This study explores strategies for the National Education Commission to function as a cooperative educational governance for expanded citizen participation. The governance model is divided into structural (involving a National Participation Committee at the central level and a regional educational governance at the local level) and process-oriented (involving a Public Deliberation Committee and a social consultation model). Analyzing the models, the study focuses on the degree of hierarchical organization and organizational organization of understanding groups. The National Participation Committee exhibits cooperative governance with low organizational organization of understanding groups, requiring consideration of advisory body limitations and ways to incorporate field voices. Regional educational governance shows a hierarchical form, necessitating attention to network configuration to avoid operation by compromise rather than stakeholder participation. Both the Public Deliberation Committee and the social consultation model have cooperative governance, but differences in organizational organization and hierarchical structure suggest the need for specialized mechanisms based on issue characteristics. Overall, the study suggests improvements for each model to optimize citizen participation and cooperation in educational governance.

Introduction Community participation in the governance of health services is an important component in engaging stakeholders (patients, public and partners) in decision-making and related activities in health care. Community participation is assumed to contribute to quality improvement and goal attainment but remains elusive. We examined the implementation of community participation, through collaborative governance in primary health care facilities in Uasin Gishu County, Western Kenya, under the policy of devolved governance of 2013. Methods Utilizing a multiple case study methodology, five primary health care facilities were purposively selected. Study participants were individuals involved in the collaborative governance of primary health care facilities (from health service providers and community members), including in decision-making, management, oversight, service provision and problem solving. Data were collected through document review, key informant interviews and observations undertaken from 2017 to 2018. Audio recording, notetaking and a reflective journal aided data collection. Data were transcribed, cleaned, coded and analysed iteratively into emerging themes using a governance attributes framework. Findings A total of 60 participants representing individual service providers and community members participated in interviews and observations. The minutes of all meetings of five primary health care facilities were reviewed for three years (2014–2016) and eight health facility committee meetings were observed. Findings indicate that in some cases, structures for collaborative community engagement exist but functioning is ineffective for a number of reasons. Health facility committee meetings were most frequent when there were project funds, with discussions focusing mainly on construction projects as opposed to the day-to-day functioning of the facility. Committee members with the strongest influence and power had political connections or were retired government workers. There were no formal mechanisms for stakeholder forums and how these worked were unclear. Drug stock outs, funding delays and unclear operational guidelines affected collaborative governance performance. Conclusion Implementing collaborative governance effectively requires that the scope of focus for collaboration include both specific projects and the routine functioning of the primary health care facility by the health facility committee. In the study area, structures are required to manage effective stakeholder engagement.

Delegated-Proof-of-Stake (DPoS) blockchains are governed by a committee of dozens of members elected via coin-based voting mechanisms. This paper presents a large-scale empirical study of two critical characteristics, personal impact and participation rate, of three leading DPoS blockchains. Our findings reveal the existence of decisive voters whose votes can alter election outcomes, as well as the fact that almost half of the coins have never been used in committee elections. Our research contributes to demystifying the actual use of coin-based voting governance and offers novel insights into the potential security risks of DPoS blockchains.

This article reviews the concept of citizen participatory governance or citizen participation in public policy-making, a new mode of institutional arrangement increasingly becoming popular in many industrialized democracies. The governance of citizen participation may take different forms, and past studies used different terms in describing the concept. This article take a brief look at various forms of citizen participation (citizen participation in budgeting, collaborative governance, public-private partnership, and citizen coproduction of public service) and explain their concepts as demonstrated in prior research. In a nutshell, this article conclude that these various forms of citizen participation are not well conceptualized in the past literature and calls for future research in this research area with growing importance.

The purpose of this study was to explored public participation in governance of the community college. The local people established college in their community of their active participation. Community colleges help for the access of higher education in rural area but not being able to fulfill desire of the local people. The study focuses on public participation in governance of community college. The study was carried out in a qualitative paradigm in which a case study facilitated access to in-depth feelings, views, and opinions of community members and educators regarding their participation in providing education. Data were generated through in-depth interview with parents of children in the college, College Management Committee (CMC) members, and the college chief. Data were transcribed and analyzed manually through the cut and paste technique. The study found out that public participation in governance of community colleges is of various types it may be involvement through sending their children to the college and providing fees and stationery, involvement through contributions of physical things & donations from the very beginning of the establishment of the college, involvement through attendance in programs and meetings conducted by the college, participation in real decision making etc. Further, parents financed college budgets, and were involved in college governance.Academic Voices Vol.6 2016: 37-42

Six years ago, at the start of 1988, the prospect for democracy in South Asia did not appear very promising. The military rulers both in Pakistan and Bangladesh had managed to cloak their regimes in civilian attire and appeared well entrenched even if their quest for legitimacy had evaded them. In Nepal and Bhutan the hereditary monarchs showed no signs of conceding to the demands for popular participation despite the simmering political discontent in both countries. The democratic traditions of Sri Lanka had proved sufficiently resilient for the formal representative institutions to endure but the continued civil strife and violence had virtually reduced effective popular participation into a farce. Likewise in India, whilst the ghost of Indira Gandhi's authoritarian rule during the emergency in 1975-77 had been exorcised by subsequent renewals of popular mandate, the democratic institutions and popular accountability had probably suffered irreversible damages and it was not uncommon amongst political analysts to speak of the 'ungovernability' of the country.

