Résumé Lorsqu’il est amené à témoigner de sa conversion, le membre d’une assemblée pentecôtiste insiste avant tout sur la dimension personnelle de son choix de vie et sur les manifestations divines qui l’ont encouragé et qui l’encouragent encore chaque jour dans cette voie. Avoir fait l’expérience personnelle de l’agir divin est un élément constitutif de tout récit de conversion. Cet article, basé sur des recherches doctorales menées auprès de deux assemblées pentecôtistes de l’Est de la France, cherche à mettre en évidence que cette relation personnelle et intime entre le fidèle et son Créateur se construit dans le cadre communautaire : à travers l’harmonisation des récits de conversion et la structuration des réunions de prières assurant par les manifestations charismatiques la mise en présence de l’Esprit saint au sein de la communauté des fidèles. C’est en effet sur une validation communautaire que reposent en partie les convictions individuelles.

Le chemin synodal suivi aujourd’hui par l’Église nous fait rencontrer la figure de Bartimée comme la foule qui accompagnait Jésus à Jéricho. Telle est la transformation personnelle et communautaire dont témoigne l’auteur de ces lignes, secrétaire exécutif de la CEAMA (Conférence ecclésiale de l’Amazonie) qui travaille à la mise en œuvre des propositions du Synode de l’Amazonie. Témoignage dans le cadre du Symposium « The Road to a Synodal Church: Insights and Experiences » au Campion Hall d’Oxford (23-25 mars 2022).

Le cadre réglementaire national a créé la compétence GEPU, ou gestion des eaux pluviales urbaines, et défini les conditions de son transfert aux structures intercommunales. La création de cette nouvelle compétence intervient dans un contexte d’impérieuse nécessité d’évolution des pratiques en matière de gestion des eaux pluviales. C’est dans ce contexte que Lannion-Trégor Communauté a préparé, défini et organisé cette compétence sur son territoire. Par délibération de son conseil communautaire, elle a acté les domaines d’intervention concernés, les missions à exercer, la délimitation du service public administratif associé et les principes fondamentaux nécessaires au développement d’une gestion intégrée des eaux pluviales. La force de la démarche adoptée pour le transfert de cette compétence a été la conduite du projet. Elle s’est appuyée sur la constitution de groupes communaux et d’un comité de pilotage dédiés, permettant d’associer largement les élus, les services municipaux et les services communautaires. Elle comprenait également une évaluation financière du coût de l’exercice de la compétence, réalisée selon un processus itératif avec un groupe technique, cherchant à la fois la rigueur technique et financière et la recherche d’un compromis local. Cette évaluation, robuste et contextualisée, a permis d’alimenter les débats de la commission locale d’évaluation des charges transférées, assemblée des élus proposant les conditions financières de tout transfert de compétence entre deux collectivités. Ce cadrage a été un préalable à l’élaboration d’une politique globale pour le territoire, actant dans un plan d’action territorial la nécessité de l’élaboration de trois documents cadres : un règlement de service, un zonage pluvial et un schéma directeur de la gestion intégrée des eaux pluviales.

Cet article vise à révéler les grandes composantes de la rhétorique discursive lors du règlement de litiges fonciers en pays atchan (peuple ébrié situé au sud-est de la Côte d’Ivoire). Le jeu des échanges verbaux autour des lois coutumières sont le reflet d’une vision du monde qui met le bien-être communautaire au centre de toute préoccupation. Nous avons utilisé comme technique de recherche qualitative l’observation d’un fait socioculturel. Aussi, avons -nous assisté à une assemblée de notables, pour régler un litige foncier dans le village d’Akoue-djεmɛ. Le déroulé de cette procédure judiciaire coutumière a été transcrit, puis analysé selon l’organisation de la rhétorique discursive. Ce travail a permis de découvrir les trois grandes parties de la séance du règlement dudit conflit. La rhétorique du discours social atchan est faite de jeux intertextuels ponctués par des formules ritualisées et proverbiales. This article aims at showing the major components of the discursive rhetoric during land dispute resolution among the Atchan community (The Ebrie people located in the South west of Cote d’Ivoire). The way of going about the oral communication talking about customary laws truly reflects a world vision that sets the community well-being as the prior preoccupation. The qualitative methodology is the one used. We took part in a gathering of dignitaries solving a land dispute in the Akoue-djεmɛ village. The event of this customary court has been transcribed and analyzed according to the discursive rhetoric organization. This study enabled us to discover the three major components of the sitting. The rhetoric of the Atchan social speech is made up with inter-textual games with rituals and proverbs.

