PurposeTo extend the research focuses of downtown business districts beyond the urban planning literature through application of the resource‐based theory of the firm. Downtowns may act like firms (with a collection of SBUs), and therefore should possess resources that provide competitive advantages.Design/methodology/approachA multi‐method approach (focus groups; survey) is used to examine, a priori, the resources that provide competitive advantage for downtowns, including brand identity, business mix and community characteristics. Structural equation modeling is used to test the measurement of the constructs as well as estimate the effects of those constructs on downtown success. The data were collected from business owners within 11 downtown business districts in the US Midwest.FindingsConfirmatory factor analyses reveal that brand identity, business mix and community characteristics are three distinct measures of downtown resources. Brand identity was found to have a significant and positive effect on downtown success. Though the literature points to the importance of both business mix and community characteristics, these did not have a significant effect on downtown success.Research limitations/implicationsBrands in general are posited to be less mobile than other firm resources, and thus may provide a more sustainable competitive advantage. By combining diverse areas of study, operationalizing new constructs, and testing measures, both the resource‐based view (RBV) and brand research are extended.Practical implicationsSince most downtown business districts (and the small businesses therein) have finite resources, to identify those which provide the most sustainable competitive advantage is critical to success. In this study, brand identity is the most important resource a downtown can possess.Originality/valueThis research moves the study of brands beyond “product” towards the concept of place branding. It extends the RBV framework to conceptualize downtown business districts as “firms,” thus allowing the identification of resources that lead to successful downtowns.

The format of different industries within a city is an essential part of a megacity’s development and reflects its central districts’ economic characteristics and development trends. This study takes two central districts in the megacity of Shanghai as its research object and explores the inter-spatial relationships among business format, as well as the mutual spatial relationships within the format network, using the quantitative and qualitative methods of case selection and spatial connectivity. Based on the degree of connectivity, the inter-related formats form a format model association network. Two related characteristics of a format type-related network are hierarchy and stability, and two levels are determined according to the importance of each format in the network: core dominant and non-core dominant. By exploring these relationships, the internal spatial correlation structure of format in the city center, and the hierarchy and systematization of each format, is explained. The results simultaneously contribute to the spatial planning of the central district and provide a valuable policy basis for urban planning managers.

Agglomeration and urbanisation externalities accelerate the concentration of commercial activities in the urban space and the creation of business districts. As a result, besides the usual central business district (CBD), large cities also have more recent, peripheral, and specialised secondary business districts (SBDs). There is little substantial research on the formation of SBDs in rapidly globalising, semi-peripheral locations, especially in post-socialist metropolises of Central and Eastern Europe. This includes Warsaw, Poland, which is being transformed into an emerging global metropolis. The article aims to determine the differences between the CBD and the SBD in Warsaw in terms of their attractiveness to companies and employees and the spatial behaviours of employees, especially in terms of transport and shopping. The research hypotheses indicate the differences between the two districts in terms of the type of agglomeration economies, transport accessibility, and components of the competitive advantage, as well as the characteristics of companies in those districts. The data are from a survey conducted in 2017–2018 among companies and their employees in both business districts, and they are analysed using basic statistical techniques and discriminatory analysis. The results confirmed there are significant differences between the two Warsaw business areas, mainly in terms of their transport accessibility and urbanisation externalities. In terms of transport, there is a greater role for public transport and rail in the CBD and for motorway and airport proximity in the SBD. Urbanisation externalities are significantly diminished by the traffic congestion in the SBD. The study also revealed that the development of commercial areas in Warsaw—a post-socialist city with a neoliberal model of spatial planning—follows only in some aspects the spatial patterns of business areas in other Western European metropolises.

Americans have planned for their downtowns within a continually changing framework of images and assumptions about the nature of central business districts. During each decade since World War II, discussion of downtown problems and possibilities has been dominated by a distinct set of assumptions that has conditioned academic research, federal policy, and local planning. From decade to decade, experts on downtowns have chosen different themes as central to the interpretation of downtown growth, change, and policy needs. As the understanding of the situation has changed, so have the preferred planning solutions and public interventions.

