’ quality of life. Although case studies have been criticised by some authors as lacking scientific rigor and do not address generalisability, this study employed a case study approach due to its appropriateness when dealing with a small number of participants and the specific context of their complex real-life activities in great depth. By taking a post-positivistic stance, the researcher was able to appreciate the different constructions and meanings that people place upon their life experiences.

This research focuses on the transition from stagnation to growth for community development associations and explores the roles and functions community development innovation centers play in empowering community development associations. This is a case study on a community development association that was rated superior by the government to illustrate the process of how community organizations utilize strategies and resources to vitalize the communities, successfully create cohesion while organizing communities and finding consensus among them. The researcher divides the development process of community development associations into the entrepreneur phase and the orientation phase; there are different goals and problems faced in different phases and they test the leaders’ ability to mobilize resources and build teamwork. On the other hand, community development innovation centers play an assisting or leading role to help community development associations quickly find the needed resources. However, leaders and their teams are the most important pillars of community development associations. As an organization develops, conflict and variability within the organization also grows, so the morale and culture of an organization, the personal characteristics of the leader and the choice making when mobilizing strategies all are lessons that must be mastered for direct practice; they’re also important topics for government’s policy making and academic research. Lastly, this research explores the differences between current community empowerment theories and the actual practice. This is a topic that future research can dig further into.

Abstract   The purpose of this study was to explore the community awareness of the residents of Lin-Rong Community and the relationship of community activities to community development associations. For research purposes, the researchers first designed interview outlines based on relevant literature.   In order to explore the subjective views and opinions of community residents on this research, qualitative research was conducted, and community development association cadres and community residents were selected for in-depth interviews, and the results of the study were summarized as follows:   First, if community organizations can exert their overall effectiveness, timely delivery of services can truly agglomerate the awareness of community residents and deepen their recognition of the community.   Second, the activities of family-based activities can deepen the level of their participation in the community.   Third, the Community Development Association needs to pay attention to: 1. Handling activities and services that meet the needs of the people; 2. Combining community resources, etc., can encourage community residents to identify and participate in community development associations.   Based on the above findings, the study provides recommendations for community residents themselves, community development associations, etc. as follows:   First, Suggestions for community residents: 1. Emphasis on organizational participation and promotion of their own well-being; 2. Enhance participation level and turn passive into initiative.   Second, the recommendations of the Community Development Association: 1.Adopt appropriate strategies to promote organizational benefits;2. Focus on family services and promote community awareness;3. Use leadership functions and make good use of resources;4. Effective activities to promote people participate.

ABSTRACT Jhonghe Community Development Association in Taichung Nantun District was established in 1993.Mr. Su Mingsong , as the chairman during 1993~2013,devoted himself to the various community activities and had created a positive and fruitful, repeated successes. In this study, we try to find the key factors of the successful community building, taking Jhonghe Community Development Association as a case. After literature review, we had used semi-structured interviews method to visit nine members of Jhonghe Community Development Association, including the incumbent president, directors and supervisors, the Director-General, secretaries, team leader, volunteers and community residents. We explored the course and the present status of Community Development promotion in Jhonghe Community , and how the leaders can succeed by continue use the past resources and community characteristics. The leadership style of the Jhonghe Community Development Association also had influence on community development and its future planning. After participation, observation and interviews, the researcher found that key factors of the success in Jhonghe Community Development Association are: a leader with high degree of ambition and leadership, team members with spontaneous division and cooperation of the work equipped with a full-time secretary, an excellent proposal after exerting the community strengths, a wonderful vision with clear goals and strategies. Sustainable effort is necessary for the community development and the community building is also a long-term project. Without an institutional system, it is impossible to maintain a solid unchanged status. In addition to funding, talent is another important issue in developing a successor regime in the community. To build a succession system can achieve a long-term community development. After community building in Jhonghe Community, the community cohesion awareness of their own residential communities have a better sense of identity, and inspire the community to create sustained momentum. Equipped with the power,we believe they can face and solve the difficulties in the future. After all, we made the following recommendations: first, the Community Development Association and should train local professionals. Second, the community leaders reserve related capabilities is necessary. Third, packaging and marketing the results of the team community building characteristics is helpful for the transmission of knowledge. Last, public sector should set up a coordination unit or evaluation indicator for Community Development Association and the community .

