In his famous speech of 1714, Peter I depicts Europe as a single organism with Greece as its heart: it is from here that “the sciences,” like blood, once flowed and along the homeward path they run, having first gained a firm foothold in Russia. The18th century perceived this comparison as a real political program: the similarity was supposed to imply that the European culture should be brought back to Greece on Russian bayonets. This rendering was born with the utopian “Greek project” of Catherine II and lasted until the end of the century. Neither confirming nor contradicting it, the 19th century prefers to see in Peter’s words pride in the successes of the Russian enlightenment which was introduced during the two decades of his reformist activity. The 20th century, burdened with the baggage of literary associations, interprets this image as commonplace for baroque rhetoric, a routine metaphor for translatio studii with little or no actual political meaning. Undoubtedly authentic, transmitted by several early witnesses, the speech became part of the ‘Petrine myth,’ but, surprisingly enough, was never the subject of critical source analysis. Thus, its historical context and intended meaning remained largely obscured. A comparative study leads to the conclusion that all its renderings originated from a common literary source. The archetypal version was that of F. Chr. Weber, while the other variants are more or less remote copies containing deliberate amendments. A closer look at the relevant paragraphs of Weber’s notes reveals the true pathos of the speech. Peter’s rhetoric, prompted by his immediate concerns, boils down to an admiration for the culture of Western Europeans. The historical context clarifies what motivates the central image of the simile — Greece as the heart of European enlightenment: shortly before the episode, the tsar was treated to a Greek speech delivered by the six-year-old son of the learned Moldavian prince Dimitrie Cantemir who was one of Peter’s principal allies.

The paper presents the life and work of Eugene of Savoy, a famous military leader at the turn of the 17th and 18th centuries, whose achivements left a mark in the history of numerous countries, from Austria, through Germany, Italy and France, to Serbia. The biography of Prince Eugene has a mutinational, “pan-European” char- acter, bearing in mind that he came from an Italian family (princes of Savoy), that he was raised in the environment of the French royal court, and that he served three Habsburg emperors (Leopold I, Joseph I and Charles VI). Napoleon considered Eugene one of the seven greatest commanders of history. The article contains presentation of young years and military career of Prince Eugene, especially during the Great Turkish war (1683-1699) and after, includin presantation of crucial battles of Zenta (1687), Petrowaradin (1716) and Belgrade (1717). The Prince’s fame was secured with his decisive victory against the Ottomans at the Battle of Zenta in 1697, earning him Europe-wide fame. The Battle of Zenta proved to be the decisive victory in the long war against the Turks. Renewed hostilities against the Ottomans in the Austro-Turkish War consolidated his reputation, with victories at the battles of Petrovaradin (1716), and the decisive encounter at Belgrade (1717). Of all Eugene’s wars this was the one in which he exercised most direct control; it was also a war which, for the most part, Austria fought and won on her own. The war had dispelled the immediate Turkish threat to Hungary and was a triumph for the Empire and for Eugene personally. In the period after the Second World War, during the period of growing popularity of European integration and cooperation, as well as supranational ideas, there was a reinterpretation of the historical role of Eugene Savoy as an archetypal character “pan-European”, “hero of European culture”, “builder of Europe”. The period of the Austro-Turkish wars in which Prince Evgenije participated and his great victories over the Turks had an exceptional influence and significance on the history of the Serbian people (Great Migration 1690). A large number of Serbs also took part in the campaigns and battles led by Eugene of Savoy.

This study utilizes methods to follow a measles epidemic in New France, where cause of death information is lacking. We fit a series of splines to estimate mortality and trace the origin, spread, duration and severity of the epidemic, which originated in the region of Montreal during the 2nd quarter of 1714. By the 3rd quarter, the epidemic had spread throughout the colony and had run its course by the second quarter of 1715. Overall, the measles death rate was 52.8 per 1,000 for children under age 15 and females were more likely than males to have died from the virus.

A comparison of pyrolysis characteristics and gas product evolution of biochar with different packing arrangements was investigated. Pyrolysis properties and released gas products of rice husk char were obtained by particles in two different modes of packing. The results of the combustion characteristics of rice husk/char showed that the maximum pyrolysis rate of the rice husk decreased and the pyrolysis curve shifted to higher temperatures when the biomass was covered by Al2O3. The volatilization analysis of char from the covered biomass had a larger characteristic index and a lower activation energy. The 2D Fourier transform infrared (FTIR) results showed that layering hindered gaseous products from being released during rice husk pyrolysis, and there was no obvious release peak of C=O-containing organic matter. The 3D FTIR results showed that gaseous product absorption peak of solid product char pyrolysis gradually decreased while the rice husk conversion rate increased. The amount of H2O, CO2, CO, CH4, and C=O-containing organic components released during combustion of pyrolyzed char when blended with Al2O3 decreased gradually. However, the pyrolysis gaseous product release was increased by the layering procedure.

