Professional associations must have a significant level of membership to be effective. Georgia membership is increasingly low; therefore, ADHA cannot represent dental hygienists’ interests. This study determined factors that caused dental hygienists to continue to forgo membership in the ADHA. Several theoretical views of professional membership were considered. The sample was acquired from an unbiased systematic sampling of 50% (3,270) of registered dental hygienists and a convenience sampling of ADHA nonmembers at 2 continuing education seminars in Georgia. Data collection procedures included an electronic cover letter, consent form, and survey via Survey Monkey or hard copies for seminars. Three hundred sixteen participated yielded a 9.6% return rate. Participants were primarily women, holding associate degrees, and graduates of programs in Georgia. Participants worked full time in private practice, were satisfied with their working hours, and did not join GDHA because membership fee is too high or not sure of benefits offered. Twenty-one percent stated that lowering membership fee would entice them to join, and participants indicated they obtained their continuing education hours at the Hinman (52%) convention and online (27%).

This study is designed to gather information concerning a possible relationship between how dental students prefer to take in and communicate new information and how they prefer to be assessed. Though there are numerous references in the literature regarding the learning styles of students there are also references to the inaccuracy of such studies. Part of the problem is in the definition of what construes a particular learning style and how to match the outcomes of one study based on one set of criteria with another study based on a dissimilar set of guide lines. This study focuses on learning preferences that make up just a part of a learning style. To gather information two quantitative surveys were utilized that involved three class years of dental students attending the University of the Pacific Arthur A. Dugoni School of Dentistry. Both surveys were designed to be voluntary and anonymous assuming that the results would be fewer but more accurate. The first survey (VARK Survey), based on the principles of the modes represented by VARK (Visual, Aural, Read-write, and Kinesthetic), gathered information regarding how dental students prefer to take in and give out information when learning is the goal. The second survey (Survey II) gathered information validating the results of the first survey along with information regarding how dental students prefer to be assessed. One hundred forty five students responded to the VARK Survey and one hundred students responded to the Survey II. Results of the VARK Survey indicated that dental students rely heavily on using a combination of modes, a category termed “multimodal.” Responses to singular VARK modes resulted in Kinesthetic followed by Read/write, Aural, and Visual. The preferred methods of assessment in descending order were: Multiple-Choice, Combination of Methods, Essay, Oral Exam, Fill-in-the-Blanks, and True/False. The majority of dental education is presenting information and assessing the results of the teaching. Teaching and assessing strategies should be formulated to achieve optimal results when educating students is the goal. Understanding the interconnection between learning preferences and assessment methods is critical when striving to achieve optimal results educating dental students.

Associations Between Dietary Factors and Malocclusion. Blackwelder AC*, Warren JJ, Levy SM, Marshall TA, Bishara SE (University of Iowa, Iowa City, IA) Purpose: Malocclusions, including crowding, have a multifactorial etiology, but it has been suggested that dietary factors may be a risk factor for malocclusion. Thus, the objective was to assess associations between dietary factors and dental crowding in a sample of Iowa Fluoride Study participants. Methods: As participants in the Iowa Fluoride Study, subjects were followed up from birth to 102 months using questionnaires and diet diaries periodically to gather information on dietary intake. Subjects were also examined clinically around age 5 (n=168) and 9 (n=125) with dental casts made to gather information on malocclusion such as Tooth Size Arch Length Discrepancy (TSALD) and Canine Arch Width (CAW), as well as body mass index (BMI). Relationships between dietary factors and malocclusion were assessed. Results: The maxillary and mandibular TSALD values for the age 5 and age 9 exams were correlated with the dietary data. The age 5 maxillary TSALD (1.74 mm) was statistically significant when correlated with kilocalories (P=.031) before and after adjusting for BMI. Further examination of the extreme TSALD values with dietary data was completed using Student's t-test. The age 9 mandibular extreme TSALD value and kilocalories was also statistically significant (P=.028). The age 5 CAW was correlated with the dietary data and kilocalories was also statistically significant (P=.012). Other dietary factors were found to approach statistical significance but were not significant at the alpha=0.05 level. Conclusions: The findings from this study suggest that dietary factors may be associated with crowding of the dentition as measured by TSALD and CAW; however, further research is needed.

