Introduction The Canadian Longitudinal Study on Aging (CLSA) is a rich, nationally representative population-based resource that can be used for multiple purposes. Although municipalities may wish to use CLSA data to address local policy needs, how well localized CLSA cohorts reflect municipal populations is unknown. Because Calgary, Alberta, is home to one of 11 CLSA data collection sites, our objective was to explore how well the Calgary CLSA sample represented the general Calgary population on select sociodemographic variables. Methods Baseline characteristics (i.e. sex, marital status, ethnicity, education, retirement status, income, immigration, internal migration) of CLSA participants who visited the Calgary data collection site between 2011 and 2015 were compared to analogous profiles derived from the 2011 National Household Survey (NHS) and 2016 Census datasets, which spanned the years when data were collected on the CLSA participants. Results Calgary CLSA participants were representative of the Calgary population for age, sex and Indigenous identity. Discrepancies of over 5% with the NHS and/or 2016 Census were found for marital status, measures of ethnic diversity (i.e. immigrant status, place of birth, non-official language spoken at home), internal migration, income, retirement status and education. Conclusion Voluntary studies face challenges in recruiting fully representative cohorts. Communities opting to use CLSA data at a municipal level, including the 10 other CLSA data collection sites, should exercise caution when interpreting the results of these analyses, as CLSA participants may not be fully representative of the local population on select characteristics of interest.

In a world increasingly urbanized, management of cities and spatial planning take an important place in political and technical concerns, and it is in this perspective that the Municipal Ecological Structure (MES) arises in Portugal’s urban planning system. However, this instrument still struggles with some delimitation, regulation and management issues, that challenge its implementation. In order to overcome these problems, this article wants to explore the designing hypothesis of a Management Plan for the Municipal Ecological Structure (MPMES). To support the plan, this study explores the role of ecosystem services and their potential to provide a vision of the value of Municipal Ecological Structure to the territories, to the people, and as an impulse for local sustainable economic growth. In order to gather insights on the contribution of the management plan for the Municipal Ecological Structure implementation, an approach was made, based on interviews, confronting visions and discourses, by planning experts’ contrasts with the stakeholders. Therefore, it was possible to identify, characterize and value the functions performed by the Municipal Ecological Structure of Sesimbra. Ultimately, the objectives, contents, development, approval and articulation with other territorial management instruments were identified as requirements for the Management Plan for the Municipal Ecological Structure development.

En Perú existen programas dentro de las políticas públicas nacionales que permiten a los profesionales en las áreas agrícolas el desarrollo de actividades dentro de la agricultura urbana. Para ello, la Municipalidad de Ate mediante el programa municipal EDUCCA, promueve el proyecto piloto de agricultura urbana sostenible. identificar los lineamientos para la elaboración del Plan de Trabajo 2022 del Programa Municipal EDUCCA dentro de la Municipalidad de Ate en el marco de la agricultura urbana. Para ello, se realizó un estudio documental de corte transversal bajo el análisis descriptivo. Para la recolección de la información fueron considerado los lineamientos para elaborar el Plan de Trabajo 2022 del Programa Municipal EDUCCA, y el Programa Municipal de Educación, Cultura y Ciudadanía Ambiental (Programa Municipal EDUCCA). A través de este estudio se pudo identificar las políticas ambientales existentes dentro de la Municipalidad Distrital de Ate, algunos de los programas discutidos fueron la iniciativa de agricultura urbana, un plan pionero.

Cities are important sources of anthropogenic methane emissions. Municipal governments can play a role in reducing those emissions to support climate change mitigation, but they need information on the emission rate to contextualize mitigation actions and track progress. Herein, we examine the application of satellite data from the TROPOspheric Monitoring Instrument (TROPOMI) to estimate city-level methane emission rates in a case study of the City of Calgary, Alberta, Canada. Due to low and variable annual observational coverage, we integrated valid TROPOMI observations over three years (2020–2022) and used mass balance modeling to derive a long-term mean estimate of the emission rate. The resulting column-mean dry-air mole fraction (XCH4) enhancement over Calgary was small (4.7 ppb), but within the city boundaries, we identified local hot spots in the vicinity of known emission sources (wastewater treatment facilities and landfills). The city-level emission estimate from mass balance was 215.4 ± 132.8 t CH4/d. This estimate is approximately four times larger than estimates from Canada’s gridded National Inventory Report of anthropogenic CH4 emissions and six times larger than the Emissions Database for Global Atmospheric Research (EDGAR v8.0). We note that valid TROPOMI observations are more common in warmer months and occur during a narrow daily overpass time slot over Calgary. The limited valid observations in combination with the constrained temporal observational coverage may bias the emission estimate. Overall, the findings from this case study highlight an approach to derive a screening-level estimate of city-level methane emission rates using TROPOMI data in settings with low observational coverage.