Abstract Pingtung County Wan Dan Xinzhuang Community Development Association was established 20 years ago, efforting to promote the development and creation in the community. However, the process has come across difficulities. As a result, the study adopted a case study to go into the research field, aimed subjects at the association members in Xinzhuang Community. By means of in-depth interviews, document analysis and observation record as a method of research. In accordance of the movement driven by the association, the results found that the residents in the community took part in the cultivate project, development coherenced the consensus among the residents, identified community history and culture, shared the community’s vision, set up the library, after-school care and community care has gained a appraisal from the residents. Red bean industry in Wan Dan TowershipXinzhuang which was rich in agricultural resources was well-known, Nevertheless, due to the shortage of skilled persons, it was really a major concern that the participants ages has the tendency towards higher ages. This study also uses the SWOT analysis in the Xinzhuang Community Development Association to promote the community to create the situation.To explore possible difficulties and application constraints. Based on the findings, specific suggestions were made as followed: First, cultivate local talentd persons actively to slove the bottleneck of community development. Second, attract new members to join in the association by way of the existing members. Third, strengthen the communication between the public sector and community to endeavor funds and promote the development. Fourth, rebeans related creative products needs to be more refined, packaging and marketing. Fifth, develop bike sightseeing and combine it with ecology. In order to improve the community cohesion in the community, community development organizations have been the most popular non-profit organization. In 2010, five metropolitan cities were merged, there were 792 community development organizations in Kaohsiung City. This research was to explore the sustainability of community development organizations. Purposes: Purposes of this research were stated as follows:1. To explore the situation of community development organizations and the basic characteristics of their organizers; 2. To explore the operation needs for, resilience and sustainability of community development organizations. 3. To explore the factors that affected the sustainability of community development organizations in Kaohsiung City. Methods: A social general survey was conducted in the city. Questionnaire was designed and its reliability and validity was tested as well. All community development organizations were sampled and interviewed. Findings and results: there were significant differences between the basic characteristics of their organizers and their levels of sustainability; it is also a significant difference between the situation of community development organizations and their levels of sustainability. In addition, significant correlations were found between needs of community development organizations, resilience of staff and their levels of sustainability. Finally, the basic characteristics of organizer, the characteristics of community development, needs of them were the main factors to their levels of sustainability. Conclusions and suggestions were proposed in the final section.

This thesis examines the relationships between training and commitment with reference to the programmes for the KSS representatives in Bangladesh under BRDB. It argues that commitment at the macro and micro levels is essential for the effectiveness of such training. Since there has not been any systematic study of commitment at the macro and micro levels in relation to the training programmes of the KSS representatives, the findings of this study are expected to contribute significantly to the corpus of knowledge concerning training of farmers and other village cooperators in Bangladesh. These findings may also prove useful and beneficial to many third world countries. Chapter I argues the need for training of village cooperators and shows that the Comilla co-operative model, now replicated by BRDB throughout the country, attached supreme importance to such training. Analysis in Chapters I & II reveals that the training of the KSS representatives in the 1960s had a positive impact on their motivation to adopt improved agricultural practices and to increase production. This was possible because of the commitment of the personnel at the macro and the micro levels to training. Evidence produced in the chapter suggests that the training of the KSS representatives has now become ineffective, lifeless, stereotyped and ritualistic due to the lack of commitment at the macro and the micro levels. Criteria of effective training and commitment are developed to provide a conceptual framework to facilitate subsequent analysis in the thesis. Chapter II, III & IV examine the commitment at the macro level to the training of the KSS representatives. Analysis in Chapter II reveals that the governments were committed to the Comilla model and the training of the KSS representatives in the 1960s. In the 1970s and mid 1980s the governments and BRDB lost their commitment to the training of the KSS representatives. Chapter III shows that the governments and BRDB failed to provide resources for an adequate training and learning environment in the Upazilas. BRDB authorities are shown in Chapter IV to be not specifically committed to the training of the KSS representatives in the Upazilas. Analysis at the micro level in Chapters V & VI demonstrates that the trainers and the trainees are equally not committed to such training. Chapter VII reviews the evidence of the earlier chapters in relation to the training and learning of the KSS representatives and concludes that no one at either the macro or the micro level was committed to the training of the KSS representataives during the 1970s and mid 1980s. The thesis argues that effective training of the KSS representatives is essential for the improvement and modernisation of agriculture and co-operatives in Bangladesh. Authorities at the macro level and trainers and trainees at the micro level must be committed to effective training. The study concludes that none of the governments, BRDB, nor the Upazila level trainers and the trainees were committed and that a return to the Comilla model principles of commitment to training is required before training can become effective.

