On the eve of the 1914-18 war, Great Powers had competed for influence in the Balkans. While preparing for the war with the Ottoman Empire the Balkan states were ready to take huge war credits and to place big orders for weapons and military equipment. Foreign Office did not show any interest in involving British capital and industry in this competition. British diplomacy even discouraged investments in Serbian military programme before 1914.

Abstract In the summer of 1808 a British army was dispatched to Portugal with orders to expel French troops from Lisbon and then to defend the country against further attacks. Thus commenced a six-year commitment to the region. The history of British involvement in the Peninsular War is familiar to many through the works of William Napier, Charles Oman and Sir John Fortescue. However, a point often overlooked is that although the operation began with limited aims, it evolved into a major, long-term financial and military commitment, which was not typical of wider British strategy in this period or of traditional British intervention in Portuguese affairs. It is the intention here to examine the period 1793–1808, when a succession of both tory and whig governments intervened in Portugal with aims that were defensive, limited in scope and characterized by the use of maritime-based expeditionary forces.

Joseph Welsh was the British Vice Consul in the port of Veracruz at the time of the uprising of 1832 by General Antonio López de Santa Anna against the government of Anastasio Bustamante. Contravening the orders of his superiors, who reiterated the view that it was his obligation to observe the strictest neutrality in the conflict and not interfere in Mexican politics, Welsh found himself supporting Santa Anna and the rebels. As a result, at the end of March, Bustamante's administration demanded that he be removed from office. The British Minister Plenipotentiary, Richard Pakenham, acquiesced. This article provides a narrative of the events that led to Welsh's forced resignation and explores what they tell us about British diplomacy in Mexico during the early national period. It also analyses Welsh's understanding of the revolt and his views on Santa Anna, providing some insights, from a generally ignored British perspective, into Santa Anna's notorious appeal and politico-military measures.

Abstract: On 19 October 1781, at the surrender of Yorktown, the Comte de Rochambeau replied to the British general Charles O'Hara, who wanted to give his sword to Rochambeau rather than George Washington, that the French army was only auxiliary on this continent. This reply corresponded exactly to the mission defined at Versailles the previous year. But it is surprising: how can a great military power take orders from a smaller one? The answer lies in the evolution of the practical arrangements for Franco-American military cooperation between 1778 and 1781. France sent large naval and land forces across the Atlantic. But for success to be possible, the French and Americans had to be able to act together, and French sailors and soldiers had to be able to master combined operations.

ABSTRACTBy the early 1830s, American sealers expected free access to the waters and harbours of the Falkland Islands, an active rule over which had not been recognized by the United States. The US government, in the form of President Andrew Jackson and the State Department, adhered to a policy of freedom of the seas, and therefore backed the rights of American sealers to unrestricted access in the South Atlantic. After three sealing ships were impounded by the Argentinian authorities in the Falklands in 1831, the US Navy sloop Lexington, under the command of Captain Silas Duncan, destroyed the island group's capital at Puerto Soledad, and, with it, the Argentine military defences. The State Department informed the Argentine govermcnt that it had no claims, historic or actual, to the Falklands. The American policy of not recognizing the Argentine claims, which continued for half a century, did not interfere with British designs. In 1832–33 the British government issued orders for the Admiralty to send a warship to re-establish British control of the Falklands.

Despite the incorporating union of 1707, the pursuit of legislation at Westminster was an overwhelmingly English practice in the eighteenth century, even when Scotland's smaller population is taken into account. Narratives of the making of the post-union state have commonly stressed Scotland's limited incorporation before 1800, and the significance of executive action exercised through military force and orders from central boards for manufactories and agriculture. But if our attention is turned to litigation, a different picture of the British state and Scotland's place within it emerges. Scottish appeals to the house of lords, which was the state's highest civil court, are shown to be a means of bringing in British power to maintain autonomy and privilege at the local, rather than national, level. With much litigation centred on preserving local privileges, the utility of ‘nation’ as an interpretive framework is questioned. Both British and Scottish governance are shown to be pluralistic, with considerable mixing of privileges and autonomies. During the century, Scots applied for Westminster's power to defend their privileges from infringement by other Scots, whilst also insulating themselves from some of the effects of Westminster legislation. The union was constituted by a shifting and mixed tapestry of laws.

SUMMARYPart of Robert T. Leiper's (1881–1969) lasting legacy in medical helminthology is grounded on his pioneering work on schistosomiasis (Bilharzia). Having undertaken many expeditions to the tropics, his fascination with parasite life cycles typically allowed him to devise simple preventive measures that curtailed transmission. Building on his formative work with others in Africa and Asia, and again in Egypt in 1915, he elucidated the life cycles of African schistosomes. His mandate, then commissioned by the British War Office, was to prevent and break transmission of this disease in British troops. This he did by raising standing orders based on simple water hygiene measures. Whilst feasible in military camp settings, today their routine implementation is sadly out of reach for millions of Africans living in poverty. Whilst we celebrate the centenary of Leiper's research we draw attention to some of his lesser known colleagues, then focus on schistosomiasis in Uganda discussing why expanded access to treatment with praziquantel is needed now. Looking to WHO 2020 targets for neglected tropical diseases, we introduce COUNTDOWN, an implementation research consortium funded by DFID, UK, which fosters the scale-up of interventions and confirm the current relevance of Leiper's original research.

France and the Yougoslav Navy ; 1918-1935 ; After contributing significantly to the establishment of the Kingdom of the South Slavs, Croats and Slovenes in 1918-19 and to drawing its frontiers, France then tied the country into a geo-political system, alongside Poland, Romania and Czechoslovakia, designed to constitute a counterweight to any future fresh German drive into southeastern Europe. However, though the French presence was very marked in the new Yugoslav army and air force, it encountered strong resistance in the navy arising from the fact that the officers of the Yugoslav marine were all veterans of the former Austro-Hungarian navy, which had recruited chiefly among the Croats of Dalmatia. They had therefore fought in 1914-18 ‘on the other side’, and impeded French efforts, notably in the field of orders for armaments -and therefore in the sense of achieving standardised weaponry throughout the Little Entente. French diplomacy also had a responsibility for this impasse because — when faced by the growing antagonism between fascist Italy and a Yugoslavia led by the Serbian Karageordjovic dynasty - it refused to side with its client-State. France avoided as far as possible any naval deployments into the Adriatic (which Rome considered as an ‘Italian lake’), preferring to maintain comunications via the Greek port of Salonika and through Macedonia. This state of affairs created the opportunity for Britain to enter the market for Yugoslav shipbuilding contracts in the early 1930s -reflecting British interest in a fleet that was small but had the potential to offset Italy’s threat to the Mediterranean and the route to India via Suez, after the 1930 London naval limitations treaty. French naval influence was only salvaged in 1934 when the Serbian military ‘establishment’ finally extended its grip to the only Yugoslav armed service that had previously escaped it. France was thus able to prevail in securing naval orders over its German and especially its British competitors. However this happy turn of events was unique to the Yugoslav navy : in the other two Yugoslav armed services, French influence was by now on the wane. And alongside this, furthermore, Milan Stojadinovic, Yugoslavia’s prime minister from June 1935 to February 1939, steadily re-aligned his country closer to Nazi Germany and fascist Italy.

Reflecting on the theme of ‘Empire and Christianity’, this article compares two periods in the Catholic mission to China. The first period, between 1583 and 1800, was characterized by the accommodation of European missionaries to the laws, culture and customs of the Chinese empire during the Ming and Qing dynasties. The work of the Jesuits, in particular, demonstrated a method of evangelization in which Christian teachings could be accommodated to the political realities of Late Imperial China as exemplified by the work of Matteo Ricci, Ferdinand Verbiest, Tomas Pereira, Joachim Gerbillon and many generations of Jesuits and missionaries of other religious orders. The Chinese Rites Controversy, however, disrupted this accommodation between Christianity and empire in China. Despite tacit toleration in the capital, Christianity was outlawed after 1705. After the suppression of the Society of Jesus in 1773, Catholicism in China became increasingly indigenized. In 1842, after the defeat of the Qing empire by the British in the First Opium War, the prohibition of Christianity was lifted. Both Catholic and Protestant missionaries entered China, backed by Western diplomatic and military power. This led to the confrontation between China and Christianity, culminating in the 1900 Boxer Uprising. A concerted effort to indigenize Christianity in the early twentieth century ultimately failed, resulting in the separation of Christianity in China from global Christianity after 1950.

This article considers cinemas in Leningrad during the Great Patriotic War was a social space, which, using concept of the French sociologist Henri Lefebvre, can be considered as having three levels. First, there is a “representation of space”, that implies these aspects: how cinemas were represented and embodied in material forms (architectural appearance and interior decoration), and how the work of this institution was planned. The second level is “spatial practices”: the functioning of the cinema in real conditions through the activities of its employees, which could differ from orders from above. The third level is the “space of representations”, or how the cinema appears to viewers who visited it. During the Great Patriotic War, the social space of architectural structures in Leningrad cinemas largely remained the same as in the pre-war period. However, in wartime, mobilization acquired a larger character in cinemas. The spatial practices of cinema employees, whose composition has undergone changes in connection with the mass conscription to the front, labor mobilizations, diseases, and high mortality (mostly elderly and disabled people worked there) were also been transformed. The working day for cinema workers increased significantly. At the same time, a number of cinemas in Leningrad were temporarily closed and “conserved”. Cinemas as “spaces of representation” were associated for many viewers with a place of cultural practices, recreation, and distraction from the scourge of war. The repertoire of cinemas in Leningrad in contrast to the pre-war period, has changed significantly in the direction of increasing the display of newsreels, educational and documentary films, as well as military-historical feature films and “allied films” of American and British production.

