Resumo:

Ho Chi Minh's thought on foreign affairs, methods, style and art of diplomacy is a part of Ho Chi Minh's thought in general on Vietnam's revolutionary line. In the past time, Vietnam has strongly implemented diplomatic work according to Ho Chi Minh's diplomatic thought and achieved great successes: Vietnam's foreign relations expanded and Vietnam's position in the international arena. One of the success factors of Vietnam's diplomacy in recent years is that Vietnam has returned to Ho Chi Minh's diplomatic thought. With the promotion of participation in ASEAN, ASEM, APEC... and especially becoming a member of the World Trade Organization, Vietnam has been integrating wider and deeper into the world and the region. Many new problems arise for Vietnamese land and for Vietnamese diplomacy, both in terms of opportunities and challenges. That situation requires Vietnam to continue to study more deeply about Ho Chi Minh's foreign policy, methods, style and art, find new explanations and especially the application of Ho Chi Minh's thought.

Resumo:

The historical period 1945–1946 occupies a particularly prominent position in modern Vietnamese history. It was a period full of challenges for the Communist Party, the newly formed government of the Democratic Republic of Vietnam, and the Vietnamese people. It was also a period with many historical events including the diplomatic struggle of the Government of the Democratic Republic of Vietnam to protect and strengthen the revolutionary government in the face of imperialist countries’ plot to monopolize Vietnam. The current study set out to describe the art of the diplomatic struggle of the Government of Vietnam and the Communist Party in the fight against the sabotage of the Preliminary Agreement of March 6, 1946, by Chiang Kai-shek’s army and his henchmen, and the violation of the same agreement by the French colonialists using historical research, logic, analysis, and listing. The diplomatic struggle was “firm in objectives, flexible in strategies and tactics.” Study findings on Vietnam’s revolutionary and modern diplomatic art revealed the plot of France and Chiang, and how the Vietnamese peacefully protected their territorial integrity and national sovereignty.

Resumo:

A work of Vietnamese art crossed the million-dollar mark in the international art market in early 2017. The event was reluctantly seen as a sign of maturity for Vietnamese art amidst many problems. Even though the media in Vietnam has discussed the problems enthusiastically, there is a lack of literature from Vietnamese academics on the subject, especially from the market perspective. This paper aims to contribute an insightful perspective on the Vietnamese art market through the lens of art frauds. Thirty-five cases of fraudulent paintings were found on the news and in stories told by art connoisseurs. The qualitative analysis of the cases has shown that the economic value of Vietnamese paintings remains high despite the controversial claims about their authenticity. Here, the Vietnamese authority seems indifferent to the problem of art frauds, which make the artists more powerless. While the involvement of foreign actors in the trading of Vietnamese art does not reduce the intensity of the problem, it seems to continue to drive the price higher. The results have implications on the system of art in Vietnam, the current state of art theft in Vietnam, and the perception of Vietnamese people on art.

In the 16th century, the first Spanish and Portuguese Dominican missionaries arrived in Southeast Asia, included Vietnam, but only after the first decades of the seventeenth century, Christianity began to take hold and lived through different episodes of the Proclamation of the Christian faith: first it was tolerated and then abandoned by the dynasties, supported by the colonialists, declined in the north by the communists, it expanded in the south under the Republic of Vietnam and stabilized until now after the reunification of the country followed by a long breakage due to political change. Along with this story, sacred architecture was interpreted in various ways to define identities in religious life and faith. However, the most difficult period of religious architecture is not only in the political conflict of the past, but also until now, the time of the economic boom. The change of values as well as the aesthetic system make sacred art and architecture remain a giant wheel stuck in mud.

Resumo:

Exporting goods and services is a common activity in the current era of economic and international integration. In recent years, Vietnam has achieved remarkable results in export activities. For instance, in the first six months of 2024, Vietnam attained an export turnover of USD 190.1 billion, a 14.5% increase compared to the same period last year. Contributing to this growth is the export of cultural products, including conical hats, áo dài (traditional Vietnamese dress), and Vietnamese art performances abroad; as well as welcoming international tourist groups to visit Vietnam’s culturally significant historical and architectural sites. In the following article, after exploring Vietnam’s cultural values and the current state of accumulating these values in Vietnam’s export products, several solutions are proposed to further promote this activity in the future.