Les plateformes interactives d’entraide entre consommateurs (ou tchats communautaires) se multiplient sur les sites web des marques. Sur ces plateformes, des consommateurs se substituent aux marques, pour répondre à des questions posées à propos des marques par d’autres consommateurs. L’objectif de cet article est de comprendre les mécanismes de co-création et les trajectoires des individus (appelés coachs) qui s’investissent dans la durée sur ces plateformes. Nous mobilisons le cadre théorique de la plateforme comme assemblage et lieu de création interactionnelle (Ramaswany et Ozcan, 2018). L’analyse d’entretiens individuels avec des membres de la plateforme de tchat communautaire TokyWoky permet d’identifier quatre assemblages agenciels : « consommateurscoachs », « coachs-coachs », « coachs-TokyWoky », « coachs-marques ». Nous clarifions les modalités d’interactions entre assemblages qui expliquent les trajectoires de coachs en quatre étapes. Le rôle de la gamification dans la dynamique d’assemblage « coachs-coachs » est également analysé. Enfin, les enjeux propres à l’assemblage « coachs-marques » sont mis en avant pour que les marques optimisent le nouveau canal de communication qu’offre la plateforme. Cet article présente la modélisation d’une forme particulière de pratique communautaire école-famille-communauté, celle de l’intervenant communautaire-scolaire au centre d’une initiative intersectorielle d’un quartier multiculturel du nord de Montréal. Les résultats découlent d’une analyse qualitative réalisée sur un corpus de données documentaires, d’entrevues et de notes d’observation. Ils mettent en relief les dimensions et formes spécifiques du métier. Celui-ci est en continuité avec les métiers de l’animation sociale, avec pour spécificité un assemblage original de ces formes d’action dans une même initiative, notamment en raison de sa capacité à prendre en considération les conditions fondamentales d’une intervention socio-éducative.

Résumé Un des paradoxes du pentecôtisme semble reposer sur sa capacité à promouvoir à la fois individualisme et communautarisation. Cet article, fondé sur une étude extensive de la socialisation opérée par les Assemblées de Dieu polynésiennes, s’efforce de dénouer cette contradiction. Il montre comment un travail institutionnel « invisible » permet aux croyants d’établir une continuité symbolique entre l’autonomisation vis-à-vis des structures traditionnelles d’encadrement qui a précédé leur conversion et leur intégration à une communauté religieuse exigeante au sein de laquelle les contrôles communautaires et institutionnels sont subjectivement vécus comme des relations personnelles « enchantées » avec Dieu.

Forest ecosystems are of global importance and vital to local communities. These communities depend on forests for their livelihoods, even their survival. The aim of this study was to identify the categories of ecosystem services that benefit local people and to measure the level of consensus around these services. Data were collected through questionnaires and interviews, primarily focusing on the ecosystem services provided by the forests studied. Household surveys, interviews, and field observations were used to gather information on the ecosystem services provided by these forests to local people. The results revealed a rich assemblage of 34 species representing 32 gene-ra and 20 families. These forest species contribute to the provision of three provision-ing ecosystem services with an informant consensus factor ranging from 0.8 to 0.97. These services are food (68%), traditional medicine (28%), and wood energy (4%). These findings confirm that local populations how important forest resources are for their basic needs. To ensure the availability of these resources in the long term, it re-mains necessary to provide them sustainable management practices.

