The aim of this paper is to address international law aspects of the issue of restitution of around 100 cultural treasures from Italy to Slovenia, taking into account contemporary international law and recent developments of state practice. The artworks were evacuated by Italy from Koper (Capodistria), Izola (Isola) and Piran (Pirano) in 1940 to be protected before the war, however, after the Second World War Italy refused to returned them to the places of their origin. Many of these artifacts were taken from Catholic Church parishes, monasteries or belonged to the Diocese of Koper. The purpose of this study is to identify applicable standards and procedures which could serve to encourage all actors involved, mainly Slovenian and Italian authorities, but also private owners, to move this outstanding issue from the standstill. A main conclusion of this study is that both States should search for a compromise, mutually acceptable solution by applying international treaties, including the principle of territorial provenance, but also several practical techniques and various contemporary state practice. One possible solution would be to reach an agreement that UNESCO Intergovernmental Committee for Promoting the Return of Cultural Property to Its Countries of Origin or Its Restitution in Case of Illicit Appropriation would facilitate negotiations or mediate the case. Another option might be that other actors, i.e. Diocese of Koper, Franciscans or Minorites, would undertake negotiations regarding the restitution of particular, most important artworks.

The study examined the efficacy of the Catholic Church in healthcare provision in Kericho Diocese, Kenya. It employed the descriptive research design to determine the respondent’s feelings and experiences in relation to the Catholic Church healthcare provision. A total of 384 randomly sampled primary respondents participated in the study through questionnaire. Additionally, key informants including the bishop, a medical coordinator, 9 priests, 4 healthcare personnel and 8 recovered patients were purposely selected for interviews. Quantitative data was analysed descriptively while qualitative data was analysed thematically. The study concludes that the teachings of the Catholic Church on healthcare provision centre on defence for human dignity, common good, solidarity and fundamental option for the poor. The teachings, however, were not fully reflected in the provision of the healthcare service in the Catholic Church healthcare facilities under investigation. Therefore, the church in the Diocese of Kericho has not been adequately effective in healthcare provision. Based on the conclusions, the study recommends that the Catholic Church health facilities in Kericho Diocese should provide health care services in accordance to the Catholic’s teachings on human dignity. The healthcare provision sector should implement personalist ethics of care by respecting the human person in the healthcare service provision.

Atambua Diocese is a diocese centered on the Belu district, its territory is divided into 3 districts which include Belu, Malaka, and North Central Timor districts. The spread of churches in remote areas makes it difficult for people to find locations and information on church activities, number of people, mass schedules and leaders because information about churches is not yet available. Geographic Information System is used to solve the problems experienced in Atambua Diocese. This system can provide information related to the Catholic church in the Diocese of Atambua based on Web-GIS. This study uses the Waterfall method which approaches systematically and sequentially starting from the analysis, design, coding, testing, and maintenance stages. This Web-GIS-based system was developed using the PHP programming language and MySQL database. This application produces a Web-GIS that can provide information and the location of the Catholic church in the Atambua Diocese area.

Interpretation of financial accounting standards no. 35 is a standard that regulates the presentation of financial statements of non-profit oriented entities which include the Catholic Church. 35. The research method used in this research is descriptive qualitative. The research results obtained that the format of financial reports at the Catholic Church of Santo Yosep Protector of Manado Workers is not in accordance with the Interpretation of Financial Accounting Standards No. 35. Presentation of financial reports at the Catholic Church of Santo Yosep Protector of Manado Workers still follows the 2019 Manado Diocese Parish Finance Manual. So, the Santo Joseph Catholic Church, Protector of Manado Workers, needs to make adjustments and be able to apply this Interpretation of Financial Accounting Standards No. 35 when the church prepares their financial reports, if in the 2019 Manado Diocese Parish Financial Guidelines there is this Interpretation of Financial Accounting Standards No. 35.