‘Out of the Mould: Contemporary Sculptural Ceramics in Vietnam’ is a study of the current practice of sculptural ceramics in Hà Nội, Vietnam and its historical antecedents within Vietnam and in the West. It examines the transition from a craft based practice to an art practice in some areas of ceramic practice in Hà Nội during the twentieth and early twenty first century. The theoretical basis for the thesis centres on Alőis Riegl's writings, especially Stilfragen (Problems of Style), 1893, in which he makes a close chronological examination of stylistic changes in various media, while intentionally disregarding any hierarchy within artistic disciplines. This is considered an appropriate model for the study of Vietnamese ceramics as the thesis proposes that, in recent years, ceramics has once more resumed its place as one of the major art forms in Vietnam. This status is in contrast to its relegation to a 'decorative', as opposed to a 'fine art', form in the discourse of the French colonial era. As background, the thesis examines the history of sculptural ceramics in Vietnam and discusses what is currently known of ceramic practice and the lineages of potters in particular villages famous for their ceramic works in the area around Hà Nội. The transition in ceramics practice is discussed in terms of the effect of changing conditions for the education of ceramicists, as well as the effect of other institutional structures, the economic changes as reflected in the art market and exhibitions structure and sociological changes. The role which ceramics has played in the emergence of installation art in Vietnam is also examined.

Le portrait est une thématique omniprésente dans l'art et la culture visuelle vietnamienne ; pourtant ce sujet n'a jamais fait l'objet d'une étude systématique. Cette étude s'emploie à combler cette lacune en analysant l'évolution des usages, des techniques et de l'iconographie des portraits sous la dynastie Nguyễn (1802 - 1945). Elle débute par la mise en évidence des origines bouđhiques et taoïques des rites et des représentations, avant d'examiner l'absorption de la pratique du portrait par l'éthos confucéen populaire. Les bouleversements socio-politiques qui traversent la période étudiée et exercent une influence décisive sur le portrait sont ainsi explorés tour à tour. La curiosité technologique des Nguyễn mène à l'adoption, certes tardive, de la photographie, rapidement intégrée au culte des ancêtres. Dans le même temps, l'incursion d'une approche occidentale de l'individu mais aussi des beaux-arts, conduit à un renouvellement des modes d'expression utilisés par les auteurs de portraits. Enfin, la conquête coloniale du territoire et l'affaiblissement politique progressif de la cour impériale aboutissent à une multiplication des images de l'empereur, quand jusqu'alors il était interdit de le regarder. Fondée sur l'analyse détaillée d'un corpus de portraits, en tant qu'images et objets, associée à des sources textuelles contemporaines, cette étude s'attache à révéler les différentes fonctions du portrait : cultuel, sentimental, politique. Elle dévoile en particulier le rapport singulier qui unit le portrait à la mort, et comment il exprime et outille une forme de négation de l'absence. Finalement, elle explore la question complexe de la ressemblance, unité plastique des portraits entre eux et attente d'une conformité de l'image au modèle
Portraits are ubiquitous in Vietnamese art and visual culture, yet the subject has never been extensively studied. This study aims at addressing this gap by analysing the evolution of the usage, techniques, and iconography of portraits during the Nguyễn dynasty (1802-1945). It begins by bringing to light the Buddhist and Taoist origins of rites and representations, before examining the absorption of the portrait practice by a popular Confucian ethos. The socio-political upheavals marking the studied period, and decisively influencing portraits, are sequentially explored. The technological curiosity of the Nguyễn dynasty leads to the adoption of photography, quickly included in the ancestral worship system. At the same time, the incursion of a Western approach of the sense of individuality as well as of the fine-arts practice, results in a renewal of the modes of expression used by the authors of portraits. Finally, the colonial conquest of the territory and the progressive weakening of the imperial court culminate with the multiplication of portraits of the emperor, whereas heretofore it was strictly forbidden to look at him. Based upon a detailed analysis of a large portrait corpus, both as image and object, combined with contemporary textual sources, this study seeks to reveal the various functions of portraits: cultual, sentimental, political. Notably, it uncovers the special bond between portraits and death, and how portraits translate and equip a certain negation of the absence. Finally, the study explores the complex question of resemblance; the unity of style between portraits and the expectation of a conformity between the image and the model