Rural revitalisation in China relies heavily on the rural residential environment and is vital to the well-being of farmers. The governance of rural human settlements is a kind of public good. The external economy of governance results in the free-riding behaviour of some farmers, which does not entice farmers to participate in governance. However, current research seldom considers the public good of rural human settlements governance. This research is based on the pure public goods attribute of rural human settlements governance. It begins with government information and, using structural equation modelling (SEM), researchers construct the influence mechanism of government information, attitude, attention, and participation ability on the depth of farmers’ participation. The empirical results show that ability, attention, and attitude all have a dramatic positive influence on the depth of farmers’ participation, and the degree of impact gradually becomes weaker. Additionally, government information stimulus is not enough to promote farmers’ deep participation in governance. It needs to rely on intermediary variables to indirectly affect the depth of participation (ability, attention, attitude), and there is a path preference for the influence of government information on the depth of participation. As an important organisation in the management of rural areas, the village committee can significantly adjust the effect of the degree of attention on the depth of participation of farmers. Therefore, the government not only needs to provide farmers with reliable and useful information, but also needs to combine necessary measures to guide farmers to participate in the governance of rural human settlements.

Purpose The purpose of this paper is to explore relationships between corporate governance characteristics and strategic management accounting (SMA). The relationships provide insight into a debatable issue of whether corporate governance characteristics affect applications of SMA in Thailand. SMA is supporting tools for an organization to effectively execute its management strategies aiming for business success. Design/methodology/approach This study analyzes primary data from survey and corporate governance data from year 2011 to 2013 of companies listed on the Stock Exchange of Thailand. Findings Results show that corporate governance characteristics significantly affect SMA in two aspects, namely, participation and usage. This study finds some results that, on the one hand, separation of CEO’s role and chairmanship, size of independent board, and frequency of audit committee meetings positively affect both participation and usage. On the other hand, an independent chairman and board size negatively affect both participation and usage. Originality/value Findings confirm framework of enterprise governance issued by the International Federation of Accountants that not only does corporate governance provides assurance control, but it also provides strategic governance through behavioral applications of SMA tools and supports.

Rural residential environment governance (RRE), as the first tough battle of China’s rural revitalization strategy, relies on farmers’ participation since farmers are the main laborers, builders, and administrators in environmental governance. However, lackluster farmers’ enthusiasm and initiative have hindered RRE initiatives, prompting this paper. Based on the survey data of 1804 farmers in China, this paper, from the perspective of mobilization governance, empirically analyzes the impact of informal village institutions, the cadre-mass relationship, and their interaction on farmers’ participation in RRE governance through the entropy method, ols, and quantile regression model. The empirical results indicate that informal institutions promoted farmers’ participation through three mechanisms, with disciplinary supervision impact being the most significant and value-oriented next, but transmission internalization doesn’t work as well as it should. Meanwhile, for farmers with varying degrees of participation, there is a general difference in the governance effect of informal institutions. Furthermore, the close cadre-mass relationship significantly strengthened disciplinary supervision and transmission internalization effects to mobilize farmers’ participation. Therefore, the village committee should implement diverse informal institutions based on the actual situation of their village. Moreover, it is necessary to shape a close cadre-mass relationship to improve the accuracy of institutions’ implementation.

AbstractWhat factors explain U.S. participation in multilateral forums that govern finance? Current literature misses the key features of the Federal Reserve, Treasury, and Congress that result in their distinct manners of support for various multilateral arrangements. I revisit the archival record and apply a new understanding to American participation in the Bank for International Settlements (BIS) and Basel Committee on Banking Supervision (BCBS) as the financial regime has evolved since the collapse of fixed parity in the IMF after 1971. I thus explain the puzzle of American ambivalence through an exploration of the fragmented U.S. regulatory system, which inhibits the United States from acting as a unitary, lead actor of multilateral negotiations. Hence, American coordination must take place both domestically and internationally for an agreement to emerge.

Drawing on a range of primary and secondary sources, including Cuban scholarship which has been overlooked by other non-Cuban scholars, this thesis traces the evolution of local government and popular participation from the overthrow of the Batista regime in 1959 to the present day, and in so doing, it exposes multiple sites for participation in the business of local governance which are available to the average Cuban citizen. By examining the municipal election process, mechanisms for close contact between citizens and their elected delegates, and the relationship between the mass organisations and the Communist Party, this study illuminates the interface between state and populace, and demonstrates that popular participation at the level of the community is linked to domestic national policy-making. Furthermore, evidence is presented which demonstrates that the evolution of local Cuban polity is affected though continuous review of local government practice and is itself a participatory process. Decades of popular participation in local affairs have developed and strengthened the capacity for collective action, and this thesis assesses its contribution to the remarkable survival of Cuba’s socialist project after the collapse of the Soviet bloc. As the revolutionary leadership expanded opportunities for popular participation whilst continuing to maintain control over decisions it considered were necessary for economic development, for the maintenance of national unity, and for the development of Che Guevara’s New Man (and Woman), tensions were generated between localism and centralism, and between pragmatism and ideology. Responses to these tensions can be seen in the contemporary Cuban scholarship presented in the final chapter of the thesis. This thesis makes a sustained case for the importance of local government to the revolutionary leadership and argues that no assessment of the Cuban polity can claim to be comprehensive without taking local government into account.