An improved understanding of the role of housing in asthma prevalence among African-American children is essential to addressing the issues associated with asthma and housing that perpetuate racial and ethnic health disparities. This study was conducted to examine the influence of substandard housing on the odds of asthma among low-income African-American children. The social ecological model was used as the theoretical framework for this study, that allowed consideration of the housing environment where African-American children live as an influential determinant of respiratory health. A cross-sectional research design using data obtained from the 2012 National Health Interview Survey and Comprehensive Housing Affordability Strategy were used to examine the association between income level and asthma and substandard housing and asthma among African-American children. Odds ratios derived from logistic regressions were used to determine the significance of the association between family income level and asthma diagnosis among African-American children. Linear regression was used to assess the strength of the association between an affirmative asthma diagnosis and substandard housing among low-income African-American children. The findings derived from this study suggest that income level was the most significant predictor of asthma risk among African-American children between the ages of 5-14 regardless of the absence or presence of housing issues within the child's home environment. The conclusions of this study have the potential to enact social change by demonstrating the need for improved population health data and additional research into other variables, beyond the scope of housing, that contribute to asthma risk in African-American children.

This study investigated the effect of geographic location on Severe Early Childhood Caries (S-ECC) in Native American Children three years of age from a Norther Plains Tribal Community. Geographic location of study participants was ascertained by postal district and categorized into geographic regions as well as dental clinic accessibility, defined as dental services present or absent in that district. The association of location category and dental caries (dmfs) was evaluated cross-sectionally at 36 months of age. Descriptive statistics demonstrated differences in dental caries distribution by geographic region and accessibility category. Bivariate analysis of disease by location showed a significant difference in dmfs between 4 geographic regions (p=0.0159) but not between accessibility categories (p=0.0687). Multivariable regression modeling for geographic region demonstrated the unique effect of geographic region on dental caries experience as well as five other key risk factors. Incident Rate Ratios (IRR) were computed for each of the risk factors, including number of erupted teeth (IRR=1.89, p=0.0147), fluoride exposure from tap water (IRR=1.70, p=0.0173), annual family income (IRR=1.58, p=0.0392), maternal DMFS (IRR=1.02, p=0.0040), and Mean Adequacy Ratio (IRR=1.05, p=0.1042). This study demonstrated statistically significant variation in cumulative dental caries experience of Native American children aged 36 months among geographic regions and identified the specific unites of association through multivariate modeling. These findings can be used for local dental caries prevention programs and contribute to a broader understanding of S-ECC among very young Native American children.

This study investigated current use of American Association of Colleges of Nursing guidelines in preparing the baccalaureate nurse graduate to practice nursing in the community health sector of the healthcare delivery system and use of community based healthcare delivery sites by baccalaureate programs located in non-urbanized and urbanized areas. The extent of guidelines adoption, plans by colleges not currently using them to do so in the future, and impact of accreditation visits on the adoption of the guidelines were also explored. A qualitative survey design was used to describe the use of AACN guidelines in the development of baccalaureate nursing education.