À partir d'une libéralisation de l'économie instaurée en 1986 par le Doi Moi, ce qui signifie «changer pour faire du neuf », les artistes vietnamiens ont entrepris de rénover, sous l'angle de la contemporanéité, l'expression artistique traditionnelle selon des techniques nouvelles, empruntées à l'art occidental. Profondément attachés à la culture vietnamienne et à l'artisanat traditionnel, ils ont cependant créé des œuvres témoignant à la fois de leurs héritages et de leur ouverture à l’art contemporain international, pour les présenter au Vietnam et en divers lieux du monde. Ils ont alors instauré une relation dialectique entre l’histoire et le présent, pour aborder, en affirmant leur singularité, des thématiques concernant la société, la tradition et la politique. From a large opening of economy introduced in 1986 by the Doi Moi, which mans « change to the new », Vietnamese artists made a reform of the traditional artistic expression in term contemporary, with new technicals borrowed from Western Art. Deeply attached to the Vietnamese culture and to traditional crafts, they created works recalling their heritage and the opening to international contemporary art, to show in Vietnam and in various places of the world. They introduced a dialectical relationship between history and the present, to discuss, stating their singular nature, themes on society, tradition and politics.Through their question “open” in the meaning that Umberto Eco has given to this term, Vietnamese artists are now fully part of contemporary art, with the multiple practices (including video and installations) and the various theories

Cette thèse cherche à montrer comment au Vietnam, l’architecture et l’urbanisme relèvent de la rencontre de deux cultures, celle du colonisateur et celle du colonisé. L’enjeu est de mettre en lumière la diversité des échanges culturels – expressions et significations – à travers le bâti, en procédant à une étude critique de l’idée selon laquelle l’architecture et l’urbanisme seraient uniquement des instruments du pouvoir colonial. Nous avons cherché à identifier les conditions de production et d’utilisation du bâti pour appréhender la complexité et la diversité des phénomènes à l’œuvre. Nous avons privilégié trois approches. La première concerne l’étude des acteurs et de la circulation des savoirs qui nous permet d’envisager les différents discours et théories qui ont existé autour de l’architecture métissée, ainsi que leur réception. La seconde prend en considération les politiques de gestion de l’espace urbain en s’attachant à mettre en valeur les négociations et les résistances au projet d’encadrement colonial. Enfin le troisième volet se place au niveau de l’articulation des enjeux techniques et sociaux et permet de mettre au jour les mécanismes constitutifs de cette architecture interculturelle
This dissertation aims to demonstrate how the history of architecture and town planning in Vietnam became enmeshed in the encounter of two cultures: that of the colonized and that of the colonizer. The goal is to first examine the diversity of cultural exchanges – both their manifestations and meanings – through the built environment, and then provide a critique of the idea equating architecture and colonial power. In order to consider the diversity and the complexity of the phenomenon at work, this dissertation identifies the conditions of production and use of the built environment. This study privileges three approaches. The first considers the actors and the circulation of knowledge so as to explore the construction and the reception of the different discourses and theories that enveloped hybrid architecture. The second approach takes into account the politics of administrating urban space by emphasizing the negotiations and the resistance to the colonial project of construction and enclosure. Finally the third part analyzes the articulations between social and technical issues, which reveal the mechanisms constitutive of this intercultural architecture