O processo de descentralização das políticas sociais no País, implantado pela Constituição Federal do Brasil de 1988, levou a reformulações na gestão dessas políticas em Estados e Municípios, em termos da cultura gerencial, da estrutura administrativa e da abertura de canais de participação da sociedade civil na construção, acompanhamento e avaliação das ações. Nesse processo, as relações entre Estado, Mercado e Comunidade deveriam atingir um equilíbrio, a partir de políticas baseadas no modelo de consenso político (OFFE, 1998). No contexto da gestão de políticas públicas municipais, o Conselho Gestor é considerado um canal de participação da Comunidade e condição para o município ter acesso a verbas estaduais e federais para programas sociais locais. No Esporte, a prevalência dos interesses do Mercado se reflete nas normas legais e nos planos de desenvolvimento do Esporte implantados nas duas últimas décadas no País. O registro da existência de Conselhos Municipais de Esporte ou congêneres é muito recente no país, e o conhecimento sobre o seu papel e desempenho, no sentido de viabilizar a participação da Comunidade na formulação e desenvolvimento de políticas locais, é bastante limitado. Esta Pesquisa foi desenvolvida com o intuito de verificar se o Conselho Municipal de Esporte se constitui efetivamente em espaço de definição de políticas e de discussão e articulação entre os interesses dos diferentes segmentos da ordem social - Estado, Mercado e Comunidade - em uma política de Esporte local. Para tanto, foi desenvolvido estudo de caso sobre o Conselho Municipal de Esporte, Lazer e Atividade Física de Santana de Parnaíba-SP, referente ao período da sua criação em 2003 até 2006, a partir da análise de fontes documentais, complementadas por depoimentos de membros do Conselho e do representante do Executivo Municipal da área de Esporte, com base na metodologia da História Oral. As análises realizadas sobre o processo de implantação e a atuação do Conselho levaram a não confirmação da hipótese do estudo. Foi constatado um distanciamento entre a proposta participativa do governo municipal e o que ocorreu no âmbito da política de Esporte e do Conselho, não havendo incentivo a participação da sociedade civil no processo de formulação e acompanhamento da Política de Esporte. Considerações e perspectivas quanto à superação das lacunas identificadas na ação do Conselho são levantadas 6 no sentido de contribuir para a reflexão teórica e o aprimoramento da atuação desse mecanismo de gestão democrática em outros municípios brasileiros.
The decentralization process of social policies in the Country, as implemented by the 1988 Federal Constitution of Brazil, led to the reformulation of such policies\' management in States and Municipalities, as regards managerial culture, administrative structure and opening of channels for the civil society\'s participation in the construction, follow-up and assessment of such actions. In this process, the relationships among State, Market and Community should reach a balance, by means of policies based on the model of Political Consensus (OFFE, 1998). In terms of management of municipal public policies, the Managing Board is a channel for the Community\'s participation and places the municipality in position to access state and federal allowances for local social programs. In Sports, the prevalence of the Market\'s interest is reflected in legal rules and Sports development plans implemented within the past two decades in the Country. The record of the existence of Municipal Boards of Sports is very recent in the country, and the knowledge as regards their role and performance towards making the Community\'s participation in the formulation and development of local policies feasible is extremely limited. This research was developed aiming at ascertaining whether the Municipal Board of Sports actually constitutes a space for defining policies and discussion and organization of the interests of the social order\'s different segments - State, Market and Community - into a local Sports policy. Therefore, a case study of the Municipal Board of Sports, Leisure and Physical Activity of Santana de Parnaíba-SP was developed, regarding the period from its creation in 2003 up to 2006, based on the analysis of documental sources, complemented by statements by Board members and the representative of the municipal executive power in the Sports field, relying on the Oral History methodology. The analyses carried out as regards the process\' implementation and the Board\'s activities led to the nonconfirmation of the study\'s hypothesis. A distancing between the municipal government\'s participative proposal and what took place within the sphere of the Sports and the Board\'s policy was ascertained, as well as an absence of encouragement for civil society\'s participation in the process to formulate and follow-up the Sports Policy. Considerations and perspectives as regards filling in the blanks identified in the Board\'s actions are raised aiming 8 at contributing to the improvement of such democratic management mechanism\'s activities in other Brazilian municipalities.

A disaster always means a huge death toll, displacement and inconceivable destruction for a poor country such as Bangladesh. Recently, Bangladesh has taken a holistic approach to prioritising interrelated activities and the involvement of various organisations in disaster management. A number of disaster management committees (DMCs) have been formed to coordinate and implement risk reduction measures. But the levels of success of these organisations have varied in different regions. Improper consideration of local knowledge, corruption of actors, lack of coordination and capacity of actors, etc., are perceived as major causes of this. Primarily, this mini-thesis aims to measure the impact of self-organisation in disaster risk management.

