The contemporary wireless transmitter in addition to information symbols transmits also training symbols in order to help the receivers in the estimation of the information symbols by estimating the channel state information (CSI). In this paper, we look at existing wireless communication technologies in light of environment-aware wireless communications, which is a new concept of wireless communications that queries the time-invariant CSI from the local or global database, using information about the transmitter and receiver location. Thus, this study is the first critical review of the potential of today’s terrestrial wireless communication systems including wireless cellular technologies (GSM, UMTS, LTE, NR), wireless local area networks (WLANs), and wireless sensor networks (WSNs), for estimating CSI, the ratio between training and information symbols and the rate of channel variation, and the potential use of time invariable CSI in environment aware wireless communications. The research reveals, that early communication systems provide means for narrowband channel estimation and the CSI is only available as channel attenuation based on signal level measurements. By increasing the frequency bandwidth of communications, the CSI is estimated in some form of channel impulse response (CIR) in almost all currently used radio technologies, but this information is generally not available outside the communication systems. Also, the CSI is estimated only for the channel with active communications. The new radio technology (NR) offers the possibility of estimating the CIR for non-active channels as well, and thus the possibility of initiating environmentally aware wireless communications.

Emergency situations such as wildfires, water floods, or even terrorist attacks require continuous communication between the coordination centres, the several on-the-field teams, and their respective devices to properly address the adverse circumstances. From a technological point of view, this can be best seen as a live Ubiquitous Sensor Network—composed of human beings (e.g., first responders, victims) and devices (e.g., drones, environmental sensors, radios)—with stringent and special communication requirements in terms of flexibility, mobility, reliability, bandwidth, heterogeneity, and speed of deployment. However, for this specific use case, most of the already deployed and well-known communication technologies (e.g., satellite, 4G/5G) might become unusable and hard to repair due to the associated effects of the disaster itself. The purpose of this paper is (1) to review the emergency communications challenges, (2) to analyse the existing surveys on technologies for emergency situations, (3) to conduct a more updated, extensive, and systematic review of the emergency communications’ technologies, and (4) to propose a heterogeneous communication architecture able to communicate between moving agents in harsh conditions. The proposed approach is conceived to link the relocating agents that constitute a Ubiquitous Sensor Network spanning a large-scale area (i.e., hundreds of square kilometres) by combining Near Vertical Incidence Skywave technologies with Drone-Based Wireless Mesh Networks. The conclusions derived from this research aim to set up the fundamentals of a rapidly deployable Emergency Communications System inspired by the Ubiquitous Sensor Network paradigm.

Abstract In our contemporary society the use of Information and Communications Technologies is an inseperable part of everyday life. Information and Communications Technologies can be of great benefit in learning foreign languages for both the learner and the teacher alike. As in every change that tends to happen gradually yet unnoticeably, there are the advantages and the downsides that cannot be overlooked nor ignored. Information and Communications Technologies when incorporated in education also unavoidably has these dichotomous variables. What are these variables in the implementation of Information and Communications Technologies in education and do the positive factors outweigh the negative ones? The object of the research is the use of information communication technologies in foreign language lessons. The aim of the research is to reveal the peculiarities of using information communication technologies in the teaching of foreign languages. Research questions in this study are the following: What peculiarities of using information communication technologies arise in the process of teaching foreign languages in high school classes? How is the use of information communication technologies influenced by the age of the learners? What Information Communication Technologies are used in foreign language lessons? Findings showed that the self-perception, help to clients, professional ethics, trust are the components of professional responsibilities in the daily professional practices of social workers and social pedagogues. Realizing and accepting the fact that Information and Communications Technologies and Information Technology in general have become a part of our everyday life, one cannot ignore the importance of it in the field of education. Systematic evaluation of the implementation of Information and Communications Technologies in education in order to assure its effectiveness as a tool that acts as an aid for not only the pupils but also the teachers should become a normal part of the educational system. It should be viewed as a means of improving the lesson and as a means of support for those pupils who are in serious need of it.