In 1934, construction began on training centers for the upper echelons of future NS leadership: the Vogelsang in the Eifel, Krössinsee (Polish Złocieniec-Budowo) in western Pomerania, and Sonthofen in Allgäu. Through the enormous efforts of the German Labor Front (DAF) the training centres, called Ordensburgen (literally: ‘castles of the orders’), were completed in 1936. In the meantime, much literature has been published on all of the NS Ordenburgen, yet an investigation of the genesis and analysis of their form is still lacking, which this essay partially attempts to address. The intention was undoubtedly to build Ordensburgen on the southern, western and eastern fringes of the Reich distanced less than 60 kilometres from the border. Rosenberg, who had made a statement to this effect in a speech in 1934, coined the name ‘Ordensburg’ in connection with the Teutonic Order – the proud champion of ‘Germanness’. The name evoked other echoes from history: young men who were trained for warfare and administration and who lived a life closed of from outside influences. The name also recalled the medieval orders of knights who exercised their power as a military authority along the frontiers of Christianity from Spain to Palestine. If we go beyond a formal interpretation of the Ordensburgen, what can be seen in all the three structures is the important symbolic function of towers (two rectangular brick towers were erected in Kroessinsee in 1939). In all of them so-called Tingplätze were built, a kind of open-air theatre for political rallies. Moreover, the architect Clemens Klotz embraced the modern age. In adhering to contemporary thought, he blended the cosiness of the Heimatstil with the monumentality and pathos of Neoclassicism. Other forms are also found, such as oval risalites derived from ‘Neues Bauen’ or the protruding window reveal, or the use of unworked stone blocks, something that was particularly characteristic of NS architecture. Yet despite the name ’Ordensburg’, formal references to medieval architecture are sparse. The most apparent examples are seen in the Sonthofen architecture of Herman Giesler in the proportions of the main tower or the vaulted ceilings of the tavern (the so-called Fuchsbau). After 1945, the Ordensburgen became the military barracks of the victors: Vogelsang was British until 1950, then Belgian; Sonthofen was American until 1956 and then turned over to the German Bundeswehr; Krössinsee was used by the Soviet army from 1947 or 1948, and afterward became the Polish Budowo. Vogelsang was opened to the public in 2006. Today, we face ongoing questions about the preservation and new uses of the Ordensburg structures and facilities. The designation of the former NS training centres as memorial sites, in which the juncture between Ordensburgen and the NS crimes finds physical expression, will presumably be the sole way to ensure their continued existence. Between 1939 and 1940, approximately 260 Ordensjunkers (the name derived from ‘Junker’: a nobleman from the landed class) were sent from Krössinsee on military assignment to the area of Poznań (‘Warthegau’), from where up to a half a million Poles and Jews were expelled to the Government General. Further documentation shows the involvement of the Ordensjunkers in the Holocaust during 1941 in the occupied Soviet territories. In making the buildings of the Ordensburgen accessible to the public, while at the same time laying bare the reality behind the mystique, it seems necessary to proceed on a different path than that which has been taken up to now. ‘Domesticating’ the testimonies of a terror regime has been expressed in ways such as the oversized colourful pillows for visitor seating at the Wewelsburg Castle or the garish plastic forms in Vogelsang. Tus, in addition to taking stock of the buildings and making a case for their preservation, the serious question that must be asked is how to deal with this kind of legacy. In this article, the author explores the issue of cooperation between the Organization of Ukrainian Nationalists (OUN) and Great Britain and the United States of America in the first postwar decade. The object of the author’s study is the Ukrainian liberation movement, the subject of study is the cooperation of Ukrainian nationalists with the special services of Western countries in the context of the confrontation with the Soviet Union in the early stages of the Cold War. The sources of the study are internal documents of the Soviet security services, reports, orders of the Ministry of State Security and the Committee of State Security of the USSR and protocols of interrogations of participants and leaders of the Ukrainian underground. In this context, the interrogation reports of V. Okhrymovych, the head of intelligence of the Ukrainian liberation movement abroad, who was trained in intelligence at the school of spies and in 1951 was landed in Soviet-controlled territory, were discovered and arrested by the KGB. The author analyzed the peculiarities of the geopolitical situation in Ukraine and the entire region of Central and Eastern Europe in the postwar period. Separately, the researcher studied the specifics and features of cooperation of Ukrainian nationalists with the intelligence agencies of the United States and Great Britain. The author analyzed the documents available in the archives of Ukraine for evidence of cooperation and coordination of efforts of the Ukrainian liberation movement abroad with representatives of special services of foreign states to gather intelligence in the USSR anti-Soviet sentiments, etc. The analysis of the facts in the documents showed the complexity of the situation of the Ukrainian liberation movement at the final stage of the armed struggle on the territory of Ukraine. In fact, Western special services were in dire need of intelligence from the Soviet Union, while centers of the Ukrainian movement abroad needed support in weapons, equipment, radio, new methods of sabotage and intelligence, and financial support. OUN members also had to study and learn about parachuting abroad, as illegal land routes were blocked by socialist countries. The transfer of Ukrainian underground was carried out illegally on American or British planes, from which landings were carried out over the territory of Ukraine together with walkie-talkies and equipment. The overthrown had to get in touch with the underground in Ukraine and renew the line of communication with the network of the Ukrainian liberation movement in the USSR. This article will be of interest to researchers of the history of Ukraine, the Soviet Union, the United States and the European continent of the ХХ century, specialists in military affairs, intelligence and the Ukrainian liberation movement, students and anyone persons interested in history.

Dès l'attaque de Pearl Harbor par le Japon, le 7 décembre 1941, les États-Unis et le Canada ont tous deux pensé que leur sécurité était menacée par la présence de personnes d'origine et de descendance japonaises sur la côte du Pacifique, où existait déjà un fort sentiment anti-japonais. Les droits des individus paraissent avoir été tout à fait oubliés par ceux qui, dans les deux pays, furent chargés de remédier à cette situation plutôt imaginaire que réelle. Sans qu'il ne soit tenu compte de la nationalité et de la loyauté des personnes, tout un groupe ethnique a été ainsi obligé d'abandonner ses biens et placé de force dans des centres de détention éloignés du foyer et du lieu de travail habituel. Aux États-Unis, ce déplacement massif fut le résultat d'Executive Orders, de Relocation Orders et de Civilian Exclusion Orders. Au Canada, cette déportation fut décidée par ordres en conseil. La British Columbia Security Commission, composée de trois personnes, eut la responsabilité d'organiser et de diriger l'évacuation de toutes les personnes de race japonaise de certaines régions de la Colombie Britannique. Cette Commission eut à déterminer le moment de l'évacuation, le mode de transport, l'endroit de détention, etc. . . Aux États-Unis, quatre-vingt-dix jours après que l'évacuation eut été entreprise sous surveillance militaire, 110,142 personnes avaient été déplacées à partir de certaines régions des États de Californie, de Washington, d'Oregon et d'Arizona. Au Canada, une fois que la Commission de sécurité de la Colombie Britannique eut accompli son travail, toutes les personnes d'origine et de descendance japonaises, soit environ 21,000 personnes, avaient été repoussées à l'intérieur d'une bande de terre large de cent milles partant de la côte du Pacifique. Aux États-Unis, les Japonais purent contester ce déplacement pendant qu'il eut lieu, avant la fin de la guerre. Au Canada, ce ne fut possible qu'après la guerre, et que relativement à la validité des ordres de déportation. Dans le cas des États-Unis, trois cas ont été examinés par la Cour suprême. Dans deux causes, Hirabayashi v. United States (1943) et Korematsu v. United States (1944), le pouvoir du Gouvernement des États-Unis d'agir ainsi en temps d'urgence a été affirmé. Dans une troisième, Ex Parte Mitsuye Endo, l'idée que le Gouvernement peut dans ces circonstances détenir une personne loyale a été rejetée. Dans ce jugement le juge William O. Douglas a écrit : « Un citoyen reconnu comme fidèle ne pose aucun problème d'espionnage ou de sabotage. La fidélité est une matière du coeur et de l'esprit, et non de race, de croyance, ou de couleur. Celui qui est fidèle n'est par définition ni espion ni saboteur. Quand le pouvoir de détenir dérive du pouvoir de protéger l'effort de guerre de l'espionnage et dit sabotage, la détention qui n'a aucun rapport avec cet objectif est sans autorisation ». Au Canada, la Cour suprême s'est divisée sur la question de la validité de la déportation des épouses, des enfants de moins de seize ans et des sujets britanniques résidant au Canada. Le Conseil privé fut toutefois d'avis que les ordres en conseil devaient être envisagés dans leur ensemble et qu'ils n'étaient pas ultra vires. D'un point de vue rétrospectif, le traitement des Japonais-américains et des Japonais-canadiens pendant la deuxième guerre mondiale montre qu'en temps d'urgence, même l'homme raisonnable et juste peut parfois oublier les droits d'autrui et agir d'une façon très étrange.