The purpose of evaluating the work on community development by the governemnt is to strengthen the organization of the community development associations, reinforce the public services in the community and actively build up communities so as to improve the welfare of residents. It is expected that the aim of understanding and improving the difficulties and shortcomings experienced in the process of promoting the community development can be achieved through evaluating the chosen items which include the performance indicators ,the representation of the evaluated units ,the organization of the department which leads the evaluation ,the process of the execution ,the methods used the schedule arrangement of the evaluation, rewards given in accordance to results of evaluation, and the maintenance of the achievements. This research adopts qualitative method of research and the object of its study is the "Community Development Evaluation System." Taking the implementation of the said system by Taipei Municipal Community Development Association as an example, a renewed in-depth examination of the success or failure and future development in made when community development associations operating under "Public body" form face the current evaluation system. In-depth interviews were conducted on a total of 14 Interviewees regarding the four aspects of policy maker, policy executor, evaluation commissioner, and community development association. It is aimed at examining problems, difficulties, and the value of existence of the current system by comparing the intrinsic nature of self-discipline of non-profit organization, partnership of government units and private circles, and theoretical viewpoints of performance evaluation with the actual implementation of the "Current Evaluation System on Work of Community Development in Our Country" so as to explore the issue of justification of the current system. All these are meant to provide references to relevant authorities in planning future policies and to achieve the goal of sustainable development of communities. This research comes up with the following conclusions. a. Because current systems and regulations and the development of community organizations of our country have not reached maturity, the government should still intervene to provide guidance regarding the management of community development associations. When there are no law-breaking instances among them and the development of their organization and the level of self-discipline have reached a certain level, the government should give them freedom to do what they like. b.According to the opinions of the interviewees on the performance of the evaluation system ,there are still problems on those chosen items ,such as purpose of evaluation, selection of objects, indicator, method, time, encouragement after evaluation, establishment of a system to emulate and learn from others, maintenance of achievements, and the qualifications, and the selection of the staff .who is reposeful for the evaluation. The revision of the evaluation system by Taipei city government takes more consideration on the annual policies of the Ministry than on the requirements of the development of the association.. c. Regarding future direction of the development of community evaluation system, interviewees believe that the system serves the function of support and encouragement. Its continued existence still has justification, but barriers should not be set to check diversified community development. Regarding the work of evaluation, when offered to private circles for execution, public certification as well as prevention of frauds should be stressed. This research comes up with the following suggestions. a.Suggestions to public departments: The government must build a fine consultant system and a smooth communication platform in order to help communities solve problems, tide over difficulties, and march toward the goal of sustainable development. b. Suggestions on community development association: Community should build a fine data bank and use it effectively through integration. The association should come up with motives for growth and bring its innovative ideas into full play. c. Suggestions on current community evaluation systems: The content of the evaluation system should include indicators on progress of achievements of missions and goals. Communities should be classified into outstanding and excellent communities. Evaluation indicators should be diversified to encourage communities to bring their unique features into play. A system to certify trained hours of community talents should be added. Encouragement without differentiation should be avoided. Establishment of a system to maintain achievements should be made. A system to devote oneself in a particular outstanding community should be built. The quality, specialty, and actual experiences of evaluation commissioners should be enhanced.