The Catholic diocese of Parramatta is well-known as the first established Catholic Church in Australia. It is the most recently completed Cathedral in Australia, designed by Romaldo Giurgola. As a foreigner, he was successfully applied the historical values and symbols of Catholic tradition shown on the design’s elements and forms throughout the Cathedral. This paper explores the design of the Cathedral Church of the Catholic diocese of Parramatta which is influenced by works of other architects such as Utzon and Van Eyck. The use of natural light and different materials’ quality in the interior and exterior of building are few of the design’s elements applied in the Saint Patrick Cathedral.

The Second Pastoral Consultation of the Diocese of Surabaya held on October 18th-20th 2019 declared the Pastoral Strategic Policy of the Diocese of Surabaya for 2020-2030, formulated in these words: “In the spirit of the Basic Direction, the Catholic Church of the Diocese of Surabaya matures lingkungan rooted parishes present in the middle of the society”. This article wants to know in what matters and how strong this Diocese of Surabaya’s Pastoral Strategic Policy is connected to the voices of the pastors of the universal Church, especially those echoed in the doctrine of the Second Vatican Council (1962-1965) and that of the subsequent period. It is hoped that such reflection brought a clearer vision and understanding regarding such an important policy, granted that it will lead the faithful people of the Catholic Church of the Diocese of Surabaya in their pilgrimage to God in this world for the next 10 years. By knowing its connectedness with the voices of the pastors of the universal Church, it is expected that the faithful people of the Diocese of Surabaya would be more aware of the voice of Jesus Christ, the Good Pastor, who himself leads his flock to the green pastures of love shared in faith and hope with peoples they enconter.

This paper aims to illustrate a difficult period in the history of the Romanian Church United with Rome, namely: the evolution of the Greek Catholic Diocese of Cluj-Gherla in the first two months after the split of Transylvania, as a result of the Vienna Diktat. The purpose of this article is to highlight the consequences that the entry of North-West Transylvania into Hungary had on the Greek Catholic Diocese of Cluj-Gherla; what changes the new administration brings to the United Church. After highlighting the general framework (status, economic situation, the attempt to subordinate the greek-catholic dioceses to the Archdiocese of Esztergom, as well as the pressure on the Greek Catholic believers to change their denomination), the activity of bishop Iuliu Hossu is also presented. Emphasis will be placed on the bishop’s efforts and attempts to stop the abuses of the new authority on the Romanian population, his attempts to mediate conflicts between Romanian and Hungarian leaders, and last but not least the efforts made to manage the administration of the Greek Catholic Diocese in the new political context. The article also presents the situation of educational institutions under the auspices of the United Diocese of Cluj-Gherla, and the difficulties they face as a result of changes in the education system.

Abstract This paper draws attention to the neglected episode of a crisis that engulfed the Benin City Roman Catholic Station from 1951 to 1952. It examines how a disagreement between an Irish priest and an African catechist degenerated into a crisis that pitted the majority of the African laity against the Irish clergy. This crisis was not only reported in national newspapers and taken up by nationalist agitators, but also attracted the concern of Roman Catholics outside the diocese as well as the Vatican. This paper contends that the disagreement became a crisis because of the Irish clergy’s upholding of their policy of gradual incorporation of the African laity into participation in the administration of the diocese, and the African laity’s determination to pursue their aspirations of full and unhindered participation in the administration on their own terms. The crisis was also fueled by African nationalist ferment of the period, which prolonged the issue. The argument is supported with archival sources, newspaper reports and oral interviews with participants and members of the diocese.