Este artigo apresenta um recorte da análise da política de educação da Rede Municipal de Porto Alegre, no período de 2017 a 2019, considerando o cumprimento da meta nove do Plano Municipal de Educação, que visa a universalizar a alfabetização da população com quinze anos ou mais e reduzir a taxa de analfabetismo funcional. A metodologia de análise utilizada foi a abordagem do ciclo de políticas de Ball e Bowe, sendo identificados os principais grupos de interesse e sua atuação nos diferentes contextos da trajetória da política. No processo de investigação, foram utilizados dados quantitativos, como as estatísticas de órgãos oficiais, para precisar índices de matrículas e da demanda da EJA para alfabetização, anos iniciais e finais do Ensino Fundamental. The analysis methodology used was Ball and Bowe's policy cycle approach, identifying the main interest groups and their performance in the different contexts of the policy trajectory. In the investigation process, quantitative data such as statistics from official bodies were used to specify enrollment rates and EJA demand for literacy, initial and final years of elementary school. Abstract This paper approaches conflicts and disputes in participatory spaces during the review of the Master Plan of the city of São José dos Campos, state of São Paulo, Brazil. In this context, we detected a municipal ideological view committed to the creation of territorial support for attracting capital, which should be legitimized during the review of the Master Plan. Therefore, we analyze the formation of the institutional participatory space, the discretionary action of the municipal government to approve the Master Plan in 2018, and the settings of resistance to the implemented order through actions of the organized civil society.

Currently, there seems to be a consensus that the efforts and resources destined to fight disasters require the articulation of different sectors and, as a result, of different public policies. This study aimed to evaluate the integration of policies (National Protection and Civil Defense Policy-PNPDEC, National Water Resources Policy -PNRH, and National Guidelines for Basic Sanitation -LDNSB) in the reduction of hydrological disasters. Considering studies that have already been developed on this subject, and as a way to continue the assessments at the municipal scale, this study referred to the instruments of Florianópolis as a way of materializing these policies (Municipal Risk Reduction Plan -PMRR, Municipal Contingency Plan -PMC, Master Plan -PD and Municipal Integrated Basic Sanitation Plan –PMISB). The PNPDEC served as a reference for actions to deal with disasters. Through the content analysis methodology, the topics covered in this policy were identified, which were related to each instrument PMRR and PMC, PD, PMISB, which enabled the identification of interfaces. The interfaces verified between the instruments were aligned with those identified between the policies, in line with what had already been pointed out in the studies that supported this research. Issues related to territorial management and the hydrographic basin as a planning unit proved to be important interfaces and possible paths to the integration of public policies

Objectives: To examine the capacity of Nablus city`s urban administration to reconfigure its urban space, by revealing the extent to which the structural plans are implemented on the land as intended and in a way that results in sustainable urban development. Methods: The comparative approach was used, the study was conducted on the structural plan approved in 1996 and 2013 and compared with aerial photographs taken in 2011 and 2018, and three sectors were used for analysis and comparison: infrastructure (roads), public services (schools), and tourism and recreation (parks and green spaces). Results: The results showed concluded that successive administrations of Nablus city have failed to remodel the urban space since 1996. Only 45.8% of the proposed road network was built for the years of the first structure plan 1996-2012 and that 58.1% of the area destined for parks and green areas had been converted to other use. The analysis revealed that 83.6% of schools were built outside public service spaces, according to the 1996 and 2013 plans, and the green area decreased between 2013 and 2018 by an amount of 64,047 m², which corresponds to 32.8% of the total area, according to the 2013 plan. Conclusions: The study recommends reconsidering the fundamentals of drafting structural plans and supervising their implementation, and the need for municipal authorities to act more forcefully on green degradation.

El Plan de Desarrollo y Ordenamiento Territorial del Municipio de Formosa, POT FOR 2040 fue llevado adelante mediante un Acuerdo de Trabajo entre la Facultad de Arquitectura y Urbanismo y la Municipalidad de la Ciudad de Formosa. El objetivo principal de este Acuerdo fue dotar a la Municipalidad de una herramienta de gestión imprescindible para lograr el desarrollo justo, sostenible y equilibrado del territorio municipal, con un horizonte temporal al año 2040. El Plan fue elaborado por un Equipo Técnico de la Facultad que contó con el aporte de un Equipo Técnico Municipal. La propuesta del Plan se expresa en siete Líneas Estratégicas y 37 Ideas-proyectos, y contempla, además, una propuesta para su implementación y posibles instrumentos de gestión. Este artículo contiene una síntesis del Informe Final y del Libro II del Plan presentado a la Municipalidad de la Ciudad de Formosa.