There are more than 6000 registered community development associations in Tai-wan, but very few of them achieved success in their work and sustainability, and there-fore, became known as model development communities. Most of the communities en-countered many difficulties in their work. This study used qualitative research methods to analyze difficulties and challenges that communities may encounter in execution of community development work. Subjects were selected from the Neihai Community Development Association in Taoyuan County. Research findings: 1. In community development work, “people” were the most important assets. 2. Funding was the key to sustainable community development. 3. Community authority structure and cliques affected community development. This study brought up some suggestions about future community development work: 1. A community should maintain good interaction and communication with the government. 2. A community should establish good public relation. 3. A community should establish sound volunteer system. 4. A community should eradicate personal interests and conflicts between cliques.

Research on Construction of Social Capital by Community Development Association Abstract This study aims on how community development association constructs social capital. We take Fu Chou community development association at Taipei Shihlin district as an example, focusing on the leader, managements, members, and volunteers of the association. Under a difficult situation of the prohibition of construction since 1970s, we describe the process of how community workers provide their services for the community and how they further construct the social capital for the community form year 2006 to 2013. Base on the statistic results of 300 valid questionnaires by members and volunteers of Fu Chou community development association, we conclude as fallow: 1. The social capital of Fu Chou community development association at Taipei Shihlin district is above average, it scores 4 points in the Likert five-point scale. 2. Environmental greenification, sightseeing, and associations between communities by Fu Chou community all contribute to the construction of social capital. 3. Fu Chou community need to focus on community care, participating in public affairs, and strengthening the abilities of managements. 4. Those being both members and volunteers are more willing to approve and support the community development than those being just members. We provide advices to take Fu Chou community development association as follow: 1. The association should improve the interaction with the external resources. 2. The association should provide trainings for leaders with capability, knowledge, and vision. 3. The association should initiate a new community industry. Key words: community, social capital.

Abstract Songya community in Taichung County was adopted as a research case in this study, whose data was collected by the qualitative method, case study, comprised of interview, document analysis, and observation, and the interview guide was mainly based on the theory of community of practice proposed by Wenger. This study aimed to explore the management of community of practice of Songya community development association and its influence on the association itself, its members, and the whole community so as to understand the issues of concern, knowledge sharing, and practice and growth pertaining to community of practice. The suggestions of community of practice of Songya community development association for community development were further analyzed. The research findings were as follows: 1. The community of practice of Songya community development association was concerned with identification with family, services for minority groups, healthy community building, and cultural heritage, formulating the habits of learning and sharing so as to probe into the issues of local features and community sustainment. 2. Leaders had to reach consensuses through good interpersonal relationship and mutual communication, to set up rules for community to avoid conflict, and to maintain community development by means of the constant interaction with those core members 3. To have community restricted publications and hold activities might unite community members. Sharing practical knowledge could serve minority groups and build healthy community. The cultural heritage might highlight community features as well. 4. Communities could provide the opportunities of knowledge sharing, contribution, and challenge for members to make more contact with people, to enhance capacities for communication, to master practical skills, and to gain self-affirmation 5. To understand problems of community development associations might improve interactive relationship through active and enthusiastic services, obtain the trust of residents to increase the number of members, and assist the management of community development associations. 6. Residents could take actions to support community activities, build the community ambiances of dialogue and learning, and keep communities clean and safe. According to the results above, some suggestions were proposed for the leaders of community of practice, community development associations, residents which developed community of practice, authorities concerned with community development, and future researchers. Grass-roots governance plays a vital role in the local self-governance of today. In particular, neighborhood and community development associations are the most important basic regional units within the network of local grass-roots governance. Neighborhood is a unit at the very base of regional administrative system, and also one of the most vital governance systems within Taiwan’s implementation of local governance. Community development associations are societies set up in recent years under the Civic Organizations Law. Due to differences in history and jurisdiction, functions attributed to the two organizations have long been in dispute. Therefore, this study aimed to examine the neighborhood and community development associations of metropolitan Taipei, and discover the means to adjust and integrate the relationship between these two organizations. Literature review and in-depth interviews were applied to delineate the organization function overlaps of neighborhood and community development associations, the interaction controversies between neighborhood chiefs and community development association chairmen, as well as to examine the integrated relationships of the two organizations. This study found that functions of neighborhood and community development associations are highly repetitive, and according to literature review, issues have always existed concerning differentiations and divisions between the administrative systems of the two. Contestations of whether neighborhood and community development associations should be combined or held separate have yet to be resolved, but in reality, the two organizations have been attributed with different functions and privileges within the current administrative system. According to the statements of the majority of interview subjects that there is poor interaction between neighborhood and community development associations, aside from reasons of resource allotment disputes due to different jurisdiction, political motives and elections are also involved. Neighborhood has a developmental direction distinct from that of community development associations, and by cause of different administrative authority and representativeness, the functions of the two organizations are often issues for dispute. Based on the results, comparative analysis of interviews, and conclusions, this study proposes the following suggestions for references to future research or relevant administrative authorities: 1.Regional administrative units should be streamlined to promote efficiency of public affairs processing. 2.Administrative positions should be resized for the benefit of redistribution of funds and resources. 3.Neighborhood officers should strengthen their professional abilities. 4.Integrated functions of neighborhood and community development associations should be actively sought after. 5.In the process of organizational integration, parochialism of regional organizations should be avoided at all costs.