Analyzing the intrametropolitan locations of knowledge-intensive business services (KIBS) provides insight into the geography of the knowledge economy. This study focuses on the urban spatial structure and implications of KIBS for urban or regional development and planning through a comparison of KIBS’ structures in six city-regions representing different global contexts. This includes varied socioeconomic and political frameworks: three European city-regions (London, Paris, and Madrid) and three U.S. city-regions (New York, Los Angeles, and Chicago). The results show that (a) there is a relationship between urban spatial structure and KIBS location; (b) KIBS locate in a polycentric form in search of urbanization economies; but (c) certain KIBS are highly concentrated in just a few subcenters, looking for localization economies; (d) proximity to the core and agglomeration economies are a factor in the location of KIBS; and (e) the European cases have more KIBS subcenters but closer to their central business districts, while the American cases have fewer and larger KIBS subcenters located farther from their central business districts.

Recent efforts to formulate strategies that will turn Qatar's capital city into a global hub have given rise to a debate about the morphological and functional composition of one of Doha's most prominent areas - West Bay. At the end of the 20th century West Bay, also known as Diplomatic Quarter, was chosen by public initiatives to become the new Central Business District of Doha. Today, the appeal of West Bay as a business hub is contested by other emerging urban centres – such as the highly integrated Al Sadd area, which has attracted a wide range of advanced producer service sectors. It is therefore the objective of this paper to investigate the spatial configuration of Doha's West Bay, which arguably lays the foundations for the socio-economic interdependencies necessary for its vitality and sustenance. In order to quantify its intrinsic urban complexities, Bill Hillier's space syntax methodology is applied, which elucidates, in various scales, global and local grid conditions, and thus can be used for assessments regarding the distribution of land use patterns and infrastructural networks.

For some time, business improvement districts (BIDs) have entered into the discourse and practice of academics and urban planners. This model for town centre revitalization was created in North America, whose success has led to its transfer to a growing number of countries. This evolution highlights the importance of BIDs as an urban planning practice, as well as an object of study for academics interested in new models for intervening in central urban areas. BIDs are public–private partnerships, framed within an entrepreneurial logic of urban management that aims to increase the cities’ competitiveness. In this article, we aim to unfold the main research subjects of the literature focused on BIDs. We develop a systematic review for said endeavor, resorting to the established PRISMA protocol. After the screening and analysis of selected articles, four main research subjects were documented: (i) urban governance; (ii) urban policies: mobility and transfer; (iii) activities/axis of intervention; and (iv) types of BIDs/places of intervention. The selected literature enhances the contradictory nature of BIDs, ranging from the economic revitalization of city centres to the occasional exclusionary stance, in which it is developed. Our analysis also points to the important role of different actors in all stages of the policy transfer and implementation.

The domestic wastewater in Cihideung and Tawang Subdistricts as central business district (CBD) areas in Tasikmalaya City is only served by an on-site domestic wastewater management system or Sistem Pengelolaan Air Limbah Domestik Setempat (SPALD-S) which could deteriorate the environment. This study aims to determine the most appropriate type, strategy, and development direction of SPALD based on the existing local conditions for the next 20 years in CBD areas in big cities such as Tasikmalaya. The two methods were used: the multicriteria decision analysis method which refers to the Regulation of the Minister of PUPR Number 04 of 2017, and the Quantitative SWOT analysis method refers to the Guidelines for Preparing a Wastewater Management System Plan. The results of the analysis show that integrated SPALD (SPALD-T) must be implemented aggressively in the two sub-districts based on the key parameters of the existing SPALD conditions, potential for soil contamination, potential danger to air receiving bodies, socio-economic characteristics of the community, public health conditions, education level, financial capability, and the availability of regulations regarding SPALD. The SPALD-T development is suggested to be carried out in stages by determining priority zones for every five years of the planning period.

Development trends regarding the business-related urban complexes seem to evolve from the “big-box” towards the more “multi-use” types of structures. Within it, the special role is reserved for places, which—due to economic, political, and geographical reasons—have not been previously considered as major business hubs. Only recently, places like cities in Central and Eastern Europe have become attractive locations for business complexes. These could offer centrally located and attractive locations for new structures, which resulted in the development of the new type of commercial centers—in the form of multi-use districts, walkable, and complemented by other uses. Therefore, to some extent, these cities “surpassed the development line” of the commercial and business complexes, and have become home to something much more advanced. Within the article, the cases from Poland, including Gdańsk, Warsaw, Cracow, and Wroclaw, are discussed. Not only is the urban arrangement of selected complexes presented, but the planning and socio-economic, legal, and infrastructural aspects of these developments are also discussed.