The global spread of Salafism, though it began in the 1960s and 1970s, only started to attract significant attention from scholars and analysts outside of Islamic studies as well as journalists, politicians, and the general public following the September 11, 2001 terrorist attacks perpetrated by Al-Qaeda Central. After the attacks, Salafism—or, as it was pejoratively labeled by its critics inside and outside of the Islamic tradition, “Wahhabism”—was accused of being the ideological basis of all expressions of Sunni militancy from North America and Europe to West and East Africa, the Arab world, and into Asia. According to this narrative, Usama bin Laden, Ayman al-Za- wahiri, Abu Bakr al-Baghdadi, and other Sunni jihadis were merely putting into action the commands of medieval ‘ulama such as Ibn Taymiyya, the eighteenth century Najdi Hanbali Muhammad ibn ‘Abd al-Wahhab, and modern revolutionary ideologues like Sayyid Qutb and ‘Abdullah ‘Azzam. To eradicate terrorism, you must eliminate or neuter Salafism, say its critics. The reality, of course, is far more complex than this simplistic nar- rative purports. Salafism, though its adherents share the same core set of creedal beliefs and methodological approaches toward the interpretation of the Qur’an and hadith and Sunni legal canon, comes in many forms, from the scholastic and hierarchical Salafism of the ‘ulama in Saudi Arabia and other Muslim majority countries to the decentralized, self-described Salafi groups in Europe and North America who cluster around a single char- ismatic preacher who often has limited formal religious education. What unifies these different expressions of Salafism is a core canon of religious and legal texts and set of scholars who are widely respected and referenced in Salafi circles. Thurston grounds his fieldwork and text-based analysis of Salafism in Nigeria, Africa’s most populous country and home to one of the world’s largest single Muslim national populations, through the lens of this canon, which he defines as a “communally negotiated set of texts that is governed by rules of interpretation and appropriation” (1). He argues fur- ther that in the history of Nigerian Salafism, one can trace the major stages that the global Salafi movement has navigated as it spread from the Arab Middle East to what are erroneously often seen as “peripheral” areas of the Islamic world, Africa and parts of Asia. The book is based on extensive fieldwork in Nigeria including interviews with key Nigerian Salafi scholars and other leading figures as well as a wide range of textual primary sourc- es including British and Nigerian archival documents, international and national news media reports, leaked US embassy cables, and a significant number of religious lectures and sermons and writings by Nigerian Salafis in Arabic and Hausa. In Chapter One, Thurston argues that the Salafi canon gives individ- ual and groups of Salafis a sense of identity and membership in a unique and, to them, superior religious community that is linked closely to their understanding and reading of sacred history and the revered figures of the Prophet Muhammad and the Ṣaḥāba. Salafism as an intellectual current, theology, and methodological approach is transmitted through this can- on which serves not only as a vehicle for proselytization but also a rule- book through which the boundaries of what is and is not “Salafism” are determined by its adherents and leading authorities. The book’s analytical framework and approach toward understanding Salafism, which rests on seeing it as a textual tradition, runs counter to the popular but problematic tendency in much of the existing discussion and even scholarly literature on Salafism that defines it as a literalist, one-dimensional, and puritani- cal creed with a singular focus on the Qur’an and hadith canon. Salafis, Thurston argues, do not simply derive religious and legal rulings in linear fashion from the Qur’an and Prophetic Sunna but rather engage in a co- herent and uniform process of aligning today’s Salafi community with a set of normative practices and beliefs laid out by key Salafi scholars from the recent past. Thurston divides the emergence of a distinct “Salafi” current within Sunnis into two phases. The first stretches from 1880 to 1950, as Sun- ni scholars from around the Muslim-majority world whose approaches shared a common hadith-centered methodology came into closer contact. The second is from the 1960s through the present, as key Salafi institutions (such as the Islamic University of Medina and other Saudi Salafi bodies) were founded and began attracting and (perhaps most importantly) fund- ing and sponsoring Sunni students from countries such as Nigeria to come study in Saudi Arabia, where they were deeply embedded in the Salafi tra- dition before returning to their home countries where, in turn, they spread Salafism among local Muslims. Nigeria’s Muslim-majority north, as with other regions such as Yemen’s northern Sa‘ada governorate, proved to be a fertile ground for Salafism in large part because it enabled local Muslims from more humble social backgrounds to challenge the longtime domi- nance of hereditary ruling families and the established religious class. In northern Nigeria the latter was and continues to be dominated by Sufi or- ders and their shaykhs whose long-running claim to communal leadership faced new and substantive theological and resource challenges following the return of Nigerian seminary students from Saudi Arabia’s Salafi scho- lastic institutions in the 1990s and early 2000s. In Chapters Two and Three, Thurston traces the history of Nigerian and other African students in Saudi Arabia, which significantly expanded following the 1961 founding of the Islamic University of Medina (which remains the preeminent Salafi seminary and university in the world) and after active outreach across the Sunni Muslim world by the Saudi govern- ment and Salafi religious elite to attract students through lucrative funding and scholarship packages. The process of developing an African Salafism was not one-dimensional or imposed from the top-down by Saudi Salafi elites, but instead saw Nigerian and other African Salafi students partici- pate actively in shaping and theorizing Salafi da‘wa that took into account the specifics of each African country and Islamic religious and social envi- ronment. In Nigeria and other parts of West and East Africa, this included considering the historically dominant position of Sufi orders and popular practices such as devotion to saints and grave and shrine visitation. African and Saudi Salafis also forged relationships with local African partners, in- cluding powerful political figures such as Ahmadu Bello and his religious adviser Abubakar Gumi, by attracting them with the benefits of establishing ties with wealthy international Islamic organizations founded and backed by the Saudi state, including the Muslim World League. Nigerian Salafis returning from their studies in Saudi Arabia actively promoted their Salafi canon among local Muslims, waging an aggressive proselytization campaign that sought to chip away at the dominance of traditional political and religious elites, the Sufi shaykhs. This process is covered in Chapter Four. Drawing on key sets of legal and exegetical writ- ings by Ibn Taymiyya, Muhammad ibn ‘Abd al-Wahhab, and other Salafi scholars, Nigerian Salafis sought to introduce a framework—represented by the canon—through which their students and adherents approach re- ligious interpretation and practice. By mastering one’s understanding and ability to correctly interpret scripture and the hadith, Salafis believe, one will also live a more ethical life based on a core set of “Salafi” principles that govern not only religious but also political, social, and economic life. Salaf- ism, Thurston argues, drawing on the work of Terje Østebø on Ethiopian Salafism, becomes localized within a specific environment.As part of their da‘wa campaigns, Nigerian Salafis have utilized media and new technology to debate their rivals and critics as well as to broad- en their own influence over Nigerian Muslims and national society more broadly, actions analyzed in Chapter Five. Using the Internet, video and audio recorded sermons and religious lectures, books and pamphlets, and oral proselytization and preaching, Nigerian Salafis, like other Muslim ac- tivists and groups, see in media and technology an extension of the phys- ical infrastructure provided by institutions such as mosques and religious schools. This media/cyber infrastructure is as, if not increasingly more, valuable as the control of physical space because it allows for the rapid spread of ideas beyond what would have historically been possible for local religious preachers and missionaries. Instead of preaching political revo- lution, Nigerian Salafi activists sought to win greater access to the media including radio airtime because they believed this would ultimately lead to the triumph of their religious message despite the power of skeptical to downright hostile local audiences among the Sufi orders and non-Salafis dedicated to the Maliki juridical canon.In the realm of politics, the subject of Chapter Six, Nigeria’s Salafis base their political ideology on the core tenets of the Salafi creed and canon, tenets which cast Salafism as being not only the purest but the only true version of Islam, and require of Salafis to establish moral reform of a way- ward Muslim society. Salafi scholars seek to bring about social, political, and religious reform, which collectively represent a “return” to the Prophet Muhammad’s Islam, by speaking truth to power and advising and repri- manding, as necessary, Muslim political rulers. In navigating the multi-po- lar and complex realm of national and regional politics, Thurston argues, Nigerian Salafi scholars educated in Saudi Arabia unwittingly opened the door to cruder and more extreme, militant voices of figures lacking the same level of study of the Salafi canon or Sunni Islam generally. The most infamous of the latter is “Boko Haram,” the jihadi-insurgent group today based around Lake Chad in Nigeria, Chad, and Niger, which calls itself Jama‘at Ahl al-Sunna li-l-Da‘wa wa-l-Jihad and is led by the bombastic Abubakar Shekau. Boko Haram, under the leadership first of the revivalist preacher Mu- hammad Yusuf and then Shekau, is covered at length in the book’s third and final part, which is composed of two chapters. Yusuf, unlike mainstream Nigerian Salafis, sought to weaponize the Salafi canon against the state in- stead of using it as a tool to bring about desired reforms. Drawing on the writings of influential Arab jihadi ideologues including Abu Muhammad al-Maqdisi and the apocalyptic revolutionary Juhayman al-‘Utaybi, the lat- ter of whom participated in the 1979 seizure of the Grand Mosque in Mecca, Yusuf cited key Salafi concepts such as al-walā’ min al-mu’minīn wa-l-bara’ ‘an al-kāfirīn (loyalty to the Believers and disavowal of the Disbelievers) and beliefs about absolute monotheism (tawḥīd) as the basis of his revival- ist preaching. Based on these principle, he claimed, Muslims must not only fulfill their ritual duties such as prayer and fasting during Ramadan but also actively fight “unbelief” (kufr) and “apostasy” (ridda) and bring about God’s rule on earth, following the correct path of the community of the Prophet Abraham (Millat Ibrāhīm) referenced in multiple Qur’anic verses and outlined as a theological project for action by al-Maqdisi in a lengthy book of that name that has had a profound influence on the formation of modern Sunni jihadism. Instead of seeing Boko Haram, particularly under Shekau’s leadership, as a “Salafi” or “jihadi-Salafi” group, Thurston argues it is a case study of how a group that at one point in its history adhered to Salafism can move away from and beyond it. In the case of Shekau and his “post-Salafism,” he writes, the group, like Islamic State, has shifted away from the Salafi canon and toward a jihadism that uses only stripped-down elements from the canon and does so solely to propagate a militaristic form of jihad. Islam and Islamic movements in Africa have developed in social and political environments that are not mirrors to the dominant models of the Arab world (in particular, Egypt). He convincingly points out that analysis of all forms of African Islamic social and political mobi- lization through a Middle East and Egypt-heavy lens obscures much more than it elucidates. Abstract The editorial team of the Israeli National Legislation Database endeavored to locate all the proclamations, ordinances, and ‘Orders in Council’ published from the beginning of the British military regime in Palestine to the last ‘hidden laws’ published in the waning days of the British Mandate. These documents complete the historical information on Israel state laws and shed light on the initial establishment of the legal and judicial system in Palestine, before the establishment of the State of Israel. In this paper, we describe the development of legislation under British regime, from 1917 to the establishment of the State of Israel in 1948. We introduce the three figures who played key roles in regulating the legislative system: Orme Bigland Clark, Norman Bentwich, and Sir Robert Harry Drayton, and describe the legislative process that was developed and the legislative procedures that prevailed at the time. The legal framework of this period, alongside the remaining Ottoman legislation, formed a solid basis for the legislative system and process for the Provisional State Council and subsequently, the Knesset.

The widespread use of chemical munitions of different types, numerous toxic agents and their delivery systems (field and heavy artillery, mortars and Livens projectors) by all the belligerents influenced military tactics and operational art at World War 1. In 1915-1916, during the period of trench warfare, the use of chemical weapons for breaking through the enemy`s first defence lines changed the structure of combat orders and led to their dispersal and the deployment in depth of the defensive zone. In 1917 chemical weapons made it possible to overcome the contradiction between the lengthy preliminary artillery bombardment and the surprise of the offensive. The unprecedented artillery chemical bombardments fired by the German Army, artillery chemical battle, resulted in the significant success of the Germans in spring offensives in 1918, when large parts of the front were given up by the retiring Allied forces. The dynamics of the growth of the chemical warfare agents` (CWA) production, the development of means and methods for delivering the agents efficiently to the target by the Allied countries allowed the authors to suggest that in case Germany had not signed the armistice of 11 November 1918 with the Allies, the large-scale battlefield use of chemical weapons could multiply both in quality and in quantity. The development of the bombardment aviation and the inability of Germany to carry out a retaliatory chemical attack, that became obvious at the end of 1918, offered a golden opportunity for the Allies to use chemical agents in 1919 without any legal or humanitarian limitation on the methods of warfare. This article is concerned also with tactical and operational objectives and targets the belligerents tried to achieve by using chemical weapons during separate battles, the evolution of chemical weapons and chemical warfare agents and their joint impact on military operations at the battlefields of World War 1.

“Pursuant to War Department Letter orders dated Nov 24, 1942, [Lt. Col. W. Randolph Lovelace, II, Medical Corps], proceeded to the above‐named theatres to secure information on aviation medicine, oxygen equipment developed at Wright Field and the status of evacuation of sick and wounded by air” (Aero Medical Laboratory (AML) Report No. ENG‐M‐49‐697‐1B, 1 May 1943). Thus began Lt. Col. Randy Lovelace's whirlwind tour of U.S. Army airfields overseas, stretching from Trinidad to the Far East. Lt. Col. Lovelace was accompanied by Brig. Gen. David N.W. Grant (Air Surgeon for the USAAF), five TWA pilots, and representatives of Air Transport Command (ATC). They left Washington D.C. on Nov 25th 1942 and flew eastward in C‐87 and C‐47 military transports, making stops at 20 U.S. Army airfields in transit before arriving in Kunming, China on Dec 10th. Flying westward, they made 30 additional stops before arriving home on Dec 28th. Fifty air bases in 33 days! In route, Dr. Lovelace interviewed 60 American and British airmen, including flight surgeons, fighter pilots and bomber crewmen. Lovelace procured samples of captured enemy O2 equipment and also documented the conditions under which American O2 equipment was used and the problems encountered; e.g., O2 masks and supply lines filling with ice at high altitudes. Recall that in 1942, with very few exceptions, most military aircraft lacked pressurized cabins. Thus, dependable O2 equipment was required for any mission flown above 10,000 ft. He reported that when no enemy danger was present, B‐24 & B‐17 heavy bombers seldom flew above 25,000 ft; however, German flak was accurate up to 30,000 ft, necessitating ascent into the stratosphere. B‐25 medium bombers operated at 12,000 ft or lower, and P‐40 fighters were used for ground strafing and dog fighting up to 18,000 ft. Armed with only cameras, Mosquitoes & P‐38's flew photographic reconnaissance missions over Italy and Burma at 35,000 ft. The British RAF used three stripped‐down Spitfires to make repeated flights to 42,000–43,000 ft to shoot down German Ju‐87 pressurized photographic reconnaissance planes over Africa. In the process, RAF pilots suffered decompression sickness and oxygen want. Twelve recommendations were made by Lt. Col. Lovelace following his tour of duty: accelerate development and testing of pressure breathing O2 equipment; larger O2 supply for ball turret gunners in heavy bombers; improve O2 generating units; distribute CO detection kits to all theatres; conduct a survey of occurrence and location of burns incurred by aircrews in flight to learn how to avoid such burns; have the Wright field AML develop a pamphlet with brief instructions on aero medical and emergency procedures for all personnel flying abroad with ATC; standardize litter‐retaining equipment; flight test helicopter ambulances; add patient‐retaining safety belts for airplane ambulances; develop a refrigerator for storage and transport of serums, vaccines and whole blood; expedite research on dehydrated foods; and have the AML publish a monthly Air Surgeon's Bulletin for all flight surgeons that reports the latest information on aviation medicine.Support or Funding InformationUSF