An increased exposure to the sexual content of traditional mass media (i.e., television, magazines, movies, music) affects real life sexual behaviors among adolescents. Engaging in online risk behaviors such as sharing/posting sexual content using social networking sites, cellphones, smartphones, IPads, or other new media devices has become common among adolescents. The purpose of this quantitative, correlation study, based upon the theory of reasoned action and three pre-existing national surveys, was to determine whether significant associations exist between attitudes, intentions, and behaviors related to online risk behaviors and real life sexual behaviors among African American female adolescents in Metro Atlanta. Data were collected from 111 African American female adolescents residing in the Metro Atlanta. Statistical analyses included the Pearson r correlation, phi coefficient correlation, and logistic regression tests. According to study results, there were no significant relationships between attitudes and behaviors concerning online risk behaviors and real life sexual behaviors, age and attitudes of online risk behaviors, or relationship status and online risk behaviors. However, a significant relationship was found between age and engaging in online risk behavior. The positive social change implications include further insight for those working in the area of adolescent sexual health prevention and promotion. The findings can be used to better understand the impact of online risk behaviors on adolescent sexual health and how new media platforms can be effectively used to tailor prevention programs and campaigns.

In an atmosphere of declining support, rising costs, and an increasing emphasis on quality education, the need for effective fund-raising is important to American higher education. During the past decade, institutions of higher education, both public and private, faced difficult financial problems with no apparent end in sight. A growing number of colleges and universities have been threatened by the unstable economy and shrinking applicant pools and are faltering under this threat. Private higher education seems to be especially vulnerable to financial difficulty and has been historically dependent upon philanthropic support to complement traditional revenues in an effort to remain financially viable. As a result of this changing environment, the identification and development of enhanced and more diversified fund-raising strategies have emerged as one of the most significant and far-reaching needs presently confronting American higher education. This study investigated and analyzed academic leadership and management of advancement activities in American higher education with particular attention given to schools of dentistry. It focused on how American schools of dentistry may organize and manage their fund -raising programs to maximize voluntary financial support. With the prospect of declining support and rising costs, an aggressive and effective fund-raising program is arguably crucial to their survival. The study addressed the predominant organizational structure and management practices in the area of fund-raising at American schools of dentistry; the perceptions held by the deans and senior development officers in these same institutions as to the effectiveness of certain practices relating to fund-raising sources and constituencies, and methods and techniques used in their fund-raising programs; and the emerging pattern which might serve as a model for development programs at American schools of dentistry or other institutions of higher education. The study is composed of the entire population - a census of American schools of dentistry. Forty-five institutions (45/55) in thirty states, including Puerto Rico (30/34), participated in the survey and thirty-five deans (35/55) and thirty-five development officers (35/55) responded to the survey . The questionnaire is the principal means of data collection with a structured personal interview limited to the deans and development officers of the five California schools of dentistry. The deans and development officers cooperating in this survey give evidence that their major development-related functions are consistent with trends toward greater specialization in fund-raising. A high percentage (87.5 percent) of the dean respondents acknowledge affirmatively to making use of strategic planning as a management tool for the school's advancement activities. The dean respondents characterized the alumni as the most important giving constituency and the annual fund as the principal funding source. They also regard personal visits as the most effective method of soliciting funds for their institutions. The development officer respondents emphasized ideas, goals, and directions of their school's advancement program while being most aware of the specific mechanics of fund-raising. The guiding outlines of a model development program for American schools of dentistry appear to emerge from this exploratory study.

Founded in 1892, the Portland Art Association (PAA) served as Oregon's and the Pacific Northwest's leading visual arts institution for almost a century. While the Association formally dissolved in 1984, its legacy is felt strongly today in the work of its successor organizations, the Portland Art Museum and Pacific Northwest College of Art. Emerging during a period of considerable innovation in and fervent advocacy for the arts across America, the Association provided the organizational network and resources around which an energetic and diverse group of city leaders, civic reformers and philanthropists, as well as artists and art educators, coalesced. This thesis describes the collaboration among arts and civic advocates under the banner of aesthetic education during the Association's first four decades. Though art education continued to be critically important to the organization after 1932, the year the Association opened its new Museum, art was no longer conceived of as an instrument for improving general community life and programs focused on more specialized, fine arts-related activities.