This paper outlines the changes in the organisation of the Catholic Church in Istria, Kvarner and Dalmatia after World War II. A detailed analysis of the circumstances that lead to the establishment of the Rijeka Diocese, Archdiocese and Metropolitan Archdiocese, ecclesiastical union of the Istrian region in Croatia, the abolition of the Zadar Metropolitan Archdiocese, the raising of the Split-Makarska Diocese to an Archdiocese, and the establishment of the Split Metropolitan Archdiocese. The principles upon which the Church reorganisation in the spatial sense are considered, and presents new insights, particularly for the Croatian dimension. The second part of the paper gives a comparative analysis of the spatial organisation of the Catholic Church on the Croatian coast of the Adriatic Sea, with other countries. Examples were selected based on compatibility of different factors, with consideration to the historical context of events and their causes. To that aim, specific examples of the church administration in France and Italy are given. Using these examples and documents of church archives and official records and documents of the Catholic Church, this paper gives a final overview of the possibilities for the reorganisation of the church administration on the Croatian Adriatic coast.

Using data from the survey and interviews, the chapter explores bishops’ relationships and collaborations with Church personnel, including priests, deacons, religious, and lay persons. It also explores relationships with other bishops and collaborations through state and national bishops’ conferences. The first section explores the bishops’ perspectives and experiences with different types of Church personnel. The second section discusses how bishops rely on different individuals and groups to assist in their decision making. The final section looks beyond the diocese to relationships with fellow bishops, both individually and as part of national and state bishop conferences.

Chapter two explores the range of white responses to the war on poverty, focusing on the role of the Mississippi Catholic Church in supporting a state-wide job training program. It also tells the story of Marjorie Baroni, a white Catholic from Natchez, Mississippi who played a role in forging a biracial war on poverty in her local community. Baroni’s role illustrates not only the way in which the war on poverty provided opportunities for integration but also for women. Not simply through the “professionalization” of maternalism but also in roles as co-ordinators, administrators, and program directors. Following the creation of STAR—Strategic Training and Redevelopment—this chapter exposes the ways in which religious activism interacted with federally funded antipoverty efforts, from the Diocese of Natchez-Jackson to the Delta Ministry.

This chapter traces the racial and legal changes that shaped the landscape of Mississippi by 1970. Into this context, the chapter places the story of the state-wide job training program Strategic Training and Redevelopment, sponsored by the Mississippi Catholic Church. It explores the way in which the diocese and Catholic staff by turn helped and hindered the operation of STAR, but often perpetuated a racial paternalism that characterised the program. The chapter also explores the relationship between the war on poverty and the state AFL-CIO, led by Claude Ramsay. Ultimately the story of STAR illustrates how class divisions and racial discrimination hampered the program, while the changes implemented by Nixon’s administration unravelled the foundations of the war on poverty.

Only a minority of southern white Catholics declared God’s approval for segregation and cited biblical verses in supposed justification, but many Catholic segregationists criticized the Church for condemning segregation and gave secular arguments in its defense. Biblical segregationists did not conduct a widespread, coordinated campaign but many segregationists asked how could segregation be wrong when Catholic dioceses in the South had long practiced it? Segregationists often argued that communism lay behind integration and some argued that segregation protected whites from supposedly immoral, inferior African Americans. Public expression of Catholic segregationist views virtually disappeared in the 1970s. In part, the decline reflected a sense of futility in protesting against desegregation once it became the official policy of every southern diocese and a belief that desegregation either could not be reversed or had become inevitable. However, other segregationists repudiated their views, influenced by the Church’s teachings, and by diocesan and secular desegregation.

This chapter discusses Catholic bishops speaking out on issues of the day. Catholic Church teaching and tradition yields “conservative” positions on issues such as abortion and physician-assisted suicide and “liberal” positions on issues such as immigration, capital punishment, and assistance to the poor. Survey data finds that bishops tend to write more frequently about the Church’s pro-life teachings than its “liberal” social teachings. Most bishops say they ask Catholics to consider Catholic teachings when voting for candidates. Most bishops agree that the clergy sexual abuse scandal has made it more difficult for them to present or defend Catholic teaching in their diocese. This is especially the case in dioceses where the scandal has received more media coverage. In general, bishops say that criticism in the media is a greater problem for them in more secularized areas of the country.