Tamale Metropolis have been experiencing a significant increase in economic activities especially with the influx of occupation, tertiary institutions, industrial explorations and usage of the town as the main transit route to other parts of the Northern Region and Ghana as a whole. Development of a Central Business District (CBD) has become very crucial for Tamale Metropolis as is seen in other parts of Ghana but this can best occur only depending on Land Resource Development Decisions (LRDD) taken by developers as every Central Business District backbone is on the built environment. This study explored the land resource development decisions in the Tamale Metropolis. The primary data for the study was obtained mainly through interviews with property owners within the Central Business District of Tamale Central. Existing literature both published and unpublished were also secured and reviewed. The study found out that there are more ripped for redevelopment properties than redeveloped properties within the Central Business District of Tamale Central with a source of funding being the major challenge towards redevelopment. Education, occupation and income are key things that were revealed to have a significant influence on the issue of redevelopment decisions within the Central Business District of Tamale. The study recommends that there should be awareness creation on the various aspects of redevelopment to developers within the Tamale Metropolis by the Tamale Metropolitan Assembly, the introduction of a by-law on redevelopment within the CBD of Tamale by the Tamale Metropolitan Assembly Town and Country Planning Department and a special mortgage scheme by mortgage institutions/financial institutions in Ghana to support low-income developers in Tamale Metropolis to contribute to development and redevelopment of the housing industry thereby reducing the housing deficit of Ghana. Retailers have significantly affected good distribution and eventually transportation cost, traffic congestion, and pollution. Understanding spatial development of retailers is therefore of importance in planning logistics particularly in urban areas. The present research aims at predicting retailer growth both temporally and spatially. Both time-series forecasting using Holt’s model and spatial forecasting using ArcGIS were conducted. Results indicate that the existing retailers of Yogyakarta city have already exceeded the minimum requirement of retailers following the Indonesian National Standard, whereas other four districts have need of more retailers. Furthermore, it appears that the connectivity to the road network appears to be the important parameter in determining future location of retailers, contrasting traditional perspective of clustered location at central business area.

Abstract On September 28, 2018, an earthquake with a magnitude of 7.4 Mw struck Central Sulawesi, Indonesia and triggered a major tsunami. At least 3475 people lost their lives as reported by the Indonesian National Board for Disaster Management (BNPB), while a large unknown number is still buried under the rubble and presumed dead. This event also damaged the facilities and infrastructure of the Palu City coastal area. Currently, The Government of Palu is developing the Palu Special Economic Zone (PSEZ) in Tawaeli District, Palu, Central Sulawesi to attract investors and spur economic growth in neighbouring areas. Thus, mitigation plans are urgently needed to reduce damage and losses due to the impact of future tsunamis on PSEZ. This study assesses the impact of tsunamis around the Palu Special Economic Zone and its supporting infrastructure. Hypothetical earthquake-induced tsunamis were simulated using Delft3D and DelftDashboard. The fault scenario is developed based on data from PUSGEN. Further parameters were developed with the empirical earthquake source-scaling laws. The model simulates the tsunami generation, propagation, and inundation from the source to the coastal area. A tsunami impact scenario is then developed as a basis for analysing the business impact to the transportation infrastructure and critical utilities serving the PSEZ, as well as to the operation of the industries and businesses within the PSEZ. The lessons learned from this study can assist stakeholders in developing an areawide business continuity plan as a commitment of the stakeholders for implementing areawide business continuity management for the PSEZ, which will improve the economic resilience of the Palu City as well as South Sulawesi region.

Financial inclusion is the cornerstone of savings and investment initiatives among. Youth who are financially included have greater access to credit from financial institutions and can create and expand investment opportunities. In addition, the inclusion of youth in financial systems improves access to financial education and planning, which increases employment opportunities and ensures that previously marginalized and alienated youth are reintegrated into the economy. The purpose of this study was to evaluate the effect of financial technology on the financial inclusion of youth owned businesses in Nairobi’s central business district. The researcher targeted a large population of approximately 32100 youth owned business enterprises in the central business district of Nairobi. Convenient sampling was used to select 500 respondents aged between 20 and 35 years, per the definition of youth by the Department of youth affairs. The researcher employed a descriptive research methodology. Using open-ended questionnaire, primary data was collected. The research discovered that the utilization of mobile phones, access to the internet, and the provision of agency services have a noteworthy impact on enhancing the financial inclusion of young individuals. The research findings suggest that the achievement of financial inclusivity for enhancing the participation of young individuals in economic frameworks is facilitated by the utilization of cellular devices, the utilization of online technology, the utilization of services through intermediaries, and the acquisition of financial literacy. Therefore, the formulation of strategies aimed at enhancing financial inclusivity among the youth in the central business district of Nairobi should prioritize the enlargement of entry and amplification of financial technology solutions.