The antiretroviral therapy (ART) program for People Living with HIV/AIDS (PLHIV) in Vietnam has been scaled up rapidly in recent years (from 50 clients in 2003 to almost 38,000 in 2009). ART success is highly dependent on the ability of the patients to fully adhere to the prescribed treatment regimen. Despite the remarkable extension of ART programs in Vietnam, HIV/AIDS program managers still have little reliable data on levels of ART adherence and factors that might promote or reduce adherence. Several previous studies in Vietnam estimated extremely high levels of ART adherence among their samples, although there are reasons to question the veracity of the conclusion that adherence is nearly perfect. Further, no study has quantitatively assessed the factors influencing ART adherence. In order to reduce these gaps, this study was designed to include several phases and used a multi-method approach to examine levels of ART non-adherence and its relationship to a range of demographic, clinical, social and psychological factors. The study began with an exploratory qualitative phase employing four focus group discussions and 30 in-depth interviews with PLHIV, peer educators, carers and health care providers (HCPs). Survey interviews were completed with 615 PLHIV in five rural and urban out-patient clinics in northern Vietnam using an Audio Computer Assisted Self-Interview (ACASI) and clinical records extraction. The survey instrument was carefully developed through a systematic procedure to ensure its reliability and validity. Cultural appropriateness was considered in the design and implementation of both the qualitative study and the cross sectional survey. The qualitative study uncovered several contrary perceptions between health care providers and HIV/AIDS patients regarding the true levels of ART adherence. Health care providers often stated that most of their patients closely adhered to their regimens, while PLHIV and their peers reported that “it is not easy” to do so. The quantitative survey findings supported the PLHIV and their peers’ point of view in the qualitative study, because non-adherence to ART was relatively common among the study sample. Using the ACASI technique, the estimated prevalence of onemonth non-adherence measured by the Visual Analogue Scale (VAS) was 24.9% and the prevalence of four-day not-on-time-adherence using the modified Adult AIDS Clinical Trials Group (AACTG) instrument was 29%. Observed agreement between the two measures was 84% and kappa coefficient was 0.60 (SE=0.04 and p<0.0001). The good agreement between the two measures in the current study is consistent with those found in previous research and provides evidence of cross-validation of the estimated adherence levels. The qualitative study was also valuable in suggesting important variables for the survey conceptual framework and instrument development. The survey confirmed significant correlations between two measures of ART adherence (i.e. dose adherence and time adherence) and many factors identified in the qualitative study, but failed to find evidence of significant correlations of some other factors and ART adherence. Non-adherence to ART was significantly associated with untreated depression, heavy alcohol use, illicit drug use, experiences with medication side-effects, chance health locus of control, low quality of information from HCPs, low satisfaction with received support and poor social connectedness. No multivariate association was observed between ART adherence and age, gender, education, duration of ART, the use of adherence aids, disclosure of ART, patients’ ability to initiate communication with HCPs or distance between clinic and patients’ residence. This is the largest study yet reported in Asia to examine non-adherence to ART and its possible determinants. The evidence strongly supports recent calls from other developing nations for HIV/AIDS services to provide screening, counseling and treatment for patients with depressive symptoms, heavy use of alcohol and substance use. Counseling should also address fatalistic beliefs about chance or luck determining health outcomes. The data suggest that adherence could be enhanced by regularly providing information on ART and assisting patients to maintain social connectedness with their family and the community. This study highlights the benefits of using a multi-method approach in examining complex barriers and facilitators of medication adherence. It also demonstrated the utility of the ACASI interview method to enhance open disclosure by people living with HIV/AIDS and thus, increase the veracity of self-reported data.

ABSTRACT This thesis is concerned with the question of how America’s citizen soldiers are remembered and how their services can be interpreted through monuments and memorials. The paper discusses the concept of memory and the functions of memorialization. It explores whether and how monuments and memorials portray the difficulties, hardships, horror, costs, and consequences of armed combat. The political motivations behind the design, formation and establishment of the edifices are also probed. The paper considers the Vietnam War monuments and memorials erected by Americans and Vietnam expatriates in New Orleans, Louisiana, and examines their illustrative and educational usefulness. Results reflect that although political benefits accrued from the realization of the memorial structures in question, far more important, palliative and meaningful motives brought about their construction. They also demonstrate that, when understood, monuments and memorials can be historically useful.

AbstractThis chapter examines the presentation of the woman question in Vietnamese journalism in the 1920s–1930s. It spotlights how two columns in the paper Women’s News (Phụ nữ tân văn), “Travel Stories” (Du ký), and “Letters for You” (Thơ cho bạn), fabricated, in a journalistic manner, internationally minded and socially engaged woman figures for a modern Vietnam through authorial modalities of openness and female impersonation. Based on an analysis of the columns and their context, the chapter identifies what can be called an educational regime of truth for social reform in late colonial Vietnam in these journalistic works.

Resumo:

The U.S. ARMY officially retired the CH-54 "Skycrane" from inventory in the early 1990s. This paper examines the unique history and numerous contributions of the CH-54, supported by interviews from several people directly responsible for its development, testing, and utilization. The acquisition and fielding are examined, including deployment to Vietnam. The Crane's dimensional and performance specifications are reviewed, as well as its capability for precision placement or extraction of loads from untenable areas. The Crane set several performance records and the techniques of one such record-breaking flight are also discussed. The Skycrane left active duty in 1979 and all helicopters were transferred to National Guard units. Ten years later, the final CH-54 distribution within the National Guard structure is examined as well as the final disposition of the aircraft. The reasons for the Crane's retirement are addressed, including a summary of cost savings from retrieved aircraft during the Vietnam War. Finally, the utilization of the remaining airframes within civilian aviation is examined.