Over the last two decades, several studies have confirmed that there is a leadership crisis among the nation's community colleges. In response to this leadership crisis, the American Association of Community Colleges [AACC] commissioned the development of a leadership competency framework consisting of six leadership competency areas deemed "either `very' or `extremely' essential to the effective performance of community college leaders." Since the release of this framework, limited research has been conducted on the importance of and the preparation in the identified competencies. The majority of research that has been conducted has focused on the position of president, even though there are several leadership positions within community colleges that are facing a leadership crisis. One such position is that of academic affairs officer. This study had two purposes. The first was to extend the research that has been conducted on the AACC leadership competencies by examining how community college academic affairs officers perceived the importance of and their own level of professional preparation in the identified competencies. The second was to examine the leadership development experiences that academic affairs officers identified as the most beneficial to their professional development as academic affairs officers. This study was a quantitative, descriptive, correlational design and used a questionnaire to collect data. The population for this study was academic affairs officers at public community colleges in the United States. The academic affairs officers that were included in the population were identified from the membership directory of the AACC. The survey instrument used for this study was based on the AACC leadership competency framework, as modified by Duree, which included 45 leadership competencies summarized into six leadership competency areas: organizational strategy, resource management, communication, collaboration, community college advocacy, and professionalism. Using two four-point scales, academic affairs officers (n=102) were asked to rate the importance of and their own level of professional preparation in the identified competencies. The survey instrument also asked academic affairs officers to rank the top five leadership development experiences that they feel have been the most beneficial to their professional development as academic affairs officers. In general, academic affairs officers believe that the AACC leadership competency areas are important for effective leadership in leading academic affairs. The most important leadership competency area was communication, followed by organizational strategy, community college advocacy, collaboration, professionalism, and resource management. In addition, academic affairs officers perceive that they are moderately or very well-prepared to perform many but not all of the identified competencies. For those identified competencies that academic affairs officers did not feel as prepared to perform, several were rated as important for effective leadership. Academic affairs officers ranked progressive job responsibilities as the leadership development experience felt to be the most beneficial to their professional development as academic affairs officers. Academic affairs officers then ranked challenging job assignments; participation in institutional task forces, committees, and commissions; and networking as the second, third, and fourth most beneficial leadership development experiences, respectively. The fifth most beneficial leadership development experience was networking, followed by attendance at conferences and specialized workshops. Based upon frequency totals, university-based degree programs and mentoring (role as mentee, not mentor) were also considered beneficial leadership development experiences. The significance of this study is that it provides practical, relevant, and timely information for both current practicing academic affairs officers and those who aspire to lead public community colleges in the position of academic affairs officer. The results of this study have several implications for practice. These implications include: to inform those persons seeking academic affairs officer positions of the relative importance of the AACC leadership competencies and the leadership development experiences deemed to be the most beneficial by a sample of incumbents; to inform leaders of higher education and professional development programs of the leadership competencies that should perhaps be included in the curricula of their programs; and to provide resources to be used by search committees in formulating desired qualifications and, later, in interviewing candidates for the position of academic affairs officer.

Though women make up the majority of community college students, faculty and staff, only 36% of community college presidents nationwide are female. With a significant number of presidential retirements on the horizon, there could be many opportunities for women in line for a community college presidency to take the next step along their career paths. This study was designed to explore how women in senior-level community college administration have acquired the American Association of Community Colleges leadership competencies throughout their careers and what other influences had impacted their career development. A qualitative, phenomenological design was chosen, and results were examined through the systems theory framework of career development. Interviews with 12 women serving in senior-level administration at community colleges throughout one Midwestern state were conducted. Through the process of reduction, five common themes emerged from the experiences of participants: (a) of the five AACC leadership competencies, communication was most significant; (b) relationships matter; (c) women lead differently; (d) perceived realities of the presidency are not appealing to women leaders, and; (e) the existence of a superwoman complex. These findings were consistent with previous research relating to women in leadership, particularly those women in higher education leadership.

