The Ul’ya flora comes from the Coniacian volcanogenic deposits of the Amka Formation (the Ul'ya depression, southern part of the Okhotsk-Chukotka volcanogenic belt). Ginkgoaleans are diverse in this flora and represented by three genera: Ginkgo, Sphenobaiera and Baiera. All specimens have no cuticle and were assigned to morphotaxa. Genus Ginkgo includes two species: G. ex gr. adiantoides (Ung.) Heer with entire leaves and G. ex gr. sibirica Heer with dissected leaves. Genus Sphenobaiera also consists of two species: S. ex gr. longifolia (Pom.) Florin with 4–8 leaf lobes and S. ex gr. biloba Prynada with two leaf lobes. Genus Baiera is represented by new species B. lebedevii Golovn., sp. nov.Leaves of this species are 25–30 cm long and 13–16 cm wide, narrowly wedge-shaped with flat slender petiole, dichotomously dissected 4–5 times into linear segments 3–6 mm wide with 6–12 veins. The length of ultimate segments is equal to about a half of leaf length. Leaves attached spirally to ovoid short shoots about 2 cm long. Among the Late Cretaceous floras similar diversity of ginkgoaleans was recorded only in the Turonian-Coniacian Arman flora from middle part of the Okhotsk-Chukotka volcanogenic belt (Herman et al., 2016). Four species of ginkgoaleans from the Ul’ya flora (except G. ex gr. adiantoides) are considered as the Early Cretaceous relicts.

Abstract. Abgesehen von einem unreifen Araukarienzapfen, der 1927 von Gothan kurz beschrieben wurde, werden erstmalig Pflanzenreste aus den Jura-Kreide-Grenzschichten des Tendaguru bekannt gemacht. Verkieselte Hölzer vor allem aus kreidezeitlichen Schichtabschnitten repräsentieren die für den Jura üblichen Koniferengruppen wie Taxodiaceae, Cupressaceae und Taxaceae. Daneben konnten Ginkgoaceae nachgewiesen werden. Fusit ist nicht selten, meist aber sehr schlecht erhalten, bis auf ein Stück, das die Merkmale einer wahrscheinlich neuen Art von Glyptostroboxylon, einer Taxodiacee, zeigt. Naturmazerate von Kutikulen sind in den mittleren Saurier-Mergeln (tieferes Kimmeridge) häufig und können möglicherweise Ginkgophyten des Baiera/Sphenobaiera-Typs zugerechnet werden. Damit scheint die Flora von Tendaguru auf den ersten Blick von Gymnospermen extrem stark dominiert zu sein. Diese Dominanz ist wahrscheinlich auf taphonomische Prozesse und auf die selektive Probennahme während der Grabungsexpedition in den Jahren 1909–1913 zurückzuführen. So erscheinen neue Profilaufnahmen im Gelände unumgänglich, um ein differenzierteres Bild der jurassisch-kretazischen Flora des östlichen Afrika – die die Ernährungsgrundlage der meisten Dinosaurier vom Tendaguru bildete – zu entwickeln und phytogeographische Beziehungen genauer fassen zu können. Little is known about the Jurassic flora of East Africa. Therefore a preliminary account on plant remains from the well-known „Saurierlagerstätte” of Tendaguru is presented. Specimens of silicified wood represent typical conifers, such as Taxodiaceae, Cupressaceae and Taxaceae, but also demonstrate the presence of Ginkgoales. Fusite is very common, but mostly not well preserved, except for one specimen which shows the characteristics of possibly a new species of the Taxodiacean genus Glyptostroboxylon. Natural macerated cuticules are abundant in the „middle Saurier-Mergel” (Lower Kimmeridgian) and they at least in part seem to belong to Ginkgophytaleans of the Baiera/Sphenobaiera-group. At first glance the composition of the flora of Tendaguru seems to be biased towards a predominance of Gymnosperms. This is not only a result of taphonomical processes, but also of selective sampling in 1909–1913. The leaf genus Pachypteris Brongniart occurs commonly in Mesozoic rocks throughout the world. In India, the genus has hitherto been known only from the Lower Cretaceous strata of Rajmahal, Jabalpur, Bhuj and Pariwar formations. However, a few specimens collected from the Janar River beds of Tiki Formation, in their gross features and cuticular details, evidently represent a new species of the genus. The species, named as Pachypteris hirsuta sp. nov., in addition to its obvious hypostomatic lamina, is characterized by the presence of polygonal trichome bases. Each trichome base is surrounded by a ring of radially elongated cells. From Janar River beds, species of Lepidopteris, Dicroidium, Xylopteris, Sphenobaiera and Baiera have been described earlier. Pachypteris is a further addition to this assemblage. On the basis of faunal and floral remains, Tiki Formation has been dated as Upper Triassic. Occurrence of Pachypteris is hereby recorded for the first time from Indian Triassic strata.