Earthwork associated with highway construction provides an opportunity for high-volume reuse of excess system sands (ESS) discarded by the foundry industry. California bearing ratio (CBR), unconfined compressive strength, and resilient modulus tests were conducted on 13 ESS, one base sand, and two reference materials. Tests were conducted on specimens prepared dry of optimum, wet of optimum, and at optimum water content with standard and modified Proctor compaction effort. Results of these tests were used to identify characteristic engineering properties of ESS, appropriate compaction conditions for ESS when used as subbase, and empirical equations that can be used to predict the engineering properties of ESS based on index properties. Results of the tests indicate that ESS classify as SP, SM, or SP-SM (A-2-4 or A-3 in AASHTO) and should be compacted dry or at optimum water content and, if possible, with higher compactive effort. The CBR of the ESS ranged from 4 to 40 and averaged 20 when compacted with standard effort at optimum water content. Swell during the soaking portion of the CBR tests was small for all ESS. ESS compacted at optimum water content with standard effort had unconfined compressive strengths ranging from 71 to 190 kPa. Resilient moduli of the ESS were similar to that of a reference subbase material but smaller than a reference base material. A power function model in terms of bulk stress described resilient moduli of the ESS well.

Samuel Peploe was vicar of Preston from 1700 to 1726 and bishop of Chester from 1726 to 1752. Today he is best remembered for a story—perhaps apocryphal—concerning his behaviour during the Jacobite rising of 1715. It is said that, when he was conducting a service, a group of rebels entered the church at Preston and threatened to kill him unless he ceased to pray for the ‘Hanoverian usurper’. Peploe supposedly replied ‘Soldier, I am doing my duty; do you do yours’; and continued his prayers. When this was reported to George I, he apparently remarked: ‘Peep-low, Peep-low is he called? But he shall peep high; I will make him a bishop’.

Abstract: In this article we will carry out a quantitative, semantic and comparative analysis of the concepts ‘Spain’ and ‘Catalonia’ in its singular and plural forms of the Catalan, Spanish and Latin languages, contained in the institutional diaries of the Consell de Cent of Barcelona and the Deputation of the General of Catalonia. The chronology analysed will be the start of the 18th century, a period in which the death of the Spanish monarch Charles II of Austria (1700), the enthronement of the Bourbons (1701) and the consequent war of succession for the Monarchy of Spain (1702-1715) that was fought in the Principality of Catalonia between 1704 and 1714. The results of the study offer new perspectives on some aspects of the historiographical debate unleashed by the celebration of the Tricentenary of 1714, which revolves around the collective identity of Catalans at the beginning of the 18th century. Keywords: Conceptual history, Spain, Catalonia, Barcelona, War of Spanish Succession.

Podczas pobytu car trzymał do chrztu syna mieszczan jarosławskich, Jana i Marianny Gruszewiczów. In the last few decades several car-following models have been proposed and tested using mainly vehicle location data. The use of high-precision Global Positioning System (GPS) data to test several car-following and collision constraint models is reported, with a critical evaluation of these models and proposal of a modified collision constraint formulation. GPS receivers typically report time-stamped location or position fixes and velocity. For a pair of leading and following vehicles, location and velocity data were used to examine estimates of acceleration, velocity, and headway by Pipes’s; modified Pitt’s, or FRESIM; CARSIM; and INTELSIM car-following models. The analysis of the factors determining changes in travel behavior on the individual (or individual household) level requires information on the behavior of individuals over time. Such “transport” panel surveys are rarely available, particularly for a sufficiently long time period to examine such changes more than cursorily. For the United Kingdom, none exists for other than limited regions. However, the ongoing British Household Panel Survey (BHPS), begun in 1991, provides some information related to transport—specifically, household car ownership—as well as information on the economic and sociodemographic characteristics of the households surveyed. BHPS data for 1993 to 1966 are used to analyze car ownership and the factors determining car ownership decisions on an individual household level. As far as is known, this has not yet been done in any systematic manner. The relationship between car ownership, income, and sociodemographic factors such as household composition, residential location, and population density (persons per hectare in the local authority district in which the household resides) is investigated. Both descriptive statistical measures and formal modeling approaches, based on dynamic discrete choice models and panel data econometric techniques, are used.

