Texto completo da fonteThere is a long history of public-private partnerships (PPPs) in France. Their applications have diversified since decentralization laws. Most usually governed, the aquatic centers can thus tend to be delegated. The challenges, stakes and difficulties of such management echo a classic debate: make or buy. The thesis provides an organizational approach which combines contractualization phenomena described in the literature. Three aspects are first discussed: administrative doctrines applied to the PPPs, normative economic approach and public management modeling. A synthetic model, based on a conceptual transfer from contract to system, is then presented, mainly rooted in the sociology of organizations. Empirical data originate in a questionnaire, the in-depth study of the Court of Auditors reports, of judicial decisions, and 34 depth interviews conducted in two urban communities. Results for delegated and governed aquatic centers are distinguished. They reveal different origins for the PPPs whether the focus is put on investment or actual operation. Logics of public work are opposed to the establishment of a long lasting and perennial collaboration; logics of public utility reflect organizational learning processes. The economic and legal uncertainty, as well as constitute a breeding ground for conflict. The opportunity is grasped for launching and eventual questioning as to the “good” governance of public utilities

Texto completo da fonteIn France, 83% of sports facilities are owned by local authorities, which must finance their renovation and adaptation to new leisure and health practices, in a context of growing budget constraints. As a result, they have developed collaborations with the private sector, which have recently taken the form of works concessions, whereby a consortium of private companies is delegated a global mission (financing, design, construction and operation-maintenance). This form of contractualisation redefines positions and strategies for the stakeholders involved in sports facilities projects. The aim of this thesis is therefore to analyse public-private collaboration in the context of sports facilities concession projects. This issue will be studied in particular in the context of aquatic centres concession projects, based on the concept of institutional logics (Thornton et al., 2012). Five French aquatic centre projects were investigated based on 31 semi-structured interviews supplemented by a corpus of documents for each case (n = 378).This research highlights the need for specific project skills, which must be managed as part of a broader project management approach. The results also raise questions about the notion of economic risk and the place of public service within these hybrid facilities (Richet et al., 2009), while putting into perspective the efficiency allowed by the globalisation of missions within a single contract

These anthropogenic, but also natural, pressures represent risks for the future of this sector of activity, which presents deficits in state governance (insufficient funding, low human and material resources, weak means of control and surveillance etc.) in the sustainable management of fisheries resources. From the study of three countries, Cameroon, Congo and Gabon in fishing zone 34 of the Eastern Central Atlantic, this thesis evaluates a resource management based on a subregional approach through the Analysis of the Regional Fisheries Commission of the Gulf of Guinea (COREP) as a tool for integrated management of fisheries resources in the study area

Texto completo da fonteProliferations of cyanobacteria in freshwater ecosystems are a source of growing concern because they lead to ecological disturbances and the toxins they produce constitute health risks for animals and human beings. By studying the spatiotemporal variations in genetic diversity and toxic potential of several populations of the hepatotoxic cyanobacterium Microcystis in different kind of freshwater ecosystems located in the same geographical area, we evidenced a genetic structuration of the populations, and great differences in the proportion of potentially microcystinproducing genotypes in these populations. The temporal variations in the population size structure and in the microcystin cellular quotas related to the stability of the water column suggested the importance of small Microcystis colonies in sustaining the populations in unfavourable conditions for growth and also in microcystin production

Texto completo da fonteDrownings occur in PSP (public swimming pool) despite lifeguard supervision.The thesis proposes a systemic and organizational analysis of the drowning risk in PSP based on a combined qualitative methodology : a documentary analysis aimed at quantifying the accidental phenomenon coupled with 9 expert interviews (part C), field observations conducted in 108 PSP in order to objectifying the effectiveness of supervision (part D) and semi-structured interviews to identify the root causes of mismatches : (n = 27) in experimental way for a Grand-Ouest metropolis within the framework of an expertise mission and (n = 30) within the Caen la mer community (part E). The results of the study show that : (1) the production of quantitative data on PSP drowning is hampered by several barriers that make this issue a “blind spot” of the knowledge ; 2) the supervision by lifeguard is degraded half of the observation time and 3) managerial arbitration, organizational dynamics, but also social representations of the actors interfere with the supervision function, exerting influence on its realization and quality. The work highlights the coexistence and redundancy of feedback loops that are relatively efficient but not coordinated, articulated in a contingent way and included into different registers. Monitoring by lifeguards, which is random about its effectiveness, refers to a difficult task, which is highly constrained and, moreover, subject to plural forms of adaptation. This work shows that the management of the drowning risks in these equipment and the current practices are perfectible. Moreover, recommendations were formulated to optimize risk management and pool supervision. Preventive action was also launched (Part F)
