Early innovators in CHP-DH, the Soviet Union opted for the large-scale deployment of CHP-DH to ensure the centralized supply of heat and electricity, while in most countries’ heat production and supply was developed based on individual boilers. Currently, Russian heat production installations have low energy efficiency. CHP-DH penetration rate has been decreasing as consumers have started to switch to individual boilers. This ‘chaotic boilerization’ trend threatens to nullify the innovation gains achieved by Russia. To attract investments in the modernization of the CHP-DH infrastructure, Russia adopted an innovative approach to regulation: market-based principles in heat supply. Surprisingly, despite government interference, authorities have concluded that the market—instead of subsidies—must drive innovation. Russian experience highlights the difficulty of implementing innovative market-based reforms to attract investments in CHP-DH systems. Price limits avoid abuses of the heat suppliers’ de facto monopoly and thus remain a crucial regulatory task to ensure affordability.

Does leadership targeting work? This question lies at the heart of studies on the efficacy of counterterrorism policy. This book examines whether killing or arresting terrorists is an effective means by which to weaken and degrade a group’s operational capacity. It aims to identify and explain why decapitation works in some cases and not in others. In order to determine whether decapitation is an effective strategy, this project examines nearly one thousand instances of leadership targeting. A group’s susceptibility to leadership targeting is a function of three factors: organizational structure, communal support, and group type or ideology. Leadership decapitation is unlikely to result in the demise of groups that are highly bureaucratized, have high levels of communal support, or are driven by a religious or separatist ideology. Leaders matter less under these conditions, and their removal can have adverse consequences, such as retaliatory attacks or an overall increase in the frequency of attacks. The data reveals that the largest and oldest organizations are highly resistant to destabilization after targeting. Separatist, religious, and especially Islamist groups are unlikely to weaken after the removal of their leaders. In order to develop counterterrorism policies that will degrade and weaken terrorist organizations, it is essential to identify whether our policies are likely to be effective or to have adverse consequences. The book examines the cases of Hamas, al-Qaeda, Shining Path, and ISIS to understand how organizational structure, local support, and ideology contributes to their resilience in the face of repeated leadership attacks.

Throughout his career, Carlos Santana has used music to express his idiosyncratic spiritual beliefs. Pursuing the guidance of guru Sri Chinmoy in the 1970s and subsequently seeking his own spiritual path, Santana sought to channel a higher power through his guitar technique and tone, describing the process of music making as a mystical endeavor. In order to attain these goals, Santana used amplifiers that prioritized depth of sound (described by himself in synesthetic terms), feedback loops for his signature sustained tones, an avoidance of hypermasculine performance, and a peaceful stage presence. This chapter investigates the role of timbre in Santana’s spiritual journey from the 1960s to the present.

This chapter elucidates philosophical and religious aspects of ancient dance discourse. It traces novel connections from the poetic and philosophical motif of the dance of the stars to later ancient dance discourse. A link is found in the genre of exhortations (protreptics) to philosophy, which influenced Lucian’s On Dancing, and in the philosophical ideal of heavenly contemplation. The latter yields a particularly interesting variation by Augustine, who finds in dance spectacles an occasion to know things through themselves. The remainder of the chapter discusses the evidence for the role of dancing in ancient mystery cults and argues that in this context dance represents a way to attain cognition through sensory and emotional experience. This path is pursued further with an examination of the early Christian dance ritual depicted in the apocryphal Acts of John.

Plato and Aristotle provided systematic accounts of wisdom in which virtue and ruling knowledge are keyed both to rational theology and to a scientific understanding of the cosmos. To be wise is to understand ethical and political life in a specific way, not as isolated venues for power, pleasure, and desire, but rather as aspects of life that accord with reality understood in its profoundest metaphysical dimensions. Disciplined knowledge of what is real, though difficult to attain, may be brought to bear on questions and problems of every sort. This profoundly holistic understanding of wisdom yields a kind of wisdom template, according to which other forms of life—including the distinctive way of life belonging to the Jews—may be understood and evaluated as wisdom programs. Greek thinkers like Hecataeus and Theophrastus did precisely this, opening a new path for Jews to present themselves collectively as bearers of wisdom.