The aim of the study investigates the significance of Auditor General in the control of public funds in local government with specific reference to Mopani District Municipality in order to make recommendations that can assist in improving the control of public funds. The research identifies and assesses weaknesses in how Mopani District Municipality has been controlling its public funds by analyzing the Auditor General reports for the past three financial years and its implications to service delivery. The research further assesses the role played by Auditor General in influencing the internal financial control of the municipality and in auditing the performance of the municipality since in other municipalities money is paid to contractors for services not rendered. The study provides academic input into public administration, specifically in the area of improving service delivery performance, control and financial performance management in municipalities. The study could contribute to the establishment of effective ways of monitoring the control of public funds by municipalities.

AbstractUrban Metabolism (UM) is a scientific phenomenon that comprises individual processes taking place in all cities at different spatial and temporal scales and that is based on the principle of conserving mass and energy. Analysing the metabolism of a city allows one to evaluate the impacts of urban functioning, taking into account the flows of energy, water, nutrients and waste and the materials in general that circulate within a city, and contributing to a multidimensional assessment of sustainability. Many authors have explored the phenomenon of UM and experimented with indices and evaluation methods, but there is still no consensus on the best assessment methods to use.The present paper presents an overview of UM assessment methods, particularly Life Cycle Assessment (LCA) and its possible uses for supporting territorial regeneration. A literature analysis is conducted of the evolution of this method in relation to scales that are different from the single product scale. LCA aims to assess the environmental impacts of the life cycles of single industrial products and services, but over the years it has gained increased attention in the urban planning field. Life cycle, in general, refers to all the phases that characterise the life of elements, comprising not only a single product, but extending this concept also to the wider territorial system. The concept of the life cycle of territorial systems is related to the evolution of the territory as a heritage and as a system of environmental, social and economic resources and services, whose transformation is linked to the different forms of governance. The territorial life cycle is formed by interconnected phases, referred to as the sub-systems of the resources and performance of a territory, that follow a predefined plan scenario. Consequently, the life cycle concept can be compared to that of change and it is closely linked to the analogy of ecosystems and the urban environment, which views the city as an entity in constant transformation.In the last few years, there has been an increase in activity in the LCA application field, with the introduction of scale variations and of the distinction between applications at the level of the single product and applications at the meso and macro levels. In other words, this approach is evolving and applications and hypotheses involving scales different from the micro scale are becoming popular.In this regard, extending the LCA tool to a meso perspective on a municipal scale or an individual urban district scale could prove to be a valid tool for assessing the sustainability of a territory with regard to the metabolic flows and the evolution of its life cycle.

The approach of this study was the management of urban solid waste in municipalities in the state of Rondônia – Western Amazon – Brazil. The main objective was to analyze the management of solid waste in accordance with PNRS Law 12.305/2010 in municipalities in the State of Rondônia. The research established the Municipal Index (IM) and the General State Index (IGE) for each municipality. In the aspects of Strategic Management and Collection and transportation, the IGE was 0.47 and 0.39 respectively, considered a BAD performance for Rondônia, whereas Sorting and Treatment and Final Destination the IGE was 0.24 and 0.27, classifying them like TERRIBLE. Unsatisfactory results may result from the absence or poor management of the municipal solid waste plan and its resources, inadequate disposal of waste, including open dumps, little investment in a selective and cooperative waste collection system, among others. The main contribution of the research was to observe the critical points that require greater attention so that MSW managers can establish or prioritize the most urgent points that require action, create or improve an Integrated Municipal Solid Waste Plan that meets the demands of society , developing and including cooperatives and associations of collectors, reducing environmental impacts and the health of the population, controlling or minimizing the municipality's costs with landfills and eliminating open dumps.

This chapter begins by discussing Major General Elwell S. Otis's plan to make his soldiers' presence in the Philippines appear as a benevolent act rather than a hostile takeover. Soldiers used their non-combatant time to hold classes for Filipino children and adults; corpsmen cared for the local population; and Americans facilitated town and municipal elections to establish a rudimentary democracy-based local government. However, Otis's embryonic hearts and minds strategy did not appease the American anti-imperialists, who daily condemned the Philippine–American War and President William McKinley's colonial policies. The chapter looks at the Schurman's Commission, which was assigned to provide an unbiased assessment of the situation and to recommend a political paradigm for the Philippines. Jacob Gould Schurman's team included Charles Denby, a Democratic diplomat in China, and Dean Worcester, a University of Michigan professor of anthropology. Of the three, only Worcester possessed extensive experience in the Philippines. He would also profoundly shape John Early's professional and personal life. The chapter also looks at the Taft Commission and Philippine Commission, a political unit led by William Howard Taft that largely controlled the Philippines until 1916. It considers the colonial education program in the country, describing how Early volunteered to serve in the remote mountains in northern Luzon.