Resumo:

Complex bridges, including cable-stayed and arc-supported structures, require meticulous planning and control during staged construction to maintain adherence to the original design. Deviations due to erection errors, tolerance effects, or survey discrepancies pose significant challenges.This study introduces innovative geometry control applications, illustrated by the Thu Thiem 2 bridge in Ho Chi Minh City, Vietnam. Initially fixed construction plans, including camber and cable stressing forces, were dynamically adjusted in response to real-time deviations and load changes. A critical innovation, the "KINK" feature, was developed to integrate survey data and correct cumulative installation errors, improving the fidelity of the 'as-built' analysis, and allowing for proactive design modifications.Our research enhances the precision and efficiency of bridge construction and supports improved collaboration among stakeholders.

The Tay people are an ethnic minority of Vietnam. Tay literature has many unique facets with relevance to cultural identity. It plays an important part in the diversity and richness of Vietnamese literature. In this study, Tay literature in Vietnam is analyzed through a cultural perspective, by placing Tay literature in its development from its birth to the present, together with the formation of the ethnic group, and historical and cultural conditions, focusing on the typical customs of the Tay people in Vietnam. The researcher examines Tay literature through poems of Nôm Tày, through the works of some prominent authors, such as Vi Hong, Cao Duy Son, in the Cao Bang province of Vietnam. Cao Bang is home to many Tay ethnic people and many typical Tay authors. The research also locates individual contributions of those authors and their works in terms of artistic language use and cultural symbolic features of the Tay people. In terms of art language, the article isolates the unique use of Nôm Tay characters to compose stories which affect the traditional Tay luon, sli, and so forth, and hence the use of language that influences poetry and proverbs of Tay people in the story of Vi Hong, Cao Duy Son. Assuming a symbolic framework, the article examines the symbols of birds and flowers in Nôm Tay poetry and the composition of Vi Hong, Cao Duy Son, so to point out the uniqueness of the Tay identity. The above research issue is necessary to help us better appreciate the cultural values preserved in Tay literature, thereby, affirming the unique cultural identity of the Tay people and planning to preserve and develop these unique cultural features from which emerges the risk of falling into oblivion in modern social life in Vietnam. In addition, this is also a research direction that can be extended to Thai, Mong, Dao, etc, ethnic minorities in Vietnam.

The Tay people represent an ethnic minority in the mountainous north of Vietnam. As do Shaman rituals in all regions, the Shaman of the Tay people in Vietnam exhibit uniqueness in their languages and accommodation of their society’s world view through their ‘Then’ rituals. The Then rituals require an integration of many artistically positioned and framed elements, including language (poetry, vows, chanting, the dialogue in the ritual), music (singing, accompaniment), and dance. This paper investigates The Art of Speaking of the Tay Shaman, through their Then rituals, which include use of language to describe the imaginary journey of the Shaman into the three-tiered world (Muong fa - Heaven region (Thien phu); Muong Din - Mountain region (Nhac phu); Muong Nam - Water region (combination of Thuy phu and Dia phu) to describe dealings with deities and demons, and to describe the phenomenon of possession. The methodic framework of the paper thus includes discussions of in the comparison between the concept of the three-storey world in the Then ritual of the Tay people with the concept of Tam Tu phu in the Len dong ceremony of the Kinh in Vietnam. Thereby, it clearly shows the concept of Tay people of the universe, the world of gods, demons, the existence of the soul and the body, and the existence of human soul after death. The study contributes to Linguistics and Anthropology in that it observes and describes the world views of a Northern Vietnamese ethnicity, and their negotiation with spirituality, through languages of both a spiritualistic medium and society.