Diagnostic features are systematized for the leaf epidermal structure of the Leptotoma Kiritch. et Samyl. The study of the new findings and the revision of the type material of L. kryshtofovichii Srebrod. et Samyl. from the Early Cretaceous of Eastern Transbaikalia reveal the occurrence of occasional stomata on the lateral epidermis as well as the presence of a central or proximal papilla on the subsidiary cells of the stomata, which allows to emend the specific diagnosis. The same sediments yield L. baikalica N. Nosova, sp. nov., that differs considerably from other Leptotoma species in its peculiar set of epidermal characters. For the first time, discrete resin ducts are found in the leaves of Leptotoma. The revision of type specimens of L. tenuis Samyl. and L. prynadae Travina from the Middle Jurassic of Kansk-Achinsk Coal Basin (Krasnoyarsk kray) suggests their affinity to Baiera. The re-investigation of the type material of L. borealis Travina and L. sibirica Kiritch. et Batjaeva from the Jurassic of Western Siberia indicates that these species should be merged, with L. sibirica kept as the priority name. For the first time for the Lower Cretaceous, findings of Leptotoma leaves are reported from the Maastrichtian of the Amur oblast (L. samylinae N. Nosova, sp. nov.).

Abstract The Ul’ya flora comes from the Amka Formation of the Ul’ya Depression, located in the Okhotsk–Chukotka volcanic belt (North-East Russia). This flora includes ~50 species, among which conifers predominate. Ferns and angiosperms are also diverse. The Ul’ya flora is characterized by high endemism and by the presence of numerous Early Cretaceous relicts (Hausmannia, Podozamites, Phoenicopsis, Baiera, Sphenobaiera). Four new endemic species of conifers from the Ul’ya flora are described: Elatocladus amkensis Golovneva, sp. nov., Araucarites sheikashoviae Golovneva, sp. nov., Elatocladus gyrbykensis Golovneva, sp. nov. and Pagiophyllum umitbaevii Golovneva, sp. nov. Two-lobed leaves of Sphenobaiera are assigned to S. biloba Prynada based on their epidermal structure. Because of its systematic composition the Ul’ya flora is correlated with the Coniacian Chaun flora of Central Chukotka, with the Coniacian Aliki flora from the Viliga–Tumany interfluve area, and with the Coniacian Kholchan flora of the Magadan Region. The U-Pb age of zircon (ID-TIMS method) from plant-bearing tuffites within the Amka Formation at the Uenma River is 86.1 ± 0.3 Ma. Thus, Coniacian age (most likely the end of the Coniacian, near the Coniacian/Santonian boundary) is assigned to the Ul’ya flora and plant-bearing pyroclastic deposits of the Amka Formation on the basis of paleobotanical and isotopic data.

Courts and Federalism: Judicial Doctrine in the United States, Australia, and Canada, Gerald Baier, Vancouver and Toronto: UBC Press, 2006, pp. 207.Is everything old new again? Gerald Baier's insightful book brings back into the mainstream a long neglected examination of federalism from the perspective of judicial review. His analysis of the courts' impact on the development of federalism involves a detailed study of division of powers jurisprudence in the United States, Australia, and Canada. In each of these countries, Baier argues, the decisions of the highest courts continue to affect the shape of federalism, but his central claim turns on how these decisions are made. For Baier, judicial doctrine plays a significant role in influencing the reasoning of the courts and must be considered an independent variable worthy of study in its own right. Many scholars have debated the significance of doctrine on judicial decision making. However, Baier takes issue with scholars who, on the one hand, have characterized doctrine as a tool of objectivity and certainty, and those, on the other hand, who view doctrine as entirely political in nature (27). For Baier, doctrine is neither of these but it is “distinctly legal in character” and it is this legal reasoning that shapes outcomes (27).