The facts, figures, and inferences in chapter 7 regarding municipal behavior toward transit-oriented housing opportunities illustrate many points. Still, there is much that even a careful statistical analysis might miss or misunderstand. For that reason, we also explored what we could learn by talking to real planners about these issues. The case of San Diego is interesting and useful for several reasons. First, the San Diego Trolley is the oldest of the current generation of light rail projects in the United States. Unlike many newer systems, the age of San Diego’s rail transit (the South Line opened in 1981) allows time for land use planning to respond to the fixed investment. Second, the San Diego system is no stranger to modern transit-based planning ideas. The San Diego City Council approved a land-use plan for their stations that includes many of the ideas promoted by transit-oriented development (TOD) advocates (City of San Diego, 1992). Third, the light rail transit (LRT) authority in San Diego County, the Metropolitan Transit Development Board (MTDB), is often regarded as one of the more successful municipal LRT agencies. The initial parts of the MTDB rail transit system were constructed strictly with state and local funds, using readily available, relatively low-cost technology (Demoro and Harder, 1989, p. 6). Portions of San Diego’s system have high fare-box recovery rates, including the South Line, which in its early years recovered as much as 90 percent of operating costs at the fare box (Gómez-Ibáñez, 1985). All of these factors make San Diego potentially a “best-case” example of TOD implementation. When generalizing from this case study, it is important to remember that the transit station area development process in San Diego is likely better developed than in many other urban areas in the United States. The results from San Diego County can illustrate general issues that, if they have not already been encountered, might soon become important in other urban areas with rail transit systems. Also, given San Diego County’s longer history of both LRT and TOD when compared with most other regions, any barriers identified in San Diego County might be even more important elsewhere.

El gran deterioro alacanzado a final de los años 80 propició el acuerdo de un convenio de colaboración, denominado Plan RIVA, firmado entre las administraciones municipal (Ayuntamiento) y regional (Generatlitat Valenciana) para detener la degradación y destrucción de amplias áreas del centro histórico. El plan proponía la recuperación del patrimonio urbano y arquitectónico de Ciutat Vella de lo que parecía una imparable destrucción, estableciendo una inicial estrategia de intevención centrada en la regeneración del tejido urbano que se plasmaría en diversos planes especiales de protección por barrios. Si bien con diferente definición formal, las propuestas plantearon una actualización de los viejos espacios de la ciudad con una sistemática de intervención urbano-arquitectónica que pronto se vió afectada por la publicación de una nueva ley autonómica de patrimonio. La nueva protección del espacio público resultó mucho más restrictiva, y dejó sin aplicación amplias zonas de la ordenación pormenorizada de esos planes, muchas de cuyas ya comenzadas. En este artículo se analiza tanto la estrategia general de intervención en el conjunto urbano protegido de Ciutat Vella, como la redefinición detallada de algunos espacios públicos. Muchas de las nuevas ordenaciones urbanísticas de regeneración suponen ejemplos de una intervención respetuosa centrada en la lectura del lugar como escena urbana y como nuevas alineaciones que tiene en cuenta el parcelario histórico objeto de intervención.

The term creative industries began to be used in the second half of the nineties of last century, and since then it has started to appear in scientific research as well in the policy planning documents and processes in Latvia. For example, The Sustainable Development Strategy of Latvia until 2030 emphasizes both the importance of creative industries and the connection with the formation of a creative urban environment. The National Development Plan of Latvia for 2021-2027 highlights the importance of development of small businesses, including in creative industries and tourism in economically weaker regions. However, the development of creative industries entrepreneurship in the regions of Latvia is a little-studied topic so far. Previous studies on creative industries focus on their development in Riga, on their role in economic development and on general conceptual ideas. Aim of this study is to analyse activities set in the municipal planning documents to promote the development of creative industries and to assess the impact of creative industries entrepreneurship on regional development. The research is based on the analysis of the regional policy planning documents and on interviews with representatives of creative industries and with regional development planners. Research results showed that, while national policy planning documents stress that creative industries have an important role in the regional development, only a small number of local development plans highlight this role. Moreover, these documents are not always properly and effectively implemented. On the other hand, case studies showed that appropriate initiatives foster entrepreneurship in creative industries and they can play a key role in regional development.