Abstract This chapter examines institutional authoritarian practices surrounding child sexual abuse by the Catholic clergy. It starts with a focus on the handling of allegations against five priests at two sites within the Catholic Church: the Irish diocese of Cloyne and the Salesian order’s Australia-Pacific province. From there, it widens out to consider broader patterns associated with covering up clergy abuse in other Irish dioceses and elsewhere in the Salesian order, contextualizing them within to national-level Church initiatives to handle child sexual abuse complaints and the Vatican’s responses. By applying an authoritarian practices perspective, the chapter shows how the Catholic Church’s main organizational and cultural features—shared to a varying extent by other religious institutions—may foster silencing, secrecy, and lies. A culture of obedience impeded internal critiques and whistle-blowing. Church doctrines encompassed various forms of secrecy. Reputation was naturally believed to be best protected by secrecy, not by reform. The Church’s governance structure facilitated keeping sensitive information restricted. Sex in general, and ordained priests having sexual urges in particular, was a taboo subject. And a sense of clerical superiority facilitated devaluing and disbelieving the voices of victims. While Pope Francis I has made important changes in the Church’s handling of clerical abuse, the Catholic Church’s main organizational and cultural features persist.

An examination of the experiences of French missionary priests in the trans-Appalachian West adds a new layer of understanding to places ordinarily associated with the evangelical Protestant revivals of the Second Great Awakening. Their experiences of material deprivation, physical hardship, spiritual suffering, and lay opposition to ecclesiastical authority prompted some of them to reconsider what it meant to be a Catholic missionary in the early American republic, a context quite different from the one they envisioned. Many had difficulties relating their premigratory expectations of the missionary priesthood to their actual experiences of life within a borderlands diocese constructed by church officials in Rome thousands of miles away from the local populations, regional histories, and geographic obstacles that the foreign clergy would come to know intimately over the course of the early nineteenth century. As church leaders in the United States and Rome gradually broke up the Diocese of Bardstown during the antebellum period, French missionary priests realized that their dreams of establishing a nationwide institutional church and saving the peoples of an entire continent always clashed with the goals of other interest groups in the backwoods of Kentucky.

Abstract This book is concerned with the ways in which the renewal of spiritualities are promoted and controlled within the Roman Catholic Church. It approaches the topic both historically and empirically. The empirical data have been drawn from a study, over more than five years from late 1988, of a specific renewal ‘process’, RENEW, in the Diocese of Downlands in England. RENEW is a diocesan wide, parish-based pastoral programme which was originally developed in the United States. It has been described as a ‘sponsored process of revitalization’ in mainstream Catholicism, sponsored, that is, by the diocesan bishop and his senior clerical advisers.

CANONS REGULAR OF PENANCE OF THE LITHUANIAN PROVINCE ON THE TERRITORY OF THE FORMER GRAND DUCHY OF LITHUANIA IN EARLY YEARS AFTER THE PARTITION OF POLISH LITHUANIAN COMMONWEALTH The history of Canons Regular of Penance (Ordo Canonicorum S. Mariae de Metro [or Demetri] de Urbe de Poenitentia Beatorum Martyrum) on the territory of the Grand Duchy of Lithuania began in the end of the 14th century. The king of Poland and Grand Duke of Lithuania Władysław Jagiełło brought Canons of Penance from Cracow to the just christened Lithuania and founded for them two monasteries in the parishes of the diocese of Vilnius. Over centuries, new communities of the convent arose in the Vilnius diocese with their number reaching almost twenty in certain periods. Towards the end of the 17th century, the new Lithuanian Province was established. Partitions of Polish-Lithuanian Commonwealth in the end of the 18th century caused serious transformations within the Catholic Church of the Grand Duchy of Lithuania, which affected Canons Regular, as well. The Vilnius diocese, where the communities of the Lithuanian Province stayed, found itself under power of the Russian Empire. Repressions against the Catholic Church led to cassation of the Canon’s convents of the Lithuanian Province after the November Uprising (1830-31). On the ground of the literature and sources related to the Canons Regular of Penance of the Lithuanian Province, the research concerning their history in the early years after partition has been undertaken. The analysis proved the initial hypothesis that in the early years after partition, Canons Regular of the Lithuanian Province were still vital. Nothing indicated that their end was coming. The rule of the convent strongly emphasized pastoral work. The majority of its members were priests, active in parishes as parish-priests or vicars. Even though the number of vocations started to decrease after the partitions – there were even years when nobody joined the community – the convent functioned successfully enough. According to the rule, the priority was given to pastoral work and all 15 convents had their own parishes in the said period. A typical representative of the convent during the early stage after partitions was middle-aged and ordained, usually a parish priest or his auxiliary in the parish belonging to the convent on a given territory. Usually, a monk appointed to a certain office would hold it for several terms. The presented research demonstrates that the convent of Canons Regular had a relatively big influence upon the spiritual life of the Vilnius diocese during the said period.