The questions posed in this study address the different processes that were involved in the decision-making and establishment of the water management organisations, the extent of public participation, as well as features of evident governance in implementing the policies. A critical analysis of the role of stakeholders and the various influences they may have in water management will also be examined. The methodology follows a historical study approach. A thorough document review will be done of the policies and related materials around BMCs, where events will be constructed from the findings. Interviews will be conducted for verification purposes, to verify the desktop findings and to assimilate any conflicts of opinion that might have not been documented.

This study seeks to analyze the Participative Legislation Committee of the House of Representatives, under the bias of the proposition, organized civil society, suggestions related to social policies, between the years 2001 to 2011. Therefore, initially there will be a review of the literature on what has to be democracy, so that one can understand the various existing types, as well as the principles necessary for democracy to take effect. There will be an approach about direct democracy, as well as indirect democracy (representative). After, it will analyze historically the National Constituent Assembly which culminated in the 1988 Federal Constitution, because it wants to be shown that the mechanisms of popular participation inserted in art. 14, I, II and III of the Magna Carta exhibit large compared with the composition of the Parliamentary Assembly. Does lectured also on Brazilian democracy, which is, participatory, as well as on the mechanisms included in Items I, II and III of art. 14 of the Constitution. O presente estudo analisa a Comissão de Legislação Participativa da Câmara dos Deputados, sob o viés da proposição, pela sociedade civil organizada, de sugestões relacionadas a políticas sociais, entre os anos de 2001 a 2011. Para tanto, inicialmente será realizada uma revisão de literatura sobre o que vem a ser democracia, para que se possa compreender os vários tipos existentes, assim como os princípios necessário para que a democracia seja efetivada. Será realizada uma abordagem acerca da democracia direta, assim como da democracia indireta (representativa). Analisa a história da Assembleia Nacional Constituinte que culminou com a Constituição Federal de 1988, pois com isso quer-se mostrar que os mecanismos de participação popular inseridos no art. 14, I, II e III da Magna Carta apresentam larga relação com a composição parlamentar da Assembleia. Enfatiza, também, a democracia brasileira, qual seja, a participativa, assim como a respeito dos mecanismos inseridos nos incisos I, II e III do art. 14 da Constituição. Todo o preceituado até o presente momento se faz necessário para que seja possível compreender os motivos pelos quais a Comissão de Legislação Participativa foi criada. Resumo: A descentralização político-administrativa ocorrida no Brasil a partir da Constituição de 1988 ampliou a autonomia de decisão, o poder e o controle sobre os recursos e responsabilidades dos municípios. Por outro lado, a União e os Estados reduziram seu apoio aos programas de financiamentos e de assistência técnica municipais. Também são conhecidas as dificuldades econômicas e administrativas de boa parte dos municípios brasileiros, notadamente aqueles com baixa população e distantes das capitais administrativas. A partir desse panorama, tem-se buscado novos modelos de governança que possibilitem maior cooperação intermunicipal, uma vez que diversos problemas e potencialidades são comuns a maioria deles. Há exemplos de sucesso desse tipo de cooperação em diversos países. No Brasil, a maioria das iniciativas em curso tem encontrado dificuldades quanto à continuidade das ações. O problema desta pesquisa é discutir "como implementar planos de desenvolvimento regional sem a constituição de autoridade político administrativa para sua gestão?" O objetivo é avaliar as condições que favorecem e dificultam a gestão e implementação de planos regionais e a consequente consolidação das microrregiões. A hipótese é que as associações intermunicipais podem se constituir importantes opções para a gestão e implementação dos planos de desenvolvimento regional em Minas Gerais. A metodologia abrangeu as etapas de: (i) Revisão bibliográfica; (ii) Coleta de dados sobre os Planos Regionais em estudo; (iii) Sistematização e análise de três iniciativas já consolidadas de Governos Estaduais para promover o Desenvolvimento Regional e do recém concluído Plano de Desenvolvimento Regional em Minas Gerais, que foi utilizado como fonte de exemplos; (iv) Apresentação e discussão dos resultados, a partir da idéia central de que a institucionalização de uma região envolve quatro aspectos para aferição das experiências de planejamento regional. Na etapa (v) são apresentadas as principais conclusões: (1) os Governos Estaduais têm grande dificuldade em atuar como agentes de implementação das ações de planejamento e tendem a descontinuar programas de governos anteriores, caso não se consolide instância de governança local; (2) a existência de associações de municípios já consolidadas em Minas Gerais tais como a AMEG, aliada às novas possibilidades institucionais como os consórcios intermunicipais, constituem importantes passos para o início do processo de gestão territorial microrregional no Estado mineiro
Abstract: The political/administrative decentralization in progress in Brazil since the Constitution 1988 amplified decision autonomy, empowerment and control on the resources and duties of the cities. Nevertheless, both federal and states administrations diminished their backing to the finance and municipal technical assistance programs. To aggravate the situation, widespread are the economic and managerial constraints faced by a great deal of brazilian cities, noticeably those which have few inhabitants and are distant from major administrative capital cities. Given such perspective, new managerial structures/patterns which enable greater inter-municipal cooperation have been pursued, since various problems and potentialities are common to the majority of those cities. There are examples of similar successful cooperation actions carried out in many countries. In Brazil, the majority of the initiatives to establish inter-municipal cooperation in progress have been facing difficulty in terms of continuity. The proposition of this study is "how to implement plans of regional development without resorting to political/administrative authorities constituted to their management?" The objective is to evaluate conditions which favor or hinder the management and implementation of regional planning and the consequent consolidation of the "micro-regions". The hypothesis is that the inter-municipal associations might represent important options for the management and implementation of regional development plans in Minas Gerais. The methodology ranged the stages: (i) bibliographic revision; (ii) Collection of data on the Regional Plans in study; (iii) Systematization and analysis of three currently consolidated initiatives by states administrations to foster regional development and the recently concluded Regional Development Plan in Minas Gerais, which will be utilized as a source of examples; (iv) Presentation and discussion of the results based on the premise that the institutionalization of a given region involves four aspects to assess the experiences on regional planning. At stage (v) the main findings are presented: (1) the state governmental authorities experience great difficulty to act as agents for the implementation of planning actions and tend to discontinue programs implemented by previous administrations, in case an instance of governance is not consolidated. (2) the existence of currently consolidated municipal associations in Minas Gerais, such as AMEG, together with new institutional possibilities like inter-municipal consortia represent important steps to the commencement of the process of territorial management in Minas Gerais State