Segons la legislació vigent a Catalunya, cal fer un procés d’avaluació ambiental de plans i programes públics, com a eina de prevenció, que permeti integrar els aspectes ambientals en la presa de decisions. Els plans d’ordenació urbanística municipal queden inclosos com a plans públics i han de tenir en compte l’execució d’aquesta avaluació ambiental i, concretament, les actuacions i la documentació que exigeix la normativa vigent (article 7 de la Llei 9/2006, de 28 d’abril, sobre l’avaluació dels efectes de determinats plans i programes sobre el medi ambient). El Pla d’ordenació urbanística municipal (en endavant, POUM) de Besalú, 2007, ha tingut, com a instrument d’avaluació ambiental, l’Informe de sostenibilitat ambiental (en endavant, ISA), el qual té per objectiu oferir un seguit de criteris sostenibles que serveixin de base per al desenvolupament urbanístic del municipi, basant-se en la integració dels principis de sostenibilitat establerts pel Decret 305/2006, la Llei estatal 9/2006, la Directiva 2001/42/CE i la nova Llei d’avaluació ambiental de plans i programes (AAPP) de Catalunya, aprovada pel Parlament de Catalunya el 15 d’abril de 2009. La Llei d’urbanisme i el seu Reglament es pronuncien clarament a favor d’un desenvolupament urbanístic sostenible, sobre la base de la utilització racional del territori, per compatibilitzar el creixement i el dinamisme econòmic necessaris amb la cohesió social, el respecte al medi ambient i la qualitat de vida de les generacions actuals i futures. Segons la Directiva 2001/42/CE, els elements ambientals de sostenibilitat que ha d’incorporar un Pla d’ordenació urbanística municipal s’han d’integrar des del primer moment en la presa de decisions que comporta la formulació del planejament. Per aquest motiu, és necessari fixar uns objectius ambientals, que són els següents: * Diagnòstic ambiental del territori. * Fixació d’objectius ambientals. * Determinació d’indicadors del compliment dels objectius marcats. * Incorporació dels objectius ambientals en les determinacions del planejament: d’ordenació, de normatives, de programació i de finançament. * Validació del compliment dels objectius establerts. * Mesures de desplegament i de seguiment. Segons l’art. 3.1 del Decret legislatiu 1/2005, de 26 de juliol, d’urbanisme, s’entén per principi de sostenibilitat relacionat amb el planejament urbanístic: “El desenvolupament urbanístic sostenible es defineix com la utilització racional del territori i el medi ambient i comporta conjuminar les necessitats de creixement amb la preservació dels recursos naturals i dels valors paisatgístics, arqueològics, històrics i culturals, a fi de garantir la qualitat de vida de les generacions presents i futures”. Aquest estudi de cas vol destacar la importància que va tenir l’anàlisi ambiental i l’avaluació de les característiques socioambientals més significatives dels nous sectors de creixement proposats i de les àrees objecte de modificació i/o transformació, així com les del seu context territorial immediat (mesura requerida al document de referència, emès per l’òrgan ambiental competent: “Oficina territorial d’avaluació ambiental estratègica de Girona”), per tal de justificar l’ordenació urbanística d’acord amb uns criteris urbanístics i socioambientals sostenibles. Strategic environmental evaluation: Case study, Urban Plan, POUM Besalú (Catalonia). According to the existing legislation in Catalonia it is necessary as a preventative method to carry out a process of environmental evaluation for planning and for public programmes which would allow for the integration of environment issues in the decision making processes. The urban town plans are considered to be public plans and therefore they must take into account this environmental evaluation. In particular they must consider the necessary actions as well as the specific documentation which the existing regulation requires (article 7 of the 9/2006 Regulation of 28 April relating to the effects of certain plans and programmes on the environment). As an instrument for environmental evaluation, the Urban Town Plan (POUM) Besalú 2007, has done a report on environmental sustainability, (ISA). The objective of this report is to offer a series of sustainable criterion which serve as a basis for the town planning development, basing itself upon the integration of the sustainable principals established in: The 305/2006 Decree, the State Legislation 9/2006, the Directive 2001/42/CE and the blueprint of the Catalan Environmental Evaluation Legislation for Plans and Programmes (AAPP). The urbanistic Legislation and its Regulations indicate to be clearly in favour of a sustainable urban development based upon the rational use of land in order to create compatibility between growth and the necessary economic dynamism together with social cohesion, respect towards the environment and the quality of life of the present and future generations. According to the Directive 2001/42/CE, the sustainable environmental elements which ought to be incorporated into the Urban Town Plan need to be integrated from the beginning of the decision making process which is required in the establishing of the general layout plan. For this reason it is necessary to establish the following environmental objectives: * Environmental diagnosis of the site. * Establishment of environmental objectives. * Setting up of pointers for compliance of the established objectives. * Incorporation of environmental objectives in the setting up of town plans, regulations, programming and financing. * Verification of compliance with established objectives. * Deployment measures and follow up. According to the Town Planning article 3.1 of the Legislative Decree 1/2005 dated 26 July, the concept of sustainability related to urban layout is understood as the following: ”Sustainable urban development is defined as the rational use of land and the environment and it involves the combination of the needs of expansion with the preservation of natural resources while taking into consideration landscape, arqueological, historic and cultural values with the intention of guaranteeing the quality of life of present and future generations.” This case study wishes to highlight the importance of the environmental analysis and the evaluation of the most important social-environmental characteristics in the new sectors of proposed growth and in the areas subject to modification and/or transformation the same as those in the immediate territorial context(this measure is required in the reference Document emited by the appropriate environmental body “Girona Land strategic environmental evaluation Office”) in order to justify the urban plan in accordance with urbanistic and sustainable social-environmental criterion.