Aim/Purpose: This case study examines the last-mile logistics model as implemented by Lazada Vietnam, as well as the logistics challenges in the local business environment that led the e-commerce company to dually employ the inventory/retail model and the marketplace model for delivering orders to online customers in Vietnam in search of the way to perfect their last-mile logistics. Background: For electronic commerce companies aiming to be successful in customer service, what academics and practitioners refer to as ‘last-mile logistics’ is the one moment of truth, when deliveries have to be planned tactically and exactly, so that orders are delivered to customers at the right time, right place, right quantity, right quality, and ultimately at the right cost. When deciphering this type of supply chain, i.e., one that is e-commerce- driven, last-mile logistics is the one segment of the product flow that directly interacts with the ultimate customer, but many times is the one segment that is the most problematic and less efficient to implement well. Lazada Group, a German e-commerce company, discovered the serious complications of ‘last-mile logistics’ when they first entered Vietnam in 2013. Methodology: This case study used qualitative method through interviews with Lazada Vietnam’s management. Contribution: The paper explains the challenges incorporating last-mile logistics concept in e-commerce operation in Vietnam.

"Today we have seen that even developments in industrially developed countries are facing problems. We recognize the humility of scholars in Japan and Korea when presenting such problems on this international platform. In particular, I was very impressed with a report that mentioned a new problem that is probably a huge challenge for the world soon. That is a report related to ethical issues of AI in human resource management. It is a problem that is not only to be questioned now but may give birth to other problems in the future. Those experiences will be very valuable to Vietnam, as we have been on a 40-year journey of innovation since 1986. To report, in our innovation journey, we also paid special attention to human resource development. In Vietnam's most recent Party Congress, the 13th Congress in 2021, we outlined three strategic breakthroughs to develop the country. Among those three strategic breakthroughs, one is a breakthrough in the strategy of developing human resources, especially high-quality human resources. The Party and State consider developing high-quality human resources as one of the key strategies for development in the coming time. Thus, the awareness and actions of the Party and the State of Vietnam during the entire period of the innovation process are completely consistent with the common perception of the world. Recently, we have paid special attention to human resource developments to adapt to the fourth industrial revolution. At the Central Propaganda and Training Commission, many conferences have been organized recently and we are paying special attention to human resources in science and technology ""STEM"". I am also very impressed with the professors of China, whose extremely important message behind China's success is to invest and highly value talented individuals. ""The talented"" means more than just ""high-quality human resources”, they are the center for development, for investment that pioneer development. For Vietnam, we would like to share that in November 2023, the Central Committee of the Communist Party of Vietnam also issued a very important resolution related to ""talent"", which is to develop the intellectual team. awake. There are many strong solutions in investment, attraction, and utilization of talents in the socio-economic development of the country. Those are a few things I would like to discuss with scholars about Vietnam's innovation development and the Party's emphasis on the development of high-quality human resources. "Research purpose: Korea and Vietnam are actively engaged in human resource exchanges and are economically interdependent. Many Vietnamese people study or export labor in Korea, and many Korean companies and private businesses hire Vietnamese employees while doing business in Vietnam, and many Korean employees are working in Vietnam. It would be better if the two countries could make up for and cooperate with each other in using human resources to expand good jobs, boost industrial growth, innovation, and economic growth together. Therefore, by analyzing the current status of human resources and cooperation in both countries for sustainable development, we would like to find out how to cooperate in a way that is helpful to both countries. Research motivation: Diplomatic relations between Korea and Vietnam, the relationship between Korea and Vietnam has grown significantly, including the volume of trade between the two countries, Korea's investment in Vietnam, the number of Vietnamese labor exports to Korea, and the number of Koreans staying in Vietnam. In the wake of the 30th anniversary of diplomatic relations between Korea and Vietnam last year and the upgrade to a comprehensive strategic partnership, both countries should now pay attention not only to quantitative growth but also to qualitative growth for sustainable development of the two countries. Therefore, the basis for this is people, and the author selected ""human resources cooperation plan between Korea and Vietnam for sustainable development"" as the subject of the study. Research design, approach, and method: Find out the current status of manpower exchange between Korea and Vietnam, and analyze the characteristics of manpower exchange, factors and problems affecting manpower exchange, and parts that need to be supplemented. Main findings: Among foreigners staying on work visas in Korea, the number of Vietnamese is 39,477, the second highest after Chinese nationals, and 27,286 are employed under the employment permit system, accounting for the highest proportion of the total employed, accounting for 69%. However, the Korean government has operated the employment permit system mainly in regulations, resulting in many side effects such as mass production of illegal residents, and even when returning to Vietnam after working in Korea, the experience of working in Korea is often not available in Vietnam. The number of Korean companies invested in Vietnam and Koreans residing in Vietnam also increased significantly. Korean companies are having difficulty securing the necessary manpower due to the strict requirements for issuing workingr permits, even though Korean companies need the role of middle managers in order to smoothly pursue their business in Vietnam. And the number of Vietnamese studying abroad in Korea and the number of Koreans studying in Vietnam are both increasing, and the number of Korean language majors in Vietnam is also increasing, but there is a lack of specific ways to utilize these programs after the end of their curriculum. Practical/managerial implications: In order to support employers suffering from labor shortages and Vietnamese workers in poor conditions, it is necessary to ease regulations on the employment permit system quota system and to help Vietnamese workers dispatched to Korea use what they learned in Korea after returning home. In addition, it is necessary to ease and implement the work permit requirements for Koreans working as middle managers in Korean companies operating in Vietnam. And after the end of studying abroad in Vietnam in Korea, it is necessary to find employment for companies lacking professional manpower, and to expand the provision of training opportunities at Korean companies for the increased number of Vietnamese students majoring in Korean."