The present day vegetation types on the earth are to a large extent controlled by climatic conditions that are mainly reflected in variations in moisture availability and temperature through the annual cycle. Therefore, fossil plants can be used as a tool to elucidate both spatial and temporal climatic changes. The global climates of the Jurassic can be interpreted with fossil floras because many parts of world have yielded abundant floral localities. Those records not only provide a strong basis for the qualitative depiction of vegetation patterns, but also provide quantitative data for the reconstruction of paleophytogeographic provinces and climatic changes. The computer program known as “Detrended Correspondence Analysis” written by Hill (1979) was used in this study. The floral data for this quantitative approach was assembled at the generic level mainly from the published literature. By definition, it is a method based on ordination scores, that is, the species ordination scores are averages of the sample ordination scores, and vice versa.The scatter diagrams of the first two axes of genera and sample sites derived by detrended correspondence analysis were obtained for the intervals of Early, Middle, and Late Jurassic. The gradient variations of both genera and sample sites are reflected by the scores along axis 1 and 2 because axis 1 and axis 2 maximize the correlation of species and sample sites according to this technique. In the ordination score diagrams, the genera in similar climatic environments and the sample sites in similar paleogeographic regions are relatively close to each other along axis1 and axis2.One of characteristics of the Jurassic vegetation is the taxonomic stability through the period compared with other periods of time. Therefore, the generic scores of axis1 for the Early and Middle, Middle and Late, and Early and Late Jurassic can be plotted against each other. The regression line can be used to assign the scores to the ordered genera. This is the technique used to complement the ordered genera from the gradient score diagrams and to eliminate the effect of some local genera. The genera adjacent to the regression line can be reliably used to reflect climatic gradients. The gradient changes were used to define biomes and to determine phytogeographic patterns on a global scale.The quantitative analysis clearly shows that the use of floral data can achieve fast and satisfactory results in paleoclimatic studies of the Jurassic. For example, the cool-wet temperate climate is reflected by a ginkgophyte dominated deciduous flora, such as Ginkgo, Czekanowskia, Phoenicopsis, and Baiera, whereas the subtropical warm and drier climate is represented by cycad dominated floras, such as Anomozamites, Nilssonia, Pterophylum, Ptilophyllwn, Ctenis, and Otozamites. The general conclusion of earlier workers that Jurassic floras were especially uniform through the earth is true in the relative sense only, and the ordination study allows for the subdivision of the rather shallow gradients that do exist.

There are two reasons to have an efficient algorithm for identifying all right-maximal Lyndon substrings of a string: firstly, Bannai et al. introduced in 2015 a linear algorithm to compute all runs of a string that relies on knowing all right-maximal Lyndon substrings of the input string, and secondly, Franek et al. showed in 2017 a linear equivalence of sorting suffixes and sorting right-maximal Lyndon substrings of a string, inspired by a novel suffix sorting algorithm of Baier. In 2016, Franek et al. presented a brief overview of algorithms for computing the Lyndon array that encodes the knowledge of right-maximal Lyndon substrings of the input string. Among those presented were two well-known algorithms for computing the Lyndon array: a quadratic in-place algorithm based on the iterated Duval algorithm for Lyndon factorization and a linear algorithmic scheme based on linear suffix sorting, computing the inverse suffix array, and applying to it the next smaller value algorithm. Duval’s algorithm works for strings over any ordered alphabet, while for linear suffix sorting, a constant or an integer alphabet is required. The authors at that time were not aware of Baier’s algorithm. In 2017, our research group proposed a novel algorithm for the Lyndon array. Though the proposed algorithm is linear in the average case and has O(nlog(n)) worst-case complexity, it is interesting as it emulates the fast Fourier algorithm’s recursive approach and introduces τ-reduction, which might be of independent interest. In 2018, we presented a linear algorithm to compute the Lyndon array of a string inspired by Phase I of Baier’s algorithm for suffix sorting. This paper presents the theoretical analysis of these two algorithms and provides empirical comparisons of both of their C++ implementations with respect to the iterated Duval algorithm.

The Rational and the Moral Order, a work of sweeping scope and depth, opens with three problems: the Rationality Problem, briefly, is that the following set is inconsistent, although each of its elements seems true: our conduct cannot be rationally justified unless it promotes our own good; moral conduct is rationally justified; but morality often requires that we do things that do not promote our own good. The Motivation Problem distills to this: can something be a reason for someone to do something without its actually motivating him to do so (the so-called “externalist” position), or is being a motivator a necessary condition of being a reason for that person (the “internalist position”)? Finally, the Sanction Problem notes that, although it seems plausible and generally accepted that immorality should be sanctioned, it seems neither plausible, nor is it generally accepted, that irrationality should be. Why this asymmetry? I restrict my attention, in what follows, to aspects of Baier's fascinating discussion on the Rationality Problem and the Motivation Problem.