Urban planners, politicians and citizens need comprehensive and clear information in order to conduct or get involved into successful evidence based planning and policy making. The objective to improve the quality of planning outcomes both at the local and regional level necessitates in creation of design mechanisms which could help planners verify and support their approach with quantitative analyses and simulation tools. While this sort of problems has already been explored for a while, with an abundant literature on the topic, there still remains a lot to say, especially when it comes to evaluation of plans, such as local plans of urban development, general plans, studies for the municipalities or larger, inter-municipal associations. Along with the implementation of INSPIRE Directive in Europe, data for these analyses, so far patchy and incomplete, becomes slowly but progressively available. The use of quantitative analyses may refer to several aspects of physical form, such as connectivity, continuity of ecological systems, conciseness of built structures and urban boundary, analyses of the morphology of urban tissue, etc. Completed with the qualitative description and enriched with the socio-cultural preconditions assessment they may give a comprehensive picture both of the current and the planned state. The Regional Municipality of York is located immediately north of the City of Toronto. It is the fastest growing municipality in Ontario. The rapid expansion of residential, industrial and commercial development in the municipality has led to a weakness in the electrical and gas infrastructure. The Ontario Power Authority (the agency responsible for managing the power requirements in the Province of Ontario) has recognized this weakness and has developed plans calling for a new gas-fired generating station and improvements to the electrical grid. The shortages of gas supply and electricity have not developed overnight. Hydro One, which runs the electrical grid, initiated a supply study in 2002. The study recommended upgrading a 115 kV transmission line to a double circuit 230 kV transmission line on the existing corridor. The ensuing public outcry resulted in the municipality passing a resolution against the upgrade. Similarly, a large gas-fired generating station proposal was abandoned as the result of citizen opposition. In 2003, the Ontario Energy Board approved new Environmental Guidelines for the Location, Construction and Operation of Hydrocarbon Pipelines and Facilities in Ontario. The guidelines include specific new requirements for planning pipelines in urban areas. Among other things, these requirements involve the identification of indirectly affected landowners and a more detailed analysis of public issues and how they were resolved. It became clear that in order to achieve regulatory success, not only would the public have to become actively engaged in the decision-making early in the process, the technical reviewers (federal, provincial and municipal agencies) would likewise have to be actively involved. Through the use of two case studies of proposed large-diameter natural gas pipelines initiated in York Region in 2005, this paper describes the techniques used to engage the public and the regulators. It also describes how the public involvement requirements contained in the Ontario Energy Board’s new guidelines were incorporated into the planning process. The case studies begin with a rationale for the study area selected. A description of issues follows. The techniques used to address these issues and the success of the program are documented. Techniques include face-to-face project initiation meetings, use of technical and citizens’ advisory committees, sub-committee meetings to resolve specific issues and site-specific field work. The study results illustrate that it is possible to plan a right-of-way in such a manner as to satisfy the general public and regulators, be compatible with existing development, conform to the new Ontario Energy Board guidelines and minimize the amount of remedial work required to mitigate the impacts occurring on and adjacent to the right-of-way.