Recent literature on the political economy of education highlights the role of political settlements, political commitments, and features of public governance in shaping education systems’ development and performance around learning. Vietnam’s experiences provide fertile ground for the critique and further development of this literature including, especially, its efforts to understand how features of accountability relations shape education systems’ performance across time and place. Globally, Vietnam is a contemporary outlier in education, having achieved rapid gains in enrolment and strong learning outcomes at relatively low levels of income. This paper proposes that beyond such felicitous conditions as economic growth and social historical and cultural elements that valorize education, Vietnam’s distinctive combination of Leninist political commitments to education and high levels of societal engagement in the education system often works to enhance accountability within the system in ways that contribute to the system’s coherence around learning; reflecting the sense and reality that Vietnam is a country in which education is a first national priority. Importantly, these alleged elements exist alongside other features that significantly undermine the system’s coherence and performance around learning. These include, among others, the system’s incoherent patterns of decentralization, the commercialization and commodification of schooling and learning, and corresponding patterns of systemic inequality. Taken together, these features of education in Vietnam underscore how the coherence of accountability relations that shape learning outcomes are contingent on the manner in which national and local systems are embedded within their broader social environments while also raising intriguing ideas for efforts to understand the conditions under which education systems’ performance with respect to learning can be promoted, supported, and sustained.

Vietnam’s development goals include becoming a high-income country by 2045, and GRP is a crucial tool in achieving that milestone. Faisal Naru, co-founder and director of Think Test Do, UK; with the assistance of Associate Professor Dr. Vu Minh Khuong, Lee Kuan Yew School of Public Policy, National University of Singapore; and the Directorate for Standards, Metrology and Quality of Vietnam, compiled the publication Vietnam GRP Assessment, a report reviewing GRP principles, which vary by national economy, and comparing the overall “whole-of-government” approaches taken under GRP frameworks to address specific socioeconomic realities in different APO members. Recommendations are offered to implement GRP in more structured, holistic ways to contribute to achieving national goals and improving the overall environment for citizens and businesses. Those working in numerous capacities to implement GRP policies for accelerated development can benefit from the examples and discussions in the APO publication Vietnam GRP Assessment. Resumo:

The disappointing performance of education systems in developing countries in improving learning outcomes has spurred research aimed at establishing what features of education systems determine their effectiveness or failure in improving learning outcomes. There has been special interest in the challenge of making education systems more coherent for learning, i.e., developing systems in which accountability relations among stakeholders across key elements of education policy design support and sustain strong learning outcomes. In the emergent literature on the political economy of education, a great deal of attention has been directed at Vietnam, a lower-middle income country whose results on assessments of learning have been vastly higher than all other countries in its income group and have even surpassed learning assessment results of many OECD countries. This has led to a raft of research papers asking, “how did Vietnam do it?” Addressing this question, this paper explores Vietnam’s education system’s coherence for learning through an analysis of accountability relations across three key elements of education policy design — delegation, finance, and information. Our aim is to ascertain how features of these policy elements’ practice may variously support or undermine the Communist Party of Vietnam’s objective of promoting quality education and improved learning outcomes for all. The potentially surprising answer to the “how coherent” question posed in the title is, not really that much. Analysis finds that Vietnam’s education system remains weakly "coherent around learning" and is best understood as a “formal process compliant” system that, despite its many strengths, is nonetheless underperforming relative to its potential. The implications of this for efforts to enhance the system’s performance around learning are explored in brief.