Abstract. The interior of western Canada, like many similar cold mid- to high-latitude regions worldwide, is undergoing extensive and rapid climate and environmental change, which may accelerate in the coming decades. Understanding and predicting changes in coupled climate–land–hydrological systems are crucial to society yet limited by lack of understanding of changes in cold-region process responses and interactions, along with their representation in most current-generation land-surface and hydrological models. It is essential to consider the underlying processes and base predictive models on the proper physics, especially under conditions of non-stationarity where the past is no longer a reliable guide to the future and system trajectories can be unexpected. These challenges were forefront in the recently completed Changing Cold Regions Network (CCRN), which assembled and focused a wide range of multi-disciplinary expertise to improve the understanding, diagnosis, and prediction of change over the cold interior of western Canada. CCRN advanced knowledge of fundamental cold-region ecological and hydrological processes through observation and experimentation across a network of highly instrumented research basins and other sites. Significant efforts were made to improve the functionality and process representation, based on this improved understanding, within the fine-scale Cold Regions Hydrological Modelling (CRHM) platform and the large-scale Modélisation Environmentale Communautaire (MEC) – Surface and Hydrology (MESH) model. These models were, and continue to be, applied under past and projected future climates and under current and expected future land and vegetation cover configurations to diagnose historical change and predict possible future hydrological responses. This second of two articles synthesizes the nature and understanding of cold-region processes and Earth system responses to future climate, as advanced by CCRN. These include changing precipitation and moisture feedbacks to the atmosphere; altered snow regimes, changing balance of snowfall and rainfall, and glacier loss; vegetation responses to climate and the loss of ecosystem resilience to wildfire and disturbance; thawing permafrost and its influence on landscapes and hydrology; groundwater storage and cycling and its connections to surface water; and stream and river discharge as influenced by the various drivers of hydrological change. Collective insights, expert elicitation, and model application are used to provide a synthesis of this change over the CCRN region for the late 21st century.

RÉSUMÉCet énorme volume contient 172 des 211 exposés présentés lors de Systed 83, une conférence internationale spécialisée qui a eu lieu à Montréal. Le but principal de cette assemblée était de discuter des questions qui touchent les personnes du troisième âge et les handicapés, tels la condition de santé, les soins à long terme et la gamme des services sociaux dont ils disposent. Cet ouvrage comporte quatre sections principales subdivisées à leur tour en 16 différents sous-thèmes.La première section contient 51 articles qui s'adressent aux problèmes envisagéd par les personnes âgées dans la société, aux nouvelles méthodes qui pourraient améliorer les services sociaux, aux formules d'intervention innovatrices, et en conclusion, une analyse sommaire du système éducatif et des techniques d'apprentissage. La deuxième section comporte 56 articles qui examinent d'abord les méthodes d'intervention psycho-sociales, enchaîne ensuite avec une évaluation de la technologie, brosse un tableau des demandes et des besoins, examine l'utilisation et les analyses de cout, passe aux problèmes d'évaluations fonctionnelles, pour finalement explorer succinctement les problèmes qui se rattachent à la dépendance, au volume de travail et les méthodes employées pour mesurer la qualité. La troisième section, regroupant 42 articles, est consacrée aux services communautaires, notamment l'évaluation des soins à domicile, la famille, les refuges pour les sans-logis et les services de consultation externe. La dernière section, contenant 23 articles, est réservée aux problèmes administratifs. Entre autres, on y retrouve une analyse des lois et des règlements, une évaluation des besoins, les divers systèmes d'information en place et la répartition des ressources.Environ 22 articles s'adressent aux problèmes des handicapés, mentalement aussi bien que physiquement, 3 articles sur les enfants et le reste portent sur les gens âgés. En tout, 51 articles sont publiés en français et 49 d'entre eux offrent une traduction abrégée de longueur et de qualité plus ou moins uniforme. Les comptes rendus de conférence sont reconnus pour la qualité irrégulière de leur présentation et ce volume n'est pas l'exception. Chaque section contient d'excellents papiers de recherches, plusieurs sont édifiants et descriptifs, et un bon nombre auraient dû être omis. Le lecteur n'aura sûrement pas le courage de lire intégralement ce volume; cependant, les étudiants, les chercheurs, les praticiens et les administrateurs qui oeuvrent au domaine de la gérontologie et de la réhabilitation pourront se baser sur cet ouvrage en guise de manuel de référence.