Lined in the genesis of national political organization, seeks to reduce the complexity of social and political organization prevailing system, consolidating on key historical events, responsible for building the basis of citizenship and consequent awareness of the need for interaction between rulers and ruled, thus was born the institute of ombudsman public in order to fill the gap of communication and society participation in governance state. This work, in addition to addressing the roots of generating political support base of the institute of ombudsman, brings to fore the changing needs of the institute in national and international bias, limiting the playing field, major public and private actions that corroborated and corroborate the organization and structuring of public sector ombudsmen. Concomitantly, entered to the world of e-governance in favor of a new relational format, improving the emancipatory process of transparency, participation and democratization National. We highlight special attention to the model used in the Federal Executive, the body that is driving the Ombudsman General of the Union, as the work under the Ministry of Agriculture, Livestock and Supply argued that motivated the main arguments (theoretical and empirical) of this research.
Referendado na gênese da organização política nacional, busca-se reduzir a complexidade social e política do sistema de organização vigente, consubstanciando-se nos principais acontecimentos históricos, responsáveis pela construção da base de cidadania e consequente conscientização da necessidade de interação entre governados e governantes. Assim, nasce o instituto das ouvidorias públicas, a fim de preencher a lacuna da comunicação e participação da sociedade na gestão pública estatal. O presente trabalho, além de abordar as raízes políticas geradoras da base de sustentação do instituto de ouvidorias, traz à baila o contexto evolutivo do instituto no viés nacional e internacional, delimitando o campo de atuação e principais ações que corroboraram e corroboram com a organização e estruturação do setor de ouvidorias públicas. De forma concomitante, adentrou-se no universo da governança eletrônica, em prol de uma nova formatação relacional, aprimorando o processo emancipatório da transparência, participação e redemocratização Nacional. É dada especial atenção ao modelo utilizado no âmbito do Executivo Federal, do órgão motriz que é a Ouvidoria-Geral da União, como os trabalhos desenvolvidos no âmbito da Ouvidoria do Ministério da Agricultura, Pecuária e Abastecimento, que sustentaram e motivaram os principais argumentos (teóricos e empíricos), da presente pesquisa.

A Constituição brasileira de 1988 representou um marco na mudança de paradigmas do controle social no País ao reconhecer o direito da Sociedade Civil ao controle das ações do Estado. No ano de 2012, foi realizada a 1ª Conferência Sobre Transparência e Controle Social (1ª CONSOCIAL), evento nacional organizado pelos órgãos de controle interno de governo em suas diferentes instâncias, cujo tema central foi "A Sociedade no Acompanhamento e Controle da Gestão Pública" e objetivou a elaboração do Plano Nacional de Transparência e Controle Social, que pretende se tornar um importante instrumento de combate à corrupção. O aparato governamental disponibilizado para a realização deste evento, que mobilizou perto de um milhão de pessoas e envolveu 40% da municipalidade da federação, pode representar um indicativo do insipiente exercício de combate à corrupção pela sociedade no País. A 1ª CONSOCIAL representa um fato que merece um volume maior de estudos sobre o tema, pois sua realização não mostra que foram vencidos os fatores impeditivos da participação da sociedade brasileira no combate à corrupção. O objetivo desta dissertação é oferecer uma contribuição para o movimento de ampliação da participação social desencadeado pela Conferência, apresentando possíveis fatores explicativos do baixo grau de participação social no Brasil, a partir da experiência da 1ª CONSOCIAL, entre os anos de 2011 e 2012 e, com isso, propiciar novas questões que levem a estudos futuros. Os resultados aqui apresentados são decorrentes de uma pesquisa qualitativa, baseada em um estudo de campo, onde o método de análise de conteúdo foi empregado para avaliar entrevistas semi estruturadas e a observação participante em duas etapas da conferência, a do Estado do Rio de Janeiro e a nacional em Brasília. Acrescentou–se a este estudo uma breve abordagem da estrutura montada e disponibilizada na Internet pela Controladoria Geral da União (CGU) de orientação à realização do evento.
The Constitution of 1988 was a milestone in changing paradigms of social control in the country to recognize the civil society right to control the actions of the State . In 2012, was held the 1st Conference on Transparency and Social Control ( 1st CONSOCIAL ), a national event organized by government internal control organs in its different bodies, whose theme was "The Society Monitoring and Control the Public Management" and aimed at the elaboration of the National Plan for Transparency and Social Control , which aims to become an important tool for fighting corruption. The available government apparatus for this event, which involved close a million people and involved 40 % of federation municipality, may represent an indication of incipient exercise by society to combat corruption in the country The 1st CONSOCIAL is a fact that deserves a higher volume of studies on the subject, because its realization does not show that the impediments were overcome participation of Brazilian society in fighting corruption. This dissertation objective is provide a contribution to the movement of increasing social participation triggered by the Conference, presenting possible explanations of the low degree of social participation in Brazil , from the experience of the 1st CONSOCIAL , between the years 2011 and 2012 , and thereby , providing new questions that lead to future studies . The results are derived from a qualitative study , based on a field study where the method of content analysis was used to evaluate semi-structured interviews and participant observation in two stages of the conference, the State of Rio de Janeiro and national in Brasilia . Added to this study a brief approach to the structure built and made available on the Internet by the Comptroller General (CGU ) orientation to the event .