Students generally spend more than ten years interacting with teachers in a classroom and thus, such interactions can have a positive or negative impact on students’ academic self-concept and educational goals (Rosenthal, Folse, Allerman, Boudreaux, Soper, & Von Bergen, 2000). The purpose of this study is to determine whether there is a significant relationship between student-teacher interactions and academic self-concept. Participants in the study include African American male high school students in an urban school district. The independent variable is the student-teacher interactions, as measured by the Student-Professor Interaction Scale (Cokley et al., 2004). The dependent variable is the students’ academic-self-concept, which is measured by the Academic Self-Concept Scale (Reynolds, Ramirez, Magrina, & Allen, 1980). The data was analyzed by using Pearson’s correlation and hierarchical multiple regression to determine if there was a statistically significant relationship between the two variables. Findings, study limitations, and future research directions are also discussed.

This study assessed the actual and perceived efficacy of TAFE as implemented across public schools in Texas with Latino populations. The graduation rates of students were analyzed to assess whether there were significant differences in graduation rates between schools implementing the program and those not implementing the program across gender and ethnicity. Surveys were administered to past and present personnel associated with TAFE to ascertain their perceptions on the program. A significant main effect for Latinos was found at TAFE schools during the five year period of the study. Survey responses were isolated to differentiate between Latino responses and those of the general population. Responses varied in consistency between Latino respondents and the overall population of respondents. In general, respondents credited the program for the higher graduation rates of Latinos and their motivation to attend college which are future indicators of success. However, the respondents were undecided as to TAFE's influence to foster teaching vocations but believe it impacts teacher retention. Respondents were also undecided, and a considerable percentage of them had a negative opinion that TAFE motivated them to become or want to become educational administrators. Finally, respondents endorsed the idea of recommending TAFE to high school students and to schools/districts for implementation.

Diabetes mellitus is a significant problem in the United States with the burden being greater in the African American population. Because diabetes is complex and costly, the importance of self-care management changes the disease management paradigm from “provider-centered” to patient-centered”. Empowerment is a possible solution for barriers to better diabetes management. Patient empowerment is helping patients discover and develop the inherent capacity to be responsible for their own life. Although patient empowerment is a valuable philosophy, there are gaps between the philosophy and actual practice. There are limited studies addressing the effectiveness of patient empowerment at improving diabetes management. Therefore, this study examined the association of patient empowerment and diabetes management by gender, age, socioeconomic status and education level by using the data from the Patient Empowerment to Improve Diabetes Care intervention conducted in the Diabetes Clinic of the Grady Health System (GHS). In this study, diabetes management was measured by glycated hemoglobin (HbA1c) level which shows the average blood glucose level over the past two to three months. Patient empowerment was measured by two standardized tools which were the Diabetes Empowerment Scale-Short Form and Patient Activation Measure. In this study, patient empowerment scores measured by these tools were not associated with HbA1c level in African American diabetes patients of the Diabetes Clinic of the GHS. Further study is necessary to understand the association between patient empowerment and diabetes disease management by using different measures of patient empowerment, different levels of disease management, and measurement in different settings.

The purpose of this study was to investigate post-secondary students' perceptions of the role and functions of their high school counselor. One hundred seventy-three students currently attending a community college in a suburban area of a large metropolitan city participated in this study. The participants were asked to complete a survey developed by the researcher. Five research questions (listed below) guided this study. 1) Do post-secondary students perceive that high school counselors are performing the functions outlined by the American School Counselor Association (see Appendix B and C), and are there gender and ethnic differences? 2) How are perceptions of services rated as "very" important by post-secondary students, and are there gender and ethnic differences? 3) How are perceptions of services rated as "often" performed by post-secondary students, and are there gender and ethnic differences? 4) What are post-secondary student's perceptions of the importance with which specific counseling functions are performed as compared to perceptions of frequency? 5) What is the level of unmet need for counseling services perceived as "very" important by post-secondary students? The results indicated that only two percent of high school counselors performed all functions identified on the questionnaire, however the majority of participants indicated counselors performed nearly one-third of the functions. The functions were noted as academic, career, or personal/social domain. The most important function and the most often performed function rated by participants was discussing graduation requirements and the least important as well as the least performed function was identified as assistance with relationship issues. In general, there was not a significant difference between gender and ethnicity. The percentage of participants who indicated a function was "very" important, however was "seldom" or "never" performed was above 50% for most functions.