The 1900s and 1910s were a prime era for the growth and empowerment of cadet corps within Australia. Private schools in particular sought to build on a newfound spirit of nationalism following the Federation of the colonies in 1901 by harnessing enthusiasm for the nation and British Empire, and by cultivating a martial culture among their predominantly middle-class students. The principal tool harnessed in that cultivation were the school cadet corps, and the most visible symbol of those corps were their uniforms. By focussing on the cadet corps in the private schools of Sydney during this era, this article will explore the emphasis placed on cadet corps uniforms and argue that uniforms were the central element used cultivate a sense of identity and esprit de corps. When considered within the context of broader cadet corps activities, this will further demonstrate the power of uniforms as an instrument of cultural inculcation. The Federation of Australia in 1901 ushered in a new environment of national defence anxiety amongst the new nation’s middle-class citizens. The drive to Federation itself had partly been fuelled by colonial concerns regarding defence, and, in the new century, the newly federated states sought to work together to allay their combined concerns (White 114). But government policies were only one of the many ways the middle class were preparing the nation. Within the education system, middle-class private schools became a key instrument in preparing middle-class boys for their future as leaders of the nation in politics, business, and, of course, in the military. Within those schools, the cadet corps were utilised to instil core middle-class values of discipline, self-sacrifice, and responsibility in boys. As early as 1900, Sydney Grammar School authorities were proposing the resuscitation of their cadet corps following the rise in military spirit due to the Boer War (The Sydneian "Editorial", 1). The subsequent growth in both national and imperial defence-consciousness over the following years resulted in 100 boys forming a petition requesting the formation of a cadet corps in 1907 (The Sydneian "The Cadet Movement", 12). Within a year, the boys’ request was granted. With this type of enthusiasm from boys, the cadet corps increased in strength throughout the private schools of Sydney during the 1900s. Where they had already existed, they now commanded greater prestige, and where a school previously had no cadet corps, one was soon formed. In 1911, Compulsory Military Training commenced in Australia for all youths aged between 12 and 26, with a view to creating a citizens’ militia. Thus, militarism was a marked element in the new nation’s first decade. The changing nature of society during the 1900s also led to changing images of the ideal citizen, and understandably, of the ‘ideal middle-class boy’. Martin Crotty argues that in the 1900s, Australian middle-class society stressed that ‘fighting for one’s country is the peak of personal achievement and the epitome of manliness’ (9). Crotty goes on to examine the perceptions of middle-class manliness throughout the 1900s and 1910s, where masculinity was defined as the soldier serving his country, and the ‘manliest’ thing a person could do was to fight and die in war. Within this context, then, it is no surprise that private school boys welcomed the cadet system openly and were prepared to adhere to the discipline and the drill that went with it without a fuss. At St. Ignatius College, the school magazine Our Alma Mater reported in 1909 that ‘with enthusiasm on the part of the Corps, and attention to details by the officers, both commissioned and non-commissioned, the College will be in possession of a really fine corps of the future defenders of the Commonwealth’. Cadets were seen as a partial answer to middle-class fears about the defence of Australia. The cadets would provide strong, disciplined, and willing officers in an army if it was needed for the defence of country and empire. It would also make decent men of the boys, curing them of the slothful habits of modern youth. The Newington reported during the first year of Compulsory Military Training that in a year’s time we shall see a great improvement in the appearance and physique of those who have never hitherto had any instruction in the art of bodily discipline and culture. The slouch and roll so much in vogue amongst a certain class of boys will have disappeared, we hope, and a manlier, firmer walk have taken their place. (December 1911, 171) The Newington succinctly conveyed the hopes of all the private schools of Sydney, irrespective of denomination. Much has been written about the history of the cadet corps within the Australian historical literature. Craig Stockings’s The Torch and the Sword remains a seminal work in the field due to its broad focus on the general cadet movement in Australia. Beyond this, most scholarly works focus either on a specific cadet corps, specific location or region, specific theme, or on a specific period.1 However, relatively scant attention has been paid to the importance of their uniforms, and when uniforms are mentioned, it is usually only briefly and in passing. Given the centrality of the uniform to the culture and identity of the cadet corps, this is a surprising gap in the scholarship that this article seeks to address. The military uniform is ‘a relatively recent phenomenon’ (Tynan and Godson 10). While uniforms appear as far back as antiquity, their widespread adoption over the last couple of centuries is due to a convergence of social norms and technology. Towards the end of the eighteenth century, the increasing numbers of public servants meant that more civilians were uniformed whilst performing their duties (Williams-Mitchell 61). Tynan and Godson argue that ‘as state, society and nation converged towards the end of the nineteenth century uniform became part of a modern culture increasingly concerned with regulating time, space, and bodies’ (Tynan and Godson 6). The development of a regular military occurred within this space and can be seen as of part of the development of the stable nation state (Hackett 61). Standardisation of dress for large professional armies was enabled by technological developments brought about by the industrial revolution. Mass production of apparel meant that uniforms could be quickly produced and at a lower cost. In addition, the social culture of the late Victorian and early Edwardian eras in the British Empire was reflected in the material culture of their uniforms. During the First World War, military uniforms tended to be influenced by civilian fashion, while during the Second World War ‘a much more systematic approach to military uniforms could be seen’ (Craik 49). Uniforms have a psychological and social significance beyond identity. Uniforms legitimise the power of both the state and of the person wearing the uniform. The uniform seeks to overlay the image of the institution onto the person, obscuring the individual beneath. Uniforms have a power beyond just the outward appearance, they also affect us as individuals, shaping ‘how we are and how we perform our identities’ (Craik 4). This was recognised by utilitarian reformers at the turn of the twentieth century who ‘saw in the military body an efficiency that could usefully be transposed to civil society’ (Tynan and Godson 11), thereby shaping the populace’s inner as well as their outer selves (Craik 4). Further uniforms are about appearance, maintaining high standards of dress and a sense of belonging (Williams-Mitchell 111). Uniforms are instrumental in the creation of an esprit de corps (Langner 126). Being in the military is seen as more than an occupation, it is a vocation (Hackett 9), and to don a uniform communicates one’s sense of purpose. Part of this is achieved through the maintenance and correct wearing of the uniform, the discipline involved setting a moral high bar for others to measure themselves against. The use of school uniforms, particularly within the private school system, had been established by the end of the nineteenth century. While the addition of a military uniform for student cadets may at first seen incongruous, there are clear reasons why these uniforms would be appealing. Up to and during the First World War, British army officers were ‘still the preserve of young men of good social standing’ (Hackett 158), an association which no doubt appealed to schools whose remit was to prepare young men for leadership positions within society. Further, military uniforms were traditionally seen as an inherently masculine dress, with a ‘close fit between the attributes of normative masculinity as inscribed in uniform conduct and normative masculine roles and attributes’ (Craik 12-13). In Australia, wearing the cadet uniform elevated the schoolboy to a member of the Australian defence force and he was treated as such (Wise 132). As a symbol of government, the uniform endows the wearer with the authority of that same government (Langner 124). Throughout the late nineteenth and early twentieth centuries, the various cadet corps that emerged from Sydney’s private schools were formed to fulfil a variety of middle-class priorities. But by the 1900s, rhetoric had shifted to emphasise that the cadets were instilling discipline into boys and preparing youth for the defence of Australia and the British Empire. They were also used as a means to express school pride and identity. The stern militarism surrounding most of the cadet activities allowed the instructors to impress upon cadets values of discipline, duty, and sacrifice and to promote romantic illusions of warfare, and, above all, the idea that war was an adventure. Cadets were also taught that their training was preparation for war. Rifle practice, drill, skirmishes, camps, hiding behind trees and running around hills to attack the enemy from behind, using bushes as cover to sneak up on the enemy (all while in uniform) – these were the tactics of modern warfare. And cadets were left in no doubt that they would become the officers of the nation’s defence forces when needed. Throughout the conduct of all of their activities, the cadet corps uniform served as a constant visual reminder of that message. Boys generally wore variations of dark green uniforms with a slouch hat, and at times carried rifles with either blank or live ammunition, depending on their purpose. Some schools used ethnic and cultural traditions and social links in the formation of their cadet corps which was also reflected by varieties in their uniforms. For example, the cadets at Scots College were sponsored by the New South Wales Scottish Rifles (later the 30th Battalion, New South Wales Scottish) and based its uniform on that of the Rifles. It consisted of a slouch hat with a red hackle and blue and gold puggaree, a serge jacket in the Scottish tradition, and kilts from the early 1900s until all uniforms became regulated under Compulsory Military Training in 1911. From the time a boy put on his cadet uniform to the time he took it off he was treated as part of Australia’s defence force, and no longer simply a student at school. The uniform, then, became the prominent visual marker of that shifting role and identity. J. McElhone of St. Joseph’s College wrote in the school magazine in March 1911 that ‘when we don our uniforms, and are armed with rifles, we shall then commence to take a soldierly pride in ourselves’. While in uniform the boys were expected to act like soldiers, and their instructors (also in uniform) treated them much like soldiers, with high standards of drill, discipline, and order maintained. Indeed, throughout the 1900s, the cadet corps commanded as much prestige as the rugby and rowing teams. Cleanliness, discipline, and good order during public parades were met with salutations and praise. Success in competitions with other schools in shooting or tug-of-war or other cadet activities was similarly recorded with pride. As with rugby or rowing, the honour of the school was at stake, a matter reflected in Sydney Grammar’s ruminations over the re-formation of its cadet corps in 1907. One of the school’s primary concerns was the risk of losing the honour of the school by having an unsuccessful and ill-disciplined company. The Sydneian reported in August 1907 that if a new S.G.S Cadet Corps should disgrace itself in public by slovenly drill, as it certainly would, if recruited from the “wasters” and little boys, then the Trustees would be blamed for taking a hasty step without gauging the real wishes of boys and parents … . Any New Cadet Corps must maintain the fine traditions of the old one. It must be the pride of the School – our chief object of out-door interest. All sports must give way to it, rather than that the corps, once formed, should fail. By the early 1900s Newington College and the Kings School both had reputations for the quality and conduct of their cadet corps and it was this reputation that schools such as Sydney Grammar hoped to emulate with the formation of their own cadet corps. The ‘wasters’ and the ‘little boys’ were not required. The cadet corps would bring honour to the school, the nation and empire. The peak expression of this pride came in wearing their uniform for public ceremonies. For example, at St. Ignatius College, the cadet corps served as a funeral cortège for the funeral of a master, Fr. Patrick Keating, in 1913.2 The Newington cadet corps formed a Guard of Honour for the State Governor, Sir Harry Rawson, in 1905 (The Newingtonian, March 1905, 188). As the