This paper mainly conducts an empirical study of the term structure of the Shanghai office rental market. Based on 555 executed contracts in the Shanghai office rental market from 2005 to 2008, the building quality and micro location are controlled, which are generally omitted in previous studies, through ranking of buildings and dividing the sample into 11 small central business districts (CBDs). The empirical results show that there is a downward term structure in the Shanghai market, but it is not very consistent during the studied years.

The pandemic has brought major disruptions to cities, particularly in patterns of work and transportation. Predictions of the death of downtowns may have been premature, but urban planners are rethinking the traditional central business district, transit systems, public spaces, and other key features of city life as many office workers remain slow to return to old routines. As they face the prospect of lower tax revenues, governments will have a major role to play in helping cities adapt and stay vibrant.

This paper is a discussion of the complex spatial dynamic at work in the second largest state capital in Australia. What is happening to the central business district, it is argued, has to be seen in the context of the interaction between the state government and private capital. The evolving sociospatial structure of Melbourne will continue to be conditioned by the changing balance between the opportunities for capital which arise in the course of suburbanisation and the need for the state government and large-scale property interests to maintain a higher rate of investment in the central area.

The Canterbury earthquakes, which involved widespread damage in the February 2011 event and ongoing aftershocks near the Christchurch central business district (CBD), presented decision makers with many recovery challenges. This paper identifies major government decisions, challenges, and lessons in the early recovery of Christchurch based on 23 key-informant interviews conducted 15 months after the February 2011 earthquake. It then focuses on one of the most important decisions—maintaining the cordon around the heavily damaged CBD—and investigates its impacts. The cordon displaced 50,000 central city jobs, raised questions about (and provided new opportunities for) the long-term viability of downtown, influenced the number and practice of building demolitions, and affected debris management. Despite being associated with substantial losses, the cordon was commonly viewed as necessary, and provided some benefits in facilitating recovery. Management of the cordon poses important lessons for planning for catastrophic urban earthquakes around the world.

Analyses of urban hierarchy and scale distribution are crucial in urban research, as they examine the laws of urban development and the functional layout of urban spatial systems. However, previous studies have focused on the macro-spatial distribution of the economy, businesses, and population at the regional level, whereas systematic research on the scale distribution of retail formats in central urban areas is lacking. Therefore, this study investigated the hierarchical scale distribution of retail formats in the top ten cities in China by GDP, using the Public Service Facilities Index Method to define central district boundaries, using scale as an epistemological framework of order and analyzing the spatial distribution patterns of retail formats. The results revealed that the spatial hierarchical scale follows a power law within a certain range; the spatial distribution exhibits stage characteristics, providing a quantitative method for defining retail centres; and the dominant functions, development directions, and morphological characteristics of central districts influence the hierarchical scale distribution of retail formats.

Much recent North American research has focused on the decline of the central business district (CBD) as the economic core of metropolitan areas, and the corresponding rise of suburban employment centres. According to the literature, this trend is particularly evident in the case of high-order service functions: business services, finance, insurance, and real estate services, and head offices. In this paper, we argue that the decentralization of high-order service activities and the corresponding CBD decline may be neither as strong a trend nor as universal a phenomenon as certain authors have indicated. Rather, the growth of suburban office employment may reflect a strong CBD whose economic base is becoming increasingly specialized. Using data from the Montreal metropolitan area, we first examine intrametropolitan decentralization in a shift-share framework, then document the mobility of establishments and employment. Our findings suggest that, in spite of a certain level of intrametropolitan decentralization, the CBD continues to be the primary locus of high-order services.

Ten days after the Newcastle, Australia earthquake of 28 December, 1989, the UK-based Earthquake Engineering Field Investigation Team (EEFIT) mounted a five day mission to the affected area. This paper presents the findings of the EEFIT investigation and subsequent follow up studies in relation to the extent of building damage and its distribution within the City of Newcastle and the surrounding urban area. Results are based on both detailed street surveys and general damage surveys, the former carried out in two areas, namely the heavily damaged suburban district of Hamilton (3km west of the city centre) and the Newcastle central business district. The findings of these surveys have provided valuable information on the vulnerability of building stock of types common to other parts of Australia, the UK and elsewhere, and hence form an important database for the accurate assessment of seismic risk to buildings in regions of low seismicity. This information will assist the development of realistic, economical seismic code provisions for building design and construction in low-risk areas. An important feature arising from the surveys and subsequent analytical studies of site response in the heavily damaged districts within the Hunter River alluvial basin is that, contrary to reports published by the Institution of Engineers, Australia amongst others, the areas of deep alluvial soil and fill do not correlate strongly with the more heavily damaged districts determined from post-earthquake assessments. Hence, suggestions that this form of site soil amplification effect played a major part in the distribution and extent of heavy damage in this earthquake are somewhat misleading for the future development of planning and design regulations. Furthermore, the results of site response analyses show that it is more likely to be the shallower soils near the border of the alluvial basin which tend to amplify bedrock ground motions generated by this type of earthquake.