It has been recognized that CORSIM (and its constituent program, NETSIM) is one of the most widely used and effective computer programs for the simulation of traffic behavior on urban transportation networks. Its popularity is due in large part to the high level of detail incorporated into its modeling routines. However, the car-following models, used for the simulation of driver behavior in the program, have not been formally calibrated or validated. Since the model has performed well in a wide range of applications for so many years, it has always been assumed to have an implied validity. This study evaluated the NETSIM car-following models by comparing their results with field data. Car-following field data were collected using a new data collection system that incorporates new Global Positioning System and geographic information system technologies to improve the accuracy, ease, speed, and cost-effectiveness of car-following data collection activities. First, vehicle position and speed characteristics were collected under field conditions. Then simulated speeds and distances were based on identical lead vehicle actions using NETSIM car-following equations. Comparisons of simulated and field data were completed using both graphical and statistical methods. Although some differences were evident in the graphical comparisons, the graphs overall indicated a reasonable match between the field and simulated vehicle movements. Three statistical tests, including a goodness-of-fit test, appear to support these subjective conclusions. However, it was also found that definitive statistical conclusions were difficult to draw since no single test was able to compare the sets of speed and distance information on a truly impartial basis.

The effects on road safety of the “Speak out!” road safety campaign are evaluated. The campaign, which began in Sogn og Fjordane County in Norway in 1993, is targeted toward teenagers and calls on car passengers to act as back-seat drivers and “Speak out!” to drivers about unsafe driving. The campaign’s effects were evaluated by means of two before-and-after studies and and a multivariate Poisson regression analysis. The results of these evaluation studies were very similar. The number of teenagers 16 to 19 years old who were killed or injured was reduced by about 10 percent; the number of occupants in this age group who were killed or injured was reduced by about 15 percent; and the number of car passengers who were killed or injured was reduced by about 30 percent. The number of killed or injured car drivers 16 to 19 years old did not change. Only the reduction among car passengers was statistically significant at the 10 percent level. It is nevertheless concluded that the “Speak out!” campaign has probably been effective in reducing the number of teenagers killed or injured in Sogn og Fjordane. This conclusion is based on a careful discussion of the logic of causal inference in nonexperimental evaluation research. Seven criteria are proposed for attributing causality to the relationship between a measure and changes in the dependent variable that the measure is intended to influence. The majority of these criteria were met in evaluations of the “Speak out!” campaign.

Recent work in the area of comprehensive transportation modeling systems in a microsimulation framework, more specifically auto ownership modeling, has recognized the need for increased experimentation with dynamic models. Implicitly, dynamic models require longitudinal data. A Toronto area car ownership study was conducted to design and administer a longitudinal survey to fulfill the data requirements for such a dynamic model, to validate the survey results, and to conduct preliminary analysis on those results. An in-depth retrospective telephone survey was conducted with the help of a computer aid in Toronto, Canada. Simple univariate analyses were conducted on the data to determine the relationship between characteristics of the household and the occurrence of vehicle transactions, the choice of vehicle type, the duration a vehicle is held, and the degree of consumer loyalty to different types of vehicles.

Background The pan-Canadian Pharmaceutical Alliance (pCPA) was established in 2010 to negotiate confidential prices for drugs coming forward from Canada’s centralized health technology assessment (HTA) agency reviews, on behalf of the participating public drug plans. Objective To analyze the activities of the pCPA, to determine: alignment of HTA agency recommendations and pCPA negotiation decisions; the role of health economics in pCPA activities; and patterns of implicit prioritization. Methods The analysis was based on the archive of drugs handled through the pCPA, as posted on its website. The period of observation was from inception to August 31, 2017. HTA recommendations were sourced from the websites of the Common Drug Review (CDR) and the pan-Canadian Oncology Drug Review. Descriptive and statistical analyses were conducted. Results The dataset contained 206 drug-indication pairings. There was close but imperfect alignment between HTA agency recommendations and the pCPA’s decisions to negotiate; deviations occurred only with CDR-reviewed drugs. The median incremental cost-effectiveness ratio of negotiated drugs was $168K/QALY for oncology drugs, but $70K/QALY for non-oncology drugs. The time to initiate negotiations was dramatically shorter for oncology versus non-oncology drugs (mean 54 versus 263 days) and also differed between therapeutic areas at CDR. The time required for PCPA activity was surprisingly similar for drugs recommended without a price condition and for those conditional on a price reduction.