Research on mathematics achievement has become increasingly important with today's technological advances and demand for specialized knowledge. Though there is much literature regarding mathematics achievement in monolingual speakers, little is known regarding the mathematical abilities of Dual Language Learner (DLL) Latino children. This study examined the early numeracy skills in English and Spanish of 132 DLL Latino children attending Head Start programs in five counties across Florida. Relationships and differences among their performance in both languages were examined, along with the contribution of specific parent demographic variables to math achievement. Findings indicated that DLL Latino Head Start children's performance on early numeracy tasks in both English and Spanish ranged from average to low average when compared to national normative samples of monolingual peers. Child participants' performance on early numeracy tasks in English and Spanish was related to some extent. In addition, multiple regression analyses revealed that combined demographic variables predicted math performance in English and Spanish, but only mothers' level of education uniquely predicted the child participants' math performance in Spanish. This study is an important contribution to the literature, as it provides data regarding the early numeracy skills of DLL Latino Head Start children, as well as implications for the field of school psychology. Future directions for research are also discussed.

This investigation was a post-hoc, quantitative analysis of secondary academic performance and participation choices of Hispanic students. Three years of longitudinal student-level data was collected to examine the likelihood of college enrollment based on college and career readiness (CCR) factors. At the time of the study, CCR was defined as qualifying exam scores, credit for at least two advanced/dual enrollment courses, or enrollment in a career and technology education (CTE) coherent sequence of courses. Research participants (N = 803) consisted solely of Hispanic high school graduates from the 2014 cohort. Frequency statistics indicate 45.5% (n = 365) attended an institute of higher education (IHE) within 2 years of high school graduation. Findings reveal Hispanic females were more likely than Hispanic males to meet CCR indicators as well as postsecondary resiliency outcomes. Analysis of chi-square tests of independence suggests a moderately strong association exists between CCR indicators and postsecondary participation among high school graduates. Differences were found in terms of gender and postsecondary enrollment, x^2(6) = 24.538, p < .001. Differences were also found in terms of type of IHE and postsecondary resiliency, x^2(3) = 34.373, p < .001. More Hispanic CCR graduates enrolled at 2-year and 4-year IHE than expected by chance. While non-CCR graduates enrolled in IHE, they were less likely to meet postsecondary resiliency outcomes. CCR graduates who initially enrolled at 2-year IHE were also less likely to persist. Furthermore, the greatest contribution to differences in resiliency existed for Hispanic CCR graduates who enroll at 4-year IHE.

In order to evaluate the short-term educational and behavioral impact of the American Heart Association's "Face the Fats" web application had upon college students, a study involving 116 Utah State University undergraduate students was conducted. A one-group pre-posttest design was utilized to answer eight research questions focusing on: health risks associated with trans fat, general trans fat knowledge, ability to identify foods containing trans and saturated fats, food label information, healthy alternatives to trans fat, and readiness to change trans fat intake. Participants completed an online pretest survey and then viewed the "Face the Fats" website at their own pace. After viewing the website, participants completed an online posttest survey. Data were analyzed using Microsoft Excel. Statistical analysis of a paired sample t test revealed that "Face the Fats" was successful in changing the general trans fat knowledge of participants (p = < 0.00). Results also showed participants increasing their knowledge of health risks associated with different types of fat (p = < 0.00). Knowledge of trans fat nutritional information on food labels also significantly increased (p = < 0.00) and participants were more able to name foods containing trans fat, although some confusion remained among foods that contained both saturated and trans fat. Using a chi-square test, it was found that participants were more likely to state they were seriously considering reducing trans fat intake within the next 30 days after viewing "Face the Fats" (p = < 0.00). Results of a paired sample t test also showed an increase in the impact that trans fat information had on participants' decision to purchase and consume food (p = < 0.00).