Guard of Honour the Newington College cadet corps’ duties were extended when they were required to fix bayonets in order to keep back the crowd from the main door of Sydney Town Hall where the Governor was inside (The Newingtonian, March 1905, 188). Whilst it may seem remarkable to have teenage boys keeping crowds back from the door with rifles with fixed bayonets, in the cadet corps of the 1900s this was expected when the circumstances required; the cadets were not looked upon as immature boys, but rather as responsible and disciplined soldiers, and they were thus treated accordingly. Great crowds lined Sydney’s streets to watch the Sydney private school cadet corps parade on special occasions, and, for many youth, being seen in uniform was an exciting and memorable experience. The experience of being one of the estimated eighteen thousand cadets who marched past the Governor-General, Lord Denman, on 30 March 1912 in Centennial Park, with parents, teachers, and government and military officials watching attentively would have been one of great pride (Naughtin 142). In formation at parades, the cadets were required to be in perfect order, buttons polished and shoes shining, as government and military officials inspected them and their uniforms. Boys without complete uniforms were not allowed to attend, as they would reduce the appearance of the company. Orders were given sharply by officers to fix and unfix bayonets, march in precise line, and perform specific manoeuvres, each carried out by the cadets, it was hoped, in unison. At times, the cadet corps throughout the private schools were addressed by the Inspector-General of the army, the Governor-General of Australia, or by their headmaster, each reminding them the responsibility that each one had to their cadet corps, to their school, and to their king and country. They were told that the many hours of drill required of them was teaching them the ‘very valuable and necessary lessons of life’ (The Newingtonian, December 1911, 171). They were told that to be effective soldiers they needed to be disciplined, do as they were told by their officers, and respond to orders swiftly. Thus, these cadets were learning not only the attributes of an officer, but of middle-class society in general: respect, presentation, and acceptance of the rules of society. The cadet corps uniform also helped reinforce notions of duty. Although, prior to 1911, the cadet corps were voluntary, private schools strongly urged all students to join as ‘no true Australian can fail to regard it as his duty to fit himself, as far as he is able, to be of service in the case of a call to defend his country’ (The Torch-Bearer, April 1908, 89). School magazines regularly reported on cadet activities throughout the 1900s and 1910s, including frequent references to the fine appearance. Certainly with boys practicing drill on football fields and outside class windows it must have been difficult for some of those boys who were not cadets not to notice, and be impressed by, the presence of one hundred of their fellow schoolmates carrying their rifles, in military uniform, and in perfect order. For the students who had joined the cadet corps this sense of duty became paramount. They were inundated with rhetoric praising their dedication to the cadet corps and the sacrifices they made by being a cadet. The Sydneian asked cadets to ‘consider your Corps first. It is your duty as “Soldiers of the King”’ (E.A.W. 19). The Torch-Bearer in April 1908 made a similar point: Every boy should remember that by becoming an efficient cadet he is carrying out a duty which he owes (1) to his country by rendering himself more capable of fighting in her defence. (2) to his school by helping to send out a corps that will do her as much credit as cricket and football teams and crews have done in the past. (3) to himself, by undergoing a training which will benefit him body and soul.3 Cadets absorbed this sense of duty, believing that they were honouring their school, their country, and the British Empire. Soldiers of the King they certainly believed they were, at least in the Protestant schools. The boys would be ‘toughened by a soldier’s hard training and learn to bear the pinch of sacrifice and bear it cheerfully’ (The Torch-Bearer, April 1911, 251), unlike their peers who had not joined the cadets who were regarded derisively as ‘civilians’ (The Torch-Bearer, October, 1908, 50). Thus, in an era of growing nationalism and militarism, the cadet corps of the private schools of Sydney grew as a symbol of middle-class values. The most immediate visual representation of that symbolism was the cadet corps uniform. When boys put on their uniform, they experienced a change in their demeanour, their identity, and their sense of duty. It had an instant impact on how they saw themselves, and how they were treated by others. These ideas were inculcated into boys throughout their training, and records from across the Sydney private schools suggest that the boys eagerly embraced those lessons. Sources describe the actors quoted by journalists to support or refute their argumentation or to introduce new aspects into a discussion. Sources might be used for direct or indirect quotes and can be attributed to a variety of actors, such as government officials, witnesses or PR sources. In terrorism coverage, the media tends to mostly rely on official sources such as the government or police officials. Field of application/theoretical foundation: Content analyses focus on journalistic sources beyond terrorism coverage. Such analyses are often based on “Agenda-Setting” theories (McCombs & Shaw, 1972), models conceptualizing the relationship between journalists and PR, power hierarchies, or studies on working routines of journalists. References/combination with other methods of data collection: Similar analyses in the context of “Automated Content Analysis” try to grasp news “Actors”, of which news sources might be one, automatically (for example Burggraaf & Trilling, 2020). In addition, interviews with journalists can shed light on their sourcing routines (Larsen, 2018). Two studies are of particular value when analyzing sources used in terrorism coverage since they analyze a large variety of different sources and will hence be discussed in the following section. To the unrefined or under-bred person, the visiting-card is but a trifling and insignificant piece of paper; but to the cultured disciple of social law it conveys a subtle and unmistakable intelligence. Its texture, style of engraving, and even the hour of leaving it, combine to place the stranger whose name it bears in a pleasant or disagreeable attitude, even before his manners, conversation, and face have been able to explain his social position (1920 etiquette manual quoted in Curtin 138). There’s a scene in the ‘90s TV series Ab Fab where Eddy, stumbling from her car, fresh from Harvey Nicks and tipsy on Bolly, shouts into her mobile ‘it’s ok Bubbles, I’m coming into the office now’ as she enters the office. When it first aired this was a wry comment on the vacuous, superfluous nature of new communication technologies. Now, it’s like ‘so what?’ Why not attempt to convey constantly the banal minutiae of the every day? Indeed, what troubles the technological verisimilitude is not that Eddy desires absolute proximity but that she’s not texting. In these days of ‘intensive propinquity’ (Kang 2002), however, it is easy to overlook the fact that telepresence—text’s uncanny power to stand in for the corporeal body—has a long history. Indeed, one such precursor to today’s technologies of telepresence would undoubtedly appeal to Eddy and Pats. In this paper, I want to consider the extent to which the British eighteenth-century visiting card conceptually, culturally and materially anticipates a range of contemporary technologies of propinquity. Acting as complex cultural avatars, these visiting cards conveyed the desires of class and gender in the construction of identity. The British pictorial visiting card of the early eighteenth century developed from the practice of using playing cards as visiting cards, the caller’s name being inscribed on the back of the playing card. In the mid eighteenth century the custom of using playing cards as visiting cards was replaced by cards manufactured for the express purpose of notifying those with whom one wished to make contact. At first these cards, printed on ‘stout paper or thin card’, were relatively plain, except for ‘an ornamental frame of tasteful design’ that surrounded the edge thus leaving the centre blank so that the caller could write their name. Soon, however, visiting cards were being printed with illustrations. These cards commonly left room for a short message in addition to the caller’s name (Staff 10). By the latter part of the eighteenth century, most visiting cards carried elaborate designs which varied according to the taste, hobbies or professional interests of the intended consumers. For those connected to the military, for example, there were cards illustrated with swords, cannons, flags or a person in uniform was depicted. Cards left by recent callers were commonly displayed in special receptacles on mantelpieces or small tables so that visitors ‘had a chance to see whom the family numbered among its social circle and be suitably impressed’ (Pool 66). At the close of the eighteenth century, the highly illustrated visiting card gave way to an understated and smaller format. No longer pictorial, visiting cards of the nineteenth-century, as Maurice Rickards notes, were ‘reticent’ in style and ‘espoused sobriety’ in typography and design. Victorian culture took seriously the materialities of visiting card practice as the exchange and expression of symbolic capital. As Rickards explains: In Britain, the etiquette of typographic style and layout was rigorously observed: the wording was engraved; printing was in black, card colour was white. A man’s town address appeared in the lower left-hand corner, his club on the right …. Unmarried daughters living at home did not have cards of their own. They appeared compendiously on their mother's cards (351). Visiting cards demonstrate the rich prehistory of contemporary technologies of telepresence in terms of the imaginative, symbolic and rhetorical functions they performed. Telepresence can be defined as the degree to which geographically dispersed agents experience a sense of physical and/or psychological proximity through the use of particular communication technologies. Like many of the media forms they anticipate, visiting cards were used to stand in for the corporeal presence of their author. As a late nineteenth-century etiquette manual explained: ‘the stress laid by Society upon the correct usage of these magic bits of paste-board, will not seem unnecessary, when it is remembered that the visiting card … frequently is made to take the place of one’s self’ (quoted in Davidoff 42). Visiting cards functioned as avatars of presence and identity, a complex language system which allowed the discursive agents to mediate social relations according to the varying degrees of intimacy that were desired. As long as all parties could read the codes and conventions, the level of acquaintanceship could be increased, maintained or decreased. For example, if one wanted to ‘put an end to an unsatisfactory acquaintanceship’, help was, literally, at hand. Instead of the ‘intolerable’ practice of ‘cutting’ – the procedure of pointedly refusing to recognise a person with whom one formerly had been in close contact – one would slowly reduce the time spent calling to the minimum length required. ‘After this’, advises an 1897 guide called Manners for Men, the gentleman ‘may leave cards once more without asking if the ladies of the family are at home. In this way he can gradually and with perfect courtesy break off the intimacy’ (quoted in Curtin 144). But communication might sometimes break down inadvertently. A participant’s failure to interpret the signs correctly could have unpleasant consequences. Because of this, etiquette manuals warned that servants be instructed on how to observe the difference between calling and card leaving. The intricacy inherent in the semiotics of ‘speaking by the card’ is demonstrated by the role servants were expected to play. Protocol demanded that a call was answered with a call and a card by a card. Returning a call with a card could be interpreted as a snub. In some cases that was the intention of one of the participants; leaving a card instead of calling in person was an easily understood gesture intended to scale down a particular acquaintanceship. However, it might just be a mistake. One of the many complications adhering to the practice of calling and leaving cards was that one could not assume the person to whom a card belonged had, in fact, ‘called’ upon one. As Michael Curtin explains: In practice, cards very often substituted for calls since the person receiving the call was not at home. In this case, a card equalled a call, though there was a complication. Since … cards were delivered in person, one who meant to leave cards was easily confused with another who called but merely left cards because no one was at home (141). The first problem, then, is how the caller deploys the card and how the receiver interprets this action; to what degree does the card stand for the physical presence of the caller? Even in the pre-Barthesian era, authorial intention was problematic: did the caller intend to see the person on whom they called or did the card stand