The literature reviewed in this article suggests that breastfeeding positively influences cognitive development. Studies comparing the effects of early feeding methods on cognition consistently show mental test score advantages for breastfed infants over bottlefed subjects. Also, breastfeeding may function as a buffer against adverse developmental outcomes from early traumatic events such as low birthweight or neurologic insults. It is recognized that breastmilk contains long-chain polyunsaturated fatty acids that are necessary for the normal development of the retina and cerebrum. Yet, breastfeeding may not always promote optimal development in children. Infants breastfed by mothers using alcohol or marijuana have lower scores on developmental tests. Thus, while breastfeeding has the potential for contributing to the healthy development of infants, it may also be capable of transferring toxic substances known to interfere with normal development.

This analysis reviews the situation of child and adolescent mental health in Chile, organizational determinants, and the initiatives and interventions implemented to enhance child development despite the country’s inequities. Progressive development of national mental health plans is covered, from the country’s first plan in 2000, to growing the number of mental health professionals and the training they receive, such as MhGAP, to the implementation of “Chile Crece Contigo,” whose preliminary evaluations are starting to show some effectiveness. However, the World Health Organization reports that progress in complying with the United Nations Convention of Children’s Rights is insufficient. A set off legislative initiatives on behalf of children and adolescents have been passed, while others are being discussed in Parliament. There is much to be done in the nation as a whole and within its health system to ensure improved child and adolescent mental health and wellbeing. More research into child and adolescent mental health should be undertaken. Adequate funding and policymaking are also crucial to giving priority to child and adolescent mental health in Chile.

There are two ways of comprehending child development. The first one stresses the cultural essence of man. It regards the child as a human being that has not yet acquired culture and is faced with the task of its acquisition. The important part of culture is the system of norms, including various means and patterns, the so-called ‘ideal forms’. The bearer of these ideal forms and culture is the adult. The zone of proximal development is not for inventing new forms of culture, but for mastering the norms that already exist. Another approach sees the child as an individual with endless, limitless abilities. Thus the task that arises before the adult is to ensure that the child’s potential is fulfilled. This implies reaching out beyond the limits of the zone of proximal development as the abilities are limitless. And that, in turn, implies another space, aimed at new forms of culture which have not yet existed. We have called this the space of child actualization. In this space, the child’s role is the leading one. In its very sense this space is the opposite of the zone of proximal development where the acquisition of the old norms occurs (i.e. the assimilation of the child into culture); on the contrary, the space of actualization is a place where new norms are created, where the adult helps the child to implement the latter’s intentions, and where culture is assimilated into the child.

We show that children who are born at or just before the weekend are less likely to be breastfed, owing to poorer breastfeeding support services in hospitals at weekends. We use this variation to estimate the effect of breastfeeding on children's development in the first seven years of life, for a sample of births of low-educated mothers. We find large effects of breastfeeding on children's cognitive development but no effects on health or noncognitive development during the period of childhood we consider. Regarding mechanisms, we study how breastfeeding affects parental investments and the quality of the mother-child relationship. (JEL I12, I14, I18, J13, J16, J24)