The late twentieth century saw the rise of new forms of religiosity and a growing consensus about the utility of the concept of ‘religion’ to describe a wide range of beliefs and practices. The idea that Africa was perpetually in need of modernization and socio-economic ‘development’ influenced the theological and practical evolution of Christianity, Islam, and various ‘indigenous’ spiritual traditions. Pentecostalism and reformist Islam shared a turn towards the personalization of spiritual quests and a sense of rupture with the recent past. New movements attacked existing institutions, paths to religious knowledge and authority, and the perceived routinization of spiritual guidance. New patterns of connection between Africa and the rest of the world produced complex mixings and inventions separate from the movement of peoples or the territorial expansion of empires. Further research is needed into the links between the political and financial institutions shaping recent forms of globalization and the intellectual and social content of new religious movements.

In the early 1890s, Master Tara Singh (Nanak Chand) was so impressed by the stories of Singh martyrs that he thought of becoming a Keshdhārī Singh. Initiated by Sant Attar Singh in 1901, Master Tara Singh decided to dedicate his life to the service of the Sikh Panth. After the government took over the management of Khalsa College, Amritsar, he began to participate in all anti-government agitations. As Head Master of Khalsa High School, Lyallpur, he was closely associated with the group of Sikh leaders who were more radical than the Chief Khalsa Diwan. His sympathy with the ‘Canadian’ Sikhs, and his interest in the Komagata Maru voyage and the Budge Budge firing made him all the more anti-British. His familiarity with gurbāṇī, Sikh history, and Punjabi literature was reflected in his controversy with the Arya Samaj leaders.