for a less intimate mode of communication? Further complicating matters were the servants. Unlike Wilkie Collins’ depiction of a passive and neutral butler bearing a visiting card—‘waiting not like a human being who took an interest in the proceedings but … like an article of furniture’ (85)—many etiquette manuals warned that servants were actively involved in the chain of communication. Servants, as Curtin outlines, often went to call in place of their ‘mistresses’ and ‘therefore should be exactly instructed as to their mistress’s wishes, whether to call or to leave a card’. Likewise, ‘those servants who answered the door should be made to understand this distinction, to inquire into the caller’s intention’ and record this in writing (141). Visiting cards reproduced divisions of class by regulating the public and the private. The finely nuanced signifying system of these cards addressed only middle-class and aristocratic participants. For the middle classes and the aristocracy, privacy was the inherited right which visiting cards sought to protect. Those of the working class, as Davidoff argues, had to accept that their homes could be entered at any time by members of the ‘superior’ class, who would walk in and ‘at once become involved in the life of the family by asking questions, dispensing charity or giving orders’ (46). If the visiting card was significant as a medium of telepresence, enabling subjects to imagine, desire, fear or forestall each other’s presence, in 1854 this function was enhanced with the addition of a photographic image. The carte-de-visite reworked and conflated the technical, formal and social uses of both portraiture and the visiting card. Distinguished from the older types of visiting card by being smaller in dimension, usually measuring 4½ x 2½ inches, the carte-de-visite also carried a photographic print which was affixed to the cardboard of which it was made. Mediating the performance of identity in new ways, cards now visually depicted their bearers: Thus for a ceremonial visit, the print would represent the visitor with his hands imprisoned in spotless gloves, his head slightly inclined, as for a greeting, his hat resting graciously on his right thigh. According to etiquette, if the weather were bad, an umbrella faithfully reproduced under the arm of a visitor would eloquently declare the merit of his walk (quoted in McCauley 28). The role played by the carte-de-visite in the performance of gender is emphasised by an 1862 article on ‘flirting’ which warned that a woman would be so branded ‘if she be lavish in the distribution of her carte-de-visite’ (‘Flirts’ 163). The carte-de-visite was also an important element in the production of celebrity and the emerging commodity culture. While functioning as a visiting card, the particular topics and scenes represented on the carte-de-visite meant that it became a popular object to collect and display. Often depicting royalty, politicians or military leaders, this new mode of portraiture, as an 1862 newspaper put it, made ‘the public thoroughly acquainted with all its remarkable men’ to the extent that ‘we know their personality long before we see them’ (Wynter 673). The carte-de-visite familiarised the famous and made famous the familiar: The commercial value of the human face was never tested to such an extent as it is at the present moment in these handy photographs. No man, or woman either knows but that some accident may elevate them to the position of the hero of the hour (Wynter 673). Although invented to modernise the existing visiting card, the carte-de-visite neither replaced the older version nor was it used solely for calling. For the bourgeoisie, argues McCauley, the carte-de-visite album became a ‘faddish parlour amusement’ (48). As an enabler of telepresence, the carte-de-visite seemed to promise future generations an intimate knowledge of their distant ancestors. It would collapse time, bringing history into the present. As one nineteenth century journalist remarked, ‘it is very pleasing to have one’s relatives and acquaintances reunited in an album … you converse with them, it seems as if they were there beside you’ (quoted in McCauley 48). In general, the literature on presence, virtual presence and telepresence limits its historiography to an examination of electronic media (for example, Goldberg, Sconce, and Sobchack). As this paper has suggested, what’s needed is research that focuses on those forms of analogue textual culture that, functioning as avatars of corporeality and presence, might be regarded as fabulous. Special Care Notice This paper discusses trauma and violence inflicted upon the Indigenous peoples of Tasmania through the process of colonisation. Content within this paper may be distressing to some readers. Introduction The decimation of the First Peoples of Van Diemen’s Land (now Tasmania) was systematic and swift. First Contact was an emotionally, intellectually, physically, and spiritually confronting series of encounters for the Indigenous inhabitants. There were, according to some early records, a few examples of peaceful interactions (Morris 84). Yet, the inevitable competition over resources, and the intensity with which colonists pursued their “claims” for food, land, and water, quickly transformed amicable relationships into hostile rivalries. Jennifer Gall has written that, as “European settlement expanded in the late 1820s, violent exchanges between settlers and Aboriginal people were frequent, brutal and unchecked” (58). Indeed, the near-annihilation of the original custodians of the land was, if viewed through the lens of time, a process that could be described as one that was especially efficient. As John Morris notes: in 1803, when the first settlers arrived in Van Diemen’s Land, the Aborigines had already inhabited the island for some 25,000 years and the population has been estimated at 4,000. Seventy-three years later, Truganinni, [often cited as] the last Tasmanian of full Aboriginal descent, was dead. (84) Against a backdrop of extreme violence, often referred to as the Black War (Clements 1), there were some, admittedly dubious, efforts to contain the bloodshed. One such effort, in the late 1820s, was the production, and subsequent distribution, of a set of Proclamation Boards. Approximately 100 Proclamation Boards (the Board) were introduced by the Lieutenant Governor of the day, George Arthur (after whom Port Arthur on the Tasman Peninsula is named). The purpose of these Boards was to communicate, via a four-strip pictogram, to the Indigenous peoples of the island colony that all people—black and white—were considered equal under the law. “British Justice would protect” everyone (Morris 84). This is reflected in the narrative of the Boards. The first image presents Indigenous peoples and colonists living peacefully together. The second, and central, image shows “a conciliatory handshake between the British governor and an Aboriginal ‘chief’, highly reminiscent of images found in North America on treaty medals and anti-slavery tokens” (Darian-Smith and Edmonds 4). The third and fourth images depict the repercussions for committing murder, with an Indigenous man hanged for spearing a colonist and a European man also hanged for shooting an Aborigine. The Board is an interesting re-imagining of one of the traditional methods of communication for Indigenous peoples; the leaving of images on the bark of trees. Such trees, often referred to as scarred trees, are rare in modern-day Tasmania as “the expansion of settlements, and the impact of bush fires and other environmental factors” resulted in many of these trees being destroyed (Aboriginal Heritage Tasmania online). Similarly, only a few of the Boards, inspired by these trees, survive today. The Proclamation Board was, in the 1860s, re-imagined as the output of a different Governor: Lieutenant Governor Davey (after whom Port Davey, on the south-west coast of Tasmania is named). This re-imagining of the Board’s creator was so effective that the Board, today, is popularly known as Governor Davey’s Proclamation to the Aborigines. This paper outlines several other re-imaginings of this Board. In addition, this paper offers another, new, re-imagining of the Board, positing that this is an early “pamphlet” on crime, justice and punishment which actually presents as a pre-cursor to the modern Australian true crime tale. In doing so this work connects the Proclamation Board to the larger genre of crime fiction. One Proclamation Board: Two Governors Labelled Van Diemen’s Land and settled as a colony of New South Wales in 1803, this island state would secede from the administration of mainland Australia in 1825. Another change would follow in 1856 when Van Diemen’s Land was, in another process of re-imagining, officially re-named Tasmania. This change in nomenclature was an initiative to, symbolically at least, separate the contemporary state from a criminal and violent past (Newman online). Tasmania’s violent history was, perhaps, inevitable. The island was claimed by Philip Gidley King, the Governor of New South Wales, in the name of His Majesty, not for the purpose of building a community, but to “prevent the French from gaining a footing on the east side of that island” and also to procure “timber and other natural products, as well as to raise grain and to promote the seal industry” (Clark 36). Another rationale for this land claim was to “divide the convicts” (Clark 36) which re-fashioned the island into a gaol. It was this penal element of the British colonisation of Australia that saw the worst of the British Empire forced upon the Aboriginal peoples. As historian Clive Turnbull explains: the brutish state of England was reproduced in the English colonies, and that in many ways its brutishness was increased, for now there came to Australia not the humanitarians or the indifferent, but the men who had vested interests in the systems of restraint; among those who suffered restraint were not only a vast number who were merely unfortunate and poverty-stricken—the victims of a ‘depression’—but brutalised persons, child-slaughterers and even potential cannibals. (Turnbull 25) As noted above the Black War of Tasmania saw unprecedented aggression against the rightful occupants of the land. Yet, the Aboriginal peoples were “promised the white man’s justice, the people [were] exhorted to live in amity with them, the wrongs which they suffer [were] deplored” (Turnbull 23). The administrators purported an egalitarian society, one of integration and peace but Van Diemen’s Land was colonised as a prison and as a place of profit. So, “like many apologists whose material benefit is bound up with the systems which they defend” (Turnbull 23), assertions of care for the health and welfare of the Aboriginal peoples were made but were not supported by sufficient policies, or sufficient will, and the Black War continued. Colonel Thomas Davey (1758-1823) was the second person to serve as Lieutenant Governor of Van Diemen’s Land; a term of office that began in 1813 and concluded in 1817. The fourth Lieutenant Governor of the island was Colonel Sir George Arthur (1784-1854); his term of office, significantly longer than Davey’s, being from 1824 to 1836. The two men were very different but are connected through this intriguing artefact, the Proclamation Board. One of the efforts made to assert the principle of equality under the law in Van Diemen’s Land was an outcome of work undertaken by Surveyor General George Frankland (1800-1838). Frankland wrote to Arthur in early 1829 and suggested the Proclamation Board (Morris 84), sometimes referred to as a Picture Board or the Tasmanian Hieroglyphics, as a tool to support Arthur’s various Proclamations. The Proclamation, signed on 15 April 1828 and promulgated in the The Hobart Town Courier on 19 April 1828 (Arthur 1), was one of several notices attempting to reduce the increasing levels of violence between Indigenous peoples and colonists. The date on Frankland’s correspondence clearly situates the Proclamation Board within Arthur’s tenure as Lieutenant Governor. The Board was, however, in the 1860s, re-imagined as the output of Davey. The Clerk of the Tasmanian House of Assembly, Hugh M. Hull, asserted that the Board was the work of Davey and not Arthur. Hull’s rationale for this, despite archival evidence connecting the Board to Frankland and, by extension, to Arthur, is predominantly anecdotal. In a letter to the editor of The Hobart Mercury, published 26 November 1874, Hull wrote: this curiosity was shown by me to the late Mrs Bateman, neé Pitt, a lady who arrived here in 1804, and with whom I went to school in 1822. She at once recognised it as one of a number prepared in 1816, under Governor Davey’s orders; and said she had seen one hanging on a gum tree at Cottage Green—now Battery Point. (3) Hull went on to assert that “if any old gentleman will look at the picture and remember the style of military and civil dress of 1810-15, he will find that Mrs Bateman was right” (3). Interestingly, Hull relies upon the recollections of a deceased school friend and the dress codes depicted by the artist to date the Proclamation Board as a product of 1816, in lieu of documentary evidence dating the Board as a product of 1828-1830. Curiously, the citation of dress can serve to undermine Hull’s argument. An early 1840s watercolour by Thomas Bock, of Mathinna, an Aboriginal child of Flinders Island adopted by Lieutenant Governor John Franklin (Felton online), features the young girl wearing a brightly