O presente trabalho objetiva identificar as potencialidades e os constrangimentos existentes ao desenvolvimento da democracia digital no Brasil. Por democracia digital entende-se o emprego de ferramentas de participação eletrônica no ciclo de políticas públicas com a finalidade de promover a democratização e o controle social da gestão pública. O método empregado é o estudo de caso de três experiências de democracia digital que abrangem os níveis federal, estadual e municipal: as consultas públicas eletrônicas, o Gabinete Digital e o OP Digital, respectivamente. A análise dessas iniciativas aponta para as possibilidades de: i) adoção da e-participação em diferentes etapas do ciclo de políticas públicas, e ii) ampliação significativa do número de participantes quando comparado a experiências presenciais. Contudo, percebe-se ainda um subaproveitamento das tecnologias, bem como um padrão insuficiente de resposta da administração pública às contribuições da sociedade, encaminhadas dessas ferramentas. Além dos problemas relacionados à exclusão digital, fatores políticos, organizacionais e institucionais limitam o impacto da e-participação, dos quais se destacam o papel da burocracia e a carência de arranjos institucionais que sustentem a operação da democracia digital.
This paper intends to identify the potentialities and the constraints of the development of digital democracy in Brazil. Digital democracy consists of enacting electronic participation tools throughout the public policy cycle, aiming at enhancing social control and democratization of public management. This research employs the case study method for analyzing three digital democracy experiences in Brazil at the federal, state, and local levels: respectively, public e-consultations; Digital Cabinet; and Digital Participatory Budgeting. These initiatives indicate that it is possible to apply e-Participation tools for i) the democratization of each stage of the public policy cycle and ii) increasing the number of participants in comparison to in-person experiences. Nonetheless, one can observe the underutilization of the ICT‘s potential and an unsatisfactory pattern of feedback from the public management about the inputs of society delivered by these tools. Besides the problems related to digital divide, some political, organizational, and institutional issues limit the impact and the adoption of e-participation, out of which is worth underscoring the role of civil servants‘ bureaucracy and the lack of institutional arrangements to sustain the digital democracy operation.
Este trabajo tiene como objetivo identificar las potencialidades y los factores limitadores existentes en el desarrollo de la democracia digital en Brasil. La democracia digital consiste en el empleo de herramientas de participación electrónica en el ciclo de políticas públicas con la finalidad de promover la democratización y el control social de la gestión pública. El método empleado fue el estudio de caso de tres experiencias de democracia digital que abarcan los niveles federal, regional y municipal: las consultas públicas electrónicas, el Gabinete Digital y el Presupuesto Participativo Digital, respectivamente. El análisis de las iniciativas apunta a la posibilidad de: i) adopción de la e-participación en diferentes etapas del ciclo de políticas públicas, y ii) la significativa ampliación del número de participantes en comparación con las experiencias presenciales. Sin embargo, todavía se percibe un escaso aprovechamiento de las tecnologías y un patrón insuficiente de respuesta de la administración pública a las contribuciones de la sociedad encaminadas a través de esas herramientas. Además de los problemas relacionados con la exclusión digital, factores políticos, organizativos e institucionales limitan el impacto de la e-participación, de los cuales se destacan el papel de la burocracia y la carencia de arreglos institucionales que sustenten la operación de la democracia digital.

A few months into the popular uprisings in the Middle East and North Africa (MENA) region in 2009/10, the promises of social media, including its ability to influence a participatory governance model, grassroots civic engagement, new social dynamics, inclusive societies and new opportunities for businesses and entrepreneurs, became more evident than ever. Simultaneously, cartography received new considerable interest as it merged with social media platforms. In an attempt to rearticulate the relationship between media and mapping practices, whilst also addressing new and social media, this interdisciplinary book abides by one relatively clear point: space is a media product. The overall focus of this book is accordingly not so much on the role of new technologies and social networks as it is on how media and mapping practices expand the very notion of cultural engagement, political activism, popular protest and social participation.

