The main purpose of this study was to discuss the relationship between the activities’ attraction and leisure benefits of 4-H Clubs. And also tried to understand the characteristics of senior and junior 4-H members, the reasons why these members wanted to attend 4-H projects, 4-H camps and other 4-H activities? What kind of benefits they got after attended these projects, camps and activities? Using convenient sampling method, 430 questionnaires were completed. Data was analyzed using descriptive statistics, factor analysis, reliability analysis, t-test, one-way ANOVA. The research found: (A) The samples average was female, age 19-21 years old, City (District, Township) 4-H member, attended 4-H Club only 1-3 years, lived in the central-west of Taiwan, attended 4-H activities for 1-3 times in the past year. (B) The main factor of activities’ attraction was intellectual learning. The follows were self-realizatoin, comfortable experience, enjoyed the service, economical, and practical. (C) The main benefit after 4-H members attended the activities were educational, and the follows were social, psychological, relaxative and a esthetic benefit. (D) There were difference of 4-H members’ characteristics in the activities’ attraction and the benefits of leisure. (E) There had a strong relationship between activities’ attraction and the benefits of leisure. According to this study, we hoped 4-H Clubs can put the different factors of attraction into the projects, camps and activities in the future. And also consider about the benefits of leisure. We did hope that the value of 4-H can be seen in nowadays society and get more identification and support from Government, commercial entrepreneurs, and publics.

4-H Club is an international youth organization which was originated in the United States and has been spread to more than 80 countries in the world. In 1952, the Joint Commission of Rural Reconstruction (JCRR) introduced the idea of 4-H extension education, with educational philosophy of ‘Learning by Doing’, into Taiwan and it became the initiative of the agricultural extension system in this country. Through farmers’ and fishermen’s associations, 4-H Clubs is responsible for cultivating rural youth and has help millions of youth to develop core competence in order to face their future. 4-H Club plays a role of non-formal education and has acquired a fruitful result. This research is to explore the educational outcome and value of 4-H Clubs in the R.O.C. By questionnaires survey and interview with extension agents, the result shows: 1. 4-H Clubs influence 4-H members deeply in broad and various dimensions, from external performance to internal psychological aptitude, concept and etc. 2. From 4-H members’ point of view, 4-H Clubs, with her uniqueness and value of unable to be substituted, is able to distinguish the difference among other homogeneous youth organizations. 3. 4-H Clubs worth famers’ and fishermen’s association to treasure her potential and future functions in non-agricultural production side. From the research outcomes, 4-H Clubs has proved her educational achievement and precious value for our youth. The result of the research not only acquire more support from pubic society but also can provide strong evidence for the government to form the policy for youth development.

The purpose of this study is to exploring the current situation and future development of environmental education in 4-H club. There has been over sixty years since 4-H Club was introduced into Taiwan. From rural youth development to youth positive development, 4-H club in Taiwan has devoted itself to agricultural extension and youth education. Through the study, we established the linkage between 4-H extension education and environmental education. By using qualitative research method, the study collected data from 4-H projects in order to find out the characteristics and experience of practicing environmental education in 4-H Club. Use in-depth interviewing method to collect the opinions on similarity between 4-H extension education and environmental education from local 4-H agents and volunteers. Accroding to the results and discussions, 4-H extension education is similar to environmental education from education goal, objectives and characteristics. 4-H members can meet the objectives of environmental education through 4-H projects. Generalizing three similarities from the results, there are nurturing talent for local sustainable development, emphasizing interdisciplinary learning, and action-oriented learning method. The characteristics of environmental education in 4-H Club are caring and acting locally, various and innovative learning, agriculture-based project, and connecting youth and community. To sum up, 4-H club is the partner of environmental education. Under the agricultural extension, 4-H club concern about agriculture and environment and give youth a way to understand agricultural issues. It can be prompter for sustainable agriculture.