ABSTRACT The purpose of this study is to understand the opportunities, problems and approaches of community development associations towards sustainable development through case-by-case comparative studies. The researcher used three community development associations in the regions of Meinung, Qishan and Datun in Kaohsiung city as study objects. By collecting and organizing the community-related literatures, doing field surveys, interviewing, and applying Osterwalder's business model analysis framework, including value proposition, target customers, sale channels, customer relationships, key resources, key activities, key partners, cost structures, revenue stream, etc., overall examine the niche and needs of its sustainable operation, and be award of how to apply the business model to create community value as a reference for sustainable management. In this study, Case A, "Eco-environment", Case B, "Enzyme Village" and Case C, "Railway Culture" were used to develop their value propositions respectively. The study results show that through the analysis of business model elements and overall operation management, the three community associations have their common and different value propositions in the operation of community business models, and the dilemmas and bottlenecks faced are also different. Based on this, we provide practical advice and serve as a reference for the three community development associations. Finally, according to the results, the study proposes the redesign of four business models for sustainable community development: First, Case A: The value proposition of product-oriented innovation - community idle space development of rural housing services. Second, Case B: Joint activities to implement the environmentally friendly enzyme product pathway through multi-point driving. Third, Case C: Resource-oriented development and partnerships with key partners. Fourth, build an online community to develop customer relationship management.

The concept of community development in our country communityhas been advocated 30 years even more. However,for some reasons,the idea of community development does not carry out in practice.In this essay the researcher wanted to explore what and how peopleparticipate in Taipei community develpoment. Through empirical research methods, the researcher discussed what are the relationship between community organizations, community resources, community participation and community development effort. Conclusively, through this study, the researcher wanted to inspirepeople''s motive of community participation. Also, the discovery of this research would be a reference for the government in projecting community development policy.

With community development,the government policies changed into a bottom-up way. Community forestry is a new trend in international forestry management, is also one of the development priorities in Taiwan. There are nine communities in succession into the second phase. But now there are only six communities in the implementation of the second phase of project. The impact of one element of the implementation of community forestry is the implementation of empowerment. At this study, I will select the Ghiu-Shi Community Development Association and the Tainan Eco-Tourism Development Association, which success into the second phase. The communities should have a considerable degree of empowerment results. Use tree way for the study:Depth Interview, Content Analysis, Participant Observation. On the basis of the data and the empowerment theory, we can compare the empowering strategy and the organizational empowerment between two communities. Study found that the empowering strategy based on the different goals of community development. The educational lecture is the most used way. The found that empowerment of the first phase has good foundation will help in the development of the second phase, vice versa. In the comparison, the Ghiu-Shi Community Development Association is better than the Tainan Eco-Tourism Development Association. The found that the empowerment of foundation is unstable that will affect the overall operation of the association. In the future, two two community should strengthen the staff integration and the empowerment.