With the words quoted in the title of the presentation, Friedrich Rainer, the Carinthian Gauleiter, characterized the conduct of Bishop Gregorij Rožman and his Catholic clergy during the Second World War in the Province of Ljubljana. This paper endeavours to fathom the underlying motivations behind this political alignment, which triggered a violent civil war in occupied Slovenia in 1941 that tragically tore the Slovenian nation apart – a legacy that can still be felt today. To comprehend the mindset of the Slovenian clergy, it is essential to look at the historical role of the Catholic Church in shaping Slovenian national and cultural identity throughout the 19th and first half of the 20th century. In a predominantly agrarian society, the Catholic clergy assumed multifaceted roles, encompassing spiritual, educational, political and economic functions, underpinned by the conviction that they were the sole interpreters of the nation. To be a true Slovenian was equated with being Catholic. With the beginning of the occupation and the partitioning of Slovenia among the aggressors – Germany, Italy and Hungary – in 1941, the emergence of a Liberation Front, led by the Communists was perceived by the Church in the Province of Ljubljana as a direct challenge to the established social order. Deeming this emerging movement as the paramount adversary of both God and the nation, Bishop Rožman opted to fight it, even if it entailed forging an alliance with fascist Italy and later the Third Reich. This paper will delve into the intricacies of this dynamic process, including the role of the Vatican in its evolution.

As recent as 1955, cathedrals were still unbuilt or incomplete in the young and developing dioceses of the Global South, including in Queensland, the Northern Territory and New Guinea. The lack of an adequate cathedral was considered a “reproach” over a diocese. To rectify this, the region’s Bishops sought out the best architects for the task – as earlier Bishops had before them – engaging architects trained abroad and interstate, and with connections to Australia’s renown ecclesiastical architects. They also progressed these projects remarkably fast, for cathedral building. Four significant cathedral projects were realised in Queensland during the 1960s: the completion of St James’ Church of England, Townsville (1956-60); the extension of All Souls’ Quetta Memorial Church of England, Thursday Island (1964-5); stage II of St John’s Church of England, Brisbane (1953-68); and the new St Monica’s Catholic, Cairns (1965-8). During this same era Queensland-based architects also designed new Catholic cathedrals for Darwin (1955-62) and Port Moresby (1967-69). Compared to most cathedrals elsewhere they are small, but for their communities these were sizable undertakings, representing the “successful” establishment of these dioceses and even the making of their city. However, these cathedral projects had their challenges. Redesigning, redocumenting and retendering was common as each project questioned how to adopt (or not) emergent ideas for modern cathedral design. Mid-1960s this questioning became divisive as the extension of Brisbane’s St John’s recommenced. Antagonists and the client employed theatrics and polemic words to incite national debate. However, since then these post-war cathedral projects have received limited attention within architectural historiography, even those where the first stage has been recognised. Based on interviews, archival research and fieldwork, this paper discusses these little-known post-war cathedrals projects – examining how regional tensions over tradition and modern ideas arose and played out.