coloured, high-waisted dress. This dress is very similar to the dresses worn by the children on the Proclamation Board (the difference being that Mathinna wears a red dress with a contrasting waistband, the children on the Board wear plain yellow dresses) (Bock). Acknowledging the simplicity of children's clothing during the colonial era, it could still be argued that it would have been unlikely the Governor of the day would have placed a child, enjoying at that time a life of privilege, in a situation where she sat for a portrait wearing an old-fashioned garment. So effective was Hull’s re-imagining of the Board’s creator that the Board was, for many years, popularly known as Governor Davey’s Proclamation to the Aborigines with even the date modified, to 1816, to fit Davey’s term of office. Further, it is worth noting that catalogue records acknowledge the error of attribution and list both Davey and Arthur as men connected to the creation of the Proclamation Board. A Surviving Board: Mitchell Library, State Library of New South Wales One of the surviving Proclamation Boards is held by the Mitchell Library. The Boards, oil on Huon pine, were painted by “convict artists incarcerated in the island penal colony” (Carroll 73). The work was mass produced (by the standards of mass production of the day) by pouncing, “a technique [of the Italian Renaissance] of pricking the contours of a drawing with a pin. Charcoal was then dusted on to the drawing” (Carroll 75-76). The images, once outlined, were painted in oil. Of approximately 100 Boards made, several survive today. There are seven known Boards within public collections (Gall 58): five in Australia (Mitchell Library, State Library of NSW, Sydney; Museum Victoria, Melbourne; National Library of Australia, Canberra; Tasmanian Museum and Art Gallery, Hobart; and Queen Victoria Museum and Art Gallery, Launceston); and two overseas (The Peabody Museum of Archaeology and Ethnology, Harvard University and the Museum of Archaeology and Ethnology, University of Cambridge). The catalogue record, for the Board held by the Mitchell Library, offers the following details:Paintings: 1 oil painting on Huon pine board, rectangular in shape with rounded corners and hole at top centre for suspension ; 35.7 x 22.6 x 1 cm. 4 scenes are depicted:Aborigines and white settlers in European dress mingling harmoniouslyAboriginal men and women, and an Aboriginal child approach Governor Arthur to shake hands while peaceful soldiers look onA hostile Aboriginal man spears a male white settler and is hanged by the military as Governor Arthur looks onA hostile white settler shoots an Aboriginal man and is hanged by the military as Governor Arthur looks on. (SAFE / R 247) The Mitchell Library Board was purchased from J.W. Beattie in May 1919 for £30 (Morris 86), which is approximately $2,200 today. Importantly, the title of the record notes both the popular attribution of the Board and the man who actually instigated the Board’s production: “Governor Davey’s [sic – actually Governor Arthur] Proclamation to the Aborigines, 1816 [sic – actually c. 1828-30].” The date of the Board is still a cause of some speculation. The earlier date, 1828, marks the declaration of martial law (Turnbull 94) and 1830 marks the Black Line (Edmonds 215); the attempt to form a human line of white men to force many Tasmanian Aboriginals, four of the nine nations, onto the Tasman Peninsula (Ryan 3). Frankland’s suggestion for the Board was put forward on 4 February 1829, with Arthur’s official Conciliator to the Aborigines, G.A. Robinson, recording his first sighting of a Board on 24 December 1829 (Morris 84-85). Thus, the conception of the Board may have been in 1828 but the Proclamation project was not fully realised until 1830. Indeed, a news item on the Proclamation Board did appear in the popular press, but not until 5 March 1830: We are informed that the Government have given directions for the painting of a large number of pictures to be placed in the bush for the contemplation of the Aboriginal Inhabitants. […] However […] the causes of their hostility must be more deeply probed, or their taste as connoisseurs in paintings more clearly established, ere we can look for any beneficial result from this measure. (Colonial Times 2) The remark made in relation to becoming a connoisseur of painting, though intended to be derogatory, makes some sense. There was an assumption that the Indigenous peoples could easily translate a European-styled execution by hanging, as a visual metaphor for all forms of punishment. It has long been understood that Indigenous “social organisation and religious and ceremonial life were often as complex as those of the white invaders” (McCulloch 261). However, the Proclamation Board was, in every sense, Eurocentric and made no attempt to acknowledge the complexities of Aboriginal culture. It was, quite simply, never going to be an effective tool of communication, nor achieve its socio-legal aims. The Board Re-imagined: Popular Media The re-imagining of the Proclamation Board as a construct of Governor Davey, instead of Governor Arthur, is just one of many re-imaginings of this curious object. There are, of course, the various imaginings of the purpose of the Board. On the surface these images are a tool for reconciliation but as “the story of these paintings unfolds […] it becomes clear that the proclamations were in effect envoys sent back to Britain to exhibit the ingenious attempts being applied to civilise Australia” (Carroll 76). In this way the Board was re-imagined by the Administration that funded the exercise, even before the project was completed, from a mechanism to assist in the bringing about of peace into an object that would impress colonial superiors. Khadija von Zinnenburg Carroll has recently written about the Boards in the context of their “transnational circulation” and how “objects become subjects and speak of their past through the ventriloquism of contemporary art history” (75). Carroll argues the Board is an item that couples “military strategy with a fine arts propaganda campaign” (Carroll 78). Critically the Boards never achieved their advertised purpose for, as Carroll explains, there were “elaborate rituals Aboriginal Australians had for the dead” and, therefore, “the display of a dead, hanging body is unthinkable. […] being exposed to the sight of a hanged man must have been experienced as an unimaginable act of disrespect” (92). The Proclamation Board would, in sharp contrast to feelings of unimaginable disrespect, inspire feelings of pride across the colonial population. An example of this pride being revealed in the selection of the Board as an object worthy of reproduction, as a lithograph, for an Intercolonial Exhibition, held in Melbourne in 1866 (Morris 84). The lithograph, which identifies the Board as Governor Davey’s Proclamation to the Aborigines and dated 1816, was listed as item 572, of 738 items submitted by Tasmania, for the event (The Commissioners 69-85). This type of reproduction, or re-imagining, of the Board would not be an isolated event. Penelope Edmonds has described the Board as producing a “visual vernacular” through a range of derivatives including lantern slides, lithographs, and postcards. These types of tourist ephemera are in addition to efforts to produce unique re-workings of the Board as seen in Violet Mace’s Proclamation glazed earthernware, which includes a jug (1928) and a pottery cup (1934) (Edmonds online). The Board Re-imagined: A True Crime Tale The Proclamation Board offers numerous narratives. There is the story that the Board was designed and deployed to communicate. There is the story behind the Board. There is also the story of the credit for the initiative which was transferred from Governor Arthur to Governor Davey and subsequently returned to Arthur. There are, too, the provenance stories of individual Boards. There is another story the Proclamation Board offers. The story of true crime in colonial Australia. The Board, as noted, presents through a four-strip pictogram an idea that all are equal under the rule of law (Arthur 1). Advocating for a society of equals was a duplicitous practice, for while Aborigines were hanged for allegedly murdering settlers, “there is no record of whites being charged, let alone punished, for murdering Aborigines” (Morris 84). It would not be until 1838 that white men would be punished for the murder of Aboriginal people (on the mainland) in the wake of the Myall Creek Massacre, in northern New South Wales. There were other examples of attempts to bring about a greater equity under the rule of law but, as Amanda Nettelbeck explains, there was wide-spread resistance to the investigation and charging of colonists for crimes against the Indigenous population with cases regularly not going to trial, or, if making a courtroom, resulting in an acquittal (355-59). That such cases rested on “legally inadmissible Aboriginal testimony” (Reece in Nettelbeck 358) propped up a justice system that was, inherently, unjust in the nineteenth century. It is important to note that commentators at the time did allude to the crime narrative of the Board: when in the most civilized country in the world it has been found ineffective as example to hang murderers in chains, it is not to be expected a savage race will be influenced by the milder exhibition of effigy and caricature. (Colonial Times 2) It is argued here that the Board was much more than an offering of effigy and caricature. The Proclamation Board presents, in striking detail, the formula for the modern true crime tale: a peace disturbed by the act of murder; and the ensuing search for, and delivery of, justice. Reinforcing this point, are the ideas of justice seen within crime fiction, a genre that focuses on the restoration of order out of chaos (James 174), are made visible here as aspirational. The true crime tale does not, consistently, offer the reassurances found within crime fiction. In the real world, particularly one as violent as colonial Australia, we are forced to acknowledge that, below the surface of the official rhetoric on justice and crime, the guilty often go free and the innocent are sometimes hanged. Another point of note is that, if the latter date offered here, of 1830, is taken as the official date of the production of these Boards, then the significance of the Proclamation Board as a true crime tale is even more pronounced through a connection to crime fiction (both genres sharing a common literary heritage). The year 1830 marks the release of Australia’s first novel, Quintus Servinton written by convicted forger Henry Savery, a crime novel (produced in three volumes) published by Henry Melville of Hobart Town. Thus, this paper suggests, 1830 can be posited as a year that witnessed the production of two significant cultural artefacts, the Proclamation Board and the nation’s first full-length literary work, as also being the year that established the, now indomitable, traditions of true crime and crime fiction in Australia. Conclusion During the late 1820s in Van Diemen’s Land (now Tasmania) a set of approximately 100 Proclamation Boards were produced by the Lieutenant Governor of the day, George Arthur. The official purpose of these items was to communicate, to the Indigenous peoples of the island colony, that all—black and white—were equal under the law. Murderers, be they Aboriginal or colonist, would be punished. The Board is a re-imagining of one of the traditional methods of communication for Indigenous peoples; the leaving of drawings on the bark of trees. The Board was, in the 1860s, in time for an Intercolonial Exhibition, re-imagined as the output of Lieutenant Governor Davey. This re-imagining of the Board was so effective that surviving artefacts, today, are popularly known as Governor Davey’s Proclamation to the Aborigines with the date modified, to 1816, to fit the new narrative. The Proclamation Board was also reimagined, by its creators and consumers, in a variety of ways: as peace offering; military propaganda; exhibition object; tourism ephemera; and contemporary art. This paper has also, briefly, offered another re-imagining of the Board, positing that this early “pamphlet” on justice and punishment actually presents a pre-cursor to the modern Australian true crime tale. The Proclamation Board tells many stories but, at the core of this curious object, is a crime story: the story of mass murder. Culture is a mercurial concept -- volatile, contested, and somehow, less than the sum of its parts. Its anthropology, it can be argued, was rooted in an exoticising scholarship typical of the late 19th-century colonialist ruminations on all things "other"; in contemporary terms of course, this exoticising tendency would be termed, as it should, "Orientalist". Still, there is something more than merely residual in the persistence of a notion of culture as a summary, as a package of knowledge and practice, as a name for identity, or even politics, all of which draw clearly from the well of Edward B. Tylor's bold attempt to terminologically and conceptually capture "the most complex whole", a people's entire way of life (albeit non-white, non-literate, non-western people) from what we can trust were the considerable comforts of his armchair. This Tylorean notion of culture, as Clifford Geertz once suggested, leads to a "conceptual morass" that "obscures a great deal more than it reveals" (4). Another definitional foundation of culture for consideration is the philosophical tradition of German Idealism. Culture as