There are thousands of Community Development Associations now in Taiwan, not all of them perform their function equally well. This study focuses on the developing process of Chi-Yen Community Development Association from 1994 to 2004. This research is meant to serve three purposes. Firstly, I’ll clarify the community work models including community development, community planning, community education, community action and community care. Secondly, I’ll understand the process of women’s participation and empowerment in the community and how the Association has built their accountability. Lastly, I’ll try to know the development context and the performance of the community mutual help industry, and I’ll focus on the lunch delivery service. In order to accomplish the purposes listed above, I use the case study method. Nine volunteers from the Chi-Yen community were interviewed and observed in their service setting. Each interview was audio- taped and transcribed word by word. Thematic analysis is used to identify and clarify the themes through the interpretation of the texts and inter-subjective agreement with the participants. The results are as follows: Ⅰ.The community work models of Chi-Yen Community Development Association can be presented in four stages: stage one-community education as a main part with community action playing a supporting role; stage two-community planning as a main part with community action playing a supporting role; stage three-community welfare as a main part with community development playing a supporting role; stage four-community development as a main part with community welfare playing a supporting role. Ⅱ.Unlike most communities in which man makes the decision and woman just plays the role of an assistant, in the experience of Chi-Yen Community Development Association, women are in charge of the organizational affairs. Through participating in the community activities, women empower themselves and develop their own awareness. Ⅲ. Chi-Yen Community Development Association has its own community mutual help industry to make money to continue offering the social service. Thus, it can perform the functions of creating more working opportunities, using the profit to offer community care service and constructing a mutual help community in the end.

The conclusion: 1. The community residents have strong agglomerate:It could become a main power of community awareness to promote community development, create community local characteristic and then the community could sustainable development. 2. The community residents have enthusiastic heart:They are positive join all kind of actives, adequate to bring team spirit into full play and then promote community development. 3. To promote community culture:The community culture created by community residents for all of dweller inheritance together. 4. The Community Development Association are led by all previous presidents of council and stuff to lead a group of enthusiastic residents promoting all community construct, culture actives and build up community vigorous development. They joined internal affairs department nation-wide community assessing in 2012 and they got champion. The honor belong Shan Jiao Community Development Association. According this study research result could provide specific advice and dilate on chapters 6 that hope could refer to Shan Jiao Community Development Association, academic world, related units, and follow-up research.

In this study, we investigate how the Shih An Community Development Association fostered recognition of the community members in the Houbi District of Tainan, which led to consequent motivation and establishment of the community cooperation society. Then, we also analyzed the support provided by community-oriented social welfare the community-oriented social welfare to promote community-oriented social welfare and steer the community towards sustainable development. Finally, we proposed several suggestions. In-depth and focus-group interviews were conducted to collect data. Subjects included administrators of the local district office, members of the community development association, core promoters of community-oriented social welfare, and community residents. Findings revealed that communities support community-oriented social welfare through cooperative society contributions. Therefore, they complement each other and form a virtuous cycle. The community development experience consolidated in this study serves as a valuable reference for communities striving for economic autonomy. Moreover, we formulated several constructive suggestions from the findings to promote community-oriented social welfare and facilitate future research.