The dynamic behavior and ride quality of railway vehicles are influenced by track quality. Monitoring riding comfort and safety is a major task of the Austrian Federal Railway’s Infrastructure Division. The track testing and recording car EM 250 provides a proven measuring instrument for modern track maintenance. Equipped with an inertial measuring system and an optical track gauge measuring system, the track testing and recording car can measure the track alignment and rail profiles at speeds of up to 220 km/h. The measurements, taken every 25 cm, provide binary data files that can be processed offline. Track quality parameters are measured as functions of vehicle acceleration and are stored in a database from which they can be easily retrieved from any computer in the company. The Bureau for Applied Mechanics and Mathematics was commissioned by the Austrian Federal Railways to develop the SIMULAT program for analyzing rolling stock dynamics. In developing the model, special consideration was given to the exact mathematical description of all elements affecting vehicle dynamics. Using an optical measuring system, the track testing and recording car determines the rail cross section on the basis of readings at individual points. The simulation program links the curve with the track data, allowing the analysis of the impact of worn profiles on running stability. For the simulation, the line layout and the track geometry deviations excite the model of track and vehicle. In a followup phase, the vector of generalized degrees of freedom is evaluated, and the results are displayed with a visualization program. The simulation results were compared with data recorded during a test run and showed satisfactory correspondence.

The technology of Global Positioning Systems (GPS) provides new ways for collecting information about travel behavior. When it is used in combination with an electronic travel diary, valuable information of high quality about travel behavior becomes available. To learn about the possibilities of this new technology, a pilot study involving 151 people was performed in the Netherlands. What makes this pilot unique is the monitoring of all modes of travel, not just travel by motorized vehicles. The findings suggest that although it is possible to monitor all travel modes, data quality differs among them. The GPS device registered nearly all car driver trips, compared to half of the tram and train trips. When trips are registered, public transport trips are registered with a higher accuracy level than car trips. For specific trips, respondents did not use the equipment because of the burden placed on them or because of a lack of time. This was especially the case for walking, cycling, public transport, shopping trips, and visits. Concerning route, distance, and trip segments, it can be concluded that although valuable information is collected, there remain many difficulties to be overcome.

Abstract. Fluxes of greenhouse gases (GHG) carbon dioxide (CO2), methane (CH4) and nitrous oxide (N2O) were measured during a two month campaign at a drained peatland forest in Finland by the eddy covariance (EC) technique (CO2 and N2O), and automatic and manual chambers (CO2, CH4 and N2O). In addition, GHG concentrations and soil parameters (mineral nitrogen, temperature, moisture content) in the peat profile were measured. The aim of the measurement campaign was to quantify the GHG fluxes during freezing and thawing of the top-soil, a time period with potentially high GHG fluxes, and to compare different flux measurement methods. The forest was a net CO2 sink during the two months and the fluxes of CO2 dominated the GHG exchange. The peat soil was a small sink of atmospheric CH4 and a small source of N2O. Both CH4 oxidation and N2O production took place in the top-soil whereas CH4 was produced in the deeper layers of the peat, which were unfrozen throughout the measurement period. During the frost-thaw events of the litter layer distinct peaks in CO2 and N2O emissions were observed. The CO2 peak followed tightly the increase in soil temperature, whereas the N2O peak occurred with a delay after the thawing of the litter layer. CH4 fluxes did not respond to the thawing of the peat soil. The CO2 and N2O emission peaks were not captured by the manual chambers and hence we conclude that high time-resolution measurements with automatic chambers or EC are necessary to quantify fluxes during peak emission periods. Sub-canopy EC measurements and chamber-based fluxes of CO2 and N2O were comparable, although the fluxes of N2O measured by EC were close to the detection limit of the system. We conclude that if fluxes are high enough, i.e. greater than 5–10 μg N m−2 h−1, the EC method is a good alternative to measure N2O and CO2 fluxes at ecosystem scale, thereby minimizing problems with chamber enclosures and spatial representativeness of the measurements.

A lane-assignment model in a vehicle-based microscopic simulation system describes a vehicle’s position during its journey on an urban street network. In other words, it is used to estimate an individual vehicle’s location, speed, routing plan, lane-choice plan, lane-changing plan, and car-following plan from its entrance to a street network until the end of the trip. From the authors’ observations and study of lanechoice and lane-changing behavior, it is concluded that a vehicle is assigned to a lane in a logical manner depending on the relationship between its route-planned motivation and traffic conditions in the current lane and other lanes. A lane-assignment model consists of three components: lane choice, car following, and lane changing. The lane-changing component is composed of three submodels—a decision model, a lane-changing condition model, and a lane-changing maneuver model. Rules are discussed for lane-choice and lane-changing modeling based on videotaped observations over four-lane urban streets. Then a heuristic structure of a lane-vehicle-assignment model is proposed, which exposes the inherent relationship between vehicle-based travel behavior and lane-vehicle assignment on an urban street network. With the addition of a lane-assignment model derived from observed data, a simulation may be developed to correctly represent travel behavior and dynamic traffic assignment at the lane level and provide a more effective tool for design and evaluation of the performance of strategies for traffic control, traveler information, and congestion alleviation.