abstract: Pandemic-era disruptions to the geography of work have led some observers to suggest that the city's critical role in production may be coming to an end. While little is currently known about the magnitude of the diffusion of workers into lower-cost and high-amenity areas, there still has been much speculation on an associated diffusion of workplaces in response. We explore the changing geography of office space in Charlotte using the Adams–Muller model of intra-urban evolution to identify several trends. First, office space consumption in central business districts (CBDs) has been stagnant, and suburban space consumption has declined since Q2 of 2020. Second, we find a trend of new office space construction and consumption in new districts which are adjacent to CBDs. Our case study of Charlotte indicates that some recentralization of office space is underway, and observations suggest that similar shifts are likely to be occurring elsewhere. While this work is in the exploratory stages, should these trends be verified as robust, it appears that cities like Charlotte may have begun a new evolutionary phase in the Adams–Muller context.

At a time when urban expansion and regeneration are being prioritized, many cities are undergoing significant widespread urban decay. Planning issues, such as the regeneration of historical areas and the redevelopment of blighted neighborhoods, have prompted a complex agenda to be put in place for urban planning practice. The most significant district is the city’s core. It is a crucial indicator of the city’s success because it contains the Central Business District (CBD) and housing. However, due to poor governmental attention, many city cores are experiencing new development, subsequently overwhelming the old neighborhoods. Consequently, old areas are witnessing urban disfigurement and fast deterioration in their physical and visual characteristics. This research utilizes urban regeneration to address the city’s core challenges to help achieve sustainable development. To test the sustainability framework, the researchers used Qatar’s local case study of the Old Ghanim neighborhood, one of Doha’s oldest districts. As a result of the original population’s relocation to suburban developments, the district has deteriorated, lacking street activity and increasing indigent public space. The researchers examined the literature on urban regeneration, conducted site visits and observations, reviewed and described case study limitations, and identified factors that contribute to the creation of a sustainable neighborhood, based on urban qualities such as integrated networks and walkable streets, open and green public spaces, and the regeneration of the old urban fabric. As a result, they intended to address a theoretical and practical gap in current local knowledge, and they additionally intended to provide a helpful tool for urban regeneration specialists. The researchers proposed a conceptual framework for rejuvenating neglected neighborhoods and ideas for ensuring urban cohesion, which is critical for improving the lives of individuals in these areas.

Abstract:This article investigates the Taveta Road phenomenon, whereby women garment informal traders occupy a whole street in the central business district in Nairobi, Kenya. It also discusses the implications for urban planning of the presence of women informal traders in the central business district. The article demonstrates that the ability of these traders to move from the margins into the heart of the city is based on their ability to cross borders, organize collectively, and develop entrepreneurial skills that make use of social networks, group agency, and personal initiative. It also illustrates that over time, their gradual encroachment has led to an acceptance of their presence and their integration into the urban economy. These developments—which are referred to as “subaltern urbanism” or “solidarity entrepreneurialism”—have far-reaching implications in terms of the traders’ relationship with the city, state laws, and the national economy.

The problem of the urban thermal environment is becoming increasingly noticeable in the process of modern urban development. The temperature patterns in central business districts can be more complicated due to the heterogeneous urban spaces and diverse building forms, which need more cross-scale research. This study investigated the correlation between air temperature and urban morphology in a heterogeneous urban district in northeastern China. The thermal environment of the studied district in the summertime was simulated by ENVI-met. A total of 12 morphological indicators were selected to describe the geometric features of the studied district. Curve estimation was employed to quantify the correlation between air temperature and morphological indicators. The results indicate different effects of the morphological indicators of the air temperature on different scales. On a mesoscale, the compactness (Com), building footprint ratio (BFR), enclosure degree (ED) and total height to total floor area ratio (HA) had a significant correlation with the air temperature. On a microscale, only the BFR and ED had relatively steady correlations with the air temperature. The correlation between air temperature and morphological indicators could be influenced by the heterogeneity of the urban morphology, including the diversity of the heights and footprints of buildings and the irregularity of building horizontal arrangement.