For our community development work, we are mainly emphasizing the use of community development, promoting livelihood issues, and reaching a balanced development of economy and society. The ultimate purpose of community organizations is simply to seek survival, if organization can not response the needs of the environment, it will be facing the threat of survival surely. According to &;quot;resource dependence theory&;quot;, community organizations should be used to open logical thinking to perform community in public affairs, it is impossible for organization to be rely on internal resources to meet the challenges of the environment in a cut. However, the cooperatives who are the group of people wanted to pursue their common economic, social and educational objectives, in order to achieve common economic, social and cultural needs and expectations by enterprise management methods. Community cooperatives can become a way to solve the problem of sustainable development, using the surplus generated by the cooperative to contribute to the local communities, reducing rely on government subsidies, and also reducing the difficulty and risk when government resources are not provided. Using the special nature of community cooperatives to engage in economic, social, cultural and educational activities. Promoting community participation and improving the sense of identity. Then, through participation in a common economic cause, it is easy to help practice the vision of the community and cooperatives to create a sense of community organizations. Combine the cooperatives and communities can create the value of the local social, economic, cultural and education, not only provides services and meets the needs, but also provides the opportunity for employment. Cooperatives’ skill training, business model development, mentorship, and employment opportunities, add the application of industrial resources and cultural characteristics of the development community, making the development of community cooperatives more unlimited possibilities. Seen, community cooperatives, is an important role to maintain prosperity and flourish local communities.

In 2005, the Administrative Yuan proclaimed to promote the “the Six Stars Plan for a Healthy Community” which tried to construct a comprehensive policy for community life. One of the plans is to enrich the function of Community Development Association in every community. The dissertation intends to concentrate upon a case study of Bao-Lai community development association where the foreign brides participate in the lifelong learning project. Several questions concerning the relation between foreign brides and lifelong learning project, such as adaptation to different cultures, communication problem, marital life adjustment, children-raising problem will be addressed in this study.      As an explorative study on the role and function of community development association in terms of foreign brides, the dissertation attempts to contribute to harmonization of those foreign brides into Taiwan society and to promotion of national competitive capacity. This study is based on purposive sampling, the literature analysis and in-depth interview. The interviewees consist of community development association cadres, the foreign brides who participate in lifelong learning project and community members. We have the following results:      The role and function of community development association in relation to life-term learning project is confirmed. The gap between urban and rural area really affects the availability to resources, and that the local resources are badly integrated. It also proves that enthusiasm of the community members still is needed. The family factors influence the achievement in lifelong learning project. The accessibility to learning project should be enlarged. As a whole, the problems mentioned above are still waiting for consideration by the government and community development association.      We suggest that government has to pay more attention to the problem of foreign brides and to make productive policy; to authorize the community association for lifelong learning project in remote area/ extended area; to compile proper textbook and reader assisting foreign brides in learning and consulting .      For the community development association: to collaborate with township office as to integrate available resource; to learn from other successful experience and share local resource so as to make improvement in terms of efficiency and benefit; to cooperate with social work institutions in providing consultation; to promote participation from community members in volunteer work in learning project; motivate fundraising in community to finance learning project.

The purpose of this study is to discuss the roles and functions of Ching-Fong Community Development Association in promoting community building. This qualitative study adopts in-depth interviews, document analysis and participation observation as research methods. The findings suggest that the roles and functions of Ching-Fong Community Development Association in promoting the overall community building process are as follows: 1. Establishing community consensus and promoting community activities to promote emotional communication; 2. Encouraging reciprocity and mutuality in community ; 3. Enriching the functions of education; 4. Developing traditional crafts to enhance the local economic bases; 5. Promoting multiple participation and the construction of cultural value; 6. Promoting “Neighborhood Watch” program; 7. Improving the quality of living environment.