Internal communication is considered to be fundamental process for organization. The information and communication technology (ICT) has been a strong trigger of organizational change in every aspect, as well as in internal communication. This paper investigates ICT tools usage effects on internal communication. Three research hypothesis were set up: (i) employees’ perceived importance of internal communication has a relationship with their ICT usage, (ii) employees’ perceived quality of internal communication has a relationship with their ICT usage, and (iii) ICT tools usage contributes to the perceived impact of IT on informing, motivation, productivity, loyalty, organizational development understanding, reducing rumors within organization of employees, willingness to change and overall satisfaction of employees. In order to test hypothesis, data were collected via an online survey conducted among Croatian public relations experts. Data mining was applied in data analysis: including both, descriptive (distributions) and predictive models (Bayesian networks). Sensitivity analysis of Bayesian networks identified significant factors of successful internal communication. Results showed that Skype usage mostly contributed to the quality of internal communication, whereas social network usage mostly contributed to the perceived importance of internal communication. Bayesian network model identified e-mail usage as a predictor of employees informing and chat usage as predictor for productivity of employees. Organizations’ management should embrace opportunities that new technologies have brought to the field of internal communications and use it as a tool for improvement.

This article examines key issues in how new technologies are impacting upon how we teach, learn and collaborate, and uses an educational research project called GRAIL (Graduate Researcher's Academic Identity Online) under development to illustrate some fundamental issues in adopting new technologies. A significant challenge to the effective use of new technologies in education is the evolution of social practices around those technologies and the discrepancies between broader social uses of new technologies and how those same technologies can be used in educational contexts. The article describes challenges to design along the dimensions of public/private and individual/collaborative and uses data from a series of project research studies to illustrate the nature of these challenges and possible solutions. The taking up of new technologies in new ways requires the evolution of social practices of use – these practices simultaneously reflect and change our culture, and the evolution of such processes takes time.

Abstract Machine learning (ML) and neuromorphic computing have been enforcing problem-solving in many applications. Such approaches found fertile ground in optical communications, a technological field that is very demanding in terms of computational speed and complexity. The latest breakthroughs are strongly supported by advanced signal processing, implemented in the digital domain. Algorithms of different levels of complexity aim at improving data recovery, expanding the reach of transmission, validating the integrity of the optical network operation, and monitoring data transfer faults. Lately, the concept of reservoir computing (RC) inspired hardware implementations in photonics that may offer revolutionary solutions in this field. In a brief introduction, I discuss some of the established digital signal processing (DSP) techniques and some new approaches based on ML and neural network (NN) architectures. In the main part, I review the latest neuromorphic computing proposals that specifically apply to photonic hardware and give new perspectives on addressing signal processing in optical communications. I discuss the fundamental topologies in photonic feed-forward and recurrent network implementations. Finally, I review the photonic topologies that were initially tested for channel equalization benchmark tasks, and then in fiber transmission systems, for optical header recognition, data recovery, and modulation format identification.