Every year, nearly 2 million injuries and some 1,300 deaths result from so-called intimate partner violence. In this work, psychotherapist Browne-Miller uses vignettes, as well as standing and emerging research, to detail both healthy and hurtful relationships and to show partners how to recognize and change relationships on, or headed toward, the path to abuse. She also explains when to leave a relationship, as well as how to do that so as to disentangle without further harm. This is a book that will interest not only those involved in, or who know of someone who is or might be involved in, an abusive relationship, but also students and scholars of psychology, counseling, social work, women's studies, and men's studies. When Cathy and John married 20 years ago, the relationship seemed almost charmed. But over the years as John's career became more established and Cathy raised the family of three children, things changed. First angry fights developed, followed by verbal and gestured threats of violence, and later, actual physical attacks and injuries. Several times Cathy called police, but when they arrived, fearing the social stigma as well as John's retribution, she would explain her injuries as dealt out by a prowler. When friends or family asked, she would claim the cuts or bruises were due to a fall or some other accident. But eventually, when her arm had been broken, a tooth knocked out, and her face bruised so badly she could not cover it up with makeup, she finally left the house and her husband—only to be stalked. Cathy and John are one couple that Angela Browne-Miller introduces us to in this book that looks at the increasingly publicized incidence of intimate partner violence, abuse that takes place behind closed doors, inside marriages and other loving relationships. Only a fraction of this abuse is ever reported, so just a fragment of the problem is reflected in national statistics that show nearly 2 million injuries and some 1,300 deaths annually caused by this so-called intimate partner violence. In this work, Browne-Miller uses vignettes, as well as standing and emerging research, to help us recognize the difference between a relationship being effected by normal stressors, and one that is abusive, or perhaps even deadly. Psychotherapist Browne-Miller details both healthy and hurtful relationships and shows partners how to recognize and change relationships on, or headed down, the path to abuse. And she also explains when we should leave a relationship, as well as how to do that to disentangle without further harm. In the eyes of posterity, ancient Rome is deeply flawed, whether because of political corruption or imperial domination, the practice of slavery or religious intolerance, sexual immorality or other “decadence”—the list could extend considerably. Without denying the good reasons why certain aspects of Roman behavior are unacceptable within our present worldview, this volume reveals how, for centuries, the Romans’ “errors” have not only provoked opprobrium but also inspired wayward, novel, errant forms of thought and representation, for whose historical importance and continued relevance the contributors argue. Treating examples from history, philosophy, literature, psychoanalysis, and art history, extending chronologically from antiquity to the present, Roman Error examines ways in which the Romans’ faults have become the basis for creative experimentation, rejections of prevailing ideology, revolutionary departures from received opinion, even comedy and delight. Thus “Roman error,” as used here, comes to signify both something that the Romans did and something that their heirs (including ourselves) do, when receptions of Rome attract charges of “error” or at least make us especially aware of reception as “error” of a kind. The reception of Rome’s missteps and mistakes has been far more complex than simply denouncing or condemning them, simply labeling them as an exemplum malum to be shunned and avoided. Abstract For decades, scholars and commentators have differentiated the US from Europe by pointing to the relative weakness of the American social welfare state. European social democracies--particularly the Nordic ones--have erected broad and deep social insurance systems to buffer the effects of the capitalist marketplace, and as consequence virtually all citizens have access to housing, health care, and transfer payments that alleviate the effects of unemployment/underemployment. In combination, these policies have made Northern European societies among the most comfortable and egalitarian in human history. In contrast, conventional wisdom holds that America's patchwork welfare state, which only grudgingly redistributes income to the least wealthy, is miserly in comparison, more wedded to free market individualism than social solidarity. In Social Democratic America, the eminent scholar Lane Kenworthy has crafted the most definitive rejoinder yet to champions of American exceptionalism. He shows that in fact, the US is well along the path toward becoming a social democratic society. Certainly, it has moved in fits and starts, and our nation's peculiar federal structure has generated a number of cumbersome solutions for delivering social insurance. But over time it has delivered, and for every step backward, policymakers have crafted and passed policies that have moved the nation two steps forward toward social democracy. Built in bits and pieces, the modern US welfare state, while still less encompassing than European counterparts, is not only massive but expanding its reach. The evidence, which has accumulated over three quarters of a century, is now overwhelming: Social Security, national unemployment insurance, AFDC (later replaced by TANF), Medicare and Medicaid, the Earned Income Tax Credit, and--most recently--the Affordable Care Act (Obamacare). What's more, almost every conservative effort to undo these programs has failed ignominiously. Along with tracing the evolution of the American social welfare state, Kenworthy stresses throughout that America is bending ever further toward a social democratic path. This is a difficult argument to make for two reasons. First, Americans are deeply invested in the idea of American exceptionalism, Second, Republican policy successes in the 1980s and 2000s reinforced the notion that America is at base a center-right nation, inhospitable to European-style social insurance schemes. The combination of Obama's first-term legislative successes and his recent re-election has caused observers to think twice about these arguments, but Kenworthy shows that this is only the tip of the iceberg. Drawing from his unparalleled knowledge of social policy in the advanced industrial world, he shows how the US has been (and continues to be) progressing slowly but steadily toward a clear endpoint: genuine social democracy. Social Democratic America will attract a great deal of criticism, but even the most incorrigible doubters will have to take stock of his powerful and well-substantiated thesis.