El Call de Girona, su barrio judío, es uno de los conjuntos monumentales más importantes de Cataluña y por su nivel de conservación de toda Europa. Caracterizado por sus estrechas callejuelas, herederas de la trama romana de la Gerunda original, unido al resto del casco antiguo de la ciudad, se configuran como el centro histórico-urbano más importante de Cataluña. La creciente afluencia de turistas, junto con la sucesiva mejora y ordenación de las viviendas y edificios singulares que configuran el barrio, totalmente habitado y lleno de vida, está propiciando una serie de medidas urbanísticas para mejorar la accesibilidad al mismo a la vez que se consolida su uso residencial y de equipamientos, mediante una normativa de especial protección urbanística. Por otra parte esta ciudad dispone de un extraordinario sistema de información geográfica, (UMAT) Unidad Municipal de Análisis Territorial, que permite disponer de toda la cartografía urbana de la misma e incluso de un modelo de reconstrucción cartográfica virtual desarrollada por un equipo de expertos bajo los auspicios del Ayuntamiento de Girona y el Museo de Historia de la Ciudad. Tomando como entorno esta zona e información, se propone el desarrollo de una investigación aplicada dentro del ámbito de la expresión gráfica arquitectónica, fundada primero en un trabajo de análisis y estudio de las fuentes bibliográficas, cartográficas e históricas en materia de desarrollo histórico-urbano de la zona y en segundo lugar, en un estudio de aplicación de las modernas técnicas de representación SBIM Sketch Based Interface and Modeling y la AR, Augmented Reality. Fundiendo todos estos registros y campos de trabajo, se lanza la hipótesis de que es posible ampliar la traza de callejuelas actualmente existentes mediante la catalogación y levantamiento de dos nuevos callejones, que denominaremos 1, conocido antiguamente como el callejón “d’Hernandez” que proponemos renombrar como el de la Última Sinagoga y otro callejón, el nº 2 que llamaremos de “Les Dones”, recuperando una referencia histórica anterior, que hasta la fecha tan sólo estaban documentados como paso cerrado el 1 y sin pistas del 2, y que con nuestro trabajo de campo y aportación se ha visto que son perfectamente recuperables. Esta recuperación se aborda en la investigación, mediante la simulación visual de los mismos usando las técnicas de SBIM y AR, antes citadas, de forma combinada y adaptadas a las especificidades del trabajo y habilidades de un arquitecto-urbanista, de manera que se desarrollan una serie de casos de estudio prácticos cuyo objetivo final es que un observador, situado ante la actual entrada tapiada del callejón, mediante un dispositivo tipo Tablet PC, conectado a una webcam y un programa de bajo coste, pueda hacerse una idea de cuál sería el aspecto de esa callejuela. Esta estrategia de pre-visualización, ha de servir además para que el diseñador pueda plantear las posibles alternativas a su recuperación, no siempre evidentes si no evalúan sobre el lugar. En ese sentido y como arquitectos proponemos una solución arquitectónica en cada caso junto con el ensayo del uso de información sobre el terreno (UMAT) con el objetivo último de facilitar la accesibilidad a los diferentes monumentos y edificios patrimoniales del casco histórico de Girona. Por otra parte como docentes de expresión gráfica arquitectónica, ensayamos nuevas estratégicas que permitan potenciar la creatividad. Por último, con nuestro trabajo aspiramos a facilitar a los investigadores informáticos datos y experiencias, que les permitan optimizar las nuevas herramientas y procesos, y a los arquitectos en general, darles a conocer las posibilidades actuales en materia de SBIM y AR. The Call of Girona, its Jewish quarter, is one of the most important monumental assemblies of Catalonia and by its level of conservation, from across Europe. It characterized by their narrow alleys, heirs of the Roman plot of the Gerunda original, along with the remainder of the old helmet of the city, they configure themselves as the most important historic-urban center of Catalonia. The growing affluence of tourists, along with the successive improvement and ordering of the dwellings and singular buildings that configure the neighborhood, completely inhabited and full of life, is giving a series of urban development measures to improve the accessibility to the same one, at the same time that their residential use is consolidated and of equipment, by means of a regulation of special urban development protection. On the other hand this city has an extraordinary system of information online that permits to have all the urban cartography of the same one and even of a model of Virtual cartographic reconstruction developed by a team of experts under them you promote of the City Hall of Girona and the Museum of History of the City. Taking as environment this zone and information, the development of an investigation applied inside the environment of the architectural graphic expression is proposed, founded first in a work of analysis and study of the bibliographical, cartographic and historic sources in matter of historic-urban development of the zone and in second place, in a study of application of the modern techniques of representation SBIM Sketch Based Interface and Modeling and the Augmented Reality. Melting all these registrations and fields of work, the hypothesis is thrown that is possible to expand the plan of at present existing alleys by means of the cataloguing and lifting of two new alleys, that will call 1, or "d' Hernandez", that we propose to rename as that of the Last Synagogue and 2, or "De les Dones", to date only documented to level of location but that with our work of field and contribution has been seen that they are perfectly recoverable. This recovery is undertaken in the investigation, by means of the visual simulation of the same using the techniques of SBIM and AR, before cited, of form combined and adapted to the specificities of the work and abilities of an architect-town planner, so that they develop a practical study cases series whose final objective is that a visitor, situated before the current entrance walled of the alley, by means of a device type Tablet PC connected to a webcam, can be get an idea of which would be the aspect of that alley, on the other hand inaccessible, given that at present is found walled. This strategy of pre-viewing, should serve besides so that the designer can present the possible alternatives to his not always evident, physical recovery. In that sense and as the architects we propose an architectural solution in each case along with the information devices trial on the land that facilitate the accessibility to the different monuments and hereditary buildings of the historic center of Girona. On the other hand as educational of architectural graphic expression, we practice new strategic graphic that permit to promote the creativity and as a group to facilitate the investigators data processing data and experiences that permit to optimize the new tools and processes, and to the architects in general, to bring to light the current possibilities in matter of SBIM and AR.