AbstractItaly has abandoned its nuclear power ambitions in the aftermath of the Chernobyl disaster and following the decision of the popular referendum held on 8 November 1987. However, nuclear waste from four permanently shut down nuclear plants, various research reactors, reprocessing and fuel fabrication facilities represents a pressing problem. The nuclear waste governance in Italy is characterised by a complex, intertwined relationship and interaction between the different political-territorial levels from the national, the regional to the local. Recently, after a long period of incoherent stop and go nuclear research and industrial policies, local opposition and a subsequent deadlock, the mandatory search for a national site has started taking shape. The national map of potentially suitable area released in 2021 was followed by a series of consultations to which several institutional and civil society actors participated. In January 2022, the public consultation was concluded and in March 2022 the proposed National Map of Suitable Areas (NACI) was submitted to the Ministry of Ecological Transition for approval. The final site search process should lead to the location of a site, which should initially house 78,000 cubic metres of intermediate and low-level waste as well as 17,000 cubic metres of HLW. The latter should be stored for a maximum of 50 years to be then placed in a deep geological repository about which nothing has been revealed at the moment. This challenges institutional actors, like the Ministry of Ecological Transition, the regulator and the operator to adopt inclusive and decentralised forms of decision making. The process is therefore expected to be slow and cumbersome and will require more democratic approaches to nuclear waste management.

AbstractThis essay analyses synergies and antagonisms of World Heritage cultural governance in respect of Indigenous peoples’ participation and rights. In tandem with recognition of nature-culture interlinkages, the World Heritage Committee has demonstrated a growing concern with rights-based approaches, moving Indigenous peoples’ rights to a more normative position in the Convention’s implementation. However, the Convention follows a Statist approach and adheres to a Eurocentric conceptualisation of nature, reproduced through World Heritage cultural governance. These issues can result in power asymmetries, coloniality of knowledge and the relegation of Indigenous peoples’ worldviews and rights.

AbstractWith the aim of understanding the place and role of municipalities in the Brazilian federation, this chapter begins with an overview of the country’s key political and economic features, after which it explores the historical development of local government under a federal system that alternates between periods of power centralisation and decentralisation. Municipalities’ legislative and operational responsibilities are defined in the Constitution, which as such circumscribes their governance role in the federation. However, increased responsibilities for service delivery have required increased revenue, not only from federal and state transfers but from improved exploitation of municipal tax bases. Despite their progress in expanding funding sources, municipalities still rely heavily on federal and state support, a situation that highlights tensions between financial dependence and political autonomy. A discussion of relations with other orders of government reveals the possibilities for, and difficulties of, cooperation, as well as shows the importance of local political dynamics and instruments of popular participation. The final section draws attention to the importance of the metropolitan regions and identifies emerging issues relating to municipalities in Brazil.

After explaining why populists are not committed in principle to solely plebiscitary democracy, this chapter explores recent innovations in democratic design that allow for expanded participation by the people in their own governance. A thought experiment about direct popular design of responses to the Covid-19 pandemic is followed by a detailed analysis of referendums that acknowledges some difficulties associated with them, including the possibility of bad design and the risk that majorities will override minority rights but explains that the anti-institutionalism said to be associated with populism does not preclude populists from developing and implementing “best practices” for referendums, always on an ad hoc and contextual basis. The chapter then briefly describes deliberative polling and citizen assemblies, concluding with case studies of direct popular participation in constitutional reform in Ireland and Iceland.

Participation is the active involvement of a group of individuals in a collective process on actual or intended actions of administrative authorities. Participation can refer to taking part in preliminary arrangements, influencing decision-makers, or taking part in actual decision-making processes. But participation can also be justified from the point of view of a sensible government finding out potential flaws and realizing ownership. The term ‘public participation’ presumes that the initiative and procedures are in the hands of citizens, the participation process is generally managed by public entities. The participation principle can be also about participation as a right, and the question of what consequences are there for the direct and guiding function of the administration. Participation is important under the democratic rule of law as well. Public participation can be motivated by democratic, constitutional, corporatist, or administrative motives. While the distinction between these motives for participation is not always unequivocal, these do offer an indication of the various perspectives—and consequently motives—of the parties involved in public participation. With regards to participation, a distinction can be made between the type and the level of participation achieved, ie form and degree of participation. Forms of participation are popular initiatives, the citizen’s panel, the referendum, and the community level forms. The degree of participation is quantified by using indicators, including the number of individuals, the time invested in and the frequency of participation, the involvement of individuals, the extent of influence on the process with respect to the issues addressed by the public authority and the level of participation that citizens are entitled to. Citizens could play different roles, for example one of co-decision-making, co-producing, counselling, consultation, or of distributing information.