Because railway networks are widely developed in Europe, facilitating access to disabled passengers is a pressing issue. Steps and gaps at the entrance doors are barriers to people in wheelchairs and to people with walking difficulties. Because of the difference between platform and car floor heights, level access is not available, and boarding aid devices are necessary for disabled passengers to bridge steps or gaps. A literature survey is presented, the practices of European railways are discussed, and relevant factors for choosing the most appropriate and convenient devices for boarding and alighting train cars are analyzed. Recommendations are suggested for near-term enhancements.

ArgumentThis article examines advertisements for potential solutions to the problem of longitude during the year following the announcement of the maximum £20,000 reward in the summer of 1714. While there have been many studies of the race to determine longitude, advertisements have not received close scrutiny. Little attention has been paid to the commoditization of longitude in the marketplace of public science sold within London's public sphere. Although books and lecture series dominated public science in eighteenth-century England, longitude ads are a unique example of this phenomenon. Unlike lecturers or publishers of natural philosophical tracts who sought audiences for demonstrations or readers for books which contained accounts of nature that were not open to debate, longitude seekers were doing something different. Those who attempted to solve the problem of longitude and advertised their plans to the public sought out witnesses to validate and confirm the effectiveness of their experiments or instruments. In other words, the public sphere became the crucible of judgment for schemes of longitude.

Abstract. Seagrass meadows are autotrophic ecosystems acting as carbon sinks, but they have also been shown to be sources of carbon dioxide (CO2) and methane (CH4). Seagrasses can be negatively affected by increasing seawater temperatures, but the effects of warming on CO2 and CH4 fluxes in seagrass meadows have not yet been reported. Here, we examine the effect of two disturbances on air–seawater fluxes of CO2 and CH4 in Red Sea Halophila stipulacea communities compared to adjacent unvegetated sediments using cavity ring-down spectroscopy. We first characterized CO2 and CH4 fluxes in vegetated and adjacent unvegetated sediments, and then experimentally examined their response, along with that of the carbon (C) isotopic signature of CO2 and CH4, to gradual warming from 25 ∘C (winter seawater temperature) to 37 ∘C, 2 ∘C above current maximum temperature. In addition, we assessed the response to prolonged darkness, thereby providing insights into the possible role of suppressing plant photosynthesis in supporting CO2 and CH4 fluxes. We detected 6-fold-higher CO2 fluxes in vegetated compared to bare sediments, as well as 10- to 100-fold-higher CH4 fluxes. Warming led to an increase in net CO2 and CH4 fluxes, reaching average fluxes of 10 422.18 ± 2570.12 µmol CO2 m−2 d−1 and 88.11±15.19 µmol CH4 m−2 d−1, while CO2 and CH4 fluxes decreased over time in sediments maintained at 25 ∘C. Prolonged darkness led to an increase in CO2 fluxes but a decrease in CH4 fluxes in vegetated sediments. These results add to previous research identifying Red Sea seagrass meadows as a significant source of CH4, while also indicating that sublethal warming may lead to increased emissions of greenhouse gases from seagrass meadows, providing a feedback mechanism that may contribute to further enhancing global warming.

Traffic simulation models are used to enhance planning, design, operation, and management of transportation facilities. A discrete-event stochastic object-oriented microscopic simulation model is presented that was specifically developed to evaluate the operational performance of toll plazas. Traffic behavior is represented using a set of mathematical and logic algorithms that control the conflicts among vehicles within the toll plaza area. Modified versions of car-following and lane-changing algorithms and a new toll-lane selection algorithm are integrated into this new model to simulate traffic operation at toll plazas. The model output includes measures of effectiveness (MOEs) that can be used to evaluate the performance of existing and future individual toll lanes and the entire toll plaza system. Real-world data collected at the busiest toll plaza in the Orlando–Orange County Expressway Authority system were used to validate the developed model. Statistical tests indicate that there is no significant difference at the 95 percent confidence level between MOEs obtained from the model and those collected in the real world. Sensitivity analysis of market penetration of the electronic toll collection (ETC) system indicates that an increase in ETC subscription rate improves the efficiency of toll plaza operation. The benefits of ETC depend on the specific plaza configuration. One of the most interesting results of this study is that for all plaza configurations simulated with manual payment lanes operating over capacity, total plaza delay can be reduced by half if only 10 percent of the users switch from manual payment lanes to ETC lanes.