Annette Baier should have entitled her bookA Progress of Reason and Sentimentsinstead ofA Progress of Sentiments, because one of her chief concerns is the role and significance of reason in Hume's philosophy. She says in the Preface that her aim in the book is “to present Hume's work as exhibiting a progress of thought and sentiment, and acquiring ‘new force as it advances‘” (p. viii). Because the issue of reason in Hume's philosophy is central to her concern, Baier initiates a discussion of it in Chapter 1 and relentlessly pursues the discussion throughout the book. I think it is fair to say that Baier wishes to answer the question “How, if at all, does cognitive reason function in Hume's philosophy?” To answer this question she begins by contrasting Hume's method of conducting philosophy with the method of the Cartesian or intellectualist tradition. She shows that solipsism is, to borrow Gilbert Ryle's expression, the “ineluctable destiny” of the kind of philosopher who glorifies the intellect while denigrating the other human capacities, the individual who indulges in abstract speculation over practical matters. According to Baier, this solipsistic predicament i s what Hume's protagonist articulates towards the end of his intellectual adventure in Book I, Part IV of the Treatise in saying: “Where am I or what? From what causes do I derive my existence?…” Here, Baier affirms, is pure (read unsociable) reason trapped in a miasma of self-doubt, perplexities, bewilderment and desolation from which it cannot extricate itself.

Resumo:
The ratio of contributions from cannibalism and from cooling flows to the final cD galaxies in diverse clusters seems to be different. It should be determined by some general cluster properties as for instance the central mass concentration. Assuming that mass distribution is tantamount to luminosity distribution we have analyzed the question of possible luminosity segregation in the radial galaxy distribution of galaxy clusters (Baier & Schmidt 1992; Baier & MacGillivray 1994).

Helmut Baierl with his unique dramaturgy, special methods and ways of depicting reality was subjected to numerous criticisms and became one of the most controversial creative personalities in post-war Germany. His plays caused discussions not only in the GDR and FRG but also beyond their borders. There is still no unanimous opinion among literary critics about this playwright and his significance for drama. Some scholars call him an epigone of Bertolt Brecht, others call him a follower, then there are those who consider him an innovator, etc. Therefore, taking into account the unreflected artistic experience of this dramatist in modern literary studies, as well as his pronounced creative dialogue with B. Brecht, the article aims to give an objective assessment of H. Baierl's work and trace the playwright's implementation of the main principles of epic theatre. H. Baierl’s work with its inherent synthesis of theoretical and creative interpretations confirms the conclusion that creative writing is a dialogue of one artist with another one/ ones which results in a creative and / or theoretical interpretation of the works of the latter one / ones. Considerable attention is paid to H. Baierl’s theoretical and practical (creative) interpretation of works by B. Brecht. It is stated that H. Baierl’s works, presented as a plurality of creative interpretation models of different levels with certain inherent elements of parody / stylization based on their pretexts, are a synthesis of a theoretical interpretation of B. Brecht’s ideas and a creative interpretation of his plays. H. Baierl not only continues the dramaturgical traditions of the master, but also adopts his characters in a certain way, tells their stories further, tracking them under other socio-historical circumstances. A comparison of the plays of both playwrights and their theoretical works shows a kinship in views on the purpose and aim of drama, as well as a community of ideological and aesthetic principles.

Abstract I examine two recent books by analytic philosophers that address the underexplored topic of whether the meaning of life depends on the existence of a supernatural realm including God and a soul. John Cottingham’s On the Meaning of Life defends a supernaturalist conception of life’s meaning, whereas Kurt Baier’s Problems of Life and Death defends the opposite, naturalist perspective. I show that their respective arguments are worth serious consideration, indicate some potential weaknesses in them, and suggest some other argumentative strategies that those interested in this fascinating topic might pursue elsewhere in more depth.

Atheist philosophers Jean-Paul Sartre and Kurt Baier, though from different philosophical traditions, shared a common concern about the traditional Judeo-Christian-Muslim doctrine that human beings are the creations of a Supreme Being. For Sartre, in “Existentialism is a Humanism” (1946), a God who designed us would thereby detract from our freedom and dignity. For Baier, in “The Meaning of Life” (1957), the idea that God designs us to serve his own purposes was deeply offensive in treating us as artifacts, domestic animals, or slaves. Indeed, Baier said explicitly what was implicit in Sartre: that the divine creation of humans as would violate Immanuel Kant’s respect for persons principle. But this Kantian objection is badly flawed in ignoring the crucial role of human free will in traditional Abrahamic theism. Still, if we focus not on the divine-creation doctrine but on the doctrine of eternal torment for non-worshippers of God, then traditional Abrahamic theism does arguably undermine human freedom and dignity. This paper revisits the empirical trade literature on East-West trade in the early 1990s and provides a replication of the traditional gravity findings of that period with the Baier-Bergstrand version of the model, providing thereby better estimates of the trade hindering impact of the Cold War by including multilateral and world resistance factors and simultaneously considering country fixed effects. Breaking down the Cold War Walls increased world trade by 2.7% of world GDP. The replication with the Baier-Bergstrand model also reveals that Cold War trade distortions also significantly impacted China’s trade with the West.