The author deals in his contribution with the topic of the human right to the environment and the mechanisms of its protection in international law. Human right to the environment was implemented to the international law at the beginning of the seventies of the twentieth century in the scope of international environmental law. The legal arrangement of this human right was later logically connected with the international human rights law. That is why the international mechanisms of protection of this right are contained in two mentioned parts of international public law – international environmental law and international human rights law. The concept of the human right to the environment is included in the so called “third generation of human rights” under the scientific and special literature. Coming up from the analysis of the relevant international documents the author comes to the conclusion that the human right to the environment is anchored in international law in material form and also in the form of procedural rights, which the author calls procedural environmental rights. Procedural environmental rights include the right to access to information about environment, the right to public participation in decision making in environmental matters and the right to access to justice in environmental matters. The material dimension of the human right to the environment is characterised by the low level of international protection and enforcement. This right, firstly mentioned by the Principle 1 of the non-binding Stockholm Declaration of the United Nations Conference on the Human Environment, is at the moment anchored directly and in a most profound manner in the United Nations European Economic Commission Convention on Access to Information, Public Participation in Decision Making and Access to Justice in Environmental Matters (Aarhus, 1998). The other international instruments are not that precise in formulating this right or not in force. However, the Aarhus convention prefers to protect the material human right to environment by above mentioned procedural environmental rights. The material right to the environment could not be directly invoked and protected by this treaty. All of the mentioned facts show that the material right to the environment is not anchored in the international law in a reasonable manner. That is why it is not possible to state that the principle of the human right to the environment is a generally binding principle of international law at the moment. The ways how to protect the material human right to the environment are because of mentioned reasons limited to the protection through the other human rights like the right to life or the right to respect for private and family life. There are many examples of using this way of protection by individuals in the jurisprudence of the Human Rights Committee in Geneva, created by the International Covenant on Civil and Political Rights (1966) and mainly in the jurisprudence of the European Court of Human Rights in Strasbourg, created by the European Convention on Human Rights and Basic Freedoms (1950). The procedural environmental rights are anchored in more non-binding and even binding international documents then the material right to the environment. The leading document in this sense is the above mentioned Aarhus convention. The controlling mechanisms of the Aarhus convention developed by the contracting parties include the right of the public and of contracting states to put communication or claim against the contracting state as for the breach of the provision of the Aarhus convention. The communications and claims are addressed to the international body – the Compliance Committee – created by the contracting parties at their regular session in October 2002. The Compliance Committee successfully started its activity and stated breach of the Aarhus convention in five cases. On the other hand, there is also the opportunity to protect the environmental rights on international level indirectly through the procedural rights like the right to fair trial, right to an effective remedy, or right to information included in the scope of the freedom of speech. This approach is shown mainly in the jurisprudence of the European Court of Human Rights in Strasbourg created by the European Convention on Human Rights and Basic Freedoms (1950). The Aarhus convention influenced the human dimension of activities of the Council of Europe. The Parliamentary Assembly of the Council of Europe recommended to create and additional protocol to the European convention (1950) as for the procedural environmental rights. The European Union acquis communautaire in the mentioned area is coming up from the Aarhus convention approach. The secondary rules of the European law contain a group of directives approved in order to implement the Aarhus convention or even older directives are directly anchoring environmental procedural rights without mentioning the Aarhus convention. There are first cases concerning the procedural environmental rights solved by the European Court of Justice in Luxemburg.