Dental caries is the most common chronic disease in children, and prevalence rates are disproportionately higher in American Indian/Alaska Native (AI/AN) populations. The Association of State and Territorial Dental Directors (ASTDD) recommends annual oral health screening for children in Head Start programs using the Basic Screening Survey (BSS). The 2014 study was a follow-up to a 2010 national survey of AI/AN children ages five and under that assessed oral health outcomes such as untreated decay, decay experience, urgent need for treatment, presence of sealants and decayed, missing and filled deciduous teeth (dmft) scores, and investigated the changes in Early Childhood Caries (ECC) prevalence from 2010 to 2014 in the Indian Health Service (IHS) Nashville Area. A gap analysis was completed comparing current recommended practices among dental clinics that participated in the IHS ECC Collaborative ASTDD Framework to Prevent and Control Childhood Tooth Decay (ASTDD Framework). Due to historical mistreatment of AI/AN populations in research, and out of respect for the sovereignty of the Tribal Nations that participated in the study, there limited data was made available for this study. In 2010, 579 children were screened in the Nashville Area; 1231 children participated in 2014. While there was a statistically significant, yet clinically small 9.36% reduction of untreated decay from 2010 (30.33%) to 2014 (27.49%), the ECC Collaborative did not reach their objective of a 25% reduction. There was also a significant increase in urgent need for treatment (3.17% in 2010 to 4.35% in 2014), and in presence of sealants (4.54% in 2010 to 10.01% in 2014). Gaps in best practices identified were related to need for increased risk assessments and enhancing policy development. Based on study findings and the limited access to data on Tribal and Area levels, development of culturally appropriate policies that are unique to individual Tribal needs, and focus on perinatal care, is recommended. Individual Tribal programs also need to be evaluated and surveillance needs to be continued to establish trend data. All program evaluations and research should be conducted in an ethical manner that is community-based and considerate of the needs of the Tribe.

While current accountability regimes in U.S. public education focus on the job performance of individual school professionals, research in industrial/organizational psychology has established the importance of system-wide factors for organizational outcomes. The purpose of this study was to identify school-wide factors that predict guidance program readiness in New York State high schools. This nonexperimental, quantitative study was based on a survey sample of 97 guidance counselors in New York State. Multivariariate analyses of variance showed that two school-wide independent variables-urbanization of school location and counselor-student ratio-predict scores on guidance program readiness, measured using the American School Counselor Association Readiness Survey. This instrument assesses program readiness on seven subscales-community support, leadership, guidance curriculum, staff/time use, counselor's beliefs and attitudes, counselor's skills, district resources-and overall program readiness. Because prior research shows that this instrument predicts guidance program effectiveness, the findings of the present research have important implications for school reform debates. Specifically, it would appear that school-wide factors significantly influence guidance program outcomes, calling into question the adequacy of accountability systems based on the job performance of individual guidance counselors and other education professionals. This research contributes to a growing body of evidence in support of the whole system paradigm of school reform, which seeks to improve both individual and system outcomes through system transformation.