El cambio climático –tema de gran relevancia a nivel mundial puesto que es una amenaza acelerada, existente y vigente para la humanidad, los recursos naturales y el ambiente– es considerado por muchos como uno de los mayores desafíos a nivel mundial. Lo anterior contribuido a que el gobierno de Colombia genere nuevas políticas territoriales, basadas en instrumentos de corto, mediano y largo plazo, en las cuales las administraciones municipales adoptan, revisan, actualizan e incorporan, en sus Planes de Desarrollo Municipal, acciones encaminadas a la mitigación de gases efecto invernadero y a la destinación de recursos financieros. Es por esto, que la Contraloría General de Antioquia, desde la Contraloría Auxiliar de los Recursos Naturales y del Ambiente, desarrolla el presente artículo con el fin de conocer si la desarticulación entre el Plan Integral de Cambio Climático de Antioquia y los Planes de Desarrollo Municipales afecta las inversiones de las administraciones municipales del departamento de Antioquia para la gestión de cambio climático. La metodología aplicada consideró un enfoque cualitativo, donde se analizaron las variables: instrumentos de planificación (Plan de Desarrollo Municipal y Plan Integral de Gestión de Cambio Climático de Antioquia) y las inversiones con recursos propios de las administraciones municipales en el componente de cambio climático en la vigencia 2021. Para lo cual, los resultados obtenidos evidenciaron que la desarticulación entre los planes mencionados, no afectaron las inversiones municipales ejecutadas. Así, con esta investigación se da apertura a posibles desarrollos de nuevos estudios o informes asociados, que permitan indagar o conocer factores que inciden en la eficiencia de las inversiones realizadas en cambio climático al no tener incorporado el Plan Integral de Gestión de Cambio Climático de Antioquia en los Planes de Desarrollo Municipal.

The MIMI project was initiated by the DSI in partnership with the South African Local Government Association (SALGA), the HSRC and UKZN. The purpose of this initiative was to develop an innovative tool capable of assessing and measuring the innovation landscape in municipalities, thus enabling municipalities to adopt innovative practices to improve service delivery. The outcome of the implementation testing, based on the participation of 22 municipalities, demonstrated the value and the capacity of MIMI to produce innovation maturity scores for municipalities. The digital assessment tool looked at how a municipality, as an organisation, responds to science, technology and innovation (STI) linked to service delivery, and the innovation capabilities and readiness of the municipality and the officials themselves. The tool is also designed to recommend areas of improvements in adopting innovative practices and nurturing an innovation mindset for impactful municipal service delivery. The plan going forward is to conduct learning forums to train municipal officials on how to use the MIMI digital platform, inform them about the nationwide implementation rollout plan and support municipal officials to engage in interactive and shared learnings to allow them to move to higher innovation maturity levels. The virtual launch featured a keynote address by the DSI Director-General, Dr Phil Mjwara; Prof Mehmet Akif Demircioglu from the National University of Singapore gave an international perspective on innovation measurements in the public sector; and messages of support were received from MIMI partners, delivered by Prof Mosa Moshabela, Deputy Vice-Chancellor (DVC) of Research at the University of KwaZulu-Natal (UKZN) and Prof Leickness Simbayi, Acting CEO of the Human Sciences Research Council (HSRC).