Iran is poised to re-emerge as the powerhouse of the Middle East in the 21st century. Already taking on massive export and energy diversification projects and working to acquire a nuclear weapons arsenal, Iran is likely to attain the stature of regional power in the coming years, thanks in no small measure to the vacuum created by the chaos in Iraq, which for many years served as a counterweight to Iran in the region. Gonzalez illuminates the path toward a new approach to engagement with Iran. Only then can the United States reap the benefits of a new Middle East. But is a nuclear-armed Iran a direct strategic threat to the United States? While post-revolutionary politics have harnessed anti-Americanism as a matter of policy, Gonzalez argues that this is only a sign of a larger enterprise of democratization; a trajectory of independence, as the author calls it. This trajectory has led Iran to release itself from the shackles of foreign power intervention and has put it closer to home-grown democracy than any other nation in the Muslim Middle East. This promise of democracy, set in the wider scope of Iranian Shi'i jurisprudence and practice, is set to elevate the largest segment of Iranian society—its educated and pro-American youth—to the forefront of Iranian politics. The Middle East is in crisis, and within every crisis lies opportunity. America must not repeat the myopic mistakes of the past. A far-sighted and grand-strategic approach to engagement with Iran promises to open doors to regional stability and political development. Only then can America, as the global superpower, reap the benefits of a new Middle East, with the Islamic Republic of Iran at the helm.

This book examines diverse aspects of the social history of the marginalized sections of society in Orissa, focusing on the problems of colonialism and the way it impacted the lives of tribals, outcastes and dalits. It delineates how these socially excluded sections were terrorized and further impoverished by both the colonial government and the chiefs of the despotic princely states who worked in tandem with them. In course of six tightly argued chapters, Biswamoy Pati studies several key issues including ‘colonial knowledge’ systems which had a long afterlife, such as the stereotyping of tribals as violent and brutal and colonial constructions of the ‘criminal tribe’. In addition, he closely examines colonial agrarian settlements, adivasi strategies of resistance (including uprisings); indigenous systems of health and medicine, the colonial ‘medical gaze’; conversion (to Hinduism), fluidities of caste formations in the nineteenth century, the Hinduization and appropriation by princely rulers of adivasi deities and healing methods, rituals of legitimacy adopted by these rulers as well as the development of colonial capitalism and urbanization. Alongside, he explores the connections between the marginal social groups and the national movement, besides touching upon the manner in which the ruling classes after Independence have allowed a host of inherited problems to remain unresolved. Adopting an inter-disciplinary method and drawing upon archival and rare, untapped sources, this fascinating study would be of interest to students of history, social anthropology, political sociology, cultural studies, dalit studies and social exclusion. It would also attract non-governmental organisations and planners of public policy.

Ted Kennedy and George W. Bush agreed on little, but united behind the No Child Left Behind Act (NCLB). Passed in late 2001, it was hailed as a dramatic new departure in school reform. It would make the states set high standards, measure student progress, and hold failing schools accountable. A decade later, NCLB has been repudiated on both sides of the aisle. According to Jal Mehta, we should have seen it coming. Far from new, it was the same approach to school reform that Americans have tried before. In The Allure of Order, Mehta recounts a century of attempts at revitalizing public education, and puts forward a truly new agenda to reach this elusive goal. Not once, not twice, but three separate times-in the Progressive Era, the 1960s and '70s, and NCLB-reformers have hit upon the same idea for remaking schools. Over and over again, outsiders have been fascinated by the promise of scientific management and have attempted to apply principles of rational administration from above. Each of these movements started with high hopes and ambitious promises, but each gradually discovered that schooling is not easy to "order" from afar: policymakers are too far from schools to know what they need; teachers are resistant to top-down mandates; and the practice of good teaching is too complex for simple external standardization. The larger problem, Mehta argues, is that reformers have it backwards: they are trying to do on the back-end, through external accountability, what they should have done on the front-end: build a strong, skilled and expert profession. Our current pattern is to draw less than our most talented people into teaching, equip them with little relevant knowledge, train them minimally, put them in a weak welfare state, and then hold them accountable when they predictably do not achieve what we seek. What we want, Mehta argues, is the opposite approach which characterizes top-performing educational nations: attract strong candidates into teaching, develop relevant and usable knowledge, train teachers extensively in that knowledge, and support these efforts through a strong welfare state. The Allure of Order boldly challenges conventional wisdom with a sweeping, empirically rich account of the last century of education reform, and offers a new path forward for the century to come.