While research literatures focused on memory and storytelling address the role of objects relative to (1) individual self-narrative and the expression of identity, and (2) group narrative and the expression of communal identity, the link between individual and group narrative and identity as afforded by objects does not appear to have been made, either explicitly, or as a locus of formal study. This paper will report on outcomes from the first of a multi-phase study exploring the role of objects in negotiating individual identity within a group context, where the articulation of a common identity is mandated by a coordinated, communal assembly or collaborative curation of objects – a community “display case” in the form of a public exhibition at a neighbourhood library. La littérature scientifique axée sur la mémoire et la narration aborde le rôle des objets relatifs à (1) l’auto-narration individuelle et l'expression de l'identité, et (2) la narration de groupe et l'expression de l'identité communautaire, mais il semble que le lien n’a pas été fait entre le récit individuel et le récit collectif et les identités, tel que fourni par les objets, que ce soit explicitement ou comme lieu d'une étude formelle. Cet article rend compte des résultats de la première phase d'une étude qui en comporte plusieurs portant sur le rôle des objets dans la négociation de l'identité individuelle dans un contexte de groupe, où l'articulation d'une identité commune est rendue obligatoire par une assemblée communale coordonnée ou par la conservation en collaboration d'objets - une communauté "vitrine" sous la forme d'une exposition publique dans une bibliothèque de quartier.

Migration is a characteristic feature of Mozabites, a minority with strong identity values and a particular institutional organization. Wherever Mozabites settle, in Algeria or abroad, a traditional assembly is created [the jma’a] and real estate is acquired: community house, free school, mosque, cemetery, cultural centre, library, etc.—this at the scale of a city. At the country level, each region is managed by a Coordination [tansiqiyat] and the whole is headed by a Confederal Council located in Ghardaïa—the ‘Ammi Said Council. This article therefore aims to explain this institutional organization and to elucidate the mechanisms adopted by Mozabites in order to facilitate their organization and integration in a migratory context. At the end of this paper, we will be able to highlight the mobilization of the group’s solidarity as a driving force in this integration process. For our demonstration, in addition to the documentary research, we used a field survey (qualitative). Open, semi-directive and group interviews were conducted, mainly with the mozabite community living in a medium-sized city in eastern Algeria, the city of Bordj Bou Arreridj, during the years 2015 and 2016. Los carteles callejeros en Yaundé llevan dinámicas jerárquicas sociales y rivalidades que caracterizan la lucha por la expresión de los derechos en la ciudad. En un contexto donde la ciudad está dividida en áreas de visualización separadas, los carteles de las calles están destinados a reproducir las jerarquías sociales. Al mismo tiempo, algunos carteles luchan contra estas lógicas a través de lo que se conoce como estrategias de «contrapoder» y «contraespacio», sinónimo de urbanismo plural. La migration constitue un trait caractéristique des Mozabites, une minorité aux fortes valeurs identitaires et pourvue d’une organisation institutionnelle particulière. Là où les Mozabites sont installés, en Algérie ou à l’étranger, une assemblée traditionnelle est créée [la jma’a] et des biens immobiliers sont acquis : maison communautaire, école libre, mosquée, cimetière, centre culturel, bibliothèque, etc. –, cela à l’échelle d’une ville. À l’échelle du pays, chaque région est gérée par une coordination [tansiqiyat] et le tout est chapeauté par un Conseil confédéral sis à Ghardaïa – le Conseil de ‘Ammi Saïd–. Il s’agit donc, dans cet article, d’étudier cette organisation institutionnelle et d’élucider les mécanismes adoptés par les Mozabites afin de faciliter leur organisation et insertion dans un contexte migratoire. À la fin de ce texte, nous serons en mesure de définir la mobilisation de la solidarité du groupe comme un élément moteur dans ce processus d’insertion. Pour notre démonstration, nous avons réalisé, en plus de la recherche documentaire, une enquête de terrain (qualitative). Des entretiens ouverts, semi-directifs et des entretiens de groupe ont été menés, essentiellement auprès de la communauté mozabite installée dans une ville moyenne de l’Est algérien ; la ville de Bordj Bou Arreridj, au cours des années 2015 et 2016.