Today, wireless technology forms the communications backbone of many industries—including aviation, transportation, government, and defense. The era of the Next Generation Air Transportation System, (NextGen), is upon us. The Federal Aviation Administration, in collaboration with industry, is deploying NextGen technology on the ground, in the air, at air traffic control facilities and in the cockpit. These new technologies in aviation represent a global, transformative change. NextGen blends new and existing technologies, including satellite navigation and digital communications, to improve safety outcomes, increase on time performance, offer reduced fuel burn and positively impact aviation's adverse environmental concerns. The development of information technologies requires great attention of managers to the formation of information support and the promotion of goods and services to the market. The industry of tourism and hotel industry is developing in conditions of significant competition. Therefore, taking into account the relevance of the issue, the article considers innovative mechanisms for building effective management systems in tourism and the hotel and restaurant industry through the use of digital technologies. The purpose of the study is to develop ways of implementing innovative mechanisms for ensuring effective communications in the system of development of enterprises in the field of tourism and hotel and restaurant industry. a retrospective analysis of communication systems was carried out. The article is devoted to the definition of innovative technologies for the development of the communications system in different historical periods. The article defines modern trends in the innovative application of communication technologies and the latest communication systems. As a result of the study, the role of innovations in the formation of effective communications is substantiated, taking into account the specifics of the tourism and hotel and restaurant industry. The problems of remote communication under certain limitations have not yet been sufficiently studied. In particular, it is difficult to say about the consequences of such influences on the mental and psychological state of a person, because people are social beings and communication is a basic human need. Analyzing the processes of development of communication systems, it is possible to determine the cause-and-effect relationships of transformation, the influence of social processes on communications and communications on social processes. In the conditions of a competitive environment in the service sector, communication processes ensure high competitiveness of enterprises, provided they are effectively implemented. Therefore, it is appropriate to turn to the issue of finding innovative communication technologies in the system of development of tourism and hotel and restaurant enterprises. Cet article propose une réactualisation de la théorie de la communication paradoxale (école de Palo Alto) à la lumière des technologies de l’information et des communications, très en vogue de nos jours. Après avoir campé les grands enjeux théoriques de cette approche antipsychiatrique, cet exposé revient sur diverses modalités d’exercice de la communication comme moyen de favoriser la réadaptation psychosociale des personnes ayant, ou ayant eu des problèmes de santé mentale. Internet émerge alors comme un secteur à explorer et à développer. D’une part, son caractère multimédia en fait un mode de communication typiquement paradoxal. D’autre part, il fait en sorte que soient cumulés les avantages des diverses techniques étudiées (art-thérapie, écriture journalistique, radio et télévision), ce qui facilite l’expression d’un discours affranchi de l’ordre raréfiant du discours institutionnel. Ce dernier dénigre en effet la parole plus ou moins chaotique du patient en en faisant le symptôme d’une maladie à juguler. C’est ainsi que, grâce au potentiel thérapeutique d’Internet, la pensée psychotique peut recouvrer une certaine valeur et c’est ainsi que ses porteurs peuvent communiquer avec autrui, c’est-à-dire directement avec la société et aussi avec un certain au-delà transcendantal.

In many countries, road accidents are a leading cause of death as well as being financially draining to the authorities concerned. This problem can be alleviated by having a mechanism to enable exchange of safety related messages to road users in a timely manner. This has given rise to active research in identifying the best technology. Providing comfort and smooth driving experience is also propelling the need to support vehicular communication. These groups of applications present opposing paradigms whereby safety related messages must be exchanged in real-time and characterized by short bursts of traffic and satisfying these diverse criteria are challenging for wireless communications that is the backbone of vehicular communication. Additionally, vehicular nodes sometimes move at high speeds, presenting an added dimension to the complexities surrounding vehicular communication. This article attempts to show the many myriad wireless technologies that have been tossed about as the solution. Choosing the most suitable candidate has to take into account many aspects. This article guides stakeholders such as transport policy decision makers, vehicle makers, and spectrum allocator, to enable them to make a wise and informed decision regarding the right mechanism to use to support vehicular communication.

This paper introduces unconventional forms and technology of digital communication, which guerilla and ambient marketing communication utilize to implement strategies of communi-cation with clients. It presents specifics of the mentioned types of communication, pointing out creativity and its remarkable unique attributes (originality, the element of surprise, effectivity and others). In our selection of 300 respondents, differences in subjective perception of attributes were identified in ambient marketing communication and in classical creative form of marketing communication. Our paper characterizes strategies and visual techniques used in them, and new technologies implementing the element of surprise for creation of positive emotions. With the use of selected examples, we illustrate possibilities for digital communication with implemented communication strategies. At the end, we offer our own synthesized scheme of creativity levels in marketing communication addressing the special importance ofcreativity, with a regard to the new technologies and with an investigative approach towards the ambient and guerilla marketing communications using these new technologies at the set levels.