With the democratization of politics, and rapid economic development of industrial and commercial society, Taiwanese people have become more and more aware of the importance of recreation. However, few people have done research on or have been concerned about the teenagers'' leisure activties in fishing villages. There existi an organization formed for the teenagers, the Fishery Youth 4-H Club. The recreational activities it holds have positive effects on the youth in fishing villages. Based on the relevant information I collect, I conduct analyses of documents: When the data were insufficient, I supplement the research with some interviews of people. The results of my research are as follows: 1.Thanksto the democratization of politics, and the development of the economy, the GNP has greatly increased, and recreation has become a fad. The government policy toward fisheries also reflects this kind of current. 2.The theme of the Fishery Youth 4-H Club focuses on "leisure and recreation", which combines education with enterainment. This is a factor that needs to be taken into account when we choose whatever activities to do. 3.Concerning the aim of the Fishery Youth 4-H Club, during the time period of "the Project of Improving the Agricultural Structure to Increase the Income of Farmers", the implication of "recreation" was not yet explicit. It was not until the period of "the Integrated Mending Project for Agriculture" that its meaning became explicit. In the aspects of quantity, types and characteristics, the activities in the first half period are not as sufficient, compared with those in the last period. This indicates that the government began in the second period to pay attention to the potential problems in fishing villages. The contents of activities are characteristic of fishing villages. This is a point which deserves being worked on in the future. 4.The farming and fishing villages are faced with the same problems, so they have attempted to solve population drain and the aging of the population. However, the farming villages and the fishing ones belong to different kinds of geographical environments. The activities of the Fishery Youth and the Farming Youth 4-H Club reflect the local characteristics. The Fishery Youth 4-H Club emphasizes the innovation and creativity in the contents of its activities. It also addresses the problem that people working for the Club often moonlight. The authorities concerned should view this as a sign of warning. 5.Although the Fishery Youth 4-H Club is committed to the expansion of the organization and of the members, the external problems of the overemphasis on getting into a good school for advanced studies as well as the problem of funding make it difficult to have a breakthrough. Its development is thus limited. Even if there are about 3000 people who work for the Project, this only constitutes a small part of the total population of 500,000 in the fishing villages. This is a subject that the concerned should work on. 6.While the Fishery Youth 4-H Club is devoted to developing the leisure and recreation in the fishing villages, there is still a lot of room for improvement. For example, make good use of the special environment and the resources of the fishing villages in order to cultivate the features of its activities. This not only helps those young people in fishing villages to understand and to protect their hometown, but also helps to preserve culture. Therefore it also serves as an important reference when we choose activities.

4-H Club grew up in the twentieth-century U.S. Since the late 19th century, in order to solve many rural problems, some people have created a kind of agricultural extension movement for the youth in rural areas. When the federal government established Cooperative Agricultural Extension Services System, 4-H Club has also been included, developing rapidly into well-known characteristics of today. At the end of World War II, it was spread along with the U.S. aid to many countries. Meanwhile, the 4-H youth has participated in International Farm Youth Exchange, and also began to expand the regional exchange. This study discusses the origin of the 4-H Club and how it outputted organization and promoted international rural exchange. First, this study overviews the historical development of the 4-H in U.S. Secondly, it examines around the post-war world situation, and investigate why this local organization can transplant to other countries after World War II. Finally, the gist of the study is that it researches the Taiwan’s introduction of U.S. 4-H Club, and Youth Exchange instances between Taiwan and America. Accordingly, this study offers precious perspectives from these historical experiences to study a different kind of social images and research vision.

In 1952, the 4-H club was introduced to Taiwan by Dr. Meng-Lin Jiang, the member of JCRR, which had great contribution on development of agriculture and fishery for Taiwan and cultivation of rural youth. Fisheries education extension of 4-H club in Changhaw fishermen association started from 1987, and it combined with aquaculture education of National LuKang Senior High School up to now.The purpose of the study aims to realize the impact on the development of important living skills of member’s hands, heads, health and heart from 4-H fisheries extension education. In different background and condition, there has difference on member’s hands, heads, health and heart, which has influenced on their important living skill. Generally, it is the impact of 4-H education extension on members.The questionnaire method as the research tool is used to survey the impact by extension education of 4-H club of Changhaw fishermen association on its member’s living skills development, and the senior members of fisheries 4-H club of Changhaw fishermen association and alumni as objects in this study. The descriptive statistics, t test, one-way analysis of variance, scheffé statistical methods are used to analysis the data.The results are as follows:1. That it does achieve good result of 4-H operation and service from fisheries 4-H extension education. 2. Members have the high awareness in acquirement of fisheries professional knowledge. 3. All of members and alumni think 4-H education extension has obviously positive impact on helping personal developing attitude and behavior. 4. They agree that responsibility and enthusiasm of service could be cultivated from attending fisheries 4-H operation group and activity. 5. Overall, fisheries 4-H education extension has important and positive impact on members.