The study aims at discussing the meaning of external marketing capability in community organization, looking over the performance of external marketing capability in Jen-ju community development association, and last, providing some suggestion and future development approach for Jen-ju community development association. This research approach adopted depth interview. The analysis framework was formed in the conception of “community marketing” and “local industry”. This study took the analysis framework as the foundation to understand the gap between theory and reality on external marketing capability in Jen-ju community development association. The result of study shows that external marketing capability in community organization includes personnel, funds, equipments and relevant apparatus, knowledge and skills, and public policies. In personnel, Jen-ju community development association should have the person include of research and development, price estimation, project application, funds audit, exhibition management, promotion arrangement, and craftsman. In funds, Jen-ju community development association should distribute the funds to research and development, exhibition management, promotion arrangement, and personnel expense. In equipment and relevant apparatus, Jen-ju community development association needs the straw, timber and several apparatus in production, some software and hardware equipments in exhibition. Moreover, it needs other equipment to operate the promotion activities. In knowledge and skills, Jen-ju community development association takes account of art and creation in research and development. In promotion activities, it needs public relationship and personnel arrangement ability. Moreover, the ability to apply projection to government and the ability to audit funds. In public policies, the central government was provided several subsidies to community organization. Due to the budget restriction, local government just plays the role of counseling and assistance. Finally, according to the result of study, this research provided some concrete suggestion and future development approach for Jen-ju community development association and follow-up researchers.

According to the Ministry of Health and Welfare (MHW) statistics shows that Taiwan has set up 6,742 community development associations during first half of 2014. In the end of 2014, 520 communities have been evaluated as excellent, superior and good, accounting for 7.7% of total. The evaluation of community divides into three levels: national, rural and county. According to the statistic data of evaluated communities, one-third communities of Taiwan have never participated in the community evaluation. Because most communities have suffered from plights, they do not have intention to join in the evaluation. The participant of this study is Jhu-zai-shan Community, which suffered from the enormous earthquake on 21st September in 2002. Because the community did not establish its own organization to promote the reconstruction, they lost golden ten-year opportunities for community reconstruction. The community development association was established in 2012. Due to the efforts of whole community, within three and half years, they obtained a great achievement which aroused awareness of MHW and evaluated as a superior community. The purpose of this study is to discuss the crucial and successful factors for a new community development association, which broke though the plight towards the honor community. We hope the results of the study can provide an offer and reference for those community organizations which face similar plights. This study adopted case study method. Based on the research purposes, we developed interview outlines for a depth interview. After interviews, we collected and analyzed data. In this study, we found that Jhu-zai-shan community association suffered from a lot of challenges, such as residents’ questions, low participation, no community center, leaving alone residents to rebuild community, short of local featured industry and government investment. The crucial successful factors are: (1) the leader’s ambition and leadership; (2) cadre members can inspire the residents’ enthusiasm to participate in community affairs; (3) the community correctly selected strengths and actively involved in community development; (4) coordinating government policy to provide an enlightening and innovative projects; (5) well using internal resources to make up for lack of facilities; and (7) successfully obtaining the support from external resources. This study suggests that those suffered from plights communities can execute investigations on people, culture, land, production and landscape resources at first. Then, figuring out strengths and actively developing community; stressing on innovation of community welfare; discussing with residents to build up the community vision with effective strategies. Finally, cadre members should propose projects for subsidies to support the community development. Follow up the procedure, the community will become a welfare community. Under the importance of globalization and the development of future regional culture, the community cultural creativity industry is considered as the foundation of community future development. In response of the economy globalization’s great impact, governments all over the world are trying to establish culture organization structure and strategy of the development of cultural creativity industry. The Taiwanese government is not only trying to push this movement forward, but also encouraging the community to discover its cultural characteristic and assets. It not only brings in real income at the economic level, but also gave meaning to the heredity of community culture and community friendship. Moreover, this has positive and direct influence on the subject. This research is done by the Delphi Technique. According to the analysis of relative literature, in-depth interview and the discussion with the scholars and experts, using organized comments, point of views and advices from the scholars and experts, gather the successful case studies of how Community Development Association promote the cultural creativity industry, we can come to a conclusion on how to be successful by processing the data mentioned above. The successful factors of how Community Development Association promotes cultural creativity industry are listed in seven major subjects and 47 sub-titles. The major subjects are as follows: 1. Community cultural characteristic. 2. Create community industry. 3. Planning for environmental space. 4. Industry creativity and characteristic. 5. Staff training. 6. Marketing strategies. 7. Sustainable management This research hopes to discover the successful factors of how Community Development Association promotes the cultural creativity industry. This could also be a reference to how the Association could manage the cultural creativity industry.
