Methodological and applied issues of the basics of creating knowledge bases and expert systems of logical artificial intelligence are considered. The software package "MIV Expert Systems Designer" (KESMI) Wi!Mi RAZUMATOR" (version 2.1), which is a convenient tool for the development of intelligent information systems. Resumo:
The multidimensional open epistemological active network MOGAN is the basis for the transition to a qualitatively new level of creating logical artificial intelligence. Mivar databases and rules became the foundation for the creation of MOGAN. The results of the analysis and generalization of data representation structures of various data models are presented: from relational to "Entity — Relationship" (ER-model). On the basis of this generalization, a new model of data and rules is created: the mivar information space "Thing-Property-Relation". The logic-computational processing of data in this new model of data and rules is shown, which has linear computational complexity relative to the number of rules. MOGAN is a development of Rule - Based Systems and allows you to quickly and easily design algorithms and work with logical reasoning in the "If..., Then..." format. An example of creating a mivar expert system for solving problems in the model area "Geometry"is given. Mivar databases and rules can be used to model cause-and-effect relationships in different subject areas and to create knowledge bases of new-generation applied artificial intelligence systems and real-time mivar expert systems with the transition to"Big Knowledge". The textbook in the field of training "Computer Science and Computer Engineering" is intended for students, bachelors, undergraduates, postgraduates studying artificial intelligence methods used in information processing and management systems, as well as for users and specialists who create mivar knowledge models, expert systems, automated control systems and decision support systems. The forces of globalization are compelling public administrators to direct their attention increasingly towards transnational forms of governance. ‘Globalization and the rise of network governance’ shows that in network governance-type systems, power and authority tend to be decentralized and dispersed among a variety of autonomous stakeholders operating beyond the scope and control of national governments. They are organized around values, concerns, issues, and problems ranging from global climate change to human security. Flexible and fluid in their organizational structure, they allow participants to flow in and out of a network as circumstances change. Examples of how governing networks have been particularly influential in addressing the climate change crisis are provided.

Superior Women examines female monastic authority at the abbey of Sainte-Croix in Poitiers from its foundation by Saint-Radegund in the sixth century through its sixteenth-century reform. Along with the abbey, Radegund established two strategies for her nuns to defend authority they claimed over their community, dependents, properties, tenants, and vassals. First, she secured a network of supporters, allies with extensive authority, to document the abbey’s privileges and defend Sainte-Croix. Their documents became a rich archive useful for recruiting new allies. Over time this network included the king of France, neighboring bishops, and the pope. Second, she used cultural artifacts, symbols, and ideas spotlighting her life story. Poetry commissioned from Venantius Fortunatus helped her win allies in Byzantium who then helped her secure a relic of the True Cross for the abbey. Later abbesses drew upon these cultural artifacts at times of crisis or at the loss of a traditional supporter in order to rebuild the abbey’s reputation and win new allies. These two strategies proved enormously successful for later abbesses at Sainte-Croix. Radegund’s example provided a powerful model of female authority on which the women of Sainte-Croix were able to draw, with the support of male allies. So long as Sainte-Croix was competently governed by abbesses talented in the deployment of Radegund’s strategies, the abbey remained strong, well supported, mostly autonomous, and in firm control of its dependents, and this situation persisted through the sixteenth century.