Nowadays considering that cycling as a widely increasing daily transport mode is becoming more popular and also more publicly required among all kinds of interest groups of our society, municipal policies and practical activities for local cycling developments are already steadily growing and will be a substantial part of municipal statutory development planning in Latvia, too, and that needs modern adaptive governance application and must be properly integrated within necessary sustainable municipal mobility approach. The study starts with an overview of the municipal cycling governance developments in Latvia as the aim of this research is to study the municipal cycling governance building frame, via the complementary set of cycling governance instruments application in terms of their development, implementation and impact evaluation – political and legal, institutional, planning, economic, infrastructure and also communication instruments. As the model’s case study area, Valmiera township municipality (case of medium and small size town municipalities in Latvia) was chosen, where our sustainable mobility studies have been step-wise continuing from 2016, particularly participatory documenting the cycling mobility development and its governance as sub-system of municipal mobility/transportation governance. The research methodologies applied included both research-and-development framework, being realized in active collaboration with municipal administration, and, case study research, allowing to provide integrative contextual analysis of the case phenomenon, including document studies, infrastructure observations with photo documentation, followed by semi-structured in-depth interviews with whole set of the main stakeholders. The study highlights direct necessity of the particular cycling mobility governance system approach understanding and adaptive application, based on three governance dimensions (governance content, stakeholders and instruments). Besides social-ecological system as governance content dimension approach and stakeholders’ participation as governance stakeholders’ dimension approach, also and particularly, not only to use usually emphasized infrastructure planning, but further design and complementary use of all groups of traditional governance instruments, also additionally developing adaptive governance based disciplinary/sectorial cycling mobility instruments, esp. whole set of cycling communication instruments (information, education/training, participation, pro-cycling friendly behaviour). This triple governance dimensions’ model and principle as well as action policy recommendations elaborated may be used by the other local municipalities starting to expand cycling mobility.

Nomination committees are becoming increasingly popular. A nomination committee, or a nominating board, is a group or committee responsible for selecting and nominating candidates for a company’s board of directors. The primary purpose of a nomination committee is to identify and recommend qualified individuals who can effectively fulfill the responsibilities of the positions in question. Still, nomination committees’ roles and work processes have not been much researched. Among those issues yet not solved is whether selection practices will be more professional and transparent by the existence of nomination committees. Nonetheless, according to guidelines on good corporate governance, there are existing arguments for how beneficial nomination committees can be for good governance practices. This research compares and presents similarities and differences regarding nomination committees in the Nordic countries. The Nordic countries, being similar in many ways, have not all taken the same path regarding nomination committees. Hence, it makes an interesting comparison study. Guidelines for governance are similar and, in all essentials, comparable to what is happening in the Nordic countries. Therefore, it must not be forgotten that companies can deviate from the guidelines’ recommendations as their circumstances require. It can be assumed that good governance, including nomination committees, is one of the things that companies should adopt more and more if considering the development in other countries, e.g., the Nordic countries. The activity of foreign investors has also led to jumps in the development of governance practices.

Collegiate bodies and councils are a way for public management to democratize the elaboration of its policies, making them more representative of segments of the population. A bibliographic review will be carried out on the themes of governance, Brazilian federalism and participation. A review of the Brazilian urban legislation pertinent to these concepts will also be made. This article is structured in four sections. The first deals with the theoretical framework on the subject of governance, conceptually, and its approach in the Brazilian context. The second section, a normative framework after the Federal Constitution, which highlights the outline of governance in relation to social participation. The third section, on the federal decree under analysis and in the fourth section, the impact of that decree on Brazilian urban policies. Therefore, the proposed debate is to what extent the dismantling of instances of popular participation, in the federal government's management from 2019 to 2022, through the publication of Decree No. 9,759 in 2019, affected Brazilian urban public policies. Os colegiados e conselhos são uma forma da gestão pública democratizar a elaboração das suas políticas fazendo-as mais representativas dos segmentos da população. ABSTRACT The topic of this report is related to introducing information about the Olympic flame’s passing through Bulgaria in 1936. Our country takes a significant place in the development of the international Olympic movement. Since it participated in the first modern Olympic Games, our country has persisted in establishing the Olympic values in society through the gymnastics movement, the Bulgarian Olympic Committee activities, and other prominent sports people’s activities. An important feature related to Bulgarian sport’s involvement in the Olympic idea and the Olympic movement was our active participation in organizing the first carrying of the Olympic flame. This study aims to reveal new information on the topic. The research encompasses several major areas for collecting information – foreign literary sources research (13 sources); a survey of all publications by Bulgarian researchers-historians in the field of sport and the Olympic movement in Bulgaria (11 sources); a review of all preserved Bulgarian periodicals since 1936 (74 articles found), review of the „Olympia Zeitung“since 1936 (8 articles found) and review of Greek newspapers since 1936 (4 articles found). Methodologically, all the information found in scientific or popular publications was systematized by using content analysis, comparative analysis, and critical analysis. The keywords used to search for information on the topic were: Olympic Flame, Olympic Flame Torch, Olympic Games 1936, and Olympic symbols. For the aim of the research we used data retrieved from Journal of Olympic History, Journal of the History of Sport, International Olympic Academy, Olympic Review, www.academia.edu, as well as books and publications pre-served in the historical archive of National Sports Academy “Vassil Levski”, the Central National Archive, the Regional archives, and the regional history museums in the towns where the Olympic flame went through. In the unfavorable material and economic conditions in the 1930s our country created an excellent organization and turned this event into one of the most important social-cultural phenomena, which influenced the new perception about the role and significance of the Olympic Games and amateur sport.