Đặng Tự Ân played a pivotal role in the genesis, adoption, and diffusion of pedagogical and curricular reforms that are transforming teaching and learning in the Socialist Republic of Vietnam. His is a fascinating story of a career that began with the paralyzing disappointment of being assigned to study in a seemingly lowly teacher training college only to culminate, decades later, in his central role in the research, design, piloting, and scaling up of a reform that, despite numerous difficulties, would shape the most far-reaching and progressive curricular reforms in Vietnam’s long educational history. This essay uses the case of VNEN, a pedagogical and curricular reform adapted to Vietnam from the Colombian Escuela Nueva (EN) model, to advance our understanding of the challenges policy entrepreneurs and networks of policy stakeholders can encounter in efforts to institute pathbreaking reforms and of the formidable challenges they can encounter in bringing such reforms to scale. In contemporary research on the political economy of education and learning, the notion of an education system’s coherence for learning refers to the extent to which an education system develops relations of accountability that support improved learning outcomes across a range of relationships that define an education system and an array of policy design elements that education policies contain (Pritchett 2015, Kaffenberger and Spivack 2022). In the development literature, the notion of iterative adaptation speaks to a process wherein the performance of policies can improve rapidly through experimentation rather than mechanical transplantation of “best practices” (Andrews et al. 2013, Le 2018). From the standpoint of research on education systems and major reform efforts aimed at enhancing learning, the case of VNEN represents a particularly interesting instance of the innovation of pedagogical and curricular reforms that were, at their most successful moments, deeply coherent for learning, but which encountered problems at scale owing to a range of factors highlighted in this analysis. More broadly and however problematic at times, Vietnam’s VNEN experience contributed to the broad uptake and diffusion of new curricula and teaching practices. This raises questions about what we can learn from VNEN, including its successes and problems, that may have value for promoting continued improvement in Education systems performance around learning in Vietnam and other settings.

The COVID-19 pandemic has disrupted the education of over 1.5 billion students globally. A majority of students live in countries where schools were either fully closed or were operational only through remote access. As school disruptions are likely to have lasting impacts on children’s human capital accumulation, data documenting how schools and households have adapted to this new learning environment have the potential to provide information on how to curb the adverse effects of school closures on children’s educational progress. Using a telephone survey, the RISE Vietnam country research team (CRT) collected data from 134 school principals from a nationally representative sample of 140 primary schools (a response rate of 95.7 percent). A telephone survey was also conducted of 2,389 parents of Grade 3 and 4 students enrolled in these 140 primary schools; this survey covers all 140 schools, with an average of 17 parents per school. Principals were asked what schools did to provide instruction while schools were closed in early 2020, while parents were interviewed regarding children’s weekday activities as well as the types of instruction the children received during this period. The telephone interviews with school principals and parents were conducted between July and September of 2020. In 2020, Vietnam was in many ways an outlier in that it flattened its epidemic curve early in that year, thereby allowing schools to reopen as early as May 4, 2020—roughly three months after schools were first directed to shut down. Vietnam’s schools continued to stay open and ended its 2019-2020 school year towards the end of June. While the period of school closure in Vietnam was brief, the country’s example may provide lessons for other nations that faced, and are still facing, the educational consequences of the pandemic.

Resumo:

The Mekong River is the largest river in Southeast Asia, arising in the mountains of China, flowing along the border of Myanmar and Laos, and through Laos and Cambodia into Vietnam; 80% of the Mekong Delta lies within Vietnam. The biodiversity of the Delta and southern Vietnam as a whole depends on the cycles of the river. The Mekong Delta wetlands are highly productive and valuable for both use and non-use reasons. Unfortunately, they are also highly threatened by human activities resulting in degraded water quality, change in species composition, and pollution. This Vietnam-focused case study allows students to tackle this real-world conservation problem by approaching the topic from a variety of angles, thereby teaching them to appreciate the complexity of such issues (biological, geographical, environmental, political, and socio-economical).