Essay I (with Mattias Öhman): Fluoridation of the drinking water is a public policy whose aim is to improve dental health. Although the evidence is clear that fluoride is good for dental health, concerns have been raised regarding potential negative effects on cognitive development. We study the effects of fluoride exposure through the drinking water in early life on cognitive and non-cognitive ability, education and labor market outcomes in a large-scale setting. We use a rich Swedish register dataset for the cohorts born 1985-1992, together with drinking water fluoride data. To estimate the effect we exploit intra-municipality variation of fluoride, stemming from an exogenous variation in the bedrock. First, we investigate and confirm the long-established positive relationship between fluoride and dental health. Second, we find precisely estimated zero effects on cognitive ability, non-cognitive ability and education. We do not find any evidence that fluoride levels below 1.5 mg/l have negative effects. Third, we find evidence that fluoride improves labor market outcome later in life, which indicates that good dental health is a positive factor on the labor market.
Essay II: Motivated by the intense public debate in the United States regarding politicians’ backgrounds, I investigate the effects of electing a candidate with earlier experience from elective office to the House of Representatives. The U.S. two-party-system with single-member election districts enables me to estimate the causal effect in a RD design where the outcomes are measured at the election district level. I find some indications that candidates with earlier elective experience are more likely to be members of important congressional committees. I also find some indications that directed federal spending (pork barrel spending) is higher in those districts were the elected representative had earlier elective experience prior of being elected to the House, but the effect manifests itself some years after the election. In contrast, I find no robust or statistically significant effects for personal income per capita or unemployment rate in the home district.
Essay III: This paper uses Swedish and Finnish municipal data to investigate the effect of changes in voter turnout on the tax rate, public spending and vote-shares. A reform in Sweden in 1970, which overall lowered the cost of voting, is applied as an instrument for voter turnout in local elections. The reform increased voter turnout in Sweden. The higher voter turnout resulted in higher municipal taxes and greater per capita local public spending. There are also indications that higher turnout decreased the vote share for right-wing parties. I use an individual survey data set to conclude that it was in particular low income earners that began to vote to a greater extent after the reform.
Essay IV (with Lovisa Persson): In a theoretical model where voters and politicians have different preferences for how much to spend on basic welfare services contra reception services for asylum seekers, we conclude that established politicians that are challenged by right-wing populists will implement a policy with no spending on asylum seekers if the cost is high enough. Additionally, adjustment to right-wing populist policy is more likely when the economy is in a recession. Voters differ in their level of private consumption in such a way that lower private consumption implies higher demand for basic welfare services at the expense of reception of asylum seekers, and thus stronger disposition to support right-wing populist policies. We propose that this within-budget-distributional conflict can arise as an electorally decisive conflict dimension if parties have converged to the median voter on the size-of-government issue.

Monitoring and evaluation of programs and outcomes is common practice in educational arenas; however, it is not so frequent within professional societies and organizations. By definition, professional organizations are groups of people working together to accomplish a set of goals and objectives that serve the profession. As an organization, the American Association for Agricultural Education (AAAE) serves educators, communicators, and leaders in agriculture through research and application of its principles. A clear understanding of the climate of an organization is important. Understanding the climate of the AAAE could potentially provide AAAE leadership with an understanding of how to improve the functionality of the organization. Organizational climate is a feeling by the members; how they perceive something should be done at that moment. The research design of this nonexperimental quantitative study was descriptive and inferential in nature. The overarching construct proposed to be measured through conducting this study was organizational climate. A four-section electronic data collection instrument, Organizational Climate Inventory (OCI), was researcher-developed. An ANOVA was used to determine if differences in the OCI scales existed based on selected professional characteristics of AAAE members. Many individuals pay dues to be members of the AAAE; the return on their investment was not identified in this study. Nearly three-quarters of the membership of the AAAE is held by academic faculty in professorate ranks. Each of the five research priority areas were represented as were each of the three geographic regions. Both the regional and national meetings are relevant and important to the membership. AAAE members‘ organizational vision was the scale in with the highest mean score; whereas, standard of performance was the scale in which the lowest mean was exhibited. Mean 6σ scores were reported for each of the OCI scales and organized by professional characteristic. Dues-paying-members and non-dues-paying-members did not perceive organizational vision of the AAAE in the same way. Perceptions also differed across all of the scales by region, academic position, and frequency of attendance at regional and national AAAE meetings.
