The Dutch and English East India Companies were formidable organisations that were gifted with expansive powers that allowed them to conduct diplomacy, raise armies and seize territorial possessions. But they did not move into an empty arena in which they were free to deploy these powers without resistance. Early modern Asia stood at the center of the global economy and was home to powerful states and sprawling commercial networks. The companies may have been global enterprises but they operated in a globalised region in which they encountered a range of formidable competitors who frequently outmaneuvered or outfought their representatives. This groundbreaking collection of essays explores the place of the Dutch and English East India Companies in Asia and the nature of their interactions with Asian rulers, officials, merchants, soldiers, and brokers. The book explains the politics of regionalism in South Asia from the vantagepoint of International Relations (IR). It engages three major IR theoretical approaches – Neorealism, institutionalism and constructivism - to explain the complex dynamics of South Asian regionalism – its origin, evolutionary process, outcome and effects. The study traces the origins and evolution of the South Asian Association for Regional Cooperation (SAARC) from its inception to the present day. Using comparative perspectives based on the experiences of similar regional organisations, the book provides an in-depth analysis of the performance of SAARC and its challenges and limits. The study divides the evolution of SAARC into two distinct phases. In the formative phase, the organisation primarily focussed on, based on the neo-functional idea of ‘spillover’ – low level issue areas for cooperation. In the second phase from 1993 onward, cooperation was initiated in the core economic areas, i.e. trade in goods and services, finance, investment etc. While the organisation achieved some tangible and intangible successes, its failures are more glaring. Terming the formation of SAARC essentially as a political project, the book argues that the patterns of regional international relations have primarily determined the outcome of regionalism in South Asia. While the socio-economic development constituted the key rationale for the formation of SAARC, its modus operandi was politico-strategic which led to its gradual erosion. Notwithstanding its limits, the book asserts that SAARC will have to be called back at a future date due to the persistence of the compelling rationale for which it was created.

As the world’s largest regional organisation under Chapter VIII of the UN Charter, the OSCE also contributes to global security through regional conflict prevention and crisis management. In his introductory chapter, OSCE Secretary General Thomas Greminger addresses the question of how the OSCE can also contribute to the achievement of the 17 goals of the United Nations for sustainable development. The OSCE Yearbook 2019 also includes articles on domestic political developments in countries such as Armenia and Kazakhstan, and the work of the OSCE Special Monitoring Mission to Ukraine. There are also contributions on the monitoring of freedom of assembly by the OSCE Office for Democratic Institutions and Human Rights and the link between climate change and security, as well as the integration of heterogeneous societies as a means of conflict prevention, and China’s and the EU’s relations with Central Asia. COVID-19 has presented huge challenges to governments, businesses, civil societies, and people from all walks of life, but its impact has been highly variegated, affecting society in multiple negative ways, with uneven geographical and socioeconomic patterns. The crisis revealed existing contradictions and inequalities in society, compelling us to question what it means to return to “normal” and what insights can be gleaned from Southeast Asia for thinking about a post-pandemic world. In this regard, this edited volume collects the informed views of an ensemble of social scientists – area studies, development studies, and legal scholars; anthropologists, architects, economists, geographers, planners, sociologists, and urbanists; representing academic institutions, activist and charitable organisations, policy and research institutes, and areas of professional practice – who recognise the necessity of critical commentary and engaged scholarship. These contributions represent a wide-ranging set of views, collectively producing a compilation of reflections on the following three themes in particular: (1) Urbanisation, digital infrastructures, economies, and the environment; (2) Migrants, (im)mobilities, and borders; and (3) Collective action, communities, and mutual action. Overall, this edited volume first aims to speak from a situated position in relevant debates to challenge knowledge about the pandemic that has assigned selective and inequitable visibility to issues, people, or places, or which through its inferential or interpretive capacity has worked to set social expectations or assign validity to certain interventions with a bearing on the pandemic’s course and the future it has foretold. Second, it aims to advance or renew understandings of social challenges, risks, or inequities that were already in place, and which, without further or better action, are to be features of our “post-pandemic world” as well. This volume also contributes to the ongoing efforts to de-centre and decolonise knowledge production. It endeavours to help secure a place within these debates for a region that was among the first outside of East Asia to be forced to contend with COVID-19 in a substantial way and which has evinced a marked and instructive diversity and dynamism in its fortunes.