ABSTRACTSome essential data about book field in France, Finland, Croatia and Slovenia are assembled in 2004. The article compares the data about book production, particularly the part of production which is in accordance with acquis communautaire, the data about publishing market, public library activities and also the data about state support which is ensured for books in all four countries. It outlines the forms of state support for the book in all four countries and also the actual measures of state support which are related to the production of books and reviews, and to the direct support to authors, bookshops and the promotion of reading. On the basis of these data it sets out the examples of good practice which are intended to stimulate the development of the book field in each particular country. It also points out the differences and particularities which are practiced in these countries with the intention to follow their culturalpolitical objectives. In each country, this intention installs the book within the unique cross-section of acquis communautaire and private interest.

In the summer of 2020, as social conflict polarized the United States and calls to reform and defund the police were heard across the nation, Valencia College stepped up and redefined its role to better serve students by taking steps to improve the training and education of the next generation of law enforcement and thereby to strengthen the community. A call to action by the college president to discuss adequate and inadequate law enforcement training and education led to engagement in deep conversations for solutions and fundamental change and efforts to be responsive and lead the training needs of local law enforcement agencies. To this end, the School of Public Safety adopted a holistic approach to seek solutions through a community, organizational, and administrative lens, based on the Public Affairs Triumvirate Leadership Strategy (Goltz, 2020). In this leadership strategy, three constructs with select approaches are grounded in traditional leadership ethics and dimensions. The strategy guided the School of Public Safety to the foundation and development of a collaborative strategic impact plan so Valencia College could aim to be an “agent of change” in the community by elevating equitable and just law enforcement education and training in central Florida. This endeavor also adopted a governance framework and Valencia College assembled a diverse thirty-member Equitable and Just Policing Education and Training Task Force to seek recommendations from the community. A theory of change, from a quantum perspective, grounded the recommendations from the Task Force to reframe law enforcement education and training at Valencia College, thus offering solutions in a turbulent environment. Solutions included changes to the law enforcement curriculum that are being assessed through equity minded learning outcomes, the adoption of a learning management system designed to enhance supplemental training in the law enforcement academy, a broadened equitable and just policing training strategy for officers and leaders in the field, deeper partnerships with criminal justice programs at regional high schools, and a leadership role in an ever-growing community resiliency group in central Florida. RésuméPendant l’été 2020, alors que les conflits sociaux pullulent aux États-Unis, le Collège Valencia redéfinit son rôle afin de mieux former et instruire la prochaine génération de policiers. Le président du collège encourage de sérieuses conversations pour trouver des solutions ainsi que des changements fondamentaux en éducation et en formation, et la School of Public Safety adopte une approche holistique afin de chercher des solutions sur la base d’une perspective communautaire, organisationnelle, et administrative inspirée d’une Stratégie de leadership fondée sur le triumvirat des affaires publiques (Goltz, 2020). Dans cette stratégie, trois construits basés sur une éthique de leadership traditionnelle guident le collège vers la création et le développement d’un plan d’impact stratégique et collaboratif lui permettant de devenir un « agent de changement » en priorisant une éducation et une formation en maintien de l’ordre en Floride centrale qui soient justes et équitables. Le projet comporte un cadre de gouvernance spécifique, et le collège a créé un groupe de travail diversifié dont le but est d’obtenir des recommandations de la part de la communauté. Une théorie du changement fondée sur une perspective quantique est à la base de recommandations pour recadrer l’éducation et la formation en maintien de l’ordre au collège au moyen de solutions telles que : des modifications au curriculum, y compris des évaluations fondées sur des critères d’apprentissage équitables; l’adoption d’une stratégie de formation plus englobante; des partenariats plus étroits avec les écoles secondaires; et un rôle de leadership en Floride centrale dans un groupe de résilience communautaire en pleine croissance.