a process of aesthetic education was for Friedrich Schiller a means of progressing from a state of nature to a state of reason without the destruction of nature. Schiller offered a critique of Kant's account of the development of reason (the achievement of the state of rationality as key to the education and progress of humanity) as necessarily predicated on the containment and ultimately, the destruction of nature (against the chaos and moral abyss that is nature). Schiller argued for the capacity of art to infuse nature with morality, to serve as an intermediary of sorts, between chaotic nature and the structures of pure reason. It is the cultivation of moral character -- Bildung -- that is the foundation of this capacity, and that defines the nature and purpose of "culture" as a process of aesthetic education. There were two influential trajectories that seem inspired by this philosophical source. First, there was an important sense from the German Idealists that culture was a determining principle of nation (the nation-state is achieved through Bildung, through cultivation), and accordingly, culture was understood as the source of nationhood. Second, culture took on the sense of moral authority, an Arnoldian equation of culture with high culture and a concomitant mistrust of all things democratic and popular, which debase and ultimately threaten the authority of high culture. Raymond Williams's reinterpretation of culture merits attention because of its departure from previous traditions of defining culture, and because it is a useful foundation for the view of culture proposed later in this discussion. Williams offered a detailed historical analysis of the reasons for the under-theorisation of the British labour movement, and the glaring dislocation of the English proletariat from the ideas, the concepts, the political theory of capitalism. Actual working classes in Britain, the "lived culture" of workers, fit neither into broad political theoretical currents, nor into an examination of workers as elements in a historical process -- this lived culture defied the embrace of political analysis. Williams argued for a more anthropological view of culture, and decisively shifted the concept away from the British literary-cultural tradition, away from Arnold's "high culture", to a view of culture as a whole way of life, and open to the vision and the possibilities of social integration, popular classes, and popular struggles in ordinary, everyday life. Williams argued compellingly for the "ordinariness" of culture. As Bill Readings notes, "Williams's insistence that culture is ordinary was a refusal to ignore the actual working classes in favor of the liberated proletarians who were to be their successors after the revolution" (92). In this sense, culture confounds political theory -- or to stretch the point, culture confounds systematic theorising. In a similar vein, and in a classic of anthropological inquiry, Clifford Geertz argued that the analysis of culture was "not an experimental science in search of law, but an interpretive one in search of meaning" (4). Such an "interpretive" project demands above all, that that the analyst is also a participant in a dimension of the culture she/he is describing. I want to consider two of Geertz's assertions in his interpretive theory of culture to frame my proposal for a concept of culture-as-action. Geertz maintained that cultural analysis is guesswork rather than systematic theorising, which he regarded as a manipulation or reconstruction of reality through analytical practices in search of elegant schemata. Cultural analysis is "guessing at meanings, assessing the guesses, and drawing explanatory conclusions from the better guesses, not discovering the Continent of Meaning and mapping out its bodiless landscape" (20). Clearly, Geertz trained his critical sights on anthropological trends to extrapolate from material data singularly coherent, even symmetrical systems, orders, properties, and universals in a method that wants to imitate, but is not science. Interpretation resists scientism. In a second assertion, Geertz argued that any sustained symbolic action -- the stuff of culture -- is "saying something of something" (448-53). While this assertion appears disarmingly simple, it is profound in its implications. It points to the possibility that cultural analysis, if it is to grasp and interpret layered, textured, and often thoroughly complex significations, must attend to "semantics" rather than "mechanics"; the representation of the substance of culture, its symbolic expressive forms and its unfolding action, rather than the insinuation, or even the bold declaration of systems and formulas, however elegant, of cultural patterns and process. The concern in interpretation -- a form of representation -- is that "a good interpretation of anything -- a poem, a person, a history, a ritual, an institution, a society -- takes us into the heart of that of which it is the interpretation" (18). To describe culture is to attend to action -- actual and resonant -- and such descriptions representations have responsibility; specifically, they must seek to grasp and portray social discourse and its possible meanings in ways that allow symbolic action -- the vocabulary of culture -- to speak on its own behalf. We arrived back in Lahore after a day's journey by jeep over the bone-dry and dusty roads of rural Punjab. The air was a toxic soup, and the heat was crushing, as it always is in Pakistan in monsoon season. The interior of the vehicle was an oven, and I was feeling sealed and cooked, even with all the windows open. My friend and driver, Ashicksahib and I were soaked with sweat from the journey, and we were eager to finally get out of the jeep as we pulled into the city in the late afternoon. I had been through a half dozen bottles of water, but I still felt dizzy with dehydration. I knew that this day was the celebration of Mohammed's birthday, and while I expected many people on the streets, I was unprepared for the magnitude of the event that was taking place. The crowds consumed us. We crawled along until we couldn't continue. The jeep had to stop as the sea of celebrants became denser and denser inside the city, and Ashicksahib shrugged his massive shoulders, smiled at me from under his thick white moustache, wiped his neck with a sodden cloth, and said in Urdu, "That's it, we cannot move, there's nowhere for us to go. We must be patient." I had never seen this much humanity gathered in a single place before. There were only boys and men of course, thousands and thousands of them moving along in joyous procession -- on foot, piled on platforms of flatbed trucks, stuffed into rickshaws, two or three sharing scooters and bicycles. The usual animal multitudes -- herds of water buffalo, goats, some camels, the ubiquitous miserable and thread- bare donkeys with their carts -- all stood passively in the midst of the chaos, too exhausted or too confused to register any instinctive response. Blasting loudspeakers competed from a hundred different directions, chants and patriotic music, prayers and devotional declarations, the staccato delivery of fundamentalist pedagogy and the improvised reveries of individuals with small bullhorns. The soft drink vendors shouted to the crowds to make way as they spun their carts around over and over again, and darted off into fray. I brought out my camera, and because the noise was deafening, I mimed to Ashicksahib my intention to take some photos from the roof of the jeep. He motioned with an affirmative sweep of his hand and the typical and essential south Asian head roll, and I pried open the door and squeezed out against the celebrants pressed up to the side of the jeep. I hoisted myself onto the roof and sat cross-legged to steady myself for some wide- angle shots of the celebrations. I had some concern over my obviousness -- white and western -- but everyone who saw me shouted greetings in Urdu or Punjabi, waved and smiled, and young boys ran up very close to the jeep to see what I was up to. I heard Ashicksahib laughing, and all seemed safe -- until the squadrons of Sunni fundamentalists caught sight of me as their trucks crawled by in a formation that seemed remarkably disciplined and militaristic in the direct contrast to the emotionalism and formlessness of the event. Like the wave in a sports stadium, the young men stood up one by one on the back of the trucks, their green turbans cut into the indefinite wash of a grey, polluted sky, their eyes searching until they fixed on me, now exposed and vulnerable on the roof of the jeep. And quickly they leapt from their trucks like a SWAT team responding crisply to a crisis, precise and efficient, jaws clenched, cocked for action. I saw them first through the lens of my camera, and uttered an expletive or two appropriate to the situation. I knew I was in trouble, and clearly, I had nowhere to go. The turbans formed a green ribbon winding through the mass. As they approached, the eyes of the militants were trained on me with the focus of a predator about to take down its prey. I slipped back into the jeep through the window, and motioned for Ashicksahib to look over the crowd and see the slow and steady movement of the green turbans toward us. His smile vanished instantly, and he readied himself for confrontation. When the first militant reached the jeep's window, Ashicksahib's entire body was taut and urgent, like a finger twitching on the trigger of a pistol. "American! American! No photo! No photo!" The leader of the group shouted at me in English and began to bang the side of the jeep. Ten or twelve young men, eyes flaring under their turbans, screamed at me and joined in the assault on the jeep. Ashicksahib had waited for a particular moment, it occurred to me later, a certain point in the rising arc of tension and emotion. He opened his door, but did not leave the jeep. Instead he stood on the step on the driver's side, half in and half out, slowly unfurled his considerable frame to its full height, and began his verbal assault. He stood on his perch above the action and in a play of passions, he shouted his opponents into submission. There were a few physical sorties by the militants, attempts to kick the door of the jeep into Ashicksahib, but these were displays, and Ashicksahib kicked back only once. And suddenly they wavered, an erosion of spirit evidenced in their eyes, a bending to the force roaring above them. They gave up their attempts to grab my camera, to gain entry to the jeep, and with a swift gesture of his hand, the leader called his small army into retreat. This same festival that mobilised great masses of people in celebration, that enacted the inextricableness of nationalist and Pakistani Muslim commitment and identity, that on the surface appeared to articulate and demonstrate a collective belief and purpose, also dramatised conflictive divisions and the diverse interpretations of what it means to be a Pakistani, a Muslim, a Punjabi, an Indus person, a Lahori, a poor person, a person of means, and numerous other identities at stake. As an obvious westerner in the midst of the event, I was variously ignored, warmly greeted as a friendly foreigner, or accosted as an unwelcome interloper, each interaction unfolding within a broader and deeper passionate ritual which for some meant play and celebration, and for others meant a serious and forceful demonstration of affiliation, faith, and nationalism. I had been working in both village and urban contexts on issues and strategies around communication/education and advocacy with South Asia Partnership-Pakistan, a non-government organisation based in Lahore that was engaged in front-line work for social change. The organisation was driven by the pursuit of the principles of civil society, and on a daily basis, it contended with the brutal contradictions to those principles. Its work was carried out against a bulwark of poverty and fundamentalism that seemed impenetrable, and this moment of imminent confrontation resonated with the complex historical, cultural, and political dynamics of identity, religion, nationalism, colonialism, and a seething cauldron of south Asian geopolitics. As Paulo Freire argued that world views are manifested in actions that offer insight into broader and prevailing social and political conditions, so Geertz maintained that societies "contain their own interpretations". This was not essentialism -- there were none of the conceits or romanticism of essentialist readings of the commonplace as encapsulated social and political axioms. Rather, these views were a call for analytical honesty, a participatory and political dimension to cultural analysis that works to gain some access to these "interpretations" by encountering and apprehending culture in forms of action. Cultural analysis becomes a kind of trial-by-fire, a description from a viewpoint of participatory engagement. By "participatory", I mean everything that the bloodlessness and obfuscation of so much of Cultural Studies is not -- an actual stake in action and consequence in a real world of politics. The interpretation of culture is valuable when it attends to action rather than theoretical insinuation; to cultural volatility and contingency, and the broad determinants of social discourse rather than schemata and structure as critical ends. Interpretation has a participatory dimension -- an involvement, an engagement with culture described and interpreted -- which eschews the privilege of theory unimpeded by empirical evidence.
